<p>Valentine&#8217;s Day or Saint Valentine&#8217;s Day is a holiday celebrated on February 14 by many people throughout the world. In the English-speaking countries, it is the traditional day on which lovers express their love for each other by sending Valentine&#8217;s cards, presenting flowers, or offering confectionery. The holiday is named after two among the numerous Early Christian martyrs named Valentine. The day became associated with romantic love in the circle of Geoffrey Chaucer in the High Middle Ages, when the tradition of courtly love flourished.</p>
<p>The day is most closely associated with the mutual exchange of love notes in the form of &#8220;valentines&#8221;. Modern Valentine symbols include the heart-shaped outline, doves, and the figure of the winged Cupid. Since the 19th century, handwritten notes have largely given way to mass-produced greeting cards.[1] The sending of Valentines was a fashion in nineteenth-century Great Britain, and, in 1847, Esther Howland developed a successful business in her Worcester, Massachusetts home with hand-made Valentine cards based on British models. The popularity of Valentine cards in 19th century America, where many Valentine cards are now general greeting cards rather than declarations of love, was a harbinger of the future commercialization of holidays in the United States.[2] It&#8217;s considered one of the Hallmark holidays.</p>
<p>The U.S. Greeting Card Association estimates that approximately one billion valentines are sent each year worldwide, making the day the second largest card-sending holiday of the year, behind Christmas. The association estimates that, in the US, men spend on average twice as much money as women.[3]<br />
Saint Valentine</p>
<p>Numerous early Christian martyrs were named Valentine.[4] The Valentines honored on February 14 are Valentine of Rome (Valentinus presb. m. Romae) and Valentine of Terni (Valentinus ep. Interamnensis m. Romae).[5] Valentine of Rome[6] was a priest in Rome who suffered martyrdom about AD 269 and was buried on the Via Flaminia. His relics are at the Church of Saint Praxed in Rome.[7] and at Whitefriar Street Carmelite Church in Dublin, Ireland.</p>
<p>Valentine of Terni[8] became bishop of Interamna (modern Terni) about AD 197 and is said to have been killed during the persecution of Emperor Aurelian. He is also buried on the Via Flaminia, but in a different location than Valentine of Rome. His relics are at the Basilica of Saint Valentine in Terni (Basilica di San Valentino).[9]</p>
<p>The Catholic Encyclopedia also speaks of a third saint named Valentine who was mentioned in early martyrologies under date of February 14. He was martyred in Africa with a number of companions, but nothing more is known about him.[10]</p>
<p>No romantic elements are present in the original early medieval biographies of either of these martyrs. By the time a Saint Valentine became linked to romance in the fourteenth century, distinctions between Valentine of Rome and Valentine of Terni were utterly lost.[11]</p>
<p>In the 1969 revision of the Roman Catholic Calendar of Saints, the feastday of Saint Valentine on February 14 was removed from the General Roman Calendar and relegated to particular (local or even national) calendars for the following reason: &#8220;Though the memorial of Saint Valentine is ancient, it is left to particular calendars, since, apart from his name, nothing is known of Saint Valentine except that he was buried on the Via Flaminia on February 14.&#8221;[12] The feast day is still celebrated in Balzan (Malta) where relics of the saint are claimed to be found, and also throughout the world by Traditionalist Catholics who follow the older, pre-Vatican II calendar.</p>
<p>The Early Medieval acta of either Saint Valentine were excerpted by Bede and briefly expounded in Legenda Aurea.[13] According to that version, St Valentine was persecuted as a Christian and interrogated by Roman Emperor Claudius II in person. Claudius was impressed by Valentine and had a discussion with him, attempting to get him to convert to Roman paganism in order to save his life. Valentine refused and tried to convert Claudius to Christianity instead. Because of this, he was executed. Before his execution, he is reported to have performed a miracle by healing the blind daughter of his jailer.</p>
<p>Legenda Aurea still providing no connections whatsoever with sentimental love, appropriate lore has been embroidered in modern times to portray Valentine as a priest who refused an unattested law attributed to Roman Emperor Claudius II, allegedly ordering that young men remain single. The Emperor supposedly did this to grow his army, believing that married men did not make for good soldiers. The priest Valentine, however, secretly performed marriage ceremonies for young men. When Claudius found out about this, he had Valentine arrested and thrown in jail. In an embellishment to The Golden Legend provided by American Greetings, Inc. to History.com and widely repeated, on the evening before Valentine was to be executed, he wrote the first &#8220;valentine&#8221; himself, addressed to a young girl variously identified as his beloved,[14] as the jailer&#8217;s daughter whom he had befriended and healed,[15] or both. It was a note that read &#8220;From your Valentine.&#8221;[14]</p>

