<div><strong>Je suis désespérée, dans un peu plus d’un mois des centaines de milliers de moutons, chèvres, agneaux, brebis vont être encore une fois sauvagement égorgés sans aucun étourdissement préalable, alors qu’il serait humainement possible de leur éviter cette agonie consciente.<br />
Ces coutumes cruelles n’ont rien à voir avec nos traditions et elles éclaboussent de douleurs inutiles tous ces pauvres animaux et choquent beaucoup de nos concitoyens !<br />
Je vous supplie, je vous conjure, je vous demande du plus profond de mon coeur de mettre enfin un terme à ces pratiques moyennageuses en <span style="text-decoration:underline;">IMPOSANT</span> l’étourdissement préalable à tous les animaux sacrifiés sur le sol de France comme la loi l’exige, sans <span style="text-decoration:underline;">AUCUNE</span> dérogation.<br />
Vous me l’aviez promis en ajoutant que si les autorités religieuses ne l’admettaient pas vous <span style="text-decoration:underline;">TRANCHERIEZ</span>.<br />

<p>Alors que les prochains sacrifices de l’Aïd-el-Kebir (ou Aïd-el-adha) s’annoncent pour la fin novembre, <a href="http://www.fondationbrigittebardot.fr/site/actu.php?id=40204" target="_blank">la Fondation Brigitte Bardot a remis</a>, symboliquement le 15 septembre, au président Nicolas Sarkozy le message ci-desssus, porté par un mouton synthétique figurant les centaines de milliers d’autres, bien réels hélas, qui se feront égorger en toute conscience, souvent hors abattoirs (sur les 200 000 moutons sacrifiés chaque année en France le premier jour de l’Aïd, 70 000 le sont hors abattoirs).</p>

<p>Hmmm.  Should we just tell them?  After all, the banner over the entrance to the tent was most unambiguous.</p>

<p>While we looked forward to this weekend because of Thanksgiving, Saturday is the Muslim holiday Aid el Kibir, which commemorates God&#8217;s provision of a sacrificial ram in place of Abraham&#8217;s son.  The tradition here is that every family must purchase a ram, sheep, or goat and slaughter it.  </p>
<p>So yes, the ram markets are everywhere &#8211; kind of like Christmas tree sales in the US &#8211; in parking lots and vacant fields.  We have seen live sheep in luggage-rack-like cages on top of cars, on balconies, and even offered as a promotional bonus for buying a new stove from an appliance store.</p>
<p>Our students and friends all have an Aid el Kibir story &#8211; mostly ones that don&#8217;t make for the most appetizing dinner conversation.  And ubiquitous is the advice that if we go driving around on Saturday, we should get a babysitter and leave the kids at home:  The blood flows, the streets are eerily quiet, and the air is pungent with the smell of burn hair and flesh rising in the smoke of the charcoal fires that dot the fields to roast whole ram heads for the first celebratory meal.</p>
<p>So what do you tell the kids?</p>
<p>&#8220;It&#8217;s kind of like a petting zoo,&#8221; Chrissy finally answered.  &#8220;Only they just have rams, nothing else.&#8221;</p>
<p>Under his breath, Tony added, &#8220;They call it the killing fields.&#8221;</p>
<p>&#8220;Shh!&#8221;</p>
<p>&#8220;Can we go in there?&#8221;</p>
<p>&#8220;Sure, we can go in to see the rams.&#8221;</p>

<p>Pourtant , la moitié des enfants musulmans en Europe, ira à l’école comme si de rien n’était, un jour comme un autre, un jour comme les autres.</p>

<p>En début d’après midi, vers 14 heures, on ira sur skype, pour parler à la lointaine famille, éparpillée dans la monde, plonger quelques instants dans une ambiance, une  atmosphère désormais étrangère.</p>
<p>C’est l’Aid.</p>
<p>Mais les enfants ne sont pas vêtus de neuf. On ne fait même plus l’effort de leur faire porter des beaux habits. Combien c’est vain, c’est puéril.</p>
<p>C’est l’Aid.</p>
<p>Après une longue journée d’université, après avoir râle contre le prof de français qui a mal choisi son jour pour mettre son T.E, après avoir mangé au Macdo avec les copines parce qu’on ne pouvait refuser, c’est important de sociabiliser, on se réunira le soir autour d’un couscous en famille.</p>
<p>C’est l’Aid.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>I have just received the latest edition of DFID&#8217;s quarterly magazine <a href="http://www.developments.org.uk/">Developments</a> and the statistics on funding make for interesting reading.</p>
<p>In the 2007/08 financial year the total amount of money given towards development by the 22 richest industrialised countries and the EU was $121.3bn (£73.5 bn).</p>
<p>The UK gave 9.4 per cent of this (roughly $11.4bn or £6.9bn), which made it the third highest giver. But this amount equated to just 0.431 per cent of its Gross National Income. The UK currently ranks No 9 in the number of countries giving the highest proportion of its GNI.</p>
<p>Compare this to always-neutral Sweden, which gave 0.98 per cent of its income. Sweden gives more of its income than any other yet this larger percentage only contributed towards 3.9 per cent of the end total. On the other hand, the USA contributed 21.4 per cent of the end $121.3bn, but the amount is such a small proportion of its income that it does not even appear on the top 10 list of proportionate givers.</p>
<p>Sweden, the country which invented dynamite, has a long history of foreign aid investment, but this summer Gunilla Carlsson, minister for <a href="www.sida.se/English/">Sweden&#8217;s International Development Cooperation Agency</a>, admitted the country &#8220;<a href="www.thelocal.se/19336/20090508">still</a> had a long way to go before we have development assistance that we can prove leads to long-term results&#8221;.</p>
<p>With these words echoing in our ears we can only hope that Sweden will continue to set a high standard when it comes to international aid. In an ideal world, after all, how much more could be given in aid if every donating country aimed to give such a great proportion of its income as Sweden?</p>

