<p>Barack Obama has surely heard of Bangalore, but I am not certain if he has heard of Kannada and Karnataka. But like the way he has entered the folklore of languages and regions of the globe he has perhaps never heard of, he has entered the Kannada world too. Hope, like light, travels quickly and Obama, who has been its unrivalled mascot in recent months, has travelled along. What is truly special about his entry into the Kannada milieu is his breaking into the fictional space by way of a distant superhuman character in a short story. He is seen as the master of economic destinies and the narrative, in which there is no let up on irony, unfolds in a remote unnamed village of Mysore district.</p>
<p>This story, by a little known writer called Tukaram S., was published in a popular monthly magazine called <em>Mayura</em> (a Deccan Herald group publication) recently, and what caught my attention in the first instance was its stark title &#8211; &#8216;Circle AaLu mattu Obama&#8217; (Circle Coolie and Obama). I first mistook it to be a story on the familiar theme of social discrimination, but soon realised that it shunned the beaten track.</p>
<p>I wish I had translated this 3,000-word nugget and sent it to Prime Minister Manmohan Singh before he left on a state visit to Washington DC. When there is an undercurrent of mistrust in the Indo-US relationship, Singh would have had a marvellous occasion to tell the American president yet again that &#8220;all my countrymen deeply love you and here&#8217;s proof of it.&#8221; The last time, when Singh uttered the &#8216;love&#8217; line to George Bush, he had had to scurry around for proof. It is one thing for a leader to get into regular journalistic prose or hurried texts of contemporary history, but to get into fiction is, arguably, a deeper penetration into the consciousness of a culture. And that seems to have happened early for Obama, almost at the speed of his Nobel prize. I am pretty certain that the Chinese or even Pakistani fictional writers aren&#8217;t so generous with Obama yet.<br />

The first time I realised that Obama can make an interesting &#8216;character&#8217; was when my brother, living in the US, had played around with Obama&#8217;s jumbo ears for a poster during the 2008 presidential campaign, to make him look like Mickey in Disneyland. However, the Obama fantasy in Tukaram&#8217;s story is of a different variety.</p>
<p>So, what is this story about?</p>
<p>This is a tale of a lazy, laid-back village that gathers pace and begins to transform wholesomely after a bus service is introduced to connect it with the city (Mysore). Once a &#8217;seamless&#8217; contact is established between the city and the village, a good majority of the villagers are seen giving up their traditional vocations and turn coolies to serve the city. People who worked in the fields become construction workers, security guards, domestic servants etc. They empty out the village at the break of dawn and return only after nightfall, catching the last bus back, of course. The Sunday conversations at the &#8216;lazy benches&#8217; around the Peepal tree (araLi kaTTe) in the village changes colour. There is either a hushed exchange of &#8216;city adventures&#8217; or an active networking for better-paying jobs. In fact, the Peepal tree, a symbol of community dialogue, loses identity and gets denoted as a &#8216;circle&#8217;, around which the bus would take a sharp turn and park facing the direction of the city. The tale is poignantly told in figurative prose, using an acrid dialect of Kannada, specific to the Mysore-Mandya region (South Karnataka). The two main protagonists in the story are &#8216;Depot&#8217; Raja and Papaiah. While the loquacious and streetwise Raja is the &#8216;radical&#8217; experimenter who smells opportunity in the city, Papaiah is a passive protector of the independent value systems that have held the village together for ages. The characterisation is not so black and white as this urgent summary makes it out to be, because Papaiah, who opens a little tea stall after the bus starts plying, is himself an indirect beneficiary of the city contact.</p>
<p>Just sample some rather clumsy lines of translation to get a mild flavour of the story. Initially Raja tries to get the villagers excited about Mysore: &#8220;You dull heads, why are you getting so excited about the bus coming to the village? Have you ever got into it and been to Mysore? That city is facing the skies and growing like mad. You should see the roads there; each one is as smooth as washed and well-laid charcoal. Buses, cars fly like crows and leap like frogs. And those youngsters move around from one end to the other on their motorbikes like free-fall of dry leaves&#8230; Each road has rows of cloth shops. Ask for whatever colour and whichever size and for whomever &#8211; men, women, aged, fat or thin, you&#8217;ll get it in an instant. You can actually take off your old clothes, then and there, and walk out with a new pair.&#8221;</p>
<p>After the villagers have become familiar with the city and gone some distance, here&#8217;s an anxious conversation that takes place between Raja and Papaiah: &#8220;&#8216;There is truth in what you say Papaiah. Fridays and Saturdays are especially difficult. These fellows go in search of rotten things in the city. I see them in all kinds of places. They slip away and vanish the moment they see me. I don&#8217;t really mind what they do, but what if they contract some deadly disease and destroy the entire village? This is something that I really fear.&#8217; Papaiah picking up the cue, says: &#8216;That is why I keep saying that it is better to stay in the village, do coolie on our farms and eat humble gruel.&#8217;&#8221;</p>
<p>Even as we begin to think that the story is trying to tackle issues of migration; of villages turning into colonies of cheap labour; the crisis of a small farmer; the debilitating seductions of city-life etc., there is an unexpected twist rendered by the storyteller. He makes an intelligent connection to global recession and the propelling effects of the recent credit crunch. That is when Obama makes an entry.</p>
<p>One morning, two men get down from the bus and make enquiries about Raja&#8217;s house. The villagers get naturally curious as to who they are and about the purpose of their visit. It is revealed that they are from the bank that had given a loan to Raja to construct his house. Raja has defaulted on his payments for six months and they have come to serve him a notice: pay up immediately or face confiscation of the property. In other words, the foreclosure process is to begin. When the villagers ask Raja about this, he puts up a brave face and gives a splendid spin to his woes by giving a crash course in global economics: &#8220;It seems banks have been emptied of their money in America and other countries. They are apparently closing down banks everywhere. This is the reason why banks here too want to collect their money back. It is not about my defaulting the loan, the bank is just desperate to keep itself afloat and is hence pleading with me to repay urgently.&#8221; The moment Raja says this, there is a supporting voice from a man who has been working as a guard at a bank&#8217;s ATM machine in the city: &#8220;What Raja is saying is true&#8230; I have witnessed it myself. Not long ago a lot of young people would come to the ATM, draw money, stuff them into their pockets as if it was some puffed rice and go. But these days none of them is to be seen. There are no crowds at the ATM now.&#8221;</p>
<p>As the mood gets sombre Raja steps in to bring in some hope: &#8220;Don&#8217;t get panicky guys. The news has come that everything is getting alright. A blessed soul called Obama has become America&#8217;s president and he is about to set right things. There are too many machines called computers and all the money is apparently stuck in them. Besides, some people took away lakhs and lakhs as salary every month.&#8221;</p>
<p>When villagers want to have a date by which things would get normal, as many of them too have lost jobs, Raja speaks with a dash of confidence: &#8220;Obama is a good man, but he has just taken his chair. It is not like you guys making some space and sitting at this &#8216;circle&#8217; bench. The whole world is waiting with bated breath for him to sit down [in local idiomatic usage it would read 'waiting with drops of oil in their eyes']. Why don&#8217;t you give him some time? He is not a white man you see&#8230; The whole world is waiting to hear what he says today, then tomorrow and the day after. They are waiting for him to tell them where he&#8217;ll get the money and to whom he&#8217;ll give it first. When so many countries are waiting in the queue, why can&#8217;t you guys at the &#8216;circle&#8217; wait for a couple of more months. Your problem is not as severe as theirs.&#8221;</p>
<p>When Papaiah, who has become vary of Raja&#8217;s convoluted explanation, tries to bring the subject of the home loan back for discussion, Raja escapes the bait: &#8220;Why don&#8217;t you keep quiet Papaiah. If those American people loosen their wrists and start giving money, the problems of our country will be solved in a wink. Obama has been watching our country closely, after all he has a lot of respect for Gandhiji. He has been saying in his speeches that the land of the great soul would get priority. He has been giving a lot of salary to our boys working in his country. What else do you guys need?&#8221;</p>
<p>All of this conversation written in English may sound commonplace, but wrapped in the pungency of the local dialect and spiced in the untransportable idiomatic context, they let out a different aroma. Although Raja&#8217;s words may look contrived and designed to save himself from embarrassment in his immediate surroundings, the undertones of a globally connected world in the story cannot be missed. This story also reveals what has become a native ploy in recent years &#8211; when local affairs get too messy, hot to handle and complex, then blame it squarely on globalisation, the ubiquitous ghost. So, Raja&#8217;s problem with his home loan will not be solved by his immediate friends or elected members, but by a genie called Obama.</p>
<p>If Obama happens to hear about this story, a better idea then would be to discuss its nuances with India&#8217;s foreign minister S M Krishna instead of Prime Minister Singh. Not only is Kannada Krishna&#8217;s mother tongue, but he hails from the very area that this story is set in.</p>

