Prof. Noam Chomsky on the torture memos and ‘American exceptionalism’: this is nothing new for American policy.

The Torture Memos and Historical Amnesia

The torture memos released by the White House elicited shock, indignation, and surprise. The shock and indignation are understandable. The surprise, less so.

For one thing, even without inquiry, it was reasonable to suppose that Guantanamo was a torture chamber. Why else send prisoners where they would be beyond the reach of the law — a place, incidentally, that Washington is using in violation of a treaty forced on Cuba at the point of a gun? Security reasons were, of course, alleged, but they remain hard to take seriously. The same expectations held for the Bush administration’s “black sites”, or secret prisons, and for extraordinary rendition, and they were fulfilled.

More importantly, torture has been routinely practiced from the early days of the conquest of the national territory, and continued to be used as the imperial ventures of the ‘infant empire’ — as George Washington called the new republic — extended to the Philippines, Haiti, and elsewhere. Keep in mind as well that torture was the least of the many crimes of aggression, terror, subversion, and economic strangulation that have darkened U.S. history, much as in the case of other great powers.

Accordingly, what’s surprising is to see the reactions to the release of those Justice Department memos, even by some of the most eloquent and forthright critics of Bush malfeasance: Paul Krugman, for example, writing that we used to be “a nation of moral ideals” and never before Bush “have our leaders so utterly betrayed everything our nation stands for”. To say the least, that common view reflects a rather slanted version of American history.

Occasionally the conflict between ‘what we stand for’ and ‘what we do’ has been forthrightly addressed. One distinguished scholar who undertook the task at hand was Hans Morgenthau, a founder of realist international relations theory. In a classic study published in 1964 in the glow of Camelot, Morgenthau developed the standard view that the U.S. has a “transcendent purpose”: establishing peace and freedom at home and indeed everywhere, since “the arena within which the United States must defend and promote its purpose has become world-wide”. But as a scrupulous scholar, he also recognized that the historical record was radically inconsistent with that “transcendent purpose.”

We should not be misled by that discrepancy, advised Morgenthau; we should not “confound the abuse of reality with reality itself”. Reality is the unachieved “national purpose” revealed by “the evidence of history as our minds reflect it“. What actually happened was merely the “abuse of reality”.

The release of the torture memos led others to recognize the problem. In the New York Times, columnist Roger Cohen reviewed a new book, The Myth of American Exceptionalism, by British journalist Geoffrey Hodgson, who concludes that the U.S. is “just one great, but imperfect, country among others”. Cohen agrees that the evidence supports Hodgson’s judgment, but nonetheless regards as fundamentally mistaken Hodgson’s failure to understand that “America was born as an idea, and so it has to carry that idea forward”. The American idea is revealed in the country’s birth as a “city on a hill”, an “inspirational notion” that resides “deep in the American psyche”, and by “the distinctive spirit of American individualism and enterprise” demonstrated in the Western expansion. Hodgson’s error, it seems, is that he is keeping to “the distortions of the American idea”, “the abuse of reality”.

Let us then turn to “reality itself”: the ‘idea’ of America from its earliest days.

“Come Over and Help Us”

The inspirational phrase “city on a hill” was coined by John Winthrop in 1630, borrowing from the Gospels, and outlining the glorious future of a new nation “ordained by God”. One year earlier his Massachusetts Bay Colony created its Great Seal. It depicted an Indian with a scroll coming out of his mouth. On that scroll are the words: “Come over and help us.” The British colonists were thus pictured as benevolent humanists, responding to the pleas of the miserable natives to be rescued from their bitter pagan fate.

The Great Seal is, in fact, a graphic representation of “the idea of America”, from its birth. It should be exhumed from the depths of the psyche and displayed on the walls of every classroom. It should certainly appear in the background of all of the Kim Il-Sung-style worship of that savage murderer and torturer Ronald Reagan, who blissfully described himself as the leader of a “shining city on the hill”, while orchestrating some of the more ghastly crimes of his years in office, notoriously in Central America but elsewhere as well.

The Great Seal was an early proclamation of “humanitarian intervention”, to use the currently fashionable phrase. As has commonly been the case since, the ‘humanitarian intervention’ led to a catastrophe for the alleged beneficiaries. The first Secretary of War, General Henry Knox, described “the utter extirpation of all the Indians in most populous parts of the Union” by means “more destructive to the Indian natives than the conduct of the conquerors of Mexico and Peru”.

Long after his own significant contributions to the process were past, John Quincy Adams deplored the fate of “that hapless race of native Americans, which we are exterminating with such merciless and perfidious cruelty… among the heinous sins of this nation, for which I believe God will one day bring [it] to judgement”. The “merciless and perfidious cruelty” continued until “the West was won”. Instead of God’s judgment, the heinous sins today bring only praise for the fulfillment of the American ‘idea’.

The conquest and settling of the West indeed showed that “individualism and enterprise”, so praised by Roger Cohen. Settler-colonialist enterprises, the cruelest form of imperialism, commonly do. The results were hailed by the respected and influential Senator Henry Cabot Lodge in 1898. Calling for intervention in Cuba, Lodge lauded our record “of conquest, colonization, and territorial expansion unequalled by any people in the 19th century,” and urged that it is “not to be curbed now,” as the Cubans too were pleading, in the Great Seal’s words, “come over and help us.”

Their plea was answered. The U.S. sent troops, thereby preventing Cuba’s liberation from Spain and turning it into a virtual colony, as it remained until 1959.

The ‘American idea’ was illustrated further by the remarkable campaign, initiated by the Eisenhower administration virtually at once to restore Cuba to its proper place, after Fidel Castro entered Havana in January 1959, finally liberating the island from foreign domination, with enormous popular support, as Washington ruefully conceded. What followed was economic warfare with the clearly articulated aim of punishing the Cuban population so that they would overthrow the disobedient Castro government, invasion, the dedication of the Kennedy brothers to bringing “the terrors of the earth” to Cuba (the phrase of historian Arthur Schlesinger in his biography of Robert Kennedy, who considered that task one of his highest priorities), and other crimes continuing to the present, in defiance of virtually unanimous world opinion.

American imperialism is often traced to the takeover of Cuba, Puerto Rico, and Hawaii in 1898. But that is to succumb to what historian of imperialism Bernard Porter calls: “the saltwater fallacy” – the idea that conquest only becomes imperialism when it crosses saltwater. Thus, if the Mississippi had resembled the Irish Sea, Western expansion would have been imperialism. From George Washington to Henry Cabot Lodge, those engaged in the enterprise had a clearer grasp of just what they were doing.

After the success of humanitarian intervention in Cuba in 1898, the next step in the mission assigned by Providence was to confer “the blessings of liberty and civilization upon all the rescued peoples” of the Philippines (in the words of the platform of Lodge’s Republican party) — at least those who survived the murderous onslaught and widespread use of torture and other atrocities that accompanied it. These fortunate souls were left to the mercies of the U.S.-established Philippine constabulary within a newly devised model of colonial domination, relying on security forces trained and equipped for sophisticated modes of surveillance, intimidation, and violence. Similar models would be adopted in many other areas where the U.S. imposed brutal National Guards and other client forces.