<content:encoded><![CDATA[<div class='snap_preview'><p><strong>As we in America celebrate Thanksgiving, and all the great freedoms, advancements, and benefits that the exporting of Christianity to this land brought with it, let us not forget about those millions of other people who are trapped in the bondage of their nations who are held captive to false religions and the human wreckage that those false religions bring.</strong></p>
<p><strong><a href="http://becominglast.wordpress.com/2009/11/23/the-other-side-of-life/" target="_blank">Becoming Last had a post</a> containing some pictures which reminded me exactly how thankful we should be, and exactly how starkly different the continent of North America may have turned out had the light of Christianity not pierced the darkness that covered this land.</strong></p>
<p style="text-align:left;"><strong>The pictures in the post came from a <a href="http://www.sacbee.com/static/weblogs/photos/2009/11/the-worlds-children.html" target="_blank">piece in the Sacramento Bee</a>. I&#8217;ve included some of these sobering but needful reminders below. </strong></p>

Una festa per <strong>eccellenza</strong>. I <strong>montoni</strong>, per le virtù che sono predestinati, occupano uno spazio centrale nell’immaginario marocchino e quindi nella scelta dell’animale da <strong>sacrificare</strong>. “<strong>Timahdite</strong>“, “<strong>Sardi</strong>” o “<strong>Beni Guil</strong>” al profumo di <strong>artemisia</strong>, carne di montone per tutti i gusti perchè, è risaputo, l’Aîd El-Kebir e in primis l’occasione per i marocchini di farsi una bella <strong>abbuffata</strong> di cibo. Qualche giorno dalla fatidica data (sabato 28 novembre), <strong>Aziz</strong> è molto preoccupato. Guardiano in una Brasserie di Marrakech, veglia in permanenza alla sicurezza del locale in cambio di un<strong> misero</strong> salario:<strong> 1.000 dh</strong> (circa 90 euro). Diventa difficile poter offrire alla sua famiglia il<strong> prezioso</strong> ovino. Ma qualche habitués del locale ha promesso di aiutarlo e di riunire la somma necessaria all’acquisto del montone.</p>
<p><strong>Un montone di buona taglia costa quest’anno tra i 3.000 e i 4.000 dh</strong>.</p>
<p><strong><a href="http://myamazighen.wordpress.com/files/2009/11/montoni3.jpg"><img class="alignright size-full wp-image-7077" title="montoni3" src="http://myamazighen.wordpress.com/files/2009/11/montoni3.jpg" alt="" width="240" height="226" /></a>Aîcha</strong>. venditrice ambulante, rumina i suo <strong>tristi pensieri</strong>. Gira in lungo e in largo la città per vendere i suoi <strong>chewing-gum</strong> e i suoi Kleenex, ma ragranellare <strong>400 dh</strong> (38 euro) che rappresentano il suo <strong>scotto </strong>da pagare alla famiglia, per la festa, diventa <strong>impossibile</strong>. <strong>Malika</strong> invece, donna delle pulizie, per non privare sua madre e i suoi<strong> due bambini</strong> di festeggiare l’Aîd El Kebir, ha venduto il suo<strong> braccialetto</strong>, il <strong>solo bene</strong> che possedeva. Queste donne non sono un esempio <strong>isolato</strong>. Numerosi sono gli <strong>sfortunati</strong> che vendono le loro poche cose per festeggiare con fierezza la grande festa. <strong>Tappeti</strong>, coperte,<strong> piatti</strong> in ottone o in argento, <strong>televisori </strong>e diversi oggetti indispensabili sono in attesa di compratori nei <strong>mercati </strong>che <strong>sorgono</strong> spontanei nelle strade della città. Quest’anno il montone costa molto e diventa un impresa ardua nel già misero <strong>budget</strong> familiare. Anche i salariati e i funzionari delle varie gategorie si affidano ai <strong>microcrediti</strong> delle banche o delle società specializzate, come per gli acquisti di cucine o automobili. </p>
<p><strong>Ci si domanda chi, tra l’uomo  e l’animale, è l’oggetto del sacrificio…</strong></p>
<p><a href="http://myamazighen.wordpress.com/files/2009/11/montoni5.jpg"><img class="alignleft size-full wp-image-7078" title="montoni5" src="http://myamazighen.wordpress.com/files/2009/11/montoni5.jpg" alt="" width="240" height="195" /></a>Il prezzo del sacrificio non è solo l’<strong>animale </strong>immolato. Non sarebbe più saggio<strong> rinunciare</strong> piuttosto che rovinarsi<strong> ancora e ancora</strong>?  Se voi fate questa domanda ad <strong>Aziz</strong>, la risposta adirata è la seguente: “<strong><em>Vi state prendendo gioco di me? Che cosa penserebbero di me i familiari, i miei bambini, se non sono in grado di offrirgli nemmeno un montone, non sarei più un uomo ai loro occhi. Mi rinnegherebbero, piuttosto mi impicco ma non posso dare a loro questa impressione</em></strong>“.Per la gente umile, del popolo, l’<strong>Aîd El-Adha</strong> non ha prezzo. Sono pronti a tutto pur di trovare i mezzi per <strong>celebrarla</strong>. La venditrice ambulante si converte, senza vergogna, <strong>mendicando</strong>, chiedendo l’obolo ai suoi clienti dei Kleenex: “<strong><em>Non arrossisco per quello che faccio perchè se non ricorro alla carità della gente non potrei fare la festa come tutti, e questa festa è sacra per me</em></strong>“.</p>
<p><strong>L’Aîd El-Adha.</strong></p>
