<p>&#8220;Wiem, że Anglia pozostanie neutralna&#8221;</p>
<p>Obecnie historycy wiedzą, że sytuacja militarna zachodnich aliantów była daleka od sytuacji beznadziejnej. Hitler wystawiał zachodnią część Niemiec na zagrożenie przez to, że skierował większość swych wojsk na wschód do inwazji na Czechosłowację. Ponadto Niemcy posiadali rezerwy paliwa ledwo wystarczające na cztery miesiące kampanii wojskowej. Znamiennym jest faktem, iż wyżsi rangą niemieccy wojskowi wyrażali obawy z powodu możliwości wybuchu nowej wojny światowej. Mała grupa, w skład której wchodzili mn. Beck i Weizsäcker, nawet planowała przeprowadzenie zamachu stanu w przypadku, gdyby wybuchła wojna.<br />
Ale Hitler ignorował ostrzeżenia, wysuwane przez jego generałów. &#8221; Wiem, że Anglia pozostanie neutralna &#8220;, powiedział. Najgorsze scenariusze, malowane przez brytyjskich i francuskich ekspertów, były wykorzystywane przez tych polityków, którzy za wszelką cenę, bez względu na poniesione koszty, chcieli uniknąć wojny.<br />
Zachód, w owym czasie, był tak zaskoczony przez osobowość Hitlera i cele, jakie sobie stawiał, podobnie jak obecnie jest zaskoczony osobowością i motywami działania prezydenta Iranu, Mahmouda Ahmadinejada. Czy podjęte wówczas zdecydowane działania mogły powstrzymać Hitlera, a tym samym zachować pokój? Albo też, czy wykazana stanowcza postawa Zachodu mogła jedynie zachęcić fanatycznych zwolenników Hitlera do większego jego poparcia przez tłumy na wiecach, co mogło sprawić, że jeszcze trudniej byłoby mu iść na kompromis?<br />
Na początku września, kiedy oznaki ataku Niemiec na Czechosłowację stały się bardziej widoczne, Chamberlain postanowił spotkać się osobiście z Hitlerem, najwyraźniej w przekonaniu, że on i tylko on może rozwinąć rozsądne relacje osobiste z Hitlerem, oparte na zaufaniu.<br />
Premier spotkał się z Führerem dwa razy: najpierw dnia 15 września 1938, w wypoczynkowej willi Hitlera w górach w pobliżu Berchtesgaden, a tydzień później w hotelu Dreesen w Bad Godesberg, niedaleko Bonn. Nie był zbytnio pod wrażeniem swego gospodarza &#8211; w liście do swej siostry Chamberlain napisał, że Hitler wyglądał pospolicie i &#8220;zupełnie niczym&#8221; nie wyróżniał się od ludzi z tłumu.</p>
<p>Poważny błąd w kalkulacjach</p>
<p>Podziw Hitlera wzbudziło to, że Chamberlain, demokrata, którym on pogardzał, okazał się politykiem nieugiętym. Prawdą jest fakt, że brytyjski premier zgodził się, wraz z francuskim premierem, aby nakłonić Czechów i Słowaków do rezygnacji z Sudetów. Jednak Chamberlain nie chciał ustąpić w sprawie zgody na zajęcie przez Niemcy pozostałej części Czechosłowacji. Dał wyraźnie do zrozumienia, że gdyby Hitler zaatakował Czechosłowację, to Wielkiej Brytania i Francja staną po stronie Pragi. Hitler mógł dostać wszystko – ale nie na drodze przemocy. Dwóch mężczyzn rozeszło się bez osiągnięcia ostatecznego porozumienia.<br />
W tym momencie Chamberlain winien był ponownie przemyśleć swoją strategię, gdyż postawa Hitlera musiała wzbudzić pytanie, dlaczego był on skłonny podjąć ryzyko wybuchu konfliktu zbrojnego, pomimo tego, że jego żądania w sprawie Sudetów, wskutek ustępstw aliantów Zachodnich, zostało już spełnione. Ale po pierwszym spotkaniu z Hitlerem, premier podkreślił: &#8220;Oto jest człowiek, któremu można zaufać, kiedy da swoje słowo&#8221;. Ocenił, że intencje kanclerza Rzeszy miały &#8220;ograniczony&#8221; charakter. Rzadko się zdarza, aby mąż stanu takiego kalibru, popełnił tak poważne błędy w swoich kalkulacjach.<br />
Oczywiście, analiza sytuacji, dokonana przez Hitlera, była również chybiona. Mówił gwałtownie, groził i stawiał ultimatum – tak zwykle wyglądało jego zachowanie. Wieczorem, w dniu 26 września roku, wzbudził entuzjazm u 20 000 jego zwolenników w Sportpalast Arena w Berlinie. W odpowiedzi na jego wystąpienie tłum skandował: &#8220;Führerze, prowadź nas! Pójdziemy za tobą!&#8221;<br />
Po raz pierwszy jednak okazało się, że ludzie nie byli pod wielkim wrażeniem tego spektaklu. Oświadczenie Hitlera, że jeśli Wielka Brytania podtrzyma swoje stanowisko, to w następnym tygodniu dojdzie do wojny, niosło ze sobą ryzyko, że „płomienie” mogą zmienić kierunek i poparzyć jego samego.<br />
Dyktator był pod presją ze wszystkich stron &#8211; doradców, ministrów i wojskowych – aby nie wywołać zagrożenia, wykonując skok w ciemności. Nawet czołowy nazista, taki jak Göring, nie mógł zrozumieć, dlaczego Niemcy chcą iść na wojnę z powodu czegoś, co mogą mieć za darmo.<br />
&#8220;Nie mogę z z tymi ludźmi myśleć o wojnie „.<br />