The Torture Paradigm

Over the past 60 years, victims worldwide have endured the CIA’s “torture paradigm” — developed at a cost that reached $1 billion annually, according to historian Alfred McCoy in his book, A Question of Torture. He shows how torture methods the CIA developed from the 1950s surfaced with little change in the infamous photos at Iraq’s Abu Ghraib prison. There is no hyperbole in the title of Jennifer Harbury’s penetrating study of the U.S. torture record: Truth, Torture, and the American Way. So it is highly misleading, to say the least, when investigators of the Bush gang’s descent into the global sewers lament that “in waging the war against terrorism, America had lost its way”.

None of this is to say that Bush-Cheney-Rumsfeld et al. did not introduce important innovations. In ordinary American practice, torture was largely farmed out to subsidiaries, not carried out by Americans directly in their own government-established torture chambers. As Allan Nairn, who has carried out some of the most revealing and courageous investigations of torture, points out: “What the Obama [ban on torture] ostensibly knocks off is that small percentage of torture now done by Americans while retaining the overwhelming bulk of the system’s torture, which is done by foreigners under U.S. patronage. Obama could stop backing foreign forces that torture, but he has chosen not to do so.”

Obama did not shut down the practice of torture, Nairn observes, but “merely repositioned it”, restoring it to the American norm, a matter of indifference to the victims. “[H]is is a return to the status quo ante,” writes Nairn, “the torture regime of Ford through Clinton, which, year by year, often produced more U.S.-backed strapped-down agony than was produced during the Bush/Cheney years.”

Sometimes the American engagement in torture was even more indirect. In a 1980 study, Latin Americanist Lars Schoultz found that U.S. aid “has tended to flow disproportionately to Latin American governments which torture their citizens,… to the hemisphere’s relatively egregious violators of fundamental human rights”. Broader studies by Edward Herman found the same correlation, and also suggested an explanation. Not surprisingly, U.S. aid tends to correlate with a favorable climate for business operations, commonly improved by the murder of labor and peasant organizers and human rights activists and other such actions, yielding a secondary correlation between aid and egregious violation of human rights.

These studies took place before the Reagan years, when the topic was not worth studying because the correlations were so clear.

Small wonder that President Obama advises us to look forward, not backward — a convenient doctrine for those who hold the clubs. Those who are beaten by them tend to see the world differently, much to our annoyance.

Adopting Bush’s Positions

An argument can be made that implementation of the CIA’s “torture paradigm” never violated the 1984 Torture Convention, at least as Washington interpreted it. McCoy points out that the highly sophisticated CIA paradigm developed at enormous cost in the 1950s and 1960s, based on the “KGB’s most devastating torture technique”, kept primarily to mental torture, not crude physical torture, which was considered less effective in turning people into pliant vegetables.

McCoy writes that the Reagan administration then carefully revised the International Torture Convention “with four detailed diplomatic ‘reservations’ focused on just one word in the convention’s 26-printed pages”, the word “mental”. He continues: “These intricately-constructed diplomatic reservations re-defined torture, as interpreted by the United States, to exclude sensory deprivation and self-inflicted pain — the very techniques the CIA had refined at such great cost.”

When Clinton sent the UN Convention to Congress for ratification in 1994, he included the Reagan reservations. The president and Congress therefore exempted the core of the CIA torture paradigm from the U.S. interpretation of the Torture Convention; and those reservations, McCoy observes, were “reproduced verbatim in domestic legislation enacted to give legal force to the U.N. Convention”. That is the “political land mine” that “detonated with such phenomenal force” in the Abu Ghraib scandal and in the shameful Military Commissions Act that was passed with bipartisan support in 2006.

Bush, of course, went beyond his predecessors in authorizing prima facie violations of international law, and several of his extremist innovations were struck down by the Courts. While Obama, like Bush, eloquently affirms our unwavering commitment to international law, he seems intent on substantially reinstating the extremist Bush measures. In the important case of Boumediene v. Bush in June 2008, the Supreme Court rejected as unconstitutional the Bush administration claim that prisoners in Guantanamo are not entitled to the right of habeas corpus.

Salon.com columnist Glenn Greenwald reviews the aftermath. Seeking to “preserve the power to abduct people from around the world” and imprison them without due process, the Bush administration decided to ship them to the U.S. prison at Bagram Air Base in Afghanistan, treating “the Boumediene ruling, grounded in our most basic constitutional guarantees, as though it was some sort of a silly game — fly your abducted prisoners to Guantanamo and they have constitutional rights, but fly them instead to Bagram and you can disappear them forever with no judicial process”.

Obama adopted the Bush position, “filing a brief in federal court that, in two sentences, declared that it embraced the most extremist Bush theory on this issue”, arguing that prisoners flown to Bagram from anywhere in the world (in the case in question, Yemenis and Tunisians captured in Thailand and the United Arab Emirates) “can be imprisoned indefinitely with no rights of any kind — as long as they are kept in Bagram rather than Guantanamo”.

In March, however, a Bush-appointed federal judge “rejected the Bush/Obama position and held that the rationale of Boumediene applies every bit as much to Bagram as it does to Guantanamo”. The Obama administration announced that it would appeal the ruling, thus placing Obama’s Department of Justice, Greenwald concludes, “squarely to the Right of an extremely conservative, pro-executive-power, Bush 43-appointed judge on issues of executive power and due-process-less detentions”, in radical violation of Obama’s campaign promises and earlier stands.

The case of Rasul v. Rumsfeld appears to be following a similar trajectory. The plaintiffs charged that Rumsfeld and other high officials were responsible for their torture in Guantanamo, where they were sent after being captured by Uzbeki warlord Rashid Dostum. The plaintiffs claimed that they had traveled to Afghanistan to offer humanitarian relief. Dostum, a notorious thug, was then a leader of the Northern Alliance, the Afghan faction supported by Russia, Iran, India, Turkey, and the Central Asian states, and the U.S. as it attacked Afghanistan in October 2001.

Dostum turned them over to U.S. custody, allegedly for bounty money. The Bush administration sought to have the case dismissed. Recently, Obama’s Department of Justice filed a brief supporting the Bush position that government officials are not liable for torture and other violations of due process, on the grounds that the Courts had not yet clearly established the rights that prisoners enjoy.

It is also reported that the Obama administration intends to revive military commissions, one of the more severe violations of the rule of law during the Bush years. There is a reason, according to William Glaberson of the New York Times: “Officials who work on the Guantanamo issue say administration lawyers have become concerned that they would face significant obstacles to trying some terrorism suspects in federal courts. Judges might make it difficult to prosecute detainees who were subjected to brutal treatment or for prosecutors to use hearsay evidence gathered by intelligence agencies.” A serious flaw in the criminal justice system, it appears.

Creating Terrorists

There is still much debate about whether torture has been effective in eliciting information — the assumption being, apparently, that if it is effective, then it may be justified. By the same argument, when Nicaragua captured U.S. pilot Eugene Hasenfuss in 1986, after shooting down his plane delivering aid to U.S.-supported Contra forces, they should not have tried him, found him guilty, and then sent him back to the U.S., as they did. Instead, they should have applied the CIA torture paradigm to try to extract information about other terrorist atrocities being planned and implemented in Washington, no small matter for a tiny, impoverished country under terrorist attack by the global superpower.