<p><a href="http://myamazighen.wordpress.com/files/2009/11/montoni6.jpg"><img class="alignright size-full wp-image-7079" title="montoni6" src="http://myamazighen.wordpress.com/files/2009/11/montoni6.jpg" alt="" width="240" height="180" /></a>Per mettere alla prova <strong>Abramo</strong>, <strong>Dio</strong> gli ordina di immolare suo figlio, <strong>Ismaele </strong>(vedi anche alla Cat.<strong>Religione</strong> – <strong>Aid El Kebir 2009</strong>). In segno di obbedienza Abramo si appresta ad eseguire l’ordine divino, quando sente una voce che gli ordina di interrompere il suo gesto. Questo sacrificio è commemorato ogni anno dal giorno dell’Aîd Al-Adha. In <strong>Marocco</strong>, il senso di questo rituale non è sovente <strong>perseguito</strong>, come conferma il suo nome, <strong>Aîd El-Kebir</strong>, la <strong>Grande Festa</strong>. “<strong><em>La sostituzione di Aîd E-El Kebir all’Aîd Al-Adha non è fortuita</em></strong>“, commenta il filosofo <strong>Otmane</strong> <strong>Benalila</strong>, “<strong><em>questo significa che i marocchini hanno trasformato una festa rituale in una festa tout-court. Quindi un momento di gioia, di leggerezza, di allegria che si sviluppa anche con danze e canti. Ma anche un momento dove si esaltano le nostre virtù profonde, la generosità che si manifesta con i doni ai più sfortunati, dallo scambio di cibo e dalla condivisione</em></strong>“.Non si puo’ che non<strong> sottoscrivere</strong> questa affermazione. Aggiungendo che l’Aîd El-Kebir non è una semplice festa, ma la festa per eccellenza e perchè appunto, l’animale che viene sacrificato, il montone, é l’icona irraggiungibile, l’agognato traguardo annuale.</p>
<p>“ <strong>Un montone senza corna? Non lo vorrei per niente al mondo”</strong>.</p>
<p><a href="http://myamazighen.wordpress.com/files/2009/11/montoni1.jpg"><img class="alignleft size-full wp-image-7080" title="montoni1" src="http://myamazighen.wordpress.com/files/2009/11/montoni1.jpg" alt="" width="216" height="259" /></a>Più il montone è <strong>bello</strong>, sano e in<strong> carne</strong>, più il suo sacrificio puo’<strong> prodigare</strong> tutta la sua “<strong>Baraka</strong>” (benevolenza). Per questo deve essere<strong> vivo</strong> , perche la “Baraka possa avere il suo effetto. La maggiorparte dei marocchini <strong>disdegnano</strong> i <strong>supermercati</strong>, malgrado le loro offerte vantaggiose e frequentano, in questa occasione, i <strong>souks</strong> (mercati), dove rischiano di farsi abbindolare.  <strong>Abdellatif</strong>, insegnante in un collegio, prima di acquistare l’animale, si prende tutto il suo tempo; <strong>giudica</strong>, valuta, scruta, <strong>soppesa</strong>. Il “<strong>Sardi</strong>” (80/90 cm al garrese, 70/100 kg di peso), senza dubbio in ragione del suo <strong>muso nero</strong>, dei suoi occhiali intorno agli occhi e le sue corna imponenti, <strong>seduce i marocchini</strong>. A torto, Abdellatif vi dirà che il suo <strong>gusto</strong> lascia a desiderare e il suo peso lo rende leggero e <strong>poco consistente</strong> nelle sue carni. Il montone “<strong>Timahdite</strong> ” del <strong>Medio Atlas </strong>si riconosce per il suo colore <strong>bruno </strong>e non ha grandi estimatori. Gli amatori invece dei grandi animali, secondo il nostro esperto Abdellatif, trovaranno “<strong>pane per i loro denti</strong>” nella razza “<strong>Boujaad</strong>“, dalla testa color <strong>zafferano </strong>che accentua il suo <strong>candore</strong>. Ma i palati <strong>raffinati </strong>dovranno avvicinarsi al “<strong>Beni Guil</strong>“. Questi animali si nutrono prevalentemente di<strong> artemisia</strong>, sul plateaux centrale <strong>dell’Orientale</strong>, quindi possiedono una <strong>carne tenerissima</strong>. Sfortunatamente, per quelli che hanno gli occhi più grandi della pancia, questa razza è<strong> squalificata</strong> in ragione della sua taglia media e del suo<strong> peso</strong> (50kg circa). In questo affare sono <strong>le donne</strong> che hanno sempre l’ultima parola. Se i loro mariti si presentano con un montone non conforme a certi criteri il rischio è, per il coniuge, di assistere ad una vera e propria<strong> crisi isterica</strong>. “<strong><em>L’anno scorso ho acquistato un montone una settimana prima della festa, ma mia moglie trova sempre dei difetti rispetto al montone dei vicini. Quest’anno attendo che i vicini acquistino il loro montone per poterne comprare uno simile al loro, secondo la volontà di mia moglie</em></strong>“, dichiara <strong>Hamuda</strong> guardando storto la sua metà. <a href="http://myamazighen.wordpress.com/files/2009/11/montoni2.jpg"><img class="alignleft size-full wp-image-7081" title="montoni2" src="http://myamazighen.wordpress.com/files/2009/11/montoni2.jpg" alt="" width="207" height="265" /></a>Una volta che il montone è penetrato nella sua <strong>ultima dimora</strong>, è trattato con<strong> cura e dedizione</strong>. Poi<strong> brutalmente affamato</strong> alla<strong> vigilia</strong> del sacrificio,<strong> senza ragione</strong>. <strong>I suoi belati fendono il cuore</strong>. Ma i <strong>coltelli </strong>si affilano. L’impazienza è<strong> tangibile</strong>. Dopo la<strong> preghiera</strong> dell<strong>‘Aîd</strong>, si passa all’<strong>azione</strong>. Generalmente è l’uomo più anziano della famiglia o un macellaio che si incarica dell’esecuzione. In un<strong> tempo da record</strong> <strong> sgozza</strong> il montone, lo<strong> scuoia</strong>, lo <strong>svuota</strong> e lo aggancia come un semplice coniglio. Le donne lavano, poi sospendono il <strong>fegato </strong>e il <strong>cuore</strong>, puliscono e mettono a seccare le<strong> trippe</strong>, arrostiscono la <strong>testa </strong>e le <strong>zampe</strong>. Dopo questo si passa alle<strong> cose serie</strong>, vale a dire la grande <strong>abbuffata</strong>. L’<strong>Aîd El-Kebir</strong>  non è altro che ingozzarsi all’ennesima potenza. Secondo modi diversi, secondo le Regioni.  <strong>Boufalf</strong> (spiedini di fegato), <strong>Couscous</strong> con spalla o con la testa e i piedi del montone,<strong> Bekbouka </strong>(trippe farcite), petto arrostito,<strong> Mrouzia</strong> ( carne con cipolle e uva passa)…, e tutte le declinazioni possibili. Qualche giorno dopo, <strong>non resta più niente</strong> del sacrificio, solo<strong> pelli da seccare</strong> al sole d’Africa. Il pittore <strong>Abdelkrim Ghattas</strong> ha pensato ad una installazione  pttorica. Un opera d’arte? Piuttosto le <strong>stigmate</strong> di nozze <strong>barbare</strong> condotte a grandi passi da un <strong>marocchino sanguinario</strong>, con un animale <strong>candido e dolce</strong></p>