Aby wpłynąć na zagranicznych dyplomatów, Hitler rozkazał dywizji wojska przeprowadzenie parady wojskowej w Berlinie, po południu w dniu 27 września. Führer spodziewał powodzi tłumów i entuzjastycznego poparcia, podobnego do reakcji, jak w 1914 roku. Zamiast tego, był zmuszony patrzeć na przechodniów, znikających w bramach budynków i ludzi obserwujących żołnierzy w lodowatej ciszy.<br />
To &#8220;najbardziej uderzająca demonstracja przeciwko wojnie, jaką kiedykolwiek widziałem&#8221; napisał z Berlina amerykański dziennikarz William L. Shirer. Hitler odwrócił się od parady i powiedział:</p>
<p>&#8220;Nie mogę myśleć o wojnie z tymi ludźmi”.</p>
<p>Kiedy, następnego dnia rano, Mussolini, pod presją Chamberlaina, opowiedział się za pokojowym rozwiązaniem, dyktator usprawiedliwiał się : &#8220;Nie mamy ustaleń, aby rozpoczynać wojnę&#8221;, zauważył rozczarowany Goebbels, wówczas jeden z niewielu jastrzębi wśród nazistowskich przywódców.<br />
Dwadzieścia cztery godziny później, przywódcy Aliantów spotkali się w Monachium z Hitlerem i Mussolinim, który chciał występować w pozycji europejskiego rzecznika pokoju, w celu podpisania porozumienia. Zgodnie z ustalonym planem, w Czechosłowacja miała przekazać Sudety we władanie przez III Rzeszę. Kilka dni później polska junta zaatakowała bezbronną Pragę, co Churchill nazwał jako zaspokojenie &#8220;głodu hieny&#8221; i zaanektowała sporny region Zaolzia. W zamian za przekazanie Niemcom Sudetów, Führer ślubował wyrzeczenie się użycia przemocy.<br />
W Londynie, mieszkańcy stolicy Wielkiej Brytanii, owacyjnie powitali ich premiera, nazywając go &#8220;starym, dobrym Neville&#8221; i śpiewając &#8221; For He&#8217;s a Jolly Good Fellow „.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Opierając się na tym, co się publikuje w polskich mediach o przyczynach wybuchu II Wojny Światowej, musiałbym niechybnie dojść do wniosku, że wojnę tę wywołali bolszewicy, a Stalin napadł Polskę z dwu stron w dniu 1 września 1939 roku. Ponieważ, jak mi się wydaje, sprawy miały się zgoła inaczej, publikuję na blogu, za prasą holenderską, tekst niemieckiego dziennikarza i historyka, Klausa Wiegrefe. Chociaż kto to wie, może i on jest agentem Kremla ? Poniżej część 3.</p>
<p>Klaus Wiegrefe &#8211; Droga do II wojny światowej</p>
<p>Jak polityka appeasementu nie zdołała powstrzymać Hitlera</p>
<p>W latach poprzedzających wybuch II wojny światowej, Wielka Brytania i Francja nie doceniły, jak silna była żądza podbojów u Adolfa Hitlera. Niepowodzenie polityki powstrzymywania i ugody z Hitlerem, prowadzonej przez brytyjskiego premiera Neville Chamberlaina oznaczało jedno – że wojna jest nieunikniona.</p>
<p>Kilka dni po powrocie z Wiednia, Hitler, promieniując z radości, powiedział do Goebbelsa : &#8220;Następna jest Czechosłowacja &#8221; Goebbels zanotował w swoim dzienniku: &#8220;Führer jest cudowny. To prawdziwy geniusz.”</p>
<p>Dla Goebbelsa i Hitlera, sięgnięcie po dominację w Europie wydawało się w zasięgu ręki. Osiemnaście miesięcy później, podejmą  oni ostateczne kroki, prowadzące do rozpoczęcia II wojny światowej.</p>
<p>Hitler spotkał się z Konradem Henleinem, przywódcą partii Niemców sudeckich. W 1919 roku, alianccy zwycięzcy włączyli Sudety, które niegdyś były częścią Cesarstwa Austro-Węgierskiego, do Czechosłowacji. Jednak większość Niemców sudeckich odrzucało nową, narzuconą im narodowość, w dodatku czuli się mniejszością dyskryminowaną. Szczególnie ciężko dotknięci przez Wielki Kryzys, wielu Niemców sudeckich  coraz bardziej entuzjastycznie odnosiło się do kanclerza sąsiednich Niemiec. W marcu 1938 Henlein, odnosząc się do rządu w Pradze, powiedział Hitlerowi: &#8220;Musimy zawsze żądać tak wiele, aby nigdy nie byli w stanie spełnić naszych żądań”. Ambicje Hitlera, rzecz jasna, daleko wybiegały poza obszar Sudetów. Użył eskalacji kryzysu z Czechosłowacją, na tle problemu Sudetów, wszczętego z pomocą Henleina, jako pretekstu do inwazji i powiedział, iż jego &#8220;gorącym pragnieniem  było wymazanie Czechosłowacji z mapy&#8221;. Wehrmacht otrzymał rozkaz, aby być w gotowości do inwazji, nie później niż 1 października. Henlein z partii Niemców sudeckich podjął się zadania wywołania rosnącej liczby incydentów granicznych, i wkrótce jego zwolennicy byli już zaangażowani w walkach z czeskimi żołnierzami w rejonach przygranicznych z Rzeszą Niemiecką.</p>
<p>&#8220;Siła jest jedynym argumentem&#8221;</p>
<p>W Europa czuło się obawy związane ze zbliżającą się wojną. Firmy ubezpieczeniowe w Londynie, w wystawianych polisach ubezpieczeniowych, nie pokrywały ryzyka strat, powstałych wskutek przyszłych działań wojennych. Brytyjski premier Neville Chamberlain zanotował: &#8221; Staje się zupełnie oczywiste przekonanie, z pewnością teraz, że siła jest jedynym argumentem, który obecnie Niemcy są w stanie rozumieć&#8221;.</p>
