Delegasi Indonesia menolak usul negara-negara maju mengaudit pelaksanaan progra, penurunan emisi 26 persen, sebagai bahan analisis rencana pemberian bantuan untuk target 41 persen. Alasannya, proyek itu bersifat sukarela dan pada persoalan kedaulatan.

Juru bicara delegasi RI, Tri Tharyat, di sela-sela sidang hari keempat Konferensi Perubahan Iklim 2009 mengungkapkan hal itu. “Bagaimana bisa konsultan asing datang lalu meminta data dan informasi yang tidak seharusnya,” katanya, Kamis (10/12).

Namun, Indonesia terbuka apabila negara maju bermaksud mengaudit rencana penurunan emisi 15 persen, yang merupakan selisih antara 41 persen dan 28 persen. Poin ini belum ada pemecahannya karena negara maju menginginkan ada kejelasan terhadap pencapaian 26 persen.

Sebelumnya, kelompok negara payung atau Umbrella Group (di antaranya AS, Australia, Norwegia, Jepang, Rusia, dan Eslandia) menegaskan perlunya target penurunan emisi gas rumah kaca penyebab pemanasan global dengan prinsip terukur, dilaporkan, dan bisa diverifikasi (MRV). Bukan hanya negara-negara maju yang diwajibkan, melainkan juga terhadap negara berkembang, sekalipun bersifat sukarela.

Langkah itu dinilai diperlukan untuk mencapai pembangunan yang rendah emisi karbon.

“Indonesia dalam posisi berbeda terhadap kewajiban yang diusulkan diterapkan bagi negara berkembang,” kata Tri. Sesuai Rencana Aksi Bali (BAP) yang disepakati pada COP-13 di Bali, Desember 2007 lalu, negara maju yang wajib melap[orkan emisi dan rencana penurunan targetnya.

Pada jumpa pers pertama Indonesia, Ketua Negosiator RI Rachmat Witoelar mengungkapkan, penurunan emisi secara sukarela sebesar 26 persen pada 2020 dari posisi saat ini besarnya sekitar 0,7 gigaton karbon dioksida (CO2). Namun, Indonesia tak menjawab detail pertanyaan media asing mengenai perincian data dan anggaran yang dibutuhkan untuk rencana tersebut.

Informasi dari anggota delegasi, keengganan Indonesia mengeluarkan cara pencapaian target itu karena belum dikonsultasikan resmi kepada Presiden Susilo Bambang Yudhoyono.

MRV jadi ganjalan

Perdebatan soal audit (MRV) program mitigasi di negara berkembang semakin tajam setelah muncul usul Denmark yang menyebutkan, negara berkembang wajib menurunkan emisi sebatas mereka mampu. Namun, hal itu tidak berlaku bagi negara-negara miskin dan negara pulau-pulau kecil yang tergabung pada Aliansi Negara-negara Pulau kecil (AOSIS) sebanyak 43 negara.

China, sebagai salah satu negara berkembang sangat pesat, menolak usulan wajib menurunkan emisi. Mereka sukarela menyampaikan program penurunan emisinya. Menurut Tri, posisi kelompok G-77 adalah menolak usulan yang mewajibkan penurunan emisi nasional.

It’s like all attacks on orthodoxy — if a criticism contradicts a tenet of faith it’s not only inapplicable but invalid!

Ask Barack Obama about that one right now, ask any Israeli or Palestinian, ask a Urighur or even the Dalai Lama. But hey, why not ask yourselves about your Poetry Faith too, the cards you carry as a Poet, the cabals and clubs and cartels you belong to, the schools, schedules, scores, deals, bonds and promisory notes you honor, even as poets? Ask around your Department, for example, or ask down the corridors of poetry power. Because even when there are such good people involved in such good work, so much good will and so many good reasons to make sense out of such good, good intentions, in Alabama, Chicago or the Upper West Side — oh, watch the Big Sheriff in you take over, the Travis Nichols right under your big cowboy hat and the “peacemaker” strapped to your hip.

Let’s look at this.

If the tenet of faith is that guns make you free, then guns are a non-negotiable matter. If it’s a tenet of faith that sex is bad then sex-education is a non-negotiable matter. If it’s a tenet of faith that men have a much higher sex drive than women, as it is in a great many cultures in the world today, including where I live, and that true men are truly driven by sex, then you get boys taken by their fathers to brothels at 14 while the mothers wait at home with the daughters until they can be married off as pure virgins–and the crowning irony of that absurd tenet of faith is that in addition to brothels on every street corner you get men who are butterflies and women who run the whole show!

The tenet of faith in American poetry is that the true poet is the product of not just higher but higher and higher and even higher “learning,” and that the more a poet pays (or gets paid) for it the more right he or she has to be called “successful,”  and the final arbitrator in doctrinal disputes!

Anyone who suggests that the poets, critics, editors or publishers who are running this extravagant industry are self-interested, or even, God-forbid, in it for profit or life insurance, is considered not a real poet. Indeed, I myself have been mocked as a jealous “loser” a number of times, and dismissed as “the product of a willful misunderstanding of the process of editing and publishing poetry in America!”

And you know who used those specific words? A famous contemporary “poet” and “critic” who is also involved in the business of getting poets published. [click here]

And you know where she spoke those words? In Poets & Writers magazine, that bastion of our contemporary Faith in exactly what sort of training you need to get published in America today, plus the retreats, conferences, camps, travel groups, summers abroad in castles and wine tastings and weekends you have to attend– and what they cost!

But you say you think the son should at least wash the dishes before he goes out to the brothel at 14 with his father?

Just ask the mother for an answer to even that question. “You must be joking,” she’ll reply. “Any true mother would keep her daughter carefully cleaning as well as clean at home so she can attract a true man for a husband!”