<title><![CDATA[Human Rights Facts (165): The Impact of Remittances on Global Poverty]]></title>

<p>There are about 200 million people working abroad, which is a stable 3% of the world&#8217;s population. The money that these people send home is called <strong>remittances</strong>. Remittances can be viewed as a kind of <a href="http://filipspagnoli.wordpress.com/2008/05/19/human-rights-facts-16-development-aid/">development aid</a> and is a very important bonus for the families that stayed behind in often impoverished countries. In fact, the total amount of remittances exceeds the value of official development aid (see a graph <a href="http://filipspagnoli.wordpress.com/2008/05/19/human-rights-facts-16-development-aid/">here</a>).</p>
<p>However, remittances aren&#8217;t entirely positive, generally speaking. They are of course beneficial for those receiving them, but one shouldn&#8217;t overestimate their effectiveness in the fight against global poverty.</p>
<h4>Disadvantages of remittances</h4>
<ul>
<li>Most of the remittances do not go to the most needy. Poland and Mexico receive large chunks of total remittances; African countries much less.</li>
</ul>

<ul>
<li>Even the remittances that are sent to the poorest countries don&#8217;t necessarily benefit the poorest people in those countries. You need money to emigrate, hence migrants tend not to come from the poorest families.</li>
<li>It&#8217;s impossible to target remittances towards development priorities.</li>
<li>The emigration that is presupposed by remittances is often a brain drain, although not necessarily. Some groups of immigrants are <a href="http://www.bcstats.gov.bc.ca/pubs/immig/imm932sf.pdf">above</a> average in education, some are <a href="http://filipspagnoli.wordpress.com/2008/09/18/human-rights-facts-61-immigrants-and-education-levels/">below</a>.</li>
</ul>
<h4>Advantages of remittances</h4>
<ul>
<li>The money goes directly and almost completely to the beneficiaries (minus the commission taken for the international payment by remittance agencies). This is not the case with <a href="http://filipspagnoli.wordpress.com/stats-on-human-rights/statistics-on-poverty/statistics-on-international-development-aid/">official development aid</a> where there&#8217;s always a margin taken by the overhead of aid agencies or NGOs.</li>
<li>Similarly, there&#8217;s no part of the money <a href="http://filipspagnoli.wordpress.com/2008/04/04/human-rights-cartoon-33/">deviated</a> by <a href="http://filipspagnoli.wordpress.com/2008/08/04/human-rights-cartoon-97-corruption/">corrupt officials</a>, also contrary to official development aid which is often easier to steal.</li>
</ul>
<p>All in all, remittances are a powerful, if not very accurate weapon in the fight against poverty. There is therefore a strong case in favor of allowing more migration and lowering the restrictions on the free movement of labor (see <a href="http://filipspagnoli.wordpress.com/2009/05/13/human-rights-quote-125-amnesty-for-illegal-immigrants/">here</a>). Migration can of course create problems (especially when it leads to <a href="http://filipspagnoli.wordpress.com/2008/04/06/what-is-democracy-13/">cultural friction</a>), but it is also a solution. The migrants themselves often have a better life. Around 75% of them go to countries with a higher score on the <a href="http://filipspagnoli.wordpress.com/2008/06/09/human-rights-facts-30-human-development-index/">Human Development Index</a>. Their families at home obviously benefit as well. And if we believe in <a href="http://filipspagnoli.wordpress.com/2009/07/31/the-failure-of-trickle-down-economics/">trickle down economics</a> (which we should to a limited extent) then we can assume that when these families have more money, the economy around them also benefits to some degree.</p>
<p>But there&#8217;s not only the money. There are also knowledge transfers, and we can reasonably hope that migration promotes intercultural understanding. It&#8217;s often easier to fear and hate what you don&#8217;t know. The countries of origin, which are often less free and democratic than the countries of destination, may also learn the benefits of freedom.</p>