<p><strong>The federal government spent $3.5 trillion during President Obama&#8217;s first year in office. This far exceeds the spending for any other first-year president. </strong></p>
<p>For a first-year president, Obama is in a class all by himself.  By any measure, Obama&#8217;s spending is nothing short of extraordinary.</p>
<p>Obama&#8217;s first year spending spree is nearly double that of his predecessor and far exceeds the spending of any first year president in the country&#8217;s history.</p>
<p>Dwight Eisenhower brought government spending down to $556 billion in his first year, 1953. </p>
<p>Gerald Ford&#8217;s budget for 1975 was $982 billion.</p>
<p>Clinton&#8217;s spending added up to $13.5 trillion over his two full terms. </p>
<p>After adjusting for inflation, based on 2000 dollars, Bush spent $1.8 trillion in 2001.<br />
Bush spent $16.8 trillion from 2001-2008. </p>
<p>Obama&#8217;s 2009 budget is near 21 percent of that for Clinton&#8217;s eight years in office.<br />
His spending for fiscal 2009 hits $3.52 trillion ($2.8 trillion in 2000 dollars). That fiscal year covered the last three-and-a-half months of George W. Bush&#8217;s term and the first eight-and-a-half months of Obama&#8217;s. </p>
<p>Obama&#8217;s spending pushed the federal deficit to $1.42 trillion, nearly $1 trillion more than last year. The overall budget was about a half-trillion more than Bush&#8217;s for 2008, his final full fiscal year in office. </p>
<p><strong>What the Interest on US debt could buy</strong></p>
<p>For fiscal year 2009 federal government paid $202 billion in interest.  Total interest on the debt includes intragovernmental holdings of $383.3 billion.  This number is equal to the gross domestic product of Malaysia or Belgium.</p>
<p>Breakdown of the national debt:</p>

Intragovernmental holdings     : $4.4 trillion
Total public debt outstanding  : $12 trillion</pre>
<p>A subject near and dear to liberals is the amount spent on national defense.  They rant and rave over military budgets, but have no problem with Obama&#8217;s record-breaking spending. They will no doubt choke on the following.</p>
<p>The total $383 billion in interest on the federal debt would pay for slightly more than half of the Defense department’s budget ($674.7 billion in FY2008). It would pay for just shy of half the annual budgets of Treasury ($751.2 billion) and Health and Human Services ($721.7 billion).</p>
<p>The $383 billion would cover the budget for the Dept. of Energy about 15 times over.</p>
<p>And how many government agency budgets could you pay for with $383 billion?</p>
<p>The $383 billion would pay for all on-budget costs of the following agencies (FY 2008), with about $12 billion in change left over.</p>

<p>How could it be? But that couldn&#8217;t possibly happen again because of the popularity of Democratic House Speaker <strong>Nancy Pelosi</strong> whose current favorable poll ratings are &#8212; let&#8217;s see here &#8212; OMG, only about half of Palin&#8217;s.</p>
<p>But <strong>Sarah Palin&#8217;</strong>s poll numbers are strengthening.</p>
<p>And <strong>Barack Obama</strong>&#8217;s are sliding.</p>
<p>Guess what? They&#8217;re about to meet in the 40&#8217;s.</p>
<p>Depending, of course, on which <a href="http://hotair.com/archives/2009/11/19/oh-my-palins-favorables-back-up-to-4742/" target="_blank">recent set of numbers </a>you peruse and how the questions are phrased, 307 days into his allotted 1,461 <a href="http://www.reuters.com/article/topNews/idUSTRE5AJ53220091120" target="_blank">the 44th president&#8217;s approval rating</a> among Americans has slid to 49% or 48%, showing no popularity bounce from his many happy trips, foreign and domestic. Riding the wave of immense publicity and symbiotic media interest over her new book, &#8220;Going Rogue,&#8221; and the accompanying promotional tour, Palin&#8217;s favorable ratings are now at 43%, according to ABC. That&#8217;s up from 40% in July.</p>
<p><a href="http://abcnews.go.com/images/PollingUnit/1096a1Trend.pdf" target="_blank"><strong>That same ABC poll </strong></a><strong>finds Palin&#8217;s GOP approval right around 76%, 45% among independents and a surprisingly substantial 21% among Democrats. Among self-described liberals she&#8217;s seen favorably by a slightly larger 22%, among moderates 38% and among conservatives 60%.</strong></p>

Ce sommet, devrait réunir environ  150 délégués représentant les différents pays musulmans, constituera une opportunité &#8220;historique et sans précédent&#8221; pour développer l&#8217;innovation dans le monde musulman, sur la base du respect mutuel. Ce sommet sera co-organisé par le département du commerce, le département d&#8217;état et l&#8217;USAID, permettra de continuer les efforts dans le cadre des programmes de partenariat économique déjà existants ou de lancer de nouveaux projets à même de bénéficier aux Etats-Unis et à l&#8217;ensemble des communautés musulmanes.</h5>

<content:encoded><![CDATA[<div class='snap_preview'><p><a rel="attachment wp-att-993" href="http://musicgreen.wordpress.com/2009/11/22/can-barak-put-cop15-back-on-track/obama/"><img class="alignright size-full wp-image-993" title="Obama" src="http://musicgreen.wordpress.com/files/2009/11/obama.jpg" alt="" width="100" height="123" /></a>The Observer reports that Barak Obama may be considering committing the US to greenhouse gas emission targets to get the seemingly stalled UN Copenhagen climate change conference back on track &#8211; the USA and China between them produce 40% of the world&#8217;s greenhouse gas emissions and a failure to get the USA to agree to meaningful targets is the biggest obstacle to achieving binding legal agreement at the Summit which is now only three weeks way.  The US failed to sign the last (Kyoto) treaty - with almost the entire US senate voting against agreement &#8211; but it seems that President Obama may commit to reduction targets of between 14% and 20% by 2020 compared with 2005 levels. Whilst this is significant progress it may not be enough to achieve agreement at Cop 15, where many countries are looking at far more significant reductions by 2020. That said, without the USA making any offer at COP 15, the talks on climate change and any hope of a binding result must surely fail.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;"><em>Au terme d’une longue et chaotique marche vers l’adoption du traité de Lisbonne, <a href="http://www.lemonde.fr/tiny/1269591/#xtor=AL-32280258" target="_blank">le Belge Herman van Rompuy a finalement été nommé vendredi 19 novembre au poste de premier Président stable de l’Union Européenne</a> par les vingt-sept représentants des pays membres. </em></p>
<p style="text-align:justify;"><em> </em></p>
<p style="text-align:justify;"><a href="http://librementvotre.wordpress.com/files/2009/11/rompuy-ashton-europe_268.jpg"><img class="alignleft size-medium wp-image-625" title="rompuy-ashton-europe_268" src="http://librementvotre.wordpress.com/files/2009/11/rompuy-ashton-europe_268.jpg?w=300" alt="" width="300" height="189" /></a>Cette nomination vient clore un statu quo initié le 29 mai 2005 lorsque la France créait la stupeur en disant <em>non</em> au traité constitutionnel européen. Un non qui fut suivi quelques jours plus tard par celui des électeurs hollandais. Assorti à cette nomination, l’Europe se dote d’un Haut représentant à la diplomatie dont l’exercice a été confié à la Britannique Catherine Ashton et qui devrait permettre à l’Union de parler d’une même voix au reste du monde, pour la première fois de son histoire. D’une durée de deux ans et demi renouvelable une fois, le mandat du futur ex-Premier ministre belge prendra effet le 1<sup>e</sup> janvier 2010 et devrait permettre de renforcer le poids de l’Europe sur la scène internationale.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Ce choix n’a hélas satisfait ni les eurosceptiques pour qui le traité de Lisbonne est par essence une hérésie, ni les europhiles qui ne voient dans le couple van Rompuy/Ashton que l’expression d’une ambition trop modeste au regard des possibilités offertes par cette nouvelle architecture. L’eternel défaut de la solution de compromis qui s’expose à la vindicte du  « trop/pas assez ». Herman van Rompuy a déjà fait savoir qu’il entendait ne jouer au sein de l’Union qu’un rôle discret, tandis que sa représentante à la diplomatie, peu au fait de la politique étrangère, aborde son poste dépourvue hélas d’une vraie compétence et donc d’une vraie crédibilité.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Les Européens ont privilégie la solution du moindre risque, ou à tout le moins, du moindre dérangement. Car si le nouveau Président de l’Union européenne s’est fait une spécialité de trouver le compromis entre différents interlocuteurs, il est aussi le candidat qui assure une relative tranquillité aux partenaires européens, soucieux de préserver leur indépendance diplomatique. Une fois de plus, les Etats-membres ont fait le choix du gagne-petit. Plus exactement, ils ont fait un non-choix. Plutôt que de choisir une personnalité forte qui aurait pu imprimer sur la construction européenne une vraie vision et donc une direction, les représentants européens ont choisi un homme qui pourrait bien faire tapisserie, tant ses ambitions pour l’Union sont maigres. Et loin sans faut pour qu’une vision forte soit superflue.</p>