<p>Ale i tak,w końcu,  nikt nie przyszedł z pomocą w obronie Czechosłowacji, jedynej, prawdziwej demokracji na wschód od Łaby. Dlaczego tak się stało? Paryż i Moskwa były sprzymierzone z Pragą. Jednak żaden z tych dwóch mocarstw nie mógł zapobiec inwazji niemieckiej. Sowieci, aby dojść do Czechosłowacji, musieliby maszerować przez Polskę i Rumunię, ale oba te kraje odmówiły udzielenia zgody dla wojsk radzieckich do wkroczenia na ich terytorium. I Francja, która miała możliwość dokonania ataku na III Rzeszy z Zachodu, po raz kolejny oczekiwała na zdecydowane stanowisko Londynu w tej sprawie.</p>
<p>W rezultacie, w lecie 1938 roku, wszystkie oczy zwrócone były na premiera Chamberlaina, który mimo swoich 69 lat, był politykiem mało doświadczonym, jeśli chodzi o prowadzenie polityki zagranicznej. Z jego postawionym kołnierzem, kapeluszem ala Homburg, i binoklami, wydawał się być osobą – reliktem z 19 wieku. Niemniej jednak, nie tylko z powodu staromodnego wyglądu Chamberlaina, istniały silne przesłanki, które sprawiły, że Hitler nazwał go &#8220;crazy old bastard.&#8221; (szolonym, starym bękartem).</p>
<p>Chamberlain,  polityk konserwatywny, pochodzący z konserwatywnej rodziny z tradycjami politycznymi, był częścią dużej frakcji, która starała się uspokoić Niemcy, poprzez spełnienie ich żądań, pod warunkiem, że wydawały się one uzasadnione i nie były egzekwowane z użyciem przemocy.</p>
<p>Polityka appeasementu, reprezentowana przez Chamberlaina, kierowała się emocjami a także pewnym podejściem intelektualnym. Brytyjski premier stracił ukochanego kuzyna podczas I wojny światowej. Od tego czasu, głosił podstawową  prawdę wszystkich pacyfistów: w wojnie nie ma zwycięzców, są tylko przegrani.</p>
<p>Patrząc z innej perspektywy</p>
<p>Jako były minister skarbu, Chamberlain miał świadomość wyzwań, stojących przed brytyjskim imperium : ze strony Włoch w basenie Morza Śródziemnego, od Japonii na Dalekim Wschodzie, a także ze strony Niemiec i stalinowskiego  Związeku Radzieckiego w Europie kontynentalnej.</p>
<p>W tych okolicznościach  podjął próbę „uspokojenia” Trzeciej Rzeszy, co najmniej przez dostosowanie  i ograniczenie jej żądań. W tym czasie, już w 1938 roku, kilka tysięcy ludzi padło ofiarą hitlerowskiego terroru. Ale większość z nich to byli komuniści i socjaldemokraci, co ułatwiało konserwatywnym politykom  w Londynie do przyjęcia innego punktu widzenia. Z drugiej strony, w Związku Radzieckim, represje Stalina spowodowały śmierć ponad miliona osób. W tym kontekście, Chamberlain mógł łatwiej wyobrazić sobie współpracę z Hitlerem, licząc, iż da ona umiarkowaną stabilizację w Europie Środkowej i odetnie ją od komunistycznych wpływów.</p>
<p>Z tego powodu premier był skłonny dać Niemcom wolną rękę w rozwiązaniu problemu z Sudetami. W rzeczywistości, mógłby nawet twierdzić, że istniejące granice nie były zgodne z często przywoływaną zasadą samostanowienia.</p>
<p>Prowadzący politykę „appeasementu”  byli później oskarżani o to, że utracili moralną busolę. Krytycy szybko  wskazują na serwilizm brytyjskich dyplomatów, których Hitler potajemnie przeklinał, oraz na pogardę, z jaką niektórzy z tych dyplomatów wypowiadali się na temat Europy Wschodniej.</p>
<p>Ale było coś więcej, co decydowało o miękkiej postawie Londynu wobec nazistów. Pomimo tego, że minęło już jedno pokolenie od czasów &#8220;wielkiej wojny&#8221;, większość Brytyjczyków niechętnie godziła się z myślą o kolejnej wojnie. Dominia Wielkiej Brytanii, takie jak Republika Południowej Afryki, Australia i Kanada, także niechętnie chciały poświęcenia swoich żołnierzy na polach bitewnych Europy w walce o Sudety. Z punktu widzenia polityki wewnętrznej wydaje się, że nie było wielkiej alternatywy dla obranego kursu przez Chamberlaina.Cdn</p>

<p style="text-align:justify;"><span style="font-size:12pt;font-family:Georgia;">Few events have had such a deep impact on world history as the conflict that griped the international system seventy years ago. As all great power wars in the last five hundred years it started in Europe, with a bid a for hegemony made by a Germany, the second in twenty-five years, but it soon spread to North Africa, the Pacific and the Atlantic oceans. World War II was a total war, the second in less than a generation, and as such it involved attacks on civilians and genocide. From a military and strategic point of view it was a total war, as the aim of the war was the re-ordering of the entire international system and the destruction of some of its members; its scope was not limited to the European continent, it saw an unprecedented level of societal mobilization for the war effort in every country involved and it was prosecuted with every means available, culminating in the atomic bombings of Hiroshima and Nagasaki.</span></p>