<p>Push, Oxfam&#8217;s Global Climate Change Campaigner, is <a href="http://goPushgo.com">walking from his home in Oxford to the Copenhagen</a> for the crunch UN climate change talks happening in two weeks time.</p>
<p>On Sunday I joined Push on one day of his walk, an 11mile stretch from Hertford to Bishop&#8217;s Stortford in Hertfordshire. Push has always been an inspritation to those around him, and has in my mind one of the best jobs in the world &#8211; helping to mobilise people at the grassroots around the world to take action against poverty.</p>
<p>In 2005, he and his team supported local organisations to mobilise millions of farmers and workers in the global South as part of the <a href="http://www.oxfam.org/en/campaigns/trade/about">Make Trade Fair</a> campaign around the World Trade talks, and Oxfam has been hard at work with others to do the same this year ahead of the climate change talks in Copenhagen.</p>
<p>It&#8217;s crucial that in these global talks the voices of the world&#8217;s poorest people are heard &#8211; they are the least responsible for climate change and yet are being hit hardest the worst. Oxfam and others in the <a href="http://tcktcktck.org/">Tck Tck Tck</a> campaign are doing great work in mobilising people across the world to speak up for themselves and be heard.</p>
<p>In the UK, I&#8217;m proud of what our <a href="http://www.edspledge.com/why-we-need-a-deal">Labour Government is doing to push for a deal that is ambitious, effective and above all fair</a> &#8211; putting forward extra aid to help poor countries adapt to the impact of climate change. I hope Ed Miliband and the UK delegation do all they can to bring the US &#38; the rest of the EU on board to get the deal we need out of Copenhagen.</p>

