EM PRIMEIRÍSSIMA MÃO: A Justiça mantém lei que estende por mais dez anos a reserva de vagas para negros, indígenas, alunos da rede pública, portadores de deficiência e filhos de policiais, bombeiros e inspetores de segurança e penitenciários mortos ou incapacitados em serviço em universidades estaduais do Rio de Janeiro.

O Órgão Especial do TJ-RJ (Tribunal de Justiça do Rio de Janeiro) decidiu pela constitucionalidade da Lei de Cotas no Estado. Por 15 votos a 6, os desembargadores julgaram improcedente a representação do deputado Flávio Bolsonaro (PP), que pedia a suspensão da Lei 5.346/2008.

Há seis meses, os desembargadores haviam concedido liminar à mesma representação. Diante da repercussão negativa e do apelo de reitores por conta dos vestibulares em andamento, o colegiado postergou o início da legitimidade da liminar para 2010. Nesta quarta-feira (18), os magistrados mantiveram a validade da lei. Bolsonaro anunciou que vai apresentar recurso ao STF (Supremo Tribunal Federal).

O relator do processo, Sergio Cavalieri Filho, disse que as ações afirmativas funcionam para garantir a isonomia:

- Há grupos minoritários e hipossuficientes que precisam de tratamento especial. A Justiça do Rio sinalizou para todo o Brasil que separar a sociedade em brancos e negros é constitucional e moral. O que eu lamento.

A Universidade Estadual do Rio de Janeiro (Uerj) divulgou nesta quarta-feira (11) a relação candidato/vaga no vestibular 2010. Com 34,97 candidatos por vaga, medicina é o curso mais concorrido. Em seguida, aparecem desenho industrial, com 20,63, e jornalismo, com 18,54.

Segundo a assessoria de imprensa da instituição, ”podem ocorrer pequenas alterações na relação uma vez que a listagem ainda está passando por nova checagem”.

A data do exame, inicialmente marcado para o dia 6 de dezembro, foi remarcada para o dia 13 de dezembro. O calendário precisou ser modificado por causa da nova data do Exame Nacional do Ensino Médio (Enem).

O horário de realização do exame discursivo da Uerj, das 9h às 14h, está mantido. A Uerj não utiliza a nota do Enem em seu processo seletivo, mas fez a alteração a pedido do Ministério da Educação (MEC).

Também foram modificadas as datas de divulgação das notas e do prazo para pedir revisão das notas.

Além da Uerj, o vestibular seleciona candidatos para a Universidade Estadual do Norte Fluminense (Uenf), Centro Universitário Estadual da Zona Oeste (Uezo), Academia de Bombeiro Militar D. Pedro II, Academia do Corpo de Bombeiros Militar do Estado do Rio de Janeiro (CBMERJ) e a Academia de Polícia Militar D. João VI, da PM do Estado do Rio de Janeiro (PMERJ). Confira o calendário a seguir:

Prefeito Eduardo (Várzea Paulista) é um dos representantes da ABM na Marcha

Nestas quarta e quinta-feira (11 e 12/11) – com o apoio da Associação Brasileira de Municípios (ABM), e da Frente Nacional de Prefeitos – prefeitos de todas as regiões e partidos de São Paulo irão marchar para a até a Assembleia Legislativa do Estado em defesa dos seus municípios. A Marcha Paulista em Defesa dos Municípios é evento é suprapartidário e tem como objetivo reunir os prefeitos paulistas em torno dos problemas enfrentados pelos municípios em setores como saúde, educação, segurança pública e tributação. 

Situações como a transferência de gastos e responsabilidades do Governo do Estado e da União para os municípios,  será uma das pautas discutidas pelos prefeitos durante as atividades. A ABM irá apresentar um estudo que revela que nos dois últimos anos os municípios gastaram mais de R$ 21 bi assumindo despesas que não competem exclusivamente aos governos municipais. O estudo será apresentado pelo Presidente da ABM, Luiz Alberto Muniz e pelo secretário-geral, José Carlos Rassier.

Serão apresentadas situações como, aluguel de prédios para o funcionamento de delegacias, compra de medicamentos de alto custo que não estão previstos na lista do SUS, fornecimento de merenda e transporte escolar, dentre outras responsabilidades do governo do Estado que foram repassadas aos municípios, sem nenhuma contrapartida do governo estadual.