<p>Valentine&#8217;s Day or Saint Valentine&#8217;s Day is a holiday celebrated on February 14 by many people throughout the world. In the English-speaking countries, it is the traditional day on which lovers express their love for each other by sending Valentine&#8217;s cards, presenting flowers, or offering confectionery. The holiday is named after two among the numerous Early Christian martyrs named Valentine. The day became associated with romantic love in the circle of Geoffrey Chaucer in the High Middle Ages, when the tradition of courtly love flourished.</p>
<p>The day is most closely associated with the mutual exchange of love notes in the form of &#8220;valentines&#8221;. Modern Valentine symbols include the heart-shaped outline, doves, and the figure of the winged Cupid. Since the 19th century, handwritten notes have largely given way to mass-produced greeting cards.[1] The sending of Valentines was a fashion in nineteenth-century Great Britain, and, in 1847, Esther Howland developed a successful business in her Worcester, Massachusetts home with hand-made Valentine cards based on British models. The popularity of Valentine cards in 19th century America, where many Valentine cards are now general greeting cards rather than declarations of love, was a harbinger of the future commercialization of holidays in the United States.[2] It&#8217;s considered one of the Hallmark holidays.</p>

4. No government agency endorses gas-saving products for cars.<br />

<p>High school driver education may be the most convenient way to learn driving skills, but it doesn&#8217;t always produce safer drivers. Parents also should set good examples when they drive while reinforcing the lessons their teens learned in drivers ed.</p>
<h3>Restrict night driving.</h3>
<p>Most nighttime fatal crashes among young drivers occur between 9 p.m. and midnight, so you can reduce their risk of a crash by restricting nighttime driving after 9 p.m. The problem isn&#8217;t just that late-night driving requires more skill. Outings late at night tend to be recreational. In these circumstances, even teens who usually follow all the rules can easily be distracted or encouraged to take risks.</p>

<p>Teen passengers in a vehicle can distract a beginning driver and/or lead to greater risk-taking. The problem is worst among 16 year-olds, who have the most limited driving experience that often results in risk-taking behind the wheel.</p>

Compared with crashes of older drivers, those of teenagers more often involve driver error.</li>

Excessive speed is a factor in higher crash rates among 16-year-old drivers.</li>

More fatal crashes of teenage drivers involve only the teen&#8217;s vehicle. Typically, these involve high speed and/or driver error.</li>
<li><strong>Passengers</strong><br />
Fatal crashes among teens are more likely to occur when other teenagers are in the car. The risk increases with every additional passenger. In 2003, 59 percent of teenage passenger deaths happened in vehicles driven by another teenager.</li>
<li><strong>Alcohol</strong><br />
Although this is a problem among drivers of all ages, it&#8217;s actually less of a problem for drivers ages 16 and 17. In 2003, the estimated percent of fatally injured passenger vehicle drivers of this age who had blood alcohol concentrations (BACs) at or above 0.08 percent was 16 percent — down 60 percent since 1982.</li>

<p>Most nighttime fatal crashes among young drivers occur between 9 p.m. and midnight, so you can reduce their risk of a crash by restricting nighttime driving after 9 p.m. The problem isn&#8217;t just that late-night driving requires more skill. Outings late at night tend to be recreational. In these circumstances, even teens who usually follow all the rules can easily be distracted or encouraged to take risks.</p>