<p style="text-align:justify;"><strong>DIVISER L&#8217;EUROPE POUR MIEUX REGNER </strong></p>
<p style="text-align:justify;">
<p style="text-align:justify;">La fièvre de l&#8217;obamania n’a pas épargné l’Europe, et un certain nombre d’Européens idolâtres ont largement plébiscité son élection, convaincus qu’étant issu de ce grand multiculturalisme qu’adule la pensée unique, « Il serait de notre côté ». Hélas, c’était sans compter le fait que le président Obama est Américain et il défend à ce titre les intérêts de l’Amérique. Cela semble logique, hélas, les consciences sont parfois rétives à accepter la réalité. Comment donc ? Un jeune président, démocrate, issu de la diversité (donc par nature bon et bienveillant), ne ferait pas passer l’Europe au premier rang de ses priorités ? Et bien non. Obama n’a pas fait de l’Union européenne la précellence de sa diplomatie et l’actualité s’est chargée de le rappeler durement à ses thuriféraires. Snobant coup sur coup les dirigeants européens lors des différents sommets qui ont eu lieu depuis son élection, esquivant la cérémonie de commémoration de la chute du mur de Berlin, puis entamant un tournée en Asie comme un client va chez son banquier, le président a montré clairement que l’Europe n’est pas un partenaire prioritaire dans sa gestion des affaires du monde.</p>