Representante da ABM na Marcha e um dos coordenadores do evento, o prefeito de Várzea Paulista, Eduardo Pereira, avalia ser uma oportunidade para fortalecer o diálogo entre o governo do Estado e os Municípios, a exemplo do que acontece com o Governo Federal por meio da Secretaria de Assuntos Federativos. “Temos um canal de comunicação direto com o Presidente Lula, facilitando as reivindicações e solicitações dos prefeitos. Com um saldo tão positivo, chegamos à conclusão de que é extremamente necessário organizar uma marcha também aos governos estaduais”, diz.

“ Dessa forma, a Marcha Paulista em Defesa dos Municípios será um ato pela descentralização de investimentos, e a favor do fortalecimento do poder local, que é quem está mais próximo da população e conhece as suas necessidades” continua.

 Participarão do debate deputados das mais diversas colorações partidárias, secretários de governo, juízes, promotores públicos e especialistas em cada um dos segmentos abordados.

“ Não queremos fazer política. Queremos uma solução para a falta de recursos nos orçamentos municipais. Por isso a decisão de realizar o evento ainda em 2009, distante da abertura oficial do calendário eleitoral agendada para o próximo ano” conclui Eduardo.

There are some shows that change your life in the most obvious of ways. For me two of the most recent shows to do that are West Wing and Six Feet Under. Then there are other shows whose effect you never saw coming, that have a profound affect on who you are and how you come to see life. That’s what Anyone But Me is for me, and I’m pretty certain several other people too.

The story starts with Vivian McMillan, a 16 year-old girl forced to move away from New York and the world she knows because of the respiratory problems of her father, a firefighter who was part of the 9/11 rescue effort. Hard enough for a teenager to do but compounded with the reality of having to leave her girlfriend – the love of her life, behind. The fact that she has a girlfriend is not the story here, it is much more about trying to figure out where you belong. Every character in the show is trying to find out who it is they’re supposed to be when their worlds are changed.

This show is truly my addiction. There’s no other word for it. I can’t explain why else I would put myself through the (albeit exquisite) pain of waiting for each episode. All but one of my converted friends were fortunate enough to not have to experience the agony of waiting months between each episode for the next 10min segment that would leave us screaming, ‘NO!!!!’ as the titles came up. The wait, however, is part of why I love the format of ABM. There is no other show that I watch where you can watch every single episode before the next one comes on without losing a significant and possibly unhealthy amount of time. Every time you know a new episode is going to be aired you can literally do a mini ABM marathon.

So why do I love it? I’m not a NYer and I’m certainly not a teenager anymore. I grew up with Angela Chase and Daria Morgendorffer as my models for what it was to be a teenager, this probably explains a lot. One of the reasons is that there is an unbelievable amount of talent on this show. The way the stories and the characters are written is outstanding, Susan Miller deserves (and has rightly been awarded some of them including an Obie) every writing accolade there is. She crafts dialogue and situations which ask important questions and raises issues that should be at the forefront of our minds without ever making you feel as though you’re being preached to. All of this is brought beautifully to our screens by Tina Cesa Ward. I don’t know a thing about directing but whatever instruction she is giving the cast it works. Absolutely. And what a cast!

The whole cast are believable in their portrayal and though the majority of them are young (although they’re playing a lot younger) they approach their roles with the maturity and fearlessness required. I think that the fact that they are 20-somethings playing high school kids – convincingly, only further demonstrates how talented they are.

Admittedly I have my favourites amongst the cast, we all do for whichever shows we fall in love with. Forever there will be a place reserved in my heart for CJ Cregg. If the character continues to develop as she did in the first season I think too that there’ll always be a place there for Vivian McMillan. That won’t come as any surprise to anyone who knows me, I believe Rachael Hip-Flores to be a gift from the heavens. A truly outstanding individual who I would probably pay to watch her act as someone painting a wall. As Vivian, you can’t help but fall in love with her. She is trying so hard to be everything to everyone when she’s still not sure of who she is yet. You want so much for her to be happy. To be so emotionally invested in a character through 10 minute episodes is no easy task. It is the talent of Rachael Hip-Flores that makes this happen. She’s simply magical.

Of course she doesn’t do this alone. Her partner in crime once she moves to Westchester is Archibald, played by the lovely Joshua Holland. As Aster says, ‘You gotta like someone named Archibald.’ Indeed! The comic book loving artist who’d rather sit quietly and sketch rather than get involved in team sports and drinking like the other boys in the school. Josh Holland has created the boy that you would have loved to have known in high school. Best friend and hottest guy in school rolled into one but with a sweetness that you know wouldn’t break your heart.

