E pensare che fino a poche settimane fa dovevano essere soltanto tre. Saranno nove invece le donne che entreranno a far parte della nuova Commissione europea in carica da gennaio del 2010. Affermazione femminile o vittoria personale del presidente Barroso? Difficile stabilirlo. Intanto però possiamo andare a vedere chi sono le nove commissarie appena nominate:

Catherine Ashton (Gran Bretagna) - Anche se a digiuno di esperienze in campo diplomatico, la baronessa Ashton sarà Mrs. Pesc, cioè l’Alto rappresentante per la Politica estera dell’Ue. Già titolare del Commercio nella Commissione uscente, la neoministra degli Esteri, laburista, sarà anche uno dei sette vicepresidenti dell’esecutivo europeo.

Viviane Reding (Lussemburgo) – Una delle più esperte. Esponente del partito Cristiano sociale (centrodestra), dopo essere stata responsabile della cultura nella commissione Prodi (1999-2004) e dei media in quella Barroso (2004-09), alla combattiva Reding (ricordate la procedura di infrazione per la legge Gasparri?) è stato affidato il portafoglio della Giustizia, nonché il ruolo di vicepresidente della Commissione.

Cecilia Malmstroem (Svezia) – La nuova commissaria agli Affari Interni dell’Unione sarà una convinta europeista di 41 anni, liberale, già esperta di Europa in quanto ministro delle Politiche comunitarie nell’esecutivo svedese guidato da Fredrick Reinfeldt (centrodestra). Per lei era stata messa in campo anche l’ipotesi di diventare Mrs. Pesc

Neelie Kroes (Olanda) – Ecco un’altra faccia molto in vista a Bruxelles, inclusa per 4 anni di fila (2005-2008) tra le cento donne più potenti al mondo da “Forbes” e nota ai cittadini europei per aver sanzionato, da commissaria alla Concorrenza, Microsoft per l’abuso di posizione dominante. Liberale di lunga data, Kroes ora sarà uno dei vicepresidenti della Commissione, nonché la donna che si occuperà dell’Agenda digitale e dello sviluppo della società dell’informazione in Europa.

Connie Hedegaard (Danimarca) – La titolare del Clima viene dal Paese dove a breve si terrà la conferenza Onu sui cambiamenti climatici. Hedegaard, attuale ministro danese dell’ambiente (centrodestra), sarà in prima fila a Copenaghen per fare in modo che il summit non si limiti a una lista di mere dichiarazioni di intenti. Da gennaio invece, con il nuovo portafoglio inaugurato dalla Commissione, le toccherà coordinare, nell’ambito di sua competenza (il clima, appunto), chi si occuperà di ambiente, energia, agricoltura ed industria.

Androulla Vassiliou (Cipro) – L’attuale commissaria Ue alla Salute (dal 2008, in sostituzione di Markos Kyprianou) si occuperà dal prossimo anno di Istruzione, cultura e multilinguismo. Temi delicati, dunque, su cui si gioca il futuro dell’integrazione europea e della stessa carriera politica dell’ex vicepresidente dell’Alde (i Liberaldemocratici europei).

Maire Geoghegan-Quinn (Irlanda) – La nuova responsabile per la Ricerca, l’innovazione e la scienza è un’esponente di lungo corso del Fianna Fáil (il partito di maggioranza in Irlanda, centrodestra) ed è la prima donna irlandese a essere nominata commissaria. Oltre alla politica, Geoghegan-Quinn si è dedicata anche alla scrittura, pubblicando il romanzo “The Green diamond”, che racconta l’esperienza di quattro donne che condividono un appartamento nella Dublino degli anni 60.

Rumiana Jeleva (Bulgaria) – Una percentuale altissima dei fondi europei per la cooperazione allo sviluppo dei Paesi del Sud del mondo viene dalle istituzioni comunitarie. A Jeleva, membro del partito dei Cittadini per lo sviluppo europeo della Bulgaria (centrodestra) e attuale ministro degli Esteri di Sofia, spetterà il coordinamento delle politiche per la Cooperazione e gli aiuti umanitari.

Maria Damanaki (Grecia) – Ex militante della sinistra comunista ellenica e attuale membro del Pasok (il partito socialista greco), Damanaki è nota in Grecia per essere stata la voce del programma radiofonico “Questo è il Politecnico” che spinse gli studenti dell’università di Atene alla celebre rivolta contro la dittatura dei colonnelli (1973). Nella nuova Commissione targata Barroso, la “pasionaria” gestirà il portafoglio di Pesca e affari marittimi, un settore in cui la competenza delle istituzioni comunitarie è ben più ampia rispetto a quelle nazionali e regionali.

Today is a sad day, nevertheless, tomorrow will be even sadder.

Why?

Because only two days to go (including today) until the Lisbon Treaty is taking effect.

I meet many people believing in the lies our governments sell us – cold blooded and without even blinking. How is democracy supposed to work, when even in the parliament real democracy has to be searched with a magnifying glass?

I really do not understand those people, who support the Lisbon Treaty without even reading it. Most of the ministers and secretaries, who just wanted to get the Treaty through, do not till this day know what it is all about. Would you buy a car, if you don’t know that is has a motor? Would you buy a house in a swamp which is already sinking?

Well, the governments of europe really couldn’t care less what will happen to all the peoples in europe.

But worst of all: When elected members of the parliament called for a referendum, they were cleared from the room, their banners were taken, as well and it was all hushed up. No word in the daily propaganda called news.

You don’t believe me? Then watch this: MPEs Protest and want a referendum. This is our beloved and adored “democracy”? Who is fooled by that?

And the “head of the european superstate” van Rompuy and his colleague “what’s-her-name” Ashton? Did you vote for her or him? Ever heard of them before? Maybe you just didn’t listen closely enough!?

Oh, I forgot, they weren’t elected!! They were selected!!

Ah, the foul smell of lies and money!

I want to point out that there is a very good channel on YouTube, called europarl which shows debates from the EU parliament. You will be surprised what is going on behind the stage. More fascinating than this is, why we never hear or see anything about those debates on TV, read about them in the newspapers, when we are all members of the same centralized state and therefore not only have the RIGHT but the DUTY to be informed!

If the media does not do their job we have to take action and inform ourselves.

You want to know what happens to people in the EU Parliament speaking honestly about their opinion? You want to know how democratic our (powerless) parliament is? Do you want to know what happens to those, speaking openly about the lack of democracy in the EU?

Then watch this for a start.

I really recommend watching the videos on this channel. Get yourself informed for christ’s sake! Too many people believe the lies washing over us day by day staged by those benefiting from these very actions.

Your first question should always be: Cui bono? (Who benefits from it?)

Beginning there you should be able to find out what a big scam this kind of artificial, economic EU is and will be.

A democracy shouldn’t forbid people having a different opinion, that’s what a democracy is all about! Everybody, every part of a democracy small as it may be has the right to speak out and express their opinion!

