Neither side in the dispute are in a strike or lockout position during the 90-day final offer arbitration process, which will see either the final proposal by the union or management accepted in its entirety as result of a back-to-work bill passed by Parliament in March.

Under the protocol governing the negotiations, ACPA will not comment on the reasons that an agreement could not be reached, the union said.

Both sides had agreed to a 10-day bargaining process that expired Saturday to try to hammer out a deal or at least find some common ground before the arbitration process began.