I couldn’t write about the cast without mentioning Nicole Pacent. The other half of the couple dubbed VivSter, Aster Gatson. Headstrong and impetuous and sometimes frustratingly stubborn. There is a passion about the way she lives her life that you know if she was in your world you couldn’t help but be drawn to it. As for Nicole Pacent herself, just one flash of that smile and you’re lost. There is an authenticity to Aster, and even when you want to shake her because of her actions you understand why she’s doing what she does. I haven’t seen anything else she’s in but I have a strong feeling that she is one of those performers who will transfix you whatever the role.

If Rachael Hip-Flores and Nicole Pacent are forces alone, when you team them up it’s just…I don’t know how the world doesn’t implode from the chemistry between them. My heart was equally battered to pieces and stitched together with selotape during the last episode because of these two. I looked like a crazy person jumping from the biggest smile to waving my hands at my PC wanting to yell, ‘What are you doing?!?!’ I fully expect to become this mad person once ABM is back. I know that the writers are going to do the televisual equivalent of throwing my emotions into a washing machine over these two. Still I hand it over willingly, such is the faith I have in everyone involved in this wonderful show.

Even if it was just a gathering of amazing talent I don’t think it would be enough to make me as wrapped up in this show as I am. I don’t actually know how people stand it sometimes the amount I bang on about how good this show is telling anyone who’ll listen that they need to trust me and watch it.

Despite its setting and the age of the majority of the characters I can still relate to the themes that run through the show. My favourite of their promos is one I’ve only recently discovered. In it some of the younger members of the cast describe how things are different after 9/11. You see it in their faces how much life has changed, how fragile they realise everything now is and they ask, “So what do we do?”

I could say that I forgot the effects 9/11 had, but it’s truer to say that I never even thought about it. Of course I know the impact of that day but I hadn’t considered the change it would have on the young people who were growing up and had their lives changed because of it. I suppose events such as those of that Tuesday resonate differently. I still remember exactly where I was when I heard the news and I know exactly who my thoughts were of, and they’re who I pretty much always think of when I remember that day.

At the time when all of the security alerts were going off and everyone’s senses were so heightened in case there was another attack I kept thinking that this was how I’d always grown up. It wasn’t until I was in high school that I started using the tube, and whenever I did I never told my mum coz I knew the lecture on safety I’d get. That was life in London. Every day you’d expect to have some kind of a delay because of an IRA bomb threat. You knew that was why there were no rubbish bins anywhere in the underground stations. That’s just how things were.

ABM reminded me that this was how NYers lived now. Having asked what it is you do in the wake of such an event ABM throws up more questions. It becomes more important to be who you are and to not ever waste a moment, only when you’re that young you’re still trying to figure exactly who it is you are. Circumstance often dictating the limits, if not of who you can be but sometimes how much you can be you.

It’s not just a case of what you know yourself to be but how others define you. That’s something that no matter how old you are you can identify with. Every time you walk into a room or you meet someone else’s gaze they’ve already placed a dozen labels on you. How this and other issues are crafted by the amazing writing-director team and acted by an unbelievably talented cast is what has me jumping like a kid on Christmas morning every time I get a snippet of news about ABM.

Filming on season 2 started today. There are 40 days until the premiere. I’m not consciously counting (although my subconscious might be) but I wait in eager anticipation like those crazy people who start queuing at 3am for the January sales. You can bet that every day between now and then I will be watching the ABM tweets for any new information on what’s coming up and come December 15 – if the wait hasn’t driven me insane by then, I will be logging on to see where this amazing show is going to take me.

This morning, I got up early and, because the kitchen was devoid of food, I forewent my usual breakfast conversations with Mirna, the wonderful El Salvadorean woman that cleans our house, for a meal at Dewick.  I had forgotten the best part about  dining halls – running into friends and acquaintances, and having awesome spontaneous conversations about everything and nothing at all.

In Dewick I ran into an old acquaintance that I had met during International Orientation way back when.  Let’s call him call “C”.  C is an engineer from a tiny Eastern European country that few people have heard of, and even fewer can find on a map.  C and I have some mutual friends, so we eat together on occasion, say hi when we see each other on campus, and have those adorable “Hi-how-are-you?-Great!-you?-See-you-around” chats that tend to be the norm when you’re rushing from class to class.