<p><!--more--></p>
<p style="text-align:justify;"><span style="font-size:12pt;font-family:Georgia;">From a political point of view World War II was a hegemonic war – a war which determines which state or states will be dominant and govern the international system; the subsequent peace treaty reorders the political, territorial and basis of the international system (<a href="http://www.cambridge.org/uk/catalogue/catalogue.asp?isbn=0521273765">Gilpin, 1983</a>, p. 15). The main function of a hegemonic war is thus to determine the hierarchy of prestige – understood here as a state’s reputation for power – and thereby who “governs” or dominates the international system (<a href="http://www.cambridge.org/uk/catalogue/catalogue.asp?isbn=0521273765">Gilpin, 1983</a>, p.33). The French philosopher and political scientist <a href="http://en.wikipedia.org/wiki/Raymond_Aron">Raymond Aron</a> described the phenomenon of hegemonic war as “<em>characterized less by its immediate causes or its explicit purposes than by its extent and the stakes involved. It affected all the political units inside one system of relations between sovereign states. Let us call it for want of a better term a war of hegemony, hegemony being, if not the conscious motive, at any rate the inevitable consequence of the victory of at least  one of the states or groups</em>”(<a href="http://books.google.com/books?id=YaOe6XFwjvYC&#38;printsec=frontcover&#38;dq=raymond+aron#v=onepage&#38;q=&#38;f=false">Aron, 1964</a>, p. 359).  World War II fits these two definitions very well: it was started by Germany in order to achieve hegemony over Europe, but instead it lead to the destruction of the European great power system and its replacement by the bipolar world of the Cold War, dominated by United States and the Soviet Union. As for the states involved, the <a href="http://en.wikipedia.org/wiki/Allies_of_World_War_II">Allied camp</a> was joined by the end of the war by 59 states, while the <a href="http://en.wikipedia.org/wiki/Axis_powers_of_World_War_II">Axis side</a> was supported by around 30 states and political entities.</span></p>
<p style="text-align:justify;"><span style="font-size:12pt;font-family:Georgia;">The outcome of the war was a total re-structuring of the international system which saw the disappearance from the political map of some states (the Baltic States, Germany until the 1950s), the demise of the European colonial system and the appearance of new states, mostly former colonies. Furthermore the old order dominated by the European powers disappeared, with Britain, France and Germany becoming in the post-war world second rate powers. The clear winners and shapers of the post-war world were the powers on the fringes of the European system: the </span><span style="font-size:12pt;font-family:Georgia;">traditionally isolationist but increasingly active </span><span style="font-size:12pt;font-family:Georgia;">United States and the former outcast, the USSR. These two states fundamentally shaped the international system and imposed an international “order” that they deemed acceptable to their interests and congruent with the post-war distribution of power in the international system. Bear in mind that we are still living in a world shaped by the consequences of this war: the borders of Europe are more or less the same those that have been established at <a href="http://en.wikipedia.org/wiki/Yalta_Conference">Yalta</a> and <a href="http://en.wikipedia.org/wiki/Potsdam_Conference">Potsdam</a>, the United Nations is the by-product of World War II and the global economy is still governed to a certain extent, by the <a href="http://en.wikipedia.org/wiki/Bretton_Woods_system">Bretton Woods agreements</a>. What does not fit the definition of hegemonic war proposed by Aron and later Robert Gilpin is the fact that post-war international system was not dominated by a single state (hegemonic), but was characterized by a political, ideological, military and economic struggle between the two victors: the United States and the Soviet Union. Some <a href="http://press.princeton.edu/titles/1322.html">international scholars have argued</a> that the United States was the hegemonic state of the post-war international system because of its economic potential. However such an analysis ignores the Soviet Union which challenged American power in political, military and economic terms for nearly fifty years after the end of World War II.</span></p>
