They announced that all precautions had been taken in ensuring the safety of children on the streets and that further controls will be added.

Čađo highlighted the excellent levels of cooperation between Public Security Centers and schools, and announced during a visit to “Jovan Jovanović Zmaj” Elementary School that further projects of prevention were underway: “We have police officers who are spending time in schools in scope of their daily duties”.

Meanwhile, Herzegovina-Neretva Canton (HNC) Ministry of Interior has issued traffic safety measures and directions to motorists, aimed at protecting children on the roads. Tomo Lučić, HNC MoI Inspector, said: “We have already made weekly and monthly operative plans for prevention with the management of the elementary schools. First-graders will be working on pedestrian safety, which is very important for them”.

Part of this effort will see police patrols included in all schools. Lectures on pedestrian safety will be carried out throughout the school year alongside the organizing of children’s patrols who will distribute leaflets on the importance of observing traffic regulations.

Also visiting schools as part of an effort to tackle problems regarding public peace and order, crime and deviant behavior was RS Police Director, Uroš Pena. He stated that police officers would be present in all schools to explore problems relating to the issue.

Brčko, 11 August 2009 – The Head of Brčko District Police, Goran Lujić, announced the findings of an analysis of the security situation in the district during the last six months at a press conference last week. He stated that the crime rate had increased by 5%, although the number of burglaries had dropped and car thefts had fallen. The findings also indicated a fall in the number of car accidents. However, the casualty rate remained the same. Drug abuse in the district though is on the rise with figures showing a 33% increase over the last six months.

While the recent statistics released by the Brcko District Police indicate an increase in crime, the situation in the RS seems somewhat better.

The RS Ministry of Interior (RS MoI) has been demonstrating a greater capacity in its fight against economic crime, which it is now considering a high priority. Uros Pena, Director of the RS Police told press in Banja Luka that the number of reports filed for these types of crime in the first six months of this year had fallen by 8.2% compared to the same period last year, with 225 reports being filed against 297 people. The RS MoI, however, witnessed an increase in the number of criminal acts linked to admissions for loans, and has accordingly initiated and undertaken specific activities and measures to uncover and prevent such cases of economic crime.

The Chief of the General Crime Department of Public Security Center East Sarajevo, Zeljko Maricic, stated that the first six months of 2009 had seen a 16.75% drop in the number of criminal acts registered in the area compared to the equivalent period of the previous year. The police successfully resolved 83.64% of the 400 criminal acts registered thus reporting 331 people to the prosecutor.

Banja Luka, 27 August 2009 – Kees Klompenhouwer, EU Civilian Operations Commander, met today with Republika Srpska Interior Minister Stanislav Čađo to discuss cooperation between the Republika Srpska Police and the EU Police Mission to BiH (EUPM). This comes on the back of the announcement that the EUPM will be continuing to operate in BiH for a further two years.

Outlining the EU’s commitment to BiH, he explained: “This is proof of the continued strong support the EU is giving to Bosnia and Herzegovina”. Klompenhouwer stressed that providing the local police with support in the fight against organized crime represents a central tenet of the EUPM’s extended mandate. He pointed to the recent successful anti-drug trafficking operations as indicators of how much has been achieved of late.

In describing the outcome of his discussions with Čađo, he said: “We agreed to continue our good cooperation as partners and work together in the fight against organised crime in order to make that fight even more successful”. He went on to underline the need for “systemized cooperation” between the police, prosecution, courts and penitentiary at all levels, and that the EU would be ready to fully support this approach.

Klompenhouwer, working under the strategic direction of the Political and Security Committee and under the authority of Javier Solana, is also Director of the Civilian Planning and Conduct Capability (CPCC) of the General Secretariat of the European Council. The CPCC was established in 2007 and comprises Council officials, senior police and national experts in rule of law and support services.