<p>Ontario winters are challenging for motorists. Safety is a top priority of the Ministry of Transportation. Every effort is made to make highways safe and to provide efficient winter maintenance service for the public.</p>
<p>Weather conditions can be unpredictable, placing extra demands on your vehicle and your drivingskills. Ensure you are well prepared for winter roads and always adjust your driving speed to existing conditions.</p>
<h3>Preparing for Driving in Winter</h3>
<p><strong>Stay alert, slow down, and stay in control</strong> — the three key elements of safe winter driving. Drive according to highway and weather conditions. Keep a safe distance between you and the vehicle in front of you to avoid situations where you may have to brake suddenly on a slippery surface.</p>
<h3>Be Prepared — Is Your Vehicle Ready?</h3>
<p>Get your vehicle winter-ready with a <strong>maintenance check-up</strong>. Don’t wait for winter to have your battery, belts, hoses, radiator, oil, lights, brakes, tires, exhaust system, heater/defroster, wipers, and ignition system checked.</p>
<p>Make sure your vehicle is <strong>mechanically ready </strong>for the rigours of winter. Keep your fuel tank sufficiently full — at least half a tank is recommended.</p>
<p>Make sure you have <strong>sufficient windshield washer fluid </strong>in the reservoir that is rated a minimum of -40°C temperature range. Keep an extra jug in the vehicle.</p>
<p><strong>Clear snow and ice</strong> from all windows, lights, mirrors, and the roof. After starting your vehicle, wait for the fog to clear from the interior of the windows so you will have good visibility all around.</p>
<p>Have your tires checked or replaced before winter begins. Remember to check tire air pressure frequently, as it decreases in cold weather.</p>
<p>The condition of your vehicle’s tires is important. Worn or damaged tires can hamper your ability to drive safely. For safety reasons, drivers are urged to replace their tires when the tread depth reaches 3mm, rather than wait until the tread no longer meets the legal 1.5mm requirement.* Alternately, you can also check the manufacturer’s wear indicator mark on your tires to see if they need replacing. All tires have tread wear indicators, which are small bars of rubber found between the tread blocks of a tire. When the tread is worn flush with the tread wear indicators, the tire has reached its wear limit and must be replaced as it no longer provides sufficient traction in the rain or snow. **</p>
<p>While regular or &#8220;all-season&#8221; tires, including wide and high-performance tires, may be adequate in some areas, they may not be suitable for driving in the snowbelt regions of southern Ontario and throughout the north. If you live and drive in these areas, consider using winter tires. They improve driving safety by providing better traction, braking and handling during frost, snow, slush, and particularly under icy conditions. Installing four winter tires provides greater control and stability. Never mix tires of different tread, size and construction. Also, consider adding traction control and stability control options when purchasing your next vehicle.</p>

<p>It’s a good idea to keep a winter survival kit in your vehicle. Having essential supplies can provide some comfort and safety for you and your passengers should you become stranded.</p>

<li> Sand or other traction aid</li>
<li> Tow rope or chain</li>
<li> Booster cables</li>
<li> Road flares or warning lights</li>

<li> First aid kit</li>
<li> Fire extinguisher</li>
<li> Small tool kit</li>
<li> Extra clothing and footwear</li>
<li> Blanket</li>
<li> Non-perishable energy foods – e.g., chocolate or granola bars, juice, soup, bottled water</li>
<li>Candle and a small tin can</li>
<li> Matches</li>

<p>Not only can the candlle and small tin help with lighting, but also generate some heat while waiting for help.</p>

<h3>Be Prepared! — Before Heading Out</h3>
<p><strong>Wear comfortable clothing</strong> that doesn’t restrict your movement while at the wheel. Keep warm clothing for getting out of your vehicle.</p>
<p>If you are travelling a long distance, <strong>plan your route </strong>ahead of time. Let someone know of your destination and expected time of arrival.</p>
<p>Check weather and travel conditions before heading out. Don’t take chances if the weather is bad. Allow yourself extra time for travel, or wait until conditions improve. <p>If you experience car trouble on an Ontario provincial highway we recommend that you <strong>stay in your vehicle </strong>to avoid personal injury.</p>
<p>If you are in an area with<strong> cell phone </strong>service and have a cell phone, use it only when necessary. When you need help, pull well off the road to make or receive a call.</p>

<p>Make sure you know how to use your braking system in all weather and road conditions. Consider taking an advanced driving course that teaches emergency driving skills.</p>
<h4>How To Regain Control Of Your Vehicle In A Skid</h4>
<p>A skid happens when your wheels slide out of control on a slippery surface. Skids can involve the front, rear, or all four wheels. Most skids result from driving too fast for road or traffic conditions. Sudden, hard braking, going too fast around a corner or accelerating too quickly can cause your vehicle to skid and even roll over.</p>
<p>Once in a skid, steer in the direction of the skid. To do this, look where you want your vehicle to go and steer toward that spot. Be careful not to oversteer. If you are on ice and skidding in a straight line, step on the clutch or shift to neutral.</p>
<p>Your vehicle may have Threshold Brakes or Anti-lock Brakes. <h4>Stopping Distances</h4>