Not so in the EU!

When you’re not with them, you are against them, meaning you should leave the EU. This is outrageous and should be IMPOSSIBLE in a democratic state which the EU always states it is. But, sorry I have to say that, wasn’t it the same with Mussolini, Lenin or Hitler or Hussein or Kim Jong Il? Or is it just that the same words mean different things today? Does democracy mean centralization? Does freedom of speech mean just say what is conform with the majority?

I don’t think so!

A big thanks from me to europarl and to Nigel Farage who’s got the guts to talk about the unbearable state of  “democracy”, about how our heads of state are selected rather than elected and what connections exist between certain groups and our “independent parliament” like Mario Borghezio did, too. Even Vaclav Klaus had some very good points.

Background

British ballet owes a huge debt to Sir Frederick Ashton, one of its most important choreographers and a big advocate of classical tradition. Ashton was born in Ecuador in 1904 and grew up in Peru where his father was in the diplomatic service. He became spellbound by classical ballet after seeing Anna Pavlova on tour in 1917. Upon arriving in Britain he started training as a dancer but shortly thereafter, encouraged by Marie Rambert, he turned to choreography.

Despite his late start Ashton’s professional aspirations in dance led him to admire and embrace classical tradition in ballet. He once opined: “The idea so often expressed that classical technique is hampering to artistic expression is erroneous and misleading”. Upholding the Petipa heritage he developed his own style, which combined academically unorthodox movements with classical ballet, and created a vast repertoire for the budding British ballet company which would soon become The Royal Ballet.

Ashton was Balanchine’s contemporary but while Mr. B – another classicist who admired the beauty of dance – opted for abstration and minimalism Ashton approached it from a different perspective. Rather than reduce ballet to bare essentials he tried to convey warm feelings and an idealised image of the world, often focusing on narrative. All of these qualities are evident in Les Patineurs, one of his earlier works.

The Ballet

In Les Patineurs we can see Ashton’s beautiful world at play: scenes commonly found in an ice-rink over Christmas season, with couples romantically skating hand in hand, the bravura teen dazzling the crowd with his daredevilish spins, beginners clinging onto whatever is in front of them to avoid the humiliation of falling on ice. All of these moments are wrapped up in gorgeous 1930’s scenery and Edwardian fur-trimmed outfits.

The inspiration for Les Patineurs came from composer Constant Lambert. Lambert admired Giacomo Meyerbeer’s opera Le Prophète which featured a short comic relief sequence with dancers on roller skates. He reorchestrated the piece and showed it to Ashton who set to choreograph a new ballet which preserved the lighthearted nature of the original work.

The result was a 27-minute long plotless yet accessible ballet, with choreography that makes the dancers look like they are ice skating and scenes familiar to anyone who has ever been to an ice rink. It is an ideal work for first timers and balletomanes alike, especially for those keen on observing early Ashton. The ballet demands a supple upper body to cope with the fluidity of movement combined with fast footwork for the lower body. The result should look easy and simple, even if the movement’s fundamentals are demanding, as in the duet for the two Red Girls.

Les Patineurs follows a classical structure of divertissements, virtuoso variation, a central pas de deux and ensemble pieces that form a complete whole. Each character has a specific role with various social interactions taking place at the ice rink, with an overall mood of sophistication, enchantment and wonder.

Around the World

Les Patineurs has been staged by many ballet companies and grew extremely popular in the US where it was performed by American Ballet Theatre and The Joffrey, both versions having been telecast in the 70’s. ABT’s production boasted designs by the great Cecil Beaton, with forest green instead of blue for the virtuoso soloist’s costume. More recently, it has been added to Sarasota Ballet’s repertoire.

The music for Les Patineurs was arranged by Constant Lambert who orchestrated different selections from Meyerbeer’s Le Prophete together with the aria “Bel Cavalier” from L’Etoile du Nord.

Ashton in ‘82: 3rd agent from the left

The Times revelation today that Baroness Ashton, newly crowned Labourist foreign affairs boss of the EU, had Soviet links should come as no surprise to anyone. After all, half the current Labour party, including and especially a whole host of older government ministers, were (are?) communists. Add to that the fact that the continental left – including the far left – dominate the EU’s bureaucratic machinery and its increasingly powerful political arm and you have a picture of a centralist takeover reminiscent of the thankfully defunct Soviet empire.

The fact that this sounds so bizarre to reasonable people is precisely what is allowing them (“them” being European socialists) to get away with building the new socialist empire on the sly. No wonder they don’t want democracy coming anywhere near their grand federalist project. It’s not just that the majority of the half billion people currently being railroaded into an undemocratic superstate would have rightly rejected Lisbon had they been given the choice, but that socialists are not interested in democracy in the first place. That is to say they are, at least, not interested in the brand of democracy you or I are used to, namely, pluralist liberal democracy and parliamentary sovereignty. They prefer the Soviet-style, trade union brand with delegates armed with the “bloc vote” of members. What is, after all, “supranational democracy” and “qualified majority voting” other than a rehashed form of block voting on an international scale? Of course this system was preferred by the left because it has all the added advantages of not only always securing the outcomes that are politically desirable, at least to the federalist movement, but of ignoring any dissenting voices. And all the time they are able to argue, as our politicians constantly do, that since our politicians have been democratically elected and they choose their members for the European Council and the European Commission, and now European “ministries” too, then all is well – we are democratically represented. Allied to this is the European Parliament, where directly elected MEPs thrash out day to day lawmaking, fiercely defending their nation’s interests.

This is, of course, all garbage. In reality, all we have is delegates, hand-picked by domestic – and now often foreign – politicians who technically do not have the national constitutional and/or sovereign right to do so, who wield the power they have been given, (not with which they have been entrusted), in whatever way they see fit, basically unanswerable and unlimited. In reality, also, the European Parliament has no teeth (who would want it to anyway? I for one prefer Westminster to Strasbourg – but I digress), its members talk and talk and claim generous expenses but they don’t make law, they can’t hold the EU executive branches to account and they certainly won’t (with notable exceptions) “fiercly [defend] their nation’s interests,” cohabiting, as they do, in transnational political – yeah, you guessed it – blocks. In fact, it’s very hard to tell what they do do. In short, they accomplish nothing and amount to little more than a sop or nod to pluralist (genuine) democracy.

The real power is and always will be with the variously appointed EU commissioners, councellors, judges and now “ministers”. The Lisbon Treaty, far from closing this democratic gap, has simply served further to widen it, which was, after all, its real purpose. The appointment of the risible Baroness Ashton, complete with “alleged” Soviet links through the CND and communist past, merely serves perfectly to illustrate the point. In fact, given how unknown and useless she and the newly installed “President” are, it appears that the commissioners are unwilling to give up the power in any event. Stitch-ups within stitch-ups, then, in what amounts to a wholly unedifying affair – and dangerous times for the continent of Europe.