<p style="text-align:justify;">Il aurait d’ailleurs bien tort d’agir autrement. <a href="http://fr.wikipedia.org/wiki/Jean-Claude_Casanova" target="_blank">L’économiste Jean-Claude Casanova</a> expliquait dans une longue chronique publiée dans Le Monde la semaine dernière que  les Européens n’ont toujours pas pris la mesure de l’ère « post-américaine » qui est la nôtre.  S’appuyant sur les travaux parus dans un rapport en 2009, <a href="http://www.ecfr.eu/content/entry/towards_a_post-american_europe_a_power_audit_of_eu-us_relations_shapiro_whi" target="_blank">« Towards a Post-American Europe : A Power Audit of EU-US Relations, ECFR », de Jeremy Shapiro et Nick Witney,</a> il montre que l’Europe voit encore dans l’Amérique son protecteur, alors que celle-ci est passée de la domination au partenariat.  Lors de son premier voyage diplomatique sur le vieux continent, le président américain déclarait : «  <em>Nous voulons des alliés forts. Nous ne nous considérons pas comme les patrons de l’Europe. Nous nous considérons comme les partenaires de l’Europe. </em>» Et lorsque les partenaires sont faibles, le partenariat l’est également.  Ainsi les Européens doivent renoncer à placer la sécurité de leur continent entre les mains américaines et en finir avec l’illusion qu’il faut préserver cette relation spéciale que chaque pays entretiendrait personnellement avec les Etats-Unis. L’Europe est devenue complaisante vis-à-vis des relations transatlantiques. Il est donc impératif qu’elle fasse valloir ses intérêts propres et qu’elle défende ses positions qui ne sont pas nécessairement celles de l’Amérique.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Il faut donner tort notamment au président Obama lorsque celui-ci déclarait que <em>« la relation entre la Chine et les Etats-Unis donnera sa forme au XXIe siècle.</em> » Et pour donner tort à Barack Obama, les Européens n’ont d’autre choix que de créer non pas DES partenariats, mais UN partenariat États-Unis/Europe. Les traités qu’ils ont contractés ont permis aux pays membres de l’UE de faire émerger une puissance économique considérable sur le continent. L’Euro et l’espace Schengen sont autant de réussites qui nous permettent de peser massivement sur le cours des échanges mondiaux et d’amortir le poids des crises qui nous viennent de notre voisin outre-Atlantique. Il faut pousser cet avantage et le transposer au format politique. Il est évident que chaque pays membre de l’Union n’a de puissance qu’en tant qu’il est parti prenant de ce grand ensemble. Seuls, nous ne pesons plus rien dans la balance de la puissance mondiale.</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Le rapport de Shapiro et Witney décrit comment l&#8217;administration américaine se nourrit des divisions européennes et les exploite à son avantage. On en voit les effets quand la Maison Blanche installe et retire des missiles sur le vieux contient au gré de ses intérêts sans que l’Union n’ait à donner son avis ou lorsque Chine et Etats-Unis harmonisent leur discours au sujet de l’environnement sans consultations des Européens. Jean-Claude Casanova cite dans son article Brant Scowcroft, ancien conseiller des administrations Ford et Bush père : « les Européens sont stratégiquement épuisés ». Ils sont surtout divisés là où il conviendrait de faire entendre une même voix. Les dossiers Afghans, iraniens, israélo-palestiniens sont autant de débats dans lesquels l’Union aurait plus de poids que ses membres désunis. En outre, il devient urgent de repenser le rôle de l’OTAN, organisation anachronique car indexée sur les réalités de la guerre froide. Car la solution qui s’impose pour peser dans les décisions du futur est celle d’une défense commune et d’une vraie diplomatie européenne. Ces dossiers requièrent une volonté sans faille pour être menés jusqu’à leur terme. Une volonté, que Herman van Rompuy et Catherine Ashton ne seront probablement pas capables de porter.  Une nouvelle fois, les Européens renoncent à transformer l’essai acquis de haute lutte après l&#8217;adoption du traité de Lisbonne. Bien mal leur en prend, car le monde, lui, n’attend pas et continuera à se jouer sans nous.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Decía Jacques Delors -según todos los entendidos, en la abstracta asignatura Construcción Europea, el último gran dirigente en Bruselas- que la abolición de aduanas y fronteras en el interior de la Unión, es decir la  puesta en marcha del Mercado Único Europeo el uno de enero de 1993, no abría informativos con grandes masas aplaudiendo el fin de las fronteras interiores, porque tal evento no entusiasmaba a la gente tanto como la toma de la Bastilla, por ejemplo.<br />
Bronislaw Geremek un polaco apasionado por Europa, un patriota europeo me atrevería a decir, afirmaba “que la falta de catarsis revolucionaria” era una del los grandes fallos de la construcción de Europa.<br />
A la Unión Europea,  antigua Comunidad Europea, conviene juzgarla mirando hacia atrás sin ira. Observando que, en el mejor de los casos, la fundación de la CECA celebrará sus sesenta aniversario en trece meses, nada en la Historia de la Humanidad, nada. Y, sin embargo, muchísimo en la Historia de la desangrada, en miles de guerras, Europa. La generación nacida en los años cuarenta  en Alemania o en Francia o en España será la primera en la Historia del viejo continente que no haga monumentos a caídos, que no ponga flores  a su soldado desconocido y eso gracias al proyecto de Europa Unida nacido en la Conferencia de la Haya en 1948 o quizá verbalizado por Wiston Churchil en Zurich dos años antes. Visto en perspectiva y con realismo es mucho e importante el camino recorrido. Nunca la vieja Europa ha vivido un período de paz tan largo.</p>
<p><strong>JEAN MONNET</strong></p>
<p>La Unión Europea &#8211; tal y como hoy la denominamos y ordena se llame el Tratado de Lisboa- en opinión de sus padres fundadores, fundamentalmente Jean Monnet, debe construirse paso a paso; él dado por los líderes de los veintisiete el pasado 19.11.09 nombrando, sin necesidad de prolongar la reunión hasta la madrugada, Presidente de la Unión y Jefa de la Diplomacia es trascendental y marcará un hito en la Historia de Europa, pese al pesimismo medioambiental por el perfil de los dos designados: Herman Van Rompuy y Catherine Ashton.<br />
Michel Rocard, socialista y  ex primer ministro de Francia, solía decir que estábamos construyendo algo no previsto ni por John Locke,  ni por Charles Montesquieu y decía verdad Michel Rocard.<br />
La construcción de la Unión Europea se hace a partir de Estados Nación consolidados, algunos tan antiguos como Portugal, España, Francia o Gran Bretaña y otros tan modernos como Eslovaquia o Eslovenia. Dato que es bueno no olvidar, cuando el pesimismo nos invade porque nadie haya tenido que votar nunca por la baronesa Ashton.<br />
En la construcción del imaginario nacional hay dioses que engendran reyes: Roma. Hay, o se lo inventa Johan Gottfried Herder, el volkgeist el genio o el espíritu del pueblo que tanto hizo por la unificación de Alemania bajo del predominio de Prusia en el siglo XIX o se hace algo nuevo como los Estados Unidos, sin embargo la Unión Europea carece de semejantes fundamentos, es algo tan racional que suena más a René Descartes o Immanuel Kant, pero muy poco, por no escribir que nada, a  revolución de la claveles  o a caída del muro de Berlín. Esto de hacer Europa es mucho más aburrido y más prosaico, pero si no existiera la Política Agraria Común, no habría agricultura, ni ganadería en la vieja Europa que pudiera aguantar la llegada de productos de los países terceros. No es bueno caer en el llanto y en el crujir de dientes, porque sea Herman Van Rompuy quien dirija las sesiones del Consejo de Ministros que reúne a los jefes de la diplomacia de los veintisiete y no Miguel Ángel Moratinos desde enero de 2010.</p>
<p><strong>MIEMBRO DEL CLUB</strong></p>
<p>Herman Van Rompuy, como todos los nombramientos importantes producidos después de la salida de Jacques Delors de la presidencia de la Comisión en 1995, es primer ministro de un país miembro, es decir forma parte del club más selecto: el Consejo Europeo. Un invento de Valery Giscard y Helmut Schmidt, quienes también inventaron la moneda única, eso que hoy llamamos Euro y el G-7. Consejo Europeo,  que sólo desde la entrada en vigor del Tratado de Lisboa, es una institución de la Unión al nivel del Parlamento, el Consejo, la Comisión, el Tribunal de Justicia y el Tribunal de Cuentas.<br />
Esta nueva institución, pero en funciones desde los años setenta del siglo XX,  elige para los puestos sólo a miembros del club que forman los Jefes de Estado o Gobierno: Jacques Santer, Romano Prodi, José Manuel Durao Barroso, por cierto primer ministro en ejercicio a la hora de su designación, como Van Rompuy  o el actual secretario general de la OTAN  Anders Rasmussen. Los líderes quieren a uno de ellos, ya no arriesgan con gente como el primer presidente de la Comisión el alemán Walter Hallstein o Jacques Delors.<br />
Por cierto el Tratado de Lisboa dota de personalidad Jurídica a la Unión, que hasta la fecha no la tenía.<br />
Se anda lento en la Unión, pero no es posible de otra manera.  Saltos en el vacío como la Comunidad Europea de la Defensa o Constitución Europea se han enfrentado al no, esencialmente de Francia, aunque no sólo.<br />
Recuérdese, a la hora de analizar desde el pesimismo los nombramientos de Van Rompuy y Catherine Ashton.<br />
Lo primordial,  lo esencial, lo importante es que ha nacido una figura nueva a caballo entre el Consejo órgano legislativo de la Unión junto al Parlamento Europeo y el ejecutivo la Comisión. Como en la UE se hace, tal y como afirma Antonio Machado, camino al andar, veremos en cinco años como es eso de tener dos gorros sobre una sola cabeza. Es, en todo caso, un esencial paso adelante.<br />
Lo menos bueno de este momento de la Unión es que la Comisión pierde fuerza, esa que tuvo hasta la caída del muro de Berlín y la llegada del miedo escénico. La frase es de Margaret Thatcher pronunciada en Roma 1990 cuando se abrió la conferencia intergubernamental que daría paso al Tratado de Maastricht :“Señores y si esto sale adelante ¿qué hacemos con la Reina de Inglaterra?”. La respuesta es obvia, por eso es tan lento el proceso, pero tan lógica y razonablemente lento. En consecuencia los dos nombramientos son los posibles en este punto del tiempo y del espacio.</p>
<p><strong>PAIS PEQUEÑO, PAIS GRANDE</strong></p>
<p>El nuevo presidente de la Unión pertenece a un país pequeño, Bélgica, uno de los fundadores de la Unión en los años cincuenta del siglo XX. Bélgica es un Estado confederal algo semejante a lo que pretende ser la UE. Los políticos del país de Herman Van Rompuy  han hecho famoso el método belga de convivencia. Herman Van Rompuy es un democráta cristiano familia política esencial en la construcción de Europa desde Robert Schuman. No es, pues,  tan malo su nombramiento, por mucho que carezca del halo de Felipe González, demasiado federalista o de Tony Blair demasiado atlantista y ambos con demasiado peso específico. Es el hombre oportuno en este instante de la historia de la Unión. Y ha sido elegido rápido, lo que no deja de ser un hito en una Europa de 27. Por cierto una Europa toda ella demócrata desde hace sólo veinte años. Conviene tenerlo en la memoria.<br />
La nueva Jefa de la Diplomacia de la Unión y vicepresidenta de la Comisión, pertenece a uno de los grandes, Reino Unido. Lógico. En Europa desde 1945 y con permiso de Charles De Gaulle se hace la política exterior que quieren los Estado Unidos, o sea ninguna novedad. Eso hacia imposible el nombramiento de Miguel Ángel Moratinos. Javier Solana Madariaga, sobrino nieto de uno de los ideólogos de la UE, Salvador de Madariaga, es &#8211; junto a su cualidad innegable de fantástico animal político- un hombre de los Estados Unidos, sin cuyo apoyo jamás habría sido secretario general de la OTAN, ni habría sido el primer jefe de la diplomacia de la Unión. <title><![CDATA[Creating Confidence &amp; The Long Island Murder]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>On Long Island, in a neighborhood not all that far from NYC, there was a murder this month. In fact it was not so much of a murder as it was an old style lynching carried out by those with a mob mentality, a gang of high school boys who took sport in torturing their fellow human beings, viewing it as a pleasurable activity. They routinely hunted Latinos, shooting them with BB guns, jumping them and punching them as they drove around. This time, their sport led to the fatal stabbing and the death of an Ecuadorian immigrant, Marcelo Lucero, simply because he was Latino and easy prey. NYC that bastion of liberalism, where we are supposed to be more tolerant of people’s differences, where we take pride in our live-and-let-live attitude regarding how people live their lives, how could something like this happen here? It could happen anywhere. But that is not an excuse as much as it is a warning. As terrible as that crime was, another crime is now being committed and that crime is a failure of leadership in a time of crisis.    </p>
<p>Nothing tests leadership more than crisis. Crisis represents an opportunity for leadership to shine or for it to fail miserably. Sometimes, but not always, leaders can simply muddle through, surviving the crisis simply because the severity of the issues lessen and not because of any direct actions they take. Suffolk County, where this crime took place, is run by a form of government that has a country executive, Steve Levy. Mr. Levy is of the opinion that the blame for the crime rests partly with the family, friends and acquaintances of the gang members for allowing them to pursue their sport. For him, blame rests with others and not with those in authority. But what created the atmosphere whereby this pastime was viewed as an acceptable sport?  Mr. Levy has a record of immigration enforcement, and in fact tried to use the local police to enforce federal immigration laws. The effect on the immigrants both legal and illegal was to turn them into victims with no options of redress. They could not go to the police, for they would immediately be suspected of being criminals themselves. They became victims without a voice. The evidence for this is clear, as now that the murder has been committed, a tidal wave of unreported crimes against the immigrant community is now being reported.</p>
<p>That along with other policies gave the gang a green light and set the stage for a lack of confidence within the immigrant community that officials would be there to protect rather than harm. It made officials including the police force assume roles similar to those that officials and police took as Europe lurched toward WWII, herding up the “undesirables”. In that kind of environment everyone is guilty rather than innocent and with unnecessary mass edicts, induced fear is the order of the day. Suffolk County under the leadership of Mr. Levy has an opportunity to break with the past and to create confidence in the system from the perspective of community members, create confidence in leadership, and create confidence that the future will be better than the past. How might they go about this?      </p>
<p>John F. Kennedy in a cold war speech in Berlin proclaimed, “…All free men, wherever they may live, are citizens of Berlin, and, therefore, as a free man, I take pride in the words &#8216;Ich bin ein Berliner!&#8217;” Kennedy’s proclamation, “I am a Berliner” demonstrated his solidarity and empathy with the people of Berlin who were being isolated by the Soviet blockade of the city. His speech was aimed at both the Soviets to demonstrate his resolve but also at the citizens of Berlin to increase their confidence that they would not simply be left to their own devices, but rather that we all stood together with them. But words are words, and action is action, Kennedy followed up his words with concrete actions that demonstrated to the people of Berlin that he meant what he said and that the confidence that he asked them to have was justified. Latinos who are hunted for sport in Suffolk County, New York? What is wrong with us? What is wrong with the system that we have let evolve to the point where such a thing could happen? Is it not too much to ask all of us to join with the Latino community and proclaim “Soy un Latino”? But now we need to follow up those words with deeds. The confidence of the Latino community and of every other minority community in Suffolk County has been shredded. How can it be put back together?</p>
<p>(There is an urban legend that says that due to a coincidence of terms, that Kennedy when addressing the crowd in Berlin actually said, “I am a jelly donut”, as a Berliner was the name of a popular breakfast pastry. Upon verification and with some closer inspection, given the context, this does not seem accurate, but rather some in the media at the time simply having fun with a play on words. Even in the face of extreme anxiety and worry over the Soviet blockade there was humor.)</p>
<p>Creating Confidence, is a process that looks at how entities and individuals, (e.g. public, private, governmental, community, NGO’s, teachers, physicians, etc.) can create confidence within the populations with which they interact. Creating Confidence also provides a framework whereby crises of confidence can be addressed and remedied. Creating Confidence is strongly linked to the notions regarding how to increase the perception that individuals have regarding their efficacy, doing away with responses that arise from a learned helplessness response and increasing feelings of empowerment, and an internal locus of control among people. Creating Confidence requires change at both the institutional level, creating well regarded processes and products that are aligned with stated intentions and those that are aligned with the issues of the day, and change at the personal level, creating a sense of ability on the part of the individual to be able to deal with the situation and an avenue for redress should the existing system be felt to be inadequate.</p>
<p>On a generic level, the Creating Confidence framework:</p>