<p style="text-align:justify;"><span style="font-size:12pt;font-family:Georgia;">I will use the opportunity of the commemorations of the start of World War II to explore some of the controversial issues of this conflict. In a series of articles published on this blog during this month, I will deal with the issues of appeasement, the German-Soviet pact and the consequences of World War II for the world in which we live in today.</span></p>

<p style="text-align:justify;">The president of the United States goes to Europe and ridicules his own nation. He apologizes for what he calls America&#8217;s dismissive attitude and our arrogance toward Europeans. I am sure that the Americans who lie in the cemeteries across the Argon and those who are buried in Normandy will rest easier now that our new president has redefined their sacrifice. I know that their families that suffered the loss of a loved one will have a better understanding of that loss, because our new president has diminished their value.  After Obama apologized for our misgivings to the Europeans, he then trots off to Turkey and apologies for our attitude toward Muslims, and he promises that America is not at war with Islam. He never mentioned that a good part of Islam is at war with America. I know that people of the president&#8217;s mindset will say that not all Muslims are terrorists, but, unfortunately, all the terrorists we are aware of have been Muslims.  This president believes that America will be loved if he goes around the world kissing the behinds of European and Muslim nations. He believes that America is at fault for the hatred that many in the world hold toward us. Maybe our president should read about America&#8217;s role in World War I and World War II. I have never been more ashamed of a president or saddened for our nation than I am of this anti-American apologist.</p>

<h2>A desperate search for a new policy towards Islam has yet to produce results</h2>

<p> A WAR, a riot, a terrorist attack or a row over blasphemy: not long ago, Britain’s government knew exactly what to do when a crisis loomed in relations with the country’s Muslims. As recently as July 2005, after bombs in London killed 56 people, Tony Blair was confident that he could avoid a total breakdown of trust between Muslim Britons and their compatriots. </p>
<p> Using an old formula, the prime minister called in some Islamic worthies and suggested they form a task force on extremism. Then, hours before the worthies were due to reconvene and mull their response, Mr Blair breezily announced that a task-force of top Muslims had just been created. They moaned, but dutifully went to work.</p>

<p> That system of trade-offs, the equivalent of the “beer and sandwiches” once used to woo trade unionists, had some big drawbacks. It gave hardline Muslims—generally male, old and new to Britain—disproportionate sway. It also led to some dubious bargains; for example, Muslim resentment of British foreign policy was parried by, in part, huge generosity towards the cultural demands of some Muslims—such as the right to establish schools where the curriculum bears scant relation to the lessons other young Britons get.</p>
<p> But in its own odd terms, the old system “worked”. Messages could be relayed between the corridors of power and the angriest and poorest parts of the Muslim street; and Muslim leaders could be induced to expend personal and political capital urging their flock to co-operate with the police and provide useful information.</p>
<p> Now that system, and its unspoken compromises, lies in ruins. It was jettisoned in the autumn of 2006, when the government downgraded existing ties with the Muslim Council of Britain (in which movements close to the Muslim Brotherhood and the Islamists of Pakistan were strongly represented) and tried to find different interlocutors.</p>
<p> But attempts to define a new policy towards Islam in Britain have been floundering since then. The Muslim population is in many ways diverging still more from the mainstream. With its large, young families, it is also growing much faster (see chart): there are 2.4m Muslims today, according to the Labour Force Survey; the census of 2001, a rather different measure, put it at 1.6m. The government is under fire from the political centre-right for being too soft on radical or reactionary Muslim groups who stop just short of endorsing violence. It is also attacked from the left (Muslim or otherwise) for using the fight against terrorism as an excuse for a general assault on Muslims and their cultural rights. </p>

