How U.S. intervention in Colombia escalating its conflict with Venezuela.

Recurring tensions between neighboring South American countries Venezuela and Colombia have reached new heights in recent weeks.

The current conflict centers around the October 30 signing of a military pact between Colombia and the U.S. that gives the American armed forces the use of seven military bases in Colombia, and grants immunity to U.S. soldiers operating in there.

Colombian President Álvaro Uribe and President Barack Obama claim that the U.S. military presence in Colombia will serve only to combat narco-traffickers and leftist guerillas, not threaten Colombia’s neighbors. Yet as the Venezuelanalysis.com Web site reports, this claim “is contradicted by the 2010 fiscal year budget of the U.S. Air Force Military Construction Program, which states that… the pact ‘provides a unique opportunity for full-spectrum operations in a critical sub-region of our hemisphere’ and ’supports mobility missions by providing access to the entire continent.’”

What’s more, the agreement on military bases follows the reactivation of the U.S. Navy’s Fourth Fleet, historically used by Washington to intimidate and attack countries that challenge its agenda in the Caribbean and Latin America.

For years, the U.S. has pumped money and weapons into Colombia and sent military advisers there in the name of fighting “narco-terrorism.” As a wave of left or center-left governments have been elected in Latin America, military aid to Colombia has swelled, making it the third-largest recipient of U.S. military aid in the world.

The October 30 U.S.-Colombia pact will dramatically escalate ongoing U.S. military intervention in the region. In this context, Venezuelan President Hugo Chávez has called on his country’s armed forces to prepare for the possibility of conflict, declaring that “we must prepare for war…. This will be the guarantee for peace.”

Chávez also took the opportunity to call on Obama to give back his Nobel Peace Prize, saying, “He keeps sending more troops to Afghanistan, and the war is spreading across this part of Eurasia, Pakistan, [and] in Iraq, they are still bombing children and entire families, and they are supporting the coup in Honduras.”

The U.S. refusal to try to reverse the right-wing Honduras coup has given a big boost to right-wing opposition groups across Latin America. So it was little wonder that Venezuela rejected an offer by the U.S. State Department to mediate the dispute between Colombia and Venezuela by helping to find “practical solutions.”

Chávez responded by calling the U.S. government “the champion of cynicism,” saying, “United States, if you want practical solutions, withdraw the Yankee bases in Colombia and free those fraternal people, free Colombia.” A statement issued by the Venezuela Ministry of People’s Power for Foreign Affairs noted, “The strengthening of the U.S. military presence is aimed at demonstrating its global power to dissuade, under the threat of military intervention, countries like the Bolivarian Republic of Venezuela that are critical of imperialist U.S. policies.”

Venezuela froze diplomatic relations with Colombia back in July when the latter first announced plans to allow U.S. military access to its bases. This was the third such diplomatic clash since 2005.

In that year, Venezuela recalled its diplomats from Bogota after it was discovered that Colombian agents had been operating illegally inside Venezuela. Again, and more seriously, relations were frozen in March 2008 when Colombian forces bombed a guerilla encampment inside Ecuador, killing leftist rebels. The attack violated both international law and the sovereignty of Ecuador, an ally of Venezuela.

Since the signing of the U.S.-Colombian pact on bases, tensions have continued to mount, with a series of incidents on the Venezuela-Colombia border. On November 2, two soldiers in the Venezuelan National Guard were shot dead at a border crossing, most likely by Colombian paramilitaries who have been increasingly active inside Venezuela. Venezuela responded by closing and occupying the border crossing in question and sending thousands of troops to border regions.

The pressure rose still further in mid-November when Colombian armed forces captured four members of the Venezuelan National Guard on a boat on the Meta River, part of which constitutes the border between the two countries. The men were later deported to Venezuela, but Venezuela responded by blowing up two border bridges in the area that authorities claimed were being used by Colombian drug traffickers.

Whatever the details of the confrontation on the Meta River, Venezuela’s decision to brace for possible military conflict is based on a credible threat from across the Colombian border. Right-wing paramilitary groups have been a powerful force within Colombia for decades. Formed by local oligarchs, these private armies are the result of a narco-economy in which the line between traditional capitalists and drug lords is blurred—if it exists at all.

There’s also a great deal of overlap between the paramilitaries and the official Colombian military. Colombian President Uribe has himself been linked to the paramilitaries. A U.S. intelligence document from 1991 lists then-Senator Uribe as a “close personal friend of Pablo Escobar,” the notorious drug lord killed in 1993.

Since Uribe became president in 2002, a number of Uribe’s close political allies have been questioned or charged in relation to paramilitary activity. So while Colombia acts as a proxy of U.S. imperialism, paramilitaries act as a proxy of the Colombian state and ruling class. This makes Colombian paramilitaries operating in Venezuela a literal vanguard of reaction.

Venezuelan Vice President Ramón Carrizález called the recent killings “part of a destabilization plan that we’ve been reporting.” In 2004, dozens of Colombian paramilitaries were captured deep inside Venezuela when a plot to overthrow the government was uncovered. Whether or not these forces are in direct contact with U.S. intelligence, they are clearly working in concert with U.S. interests.

The prospect of a dramatic increase in the U.S. military presence in Colombia is certainly ominous for the region’s leftist governments—Ecuador and Bolivia as well as Venezuela. These countries are already under pressure from both internal right-wing oppositions and imperialist intervention. Even the center-left government of Brazil, which has done Washington’s bidding by running the United Nations occupation of Haiti, expressed sharp opposition to the U.S.-Colombian deal on military bases.

The growing U.S. military presence in Latin America poses a challenge to the antiwar movement and the left in the U.S. We must be prepared to oppose the imperialist war machine, wherever and whenever it goes on the offensive—whether directly in Afghanistan and Iraq, or indirectly through its clients like Colombia.