<p>In winter driving conditions, it takes all vehicles longer to stop on snow-covered roads. Below, the winter tire and all-season stopping distance comparison graphic is based on stopping in a straight line from a speed of 50 km/h.</p>
<p>Residents of Northern Ontario and out-of-province visitors can legally use studded tires. The stopping distances of studded tires are comparable to those of winter tires, under most winter conditions. Vehicles equipped with studded tires have a slightly shorter stopping distance on wet ice. On bare pavement the stopping distance of studded tires is longer.</p>
<p>You should not use your cruise control on wet, snowy or icy pavement. If your car skids or hydroplanes, cruise control will causes your car to continue to accelerate, reducing your reaction time and the ability to control your vehicle.</p>

<h3>Winter Driving — On The Road</h3>
<p><strong>Turn on your vehicle&#8217;s full lighting system in poor visibility.</strong></p>
<h4>Spacing</h4>
<p>It takes longer to stop on a slippery road. It’s important to leave plenty of space between you and the vehicle ahead. A guide to safe spacing under normal driving conditions is the two-second rule.</p>
<h4>Two-second rule:</h4>
<ol>
<li>Pick a marker on the road ahead, such as a road sign or telephone pole.</li>
<li>When the rear of the vehicle ahead passes the marker, count &#8220;one thousand and one, one thousand and two&#8221;.</li>
<li>When the front of your vehicle reaches the marker, stop counting. If you reach the marker before you count “one thousand and two,” you are following too closely.</li>
</ol>
<p>In winter, and especially during poor weather conditions, double the two-second rule.</p>
<h4>Snowy Roads</h4>
<p>Snow on a road may be hard-packed and slippery as ice. It can also be rutted and full of hard tracks and gullies. Or it can be smooth and soft. Wet snow can make for slushy roads. Heavy slush can build up in the wheel wells of your vehicle and can affect your ability to steer. Remember, look far ahead as you drive, so you can recognize hazards and have plenty of time to respond. Adjust your driving to the road and weather conditions. Slow down and avoid sudden turns of the steering wheel, and sudden braking and accelerating, which could cause a skid. Extra caution should be exercised when driving in these road conditions.</p>
<h4>Ice</h4>
<p>Be careful when approaching shaded areas, bridges, and overpasses, as these sections of road freeze much sooner in cold weather and stay frozen long after the sun has risen. Watch out for frost, areas of the road that appear black and shiny, as they can cause your vehicle to suddenly lose traction. Slow down, keep your foot off the brake, and be ready to shift to neutral or step on the clutch as your vehicle crosses these areas.</p>
<h4>Snow and Slush Spray</h4>
<p>On snowy, wet and slushy roads, large trucks and buses can blow moisture onto your windshield, leading to a sudden loss of visibility. Always drive defensively and leave enough space to avoid snow spray.</p>
<h4>Visibility</h4>
<p>It is critical for drivers to see and be seen in low light conditions, and when blowing snow and white-outs impair visibility. Whenever visibility is poor, turn on the vehicle’s full lighting system.</p>

<p><strong>Play it Safe!</strong></p>
<p>Severe winter driving conditions may make you nervous, uncomfortable, or fearful. Stay off the road unless your trip is absolutely necessary. Proper preparation and the right skills will help you face the challenge of winter driving.</p>

<h4>Plowing</h4>

<p>Echelon plowing is the practice of staggered snowplows operating across all lanes of a highway in one direction. It is the safest and most efficient snow removal method for multi-lane highways, though sometimes annoying to drivers. Plowing in echelon clears all lanes at once by passing a ridge of snow from one plow to the next.</p>
<h4>Leaving Room for Plows</h4>
<p>Remain a safe distance back from maintenance equipment when you see blue flashing lights. To do the job right, snowplows and salt and sand trucks must travel slower than regular traffic. Sight lines and visibility near a working snowplow are significantly reduced by blowing snow. Passing is dangerous.</p>
<h4>Stay well Back to Help Snowplows Do Their Job!</h4>
<p>Never pass a snowplow! It is extremely dangerous to pass either between or around snowplows because of whiteout conditions and the ridge of snow being passed between plows.</p>
<p>At no time should a vehicle pass a snow plow on the right-hand side. This could result in severe, even fatal, collision.</p>

