<content:encoded><![CDATA[<div class='snap_preview'><p>Agak berlainan sedikit tajuk entry aku hari ini..disebabkan tidak menggunakan perkataan AKU di hadapan seperti biasa yang dibuat selama hampir lebih setahun berkecimpung dalam penulisan blog&#8230;biarlah Cabuk sedemikian..</p>
<p>Niat entry ini bukan untuk menegur, mengutuk, jauh sekali juga untuk mengajar abang, kakak, pakcik, makcik, atuk dan nenek blogger yang jelas lebih senior dalam padang ini berbanding aku..cuma ingin lahirkan rasa nukilan daripada apa yang aku perhatikan selama tabiat rajin membuka blog milik orang-orang ini..</p>
<p>Apa yang cukup dikesalkan adalah apabila sesetengah blogger-blogger ini dilihat terlalu TAKSUB dengan sesuatu perkara yang mendasarkan perjuangan sesebuah parti politik yang didokong oleh mereka..sehingga tiada ruang untuk menerima teguran dan kritikan daripada sesiapa&#8230;senang cerita, asyik kau sajalah yang betul&#8230;tidakkah tindak-tanduk taksub ini lebih banyak akan menjerumuskan tabie manusia ke arah yang lebih negatif berbanding positif..</p>
<p>Malah, ada antara mereka ekoran terlalu taksub, lebih suka menceritakan dan mencipta persepsi secara berlebihan sehingga lari daripada fakta dan realiti sebenar landskap politik negara..hanya bersandaran dengan sumber-sumber yang masih boleh diragui kesahihan, meletup dan meledakkan sesuatu persepsi yang akhirnya menjadikan politik sesuatu yang cukup jijik di mata rakyat..prasangka menjadi tunjung kebenaran..</p>
<p>Satu ketika, pernah aku menghubungi seorang blogger untuk mendapatkan pengesahan sesuatu daripadanya, yang aku tidak mahu nyatakan namanya di sini, yang aku kira cukup hebat, pioneer dalam politik..dalam perbualan aku, dia sendiri secara tiba-tiba menyebut tanpa ditanya&#8230;. &#8221; Aku sendiri tidak yakin parti yang aku dokong, akan menang dalam PRU13 &#8220;..</p>
<p>Nah..dalam entry blog yang ditulis yang mendokong perjuangan parti kau, bermacam-macam pendedahan dibuat, habis kiri kanan umat manusia dalam politik yang tak sehaluan kau tibai dengan tujuan untuk &#8216;memenangi&#8217; parti yang kau tunjang, tapi akhirnya kau cakap macam tuh..sesudah kau TAKSUB, tapi tak tahan dengan asakan aku, akhirnya kau bercakap sesuatu membelakangi prinsip tulisan kau..alamak, apa kes ini tuan..budak mentah macam aku pun boleh &#8216;gula-gula&#8217; kau..</p>
<p>Berbual kosong dengan seorang sahabat berbangsa Cina, nyata dia mempunyai cetusan idea yang cukup mudah mengenai perkara ini..katanya, menulis biar dengan akal, bukan emosi, baru padat dan bernas..jangan biar emosi menguasai diri, jangan biar ego menguasai hati&#8230;itu kata ringkas daripada sahabat ini..</p>
<p>Maaf..pendapat sahabat ini juga senada dengan aku&#8230;ternyata menggambarkan apa yang berlaku terhadap blogger-blogger sekarang, tidak kira Pro-Kerajaaan dan Pro-Pembangkang, Barisan Nasional atau Pakatan Rakyat..nampak jelas bila emosi dan ego menguasai, pertimbangan hilang dalam kawalan&#8230;</p>
<p>Sampai peringkat yang aku rasa agak pelik, hairan bin ajaib, ada segelintir mereka ini menjadi duri dalam daging dalam parti yang &#8216;dianuti&#8217; sendiri..asalnya menjadi ejen kepada parti itu kemudian menunjukkan tembelang wajahnya sebenarnya sehingga layak dicop &#8216;double agent&#8217;..menikam perjuangan parti sendiri..atas alasan, kalau tak ditegur atau dibongkar sekarang, akan jadi lebih teruk&#8230;</p>
<p>Adakah menjadi kesalahan andai kata melalui penulisan, blogger-blogger yang bijak ini memperkatakan sesuatu secara terbuka, mengkritik dengan lebih berfakta dalam cara yang lebih baik dan sopan..daripada membuka aib, melucahkan, mencaci-maci, memaki-hamun, membogelkan individu hanya bertujuan menaikkan hits ketika pelayar-pelayar alam maya sibuk mencari penjelasan dalam sesuatu isu politik..</p>
<p>Andai kata blogger ini mudah mendapat akses kepada parti, tidak lebih elok kau terus bersemuka, berbicara empat mata, daripada menjadi nyamuk, menggigit, mencipta virus dan kemudian berterbangan bersembunyi diri tanpa identiti sebenar..orang akan terus kenal kau sebagai nyamuk saja..</p>
<p>Itu kata aku, hasil daripada apa yang aku lihat, alami, dan renungkan&#8230;mungkin ada orang di luar sana berpendapat berbeza daripada aku..mungkin juga aku melakukan kesalahan yang sama, harap ada yang menegur aku..</p>

<title><![CDATA[Is BN Gaining on Pakatan?]]></title>