Of all the factors on the table in the current Afghan strategic review, the War on Drugs and its unintended consequences should be front and center. Our 95-year effort to create a Drug Free America by enforcing world-wide prohibition has twisted our foreign policy out of shape all over the globe and the nightmare in Afghanistan is just the latest manifestation.

It seems to be an open secret that President Hamid Karzai’s brother is a player in the heroin trade, and the whole administration in Kabul is said to be riddled with corruption. Unfortunately, the replacement of Karzai, even if that proved possible, would not change the fundamental dynamic. Nearly a tenth of the population relies on the illegal opium industry for their daily bread. Corruption will be the norm as long as the American people are willing to invest limitless resources manning an arbitrary barricade between the sellers and buyers.

Unfortunately narco-corruption, like narcotics themselves, can penetrate any border and there is growing evidence that this cancer has metastasized into every nook and cranny of the known world. Consider, for example, this headline from London: “Corrupt officers exist throughout the UK police service.”

This jarring assessment of the once-pristine Royal Constabulary comes from Britain’s National Criminal Intelligence Service. According to a document leaked to the Daily Telegraph, the head of the agency warns that “corruption may have reached ‘Level 2′, the situation which occurs in some third world countries.”

The “situation” in the colonies, current and former, is undoubtedly worse. Here’s a two-week random pick from recent U.S. headlines: August 14, a Baton Rouge deputy sheriff is sentenced to 10 years for cocaine distribution. Six days later a Georgia cop goes down on the same charges. The following week a Memphis officer is busted for distributing crack and the next day a U.S. Customs agent in Newark is cuffed for running off with a hundred pounds of cocaine. The day after that a prison guard in Arkansas is nailed for delivering meth to the Pine Bluff maximum security wing, and the head of a Michigan narcotics unit pleads guilty to diverting drugs and cash.

This is a tiny sample of lawmen who were sloppy enough to get caught. But according to Law Enforcement Against Prohibition [LEAP], the virus is everywhere. LEAP co-founder Peter Christ, a retired Police Captain from suburban Buffalo, puts it this way: “You’ve been a police officer four or five years, you’ve seen the wasted energy spent on this drug war, and now you’re standing in a motel room and lying on the bed is a hundred thousand in cash that hasn’t been counted yet. And in your back pocket is a bill from the plumber you can’t pay. And it doesn’t make any difference anyway. So you take your first taste. And then you’re gone.”

In this war as in all wars it’s the foot soldiers who bite the dust. But focus for a second on the staggering amount of cash in play — more than $300 billion a year according to the United Nations — and we would have to be brain dead not to suspect that this corrosion reaches the upper echelons of all governments including our own. As presidents Hamid Karzai, Felipe Calderón, Álvaro Uribe, Michelle Bachelet, Rafael Correa, and others have discovered, with that kind of loot lying around you can’t trust anyone. What’s worse, the exposure to people who are getting fabulously wealthy by ignoring the law inspires a corrosive tolerance for criminality. In Ohio we just uncovered two juvenile court judges who were raking in thousands of dollars a head for every kid they sent to a private for-profit prison. This is a fire alarm sounding for the court system itself.

Even more ominous, the illegal drug trade turns out to be the ultimate crime university and a godsend for terrorists. It provides weapons, training and untraceable cash for operations, and essential technologies like border penetration and money laundering have become an art form in the hands of the drug lords. We have, in effect, created a global mechanism that is in the process of eating our civilization alive.

The drug warriors tell us we have to stay the course or drugs will destroy us but they don’t like to talk about the incalculable damage being done by blind adherence to a failed policy. While abuse of narcotics can be devastating, the tragedy of addiction actually affects only about one person in a hundred. There are humane answers to this problem that don’t require putting the future of the nation at stake. We cut tobacco addiction in half through education and never fired a shot.

International drug prohibition was begun by the United States and we can end it with a simple majority vote in Congress. As for the rest of the world, several of our allies are already ahead of us. Portugal, Holland and Switzerland are successfully experimenting with legalization and three former Latin American presidents are calling for an end to the drug war because the corruption and violence in their countries is spinning out of control.

The prohibitionists insist that legalization would only increase lawlessness, but all the evidence is on the other side of the scale. When we ended alcohol prohibition the U.S. murder rate was cut in half. Then we regulated booze, taxed it heavily, and the state got the money instead of the mob. The prison population shrank and the criminal justice system was freed from the daily grind of processing drunks and their enablers and the huge burden of enforcement was lifted from the taxpayers.

We could repeat that success with the stroke of a pen. And we could cut the funding for terrorists and simultaneously pull the rug out from under the drug lords. And in Afghanistan we would no longer have to explain to the family of the poppy farmer whose livelihood we just torched that we really meant well.

Álvaro Uribe y Augusto Ibáñez

El Ejecutivo dice que Ibáñez miente sobre reunión en torno a la terna del Fiscal. Un nuevo capitulo de los enfrentamientos entre el Ejecutivo y la Corte Suprema de Justicia se vivió ayer cuando el magistrado Augusto Ibáñez, presidente del alto tribunal, palabras más palabras menos, fue llamado mentiroso por el Gobierno Nacional.

La calificación la causó una entrevista en la que el magistrado Ibáñez desestima que él y varios de sus colegas de la Corte Suprema hubieran entrado en detalles con el Primer Mandatario, durante una reunión en la Casa de Nariño, en cuanto al tema de la terna para Fiscal General de la Nación, y que se hubiera afirmado que el alto tribunal escogería a dicho funcionario si se cambiaba el nombre de uno de los ternados.

“Es muy grave para las instituciones de Colombia que el Presidente de la Corte Suprema de Justicia este (sic) diciendo mentiras de las conversaciones que ha sostenido con el Presidente de la República”, señaló el vocero de prensa de la Casa de Nariño, César Mauricio Velásquez.

La reacción, consignada en un escueto comunicado, fue la respuesta del Ejecutivo a una entrevista publicada ayer por el diario El Espectador.