<p> Hazel Blears, the communities secretary, sought to clarify official thinking in a speech on February 25th, after a stream of reports that the government was about to launch an ideological war against illiberal or extremist ways of thinking, even if they were not directly associated with violence. The government, she said, would reserve the right to deal with people whose ideas were unpleasant through a “spectrum of engagement, carefully calibrated to deal with individual circumstances”. With groups that have “an equivocal attitude to core values such as democracy, freedom of speech or respect towards women” there might be “some scope for limited engagement”, the minister carefully added. But on certain forms of “absolutely unacceptable behaviour”—such as homophobia, forced marriage or female genital mutilation—the government would firmly enforce the law with no regard for a cultural “oversensitivity” that had gone too far.</p>
<p> Her speech suggests that a debate within the cabinet on which war to prioritise—the one over ideas and values or the one against terrorism—is unresolved. The government wants to keep its options open.</p>
<p> But the failure of current policies aimed at fostering moderate Islam can hardly be overstated. After spending lavishly on a strategy called Prevent that was supposed to empower moderates—at least £80m ($116m) will have been dished out on such efforts by 2011—the very word “prevent” has become discredited in the strongholds of British Islam, which include east London, Birmingham and a string of northern industrial towns. At the Muslim grass roots, there is a sense that any group or person who enjoys official favour is a stooge. </p>
<p>Many in the government, meanwhile, think their partners are not delivering value for money. The whole relationship has deteriorated since August 2006. After a foiled plot to blow up transatlantic flights, and amid huge ire over the war in Lebanon, a group of prominent Muslims, including two now in government, signed an open letter arguing that British foreign policy in general, and its softness towards Israel in particular, was an important factor behind a surge in extremist sentiment.</p>
<p> <a name="tripping_up"></a><br />
<h2>Tripping up</h2>
<p> Nearly three years on, the government’s biggest problem is that it is struggling with two big questions at once. One is the set of problems described under the catch-all term of “cohesion”—narrowing the social, economic and cultural gap between Muslims (especially in some poor urban areas of northern Britain) and the rest of society. The second is countering the threat from groups preparing to commit violence in Britain or elsewhere in the name of Islam.</p>

<p> The government says the two problems are related: poor, frustrated and mainly self-segregated groups are more likely to produce terrorists. Muslims as a group lag behind other Britons in qualifications, employment, housing and income (see chart). But in fact the overlap between exclusion and extremism is messy. And attempts to fight terrorism through tougher policing, which can alienate whole communities, make boosting cohesion harder. </p>
<p> Among those who claim to speak for disadvantaged Muslims and articulate their grievances, there has been an outpouring of indignation over the government’s stated aim of “preventing violent extremism” by making Muslim communities more “resilient” and better at dealing with hotheads. The idea seems to stigmatise all Muslims, many complain, while the violent extremism of, for example, the white far right is ignored. </p>
<p> Another gripe is that the Prevent programme has poisoned relations between central government and the city councils through which the money is channelled. Some say councils are being strong-armed into carrying out “community” programmes that are really thinly disguised police and intelligence work. </p>
<p> In Birmingham the council’s loudest activist, Salma Yaqoob, complains that Prevent money goes only to those who avoid suggesting that British foreign policy helps to foment extremism, even though the link obviously exists. (Indeed, a government security minister, Lord West, admitted in January that to deny it was “clearly bollocks”.) Resentment of the gag was exacerbated by the recent Israeli assault on Gaza. Many Muslims followed it on Middle East-based media that presented an even gorier picture of Palestinian suffering than other British viewers saw.</p>
<p> The Gaza crisis also triggered a round of name-calling within the world of British Islam that has laid bare a rapid diminution of the middle ground on which emollient types hope to stand. Senior Muslims at the Quilliam Foundation, a “counter-terrorism think-tank” which has received nearly £1m in funding from the home and foreign offices, issued in January a denunciation of Israeli actions that was mocked as faint-hearted by more radical Muslims, while voices on the political right questioned whether the government’s “investment” in this body was paying off.</p>