By the same standards, if the Nicaraguans had been able to capture the chief terrorism coordinator, John Negroponte, then U.S. ambassador in Honduras (later appointed as the first Director of National Intelligence, essentially counterterrorism czar, without eliciting a murmur), they should have done the same. Cuba would have been justified in acting similarly, had the Castro government been able to lay hands on the Kennedy brothers. There is no need to bring up what their victims should have done to Henry Kissinger, Ronald Reagan, and other leading terrorist commanders, whose exploits leave al-Qaeda in the dust, and who doubtless had ample information that could have prevented further ‘ticking bomb’ attacks.

Such considerations never seem to arise in public discussion.

There is, to be sure, a response: our terrorism, even if surely terrorism, is benign, deriving as it does from the city on the hill.

Perhaps culpability would be greater, by prevailing moral standards, if it were discovered that Bush administration torture had cost American lives. That is, in fact, the conclusion drawn by Major Matthew Alexander [a pseudonym], one of the most seasoned U.S. interrogators in Iraq, who elicited “the information that led to the US military being able to locate Abu Musab al-Zarqawi, the head of al-Qa’ida in Iraq”, correspondent Patrick Cockburn reports.

Alexander expresses only contempt for the Bush administration’s harsh interrogation methods: “The use of torture by the U.S.,” he believes, not only elicits no useful information but “has proved so counter-productive that it may have led to the death of as many U.S. soldiers as civilians killed in 9/11″. From hundreds of interrogations, Alexander discovered that foreign fighters came to Iraq in reaction to the abuses at Guantanamo and Abu Ghraib, and that they and their domestic allies turned to suicide bombing and other terrorist acts for the same reasons.

There is also mounting evidence that the torture methods Dick Cheney and Donald Rumsfeld encouraged created terrorists. One carefully studied case is that of Abdallah al-Ajmi, who was locked up in Guantanamo on the charge of “engaging in two or three fire fights with the Northern Alliance”. He ended up in Afghanistan after having failed to reach Chechnya to fight against the Russians.

After four years of brutal treatment in Guantanamo, he was returned to Kuwait. He later found his way to Iraq and, in March 2008, drove a bomb-laden truck into an Iraqi military compound, killing himself and 13 soldiers — “the single most heinous act of violence committed by a former Guantanamo detainee”, according to the Washington Post, and according to his lawyer, the direct result of his abusive imprisonment.

All much as a reasonable person would expect.

Unexceptional Americans

Another standard pretext for torture is the context: the “war on terror” that Bush declared after 9/11. A crime that rendered traditional international law “quaint” and “obsolete” — so George W. Bush was advised by his legal counsel Alberto Gonzales, later appointed Attorney General. The doctrine has been widely reiterated in one form or another in commentary and analysis.

The 9/11 attack was doubtless unique in many respects. One is where the guns were pointing: typically it is in the opposite direction. In fact, it was the first attack of any consequence on the national territory of the United States since the British burned down Washington in 1814.

Another unique feature was the scale of terror perpetrated by a non-state actor.

Horrifying as it was, however, it could have been worse. Suppose that the perpetrators had bombed the White House, killed the president, and established a vicious military dictatorship that killed 50,000 to 100,000 people and tortured 700,000, set up a huge international terror center that carried out assassinations and helped impose comparable military dictatorships elsewhere, and implemented economic doctrines that so radically dismantled the economy that the state had to virtually take it over a few years later.

That would indeed have been far worse than September 11, 2001. And it happened in Salvador Allende’s Chile in what Latin Americans often call “the first 9/11″ in 1973. (The numbers above were changed to per-capita U.S. equivalents, a realistic way of measuring crimes.) Responsibility for the military coup against Allende can be traced straight back to Washington. Accordingly, the otherwise quite appropriate analogy is out of consciousness here in the U.S., while the facts are consigned to the “abuse of reality” that the naïve call “history”.

It should also be recalled that Bush did not declare the “war on terror”, he re-declared it. Twenty years earlier, President Reagan’s administration came into office declaring that a centerpiece of its foreign policy would be a war on terror, “the plague of the modern age” and “a return to barbarism in our time” — to sample the fevered rhetoric of the day.

That first U.S. war on terror has also been deleted from historical consciousness, because the outcome cannot readily be incorporated into the canon: hundreds of thousands slaughtered in the ruined countries of Central America and many more elsewhere, among them an estimated 1.5 million dead in the terrorist wars sponsored in neighboring countries by Reagan’s favored ally, apartheid South Africa, which had to defend itself from Nelson Mandela’s African National Congress (ANC), one of the world’s “more notorious terrorist groups”, as Washington determined in 1988. In fairness, it should be added that, 20 years later, Congress voted to remove the ANC from the list of terrorist organizations, so that Mandela is now, at last, able to enter the U.S. without obtaining a waiver from the government.

The reigning doctrine of the country is sometimes called, “American exceptionalism.” It is nothing of the sort. It is probably close to a universal habit among imperial powers. France was hailing its “civilizing mission” in its colonies, while the French Minister of War called for “exterminating the indigenous population” of Algeria. Britain’s nobility was a “novelty in the world,” John Stuart Mill declared, while urging that this angelic power delay no longer in completing its liberation of India.

Similarly, there is no reason to doubt the sincerity of Japanese militarists in the 1930s, who were bringing an “earthly paradise” to China under benign Japanese tutelage, as they carried out the rape of Nanking and their “burn all, loot all, kill all” campaigns in rural North China. History is replete with similar glorious episodes.

As long as such “exceptionalist” theses remain firmly implanted, however, the occasional revelations of the “abuse of history” often backfire, serving only to efface terrible crimes. The My Lai massacre was a mere footnote to the vastly greater atrocities of the post-Tet pacification programs, ignored while indignation in this country was largely focused on this single crime.

Watergate was doubtless criminal, but the furor over it displaced incomparably worse crimes at home and abroad, including the FBI-organized assassination of black organizer Fred Hampton as part of the infamous COINTELPRO repression, or the bombing of Cambodia, to mention just two egregious examples. Torture is hideous enough; the invasion of Iraq was a far worse crime. Quite commonly, selective atrocities have this function.

Historical amnesia is a dangerous phenomenon, not only because it undermines moral and intellectual integrity, but also because it lays the groundwork for crimes that still lie ahead.

Obama als president betekende na acht jaar Cheney (o ja, en van Bush) een grote opluchting. In binnen- en buitenland zou de koers verlegd worden, het zou gedaan zijn met tenminste sómmige absurde oorlogen en op hol geslagen, als terrorismebestrijding verpakte repressie. En ja, er kwam verandering, zij het heel voorzichtig en halfslachtig. Maar inmiddels lijkt zelfs dat aarzelende veranderingsproces snel in zijn tegendeel om te slaan.