En la entrevista, el magistrado Ibáñez aseguró que en una reunión con el Presidente de la República, “el tema correspondiente a la Fiscalía no duró más de dos o tres minutos. El señor Presidente nos comentó que había una renuncia de uno de los integrantes de la terna y dijo que eso allanaría el camino. Sencillamente se le respondió que era necesario reflexionar sobre toda la terna. Luego pasamos a otro tema”.

Según el magistrado, estuvo presente en dicho encuentro en donde se dio a conocer que Juan Ángel Palacio renunció a la terna para Fiscal General; “pero sólo se habló de los puntos que le dije y no hubo más detalles”.

La reunión que por ahora ha planeado la Corte Suprema de Justicia para retomar el tema del sucesor de Mario Iguarán Arana se llevará a cabo sólo el próximo 10 de diciembre.

Claro que él desde que asumió la Presidencia nunca ha dejado de estar en campaña para las prolongaciones de su período. No es más que ver sus consejos comunitarios: habla con la gente coloquialmente, regaña a sus funcionarios, cuenta anécdotas, manda coger presos a funcionarios, reparte auxilios, donaciones: todo esto fascina. Siempre está en todas partes, ya sea un acontecimiento menor o una tragedia, cosa que la gente agradece porque los presidentes anteriores a él no lo hicieron.

La mano implacable contra la guerrilla, la voz imperiosa y amenazante cuando se refiere a las Farc y algunos resultados, que los hay, gustan  mucho. Infortunadamente, la estadística del 70 y pico por ciento de aceptación indica que a la gente parece importarle menos que no se levante con la misma fuerza contra los paramilitares y los parapolíticos. De todas maneras, el 70 y pico por ciento se siente protegido. Hay, para muchos, un gran papá virtual que cuida a todos los colombianos. Entonces, se oye  decir: Uribe es irreemplazable, ¿si no es Uribe, quién? Si alguien fuera de verdad irreemplazable, el planeta entero estaría paralizado.

Aunque haya actos de gobierno buenos e importantes, perpetuarse en el poder es nocivo, nocivo para el país, porque el mandatario de turno va adquiriendo una confianza perversa en sí mismo y de esa misma forma va desdibujando a sus subalternos; cada día son menos las observaciones o las sugerencias que atiende, va invadiendo y apoderándose de los terrenos de las instituciones sin cuestionarse y con oídos sordos. Y desde luego nocivo también para el que gobierna, porque entra en un estado de megalomanía, donde cree que todo lo puede, que todo lo sabe, que no necesita de nadie, se obnubila y eventualmente va perdiendo la gobernabilidad, cercado únicamente por sus yes men,  llamados asesores. Aquí mismo, sin irnos muy lejos, en nuestro hemisferio tenemos algunos ejemplos.

Sin embargo, también con un poco de buena fe, se puede decir que Colombia es un país en donde se ejerce la democracia representativa, así tenga vicios graves.

Por eso, démosles la bienvenida a los  precandidatos o candidatos que se están destapando en este momento para las elecciones de 2010. Ya Rafael Pardo salió abiertamente al ruedo, otros andan por ahí, midiendo cuidadosamente distancias. Ojalá que vengan muchos y pronto. No importa qué línea política tengan, ya sean independientes o que  representen un partido. Lo importante es que divulguen sus programas de gobierno, que nos hablen, que nos convenzan, que tengamos tiempo de analizar y que haya de dónde escoger el día que depositemos nuestro voto, y esperar que no se presenten a esta contienda electoral individuos con prontuarios difusos y, si así fuese, que seamos lo suficientemente sensatos para proceder, sin ninguna contemplación, a descalificarlos e ignorarlos. Recordemos que lo que está en juego es nada más ni nada menos que la viabilidad de nuestro país.

The Venezuelan troops that President Hugo Chávez sent to his country’s border with Colombia the week before last finally saw some action yesterday, as two pedestrian bridges linking the Andean states were blown up.

Colombian Defence Minister Gabriel Silva last night accused the Venezuelan army of perpetrating the act of “aggression” carried out on the crossings, which connected the village of Las Delicias in the north western Venezuelan state of Táchira with a rural area near the Colombian community of Ragonvalia.

Officials in Táchira were quick to admit responsibility, and justify their actions. The Guardian quoted army general Eusebio Aguero as saying:

“They are two foot bridges that paramilitary fighters used, where gasoline and drug precursors were smuggled, subversive groups entered. They are not considered in any international treaty.”

Caracas, once again claiming self-defence, seems to be sticking firmly to this argument about the bridges having been “illegal crossings,” used by the very traffickers and smugglers blamed by Venezuela for recent violence in the border region. Colombia maintains that they are, in fact, merely “community foot crossings.”

“We are obliged and willing to protect the sovereignty and territorial integrity of Venezuela,” El Universal quoted Venezuelan Defence Minister Ramón Carrizález as saying. “Illegal crossings are fought by every government in the world.”

Bogotá, inevitably, does not see things this way. In a statement released last night by the Colombian Ministry of Defence, Carrizález’s counterpart, Gabriel Silva, maintatined that “this action represents a violation of international law, of humanitarian law, and is an agression against civilians.”

El País reported Colombian Deputy Foreign Minister Clemencia Forero as saying that Bogotá had referred the incident to the OAS and the UN, in a repetition of their reaction to Chávez’s November 8 comments, when he advised his army generals and the entire Venezuelan population to “prepare for war.”

According to Bloomberg, Aguero told Globovision last night, “We’ve been informed of other pedestrian passes that will be destroyed given the proper government authorization,” a comment which may hint at further trouble ahead.

The European Union yesterday became the latest external actor to attempt to calm the crisis. A statement issued by the Presidency (currently held by Sweden), on behalf of the EU, said:

“The European Union calls on both parties to abide by international law and existing mutual agreements, to refrain from any actions or statements that may further deteriorate the situation, and to take steps to seek solutions by dialogue and possible confidence building measures, including through the support of regional bodies.”