<p><strong>Passing a snow plow is dangerous because&#8230;</strong></p>
<ul>
<li>the large blades on snow plows extend a metre or more ahead and to the right of the snow plow, often extending into the right-hand lane</li>
<li> snow plows are wider at the front than they appear to be from the rear</li>
<li> even at reduced plowing speeds, light powdery snow forms a cloud that severely restricts visibility</li>
<li> the road surface is always better behind the plow than in front of it</li>
</ul>
<p>When you see the blue flashing lights of a snow plow, remain a safe distance back.</p>
<p>When encountering a plow coming from the opposite direction, move as far away from the centreline of the pavement as you safely can.</p>

<p><strong>Do not pass plows on the right!</strong></p>
<p>Collisions between snow plows and trucks have resulted in fatalities. Traffic volumes and highway type determine how quickly highways are serviced.</p>

<h3>Snow and Ice Control Standards</h3>

<p>Throughout the winter, maintenance crews monitor weather and highway conditions day and night, seven days a week. The crews report updated highway conditions at least four times daily, as highway closures occur and conditions change. Despite the best efforts of snow and ice control crews, extreme weather may prevent the highways from being cleared quickly.</p>
<p>Ontario&#8217;s snow and ice control standards are consistent with the best practices used across North America. Traffic volumes and highway type determine how quickly highways are serviced.</p>
<p>A severe or long storm may delay restoration to normal conditions, even with the best efforts of highway crews.</p>
<p>Plowing begins promptly after the onset of a storm, with priority given to main highway lanes. It may take up to eight hours for plows or sanders to begin servicing ramps and low-volume roads.</p>
<p>Snow and ice control standards indicate a specified time for highways to be restored to normal conditions after a storm has ended. The standard varies depending on traffic volume and road type. For example, the standard is eight hours for high volume highways. Some highways with lower volumes are maintained in snow-packed conditions throughout the winter.</p>
<h3>Technological Improvements</h3>

<p>The Ministry of Transportation keeps improving its snow and ice control operations. Some technologies currently in use are:</p>
<ul>
<li>Road and weather information sensors help staff and contractors make the best and most timely decisions on how to deal with winter conditions.</li>
<li>Anti-icing liquid spread on the road prior to winter storms stays in place, melts frost and increases the effectiveness of plowing early in the storm.</li>
<li> Stationary automated anti-icing systems prevent slippery conditions.</li>
<li>Electronic control equipment spreads salt and sand to ensure the correct amount is distributed.</li>
<li> De-icing liquids added to road salt melt ice and snow faster. &#8220;Pre-wetted&#8221; salt also tends to stay on the road better than dry salt alone.</li>
<li> Real-time vehicle location systems and data collection help to manage winter snow and ice control.</li>
</ul>

<h4>Managing Snow and Ice</h4>

<p>Road salt is one of the most cost effective snow and ice control materials available. Timely application of salt prevents snow and ice from bonding to the road surface. For this reason, salt is often spread early in a storm to prevent snow buildup and to aid in snow removal operations. In some areas, anti-icing liquids are applied directly to the pavement to prevent bonding and black ice. The effectiveness of road salt is assisted by the sun, traffic, and warmer daytime temperatures. You may notice that salt is often applied in a narrow strip along the centre or high point of the highway. This develops into a salt-water mixture, which flows across the highway, ensuring the most efficient and effective use of the material.</p>
<p>The Ministry of Transportation is investigating ways to control and reduce the use of salt and its impact on the environment, while ensuring highway safety.</p>
<p><strong>Sand, salt and anti-icing liquids play a big role in keeping roads safe.</strong></p>

<p>Road salt works poorly when temperatures drop below -12o C. That is why bare pavement is difficult to achieve in extremely low temperatures.</p>

<h4>Providing Traction</h4>
<p>Sand is used to provide traction on slippery surfaces. Unlike salt, it does not melt snow and ice. Sand is used most often when temperatures are too low for salt to be effective. Sand is also used at higher temperatures if traction is required immediately, particularly on hills, curves, bridges, intersections, and snow-packed roads.</p>
<h4>Contracting of Snow and Ice Control Services</h4>