<p>The impact of Creating Confidence is enhanced by thinking of what actions should be taken within this structured framework. In the case of the county executive, confidence can be thought of as having 2 dimensions, an institutional or systemic dimension and a personal dimension, each of those having an internal and external component.</p>
<p> Issues to be addressed potentially within Suffolk County within this framework include:    </p>
<p><strong>Organizational Internal</strong> – eliminate bureaucracy, do away with any non-responsive legacy systems, create an empathetic system one that does away with as much of the power inequality between the groups as possibly, ensure that disciplinary actions are taken on staff who violate agreed upon standards and regulation, create a well-run efficient system and establish a track record of fairness, proper treatment and protection for all community members. Leaders must demonstrate:</p>
<ul>
<li>Competence – being clear about the mission of the organization, setting direction, being seen as a leader, being viewed as competent and completing what needs to be done</li>
<li>Compassion – an empathic response, displaying a genuine concern for people and what they are going through</li>
<li>Collaboration – seeking and obtaining the cooperation of all relevant parties in order to help each other and the organization, this is enabled by equalizing power relationships between the groups</li>
<li>Communication – disseminating relevant and accurate information, even if it means admitting that some things are unknown, you cannot over-communicate</li>
<li>Contribution Recognition – giving credit to those who help, sacrifice and contribute</li>
</ul>

<p><strong>Organizational External</strong> – assure that they processes and procedures in place are reflective of the current challenges facing the community, involve the community, make them part of the solution, listen.</p>
<p><strong>Personal Internal</strong> – educate people on how the system works and how to make use of the normal administrative processes within the system, establish strong communications with the individuals within the community, and explain how the system will operate in a fair and equitable manner at the individual level.</p>
<p><strong>Personal External</strong> – create alternatives for the individual, an escalation or ombudsman process, outside of the normal channels for use when people feel that the system is failing them.</p>
<p><strong>Case Study:</strong> If you examine the arguments being made on how to fix the current economic crisis in a speech made by Barak Obama, the following pattern emerges:</p>
<p><strong><em>Premise:</em></strong><em> “The economic crisis we face is the worst since the Great Depression&#8230; …millions of Americans will open up their 401(k) statements this week and see that so much of their hard-earned savings have disappeared.  …The credit crisis has left businesses large and small unable to get loans, which means they can&#8217;t buy new equipment, or hire new workers, or even make payroll for the workers they have…760,000 workers have lost their jobs this year…”</em></p>

<p>While I did not sort the whole speech due to space limitations, you can certainly see that he covered the Creating Confidence bases.</p>
<p>Confidence can be created or restored, by working through in a systematic fashion and addressing those issues that created the crisis of confidence. Leadership has a critical role to play in this respect for they are the ones who are supposed to have their gaze to the horizon, seeing issues and challenges before the boat of confidence hits the shoals. Institutions and organizations in general can thrive or fail depending on the confidence levels that their citizens, customers, investors, employees, suppliers, members and others have in their ability to provide and the perception of the need for the services or products for which they came into existence.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>The Small Business Administration has announced plans to simultaneously wind down the temporary reduction of fees for the 504 and 7(a) programs and bring both back programs to pre American Recovery and Reinvestment Act (ARRA) terms.</p>
<p>The transition period for the fee reductions begins on Nov. 23, 2009.</p>
<p>Once effective, applications for new 504 loans may be submitted either:</p>
<p>As Recovery Act loans, which means applications will be placed in a queue to await the potential availability of ARRA fee reduction funds; or As non-Recovery Act loans, which will be authorized as soon as approved, but will not be eligible the fee reductions. 504 applications submitted as Recovery Act loans will be processed up to the point of approval and then will be placed into a queue awaiting the availability of funds. Sometimes previously approved loans are later cancelled or never disbursed for a variety of reasons. The queue takes this into account and will allow eligible small businesses, in consultation with their lender, to choose to be placed in this queue for possible approval if funding becomes available.</p>
<p>At any time while waiting in the queue, a 504 applicant may choose to withdraw and re-submit as a non-Recovery Act loan.</p>
<p>The fee eliminations for the 504 program have helped jumpstart more than $14 billion in lending to small businesses nationwide and increased the SBA’s average weekly loan volume by more than 75% since February, according to the SBA.</p>
<p>The SBA is now working closely with President Obama and Congress to ensure the continued recovery of small businesses, including legislation that will increase the cap on 504 loans to $5 million for standard small businesses and $5.5 million for small manufacturing businesses. 504 loan caps are currently set at $1.5 million ($2 million if a public policy is met) and $4 million, respectively.</p>
<p>The proposed shift to $5 million for standard small business borrowers would support a total project of $12.5 million, and to $5.5 million for small manufacturers would support a total project of $13.75 million, according to the White House and the SBA.</p>

<p>There is no problem facing this country so large that the White House doesn&#8217;t think it can solve it through campaign-style events.</p>

<title><![CDATA[China: Stage-Managing Barak Obama]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>While it is tempting to point to China&#8217;s holdings of US public debt to explain the Chinese public intransigence on the issues and the strict management of Barak Obama&#8217;s public appearances and statements during his visit, I submit that it proffers a glimpse of the Chinese character. </p>
<p>I was once invited to be a visiting professor at a Chinese university.  My contact before leaving the US had been with an associate dean.   So it was not only due to jetlag that I was confused after I arrived at the Beijing airport when the associate dean who met me handed me his cell phone and some man was asking me why I had not contacted him too.   The problem was not linguistic.  He was an administrator at the university who oversaw foreign college students who came to teach English.  I explained to him that I was a visiting professor at one of the schools at the university, but he was undaunted.  He only replied that he would be taking my passport, as he did with all of the foreign English teachers.   As you can guess by now, it made absolutely no difference that I repeated my explanation.  I even added that my passport is the property of the US Government and that I could not hand the document over to him without first clearing it with the US Government.   There was no compromise in the man.  I learned something about the Chinese character before I flew back to the US (of my volition) two weeks later.   The Chinese will not compromise unless they are forced to do so.  Whether from upbringing or overcrowding, they will fight for their position until hell freezes over.   It is no surprise to me that the Chinese government squashed dissent in 1989 on the square in Beijing.   The American Government is so preoccupied with the Middle East that American citizens (and our government) completely overlook the more likely antagonist in a future war, when we will not be managed.  I believe we don&#8217;t adequately appreciate the difference in character.</p>