This blog has previously argued that Chávez should have turned to one such regional body – be it the OAS, UNASUR, or another forum – in order to voice his concerns (depending on the degree to which they are genuine, and not simply a distraction from Venezuela’s domestic problems) before firing his initial rhetorical salvo at Bogotá.

However, as has been pointed out elsewhere, UNASUR clearly lacks the ability to take the initiative itself and intervene. Regional support is a proposal which it is easy for the EU to make, but which currently seems to be impractical on the ground in South America. Indeed, Javier Ponce, the Ecuadoran Defence Minister (whose country currently holds UNASUR’s presidency), said yesterday that the organisation “still doesn’t have the necessary instruments to act in these kind of difficulties,” reported Telesur.

So how is this conflict likely to end? Little has changed as a result of this incident; Venezuela remains defensive in its remarks, and Colombia, although clearly agitated, still shows no sign of taking anything but diplomatic action. The issue of the bridges is a minor one, which has gained wider notoriety due to the current context of tension, and which Chávez is in all likelihood using in another attempt to drum up some support at home. Details about whether or not the Venezuelan culprits strayed into Colombian territory are hazy, and it seems Caracas is going just about as far as it can without risking a serious physical confrontation; after ten years, Chávez has built something of a reputation for behaving in such a way.

Some analysists have posited that the situation will diffuse itself after the questions of Venezuelan legislative elections and Uribe’s potential run for a third presidential term have been resolved. This appears to be a safe enough bet, although it is worth noting that Chávez has more immediate problems with Venezuela’s shortages of electricity and water, and consequently the direction his personal popularity is heading in.

We can pobably expect the war of words – and occasional skirmishes such as this – to burn themselves out, as has happened on repeated occasions in the past, either with or without the support of outside mediators like Brazil. Outright war remains about as distant as ever, although the underlying issues in the current crisis – of a somewhat porous border and, more importantly, the United States’s recent military agreement with Bogotá – are certain to run and run.

While keeping one eye on Honduras, you might train the other eye on the US’ provocative military base plan in the land of its “enfant terrible,” Colombia.

The Bolivarian Revolution and Peace

I know Chavez well, and no one could be more reluctant than him to allow a showdown between
the Venezuelan and Colombian peoples leading to bloodshed. These are two fraternal peoples,
the same as Cubans living in the east, center and west end of our island. I find no other way
to explain the close relationship between Venezuelans and Colombians.

    The slanderous Yankee accusation that Chavez is planning a war against neighboring
Colombia led an influential paper of that country to run a story last Sunday, November 15,
under the headline “War Drums.” It was a pejorative and insulting editorial against the
Venezuelan President asserting, among other things, that “Colombia should take very seriously
the gravest threat to its national security in more than seven decades as it comes from a
President with a military background…”

    It goes on to say that: “The reason is the growing potential for a provocation that can go
from an incident along the border to an attack on civilian and military facilities in
Colombia.”

    Further on the editorial claims it is likely “…that Hugo Chavez intensifies his attacks
against the ‘scrawny’ –the sobriquet he applies to his oppositionists—and tries to remove from
regional and local governments those who contradict him. He already did it with the Mayor of
Caracas…and now he wants to try with the governors of the states sharing borders with Colombia
who refuse to be under his rule…a clash with Colombian forces or the accusation that the
paramilitary plan to conduct actions within Venezuelan territory could be the pretext required
by Chavez’s regime to suspend constitutional rights.” 

    Such words can only serve to justify the United States’ aggressive plans and the blatant
treachery of the Venezuelan oligarchy and counterrevolution to their Homeland.

    Coinciding with the release of that editorial, the Bolivarian leader had published his
weekly column known as “Chavez’s lines,” where he analyzed the shameless concession of seven
US military bases in Colombia, a country that shares about 1,281 miles of border with
Venezuela.

    In his article, the President of the Bolivarian Republic was very clear and brave in
explaining his position.

    “…I said it this Friday at the rally for peace and against the US military bases in
Colombian territory: It is my duty to appeal to all of you, men and women, to defend Bolivar’s
Homeland, our children’s Homeland… Our Homeland is free today and we shall defend it with our
lives. Never again will Venezuela be anybody’s colony; never again will it kneel down before
any invader or empire…the extremely serious and transcendental problem in Colombia cannot be
overlooked by the Latin American governments…”

    Later on, he added some important concepts: “…the entire ‘gringo’ war arsenal included in
the agreement responds to the concept of extraterritorial operations…it turns the Colombian
territory into an enormous Yankee military enclave…the greatest threat to peace and security
in the South American region and in Our America.”

    “The agreement…prevents Colombia from offering anyone security and respect; not even
Colombian men and women. A country that has lost its sovereignty and become an instrument of
the ‘new colonial power’ envisioned by our Liberator cannot offer such guarantees.”
    Chavez is a true revolutionary, a profound and sincere thinker, a courageous and restless
worker. He did not win power through a coup d’état. He rebelled against the repression and
genocide unleashed by the neoliberal governments that surrendered the country’s huge natural
resources to the United States. He endured incarceration; he matured and developed his ideas.
He did not win power with weapons despite his military background.

    It is his merit to have taken the difficult path of a profound social Revolution starting
out from the so-called representative democracy and an absolute freedom of expression, at a
time when the most powerful media  resources of the country were –they still are—in the hands
of the oligarchy and at the service of the empire’s interests.

    In just 11 years, Venezuela has achieved the greatest educational and social progress
attained by any country in the world, despite the coup d’état and the destabilization plans
and smearing campaigns implemented by the United States.

    The empire did not decree an economic blockade on Venezuela, –as it did in the case of
Cuba– after the failure of its sophisticated actions against the Venezuelan people because it
would have meant blockading itself given its foreign energy dependence. But it has not
abandoned its purpose to do away with the Bolivarian process and the generous support this
gives the Caribbean and Central American peoples in terms of oil resources, and its extensive
trade relations with South America, China, Russia and numerous countries of Asia, Africa and
Europe. Large segments of the population in every continent sympathize with the Bolivarian
Revolution whose relations with Cuba are especially upsetting for the empire which for half a
century has sustained a criminal blockade against our country. Through the ALBA, Bolivar’s
Venezuela and Marti’s Cuba are promoting a new type of relationship and exchange on rational
and fair basis.