Sarajevo, 28 August 2009 – EU Civilian Operations Commander, Kees Klompenhouwer, paid an official visit to Bosnia and Herzegovina this week to assess the work of the European Union Police Mission (EUPM) and the current levels of cooperation between the mission and security sector actors in BiH. The visit comes after the European Council confirmed it will be extending the EUPM’s mandate by a further two years.

On Wednesday, Mijo Krešić, Deputy Minister of Security for BiH met with Klompenhouwer, alongside EUPM Chief Stefan Feller, to discuss ways of improving and strengthening cooperation between the Ministry of Security – and the wider security sector in BiH – and the EUPM.

Following his meeting with Krešić, Klompenhouwer was in Banja Luka on Thursday to meet with Republika Srpska Minister of Interior, Stanislav Cađo, to discuss the levels of cooperation between the EUPM and the RS Ministry of Interior. He stressed that a lot had been achieved in the fight against organized crime, notably in the recent successful operations against drug trafficking, and that both had agreed to continue their work as partners in the continued fight against organized criminal activity.

He explained: “A functioning justice system requires systemized cooperation, coordination and frequent information exchange between the police, prosecution, courts and the penitentiary on all levels. We want all of these actors to work together to that end in a pragmatic way. And we stand ready to support that cooperation”.

Klompenhouwer wrapped up his visit to BiH on Friday with a meeting with EUFOR Commander Major General Stefano Castagnotto. Also attending the meeting was EUPM Chief Stefan Feller. Key discussions were held concerning the current situation in the country in conjunction with the importance strategic planning holds for the conduct of all civilian crisis management operations. The meeting further underlined how both the EUPM and EUFOR mutually seek a comprehensive approach to European integration for BiH.

In August 2007, Kees Jan Rene Klompenhouwer was appointed as EU Civilian Operations Commander assuming command and control of the conduct and planning of all the EU’s civilian crisis management operations. As Director of the Civilian Planning and Conduct Capability (CPCC) which is mandated to plan and conduct European Security and Defense Policy (ESDP) operations, Klompenhouwer also works in close cooperation with the European Commission and under the political and strategic control of the European Council’s Political and Security Committee.

Since his appointment in 2007, the EU has deployed civilian missions to Kosovo, Georgia and Guinea-Bissau, while continuing its active civilian operations in Moldova, the Democratic Republic of Congo, Iraq, Afghanistan and the Palestinian Territories.

Sarajevo, 1st July 2009

At the beginning of June 2009, schoolchildren from both entities of BiH made the journey to Bosnia and Herzegovina’s coastal town of Neum to take part in Neum Festival of Knowledge 2009. Around 60 children competed against each other in the fields of geography, maths, physics, biology, chemistry and information technology. The festival provided the children with the opportunity to compete against, meet, and share knowledge with their contemporaries from around the country whilst enjoying leisure activities set aside by the festival organisers.

Being partly supported by the OSCE Mission to Bosnia and Herzegovina, the festival is now in its 11th year of existence. Support from the OSCE, alongside other actors, has helped support and promote the festival and its endorsement of learning for primary school children from all around BiH.

Starting each morning and finishing in the early afternoon, the 18 teams of students gathered in a conference room in Hotel Zenit to participate in group-based tests and assignments. The tests were developed and prepared by professors and assistants from universities in both Sarajevo and Banja Luka who are all experts in their fields. The professors and experts also served as the panel for the festival.

The afternoons allowed the schoolchildren the time to enjoy the sunny weather on the beach, alongside activities set aside for them such as beach volleyball, swimming, basketball, chess matches and various team building games. The festival concluded with a prize-giving ceremony and final event recognising and rewarding all of the participants for their efforts, with various trophies and cups awarded to the winners of their competitions.

………………………………………………………………………………………………………………….

The title of the multi-faceted project Where Everything is Yet to Happen (WEIYTH) – starting off in Bosnia-Herzegovina in the framework of SpaPort Biennial 2009/10 – contains references to duration, location and variables of an expected event. These ‘uncertain parameters’ are located between a past that does not offer, in Badiou’s terms, an event to which we would bind ourselves to fidelity, and a future from which one expects precisely that – the “miracle” of event.