<p><img class="alignright size-full wp-image-5029" title="Ibrahim Suffian (Merdeka Centre) 01" src="http://hornbillunleashed.wordpress.com/files/2009/11/ibrahim-suffian-merdeka-centre-01.jpg" alt="" width="176" height="225" />Is Barisan National gaining on Pakatan Rakyat? Ibrahim Suffian, the head of Merdeka Centre, which conducts opinion polls, seems to thinks so. Based on his centre’s survey results, he opines that BN would regain its two-thirds parliamentary majority and even the states lost to PR, except for Kelantan, if elections were held now.</p>
<p>I’ve always been a little wary of opinion polls conducted by Merdeka Centre. Their sample size of 1000 per survey appears to be rather skimpy to represent a population of 27 million. Their questions are sometimes biased to one side, rather than being framed to be as neutral as possible. Also, in this country, many people tend to shout out their support for BN while keeping support for the opposition close to their chests so the accuracy of political opinion polls may be suspect.</p>
<p>Nevertheless there must be a grain of truth in what Ibrahim is saying. It may not be far from the truth that support for BN has risen at the expense of PR since the tsunami of March 2008, although the question of BN regaining the status quo before the 2008 tsunami is highly debatable.</p>
<p><!--more--></p>
<p>However, we should note that public sentiment is a constantly shifting phenomenon which is affected by all manner of past and recent events, including scandals, exposés, tragedies, in-fighting, promises and action or inaction of the political parties.  Will the current stronger sentiment for BN last until the next general election, which my gut feeling and political reading places at the end of 2012?</p>
<p><strong>Public opinion – the three streams</strong></p>
<p>Three months is a long time in politics and three years to the next elections can even be considered long enough for a dynasty. The intervening time will see many events, big and small, impact on the public consciousness. The multitude of individual events in conjunction with action, responses or inaction contribute to powerful streams of public opinion that flow through the recesses of society. These will affect the result of the next election.</p>
<p>There are three streams of public opinion that will impact on the next election. They are generated from the democratic front, the economic front and the racial policy front.</p>
<p>On the democratic front, Malaysians generally want to see more accountability in government, serious efforts to fight corruption, respect for human and democratic rights, independence of democratic institutions, social justice and better service delivery. In short, they want good governance.</p>
<p>No less important is the economic front, where people want an improvement in living standards, increased purchasing power and ability to keep on top of the cost of living.</p>
<p>The racial policy front concerns the economic, educational and employment opportunities for the non-Malays, whose support is vitally needed for BN’s election success.</p>
<p>To keep its power comfortably, BN has to satisfy all three streams of public opinion. How is BN doing on all counts?</p>
<p><strong>The Democratic Front</strong></p>
<p>What has changed since the 12<sup>th</sup> general election? Has BN learned its lesson and reformed itself to become more accountable, more democratic and to fight corruption seriously?</p>
<p><img class="size-thumbnail wp-image-5031 alignleft" title="zaki" src="http://hornbillunleashed.wordpress.com/files/2009/11/zaki.jpg?w=150" alt="" width="150" height="147" />Alas, almost two years have passed and nothing much has changed. Corruption continues to be a worrying scourge. Lackadaisical efforts to fight it, and bring culprits to book, caused Malaysia to fall 9 places in this year’s Transparency International (TI) corruption perception index. The MACC seems more interested in going after small fish and opposition politicians. The reputation of the commission is down in the dumps.</p>
<p>Investigators into PKFZ seem to be dragging their feet after setting up several high profile task forces. A new scandal over the Rawang to Ipoh rail double tracking project has surfaced. The Attorney-General refuses to charge Lingam over the judge fixing scandal despite incriminating evidence, but goes after Karpal Singh over remarks about the right to take royalty to court, which no reasonable person would consider seditious.</p>