    The Bolivarian Revolution has been particularly generous with the Caribbean countries in
times of an exceptionally grave energy crisis.

    In the current new stage, the Venezuelan Revolution is facing entirely new problems which
did not exist almost exactly 50 years ago, when our Revolution triumphed in Cuba.

    At that time, drug-trafficking, organized crime, social violence and the paramilitaries
were barely known. The United States had yet to become the huge drug market that capitalism
and the consumer society have turned it into. It was not so difficult for the Revolution to
fight drug-trafficking in Cuba and to prevent the country from being drawn to its production
and consumption.

    Today, such scourges have brought to Mexico, Central America and South America a growing
tragedy which is far from beaten. The unequal terms of trade, protectionism and the plundering
of their natural resources has been compounded by drug-trafficking and the violence of
organized crime that underdevelopment, poverty, unemployment and the huge US drug market have
created in the Latin American societies. The incompetence of that imperial and wealthy nation
to prevent drug-trafficking and abuse has paved the way for the cultivation in many places of

    Drugs should not be used as a pretext to set up bases, invade countries and bring
violence, war and plundering to Third World nations. This is the worst environment to sow good
qualities among the people and to bring education, healthcare and development to other nations.

    Those who think that division between Venezuelans and Colombians can lead to the success
of their counterrevolutionary plans are deceiving themselves. Many of the best and most humble
workers in Venezuela are Colombians; the Revolution has given them and their immediate family
education, healthcare, employment, the right to citizenship and other benefits. Together,
Venezuelans and Colombians shall defend the great Homeland of the Liberator of the Americas;
together, they shall fight for peace and freedom.      The thousands of Cuban doctors,
educators and other collaborators carrying out their internationalist duty in Venezuela shall
be with them!

La política colombiana cada vez es más graciosa. Es un juego de poderes que rotan de vez en cuando, según los intereses y las conveniencias, y que promete muchas cosas pero nada cambia. Nos hemos acostumbrado a esto tanto que parece cotidiano la falta de seriedad que el Congreso tiene para tomar decisiones tan importantes que involucran dineros públicos, repartición a quienes no lo necesitan (que se devuelven con proyectos también aprobados), y la prolongación de tantos episodios sin-fin que no hacen sino darle más poder a la gobernancia actual. Y al parecer el problema fue que debido a la ausencia de tantos, las cosas pasan así, facilito, porque tenían horarios diferentes para la votación, cosas que hacer y exámenes de gripa A pendientes. Definitivamente…

Creo que, en serio, nos acostumbramos. Como ciudadano, no sé cómo afrontar eso, se me ocurre aconsejar a mis amigos y compañeros a que tomen la política en serio y que su voto sea con la cabeza. Cómo periodista me fastidian mucho los ámbitos de poder, especialmente si son oficiales, sin embargo también lo puedo emprender desde un ambito formativo.

Así que los que puedan votar el próximo año, por favor, tomen consciencia de los candidatos, de sus propuestas y tenga buenas referencias de él (ella), que no esté involucrado en alguno de los muchos procesos judiciales que se tienen pendientes, que no esté de parapolítico, que no tenga primos o familiares en esas andanzas,…..y la lista es larga de lo que sucede.

Esto, a ver si este país cuenta nuevos chistes, porque estos ya lo que hacen es llorar del desespero de la repetidera.

Gobierno Chávez insiste en que no aceptará ayuda. El DAS pide que liberen detective.

El embajador de los Estados Unidos en Colombia, William Brownfield, ofreció ayer la colaboración de su país en el eventual restablecimiento de las relaciones colombovenezolanas.

Tras una visita a la Conferencia Nacional de Organizaciones Afrocolombianas, el diplomático dijo que si los presidentes Álvaro Uribe y Hugo Chávez lo permiten, Estados Unidos podría apoyar en los esfuerzos para superar la crisis.

“Si hay manera para apoyar esos esfuerzos por parte del Gobierno que represento yo, estoy absolutamente seguro que queremos hacerlo”, dijo Brownfield.

Aunque aclaró que esta es apenas una posibilidad, dijo que la colaboración podría darse en las investigaciones que se adelantan por los asesinatos en zona de frontera, así como en lograr una reunión entre los mandatarios.

“Sabemos que Brasil lo ha propuesto y si hay manera de ayudar, estamos dispuestos”, reiteró el diplomático estadounidense.

“No existe crisis”

El vicecanciller venezolano para América Latina y el Caribe, Francisco Arias Cárdenas, negó ayer que exista una crisis entre Venezuela y Colombia, y reivindicó la pertinencia del reclamo de Caracas por el “establecimiento” de bases militares “yanquis” en el territorio nacional.

“No necesitamos mediadores porque no hay crisis con Colombia”, declaró Arias Cárdenas, después de reunirse en Caracas con una delegación parlamentaria de Brasil que visita Venezuela como parte de una gira que también la llevará a Ecuador y Colombia.

Con Colombia “tenemos una situación muy seria, que tiene que ver con una decisión del Gobierno colombiano de establecer bases yanquis”, y la “postura venezolana obedece a un tema de principios y de razones valederas”, añadió Arias Cárdenas, según un comunicado de la Cancillería venezolana.

Denuncias del DAS

El director del Departamento Administrativo de Seguridad, Felipe Muñoz, denunció ayer que Venezuela viola normas internacionales al haber detenido y mantener incomunicado a un agente de ese organismo, a quien acusa de espionaje.

“Nuestro detective (Julio Enrique Tocora) fue invitado por un amigo venezolano, al que había conocido en una actividad oficial en Paraguachón, a pasar unos días en compañía de unas amigas en Maracaibo”, aseguró Muñoz.