But today, a chance encounter and some free time led to one of the most genuine, comfortable, and deep conversations I’ve had all year.  We talked about everything from engineering vs. liberal arts, to my adolescent desire to be a blue-eyed Asian, to the socioeconomic situation in his country.  Those bits of the conversation, when he told me of his country were probably my favorite.

I mean, I’ve studied urban decay, read of the brain drain in developing countries, heard bits and pieces of the fall of the USSR, but to hear it all coming from the mouth of one who lived it?  That was beyond amazing.

“We didn’t even have toothpaste,” he said of the country under communism.  “Everyone saw the West and the U.S. as paradise, and people who went there…were the luckiest people on the world.”  He paused, before continuing “I’m glad that I don’t remember those years.”

Colleges always tout their diversity and the number and/or percentage of international students, and to be honest, I have always felt a little jaded reading those numbers.  Maybe it’s because I hate math, but those statistics just seem so… impersonal.  So what if College X has 30% or 5% minorities?  So what if College Y only has 5 international students and College Z has 530? These numbers tell you nothing about the people behind them.  They tell you nothing of the experiences and complexities of each individual.

Because that’s what’s most impressive and awe-inspiring about Tufts, and diversity at Tufts, I think.  Yes, we have a lot of international students, and minority students, and students of all different backgrounds.  Yes, each entering class is well-rounded.  But more importantly, and more interestingly, are the wealth of experiences and the diversity that you’ll find in each individual.

And peeling back all the layers and discovering the stories behind each number is something that could keep you occupied all four years.

In a major legal victory for poor people’s rights to housing and shelter, the Constitutional Court this week struck down the KwaZulu-Natal Slums Act. The court upheld shackdweller movement Abahlali base Mjondolo’s (ABM) application that the Act was unconstitutional.

The KwaZulu-Natal Slums Act empowered municipalities to evict illegal occupants from state land and derelict buildings, and to force private landowners to do likewise or face fines or imprisonment — all at the behest of the provincial housing minister.

The Act also empowered the minister to determine the time frames for all these actions and, via section 16, gave provincial housing ministers untrammelled powers to instigate eviction procedures against communities.

If ABM’s Constitutional Court bid had been unsuccessful, the Act was to be used as a blueprint around the country. ABM fought this legislation on two fronts. It argued in the Constitutional Court that the Act actually dealt with land and land tenure, and so was not within the ambit of the provincial legislature to implement.

And it contended that section 16 of the Act was in contravention of section 26 (2) of the Constitution, which requires the state to take “reasonable legislative and other measures … to achieve the progressive realisation of [the Constitutional] right” of every South African to access to adequate housing.

The social movement further contended that section 16 was inconsistent with national legislation and instruments such as the Prevention of Illegal Eviction Act, the National Housing Act and the National Housing Code.

The full Bench of the Constitutional Court unanimously found that, despite ABM’s argument, the Act did, in fact, deal with housing matters.

Nevertheless, the court struck down the legislation because of section 16. Only Justice Zak Yacoob dissented with Deputy Chief Justice Dikgang Moseneke’s majority judgment that “recognised the coercive import” of section 16 in the powers it gave to the housing minister.

Moseneke found that section 16 would lead “those in slums and informal settlements who wouldn’t face eviction to now do so”. He also found that the section “erodes and considerably undermines the protections against the arbitrary institution of eviction proceedings” safeguarded by national legislation such as the Prevention of Illegal Eviction Act.

Moseneke further found that section 16 “was silent” on the National Housing Code and the National Housing Act’s stipulations that unlawful occupiers must be ejected from their homes only as a last resort. The judgment also questioned whether the section permitted reasonable engagement between government and communities.

The deputy chief justice noted that while conflict between provincial and national legislation did not necessitate invalidation, the Act did not pass constitutional muster as set out by section 26 (2).

But it was parts of Yacoob’s dissenting judgment — when allied with the majority judgment’s emphasis on engagement and that evictions were “a last resort” — that broke new ground for the rights of illegal occupants of land when negotiating with government.

Yacoob noted that “all applications for eviction must comply with the requirements expressly stipulated in the Prevention of Illegal Eviction Act and the Constitution as well as with all other requirements that have been judicially stipulated”.

The Constitutional Court had previously found that government can only evict after meaningful engagement (the Olivia Road judgment) and if it provides adequate housing alternatives to those affected (the Grootboom judgment).