Een voorbeeld zien we rond Guantanamo Bay, het gevangenkamp dat Cheney (o ja, en Bush) liet inrichten voor mensen die in Afghanistan  na de Amerikaanse inval in 2001 werden opgepakt en van terrosisme werden verdacht. De gevangenen kregen een rechteloze status: ze werden niet als verdachte van een misdaad behandeld, met een proces met recht op behoorlijke verdediging en zo. Ze werden ook niet als krijgsgevangenen behandeld, wat veel van hen feitelijk wel waren (immers, ze waren toch gevangen genomen in een Oorlog tegen Terreur die Bush had afgekondigd?). Ze kregen de status van ‘illegale strijders’ waarmee ze buiten de wettelijke rechten die in de VS werden gehouden. Uiteindelijk kwamen er speciaal voor hen militaire tribunalen op gang, rechtszittingen die met een eerlijke rechtsgang ongeveer net zo veel te maken hadden als de showprocessen onder Stalin in de jaren dertig.

Welnu, Obama zette die tribunalen binnen 48 uur nadat hij president was stop. En pal daarop kondigde hij aan dat Guantanamo Bay dicht ging. Ook met de ‘harde verhoormethoden’ zou het van nu af aan gedaan zijn, al wezen critici erop dat dit martelverbod niet sluitend was.

Maar de terugtocht is inmiddels ingezet. Gisteren werd bekend dat Obama de militaire tribunalen wil laten hervatten. Daarmee wordt de georganiseerde rechteloosheid die het vorige team in het Witte Huis aan de gUantanamo-gevangenen had opgelegd feitelijk voortgezet. Obama is hier niet meer bezig met het afbouwen van een erfenis van Cheney (o ja, en van Bush), maar van het overnemen en continueren ervan. Ja, Obama wil de mensen die voor zulke tribunalen komen meer rechten geven. Maar het hele stelsel zélf is een vorm van georganiseerde rechteloosheid.

Over het martelen van gevangeneen, in Guantanamo Bay maar ook elders (in het gevangenkamp op de Amerikaanse militaire basis in Bagran in Afghanistan schijnt het nog akeliger te zijn geweest(?)) woedt in Washington een veelvormig politiek gevecht – en Obama staat daar niet aan de goede kant. Zo zijn er weer een reeks oude foto’s van folteringen beschikbaar gekomen. Openheid van zaken betekent: die foto’s openbaar maken. Een streep eronder trekken betekent: zeer verregaande excuses aanbieden, zeer ruime schadevergoeding en smartengeld aanbieden, consistente bestraffing van schuldigen van laag tot hoog, en garanties dat het áfgelopen is met dit woord misdaden. En openheid was één van de hoopgevende thema’s van Obama’s nieuwe presidentschap.

Maar we krijgen geen openheid. Obama wil het openbaar maken van deze foto’s blokkeren. Zijn argument: het zou Amerikaanse militairen in gevaar kunnen brengen. De redenering is kennelijk: fotos van marteling maakt veel mensen in het Midden-Oosten weer erg boos op de VS, hetgeen aanvallen op militairen in de hand zou werken.

Daar is een antwoord op. In de eerste plaats worden mensen (in het Midden-oosten en ver daarbuiten) niet boos vanwege pláátjes van marteling, maar vanwege de realiteit van die marteling. Wie die woede niet wil, moet ervoor zorgen dat het martelen ophoudt. Verregaande openheid over de misdaden waar het Amerikaanse militaire apparaat én de politieke leiding verantwoordelijk voor is, zou hierin juist een eerste stap moeten zijn. Juan Cole zegt het te vorozichtig, maar wel treffend: “De VS maakt meer kans om de vergissingen die het vijf jaar geleden maakte achter zich te laten alsze openheid geeft en verzoeningh komt dan als ze doorgaat met het verleden in de doofpot te stoppen terwijl iedereen weet wat er is gebeurd.”  Overigens staan er inmiddels foto’s van vernedering – kennelijk deel van de door Obama geblokkeerde foto-collectie – toch al op internet, maar dat verandert aan de kwalijke houding van Obama niets wezenlijks.

Door het vrijgeven van deze foto’s te dwarsbomen, voedt Obama de verdenking dat dit soort praktijken nog steeds plaatsvinden. In de strijd tussen democratische openheid en verantwoordelijkheid enerzijds, en militaire macht en privileges anderzijds, kiest Obama voor het tweede.

Zowel de hervatting van de tribunalen  als de poging om foto’s buitende openbaarheid te houden zou je, met een overdosis goede wil, nog klunnen zien als Obama’s ongelukkieg afhandeling van een door Cheney (o ja, en door Bush) achtergelaten erfenis. Echt lastig wordt zo’n vergoelijkende houding echter waar het gaat om de vervanging van de Amerikaanse militaire bevelhebber in Afghanistan. Generaal  David McKiernan kan gaan, en zijn opvolger wordt generaal Stanley McChristol. Aldus heeft minister van defensie Robert gates besloten. Zijn motivatie: “Het is tijd voor een nieuw paar ogen, voor een nieuwe manier van denken.”

Het is een griezelige keus die Gates hier maakt, en een onheilspellend signaal. Er kleeft bloed aan de handen van zijn man, en op zijn voorhoofd stata in grote letters “Verantwoordelijk Voor Foltering” geschreven, voor degenen die bereid is wat beter te kijken.

McChristol leidde de militaire operatie waarmee de VS in 2001 het taliban-bewind verdreef. Hij leidde ook de operatie waarmee uiteindelijk al Zarqawi, de leider van Al Qaeda-in-Irak, werd gedood. dat vertelt de NRC netjes. Datde keus van Gates (en dus van eindverantwoordelijke Obama) in goede aarde valt bij opmerkelijke mensen, tégenstanders van Obama, vertelt de NRC niet. Cheney bijvoorbeeld is vol lof. Het artikel waar ik dit aan ontleen komt nota bene van een website van The American Conservative – conservatisme-zonder-neo, zal ik maar zeggen (gevonden via Raw Story). Het artikel haalt materaal aan waarin uitgelegd wordt dat McChristol aan het hoofd stond van een geheimzinnige commando-eenheid die verantwoordelijk was voor het soort folteringen waar Obama nu zo halfslachtig een streep onder probeert te zetten. Het “nieuw paar ogen”waar Gates van rept, bieden uitzicht op oude praktijken.  Louis Proyect brengt op zijn website Unrepentent Marxist een handvol artikelen bijeen waarin we meer te lezen krijgen over waar deze man zoal verantwoordelijk voor is.

Als zo’n man een nieuwe koers in Afghanistan moet brengen, dan valt te vrezen dat we een koerswending krijgen waarin de nadruk inderdaad verschuift – van luchtaanvallen naar dooodseskaders. En dit is – ik zeg het er maar even bij – de generaal die ook de baas wordt van de NAVO-troepen in Afgahanistan, dus ook van de Nederlandse soldaten in Aghanistan. Ach, wat heeft wederopbouw – net als de ‘verandering’ van Obama’ – toch een verrassende kanten, nietwaar?