El Director del DAS señaló que desde la detención del agente, hace 50 días, “sólo pudimos hablar con él en una ocasión, violando (Venezuela) la normatividad internacional. Le han hecho unos 20 interrogatorios, según pudimos averiguar con la mamá, y le hicieron una primera imputación por espionaje cuando eso no tiene asidero en la realidad”.

Muñoz dijo que Venezuela debe devolver de inmediato al detective, garantizándole tanto la integridad física como mental, aunque admitió que el detective violó la orden dada por su despacho a los funcionarios del DAS de no ingresar en territorio venezolano.

Partido por la paz

Sacerdotes católicos de varios puntos de la frontera entre Colombia y Venezuela jugaron ayer en Cúcuta un partido de fútbol, cuyo propósito fue hacer votos por el pronto restablecimiento de las relaciones diplomáticas entre sus gobiernos.

Monseñor Jaime Prieto, obispo de la capital nortesantandereana y gestor del evento deportivo, destacó que éste es un buen mensaje para los presidentes de que “en el fútbol, todos queremos hacer goles, pero prima el juego limpio”.

Last Sunday, November 8, Venezuelan President Hugo Chávez used his weekly television show, Alo Presidente, to implore his military generals and the Venezuelan public to prepare for a conflict with neighbouring Colombia.

“Let’s not waste a day on our main mission: we prepare for war and help the people prepare for war,” he said, shortly after having ordered 15,000 troops to the border in response to Bogotá’s signing of a military agreement with the United States – which will see the US granted the use of seven Colombian bases – and increased violence in the border area.

Yesterday – after a week of frantic attempts at mediation by Brazil, placatory words and actions from Colombian President Álvaro Uribe, and a claim from Chávez that he was not inciting war, but merely moving to defend his country from a US-backed attack – the Venezuelan appeared on his regular slot to reject the cacophony of calls for calm.

Claiming that Venezuela had proof that the US intended to carry out surveillance on his country, rather than step up anti-narcotics efforts in Colombia, he suggested that Uribe and Barack Obama “go and jump in a lake,” according to El Universal.

Hay tres regiones en el país que saltan como conejos en una sabana cada vez que se habla de conflicto armado: el cañón de Garrapatas, situado entre el Valle del Cauca y Chocó; el Cañón de las Hermosas, en el Tolima, y el triángulo entre las poblaciones caucanas de Jambaló, Toribío y Corinto. Todas han conocido la crueldad de la Violencia de los 50, la que se alarga desde mediados de los 60 hasta hoy, y la actividad de las mafias del narcotráfico.
En Garrapatas trató de dar pelea Ciro Trujillo, después de ser derrotado en Riochiquito, Cauca; más tarde andaregueó por ahí Iván Marino Ospina con poca suerte, y no hace mucho se escondía en sus breñas Don Diego. Las Hermosas, que comunica el Valle con Tolima y Huila, fue bastión de las guerrillas liberales, centro de operaciones de Isauro Yosa, uno de los fundadores de las Farc, y después una de la zonas mejor cultivadas por amapoleros y cocaleros. Pero la historia de Corinto, Toribío y Jambaló sobrepasa por su importancia geoestratégica y política a las dos anteriores. Un botón de muestra: Toribío ha sido ocupada por la guerrilla trece veces en los últimos 20 años; Corinto ha sido objeto de una docena de hostigamientos en el año que corre y tomada siete veces por los insurgentes.

La guerra, o como se llame

¿Cuál es la razón de este empecinamiento de las guerrillas en esta región del Cauca? Busqué en Cali a Germán Rojas, ex constituyente del 91, conocido como Raulito, comandante de M-19 en Las Hermosas y Cauca, para hacerle la pregunta. Lo traté en un intento de negociación del gobierno de Samper con el grupo guerrillero Bateman Cayón. Es un hombre pequeño, de ojos traviesos y de un lenguaje fácil y rotundo. “Simple —me respondió—, es un camino que comunica el Valle con Tolima, el Valle con Cauca, y, para redondear, Cauca y el Valle con Huila y Caquetá. Un corredor, como le dicen ahora. Su nombre no fue un nombre escogido al azar, como el canal de Corinto, que comunica el mar Egeo y el Jónico, nuestro Corinto une el Magdalena con el Cauca”. Bueno —le reviré—, pero eso pasa con cualquier punto de la Cordillera Central.

“Por su puesto —respondió—, lo que pasa es que no en todas partes existe una sociedad tan golpeada y tan fuerte como la de las montañas del Cauca. Es una población hija del macizo colombiano. Tiene su fuerza geológica. Es que esa pelea no es de ayer. Desde Quintín Lame, que creó un frente que enlazó la resistencia de los Coyaimas y los Pijaos con la de los Paeces, hoy Nasas, la lucha no ha cesado. Más aún, le agrego, lo que el general liberal Avelino Rosas —que combatió con los Mambises de Maceo— trajo de Cuba: las tácticas de la guerra de guerrillas. Por tanto, si suma lo primero con lo segundo, tiene el resultado que salta a la vista”.

Raulito recorrió toda la cordillera como comandante del Eme desde el Nevado del Ruiz hasta el del Huila, un espinazo que ha servido de refugio a todos los enfrentamientos que por la tierra o por la política han tenido lugar en los valles altos del Magdalena y del Cauca. “La lucha de los indígenas caucanos y los tolimenses por su territorio y las de los obreros de la caña en el Valle y del arroz en Tolima repercuten y en buena medida se guarecen en la Central”, agrega el ex comandante. El M-19 lo supo y las Farc lo saben: “En Cauca está la llave de la guerra y de la paz de Colombia”, sentenció, mientras me recordaba que “la masacre de Guachicono y el Nilo, que les costó la vida a 18 indígenas en el año 86, no es independiente de lo que pasa hoy, así los Nasas hayan marcado claras y explícitas distancias y rompimientos con las guerrillas…” y deja unos puntos suspensivos como dándome tiempo de reflexionar.

