<description><![CDATA[Trafigura got their lawyers Carter Ruck to gag the media earlier this year, to prevent reporting on ]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p><a href="http://en.wikipedia.org/wiki/Trafigura"></a><a href="http://en.wikipedia.org/wiki/Trafigura">Trafigura </a>got their lawyers Carter Ruck to <a href="http://www.guardian.co.uk/world/2009/sep/16/trafigura-african-pollution-disaster">gag the media earlier this year</a>, to prevent reporting on a <a href="http://www.spectator.co.uk/alexmassie/5417651/british-press-banned-from-reporting-parliament-seriously.thtml">parliamentary question</a> which related to their dumping of toxic waste in the Ivory coast in 2006, which has killed and injured many locals.  Eventually <a href="http://www.telegraph.co.uk/news/newstopics/politics/6316512/Trafigura-and-Carter-Ruck-end-attempt-to-gag-press-freedom-after-Twitter-uprising.html">they had to give in</a>, largely due to the internet and it&#8217;s usual response to censorship in any form.  These videos were available on BBC&#8217;s website for a few hours, then they mysteriously vanished.  The assumption of course, is that Trafigura and Carter Ruck are at it again.</p>

<h5 style="text-align:justify;">L&#8217;élection présidentielle  de la Côte d&#8217;Ivoire  prévue le 29 novembre 2009  sera légèrement reportée a déclaré  le président de la commission électorale indépendante Robert Mambé, évoquant les retards accusés dans la publication de la liste provisoire. Actuellement 5 300 586 personnes apparaissent sur la liste provisoire des 6 384 253 inscrites  soit 83%. Il reste encore 1 033 985 des cas épineux soit près de 16% selon la commission électorale indépendante.</h5>

Concernant M. Diallo après Ouagadougou il est convenu qu&#8217;il se rende à  Paris, ainsi que l&#8217;ancien chef de gouvernement Sidya Touré. François Lonsény Fall, est pour sa part  à Abidjan en Côte d&#8217;Ivoire. Selon certaines sources le capitaine Dadis Moussa Camara serait prêt à quitter la Guinée Conakry avec sa famille à condition qu&#8217;il soit assuré de ne pas être poursuivi et que la sécurité soit assruée pour lui et sa famille.</h5>

<h5 style="text-align:justify;">L&#8217;élection présidentielle est une nouvelle fois  reportée en Côte d&#8217;Ivoire. Le président sortant Laurent Gbagbo a déclaré  que le scrutin prévu le 29 novembre 2009  a été retardé car de nouveaux ajustements des listes électorales étaient nécessaires. La cour constitutionnelle du pays précise que la nouvelle date sera connue d&#8217;ici une dizaine de jours. La Côte d&#8217;Ivoire  l&#8221;un des plus riches d&#8217;Afrique de l&#8217;ouest, est coupée entre le nord aux mains des rebelles et le sud contrôlé par le gouvernement depuis le coup d&#8217;état qui avait engendré  la guerre civile en 2002. Un accord de paix avait été signée en mars 2007.</h5>

<content:encoded><![CDATA[<div class='snap_preview'><p><img class="alignright size-full wp-image-1094" title="Anelone" src="http://talkupaps.wordpress.com/files/2009/10/anelone.jpg" alt="Anelone" width="236" height="305" />Atlanta Public Schools is proud to announce its Teacher of the Year, <strong>Hilaire Anelone</strong> of <a href="http://srt5.atlantapublicschools.us/jackson/site/default.asp">Maynard H. Jackson High</a>. (Mr. Anelone also represents Jackson as the High School Teacher of the Year). Born and raised in Abidjan, Ivory Coast, Anelone came to the United States to complete an engineering training. He received a bachelor of science in electrical engineering technology from Southern Polytechnic University. He also earned concurrently two bachelors of science degrees in mathematics education and applied mathematics from Kennesaw State University. Anelone also received a master’s degree in urban teacher leadership at Georgia State University, where he was taught by several eminent professors such as Dr. <strong>Asa Hilliard</strong>, Dr. <strong>Betty Strickland</strong>, Dr. <strong>Lisa Delpit</strong> and Dr. <strong>Susan Crim McClendon</strong>. Later, Anelone also earned an educational specialist degree in curriculum and instruction; he is currently pursuing a doctorate of education degree in instructional leadership.</p>
<p><!--more-->Presently, Anelone is a mathematics teacher at Maynard H. Jackson High School, where he teaches several Advanced Placement (AP) classes in statistics and calculus. He has trained AP students to score three or better on the AP statistics exam. Last year, one of his students was awarded the Gates Millennium Scholarship. Anelone also coaches soccer; as a soccer coach he develops the soccer skills and life values of children in his team. Leadership, camaraderie, and courage are skills he emphasizes on during soccer practices. In charge of the soccer team, he took a group of young unskilled soccer players to win the district soccer championship. He was named Coach of the Year for the school.</p>
<p>For the past seven years, Anelone has been an efficient member of the Saturday School Program organized by the 100 Black Men of Atlanta.</p>
<p>Last year, Mr. Anelone was a volunteer at the Atlanta Football Classic, where funds were collected to enroll urban students in colleges across the country. As a volunteer for the Boys and Girls Clubs of Metro Atlanta, Anelone has trained high school juniors to pass the GHSGT test on the first trial. As a member of the Mathematics Textbook Adoption Committee of Atlanta Public Schools, Anelone has prepared and enrolled students in the Mathematics and Sciences Fair. One of his students was recognized at the State Fair in Athens.</p>
<p>“The power of one …” and “Every child has the capacity to learn …” are two of the phrases that drive the teaching philosophy of Anelone. A gifted certified teacher, Anelone is fluent in French and loves to travel and visit the world.</p>