An Interrogator speaks

 I should have felt triumphant when I returned from Iraq in August 2006. Instead, I was worried and exhausted. My team of interrogators had successfully hunted down one of the most notorious mass murderers of our generation, Abu Musab al-Zarqawi, the leader of al-Qaeda in Iraq and the mastermind of the campaign of suicide bombings that had helped plunge Iraq into civil war. But instead of celebrating our success, my mind was consumed with the unfinished business of our mission: fixing the deeply flawed, ineffective and un-American way the U.S. military conducts interrogations in Iraq. I’m still alarmed about that today.

I’m not some ivory-tower type; I served for 14 years in the U.S. Air Force, began my career as a Special Operations pilot flying helicopters, saw combat in Bosnia and Kosovo, became an Air Force counterintelligence agent, then volunteered to go to Iraq to work as a senior interrogator. What I saw in Iraq still rattles me — both because it betrays our traditions and because it just doesn’t work.

Violence was at its peak during my five-month tour in Iraq. In February 2006, the month before I arrived, Zarqawi’s forces (members of Iraq’s Sunni minority) blew up the golden-domed Askariya mosque in Samarra, a shrine revered by Iraq’s majority Shiites, and unleashed a wave of sectarian bloodshed. Reprisal killings became a daily occurrence, and suicide bombings were as common as car accidents. It felt as if the whole country was being blown to bits.

Amid the chaos, four other Air Force criminal investigators and I joined an elite team of interrogators attempting to locate Zarqawi. What I soon discovered about our methods astonished me. The Army was still conducting interrogations according to the Guantanamo Bay model: Interrogators were nominally using the methods outlined in the U.S. Army Field Manual, the interrogators’ bible, but they were pushing in every way possible to bend the rules — and often break them. I don’t have to belabor the point; dozens of newspaper articles and books have been written about the misconduct that resulted. These interrogations were based on fear and control; they often resulted in torture and abuse.

I refused to participate in such practices, and a month later, I extended that prohibition to the team of interrogators I was assigned to lead. I taught the members of my unit a new methodology — one based on building rapport with suspects, showing cultural understanding and using good old-fashioned brainpower to tease out information. I personally conducted more than 300 interrogations, and I supervised more than 1,000. The methods my team used are not classified (they’re listed in the unclassified Field Manual), but the way we used them was, I like to think, unique. We got to know our enemies, we learned to negotiate with them, and we adapted criminal investigative techniques to our work (something that the Field Manual permits, under the concept of “ruses and trickery”). It worked. Our efforts started a chain of successes that ultimately led to Zarqawi.

Over the course of this renaissance in interrogation tactics, our attitudes changed. We no longer saw our prisoners as the stereotypical al-Qaeda evildoers we had been repeatedly briefed to expect; we saw them as Sunni Iraqis, often family men protecting themselves from Shiite militias and trying to ensure that their fellow Sunnis would still have some access to wealth and power in the new Iraq. Most surprisingly, they turned out to despise al-Qaeda in Iraq as much as they despised us, but Zarqawi and his thugs were willing to provide them with arms and money. I pointed this out to Gen. George Casey, the former top U.S. commander in Iraq, when he visited my prison in the summer of 2006. He did not respond.

Perhaps he should have. It turns out that my team was right to think that many disgruntled Sunnis could be peeled away from Zarqawi. A year later, Gen. David Petraeus helped boost the so-called Anbar Awakening, in which tens of thousands of Sunnis turned against al-Qaeda in Iraq and signed up with U.S. forces, cutting violence in the country dramatically.

Our new interrogation methods led to one of the war’s biggest breakthroughs: We convinced one of Zarqawi’s associates to give up the al-Qaeda in Iraq leader’s location. On June 8, 2006, U.S. warplanes dropped two 500-pound bombs on a house where Zarqawi was meeting with other insurgent leaders.

But Zarqawi’s death wasn’t enough to convince the joint Special Operations task force for which I worked to change its attitude toward interrogations. The old methods continued. I came home from Iraq feeling as if my mission was far from accomplished. Soon after my return, the public learned that another part of our government, the CIA, had repeatedly used waterboarding to try to get information out of detainees.

I know the counter-argument well — that we need the rough stuff for the truly hard cases, such as battle-hardened core leaders of al-Qaeda, not just run-of-the-mill Iraqi insurgents. But that’s not always true: We turned several hard cases, including some foreign fighters, by using our new techniques. A few of them never abandoned the jihadist cause but still gave up critical information. One actually told me, “I thought you would torture me, and when you didn’t, I decided that everything I was told about Americans was wrong. That’s why I decided to cooperate.”

Torture and abuse are against my moral fabric. The cliche still bears repeating: Such outrages are inconsistent with American principles. And then there’s the pragmatic side: Torture and abuse cost American lives.

I learned in Iraq that the No. 1 reason foreign fighters flocked there to fight were the abuses carried out at Abu Ghraib and Guantanamo. Our policy of torture was directly and swiftly recruiting fighters for al-Qaeda in Iraq. The large majority of suicide bombings in Iraq are still carried out by these foreigners. They are also involved in most of the attacks on U.S. and coalition forces in Iraq. It’s no exaggeration to say that at least half of our losses and casualties in that country have come at the hands of foreigners who joined the fray because of our program of detainee abuse. The number of U.S. soldiers who have died because of our torture policy will never be definitively known, but it is fair to say that it is close to the number of lives lost on Sept. 11, 2001. How anyone can say that torture keeps Americans safe is beyond me — unless you don’t count American soldiers as Americans.

After my return from Iraq, I began to write about my experiences because I felt obliged, as a military officer, not only to point out the broken wheel but to try to fix it. When I submitted the manuscript of my book about my Iraq experiences to the Defense Department for a standard review to ensure that it did not contain classified information, I got a nasty shock. Pentagon officials delayed the review past the first printing date and then redacted an extraordinary amount of unclassified material — including passages copied verbatim from the Army’s unclassified Field Manual on interrogations and material vibrantly displayed on the Army’s own Web site. I sued, first to get the review completed and later to appeal the redactions. Apparently, some members of the military command are not only unconvinced by the arguments against torture; they don’t even want the public to hear them.

My experiences have landed me in the middle of another war — one even more important than the Iraq conflict. The war after the war is a fight about who we are as Americans. Murderers like Zarqawi can kill us, but they can’t force us to change who we are. We can only do that to ourselves. One day, when my grandkids sit on my knee and ask me about the war, I’ll say to them, “Which one?”

Americans, including officers like myself, must fight to protect our values not only from al-Qaeda but also from those within our own country who would erode them. Other interrogators are also speaking out, including some former members of the military, the FBI and the CIA who met last summer to condemn torture and have spoken before Congress — at considerable personal risk.

We’re told that our only options are to persist in carrying out torture or to face another terrorist attack. But there truly is a better way to carry out interrogations — and a way to get out of this false choice between torture and terror.

I’m actually quite optimistic these days, in no small measure because President-elect Barack Obama has promised to outlaw the practice of torture throughout our government. But until we renounce the sorts of abuses that have stained our national honor, al-Qaeda will be winning. Zarqawi is dead, but he has still forced us to show the world that we do not adhere to the principles we say we cherish. We’re better than that. We’re smarter, too.