<p>Sort of like you are either pregnant or your not.</p>
<p>Integrity is the foundation of character. Character is the light of one&#8217;s personality.</p>
<p>Integrity has has been washed away and diluted in a sea of apathy and pragmatism.  It no longer matters how one got to where he/she is at just that they got there.  The ends justify the means even if the ends has no real value.   Society today bases integrity from a subjective, Survivor-type mentality.  People will do eveything they can to build a facade of integrity.  However, when circumstances of life come calling to test one&#8217;s true character many readily embrace a pragmatic mind-set that contradicts their facade.  A mind-set that will do anything to get ahead or to keep one from experiencing challenging consequences of a decsion based on integrity.</p>
<p>&#8220;We all make mistakes.&#8221;, &#8220;I am not perfect&#8221;, or Christian sin to.&#8221; &#8211; These are all true statements, but they are not statement to be used for sentimental purposes of easing one&#8217;s conscience about mistakes, inperfections, or sins.  These cliche&#8217;s are used to justify a lowered standard.  Another conscience easing trick is to tell one self and other -&#8221; I want to go in such and such a direction&#8221;, but continue heading in a different direction.  More important is the direction one is heading.  Mistakes and sins only have redeeming worth if one is heading in the right direction.  Mistakes will be made and sins committed.  the battle lies in which direction one is heading.  When one is heading South when he/she should be heading North and continues on such a course after being advised the direction is wrong will only end in failure in the end.</p>
<p>The deceiving aspect of direction is the wrong direction can feel like the right direction. Heading in  the wrong direction can be  easier than heading in the right direction.    Many times success seems evident while heading in wrong direction.   When one becomes secure and content to head in the wrong direction it is hard to turn them back, especially when the right direction probably will be more challenging with great obstacles and less comfort.  Ultimately, the journey is not about what we are to the world or about what stuff we accumulate, but about who we become in the process and how we impact others in what they become.</p>
<p>With the loss of integrity comes the loss of true excellence because without integrity pragmagtism takes over and the primary goal is to feel good about oneself and just get along without a true sense of standard.  It is human to think and then portray ourselves as something more than we truly are.  It is  men and women of integrity who step outside themselves to see who they truly are in order to realize what excellence is and how to successfully get there.</p>
<p>These men and women know it is not about them &#8211; their careers, their comfort, or their reputation.  They believe it is about doing what is right no matter the cost.  They live it and just don&#8217;t talk it.  None of their time is spent waxing and buffing how they want people to perceive them.  If any of their time is wasted it is in finding apathetic and cowardly standards.</p>

<p>It is about a women of integrity &#8211; Brooksley Born  She stood up against the establishment of Alan Greenspan and his cronies and lost her job.  What she predicted has come true.  Alan Greenspan in the end admits his economic theory of 30 plus years was flaud.  This is a man who everyone worshipped.  American leaders blindly followed his leadership.  His decisions and thinking has led American down a destructive path.  Greenspan&#8217;s theories were wrong because he lacked integrity. </p>
<p>Brooksley Born had integrity and courage .  She stood her ground not for her benefit but for the benefit of the American people.  She is a true patriot, a true person to follow after. </p>

<title><![CDATA[Hugo Chavez and Barak Obama:  Race Update]]></title>

<description><![CDATA[It has been a few months since I last peeked into the parallel escapades of Hugo Chavez and Barak Ob]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>It has been a few months since I last peeked into the parallel escapades of Hugo Chavez and Barak Obama, Hugo&#8217;s protégé and rival.  What caught my attention at that time  (<a href="http://thedrake01.wordpress.com/2009/07/09/hugo-chavez-and-protege-truer-believer/">Hugo Chavez and Protégé:  Truer Believer?</a>) was the emerging race between these pairs of  hyper-egos and hyper-ambitions toward a mutually-exclusive goal.</p>
<p>Each has three essential governmental tasks, as well as one critical personal task, to complete in order to meet their goal.  It now appears that there has been a bit of momentum shift in this race.  Last summer I thought that Barak Obama had a clear lead; now I’m not so sure.</p>
<p>A successful completion of both sets of tasks is mandatory, so any differences in priorities are moot.  But the personal task is undoubtedly nearer and dearer to each politician.  Hugo Chavez has effectively reached this personal goal.  He railroaded elimination of the term-limit law, and he can now legally serve as many terms as he pleases.  Importantly, he also banned all political parties other than his &#8220;Bolivarian&#8221; Fifth Republic Movement (Communist) party.  One minor sub-task, getting reelected, will be ensured via the normal application of despotic power:  intimidation, media control, etc., as well as the implementation of <em>his</em> nation-wide <em>personal</em> police force.  Many or most observers in Venezuela now believe that Chavez is now Presidente for Life and that his Communist Party is now the political party of the land.</p>
<p>Barak Obama’s own President for Life task does not show quite as much progress, and it has likely not advanced as fast or as well as he planned.  But his single-party initiative, based primarily on 2010 Census result fabrications by White House political operatives, is alive and well.  It has suffered one minor annoyance, the firing of his Acorn group from its census data gathering job, but that particular effort was most likely just a small insurance policy.  A key Congressional effort, amnesty for illegal aliens, is still in the queue and promises to give the Democratic Party 10 to 15 million new voters in one big bump (note the recommendation in the closing sentence of this document).  Although room for doubt remains, the Democratic Party probably believes that ever-growing majorities are now assured.</p>
<p>But a guaranteed single political party in the U. S. is not, of itself, sufficient to guarantee that Barak Obama will be <em>the particular</em> president for life.  However, he recently did say to an interviewer, “I plan to be here for a long time”.  We must wait a little longer to see his specific plan to nullify the 22<sup>nd</sup> amendment to the U. S. Constitution (assuming the Constitution is still in effect).  Most likely, Obama’s announced plans for a (<em>his</em>) nationwide (<em>personal</em>) police force will play an important role in providing him with the same power Chavez now enjoys.</p>
<p>For the governmental tasks, Chavez does not have quite as strong an apparent lead over Obama as he does with the personal task.  Both politicians are making progress, though.  The three governmental tasks are (1) to establish absolute control of the press / media; (2) to eliminate the middle class (or at least its economic and political power); and (3) to convince a large fraction of the citizens that Government is their religion of choice.</p>
<p>Hugo Chavez has controlled the Venezuelan media to an extent that is much admired by Barak Obama’s staff.  There is only one television station still broadcasting that has been critical of Chavez’ policies in the past; lately it has been remarkably non-confrontational.  A few newspapers still disagree with Hugo from time to time, but their publishers, editors and reporters are acutely aware of their personal safety vulnerability.  The Internet continues to contain information that Hugo desperately does not want disseminated; this pipeline will most likely be next on the Chavez hit list.</p>
<p>Upper middle class families have been departing Venezuela in large numbers, relocating to countries that offer economic and personal freedom.  The Chavez price controls, and economic suicide laws, continue to plague that part of the middle class which has not been able to emigrate elsewhere.  It does appear that Hugo is making consistent progress in eliminating the Venezuelan middle class.</p>
<p>Outsiders have difficulty in gauging the progress Hugo Chavez has made in convincing Venezuelans to accept his populist-socialist-communist government as their religion.  Hugo has stated many times that “Jesus would be in harmony with socialism”, and it appears that the lower classes which give him election victories do seem to regard him as almost divine.  So far, I am not aware of any significant push-back coming from the Catholic Church in Venezuela or from the Vatican.  Now, if Hugo can keep repeating the “Jesus is a Socialist” line enough times. . .</p>
<p>Barak Obama’s governmental tasks, on the surface, do not seem quite as advanced as those of Hugo Chavez.  But Obama’s initiatives are robust, audacious in their scope, and remarkable when one considers that he has been in office for one year versus Chavez’ 10+ years.</p>
<p>A majority of the television broadcast and cable news channels continue to unquestioningly support President Obama, day after day.  Although his efforts with one cable news organization have been clumsy and ineffective to date, it must be pointed out that he has not yet unleashed the real power of his attack dogs in the FCC and other government agencies.  But he is definitely behind Chavez in this phase of the race.</p>
<p>For the middle class action, Obama has actually laid better groundwork than Chavez originally did.  Here again, Obama’s initiatives are robust and audacious in scope, proving that the President is much more adept than his critics would have us believe.  Either of his two biggest efforts, “Health Care Reform” or “Cap and Trade”, could deal the middle class the desired economic death blow.  If both should be passed in their present form by Congress and be signed by the President, collapse of the U. S. economy is assured (a crisis  bigger and more valuable to the Obama administration than Rahm Emanuel could have dreamed).  In short, Chavez and Obama are tied in their governmental task progress at this particular moment.</p>
<p>A quick look at the long-term voting records of President Obama&#8217;s core supporters might indicate that there are groups of citizens that already believe Government is the only reasonable religion.  Perhaps that is why he has not yet spent much time convincing his followers that <em>his</em> government <em>is</em> their religion.  However, it is understandable that Obama has devoted  the majority of his time left over from campaigning to Health Care Reform, Cap and Trade, and (the groundwork for) Amnesty for Illegal Immigrants.  He definitely trails Chavez in this important area, and he has taken advantage of only the tiniest fraction of the many opportunities he has had to preach his Holy Government sermon.</p>
<p>I believe that Hugo Chavez is now marginally ahead of Barak Obama in the race to become the supreme ruler of <strong><em>The Union of North and South American Socialist Republics</em></strong>.   Irrespective of which wins, it’s not too soon to begin Spanish lessons or take a remedial course to improve your rusty high school Spanish.</p>