<title><![CDATA[Aîd El Kebir: religione o carneficina?]]></title>

Qualche giorno ancora è l’<strong>Aîd</strong> <strong>El-Kebir</strong>, come si chiama in Marocco l’Aîd El-Adha, arriverà. Arriverà a <strong>stordirmi la vita. </strong> <strong>Premetto </strong>che sono <strong>ospite</strong> in questo<strong> Paese</strong> quindi <strong>accetto e rispetto in toto le loro tradizioni</strong> e tutto quello che è la <strong>loro cultura</strong>, ma l’Aid El-Kebir è un <strong>vero incubo</strong> per me. <strong>La soluzione</strong>? Semplice, <strong>mi barrico nel Riad</strong> e per un paio di giorni non metto fuori il naso, e mi tappo le orecchie perchè nella medina si sentono belati strazianti ovunque, come adesso che sto scrivendo dall’ufficio.  In questi giorni <strong>centinaia</strong> di dibattiti sui <strong>blogs</strong> degli <strong>animalisti</strong>, nelle televisioni e sui giornali mettono, come ogni anno, il<strong> dito nella piaga</strong>. Perchè<strong> far soffrire</strong> cosi’ gratuitamente un povero animale lasciandolo<strong> cosciente</strong> durante la sua<strong> agonia</strong>?,  perchè non cercare almeno di <strong>stordirlo</strong> perchè i suoi ultimi minuti di esistenza siano <strong>lievi</strong>?..,  perchè in nome di un rituale <strong>antico di secoli</strong> non si puo’ trovare una soluzione più<strong> accettabile</strong> considerando che siamo nel <strong>terzo</strong> <strong>millennio</strong>?…..potrei andare avanti all’infinito. La mia riflessione parte da un altra considerazione: perchè la <strong>corrida</strong>, strumento di<strong> spettacolo</strong> ( e non religioso) continua ad <strong>esistere</strong> in un Paese assolutamente<strong> civile</strong> rispetto a molti Paesi arabi?   La pratica della tauromachia è puramente <strong>spettacolare</strong>, racchiudendo in se una nicchia culturale certo,  ma pur sempre<strong> <a href="http://myamazighen.wordpress.com/files/2009/11/aid1.jpg"><img class="alignright size-full wp-image-7064" title="aid1" src="http://myamazighen.wordpress.com/files/2009/11/aid1.jpg" alt="" width="266" height="195" /></a>spettacolo</strong> per le folle. E ancora penso agli<strong> allevamenti intesivi</strong> dei <strong>vitelli da latte</strong> o alla<strong> forzata alimentazione</strong> delle<strong> oche</strong> per produrre un <strong>fegato enorme</strong> e di conseguenza un paté consistente e brelibato (per gli estimatori). Tante sono le questioni  sul tavolo e ovviamente trovare una<strong> risposta solida</strong> non è facile. Qui si <strong>tratta di morte</strong> (come nella corrida) in nome di una<strong> tradizione religiosa</strong> che, a detta di molti esperti arabi, ha sconfinato nella pura <strong>festa goliardica</strong> e godereccia. Tutti quelli che erano i pressuposti di<strong> pietà</strong>, di <strong>condivisione</strong>, di <strong>solidarietà</strong>, sono pressochè<strong> scomparsi</strong> in questi tempi moderni. Quindi allora perchè non trovare una soluzione e permettere che questo sacrificio diventi più <strong>tollerato </strong>anche dalle frange occidentali più<strong> intolleranti</strong>? La risposta secondo me e semplice e di facile interpretazione. Il <strong>procedimento dello sgozzamento</strong>, lasciando l’animale cosciente, coricato su di un fianco con la testa rivolta verso la<strong> Mecca</strong>, pronunciando alcune parole dedicate ad <strong>Allah</strong>, non è una pratica ad <strong>uso esclusivo</strong> dell’Aid El-Kebir ma é la<strong> procedura consueta</strong> nei mattatoi islamici.  <strong>Sempre si dissangua</strong> l’animale perchè la carne deve essere <strong>Halal</strong> e qualsiasi tipo di animale riceve questo trattamento, non solo il montone ma<strong> galline</strong>, mucche, conigli e uccelli. Quindi il problema si ribalta e diventa più generale. E’ vero che durante l&#8217;Aïd in Marocco quasi<strong> 5 milioni</strong> di montoni vengono <strong>sgozzati all’unisono</strong> e lasciati<strong> agonizzare</strong>, ma cio’ non toglie che<strong> non sia</strong> un caso isolato, un giorno all’anno. <a href="http://myamazighen.wordpress.com/files/2009/11/aid.jpg"><img class="alignleft size-full wp-image-7065" title="aid" src="http://myamazighen.wordpress.com/files/2009/11/aid.jpg" alt="" width="282" height="211" /></a>Quindi, a mio giudizio, è un <strong>problema culturale</strong> e di <strong>civiltà </strong>(non di religione), di <strong>metodo</strong>, che non puo’ essere eliminato da un giorno all’altro. La religione <strong>non richiede</strong> espressamente che l’animale <strong>sia vigile</strong> e<strong> cosciente</strong>.  Durante una conferenza tenuta al Cairo nel<strong> 1966</strong>, sotto il patrocinio dell<strong>‘Accademia Islamica</strong>, un buon numero di<strong> eruditi musulmani</strong> si sono espressi sul soggetto del <strong>sacrificio</strong> nell<strong>‘Islam</strong>. Una delle conclusione è stata: ” <strong><em>Il Corano formula chiaramente che il Creatore (Dio) non desidera il sacrificio come tale, ma come simbolo della devozione a Dio del sacrificante.</em></strong> <em><strong>Il versetto del Corano 22:37 indica espressamente che il sacrificio  non deve sussistere come componente essenziale della religione, ma un atto di carità destinato ai poveri</strong></em><strong>“. </strong>Questa<strong> espressione</strong> di sacrificio permette di <strong>perpetuare</strong> una <strong>necessità </strong>di ordine<strong> umanitario</strong>, la prova provata di una  compassione verso i fratelli umani nel bisogno, come testimonianza della compassione che <strong>Dio</strong> accorda agli uomini. Il<strong> Grand Mufti</strong> di <strong>Marsiglia</strong> ha dichiarato che ” <strong><em>Durante i primi tempi dell’Islam la tradizione di offrire degli animali aveva un senso. La carne era un ingrediente essenziale dell’alimentazione umana. Nei nostri giorni uccidere un animale è diventato un rituale vuoto e il senso profondo dell’atto è stato dimenticato</em></strong>“.  Ha concluso esprimendo il concetto che <strong><em>“l’immolazione di un montone nell’occasione dell’Aid  El-Kebir non è un pilastro dell’Islam, ne un obbligazione comparabile alla preghiera o al digiuno del Ramadan</em></strong>“. <a href="http://myamazighen.wordpress.com/files/2009/11/aid3.jpg"><img class="alignleft size-full wp-image-7067" title="aid3" src="http://myamazighen.wordpress.com/files/2009/11/aid3.jpg" alt="" width="277" height="192" /></a>Detto questo si puo’ <strong>tranquillamente affermare</strong> che<strong> nulla vieta di stordire</strong> l’animale prima di procedere allo <strong>sgozzamento</strong>, non vi è traccia alcuna sul <strong>Corano </strong>che proibisca questa pratica di<strong> pietà</strong>. Anzi, in alcuni Paesi a <strong>forte componenete islamica</strong> questa pratica è già una realtà, come in  <strong>Kenia</strong> e in alcuni Paesi asiatici. Credo sia esclusivamente una questione di tempo e anche il <strong>Marocco</strong>, molto vicino all’<strong>Europa</strong>,  si uniformerà alle leggi vigenti, in funzione del fatto che è <strong>disumano</strong> far soffrire gli animali in questo modo e, cosa molto importante, per una <strong>questione di igiene</strong>. La maggiorparte di questi sacrifici non sono compiuti in <strong>mattatoi autorizzati</strong> ma nelle singole <strong>abitazioni </strong>dei privati, a volte in <strong>condizioni deprecabili</strong>. Questo comporta tutta una serie di problemi sanitari non indifferenti, con la presenza costante di <strong>bambini e anziani</strong>, che sono i soggetti più esposti e più fragili.  So per certo comunque che una percentuale di persone, ogni anno più numerose, di <strong>ceto medio</strong> alto e <strong>culturalmente </strong>preparate, scelgono<strong> i giorni</strong> dell’Aid per andarsene in viaggio, in Paesi dove ovviamente non si festeggia questa tradizione. <a href="http://myamazighen.wordpress.com/files/2009/11/aid2.jpg"><img class="alignright size-full wp-image-7068" title="aid2" src="http://myamazighen.wordpress.com/files/2009/11/aid2.jpg" alt="" width="268" height="195" /></a>Mentre dilaga in in <strong>Algeria </strong>una<strong> moda</strong> che vuole il <strong>combattimento</strong> tra possenti maschi di montone che, ovviamente, porta alla morte di uno dei due animali. Non è servito il richiamo <strong>degli Imam</strong> del Paese per scongiurare questa attività, e per 3/4 giorni prima del sacrificio in ogni luogo si improvvisano i combattimenti. Spero tanto che questa moda non dilaghi anche qui in Marocco! Queste considerazioni comunque mi conducono al discorso precedente; è un problema di <strong>cultura </strong>e non di <strong>religione</strong>, di<strong> civiltà</strong> e di <strong>rispetto</strong> verso tutti gli esseri viventi.  Mi rammento, per chiudere e spezzare una lancia, di <strong>certe pratiche</strong> che ancora oggi in un paese civile come l’Italia, perdurano nelle campagne. Molte volte mi sono fermato alla vista, in qualche bella<strong> aia del cuneese</strong>, di <strong>conigli </strong>appesi a dissanguare o a vedere l’amico contadino che, con un colpo preciso, sgozzava il povero pennuto; non dico che tutto il mondo è Paese ma cerchiamo di essere <strong>realisti</strong> e comprendere che <strong>costumi </strong>di una qualsiasi <strong>società </strong>sono difficili da <strong>sdradicare</strong>, quindi pazienza e coraggio, affidando alle nuove<strong> generazioni</strong> un po’ più di<strong> buonsenso</strong>.</p>