Baroness Ashton of Upholland’s past came back to haunt her yesterday when the European Union’s new foreign affairs chief was forced to deny taking funds from the Soviet Union during her days as treasurer for the Campaign for Nuclear Disarmament.

Lady Ashton, a surprise choice for her post, was challenged to deny that she had contact with Russian sources while she was in charge of its accounts at the height of the Cold War.

The Times has learnt that concerns about her CND involvement are felt across countries from the former Iron Curtain now in the EU and that MEPs plan to question her about it when she appears before them for the hearing to confirm her in her post.

Nigel Farage, the UK Independence Party leader, raised the matter on the floor of the European Parliament yesterday, earning himself a reprimand for referring to Lady Ashton and Herman Van Rompuy, the new European President, as pygmies

Mr Farage added: “She was treasurer during a period when CND took very large donations and refused to reveal the sources. Will Baroness Ashton deny that while she was treasurer she took funds from organisations opposed to Western-style democracy? Are we really happy that somebody who will be in charge of our overseas security policy was an activist in an outfit like CND? I do not think she is a fit and proper person to do this job.”

Lady Ashton was not present but her spokesman said: “This was more than 25 years ago. She left the Campaign for Nuclear Disarmament in 1983 and has had no involvement in the organisation since then. During her time in the CND she never visited the Soviet Union, had no contact with the Soviet Union and has never accepted any money from Soviet sources. The first time she visited Russia was as EU Trade Commissioner.”

All the candidates for the next European Commission must undergo formal hearings at the European Parliament and the European People’s Party, the main centre-right group, has pledged to reject any who have promoted communism in the past. Lady Ashton has denied being a member of the Communist Party.

She is due to have an informal meeting with the MEPs’ Foreign Affairs Committee on Wednesday and a formal hearing in January, although she starts her new job on Tuesday.

Krisjanis Karins, a centre-right Latvian MEP, said: “Some information has been published that she was involved in this Marxist movement. If this is the case it is disturbing. We are especially concerned how the High Representative for Foreign Affairs will conduct discussions with our eastern neighbour.”

Hynek Fajnon, an MEP for the Czech centre-right ODS party, told the newspaper DNES: “There is no doubt that the Kremlin supported CND activities. If Mrs Ashton as treasurer had played any role in that, it would be a great scandal.”

CND rejected the claims, predictably, and are now seeking legal advice about whether they should take action against Farage and his fellow Kipperist Eurotroughers. I’d would love that, especially the part where Ashton is called as a witness:

(Best Alec Guinness voice) Barrister: “Did you handle any money from the Soviet Union sent to help fund the Campaign for Nuclear Disarmament and other, shall we say, ‘dodgy’ organisations?”

Ashton (clearly flustered): “I had no links with Moscow Central in 1982 and I know of no one named ‘Karla.’”

In the 1980s Bruce Kent offered £100 to anyone who could prove CND had received money from Moscow — the cheque remains unclaimed.”

Ms Hudson added: “UKIP is merely re-hashing decades-old unsubstantiated allegations which have no basis in fact. UKIP cites figures for a year when hundreds of thousands of people joined some of the largest demonstrations Britain has ever seen, during the course of which countless unrecorded individuals would have made contributions of all sizes — quite the opposite of funds coming from the machinations of a foreign power. CND will be consulting lawyers regarding the allegations made by UKIP.”

In welche Richtung sich die EU nach Lissabon entwickeln wird, hängt nicht zuletzt von ihren neuen Vertretern Van Rompuy und Ashton ab. Noch ist vieles offen.

Am 1. Dezember 2009 tritt der Vertrag von Lissabon in Kraft und bringt einige wichtige Neuerungen für die Europäische Union. Einer Stärkung der legislativen Rolle des Europäischen Parlaments stehen verstärkt intergouvernementale Koordinierungsmechanismen (wie die Open Method of Coordination) gegenüber, die das Parlament und den Europäschen Gerichtshof ausschließen.

In welche Richtung entwickelt sich die EU? – Bringt Lissabon mehr politische Integration oder eine bessere Freihandelszone? Wie Europa nach Lissabon im Detail funktionieren wird, muss aus den Verträgen interpretiert werden. Besonders die zukünftige Rolle des “Präsidenten” und der “Außenministerin” werden stark von der Performance der ersten Amtsträger abhängen.

Nachdem das zweite irische Referendum und der tschechische Verfassungsgerichtshof den Weg für den Vertrag von Lissabon freigegeben haben, hat die schwedische Ratspräsidentschaft vergangene Woche die große Personalfrage der neuen EU gelöst.

Keine Überraschungen

Der erste “Präsident des Europäischen Rates” und die “hohe Vertreterin der EU für Außen- und Sicherheitspolitik” sind derzeit Gesprächsthema Nummer eins am Collège d’Europe. Die Begeisterung über Herman Van Rompuy und Catherine Ashton hält sich in Grenzen.

Dabei war das Ergebnis zu erwarten: Denn der Vertrag von Lissabon bleibt sehr vage über die effektive Rolle der beiden Ämter. Mitgliedsstaaten sowie die Europäische Kommission fürchten aus verschiedenen Gründen um Machtverlust gegenüber einem zu starken Präsidenten. Theoretisch könnte dieser eine wichtige Rolle in europäischer “Innen- und Außenpolitik” spielen.

Was die Verträge sagen

Der Präsident hat eine Amtszeit von 2,5 Jahren und ist Vorsitzender im Europäischen Rat – einem intergouvernementalen Gremium, das aus den Staats- und Regierungschefs der Mitgliedstaaten besteht, und die großen Linien der EU-Politik vorgibt. Das bedeutet, dass Absichtserklärungen abgegeben werden, die im Weiteren keine rechtliche Konsequenzen aber gewisse moralische Verpflichtung mit sich führen.

Wie wird sich der zukünftige Präsident in diesem, zumindest zwei Mal im Jahr zusammentretenden Gremium verhalten? Wird er neben Sarkozy, Merkel oder Brown als “Agenda Setter” oder zumindest als ebenbürtig angesehen werden? Oder wird die Rolle des Präsidenten die eines Mediators oder Sekretärs sein?
Auch bei der Vertretung nach außen ist nicht klar welche Rolle der Präsident spielen wird und wo die Abgrenzung zur EU-Außenministerin ist. Der Vertrag bestimmt bloß, dass sich die beiden Ämter nicht in die Quere kommen. Nicht der Vertrag, sondern der Habitus der ersten Amtsträger wird die Aufgabenverteilung fixieren.