<p> Torn between remaking the Muslim community—a task that turns out to be much harder than the designers of the Prevent strategy ever imagined—and simply fighting terrorism, the government, understandably, feels it can hardly be expected to abandon the latter. Probing and pre-empting attacks by Muslim extremists is now understood to occupy about 75% of the energy of the British security services, who claim to have had some success in reducing the number of terrorist plots that are stopped only at the last minute. Another less obvious factor in British thinking is strong American concern over the risk that a British-born Muslim could enter the United States and commit a terrorist spectacular there. A healthy slug of America’s anti-terrorism spending goes to forestall just such a possibility. </p>
<p>Meanwhile a string of high-profile court cases involving terrorist conspiracies has served to increase the emotional chasm between Muslim Britons and their compatriots. As an example of two worlds diverging, take reactions to the plight of Binyam Mohamed, an Ethiopian who sought asylum in Britain and was later incarcerated in Guantánamo Bay. He says he was tortured by his American captors, with help from the British secret services.</p>
<p> Mr Mohamed returned to Britain on February 23rd, to mixed reviews. For Muslims (and human-rights campaigners on the secular left) his saga is a tale of American brutality and British collusion. In the rambunctious popular press, however, he is portrayed as a nuisance whose presence in Britain will burden the taxpayer and waste the security services’ valuable time in surveillance.</p>
<p> <a name="a_way_forward"></a><br />
<h2>A way forward</h2>
<p> For all the problems besetting British Islam, however, there are plenty of individuals who exemplify at least part of the solution. Among them—at least until the recession makes it harder for strivers to climb out of poverty—are successful young professionals and entrepreneurs, often women, who have managed to fly high in business, medicine, accountancy or the media. “We have prevailed in a two-fronted struggle” against social conservatism and discrimination, says Saeeda Ahmed, the founder of a social-affairs consultancy in the north (to hear an interview with Miss Ahmed, see <a href="http://www.economist.com/audiovideo/britain">article</a>).</p>
<p> But successful British Muslims as well as poor ones resent the fact that the rest of society often sees them mainly as potential extremists. Sarah Joseph, a convert to Islam who edits the glossy monthly <em>Emel</em>, says Muslims are fed up with being asked if they are against violence; they want people to know what they are for, such as social justice. The sad fact, in a country that has come to live in fear of terrorism, is that many Britons are indeed more interested in assessing Muslims’ potential for violence than in anything else about them. </p>

Yep, remember when Obama said that we should be talking with leaders of rogue nations even without preconditions.  Heres what Obama <a href="http://www.politifact.com/truth-o-meter/article/2008/may/21/next-defining-campaign-issue/" target="_blank">said</a>, &#8220;</p>

<p>“Would you be willing to meet separately, without precondition, during the first year of your administration, in Washington or anywhere else, with the leaders of Iran, Syria, Venezuela, Cuba and North Korea, in order to bridge the gap that divides our countries?”</p>
<p>“I would,” Obama said. “And the reason is this, that the notion that somehow not talking to countries is punishment to them — which has been the guiding diplomatic principle of this administration — is ridiculous.”</p></blockquote>
<p>Later after McCain had wrapped up his nomination and the democratic primary was still occurring, McCain took swipes at Obama.  McCain called Obama naive and inexperienced.  Bush later go in the mix with these comments at the Knesset in Israel,</p>
<blockquote><p>&#8220;Some seem to believe that we should negotiate with the terrorists and radicals, as if some ingenious argument will persuade them they have been wrong all along,&#8221; Bush said. &#8220;We have heard this foolish delusion before. As Nazi tanks crossed into Poland in 1939, an American senator declared: &#8216;Lord, if I could only have talked to Hitler, all this might have been avoided.&#8217; We have an obligation to call this what it is &#8212; the false comfort of appeasement, which has been repeatedly discredited by history.&#8221;</p></blockquote>