Y retaca: “Si el Gobierno hubiera sido inteligente, se habría impuesto en los casos de las hacienda La Emperatriz  y de López Adentro, al devolverles las tierras a los indígenas. Pero para eso habría que enfrentarse con los Chaux, los Mosquera, con los unos y con los otros. Y esos pocos son los verdaderos electores de Cauca. Mientras esa cuña no se le quite al carro, no podrá salir del atasco”.

La coca, o lo que sea

Coca, es decir, matas de coca, siempre ha habido en Cauca. Es un cultivo doméstico ancestral. Tanto así que los grandes terratenientes de Cauca pagaban a sus peones con hojas de coca y cobraban a sus terrajeros con la misma moneda. Pero la cocaína era desconocida hasta cuando comenzó a ser usada para mezclarse con los guarapos y la pasta que la mafia traía de Perú.

La coca caucana era baja en alcaloides, pero aumentaba el peso de la importada y la mezcla ganó fama en Nueva York y Los Ángeles. Corinto fue también un gran productor de marihuana y cuando en la Sierra Nevada su cultivo entraba en crisis por la competencia de la que se cultivaba en EE.UU., la Punto Rojo, una variedad autóctona de la región, no pudo ser derrotada por la alta dosis de Tetrahidrocannabinol que la ha hecho la preferida en las calles de San Francisco. Se han cultivado y se cultivan otras variedades con éxito: La Cominera y la Mangobiche, célebres en Ámsterdam y en Cali. Hace unos años en las partes altas se alcanzó a explotar con un relativo éxito la amapola, pero fue derrotada por la heroína que se produce en Afganistán a la sombra de la invasión norteamericana.

¿Qué relación guarda el hecho de ser una región de persistencia guerrillera con los no menos persistentes cultivos ilegales?, le pregunto al viejo comandante: “La misma que existe entre la represión de una y otra cosa. La marihuana y la guerrilla nacen en la misma parte, en la miseria del pueblo, pero las dos son alimentadas por la represión violenta contra ellas. Un pueblo que ha sido condenado al hambre quitándole la tierra y un pueblo al que se le ha negado la protesta contra la arbitrariedad, tiene que terminar, por las leyes de la gravitación política, aliado de hecho o de derecho con la violencia. Lo mismo sucede con los narcos y los políticos, terminan de socios porque se necesitan mutuamente”.

Por Corinto han pasado todos los grupos armados que en Colombia han sido: el sexto frente de las Farc, que dirige el último “histórico” de las Farc, Miguel Pascuas —más indígena que mestizo— y que fue fundado por Marulanda cuando el Ejército lo derrotó en Marquetalia y años más tarde comandado por el Mono Jojoy; el criminal grupo de Ricardo Franco, al que se recuerda por la masacre de sus propios compañeros en Tacueyó, y el nombrado grupo Bateman Cayón, que fue expulsado de la región a bala por las Farc. No obstante, los paramilitares, pese a sus conocidas alianzas y recurrentes intentos, no han podido penetrar la zona.

Quizá, como dice Raulito, “Corinto está llamado a convertirse en una especie de trofeo que defienden las Farc con cinco amagues de toma este año, y que también pretende el Ejército, enviando 2.500 hombres tras de Miguel Pascuas”. Lo que cae fuera de duda es que se está cultivando una variedad tan poderosa de marihuana, la criptonita, que tiene el 18% de sustancia trabadora, mientras su rival más cercano sólo alcanza al 2%.

Me queda una pregunta, comandante: ¿Por qué son tan famosas las gallinas de Corinto? “Porque aprendieron a nadar para tirar con los patos”, me responde sin cambiar su aire trascendental. Al despedirse saca de un armario dos de sus matatiempos: un fusil hecho en madera de balso y una flauta grabada en altorrelieve sobre un tubo de PVC.

El Ministerio de Minas y Energía estudia alternativas para venderle más electricidad al vecino país, pues en los primeros 10 días de noviembre ha exportado 15,2 gigavatios hora, lo que representa el cuatro por ciento de la demanda total de Ecuador.
Para esto, el Gobierno analiza qué plantas ya existentes pueden empezar a generar con diésel, en vez de gas.

La estrategia le permitiría a Colombia aumentar las ventas de energía al vecino país a un costo mayor, puesto que generar con diésel es más caro.

Fuentes del Gobierno explicaron que desde octubre, las plantas que pudieran funcionar con diésel y gas (duales), utilizarían el primero a cambio del segundo. “Si después de atender el mercado local hay excedentes, enviamos más energía a Ecuador”, señaló un experto del Gobierno.

Igualmente, el presidente de la República, Álvaro Uribe Vélez, pidió que bajo este esquema se aumentara la exportación a esa Nación. La crisis para el vecino país es tan complicada que prácticamente están dispuestos a pagar cualquier precio por el servicio.

De hecho, Ecuador ofreció un descuento de 25 por ciento en el servicio para los industriales de ese país que usen sus propios generadores de electricidad entre seis y ocho horas diarias. Colombia se ha caracterizado por suministrar electricidad a los vecinos países, aprovechando los recursos hídricos con que cuenta. Sin embargo, desde septiembre restringió las exportaciones a Venezuela y Ecuador bajo la premisa de dar prioridad a la demanda local.

El fenómeno del Niño, que se caracteriza por la ausencia de lluvias y se estima que perdure hasta marzo de 2010, también ha amenazado con un racionamiento de energía en el país. Aunque esto todavía no se ha presentado, los cortes en el servicio de gas natural sí han sido notorios.

“Con este panorama y ante la necesidad de Ecuador de recibir más electricidad, el Gobierno estudia aumentar la generación con diésel. En este sentido, Ecopetrol estaría dispuesto a suministrar el combustible que se requiera para tal propósito”, explicó una fuente de la petrolera.