Gerangel um Minuten

Wer wird die EU bei einem Europa-USA-Gipfel vertreten? Und wie lange darf der EU-Vertreter mit dem amerikanischen Präsidenten reden? Kommissionspräsident José Manuel Barroso bekam letztens 5 Minuten mit US-Präsident Barack Obama. Präsidentschaftskandidaten aus Frankreich oder Kanzlerkandidaten aus Deutschland bekamen im Vergleich etwa 20 Minuten im Weißen Haus.

Barroso kann jedenfalls aufatmen – er hat scheinbar keine zu große Konkurrenz bekommen. Zumal die auf fünf Jahre berufene “Hohe Vertreterin der EU für Außen- und Sicherheitspolitik” gleichzeitig auch Vizepräsidentin der Europäischen Kommission sein wird. Darüber hinaus wird die „Außenministerin“ Vorsitzende des (Minister-)Rats für Auswärtige Angelegenheiten. Für die restlichen Ministerratskonstellationen wird auch weiterhin die sechsmonatige Präsidentschaft durch Mitgliedsstaaten beibehalten.

Den Verfassern des Vertrags von Lissabon ist übrigens ein interessanter Fehler unterlaufen, der allerdings demnächst behoben werden soll: der Vertrag sieht nämlich vor, dass der Präsident der Europäischen Rates kein nationales Amt inne halten darf. Hingegen wäre es rechtlich nicht ausgeschlossen, den Präsidenten des Europäischen Rates auch mit den Geschäften des Präsidenten der Kommission zu betrauen.

Furcht um Souveränität

Die Berufung von Van Rompuy und Ashton ist der Versuch einiger Mitgliedsstaaten, die um ihre Souveränität fürchten, zu unterstreichen, dass es sich bei den beiden Ämtern nicht um den EU-Präsidenten und seine Außenministerin handelt. Vielmehr sollen diese schlicht für den Vorsitzenden eines EU-Organs und jener EU-Kommissarin, die für die Koordinierung der europäischen Außen- und Sicherheitspolitik zuständig sein.

Ob das in Europa auch so verstanden wird, hängt sehr von der Performance der beiden Politiker ab. Außerhalb Europas wird die komplizierte Konstruktion wohl kaum nachvollzogen werden.

Eines kann jedoch nicht bestritten werden: die beiden zukünftigen Galionsfiguren der Europäischen Union passen schon jetzt in Madame Tussauds Wachsfigurenkabinett. Wünschen wir Ihnen viel Erfolg in den kommenden Jahren.

Il Parlamento europeo attende al varco Catherine Ashton, la baronessa britannica divenuta nuovo ministro degli Esteri Ue, per valutare se abbia l’esperienza e i requisiti necessari per ricoprire l’incarico.

A rilanciare le inquietudini del Parlamento di Strasburgo e’ il quotidiano Sueddeutsche Zeitung che ha ascoltato i massimi esponenti dei gruppi parlamentari rappresentati: prima di iniziare a guidare la diplomazia europea, Catherine Ashton dovra’ presentarsi dinanzi al Parlamento (dove sara’ valutata nella veste di vicepresidente della Commissione Europea che ricopre automaticamente in qualita’ di “Signora Pesc”) e dovra’ dimostrare di avere le necessarie competenze.

“Expectations low for new EU president, foreign policy chief”

     The appointment of Herman Van Rompuy and Catherine Ashton as the EU’s new president and foreign policy chief, respectively, has been greeted with skepticism and criticism among Western analysts. Marco Incerti argues that Ashton, who will head a new diplomatic body of several thousands and represent the EU’s foreign interests, lacks the experience and international networks to have an effect on issues such as Iran’s nuclear program and the Israeli-Palestinian conflict (Associated Press). Carsten Volkery writes that while Ashton has a reputation as a “tough negotiator”, expectations for the new EU leaders are so low they can only be exceeded (Spiegel).
     Outlining more of the critical reaction among European analysts, Annie Lowrey believes the selection of the “comically obscure” pair means non-EU powers will continue favoring their bilateral relationships with individual European states, which would allow the UK, France and Germany to maintain more autonomy as the Lisbon Treaty comes into effect (Foreign Policy).

In vista dell’imminente entrata in vigore del Trattato di Lisbona l’Unione Europea ha nominato per la prima volta un Presidente unico e un responsabile per la politica estera e di difesa. Le due figure costituiscono la maggior novità introdotta dal Trattato, ma le personalità scelte per gli incarichi hanno sollevato non poche perplessità negli osservatori internazionali

Diciamoci la verità: la nomina di Herman Van Rompuy e della baronessa Ashton alle nuove posizioni di vertice dell’Unione Europea rappresentano una bella delusione.

Nelle settimane precedenti alle nomine erano circolati altri nomi, e che nomi. Tony Blair presidente o David Miliband mister Pesc, con l’alternativa Massimo D’Alema pronta a subentrare nel ruolo di ministro degli esteri. Personaggi di alto profilo, ben noti sul piano internazionale, Blair su tutti, e pronti a far partire da subito e con forza le nuove figure di potere previste dal trattato di Lisbona.

E allora cosa è cambiato nel frattempo? Perchè si sono scelti dei (quasi) Signori Nessuno?…

Esta tramoya, reconvertida ahora en ministerio de Exteriores de la Unión Europea, va a ser potenciada justo cuando llega como responsable una desconocida e inexperta , la señora Ashton, encargada de dirigir una política exterior completamente ausente porque existen tantas como países componen la Unión Europea.
El irresistible retroceso político de la Unión Europea, simultáneo a su avance burocrático, se evidencia en los tres apellidos que la van a dirigir desde este último fin de semana. Van Rompuy, Ashton y Barroso, a cada cual más oscuro, han sido colocados en función del dictak de Berlín. No se marcha hacia una Alemania europea, como vendió Helmut Khol cuando la absorción del Este por el Oeste, sino se camina a paso de oca económica hacia a una Europa alemana. No puede ser de otro modo desde el momento en que Europa no es más que un mercado y una moneda.
Desde que desapareció el fantasma del comunismo, descrito por Marx en el Manifiesto, ningún estado europeo siente ya la necesidad de unificar políticamente al viejo continente y mucho menos, claro está, quien lo dirige por su potencia económica, industrial, demográfica y cultural. Salvo estadistas de café de países sin peso económico y la nomenklatura de Bruselas ,que vive suntuosamente de este negociado, nadie considera posible frenar el irresistible retroceso europeo y la no menos irresistible ascensión alemana.
La Unión Europea está condenada a ser el eco de Alemania. En un mundo cogobernado por grandes potencias sólo Berlín tiene la dimensión indispensable para ser admitida como alter ego por los Estados Unidos, China, Brasil, India y Rusia. Cuando entre en el Consejo de Seguridad de la ONU, estamos en vísperas, su voz sonará potente porque la de Francia es inaudible,dado que carece de entidad económica, y la de Inglaterra es idéntica a la de un guacamayo, al ser anglosajona. De las dos opciones de antaño, Alemania europea o Europa alemana, ahora ya sólo resta una Unión Europea con capital oficial en Bruselas y capital real en Berlín.