The BBC news story at the bottom of this post (where it belongs..) reminded me of something I had seen in a U.K. newspaper of note.
-Back in early 2003 when the Irak invasion was being discussed I remember reading a very cynical letter to the editor in the Guardian Weekly (left-wing rag) about how the U.S. invasion of that country would have many objectives not the least of which was that now there would be a place to resettle the Palestinians. Far-fetched? I thought so. The writer pointed out that the Palestinians for the most part were Sunni Muslims and curiously after Bush declared ‘mission accomplished’ the areas that stood up to the advancing U.S. army and its ‘contractors’ were the Sunni provinces. Insurgents? Al-Qaeda? Did they know something was afoot and is this why they fought back? I guess one could argue that if over time the U.S. and its allies in the War on Terror threw enough money and armaments at these people they too would agree to accomodate ‘a few’ Palestinians. Surge, splurge, merge. This tact (strong-arming the little ‘king’) worked in Jordan. Wasn’t the late Al-Zarqawi (seems so long ago) a Jordanian?

Here’s the BBC story on the much-disputed Israeli Wall that snakes through the West Bank. It’s being re-routed to allow Palestinians better access to their farms. Does this mean the Palestinians will not be going to Irak after all? And were they ever going? Am I reading too much into this story?

BAGHDAD – In a dramatic turnaround, more than 3,000 Iraqi families driven out of their Baghdad neighborhoods have returned to their homes in the past three months as sectarian violence has dropped, the government said Saturday.

Saad al-Azawi, his wife and four children are among them. They fled to Syria six months ago, leaving behind what had become one of the capital’s more dangerous districts — west Baghdad’s largely Sunni Khadra region.

The family had been living inside a vicious and bloody turf battle between al-Qaida in Iraq and Mahdi Army militiamen. But Azawi said things began changing, becoming more peaceful, in August when radical anti-American Shiite cleric Muqtada al-Sadr ordered his Mahdi Army fighters to stand down nationwide…..

WASHINGTON – The State Department’s security chief resigned on Wednesday in the wake of last month’s deadly Blackwater USA shooting incident in Baghdad and growing questions about the use of private contractors to protect diplomats in Iraq.

Richard Griffin, the Assistant Secretary of State for the Bureau of Diplomatic Security, announced his decision to step down at a weekly staff meeting, State Department spokesman Sean McCormack said, adding that Secretary of State Condoleezza Rice accepted the resignation, which is effective Nov. 1.

“Secretary Rice is grateful to Ambassador Griffin for his record of long exemplary service to the nation,” McCormack said. “He has distinguished himself during a 36-year career with the U.S. government, serving in some of the most sensitive and demanding posts.”

Iraq Still Determined to Expell Blackwater USA

BAGHDAD – The Iraqi government remains determined to expel the Blackwater USA security company and is searching for legal remedies to overturn an American-imposed decree that exempts all foreign bodyguards from prosecution under local laws, officials said Wednesday.

Prime Minister Nouri al-Maliki’s government accepted the findings of an Iraqi investigative committee that determined Blackwater guards, without provocation, killed 17 Iraqis last month in Nisoor Square in western Baghdad.

Iraqi investigators declared that Blackwater should be expelled and $8 million should be paid as compensation for each victim.

The officials said the Cabinet decided Tuesday to establish a committee to find ways to repeal a 2004 directive issued by L. Paul Bremer, chief of the former U.S. occupation government in Iraq. The order placed private security companies outside Iraqi law.

The officials spoke on condition of anonymity because they were not authorized to release the information.

The Iraqi probe into the Sept. 16 shooting found that Blackwater personnel guarding a State Department convoy opened fire on Iraqis without reason. Blackwater said its men came under fire first, although no witnesses have been found to corroborate the claim. The guards involved have been isolated and have not been available to comment.

The Iraqi officials said Cabinet ministers again demanded that the U.S. Embassy, Blackwater’s biggest client in Iraq, expel the company. U.S. officials have said any action must await completion of an American investigation.

In Washington, the State Department’s security chief, Richard Griffin, announced his resignation a day after a review panel created by Secretary of State Condoleezza Rice ordered a series of measures to boost government oversight of the private guards who protect American diplomats in Iraq.

Rice’s review panel found serious lapses in the department’s oversight of such guards, who are employed by Griffin’s bureau.

Neither Griffin nor spokesmen for the department’s Diplomatic Security Bureau could be reached for immediate comment.

In a Shiite district southeast of Baghdad, meanwhile, two bombs exploded seconds apart near a bus station Wednesday, killing at least nine people, police and hospital officials said.

The blasts, which occurred about 30 yards apart in Jisr Diyala, targeted government employees, construction workers and vendors waiting for minibuses to take them into the capital, officials said. Vendors were selling pastries, juice and tea to the workers.

Three policemen, women and children were among the nine killed and 23 wounded, officials said.

Mohammed Nuaman, a 36-year-old store owner who was wounded by shrapnel in the shoulder, said rescue efforts were complicated by a damaged bridge. The bridge, which spans the Diyala River to connect the area with Baghdad proper, was bombed in May and remains under repair.

“I heard a big explosion at the bus station area and another bomb went off about 30 seconds later, as I was heading to the area,” Nuamen said.

“Locals rushed to the area and carried some wounded by their cars to the nearby Zafaraniyah hospital before the ambulances and police arrived about 15 minutes later,” he said.

Hours later, mortar shells rained onto a neighborhood in Hibhib, 30 miles north of Baghdad, killing at least five civilians and wounding 17, police said.

Hibhib, a Sunni town in Diyala province, was the area where al-Qaida in Iraq leader Abu Musab al-Zarqawi was killed by a U.S. airstrike last year.

A police officer, speaking on condition of anonymity because he wasn’t authorized to release the information, said the mortar rounds were launched from the nearby district of Hidaid and were targeting Sunnis who had turned against al-Qaida.

Despite bombings in Baghdad and elsewhere, the Iraqi civilian death count is projected to decline for the second consecutive month. At the current pace, October would have a death count of fewer than 900, down from 1,023 in September and 1,956 in August, according to figures compiled by The Associated Press.

The AP tally is compiled from hospital, police and military officials, as well as accounts from reporters and photographers. Insurgent deaths are not included. Other counts differ and some have given higher civilian death tolls.

U.S. and Iraqi military commanders said a security crackdown had succeeded in sharply reducing the violence.

Lt. Gen. Abboud Qanbar, the Iraqi in charge of the operation, said overall terrorist acts in Baghdad had decreased by 59 percent and the number of Iraqi casualties by 77 percent since the crackdown began in February. He also said car bombs in the capital were down by 65 percent and the number of people killed in bombings was down by 81 percent.

“All sectors in Baghdad have witnessed a decrease in terrorist activities,” Qanbar said. “This has brought life to normal in many parts of Baghdad.”

The American military has reported 29 military deaths in October, down sharply from the month before. The latest fatality reported occurred Wednesday when a land mine exploded in Salahuddin province north of Baghdad, the U.S. military reported.