<p>The Ministry of Transportation sets the standards for snow and ice control services. The ministry monitors operations before, during and after winter storms. Operations are closely scrutinized for compliance to standards. Penalties for non-compliance can be severe, including loss of contract.</p>
<h3>Emergency Vehicles</h3>
<p>Every day, police, fire, ambulance, and other emergency vehicles respond to urgent calls. Time lost getting to their destination could mean the difference between life and death. Seconds can save a life.</p>

<p><strong>Take flashing red and blue lights, and sirens seriously</strong>. Clear the way. It’s the law for any motorist who sees and hears an emergency vehicle approaching from either direction to move out of the way. Signal, then pull to the right and stop.</p>
<p>When approaching a stopped emergency vehicle in the same direction of travel, either in a lane or on the shoulder of the road, with its lights flashing, motorists are required to slow down and pass with caution. If the road has two or more lanes in the direction of travel, the motorist must move over into another lane, if it can be done safely.</p>

<p>Extreme weather may result in the closing of highways.The police have the authority to close highways. Sometimes the safest and best action is to close a highway until weather conditions improve enough to allow snow and ice control. Respect highway closures and do not attempt to drive on these highways until they are re-opened. Always obey emergency road closing signs and barriers and follow the directions of any police officer. It&#8217;s for your safety. Remember, it is against the law to drive on a closed highway.</p>

<h3>The Unexpected</h3>

<p>If you get stuck or stranded, don’t panic. Stay with your vehicle for safety and warmth. Wait for help to arrive. If you are in an area with cell phone service and have a cell phone, call for help. <strong>Remember, dialing 911 on your cell phone will connect you with the emergency services contact centre in the area. Please use 1-888-310-1122 for non-emergencies.</strong></p>
<p>Be careful if you have to get out of your vehicle when on the shoulder of a busy road. If possible, use the door away from traffic.</p>
<p>If you attempt to free your vehicle from the snow, be careful. Dress warmly, shovel slowly, and do not overexert yourself. Do not attempt to shovel or push your vehicle if you have a medical condition. Body heat is retained when clothing is kept dry. Wet clothing, due to the weather or perspiration, can lead to a dangerous loss of body heat.</p>
<p>Draw attention to your vehicle. Use emergency flashers, flares, or a Call Police sign. Run your motor sparingly. Be careful of exhaust fumes. For fresh air, slightly open a window away from the wind. Exit your vehicle occasionally to make sure the exhaust pipe is clear of drifting snow before running the engine.</p>
<p>In blizzard conditions, especially overnight, make sure one person stays awake, because help could take some time to arrive. Maintain circulation by moving your feet, hands, and arms.</p>

<p>Remember to be Road-Ready and Weather-Wise</p>
<ul>
<li>Make sure your vehicle is winter ready. Keep a winter survival kit in your vehicle.</li>
<li>Listen to the radio for road and weather updates and check conditions before leaving.</li>
<li> Plan extra time to get to your destination and consider delaying your trip in bad weather</li>
<li> Notify a friend or family member of your destination and anticipated arrival time.</li>
<li> Watch for the flashing lights of snow and ice control vehicles.</li>
<li> When approaching them from behind, slow down, stay back, and be patient. DO NOT PASS around or between them.</li>
<li>Move over for emergency vehicles.</li>
</ul>

Per mile traveled, they have the highest involvement rates in all types of crashes, from those involving only property damage to those that are fatal. The problem is worst among 16 year-olds, who have the most limited driving experience that often results in risk-taking behind the wheel.<br />

Compared with crashes of older drivers, those of teenagers more often involve driver error.<br />
* Speeding<br />
Excessive speed is a factor in higher crash rates among 16-year-old drivers.<br />

More fatal crashes of teenage drivers involve only the teen&#8217;s vehicle. Typically, these involve high speed and/or driver error.<br />
* Passengers<br />
Fatal crashes among teens are more likely to occur when other teenagers are in the car. The risk increases with every additional passenger. In 2003, 59 percent of teenage passenger deaths happened in vehicles driven by another teenager.<br />
* Alcohol<br />
Although this is a problem among drivers of all ages, it&#8217;s actually less of a problem for drivers ages 16 and 17.