Sigo pensando que Felipe González hubiera sido un gran Presidente para la Unión Europea y, sin embargo, tengo que reconocer que sentí cierto alivio al saber que ni siquiera se presentaba como candidato. Lo digo con suma tristeza porque esta reflexión no viene sino a demostrar la escasa confianza que tengo en la política española. Ojo, no quiero decir con esto que los líderes de nuestro país no estén capacitados para dirigir la nueva Europa (reitero lo escrito en la primera línea) o que, como dicen muchos, España sea un país que todavía no se ha desarrollado suficientemente para este tipo de responsabilidades.

Lo que yo pienso es algo mucho más pragmático. Si Felipe González [o Miguel Ángel Moratinos, o José María Aznar o cualquier otro político español] hubiese conseguido llegar hasta la cúpula de poder de la UE, estoy convencida de que habría sido peor el remedio que la enfermedad.

Me explico: por un lado, imagínesen a Leire Pajín con el puño en alto presumiendo del éxito cosechado por el Partido Socialista y anunciando a los cuatro vientos la importancia de los encuentros entre el ex-Presidente español y Barack Obama. Si quieren, póngale el himno de la Internacional de fondo.

Por otro, traten de visualizar a Soraya Saenz de Santamaría [con vestido negro ajustado o no, según prefieran] sacando los trapos sucios de la entrada de España en la OTAN y recordando cómo los GAL hicieron todas sus fechorías durante el mandato de González.

Saben igual que yo que después de estas declaraciones que he puesto de ejemplo vendrían muchas más. Tantas como para eclipsar una noticia tan importante para España como la de que un político de este país formara parte de un proyecto ambicioso para diseñar una nueva Europa.

Pero, ¿qué sentido tendría que España participara activamente en esta iniciativa? En Europa se busca la unidad política de 27 países, cada uno de su padre y de su padre, dispuestos a ceder en favor de una representatividad común. En España, un solo estado de algo más de 45 millones de habitantes, lo que se persigue es la crispación. Es la división en dos bandos que nunca pueden dejar de estar enfrentados. Es la posibilidad de presumir de lo propio y desacreditar lo ajeno.

Más de uno me dirá que todo esto es marca de la política y que en todos los lugares pasa lo mismo, pero no es verdad. Bélgica entera está dando saltos de alegría por el nombramiento de Herman Van Rompuy como Presidente de la Unión Europea. Toda Inglaterra había preparado con sumo cuidado la candidatura de Tony Blair para que si éste no salía elegido lo hiciera otro de los suyos, en este caso la laborista Catherine Asthon. Y qué decir de los franceses y alemanes, que desde la sombra, saben que siguen llevando las riendas del viejo continente. Todos contentos.

Menos los españoles, que no sabemos lo que es disfrutar de un triunfo político porque tampoco sabemos lo que significa la palabra unidad en este ámbito de la vida [la política] que, nos guste o no, casi siempre está presente. Todo por lo nefasto de nuestro pasado.

El deporte ha conseguido que tener una bandera de España en casa y emocionarse con el himno del país donde vives no sea motivo de vergüenza, linchamiento o catalogación de franquista. Ha conseguido que sea una opción tan legítima como cualquier otra. Y parecía imposible.

¿Podremos algún día conseguir que la mayoría de los españoles, sean del partido que sean y tengan la ideología que tengan, se alegren de que uno de sus políticos sea valorado por el resto de países del mundo? Y que nadie piense lo que no es: que la unidad política de España es compatible con todo tipo de nacionalismos, y que nada tiene que ver con la retórica franquista que tanto daño nos ha hecho a todos.

La nuova Europa disegnata dal Trattato di Lisbona avrà nel mondo l’immagine del premier Herman Van Rompuy e di Catherine Ashton, nominati ieri sera dai leader europei rispettivamente primo presidente stabile della Ue e primo nuovo Alto rappresentante della politica estera, sorta di ministro unico degli esteri della Ue.

L’esito positivo del vertice è apparso quasi scontato dopo la decisione a sorpresa degli otto governi socialisti della Ue di candidare la britannica laburista Catherine Asthon, 53 anni, commissaria al commercio estero nella Commissione di José Manuel Durao Barroso, titolata baronessa, che ha di fatto scalzato l’ex premier italiano Massimo D’Alema nel ruolo di ministro degli esteri.

La seconda, temutissima da Barroso, che deve passare al vaglio del Parlamento europeo, rappresentata dalla lobby rosa: le eurodeputate dei cinque più grandi parlamentari e molte eurovip hanno condotto una campagna di pressione a favore di candidature femminili, che alla fine è stata ascoltata: da oggi l’Europa ha la sua Madame Pesc, la sua Hillary Clinton.

Ma il merito di avere chiuso in modo indolore una partita che poteva essere molto controproducente per l’immagine dell’Europa nel mondo, è del premier svedese Fredrik Reinfeldt che con la tenacia e la pazienza di un ‘diesel’, ha portato a sintesi i tanti interessi e i diversi equilibri.

LA NOBILE INGLESE VINCE.

IL PROLETARIO ITALIANO PERDE

Quando si apre un conclave, si dice che chi entra nel conclave come “papa” esce “cardinale”.

E’ stato così per D’Alema, dato per Mister Pesc, quasi certo,  è rimasto D’Alema.

Il proletario italiano non l’ha spuntata contro la nobiltà inglese. Mi dispiace.

E’ stato facile indovinare e lo si era detto.

Un po’ di iella l’ha portata anche il Cavaliere, molto prodigo nelle dichiarazioni, ma molto scarso nella incisività. Non  appena ha dichiarato che avrebbe appoggiato la candidatura di D’Alema  Ministro degli esteri europero, le sue quotazioni sono cominciate a scendere.

Prima i polacchi, poi i britannici, ed infine i tedeschi ed i francesi, hanno escluso D’Alema

L’hanno spuntata gli inglesi, che vistosi perdere la candidatura di Blair a Presidente, hanno voluto a tutti i costi un britannico ai posti di comando ed hanno “imposto” la Ashton, come Ministro degli esteri europeo, hanno scelto la baronessa.

E dire che i britannici non ne vogliono mica tanto sapere dell’Europa, visto che non hanno neppure adottato l’euro come moneta unica, ma hanno preferito mantenere la loro amata sterlina. Però in Europa vogliono comandare e come.

In ogni modo hanno contato solo i governi tedeschi, spagnoli, inglesi e francesi. Quello italiano è stato accantonato e neppure considerato.

Un candidato come D’Alema sarebbe stato una buon candidato e D’Alema avrebbe fatto un buon lavoro, ma si è trovato da solo, senza un governo credibile dietro che lo sostenesse.

Dispiace soprattutto perchè si è visto che il nostro paese non conta più niente. Anche in Europa ora svolge solo un lavoro del tutto marginale.