<p>Economic rights are a subset of human rights. Put very briefly and simplistically, they are what could be called <strong>anti-poverty rights</strong>: for example, there&#8217;s a right to a certain standard of living, to social security, to work, to fair wages, to healthcare, housing etc.</p>
<p>It&#8217;s an understatement to say that there&#8217;s no universal consensus on these rights. Some say that these aren&#8217;t &#8220;real&#8221; human rights, even some who believe that poverty is a real problem (like <a href="http://aidwatchers.com/2009/06/poverty-is-not-a-human-rights-violation/">Bill Easterly</a> for example). Others say that these rights are useless or even harmful. Here are a few of the most common objections raised against economic rights, and my counter-objections.</p>
<h4>The big state criticism</h4>
<p>Economic rights are believed to require invasion of <a href="http://filipspagnoli.wordpress.com/2008/06/06/human-rights-cartoon-89-privacy/">privacy</a> and hence violations of an important freedom right (freedom rights such as <a href="http://filipspagnoli.wordpress.com/2009/10/09/free-speech-a-collection-of-images/">free speech</a>, privacy, <a href="http://filipspagnoli.wordpress.com/2008/05/17/human-rights-cartoon-83/">habeas corpus</a> etc. are usually distinguished from economic rights, political rights etc.). In order to verify whether people have a right to social security benefits or healthcare benefits, the state has to check people&#8217;s income (legal and illegal), their family composition, their health, their medical consumption, their lifestyle etc.</p>
<p>The assumption behind this criticism is that the state is the only or the main party responsible for the realization of economic rights. <a href="http://filipspagnoli.wordpress.com/2008/04/03/economic-human-rights/">This is not the case</a>. People in need can call on other people to help. And these other people have a moral responsibility to help. The duties of mutual assistance, <a href="http://filipspagnoli.wordpress.com/2008/10/15/human-rights-facts-72-religion-charity-and-poverty/">charity</a> and philanthropy point to a <a href="http://filipspagnoli.wordpress.com/2009/10/16/dimensions-of-human-rights/">horizontal aspect of economic rights</a>. People in need do not only have a vertical right to assistance, or a right directed at the state. Their economic rights can be addressed at their fellow citizens, and these have a duty to respect and protect these rights. It&#8217;s only when horizontal duties fail that the state should intervene. If we think of economic rights in this way, the dangers of an <a href="http://filipspagnoli.wordpress.com/2008/08/21/human-rights-cartoon-98-overlegislation-and-the-big-state/">overbearing state</a> don&#8217;t look that ominous anymore.</p>
<p>The rule that economic rights should &#8211; in part &#8211; be realized by citizens has another advantage as well: economic rights tend to foster community spirit and feelings of solidarity and belonging.</p>
<p>But this insistence on solidarity shouldn&#8217;t obscure the rule that people have a responsibility to help themselves and support themselves. This kind of independence is a part of freedom and an important good. Solidarity comes into play only when self-help is unsuccessful or impossible, and the state comes into play only when solidarity is unsuccessful or absent.</p>
<h4>Different kinds of duties</h4>
<p>Another objection: some say that economic rights, if they are rights at all, are radically different from &#8220;normal&#8221; human rights &#8211; also called freedom rights &#8211; and can therefore be given a lower priority (and maybe aren&#8217;t even real rights at all). Freedom rights imply duties of <strong>abstention or forbearance</strong>, whereas economic rights require duties of active help, involvement and intervention. In the case of violations of freedom rights, the remedy is easy: stop doing what you&#8217;re doing. In the case of violations of economic &#8220;rights&#8221;, the remedy is often very difficult if not impossible. If there is no work, no one can give it to me. If a country is poor, no one can raise the standard of living.</p>
<p>When freedom rights are violated, the victim can go to a court and a judge can force the violator to stop his or her actions. When economic rights are violated, it&#8217;s useless to go to a court. Not only isn&#8217;t there an obvious violator who can be stopped, there is often no one who can stop the violation from happening. Hence it looks like these rights are <a href="http://filipspagnoli.wordpress.com/2008/04/10/human-rights-cartoon-65/">unenforceable</a> and often have no remedy. Rather than rights, it seems that they are aspirations or policy goals, often long term policy goals.</p>
<p>However, there&#8217;s again an erroneous assumption underlying all of this. The distinction between the two types of duties &#8211; forbearance and active assistance &#8211; isn&#8217;t clean-cut. Freedom rights require active intervention by the state in order to enforce forbearance. They require an efficient judiciary and police force. For some states, this may be as unattainable as prosperity. In fact, it&#8217;s precisely because of a lack of prosperity that many states are unable to guarantee protection for freedom rights. Of course, the fact that economic rights are a prerequisite for freedom rights isn&#8217;t a sufficient reason to call them rights. But neither is it a reason <em>not</em> to call them rights.</p>
<p>Conversely, economic rights often require more forbearance than active intervention. Economic rights in China during the Great Leap Forward would have been better served by state forbearance. All types of human rights require forbearance <em>and</em> intervention. Perhaps economic rights generally need more intervention, but that is a difference in degree and not in essence, and it isn&#8217;t a sufficient reason to reject the label of &#8220;rights&#8221; for the aspirations inherent in economic rights.</p>