Sin embargo, advirtió que pasar una planta que funciona con gas a diésel no es tan fácil. Por esto, el Gobierno se encuentra en un exhaustivo análisis para determinar cuáles tendrían esta condición.

Cifras de la filial de ISA, XM, muestran que en septiembre Colombia exportó a Ecuador 152.974 Megavatios- hora (MWh) frente a los 78.439 MWh registrados en el mismo período del año pasado, lo que representó un aumento de 95 por ciento. El incremento se debió a las necesidades de mercado que requiere el vecino país. Aunque, Colombia sigue exportando energía a los países vecinos, desde finales de septiembre lo hace en menores cantidades.

Por ejemplo, en octubre, las exportaciones fueron del orden de 53 gigavatios hora, y en los 10 primeros días de noviembre se ha exportado 15,2 gigavatios hora. Sin embargo, tras pasar por semanas de preocupación por un descenso de los embalses, mantenimiento de plantas y un aumento del consumo de energía, el panorama actual le permite asegurar al Gobierno que las posibilidades de un racionamiento sean mínimas.

La capacidad de los embalses se encuentran en niveles de 70 por ciento, valor por encima del nivel de alerta que empieza en un 59,2 por ciento y superior a lo que se estimaba para esta época. “Esta recuperación obedeció al incremento de la generación térmica y a las lluvias que se vienen registrando en el país desde mediados de octubre, en especial sobre las regiones de Antioquia, centro y oriente del país, regiones donde se encuentran ubicados los principales embalses”, explicó XM.

Pero todavía no se puede cambiar victoria, pese al incremento de lluvias, los aportes hídricos a los embalses durante octubre fueron el 65,8 por ciento de lo que históricamente ingresa a los embalses en este mes, es decir, que hubo una reducción de 34,2 por ciento.

Consumo crece  1,2% en octubre

La filial de ISA, XM, informó que la demanda mensual presentó una tasa de crecimiento de 1,2 por ciento al comparar octubre de 2009 con el mismo período del año pasado. La demanda acumulada en los diez primeros meses del año se ubicó en 45,330.5 gigavatios hora (GWh) con un crecimiento de 1,5 por ciento con relación al mismo período del 2008.

La demanda de electricidad en los últimos 12 meses (54,373.5 GWh), es decir de noviembre de 2008 a octubre de 2009, presentó una tasa de crecimiento de 1,3 por ciento. En septiembre pasado, el consumo de energía creció tres por ciento, en agosto 2,3 por ciento y en julio 1,3 por ciento. En promedio, durante el tercer trimestre del presente año el crecimiento fue de 2,2 por ciento.

La historia de los alejamientos y aparentes reconciliaciones entre el presidente de Venezuela, Hugo Chávez, y su par colombiano, Álvaro Uribe, tiene ya una cierta tradición, por lo que la mayoría de estos incidentes pasan desapercibidos ante los ojos de los espectadores de ambas naciones, sobre todo de los venezolanos que ya tienen bastante de que preocuparse como para andar pensando en “El Imperio”.

Sin embargo, Chávez se lució este domingo en su programa estelar de TV, al referirse al acuerdo militar entre Estados Unidos y Colombia para el uso de bases colombianas por parte de tropas estadounidenses, que había que prepararse para la guerra por si hacía falta defender el país de un hipotético ataque de las dos naciones aliadas.

“Los dos Gobiernos se han unido para mentirle al mundo (…) entonces, señores, compañeros militares, no perdamos ni un día en el cumplimiento de nuestra principal misión: prepararnos para la guerra y ayudar al pueblo a prepararse para la guerra porque es una responsabilidad de todos”, dijo Chávez.

Como todos saben, contradecirse es una de las principales características del Sr. Chávez, ya nadie se extraña de que cambie su discurso.

Después de que sus retrogradas declaraciones le dieran la vuelta al mundo, el Sr. Presidente se arrepintió aclarando que su declaración hizo referencia al adagio “si quieres la paz prepárate para la guerra”. Raro que no haya sido alguno de los bocones traga dólares que tiene como sirvientes los que hayan salido a proclamar esta aclaratoria, claro, una vez que canta el “Comandante” ahí si salen todos a pelearse por ver quién defiende primero y mejor las atrocidades del magnate petrolero.

“Con esta convicción absoluta vamos a derrotar la mentira mediática y la barbarie, y lograr conquistar la paz y la unidad verdadera”, resaltó Blanca Eekhout en rueda de prensa desde el Palacio de Miraflores. A la Sra. Ministra se le olvida que la mentira mediática salió de la bocota de su jefazo y no de la de ningún otro, ahora, lo triste es ver cómo más de uno se traga el montón de moscas y se atragantan, silenciosos, cómplices del circo.

¿A qué viene esa paranoia bélica? La demacrada oposición en Caracas afirma que el líder “revolucionario” ha sufrido un ataque de pánico porque las encuestas denotan un descenso del apoyo popular cuando el desabastecimiento de productos de primera necesidad, los cortes de electricidad, la falta de agua y la inseguridad son ya una endemia más fuerte que la gripe A o las groserías de Maradona.

¿Temerles a los gringos? No hace falta que los aviones norteamericanos aterricen en las bases colombianas. Desde hace tiempo se sabe de la penetración de la guerrilla -FARC, ELN, FBL, paramilitares y para de contar dentro de Venezuela. Me parece insólito que todavía existan venezolanos que nieguen la presencia y dominio que tienen los paramilitares de los estados fronterizos de Venezuela, supongo que al igual que la Guardia Nacional, se hacen de la vista gorda o los locos dejándoles el problema y la culpa a los demás.

Aruba, Curazao y Puerto Rico tienen aeropuertos y bases que usan los aviones militares estadounidenses. ¿No están más cerca estos que Colombia?

Sin perder más tiempo, Uribe picó adelante llevando el problema a la OEA y al Consejo de Seguridad; y la paradoja es que Chávez está no justificando, sí aportando razones en retrospectiva para que Colombia busque apoyo militar externo. No para agredir; para defenderse.