<h2><span style="color:#003300;"><strong>¿Están dispuestos los países ricos a combatirla?</strong></span></h2>
<p>Si los países explotadores invierten en el desarrollo agrícola de los países explotados, éstos podrán producir lo suficiente para alimentar a todos sus habitantes.</p>
<p>El plan de la FAO es comprometer a los países ricos a aportar 44 000 millones de dólares entre todos a la labor de combatir el hambre en el mundo. Para eso se ha convocado a la <strong>Cumbre de</strong> <strong>Seguridad Alimentaria</strong> que ya ha empezado en Roma, con la asistencia de más de 60 jefes de Gobierno.</p>
<p>Los conocedores de la política de las grandes naciones están escépticos acerca del éxito de esta cumbre. Aunque todos está dispuestos a afirmar que el mundo no permitirán que tantos niños mueran de hambre, muy pocos o quizás ninguno, podrá comprometerse por escrito a cifra y a plazo alguno.  “No habrá firmas bajo ninguna iniciativa concreta, ni plazos ni planes de acción que impliquen fechas y objetivos”<strong> </strong></p>
<h2><span style="color:#003300;"><strong>Una oportunidad perdida</strong></span></h2>
<p>Esta no puede ser una oportunidad perdida, no es permisible que esto siga ocurriendo, no deberemos ser testigos de esta injusticia. ¿Quien puede seguir hablando de amor al prójimo y consumiendo con holgura mientras mil millones de prójimos pasan hambre?</p>
<p>Algunos hablan de que la agricultura de los países desarrollados no debería estar subvencionada, porque distorciona  la competencia con los países exportadores, pero están pensando en producir para mercados con capacidad de compra; todo lo contrario, la agricultura mundial debe estar subvencionada, necesita estar subvencionada, precisamente ese es el camino que nos puede conducir a combatir el hambre.</p>
<p>El plan de la FAO nos ha dado la razón sobre este argumento, ya formulado anteriormente por nosotros. La FAO calcula que si los países desarrollados aumentan la ayuda que otorgan al sector agrícola de los países no desarrollados en un poco más de un 10% podrían entregar una cifra cercana a los 44 mil millones de dólares al año.</p>
<p>Se calcula que la subvención a la agricultura de sus propios países es actualmente de 365 mil millones anuales.</p>
<p>Sin embargo, de la declaración final de esta Cumbre de Seguridad Alimentaria se han eliminado las cifras, y la fecha de 2025 para acabar con la malnutrición ha sido sustituida por un &#8220;lo antes posible&#8221;.</p>
<h2><span style="color:#003300;">La política miope.</span></h2>
<p><strong><span style="color:#008000;">La política del egoísmo, la política de la exclusión, la política de la explotación que domina los centros de poder de los países super desarrollados, quienes están agotando los recursos del mundo y provocando la destrucción del ambiente, mientras continúan su absurdo plan de guerra contra quienes los adversan y produciendo armas cada vez más sofisticadas, para poder continuar dominando los recursos energéticos y de materias primas del mundo.</span></strong></p>
<p><strong><span style="color:#008000;"> </span></strong></p>
<p><strong><span style="color:#008000;">Decían que su proceder estaba dirigido a detener el imperio del mal, que pretendía destruir la democracia. El fin de la Unión Soviética y el cambio de la estrategia política de China no cambiaron nada del rostro y del alma del capitalismo explotador, que continua creando enemigos para continuar con su política de destrucción, hambre y muerte.</span></strong></p>
<p><strong><span style="color:#008000;"> </span></strong></p>
<p><strong><span style="color:#008000;">Lo más irónico es que fue el Gobierno de los Estados Unidos de América, primer país democrático de la historia moderna, quien terminó destruyendo la democracia e imponiendo la fuerza bruta en las relaciones con los países pobres del mundo, con tal de continuar dominado y explotando los recursos del mundo.</span></strong></p>

<title><![CDATA[It's Not About The Stock Market]]></title>

<description><![CDATA[I am amazed the Department of Treasury and Wall Street are convinced we are in an economic recovery.]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>I am amazed the Department of Treasury and Wall Street are convinced we are in an economic recovery.  I&#8217;m not convinced.  The stock market does not alway act based on actual economic situations but on perceptions.  It&#8217;s a game of psychology.</p>
<p>Here is an economic fact:  Deficit Spending of 1.5 trillion in one year will have negative economic consequences.  You are either producing a level of debt that no one wants to buy or you are printing  money.</p>
<p>Unemployment continues to climb with over 10 percent of the population unemployed.  Those figures do not include the number of people unemployed or underemployed.  If that is taken into account I&#8217;ve heard the figure is likely closer to 15-16 percent.</p>
<p>Banks are still failing which means the government is still having to spend more money to take care of the FDIC deposit guarantees.</p>
<p>General Motors, even after a massive government bailout is still in trouble losing 1.2 billion dollar sin the last quarter alone.</p>
<p>The dollar is tanking which is making those who own US debt very nervous.</p>
<p>The President and the Congress never seem to see a spending bill that they don&#8217;t like.  Pork barrel politics is alive and well and Obama who has promised to slash the deficit is instead spending like no other President in recent history.  By the way &#8211; at the levels he&#8217;s spending money he cannot continue blaming President Bush.  Obama&#8217;s administration has been the poster boy for fiscal irresponsibility.</p>
<p>Are we in recovery?  I don&#8217;t think so.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Hoy se han reunido los dos de los grandes mandatarios del siglo, el presidente de EEUU Barack Obama y su homólogo chino Hun Jintao, se han reunido en base a la primera visita oficial de Obama a China desde que accedió a la presidencia, en este encuentro han tratado temas de diversa índole como ha sido el tema del respeto a los derechos humanos, lucha contra el cambio climático, relaciones comerciales y otros temas de política internacional como son el programa nuclear iraní y Corea del Norte.</p>

<p>Es una reunión bastante trascendente en lo que se refiere a las relaciones comerciales e internacionales del mundo, ya que EEUU y China son dos de las grandes potencias económicas y militares del siglo XXI, China junto con las economías emergentes son de las únicas que han resistido la crisis económica mundial que sufrimos en la actualidad, aunque han disminuido un poco su crecimiento económico, este año están teniendo cifras del 6.1% a lo largo de este año, es verdad que se ha desacelerado ya que hay que recordar que crecían una media del 9 % cada año hasta que estalló la crisis, el crecimiento se ha visto disminuido en gran parte por un abrupto descenso en las exportaciones.</p>
<p>La crisis financiera y económica está golpeando fuerte a la economía china, esto unido a la recesión de los países desarrollados, está  provocando que China y otros países emergentes como Brasil tengan unas tasas de crecimiento menores que años anteriores, por esta razón, el gobierno de EEUU en esta reunión quiere que China aumente el consumo sobre productos norteamericanos y anule las medidas de proteccionismo que tiene vigente Pekín sobre ciertos bienes norteamericanos, China a su vez le ha dicho a Obama que aprecie de una vez la moneda china, el Yuan ya que para los mercados de EEUU la desprecian en el comercio mundial ya que la mayoría de los intercambios de bienes y servicios en todo el mundo se hacen en dólares o en euros, dejando de la lado la moneda china, es verdad que China tiene razón ya que EEUU desde la Conferencia de Bretton Woods en 1944 se decidió que el dólar seria la moneda de referencia mundial, hoy en día esto ha cambiado y si no hay que ver la pujanza económica que es el Euro, hay que decir que muchos países quieren que el Euro también sea moneda de referencia mundial, entre estos países está China.</p>