In the ABM case, Yacoob went further: “If it appears as a result of the process of engagement, for example, that the property concerned can be upgraded without the eviction of the unlawful occupiers, the municipality cannot institute eviction proceedings. This is because it would not be acting reasonably in the engagement process.”

The majority did not find cause to differ on this.

Declaring the Act unconstitutional, the court ordered all costs for both this and ABM’s high court application be carried by the KwaZulu-Natal government. Neither the province’s department of housing nor Premier Zweli Mkhize had responded to the Mail & Guardian’s requests for comment at the time of going to press.

ABM president Sbu Zikode said the judgment “had far-reaching consequences for all the poor people in the country and validated ABM’s role as protector of the Constitution, and a champion of the rights of the ordinary people of South Africa”.

He said: “Shackdwellers have been recognised as human by the Constitutional Court and its findings that there needs to be more engagement between government and the poor. Hopefully, this judgment will also see the end of forced removals to transit camps and temporary relocation areas.”

Still in hiding after attacks on his Kennedy Road home, Zikode, responded to recent claims by eThekwini municipality officials that ABM’s application to the Constitutional Court had stopped development in the settlement: “The judgment has proved that we are for development. We will now return to Kennedy Road with this message”.

He added that the movement expected “more attacks, though”.

A Universidade Estadual do Rio de Janeiro (Uerj) remarcou para o dia 13 de dezembro a segunda fase do seu vestibular. Inicialmente, a prova estava marcada para o domingo anterior, 6, que coincide com a nova data do Exame Nacional do Ensino Médio (Enem), que será aplicado nos dias 5 e 6 de dezembro. O horário de realização do exame discursivo da Uerj, das 9h às 14h, está mantido.

Apesar de não utilizar a nota do Enem em seu processo seletivo, a Uerj remarcou a prova a pedido do Ministério da Educação. Segundo a assessoria de imprensa da Uerj, um novo calendário, com as datas de divulgação do resultado e convocação, será divulgado.

Além da Uerj, o vestibular seleciona candidatos para a Universidade Estadual do Norte Fluminense (Uenf), Centro Universitário Estadual da Zona Oeste (Uezo), Academia de Bombeiro Militar D. Pedro II, Academia do Corpo de Bombeiros Militar do Estado do Rio de Janeiro (CBMERJ) e a Academia de Polícia Militar D. João VI, da PM do Estado do Rio de Janeiro.

We want to share with you some more stories of the children and the families we work with. Today we will introduce you to Emma  Zupko. Her father found us, like so many parents after exhaustive searches on the internet. He watched a video online of Anat working with “Elizabeth” rushed upstairs to try a move out on his daughter and saw something in her response that he had never seen before! It led him to us both for lessons for his daughter and to enter the training to become a practitioner. Here is some of their story;
Emma will be 1 year old this weekend
To date she has been diagnosed w/ a rare genetic disorder called “Fryn’s Syndrome and complete agenesis of the Corpus Callosum.
She does not have a herniated diaphragm which is a life threatening characteristic of Fryn’s Syndrone. Most infants do not survive the first months of life because of the herniated diaphragm.
She was born with extreme Hypotonia, uncontrollable/unexplainable tremors throughout her entire body, feeding delays(g-tube), GERD(reflux), cortical blindness, peripheral neuropathy, extreme developmental delays, extreme irritability, sleeping issues,   and a  few other  minor issues.
Her prognosis was/is a big question for the medical industry: ”WAIT AND SEE”. The best Drs. In the world could only shrug their shoulders and tell us that “Emma is teaching us”. Fryn’s Syndrome has only  a handful of living survivors, so using prior cases as a benchmark for her development is not possible.
Emma began ABM at 4 months of age. Her tremors had gotten a little better but were still a  problem.
To Date:
1.       Her tremors are almost gone. They are apparent only when extremely tired and still they are very mild.
2.       She takes a bottle in small amounts and has two meals a day with baby food(spoon fed). Her initial ass. was that she could not be mouth fed and questionable whether she ever would.
3.       GERD is not an issue because while having her g-tube surgery she also had a nissen done.
4.       Emma’s vision was just re-evaluated  two weeks ago and the doctor was extremely happy to say that she sees signs of vision
5.       She has become a very happy baby and smiles and talks all day long.
6.       I question whether she has neuropathy or not. But she has begun to move a lot more and seems to have become ticklelish. Her movements are still that of a very young infant but they are so much more  than she ever had . her startle reflex is more apparent.
7.       She is aware of her family and will often turn in the direction of one’s voice or give us a smile.
8.       Irritability is just about gone and her crying is more like the characteristics of a normal child. i.e. , hungry, tired.