Although Bosnia-Herzegovina is the starting point of the project – with its perpetuating state of political ‘temporariness‘ resulting from the still unresolved ethnic tensions and war traumas, the lack of consensus on the basic geopolitical ‘constitution’ and the unending protectorate of the ‘international community’ – it is by no means the only ‘place of expectation‘. On the contrary, the project seeks to subvert the view of Bosnia-Herzegovina and the Balkans as the an¬tithetical periphery of Europe, and refuses to exoticise it as a ’space of conflict’. Rather, it establishes it as an originating point of the gaze for reflecting on the urgency to rethink the notions of future, community and co-existence beyond the dominant models of ethnopolitics and of the nation-state, both in ‘transitional’ as well as Western, ‘advanced’ neo-liberal democracies .

The 1st chapter of the project, the exhibition “Can you speak of this? -Yes, I can”, takes its cue from Agamben’s essay “On Potentiality’ and his referece to Anna Akhmatova’s introduction to her poem Requiem, in which she recounts how, while waiting in line in front of the Leningrad jail during the Stalin purges, a woman suddenly asked her if she could “describe this”. To this request to articulate the horror that surrounded them, the poet answered affirmatively. As Agamben notes, “I can” here does not mean a conviction of the posses¬sion of certain capacities that guarantee success in ‘describing’ the indescribable, but a radical acceptance of the experience of potentiality – “[which] is, nevertheless, absolutely demanding”.

By appropriating the question and its explicitly affirmative answer, the first chapter of the project WEIYTH is a way of setting up a stage for potentiality, one where “speech”, but also a refusal to speak can take place – first of all by asking the basic question of what art can, and must, speak about in complex political environments such as BH, specifically the Republic of Srpska, without taking a form of yet another ‘post/pre-emergency’ biennial.

Answering this question emerges on the basis of curatorial ‘complicity’ – by the involvement of a group of co-curators the initial starting points of the project were further articulated, accentuated or questioned, and new ones instigated, evolving into a polyphonic structure that opens up space for several points of departure for the future of the project which is itself in constant mode of becoming.

”Can you speak of this? -Yes I can‘ is an elaboration of some of the themes and moments which have come into being gradually through the multidirectional communication among curators and artists, that reinforced its “diagnostic” and ”analytic” capacity, forming the exhibition as an initial projectthe¬saurus comprised of a series of topics and questions related to the issues of complicity, collaboration, politics of language, belonging, culturalization of politics, the potential of non-essentialist forms of community and finally, the audacity of speech as a form of thepolitical.

The exhibition is accompanied by a publication with contributions by the artists, curators and co-curators.

Last winter, some media in Sarajevo praised Boris Tadic like a national hero when he gave political

Last winter, some media in Sarajevo praised Boris Tadic like a national hero when he gave political support for a gas deal between BH Gas and Srbijagas. This occurred while Bosnia like other countries in the region were cut off by Russia. For some reason, some media published news that Boris Tadic “gave gas to frozen Sarajevans” while really Srbijagas sold gas (at quiet a high price) to BH Gas. Thus, Tadic was once again portrayed by Sarajevo media as a “true Bosnian”, a “Sarajevan who did not forget his city” etc. Even Senad Hadzifejzovic, the once popular war journalist in his “Centralni Dnevnik” on Hayat TV praised and thanked Tadic for giving Sarajevo gas.

Most Sarajevans, make a mistake thinking that everyone who is born in Sarajevo is automatically a good guy. When referring to the 4-year long siege, they call the Bosnian Serb Army – “those on the hills” or simply call them “rednecks”. Quickly they forget, that the Bosnian Serb Army soldiers “on the hills” where infect mostly people born and raised in Sarajevo, the masterminds of the Bosnian Genocide wer well educated Serbs and former Sarajevans: Karadzic (psychologist ), Koljevic (Shakespeare expert), Plavsic (Biology professor) to name a few. A couple of Seselj’s Chetnik “Vojvodas”(Dukes) were Sarajevo Serbs.