<p>Se necesitan mutuamente ya que EEUU le interesa que China abra sus fronteras para que se reactive el consumo bilateral, a China más que sus relaciones con EEUU lo que está empeñada es que el aumento de la demanda interna constituye un punto clave para mantener el crecimiento estable y relativamente rápido que han tenido en los últimos años, la crisis actual China y EEUU la están afrontando de manera igual que es con medidas gubernamentales de estímulo que en China están funcionado mientras que en EEUU están todavía en una situación muy difícil y es muy pronto para decir que las medidas impulsadas por Obama saldrán de la recesión que están sufriendo.</p>
<p>También han tratado temas como el respeto a los derechos humanos, en este aspecto se ha visto claramente que EEUU no ha presionado nada al régimen comunista chino para que frene los actos contrarios a los derechos humanos que están sufriendo todos los días por ejemplo los tibetanos al impedirles manifestarse en defensa de sus derechos, negándoles la profesión de su fe, negándoles el derecho a un referéndum que accedan a su independencia  y obligando al exilio a muchos de ellos como el Dalai Lama hace décadas, también se viola los derechos humanos con los musulmanes chinos, los Uigures, estos musulmanes han sufrido mucho en China, especialmente con Mao y la “Revolución Cultural”,  hay que destacar que durante el reinado del terror comunista, había una campaña violenta para suprimir todos los recuerdos del Islam y de la identidad étnica de todo lo no-Chino, se calcula que murieron casi 400.000 musulmanes chinos y otros cientos de miles fueron destinados a trabajos forzados, este duro régimen duró hasta que fue declarada la libertad religiosa en 1978, aunque han recuperado sus derechos todavía sigue habiendo una grave discriminación por parte del gobierno chino contra ellos.</p>

<p>Lo que ha hecho Obama y su administración no es presionar a China para que respeten los derechos humanos sino que ha hablando con la clase media china diciéndoles valores democráticos, cabe citar la reunión con jóvenes chinos que tuvo Obama, una autentica tontería ya que no reflejan la mayoría de la población china estos jóvenes, lo que veo aquí es que la economía manda mucho más de otros aspectos sociales, culturales o de respeto de leyes, es una pena que Washington de momento no haga nada con el régimen chino en estos aspectos, lo que importa es la relación bilateral entre las dos potencias mundiales ya que hay que recordar que la mayor parte de la deuda pública estadounidense está depositada en el Banco Nacional Chino, con lo que un hundimiento de la economía china tendría un efecto dómino hacia EEUU provocando una crisis económica peor que la que sufrimos en la actualidad, China también depende de EEUU ya que la gran baza china de su crecimiento económico son las exportaciones, si EEUU rebaja el nivel de proteccionismo hacia ciertos bienes chinos, mejorará las relaciones comerciales mutuas.</p>
<p>En definitiva dada la gran magnitud de los intercambios entre los dos países, es necesario en mi opinión una cooperación bilateral con el objetivo claro de salir de la crisis económica mundial y abordar temas que en un futuro cercano pueden causar graves diferencias y conflictos internacionales como son Corea del Norte y el régimen iraní o un problema peor que estos dos, que es el cambio climático que estamos sufriendo y que si no se ponen de acuerdo en bajar las emisiones, llegara el día en que no se pueda vivir en el gran planeta que es la Tierra</p>

LOS VERDADEROS ENEMIGOS DE LA PAZ REGIONAL.<br />

<p>Decir que el gobierno de Venezuela está creando un clima de<br />
desestabilización y de guerra en la región latinoamericana, tal y como<br />
afirma en su sección editorial el diario La Nación de San José de Costa<br />
Rica, en su edición del jueves 12 de noviembre de 2009, no sólo es faltar a<br />
la verdad más elemental, sino también llevar a cabo el más deshonesto y<br />
peligroso juego para confundir a la población acerca de lo que de verdad ha<br />
venido ocurriendo en esta parte del mundo, todo ello dentro del universo<br />
totalitario, plagado de imágenes y construcciones orwellianas (vgr. George<br />
Orwell, en las páginas de su novela 1984), a que nos viene acostumbrando el<br />
aparato mediático internacional y sus corifeos locales.<br />
De esta manera, el doble lenguaje y el doble pensar de que nos hablaba en su<br />
obra aquel periodista inglés que fue a combatir en la guerra civil española,<br />
de 1936 a 1939, se encarnan en un amplio espectro de medios de comunicación<br />
social(¿????) encargado de ocultar la realidad y satanizar a las próximas<br />
víctimas. Por supuesto, de lo que se cuidan muy bien de hablar estos medios<br />
de (in) comunicación es de mencionar siquiera, el tema de <strong>las siete bases</strong><br />
<strong>militares</strong> de que dispondrán los Estados Unidos en territorio colombiano, y<br />
mucho menos de sus graves implicaciones, dentro de lo que se ha convertido<br />
en una amenaza cierta para el resto de los países de Suramérica, quienes en<br />
la última cumbre de los países de UNASUR no lograron convencer al <strong>gobierno </strong><br />
<strong>colombiano</strong>, de cumplir con su obligación de dar a conocer los alcances del<br />
acuerdo, firmado entre Colombia y los Estados, el pasado 30 de octubre.</p>
<p>Además, en lo que se constituye en una las más groseras aplicaciones de las<br />
tácticas de guerra de baja intensidad, Washington y Bogotá siembran una<br />
cortina de humo para ocultar las siniestras intenciones de la sanguinaria<br />
dictadura colombiana, encarnada en el régimen de <strong>Álvaro Uribe Vélez</strong>, las que<br />
podrían comprender una extensión del conflicto interno de Colombia, que ya<br />
dura más de sesenta años, hacia los países vecinos, como parte de sus<br />
estrategias, siempre al servicio del imperialismo norteamericano y sus<br />
planes para reconstrucción su hegemonía sobre nuestra área continental. Por<br />
lo demás, la nuestra es una región considerada desde los tiempos del <strong>destino</strong><br />
<strong>manifiesto estadounidense (1823)</strong> como su patio trasero.</p>
<p>La supuesta democracia de Colombia, a pesar de llevar a cabo elecciones cada<br />
cuatro años, con su triste historial en materia de violación a los derechos<br />
humanos, con sus cuatro millones de desplazados internos y con sus miles de<br />
asesinatos políticos, en contra de los integrantes de la oposición política y<br />
de las organizaciones sindicales,  obreras y campesinas, se nos vende como<br />
la mansa paloma frente a los supuestos planes agresivos de su vecino, la</p>
<p>República Bolivariana de Venezuela.<br />
Realmente, lo que está sucediendo es que, cuando el presidente venezolano,<br />
Hugo Chávez Frías previene a su pueblo y a sus fuerzas armadas sobre la<br />
necesidad de prepararse contra los planes agresivos del Imperio, a partir de<br />
las bases militares situadas en territorio colombiano, se le da un giro<br />
total al sentido de sus manifestaciones para atribuirle intenciones<br />
agresivas al gobierno y a la nación más amenazada por el imperio del Norte,<br />
acudiendo al uso casi monopólico de los medios de comunicación social, al<br />
servicio de unas cuantas empresas transnacionales, con amplia hegemonía en<br />
ese campo.</p>
<p>&#160;</p>
<p>Ni siquiera se trata de ser chavista o antichavista, para el caso<br />
venezolano, sino de asumir y la analizar lo que está ocurriendo en el<br />
escenario regional, con un mínimo de honestidad y de apego a la realidad.<br />
Actuar en sentido contrario es, ni más menos, que hacerle el juego a la<br />
maquinaria totalitaria del aparato mediático internacional, dentro del que<br />
se incluye el diario La Nación, de San José de Costa Rica, una especie de<br />
eterno oráculo de la oligarquía costarricense y de sus congéneres del resto<br />
de la América Central, cómplices además del golpe militar en Honduras y de<br />
las fraudulentas elecciones, programadas en ese país, para el día domingo 29<br />
de noviembre próximo.</p>