<title><![CDATA[Toxic: A Trafigura update]]></title>

<p style="text-align:justify;">Comparing the dumping of toxic sludge in Abidjan, Ivory Coast (2006) with the deadly gas release in Bhopal (1984), we wondered whether <!--more-->modern environmental sensibilities would mean a large, politically connected, company would be held to a higher standard of post-disaster behaviour. We also decided, given the large amounts of money and lawyers at their disposal, Trafigura were just as likely as Union Carbide had been 25 years ago to fight any compensation settlement tooth and nail.</p>
<p style="text-align:justify;">Well fight they did&#8230; and here is the outcome.</p>

<p style="text-align:justify;">The High Court proceedings were due to start 3 days ago but, instead, Trafigura have just reached an out-of-court settlement in London, where they will pay £30 million to the 31,000 claimants. This is in addition to the, approximately, £140 million Trafigura had already forked out to the Ivory Coast government on the condition that the company become exempt from prosecution in that country.</p>
<p style="text-align:justify;">Sounds like an admission of guilt, right?</p>
<p style="text-align:justify;">Well, no actually. As part of the settlement, the victim&#8217;s lawyers have had to concede&#8230;</p>
<blockquote>
<p style="text-align:justify;"><span style="color:#800000;">&#8220;&#8230;that there is no link between exposure to the waste and any deaths or miscarriages, as was alleged&#8221;</span></p>
</blockquote>
<p style="text-align:justify;">Furthermore, Trafigura&#8217;s lawyers expect each victim to sign a declaration to the effect that&#8230;</p>
<blockquote>
<p style="text-align:justify;"><span style="color:#800000;">&#8220;&#8230;the </span><span style="color:#800000;"><span style="color:#800000;">waste di</span>dn&#8217;t cause any (serious) casualties and that there were just a few superficial injuries&#8221;</span></p>
</blockquote>
<p style="text-align:justify;">Trafigura has subsequently been threatening any media challenge to their sanitised version of the incident with libel action (<a href="http://image.guardian.co.uk/sys-files/Guardian/documents/2009/06/12/StatementofTrafigura120609.PDF" target="_blank"><span style="color:#800000;">here is a pdf</span></a> of their lawyer&#8217;s letter to <em>The Guardian</em>).</p>
<p style="text-align:justify;">In another legal blast, this time to Newsnight (<a href="http://news.bbc.co.uk/2/hi/programmes/newsnight/8260004.stm" target="_blank"><span style="color:#800000;">seen here</span></a>), Trafigura lay out their legal claim, explicitly explaining how, on one hand the sludge couldn&#8217;t have caused <em>any</em> injuries and, on the other, how if it <em>did,</em> they were minor. A case, perhaps, of wanting to have your shit-covered cake and eat it too.</p>
<p style="text-align:justify;">The last line in <em>The Guardian</em> letter is particularly priceless.</p>

<p>The Economic Community of West African States (ECOWAS) has started a process that aims at encouraging citizens’ participation in ECOWAS decisions and activities</p>
<p>The programme called: “Community Development Programme,” hopes to transform West Africa into a borderless region where ordinary citizens can enjoy free movement and trade amongst themselves. </p>
<p>Mr Traore Kalilou, Director at the Ivorian Ministry of Regional Integration, said there is really a low level of involvement in ECOWAS activities by non-state actors in the region hence the need for the CDP programme to make an ordinary ECOWAS citizen enjoy the privileges of ECOWAS. </p>
<p>He said this at workshop organized by ECOWAS for civil society organization to share ideas on the structure of the CDP and make inputs where necessary.</p>
<p>The workshop brought together about 50 civil society actors and media personnel from Nigeria, Cote D’ Ivoire, Liberia, Mali, Togo, Burkina Faso, Ghana,  Cape Verde and Senegal</p>
<p>The CDP which is still at the planning stage,  when established would facilitate the creation of a region where people can live in dignity and peace under the rule of law and good governance in each of the member states.</p>
<p>Mr Kalilou said regional integration was one of the solutions to the development problems in Africa.</p>
<p>Mr Ken Ukaoha, a Civil Society actor from Nigeria, said after 38 years of ECOWAS, the region appears not to have moved closer to development and integration as was originally envisaged.</p>
<p>Comparing ECOWAS to the European Union, he said, in Europe people, even non citizens who have a visa are able to move freely from one European Country to the other, however, the story is not the same in ECOWAS.</p>
<p>“Even travelling from Ghana to Cote D’ Ivoire, can take people two days because of immigration demands,’ Mr Ukaoha said.</p>
<p>He said civil society organizations can help get the ordinary person integrated into ECOWAS since they are usually in touch with people at the local level.</p>
<p>“The Community Development Programme aims at realizing the ECOWAS heads of States and government’s vision 2020 of a transition from ECOWAS heads of states to ECOWAS of people,” Mr Ukaoha explained.</p>