The U.S. second-in-command said attack levels in Baghdad were on a “steady downward trend” and were now at the lowest level since January 2006.

Lt. Gen. Raymond Odierno said he expected the U.S. military to make steady progress over the next year in turning over large parts of Baghdad to Iraqi forces. “I think it’ll be somewhere between 40 and 50 percent by the end of the year,” he told reporters.

Christopher Hitchens has written an article, Fighting the “Real” Fight, over at Slate.com regarding the “foolish myths about Al-Qaida in Mesopotamia”. Mr. Hitchens is an incredibly smart man unfortunately he still holds on to this foolish belief in the validity of the War in Iraq.

I can’t help but cringe when I read this article. Maybe I don’t understand the issues the way he does but some of his arguments seem to confirm what he is trying to deny and either way I have to wonder who the hair-splitters really are. He complains of

“hair-splitting secularists who cannot accept that al-Qaida in Mesopotamia is a branch of al-Qaida itself.”

Umm… Ok. He continues with the following of which I definitely subscribe to #2 and #1 is arguable.

Objections to this self-evident fact take one of two forms. It is argued, first, that there was no such organization before the coalition intervention in Iraq. It is argued, second, that the character of the gang itself is somewhat autonomous from, and even independent of, the original group proclaimed by Osama Bin Laden.

He spends a considerable amount of the time talking about Al-Zarqawi (the recently deceased leader of al-Qaida in Iraq). He attempts to discredit the #1 argument above by explaining that after our intervention in Afghanistan, Al-Zarqawi fled to Iraq and then was granted the “local al-Qaida franchise” by Bin Laden/Zawahiri. I don’t mean to be a hair-splitter here but if your argument was that al-Qaida existed in Iraq prior to our invasion I wouldn’t try to explain your argument without out at least… um… some actual dates. Nowhere in the article does he give any dates just a story.

You could lay this story out in two ways but without dates we have no idea which is correct. The scenario descibed by Hitchens could be laid out to confirm or refute his own argument.

I suggest you re-read his article and tell me why I can’t refute his own argument with his own story. I understand that the purpose of this article is not to be a full dissertation on the Iraq War and that he is attempting to address certain criticisms of this war but I think the bigger question should be, “Were we morally justified in attacking Iraq?” and more pressing, “How do we end the suffering and death and bring peace back to the region?”

In his most direct effort to date to connect al Qaeda to the Iraq war, President Bush yesterday cited declassified intelligence to tie terrorists operating in Iraq with September 11 mastermind Osama bin Laden, saying new evidence “clearly establishes this connection.”

Bin Laden and Al-Qaida

Osama bin Laden, born March 10, 1957, is a militant Islamist and is reported to be the founder of the organization called al-Qaeda. Al-Qa’edah is an Arabic word meaning “The Base”. Formed late 1980s, Al Qaeda have approximately 50,000 members. Osama bin Laden was born in Riyadh, Saudi Arabia.

His father, the late Muhammed Awad bin Laden, was a wealthy businessman with close ties to the Saudi royal family. Before World War I, Muhammed, poor and uneducated, emigrated from Hadhramaut, on the south coast of Yemen, to the Red Sea port of Jeddah, Saudi Arabia, where he began to work as a porter. Starting his own business in 1930, Muhammed built his fortune as a building contractor for the Saudi royal family during the 1950s.

There is no definitive account of the number of children born to Muhammed bin Laden, but the number is generally put at 55. Various accounts place Osama as his seventeenth son. Muhammed bin Laden was married 22 times, although to no more than four women at a time per Sharia law. Osama was born the only son of Muhammed bin Laden’s tenth wife, Hamida al-Attas, nee Alia Ghanem, who was born in Syria. Osama’s parents divorced soon after he was born. Osama’s mother then married a man named Muhammad al-Attas, who worked at the bin Laden company. The couple had four children, and Osama lived in the new household with three stepbrothers and one stepsister.

Washington has consciously supported Osama bin Laden. Osama bin Laden was recruited during the Soviet-Afghan war “ironically under the auspices of the CIA, to fight Soviet invaders”. In the wake of the Cold War, the Central Asian region (Afghanistan and Pakistan) is not only strategic for its extensive oil reserves, it also produces three quarters of the World’s opium (estimated between 100 and 200 billion dollars annually) represents approximately one third of the Worldwide annual turnover of narcotics. The Pakistan-Afghanistan borderlands became the world’s top heroin producer, supplying 60 percent of U.S. demand. CIA assets again controlled this heroin trade.

Since June 1999, the Rewards For Justice Program, United States Department of State, is offering a reward of up to $25 million for information leading directly to the apprehension or conviction of Usama Bin Laden. An additional $2 million is being offered through a program developed and funded by the Airline Pilots Association and the Air Transport Association.

September 11, 2001 attacks

On September 9, 2001 Ahmad Massoud (nickname “Lion of Panjshir”), principal antagonist of the Taliban and al-Qaeda, was assassinated by al-Qaeda agents. Massoud’s assassination was the curtain raiser for the 9/11 attacks on U.S.. The attackers were two Arabs who claimed to be Belgians originally from Morocco. However their passports turned out to be stolen and their nationality Tunisian. The assassins claimed to want to interview Massoud and set off a bomb either in their video camera or in a belt worn by the cameraman while asking Massoud questions. He was Afghan Defence Minister (June 1992 – September 2001) under President Burhanuddin Rabbani.

The timing of the assassination, two days before the September 11, 2001 attacks on the United States, is considered significant by commentators who believe Osama bin Laden ordered the assassination to help his Taliban protectors and ensure he would have their protection and cooperation in Afghanistan. After his death, Ahmad Shah Massoud (January 2, 1953–September 9, 2001) was named “National Hero” by the order of Afghanistan’s President Hamid Karzai.

Event without precedent, the attacks of September 11 remain to date the most important terrorist attack of the History, and were almost lived in real time by hundreds million of televiewers throughout the world. Nationalities of the terrorists are as follows: one Lebanese, two coming from the United Arab Emirates; Mohammed Atta was of Egyptian nationality. All the others were Saoudi.

At 8h46 AM (local time) flight AA11 struck in its center the north-eastern face of the northern twin tower.

At 9h03, flight UA175 penetrated by skew the south-western face of the southern tower. The event was largely recorded by the television agents who covered the attack against the northern tower.

At 9h37, flight AA77 penetrated the central part of the western wing of the Pentagon.

Of the four diverted planes, only flight UA93 could not reach its target, being crushed in an open-sky mine unused of Pennsylvania (in Shanksville) whereas it moved towards the national Capital.

In addition to the 19 hijackers who carried out the suicide-attacks, 2,973 people died. Another 24 people were missing and presumed dead , several thousands of wounded people and the thousands of others, in particular among the rescuers, with diseases induced by the inhalation of toxic dust.

According to official U.S. government sources, the September 11 attacks were consistent with the mission statement of al-Qaeda. The overarching motivation for the present al-Qaeda campaign was set out in a 1998 fatwa issued by Osama bin Laden.