<p>Chris Matthews questions a radio show host who wasn&#8217;t so smart, OMG what a surprise a right wing radio show host that doesn&#8217;t know they are talking about, take a look at this brilliant exchange.</p>
<p>The RNC even put out a ridiculous, horribly done, ad about Obama&#8217;s comments.  Now after all this hoopla over pre-conditions guess what the Bush administration is doing.  OMG they are talking to Iran WITHOUT PRE-CONDITIONS.  <a href="http://www.msnbc.msn.com/id/25696176/" target="_blank">This weekend </a>there will be high envoy officials for the US meeting with Iran&#8217;s chief nuclear negotiator.  This meeting is again, WITHOUT PRE-CONDITIONS, meaning that Iran hasn&#8217;t even given up their nuclear weapons program.  So, meeting with Iran isn&#8217;t some radical idea I should remind people that they did the same thing with North Korea and it worked, so meeting with other countries and not isolating ourselves is effective diplomacy.  Curious if McCain will change his mind, like the president did.</p>
<p>I just think its kind of funny.  They attack Obama for being naive and inexperience yet, they do exactly what Obama has suggested they do in the first place.  I guess the president or McCain haven&#8217;t been paying attention to what goes on in congress.  McCain especially wouldn&#8217;t seeing as how he has <a href="http://sensico.wordpress.com/2008/07/11/mccain-hasnt-voted-in-the-senate-since-april-8-2008/" target="_blank">missed more votes in the senate then any other senator</a>.  But, they should know that Obama isn&#8217;t on the foreign relations committee for no reason, he actually does his job and knows what he talking about when it comes to diplomacy.  This is a major FLIP FLOP on President Bush behalf.  And Im almost sure McCain is going to agree with Bush like he does everytime, which would constitute a flip flop on McCain&#8217;s behalf.  Don&#8217;t you just love hypocrisy.</p>

<title><![CDATA[Mr Obama goes to Iraq,maybe]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>  Going into November, Sen Obama knows that he has no chance of winning if even a small percentage of independents look closely at his foreign policy experience or ideas.  This is the man who called Iran a minor threat after all and has said publicly that he will meet personally with the most despotic leaders of the world.  He has tried to compare himself to JFK and Reagan, who he believes negotiated peace with the Soviet Union and Cuba.  This historically flawed comparison highlights Sen Obama&#8217;s lack of experience and knowledge where foreign affairs are concerned. </p>
<p>Sen McCain, on the other hand, has rightly pointed out that there is nothing &#8220;tiny&#8221; about the threat from Iran, Venezuala or Cuba.  Iran wants, and will acquire, nuclear materials and weapons if given enough time.  Venezuala controls most of the oil that comes to the US.  Cuba is still a communist country positioned a stones throw from our shores.   Sen McCain recognizes that sitting down and talking does nothing except prolong the inevitable.  </p>
<p>Successful diplomacy can only come from a position of strength, and that is where Sen Obama is historically flawed.  JFK resolved the Cuban missile crisis  by sending warships to Cuba, while keeping the channels of diplomacy open.  The Soviets blinked first in the military game of chicken JFK played and thus he was in a position to make demands of the USSR.  Similarly, Reagan built a massive military and continued deploying weapons around the world despite Soviet threats.  The Soviets tried to keep up and eventually became so financially strapped that they were forced to negotiate.  It was not until the Soviets blinked again that Reagan met with Gorbachev and bargained from a position of strength.  Neither JFK nor Reagan were looking for a common interest, as Obama has suggested.  Both Presidents were looking how to force the Soviets to blink first and come to a diplomatic arrangement hat in hand. </p>
<p>When Neville Chamberlain stated that he had avoided war and declared peace in our time, he probably had no idea that Hitler was going to embark on his conquest of Europe.  However, Chamberlain&#8217;s policy of appeasement actually turned out to be the Achilles heal Hitler was looking for in Europe.  Iran,Cuba and Venezuala may be small countries but there is nothing tiny about the threat that they pose to America and her allies.  Sitting down with them will expose an Achilles heal Sen Obama is too naive to protect and too inexperienced to defend once it is shown. </p>