Questi sono i risultati di un paese che all’estero non gode di alcuna stima. E ci rimettiamo tutti.

BRUXELLES (Reuters) – I leader dell’Unione Europea hanno nominato oggi il premier belga Herman Van Rompuy primo presidente stabile del blocco e la britannica Catherine Ashton alto rappresentante per la Politica estera, facendo sfumare la candidatura a Mr Pesc dell’ex presidente del Consiglio Massimo D’Alema.

L’intesa è stata raggiunta nel corso di un vertice a Bruxelles, dopo che la Gran Bretagna ha rinunciato alla candidatura alla presidenza dell’ex primo ministro Tony Blair, ponendo fine all’impasse che durava da settimane e aprendo la strada alla nomina di Van Rompuy.

Van Rompuy, 62 anni, e Ashton, 53, sono però nomi di basso profilo, poco noti al di fuori dei confini europei e, almeno inizialmente, all’estero non avranno la presa che avrebbe invece avuto un uomo di stato com’è Blair.

Le nomine dovevano soddisfare sia gli Stati membri che il Parlamento europeo, che dovrà approvare la candidatura di Ashton, ma non quella di Van Rompuy.

Au 1er janvier 2010, Herman Van Rompuy entrera en fonction en tant que premier président de l’Union européenne. La Britannique Catherine Ashton, elle, a été nommée Haut représentant de l’UE aux Affaires étrangères. Ceci dit, qui Obama pourrait-il appeler en cas de besoin pour joindre l’UE ? Les dirigeants européens ne savent pas très bien… La Maison Blanche, elle, a déclaré que le partenariat avec les Etats-Unis sera renforcé par ces deux nominations.

Herman Van Rompuy, inconnu sur la scène européenne il y a un an encore, a été choisi à l’unanimité par les 27 chefs d’Etats ou de gouvernement pour devenir le premier président permanent du Conseil européen, une des deux nouvelles fonctions créées par le Traité de Lisbonne qui entrera en vigueur le 1er décembre prochain.

Il assumera ses nouvelles fonctions à partir du 1er janvier 2010, ouvrant ainsi l’épineuse question de sa succession au Seize rue de la Loi. Avec une présidence stable pour un mandat de deux ans et demi renouvelable une fois, le système actuel de présidence tournante tous les six mois est remplacé. Le Premier ministre quitte le 16 rue de la Loi pour le nº 175, au Juste Lipse, siège du Conseil de l’UE.

« L’Europe est une union de valeurs et elle a la responsabilité de jouer un rôle important dans le monde », a déclaré le nouveau président de l’Union. Il a toutefois dit vouloir se contenter, dans sa fonction de président du Conseil, d’un rôle de facilitateur de compromis entre les pays de l’UE. Il a affirmé vouloir rester « discret » et ne pas se répandre en interviews dans les médias.

M. Van Rompuy s’est dit par ailleurs favorable à ce que « l’Union européenne continue à s’élargir pour inclure d’autre pays » dans les années à venir, « à condition qu’ils remplissent les critères » demandés. Une manière de répondre à ceux qui l’accusent d’être un opposant à l’entrée de la Turquie dans l’UE.

Une femme vice-présidente de la Commission

La Britannique Catherine Ashton a été désignée Haut représentant de l’UE aux Affaires étrangères. Elle va prendre la succession de l’Espagnol Javier Solana, mais avec un portefeuille aux pouvoirs nettement élargis. Elle sera en même temps vice-présidente de la Commission européenne.

En la désignant en début de soirée chef de la diplomatie, les huit chefs de gouvernement socialistes ont levé le dernier obstacle majeur : l’obstination de Gordon Brown à maintenir sur la table la candidature de Tony Blair à la présidence du Conseil européen. L’adhésion du Premier ministre britannique a ouvert la voie royale à Herman Van Rompuy pour le poste de Conseil européen, soutenu par le duo Merkel-Sarkozy.

La baronne Catherine Ashton de Upholland, actuelle commissaire européenne au Commerce – elle y a remplacé il y a un an son compatriote Peter Mandelson –, est tout sauf un grand format diplomatique. Cette spécialiste des questions d’éducation de 53 ans n’a d’expérience ni diplomatique ni à un quelconque haut poste politique, en dehors des 12 derniers mois où elle n’a pas beaucoup fait parler d’elle.

Mais elle a été nommée par la grâce de qualités de circonstance : le poste devait revenir à un socialiste, puisque celui de président doit échoir à un dirigeant de centre-droit ; elle répond au souhait, largement médiatisé ces deniers jours, qu’une femme figure dans le top des fonctions européennes ; et enfin, elle est britannique, ce qui permettra à Gordon Brown de revenir à Londres en ayant arraché une victoire pour son pays.

C’est donc un trio Barroso – Van Rompuy – Ashton qui représentera l’Union européenne pendant les deux années et demi à venir. La Belgique aura de quoi pavoiser. Mais il faut bien constater que l’UE a adjoint au premier, deux parfaits inconnus dans le monde, sans aucun passé diplomatique, pour incarner l’Europe sur la scène internationale.

Hän on hoitanut EU:n kauppakomissaarin virkaa ja on koulutukseltaan sosiologi. Vuonna 2006 hän sai ”Kiviseinä”palkinnon ansioistaan brittiläisten LGBT – apinoiden elämän helpottamisessa. Tässä mielessä hänellä siis on yhteneväinen historia erään Tarja Halosen kanssa, jota häntäkin eräät tahot yrittivät tyrkyttää näihin yhteiseurooppalaisiin huippuvirkoihin. Molemmilla on myös sama pätevyys viran hoitoon: heillä on kolo putken tilalla.

Ashton on varmaankin vallan pätevä henkilö hoitamaan tätä pestiä, onhan hänellä päässään ilmiselvästi urostyypin aivot. Leimallista tässä valintaprosessissa olikin se tapa, jolla naarasväki sai tahtonsa läpi. Sehän on niin perinteinen kuin olla voi, suoraan simpansseilta kopioitu. Pelkkää evoluution tuotetta siis. Simpanssilauman johtajaksikaan ei millään uroksella ole asiaa, ellei se nauti lauman vanhojen naaraiden luottamusta. Mutta tällä kertaa EU -naaraat väänsivät sordiinoa känkkäränkkätaajuudelle. Tiedättehän ne lapset, jotka heittäytyvät kaupan lattialle, kun äiti ei osta karkkia…

Näin tekevät myös ne simpanssinaaraat, jotka eivät osaa tai halua käyttää seksiä saadakseen haluamansa. Ne heittäytyvät maahan kieriskelemään ja kirkumaan saadakseen osansa urosten metsästyssaaliista. Helpompaa ja mieluisampaa kaikille osapuolille olisi tietysti tarjota seksiä niin kuin suurin osa naaraista tekeekin. Silloin voisi saada kaikkein mehevimmät paistinpalat, mutta sehän ei vaan kaikille naaraille sovi. Evoluutio on näköjään katsonut parhaaksi luoda tähänkin tilanteesen monimuotoisuutta…

Näin tekivät myös naismepit [1]. Eivät he sentään kadulla kieriskelleet, mutta järjestivätpä kuitenkin mielenosoituksen ulkosalla, olivat kietoneet kaulaansa solmiot sekä rintojensa peitoksi puvuntakit ja uhkasivat kaataa uuden komission, ellei heidän vaatimuksiinsa suostuta. Me olemme kaikissa puolueryhmissä saaneet tarpeeksemme miesten politiikasta, vaikeroi parlamentin varapuhemies Diana Wallis. Komission varapuheenjohtaja Margot Wallström syytti kaikesta miehiä. Edessä on miesmuuri, hän visersi.