We also should not forget that Tadic’s father is Ljubomir Tadic, one of the authors of the “Memorandum SANU”, the Bosnian final solution written by the Serb Academy of Science and Arts.

Lastly, Tadic is a manipulator. He is a liar. He has been interfering in Bosnian affairs since he came to power. For years he claims that Serbia is doing everything in it’s power to arrest Mladic, but evidence has shown that Mladic was hiding in Serbian Army military bases while Tadic was Minister of Defence. In June this year, the Republika Srpska Assembly brought a declaration against the powers of the international community’s Office of the High Representative and the transfer of powers from the entity to the state government. While many criticized this decision, Tadic quickly came to Banja Luka where he met Milorad Dodik and stated:

”Serbia does not accept any policy of imposing solutions. Anybody who wants stability in the area of the western Balkans and Bosnia and Herzegovina wants to avoid the situation in which a legitimate decision of citizens’ representatives are abolished,”

In September this year, Tadic opened a school in Pale, financed by Serbia and named “Serbia” (Pale was the headquarters of Radovan Karadzic during the aggression). Tadic defended opening this school with this name in Bosnia by saying: “I proposed building a school, for example, in Raška or Sandžak, which would be called ‘Bosna’. I’d happily attend its opening,” he explained.

We doubt however that he would open a school in Raska called “Kosova”.

http://de.wikipedia.org/wiki/Banja_Luka

Prosvjetni radnici u srednjebosanskom kantonu najavljuju štrajk!

Riktigt stiligt.

Miki and I have just returned from our travels around Cadiz and Portugal, but more words and pics fr

Miki and I have just returned from our travels around Cadiz and Portugal, but more words and pics from that adventure later. Arriving back at our other place in Albir last week, Miki visited family and I flew to the UK from Alicante and began a crazy 36 hours, where I visited no less than 7 countries! Incredibly it was all in aid of 2 one hour shows, one in Banja Luka, Bosnia, ( a festival supporting Uriah Heep) and one near Bremen in Germany, with BC Sweet.

My journey: Fly from Alicante to Stansted Thursday night and overnight at the airport Hilton, then fly from Stansted to Graz in Austria on Friday with the rest of the band, where we were picked up and driven 600 kilometers through Austria, Slovenia, Croatia, and finally Bosnia, arriving at the gig around 10 pm at night. getting out of the bus, I promptly threw up under a tree, and wondered if I would make it onto the stage. after leaving the lads to soundcheck, the driver took me to our hotel (or so I thought – more on that later) where I had a wash and exactly 10 minutes sleep to try and jump start my system. Somehow, it worked, and I returned to the gig in time to be interviewed for Bosnian TV and get on stage for the televised show. See a couple of songs from the show by visiting our My Space videos.

Following a shaky, but surprisingly energetic performance, we were whisked off to the hotel, to find that we were not booked in at all. Apparently, I had been given a room at random after surrendering my passport – a move I was starting to view as unwise….

I managed to get my stuff out, and reclaim my passport, and we all went off, exhausted, into the night to search for a hotel, eventually finding sleep in the imaginatively-named Hotel Bosna. After an early breakfast, we were sheperded onto the road again and driven for a further 4 hours to Sarajevo, which thankfully now has a crater-less runway, and we flew to Cologne in Germany, landing an hour late around 7pm Saturday evening. We had a three hour drive ahead of us, and an onstage time of midnight, which somehow, we managed, even turning in a good show. The other lads drew the short straw, and after just having time to shower, headed back into the night at 2am, driving to Dusseldorf in order to fly to Stansted at 6am Sunday morning. I fared better, having a positively leisurely 10am breakfast, and was driven the 2 and a half hours to Paderborn airport, eventually arriving back in Alicante at 9pm Sunday night. And they call this the glamorous life!