<h4>Ought implies can</h4>
<p>There&#8217;s another criticism of economic rights, related to the previous one. Economic rights are said to violate a general rule for rights: ought implies can; there can be no obligation to do something if there is no capability to do it. You cannot have a duty to help someone who&#8217;s drowning if you can&#8217;t swim yourself. Hence the person drowning doesn&#8217;t have a right to be assisted by you. The same is said to be true of economic rights which therefore aren&#8217;t real rights. If a poor country doesn&#8217;t have the resources to help its poor citizens, then these citizens don&#8217;t have a right to be helped.</p>
<p>However, we don&#8217;t follow the same logic in the case of freedom rights. Freedom rights also require resources, as we have seen. When a state doesn&#8217;t have the resources necessary to protect its citizens&#8217; freedom rights, we usually don&#8217;t say that the citizens of such a state have lost their freedom rights. People have rights irrespective of the probability that they can be protected. Or better: the less people&#8217;s rights are protected, the more important it is that they have rights (see <a href="http://filipspagnoli.wordpress.com/2008/04/03/human-rights-quote-6/">here</a>). And anyway, violations of economic rights don&#8217;t occur because there are insufficient resources but because of an unequal distribution of resource, nationally or internationally. So the &#8220;can&#8221; part of &#8220;ought implies can&#8221; isn&#8217;t as fanciful as the critics of economic rights believe.</p>
<h4>Economic rights are superfluous and useless</h4>
<p>This is supposed to be the case because free markets should automatically produce a certain standard of living for everyone that is high enough to realize the goals inherent in economic rights. Free trade, deregulated markets and low taxes cause profits to rise, which in turn means more investments, which in turn means more and better jobs and higher incomes. <a href="http://filipspagnoli.wordpress.com/2009/07/31/the-failure-of-trickle-down-economics/">All boats rise on a rising tide</a>.</p>
<p>Now, it&#8217;s my belief that history &#8211; and especially recent history &#8211; has shown that this isn&#8217;t enough. Free markets are beneficial, but they don&#8217;t automatically provide high standards of living for everyone.</p>
<h4>Economic rights are harmful and counterproductive</h4>
<p>This is a stronger version of the &#8220;useless&#8221; argument. Economic rights are believed to require a big state (see above), high taxes and intrusive regulation. All of this hinders the economy and the creation of wealth. As a result of economic rights, there is less wealth to redistribute, and economic rights therefore undo what they want to achieve.</p>
<p>They are also harmful in another way: they violate freedom rights, especially the right to privacy and the <a href="http://filipspagnoli.wordpress.com/2008/04/06/human-rights-cartoon-55/">right to property</a> (because of <a href="http://filipspagnoli.wordpress.com/2008/12/14/human-rights-quote-101-globalization-redistribution-and-the-fight-against-poverty/">redistribution</a>). We&#8217;ve already seen that we can mitigate this risk when we include horizontal duties. But even if this risk is real, why should property and privacy automatically rank higher than the absence of poverty? If we assume that economic rights are real rights, then it&#8217;s not surprising to see that they can contradict other rights. Contradictions between human rights are <a href="http://filipspagnoli.wordpress.com/2008/06/19/human-rights-quote-62-balancing-and-limiting-rights/">very common</a>. The right to privacy is often in conflict with free speech for example. Sometimes one right has to be limited for the sake of another. So why should this be a problem when dealing with economic rights?</p>
<p>Of course, one shouldn&#8217;t dramatize. Economic rights and freedom rights are generally not incompatible. On the contrary, they are <a href="http://filipspagnoli.wordpress.com/2008/06/20/human-rights-quote-65-interdependence-of-human-rights/">interdependent</a>. Freedom for the poor often doesn&#8217;t mean a whole lot. But, on the other hand, the squeaky hinge gets the oil: poverty has to have a voice if it is to be eliminated.</p>