So that’s a problem, both for the sex where I live and for poetry in America.

Yes indeed, ‘tenets of faith’ always polarize, always lead to intolerance, always lead to abuse.

There’s nothing wrong with virginity per se, of course there isn’t, any more than there’s anything wrong with sex. But oh the heart-ache when too much stock is placed in either!

There’s nothing wrong with training poets either, even in castles, it’s just when you make a religion out of it, install priests at all the altars, and charge an entrance fee not only to get into church but heaven!

And, of course, excommunicate those who say it ain’t necessarily so or, God forbid, come up with some statistics that don’t quite fit in like Seth Abramson!

Sables bitumineux

Une décision imminente de Québec ouvrirait la porte au pétrole des sables bitumineux de l’Alberta

Québec, le 12 novembre 2009 – Alors que le ministère du Développement durable, de l’Environnement et des Parcs s’apprêterait à donner le feu vert à une composante du projet Trailbreaker, Équiterre et Nature Québec demandent à la ministre Madame Line Beauchamp de soumettre le projet à une enquête du Bureau d’audiences publiques sur l’environnement (BAPE).

En mai dernier, et malgré une vive opposition de résidents de Dunham, la Commission de protection du territoire agricole autorisait l’usage de terres à des fins autres qu’agricoles pour la construction d’une station de pompage sur l’oléoduc Montréal-Portland, une composante essentielle à la réalisation du projet Trailbreaker.

Par ailleurs, la direction de la Montérégie du MDDEP est à analyser une demande d’autorisation de Pipe-lines Montréal ltée., requise pour la réalisation de son projet en vertu de l’article 22 de la Loi sur la qualité de l’environnement. D’autres composantes de ce projet seront aussi vraisemblablement autorisées de façon isolée.

De l’avis des co-demandeurs, le processus actuel d’autorisation à la pièce des diverses composantes du projet Trailbreaker ne permet pas de bien en saisir les enjeux et d’en évaluer les impacts. Selon Hugo Séguin, coordonnateur aux Choix collectifs d’Équiterre, «seule une enquête indépendante du BAPE donnerait au gouvernement du Québec les éléments nécessaires à une prise de décision éclairée». Christian Simard, directeur général de Nature Québec, ajoute qu’«un débat doit être entrepris sur la raison d’être de ce projet dans le contexte énergétique québécois que l’on connaît et pour évaluer les répercussions que ce projet pourrait avoir sur le bilan québécois des émissions de gaz à effet de serre».

M. Séguin d’Équiterre s’étonne de voir le gouvernement du Québec dire une chose et s’apprêter à faire son contraire «Le gouvernement du Québec dit vouloir être un leader en énergies renouvelables et en même temps, il pourrait autoriser la venue au Québec d’un pétrole hautement polluant(1). On doit faire preuve de cohérence et ne pas se faire complices de la destruction environnementale qui se passe en Alberta».

Rappelons que le projet Trailbreaker de la société Enbridge prévoit l’envoi de plus de 200 000 barils par jour (b/j) de pétrole provenant des sables bitumineux de l’Alberta vers Montréal-Est. Une partie de ce pétrole, environ 80 000 b/j, pourrait y être raffiné et le reste serait acheminé à Portland dans l’état du Maine via l’oléoduc Montréal-Portland qu’exploite Pipe-lines Montréal ltée.

(1) Les émissions de GES du cycle de vie complet d’un baril de pétrole (du puits aux roues) sont de 10% à 40% plus élevées pour un pétrole provenant des sables bitumineux que pour un pétrole de source conventionnelle. Cette différence est mesurée aux étapes d’extraction, de valorisation et de raffinage.

Pimpii hanya mampu berdoa agar ‘lakon’ ini segera berakhir.  Layar panggung di turunkan, para pelakon kembali ke peran asalnya, sutradara meletakkan naskahnya, penonton bubar menjalani ke kehidupan nyata, lampu panggung dipadamkan.   Penonton, pelakon dan sutradara sama-sama tertidur nyenyak dan bangun keesokan harinya dengan semangat baru menyongsong kehidupan yang lebih berarti dan seluruh pelakon-pun mendapat ‘bayaran’ yang sesuai dengan perannya masing-masing.

Sometimes in my reading foodie stuff, whether through a book or online or a magazine, I come across some quirky food words that make you scratch your head as to what the heck they are, until the definition helps shed some light.  See what I mean below.

bap: A soft yeast roll with a characteristic floury finish. Baps are popular in Scotland as hot breakfast rolls.

cake comb: A flat, small (usually 5- by 5- by 4-inch), triangle-shape tool, generally made of stainless steel.  Each of the three edges has serrated teeth of a different size. This tool is used to make decorative designs and swirls in the frosting of a cake.

fugu: [FOO-goo] The Japanese name for certain species of puffer fish or blowfish, which, though considered delicacies, contain a poison so toxic it can kill.  It’s so imperative that fugu can be cleaned and prepared properly that entire books have been written on the subject.  In commercial Japanese kitcens, where this fish is used in both sashimi and nabemono preparations, only qualified cooks may deal with fugu.

grog: A hot drink made with rum, a sweetner such as sugar or honey and boiling water. Grog is served in a ceramic or glass mug and often garnished with a slice of lemon and a few whole cloves.  It has long been considered a curative for colds but is generally consumed simply for its pleasure- and warmth-giving properties.

Hangtown Fry: This dish is said to have been created during the California Gold Rush in a rowdy burg called Hangtown (now Placerville) because of the town’s frequent hangings. It consists of fried breaded oysters cooked together with eggs and fried bacon, rather like an omelet or scramble.

So the next time you go out for a meal, ask your waiter if you can start with a bap and a cup of grog followed by a fugu appetizer and the Hangtown Fry dish and finished with a cake comb decorated cake!