Niinpä mahtavalle EU:lle valittiin ulkoministeri vain sillä perusteella, ettei valituksi tulleella apinalla ole penistä jalkojensa välissä. En oikein ymmärrä, miten tällainen valintaperuste voi olla millään tavalla kestävä. Ulkoministerin pestissäkö on muka tärkeämpää, mitä jalkojen välistä löytyy kuin mitä sattuu olemaan korvien välissä? Tällainen valintafilosofia nyt vain sattuu perustumaan kolmella tavalla vanhanaikaiseen ihmiskäsitykseen. Ikään kuin ihmiskuvamme lilluisi vielä samoissa alkuliemissä, josta maakeskeinen maailmankuvakin pinnisti voimansa.

Mutta haloo. Nykyään sentään tiedetään yhtä ja toista muun muassa aivojen toiminnasta. Vastoin naarasaktivistien toiveita aivotutkimus todistaa urosten ja naaraiden aivojen toimivan keskimäärin täysin eri tavalla. Ehkä hämäävintä tässä on kuitenkin se, että jalkovälin laatu ei ole mikään todiste aivojen toiminnan laadusta. Eli jos ulkoministeriksi valitaan apina vailla penistä, hän ei välttämättä toimi niin kuin naarasaivot tekisivät. On jopa todennäköistä, että sellaiset 90 prosenttia kaikista naaraspoliitikoista on urosaivoisia. Eikö tämän pitäisi aiheuttaa jonkinlaista pohdintaa? Eli kun Wallis ja Wallström syyllistävät miehiä, he itse asiassa tulevatkin syyttäneeksi itseään…

Aivotutkimuksen kieltäminen on se ensimmäinen perinteisen ”tyhjän taulun” kannattajien ihmiskäsitysvirhe. Toinen moka on se, etteivät he pysty käsittämään todellisen vallan ja muodollisen vallan eroa. Todellinen valtahan on sillä sukupuolella, joka käyttää seksuaalista valtaa. Nisäkkäillä se vaan menee niin, että lisääntymismahdollisuus määrittää kaiken yhteiskunnallisen toiminnan perimmäisen sisällön aivan riippumatta siitä, kuinka kauniisiin raameihin toiminta naamioidaan. Eikä apina nyt äkkipäätään muista yhtään nisäkäslajia, jolla seksuaalinen valta olisi uroksilla.

Aika harvassa ovat puolestaan lajit, joilla myös muodollinen valta on naaraiden käpälissä. Malliesimerkki tästä on täplähyeena, jonka laumaelämän raadollista todellisuutta ei voi olla ihmettelemättä. Sitä tulee miettineeksi, mikä jäynä evoluutiolla on ollut mielessään tällaisen kokeen järjestäessään. Muodollisen ja todellisen vallan erossa pitäminen kun on se suurin ja jokseenkin ainoa evoluution keksimä tasa-arvon muoto. Silloin kun molemmat vallan muodot keskittyvät yhdelle ja samalle yksilölle, odotettavissa ei ole mitään hyvää. Oire tästä näkyy vaikkapa tämänpäiväisestä pikku uutisesta [2].

Toinen evoluution koejärjestely on tapahtunut pimeimmässä Afrikassa, Kongo -joen mutkassa. Siellä elävät leppeää elämäänsä bonobosimpanssit (sikäli kuin pystyvät karttamaan ihmisapinan julmuuksia ja ympäristöterroria). Niitä voisi kutsua vaikkapa paratiisin asukeiksi, sillä tuskinpa minkään muun nisäkäslajin elo on yhtä auvoista. Koejärjestelyyn kuuluu kaksi osaa. Ensinnäkin naaraat käyttävät muodollista valtaa. Ne ovat joutuneet maksamaan siitä myös hinnan, sillä bonobolaumassa rehottaa vapaa seksi. Naaraat ovat joutuneet luopumaan seksuaalisesta vallastaan muodollisen valtikan saadakseen.

Nämä ovat siis ne eväät, joiden perustalta tätä ulkoministerinimitystäkin pitäisi arvioida.

Niin se kolmas väärinkäsitys. Se on ajallisesti nuorin ja sai alkunsa rahan keksimisestä vain muutama vuosituhat sitten. Ilmiö on niin nuori, ettei evoluutio ole ehtinyt siihen reagoida, vaan sallii edelleen ihmislajin arvottaa rahan terveyden edelle. Tämähän ei voi olla mitenkään kestävä yhtälö, mutta niin vaan naarasliikekin palvoo pelkkää rahaa. Ellei näin olisi, meillä olisi jo otettu tasa-arvopolitiikan tavoitteeksi miesten ja naisten elinaikojen tasaaminen. Sellaista ei ole edes näköpiirissä, vaikka meillä on uros alan ministerinä. Ainoa kiinnostava tavoite on rahojen tasaaminen.

Juhlapuheissa toki muistetaan puhua terveydestä ja tänäisen Iltalehden pääkirjoituksen [3] mukaisesti julistaa, että terveys on ihmiselle tärkein asia. Eihän se nyt vaan niin ole. Ihmiselle tärkein asia näyttää olevan raha. Rahaa pidetään vielä terveyttä tärkeämpänä inhimillisenä ominaisuutena.

El nuevo presidente promete respetar los intereses de todos los países y garantizar que nadie pierda en las negociaciones.

Los jefes de Estado y de Gobierno de los 27 eligieron hoy de manera unánime como imagen de la Unión Europea en el mundo a dos políticos de bajo perfil, poco conocidos y con escasa experiencia diplomática.

El primer ministro belga, Herman Van Rompuy, un democristiano de 62 años, será el primer presidente permanente del Consejo Europeo. Y la baronesa británica Catherine Ashton, una laborista de 53 que en la actualidad es comisaria de Comercio, sustituirá a Javier Solana al frente de la diplomacia europea y será vicepresidenta de la Comisión. Su elección es también una respuesta a las críticas por la escasa presencia de mujeres en altos cargos en la UE.