Emma has lessons with Marcy Lindheimer in New York and Kathy O’Neil in Pennsylvania. Here is an e-mail that her father just sent to Marcy concerning the  latest lessons;

Hello Marcy,
After  Emma’s lessons last week with you and Kathy, I felt the need to give you a follow-up.  She is doing great !!  She has been in a great mood, smiling all day long, and a lot more inquisitive about her surroundings. Her sleeping has greatly improved and just the other day she decided to drink 6 oz. instead of her normal 2 0z. We have taken your advice on her head positioning and that has helped tremendously. Other family members have noticed a great improvement in her neck strength and positioning as well. The list goes on!!
Equally important, last week’s lessons have given my wife and other family members a refreshing breath of hope for our little angel and has given them the opportunity to see what possibilities can be reached with Emma and their own lives as well. Tiny miracles are happening all around us and there are no words that express my thanks. Acceptance is a huge obstacle for parents with children with special needs, and seeing results so quickly and beautifully, only helps.
I am forever grateful that there is such thing as You-tube. It was what drew me to ABM. I was convinced by the first video of Anat’s work that I saw. I can only imagine the feeling You, Kathy, or any other practitioner must have when seeing such huge results with children. I am so glad I am in the training and only hope, that as a practitioner,  I may have some of the results I’ve witnessed with you and Emma.
Every time I bring Emma for her lessons with Kathy, I know that in the days to come after her lessons,  I will be witness  to some great gift.. It could be Emma’s movement, her speech, or maybe her vision.  One never knows.  But it’s inevitable and that’s what’s so great about ABM.  Last week’s lessons not only helped Emma, but my wife as well.  You and Kathy have given my wife the most beautiful gift any human can give another: HOPE.  I can only express my thanks and hope you know how much of a difference you have made in my family’s lives.

A Universidade do Estado do Rio de Janeiro (UERJ) abre, nesta terça-feira (22), as inscrições para o exame discursivo do vestibular estadual 2010.

A inscrição para o exame discursivo, que segue até o dia 9 de outubro, só pode ser feita pelos candidatos que tiverem obtido aprovação no exame de qualificação.

Além da Uerj, o vestibular seleciona candidatos para a Universidade Estadual do Norte Fluminense (Uenf), Centro Universitário Estadual da Zona Oeste (Uezo), Academia de Bombeiro Militar D. Pedro II, Academia do Corpo de Bombeiros Militar do Estado do Rio de Janeiro (CBMERJ) e a Academia de Polícia Militar D. João VI, da PM do Estado do Rio de Janeiro.

O vestibular dessas instituições é realizado por dois exames de qualificação por ano, em que o candidato não escolhe nem a instituição nem a carreira. O primeiro exame, realizado no dia 21 de junho, já teve o resultado divulgado no site da instituição e contou com 70.942 inscritos.

O segundo foi aplicado no dia 13 de setembro e terá o resultado divulgado no site na quarta-feira (23). Neste exame, foram 59.548 inscritos, com um total de faltosos de 3.708 candidatos.

First Obama cancels the F-22 program and now he’s nixing putting Patriot missiles in Poland and the Czech Republic…and it’s not the nukes but the righties who are going ballistic.  It’s another weak-kneed Democratic soft-on-terrorism-naive- pacifist-cave-in-to-the-commies OUTRAGE!  Ok, let’s step back and take a collective deep breath.  Who has the largest nuclear arsenal on the planet?  We do.  The Russians are second, and last time I looked, they were listed as our allies.  The Iranians have zero nukes.  Despite what anyone tells you, just like the North Koreans, on a good day, if the stars and moons all line up just right, and no one accidentally drops the plutonium in the goat stew, they might just be able to construct a couple of working atom bombs…maybe.  If they had any, they’re a little short on ICBM delivery systems, and even if they had reliable missiles, they’d almost certainly be pointed at every fascist’s favorite whipping boy, Israel.  The chances of an Iranian nuke targeted on Warsaw are pretty slim, and if, Allah forbid, the Russians suddenly decided to vaporize Eastern Europe, a few of our never-proven-reliable anti-missile missiles weren’t going to stop several thousand mega-tons of MIRV’s anyway.  So it seems like a pretty good cost saving measure for Obama to cancel the plan that was mostly for macho posturing more than true defense anyway.