Ben Laden et Al-Qaida

Oussama Ben Laden, originaire du Yémen, né le 10 mars 1957 à Riyad en Arabie saoudite est le chef et fondateur du réseau terroriste Al-Qaida (mot arabe pour “La base”, environ 50,000 membres). En 1989 son mentor et ami, le Palestinien Abdallah Youcef Azzam, est assassiné. Oussama Ben Laden se retrouve alors à la tête de l’organisation.

Ben Laden est issu d’une riche famille d’Arabie saoudite, originaire du Yémen. Son père Mohammed a réussi à bâtir un empire dont le fleuron est la Bin Laden Construction group, une importante entreprise de bâtiment et travaux publics. Oussama Ben Laden a 53 demi-frères et demi-sœurs (de plusieurs mères). Lui-même a une vingtaine d’enfants. Ben Laden souffrirait d’insuffisance rénale chronique nécessitant des traitements et serait sous dialyse.

Ironiquement, Ben Laden fut auparavant recruté par la CIA pour combattre les Soviétiques durant la guerre soviéto-afghane. Oussama Ben Laden a profité en effet de la politique d’une partie de l’administration Clinton, soutenue par le lobby pétrolier. La CIA contrôlait indirectement le commerce de l’héroïne. Au lendemain de la Guerre froide, la région de l’Asie centrale (Afghanistan et Pakistan) n’est pas seulement stratégique pour ses réserves de pétrole mais aussi pour l’héroïne; elle fournit à elle seule les trois quarts de la production mondiale d’opium, dont le commerce rapporte entre 100 et 200 milliards $ US par année.

Après les attentats du 11 septembre 2001, le président des États-Unis George Bush déclenche une guerre en Afghanistan dans le but déclaré d’anéantir Al-Qaida. Ben Laden échappe toujours totalement à ses poursuivants. La CIA pense qu’il se cache dans les régions tribales au nord-ouest du Pakistan.

The Rewards For Justice Program, département d’État américain, offre une récompense de $25 millions pour toute information menant directement à la capture ou à l’incrimination de Ben Laden. Le 9 septembre 2001, Ahmad Shah Massoud (9 janvier 1953 – 9 septembre 2001), un ennemi de Al-Qaida, est tué dans un attentat suicide, à Khwadja Bahuddin, dans la province de Takhar au nord-est de l’Afghanistan : les terroristes avaient pu l’approcher en se faisant passer pour des journalistes munis de faux passeports belges . Le commandant Massoud , ministre afghan de la défense (Juin 1992 – Septembre 2001), surnommé « lion du Panshir », tout en étant musulman pratiquant, luttait contre les fondamentalistes tels que Al-Qaida et les Taliban. Sa mort a précédé de deux jours les attentats du 11 septembre 2001 aux États-Unis ; il est raisonnable de penser que les deux événements étaient coordonnés.

Les attentats du 11 septembre 2001 (abréviations : 11/9, 11 Septembre, en anglais 9/11) regroupe une série d’attaques suicides synchronisées, par dix-neuf terroristes membres d’Al-Qaida, contre des immeubles représentatifs de la puissance américaine, soit les tours jumelles du World Trade Center à Manhattan, New York, et le Pentagone, siège du ministère de la Défense des États-Unis, à Washington.

Événement sans précédent, les attentats du 11 septembre restent à ce jour le plus important attentat terroriste de l’Histoire, et ont été vécus presque en temps réel par des centaines de millions de téléspectateurs à travers le monde. Les nationalités des terroristes sont les suivantes : un Libanais, deux provenant des Émirats arabes unis ; Mohammed Atta était de nationalité égyptienne. Tous les autres étaient saoudiens.

À 8h46 (heure locale) le vol AA11 percutait en son centre la face nord-est de la tour jumelle Nord.

À 9h03, le vol UA175 pénétrait de biais la face sud-ouest de la tour Sud. L’événement a pu être largement enregistré par les télédiffuseurs qui couvraient l’attentat contre la tour Nord.

À 9h37, le vol AA77 pénétrait la partie centrale de l’aile occidentale du Pentagone.

Des quatre avions détournés, seul le vol UA93 ne put atteindre sa cible, s’étant écrasé dans une mine à ciel ouvert désaffectée de la Pennsylvanie (à Shanksville) alors qu’il se dirigeait vers la capitale.

Les victimes ont été chiffrées à 2 973 morts, dont les dix-neuf pirates de l’air qui ont effectué ces attentats-suicides et 24 disparus, plusieurs milliers de personnes blessées et des milliers d’autres, notamment parmi les sauveteurs, atteintes de maladies induites par l’inhalation de poussières toxiques.

Aux États-Unis, la seule personne à avoir été jugée jusqu’à présent pour son implication présumée avec les attentats du 11 septembre est le Français Zacarias Moussaoui. Arrêté moins d’un mois avant les attaques, il était accusé par les autorités fédérales américaines d’avoir eu connaissance des attentats à venir mais de n’avoir pas communiqué ses informations. Il sera condamné à la prison à perpétuité, sans possibilité de remise de peine.

Au sujet de Dadullah Akhund

Mollah Dadullah Akhund (1965 ? – 11 mai 2007; aussi Mullah) était d’ethnie Pashtun de la province d’Uruzgan en Afghanistan. Il était le commandant militaire suprême Taliban jusqu’à sa mort en 2007.

Le Mollah Dadullah, lieutenant supérieur du Chef taliban Mollah Omar, qui a orchestré des attaques suicide, était l’épine dorsale du Taliban. Pendant plusieurs années, le Mollah Dadullah était connu comme étant l’un des chefs taliban le plus brutal et le plus extrême, qui a tué et décapité des civils afghans.

Il s’est fait appelé « le top commandant taliban d’Afghanistan » par les fonctionnaires de l’OTAN, et était haut sur la liste américaine des personnes les plus recherchées dans le pays. Le Mollah Dadullah avait perdu une de ses jambes en combattant avec le Mujahideen à Kaboul en 1996 et avait depuis utilisé un membre artificiel.

Il a eu la réputation d’un homme téméraire. En dépit de son incapacité, il a lutté et a mené des batailles majeures pour le Taliban contre les forces rivales de l’Alliance nordique pendant les années 90. Et il était le premier commandant Taliban à donner des entrevues à la presse et aux médias électroniques après la chute du régime. À la différence d’autres chefs Taliban qui ne se sont jamais laissés photographier, pour raisons religieuses et de sécurité, le Mollah Dadullah a juste fait le contraire.

Le Mollah Dadullah a dit à la BBC début 2006 qu’il avait des centaines de bombardiers – suicide attendant ses ordres pour lancer une offensive contre les troupes étrangères. En mars 2007, la télévision canal 4 de Londres a diffusé une entrevue dans laquelle Dadullah indiquait que le Chef Oussama Ben Laden d’Al-Qaida (ou al Qaeda) était vivant, en santé et en contact avec les dirigeants talibans.

Les officiels afghans ont rapporté le 13 mai 2007 que le Mollah Dadullah a été tué la soirée précédente dans un affrontement avec des Afghans et les forces alliées occidentales dans la province de Helmand.