Con estos nombramientos, los líderes europeos renunciaron a la posibilidad de dotarse de representantes de peso internacional, capaces de “detener el tráfico” en los países a los que viajen, como pedía el ministro británico de Asuntos Exteriores, David Miliband. Esta opción estaba representada por la candidatura del ex primer ministro británico, Tony Blair, defendida por Reino Unido. Pero no prosperó por la reticencia de los mandatarios europeos a verse eclipsados por una figura protagonista, y también por el rechazo que generaba la propia figura de Blair, sobre todo por su papel protagonista en la guerra de Irak.

Finalmente, fue la renuncia de Reino Unido a colocar a Blair la que permitió encauzar las negociaciones, que se habían empantanado en los últimos días, y desbloquear rápidamente el acuerdo. A cambio, el primer ministro británico, Gordon Brown, logró para su país el cargo de Alto Representante de la Política Exterior, dejando fuera de la carrera a nombres como el ex primer ministro italiano Massimo D’Alema o el ministro español de Asuntos Exteriores, Miguel Ángel Moratinos. Pero en lugar de una figura respetada como Miliband, designó para el cargo a Ashton, con apenas un año de experiencia diplomática.

El primer ministro sueco, Fredrik Reinfeldt, cuyo país ocupa la presidencia de turno de la UE, explicó que todos los jefes de Estado y de Gobierno le habían pedido que el presidente fuera “un líder que deje espacio a todo el mundo, que escuche a todos, y que cree ganadores y no perdedores”. “Buscábamos personas que contribuyeran a la continuidad, que ayudaran a ponernos de acuerdo, que fueran la voz, la cara y la presencia de Europa en todo el mundo. Y creo que lo hemos logrado”, dijo Reinfeldt.

“Creo que sería imposible haber elegido mejor”, afirmó por su parte el presidente de la Comisión Europea, José Manuel Durao Barroso. Para Barroso, la designación de Van Rompuy es un “tributo” al “trabajo de Bélgica y el apoyo constante que este país ha dado a nuestro proyecto común”. Y el nombramiento de Ashton demuestra que Reino Unido “sigue en el corazón de Europa”.

El presidente de la Comisión aseguró además que el nuevo cargo de Alto Representante resuelve la duda del ex secretario de Estado de EEUU, Henry Kissinger, sobre a qué teléfono llamar cuando se quiere hablar con Europa. “Ahora no hay duda, el secretario de Estado de EEUU debe llamar a Cathy Ashton porque ella es nuestra ministra de Exteriores. Tenemos una persona que representa a la UE en Asuntos Exteriores con plena legitimidad”, subrayó Barroso. En el resto de casos, el presidente de la Comisión insistió en que la UE es una unión de Estados y por tanto tiene un sistema “más complejo”.

El presidente francés, Nicolas Sarkozy, no dudó en calificar de “excelente elección” el nombramiento de Van Rompuy, de quien elogió su “voluntarismo” y la “habilidad” que ha tenido para lograr acuerdos en su propio país. “No es una elección por defecto”, llegó a decir Sarkozy saliendo al paso de quienes critican el bajo perfil y la discreción del belga.

Para el primer ministro británico, Gordon Brown, la elección de Catherine Ashton implicará que se lleva “la voz británica alta y clara” y garantizará que Reino Unido seguirá estando “en el corazón de Europa”. “Representará a Europa en la escena internacional, en las negociaciones con Estados Unidos, India, Rusia y otros países y será vicepresidenta de la Comisión Europea, dándole a una voz a todas las propuestas del Ejecutivo comunitario”, resaltó Brown.

Por su parte, el presidente del Gobierno, José Luis Rodríguez Zapatero, celebró que la nueva jefa de la diplomacia europea sea una mujer, pero asumió que los Veintisiete tendrán que trabajar para “fortalecer su proyección internacional”. Del primer presidente permanente del Consejo Europeo, Zapatero destacó que procede de un país fundado de la Unión, es “europeísta” y que ha demostrado una “capacidad de unir voluntades que no se recuerda en Bélgica en mucho tiempo”.

Todos los mandatarios elogiaron el trabajo desempeñado en los últimos años por Javier Solana al frente de la diplomacia europea.

- Respetar los intereses de todos.

En su primer discurso tras ser nombrado presidente, Van Rompuy, que dijo lamentar verse obligado a dejar la dirección de su país, se comprometió a escuchar y respetar los intereses de todos los Estados miembros en cualquier negociación y a garantizar que ningún país se sienta derrotado cuando se llegue a un acuerdo. El primer ministro belga aseguró que seguirá siendo “discreto” y trabajará para favorecer el consenso respetando a los adversarios.

“Respetaré las sensibilidades y los intereses de todos. Incluso si la unidad es nuestra fuerza, la diversidad sigue siendo nuestra riqueza. Cada país tiene su propia historia, su propia cultura, su propia manera de hacer las cosas. Puede que viajemos hacia el mismo destino, pero cada uno llevará diferentes maletas. Negar esto sería contraproducente. Sin respetar la diversidad no podremos avanzar en la unidad”, dijo Van Rompuy.

Por ello, el primer ministro belga aseguró que trabajará para lograr que todos los países salgan “victoriosos” de cada negociación. “Una negociación que acaba con una parte derrotada nunca es una buena negociación. Como presidente electo del Consejo escucharé cuidadosamente a todo el mundo, y garantizaré que nuestras deliberaciones se traduzcan en resultados para todo el mundo”, apuntó.

Van Rompuy rechazó las críticas al oscurantismo y la falta de democracia en el proceso de selección de los nuevos cargos. Explicó que ha sido elegido de acuerdo con un Tratado democráticamente aprobado y nombrado por 26 líderes democráticamente elegidos. Al ser preguntado por su supuesta oposición a la entrada de Turquía en la UE, el nuevo presidente dijo que sus opiniones personales son “irrelevantes” en el nuevo cargo y que ahora trabajará únicamente para conseguir el “consenso”.

Por su parte, la nueva Alta Representante de la Política Exterior aseguró que llevará a cabo una “diplomacia tranquila” siguiendo la línea marcada por su antecesor, Javier Solana, y por la comisaria de Relaciones Exteriores, Benita Ferrero-Waldner, a los que rindió homenaje por su trabajo.

Ashton se defendió de las acusaciones de que el hecho de ser mujer ha sido un factor de peso en su nombramiento. “Para los hombres, el hecho de ser hombres siempre les ha favorecido para obtener los trabajos que han hecho”, dijo. “Estoy orgullosa de que se haya reconocido que las mujeres son tan capaces de ocupar los cargos importantes en Europa como cualquier hombre”.

También argumentó que su experiencia previa como ministra de Justicia y como comisaria de Comercio le capacitan para el cargo de jefa de la diplomacia europea, y se definió como una “negociadora”.