<p>The torture and death of Kugan still festers, with one low-ranking policeman, believed to be a scapegoat, prosecuted with the wholly inadequate charge of causing grievous hurt. Few people expect the inquest into Teoh Beng Hock’s suspicious death to find the culprits responsible.</p>
<p>In Perak, BN executed an ugly and immoral power grab, then held on to the state by controversial court judgements and dubious decisions by the Election Commission. Calls for new state elections to return the mandate to the people have fallen on deaf ears.</p>
<p>The reputation of the judiciary has plumbed new depths with the series of pro-BN decisions over the Perak imbroglio. Tian Chua was convicted of biting a policeman on the basis of nothing more than the policeman’s word. His conviction may see him lose his seat if his appeal fails. The government also seems intent on putting Anwar away on the specious charge of sodomy, widely believed to be trumped up.</p>
<p>Crime continues to increase, putting Malaysians in fear of their safety. But the police seem to place a higher priority on suppressing peaceful democratic expression, and arresting participants of harmless candle light vigils. The double standards of the police were amply demonstrated in the &#8220;cow head&#8221; demonstration in Shah Alam, which insulted a minority community.</p>
<p>The government has vowed to retain the draconian ISA, with cosmetic changes to placate critics. These include shortening the initial period of detention from 60 days to 30 days, and the main detention from two years, renewable indefinitely, to one year, renewable indefinitely. There is no let up in control of the print and electronic media. The press remains a spineless wonder.</p>
<p>In short, nothing has changed on the democratic front. BN is still the same old BN which thinks it has an arrogant right to rule Malaysia as it pleases, abuse public institutions to protect its rule and suppress any form of dissent.</p>
<p><strong>The economic front</strong></p>
<p><img class="alignright size-full wp-image-5033" title="Merdeka-Survey01" src="http://hornbillunleashed.wordpress.com/files/2009/11/merdeka-survey01.jpg" alt="" width="335" height="171" />The domestic economy will to a certain extent depend on the world economy, although there is much that the government can do to boost the economy by fiscal stimulus and creating a conducive investment climate.</p>
<p>But what has happened to Malaysia? Thirty years ago we were on par with Singapore, Hong Kong, South Korea and Taiwan but now these countries have leapt ahead of us with per capita incomes of 3 to 4 times ours.</p>
<p>The reason can be attributed to the NEP and the discriminatory racial policies. These polices have led to the dearth of meritocracy in almost all fields, and a damaging brain drain which hold the economy back from achieving its full potential.</p>
<p>Salaries have stagnated in the face of the depreciating ringgit. Increasing costs of living lead to a decline of real incomes, leaving families struggling to make ends meet.</p>
<p>Najib’s intention to upgrade Malaysia into a high income, knowledge based economy is hampered by the lack of political will to dismantle the NEP and implement meritocracy in all fields, as well as to remove race-based policies hindering foreign investment.</p>
<p>Foreign investment is also discouraged by the high crime rate, the poor reputation of the judiciary and lack of respect for human and democratic rights.</p>
<p>BN has also retained its penchant for economically senseless mega projects, such as the undersea cable to transmit power from Bakun to the Peninsula, and unnecessary dams in Sarawak which will bleed the economy for the profit of cronies. Sweetheart deals such as the Matrade Convention Centre are still being made with big corporations, to the detriment of taxpayers.</p>
<p>Private domestic investment and foreign direct investment have fallen year on year. The economy will contract by between 2%-3% this year while GDP growth is expected to be only 4% in 2010. However GDP figures are meaningless as growth is not broad-based, but concentrated in a few sectors leading to the lack of a &#8220;feel good&#8221; factor on the ground.</p>
<p>The racial policy front has been covered in my article, “<a href="http://hornbillunleashed.wordpress.com/2009/11/19/4937/">Dreams of 1Malaysia</a>”  and will not be repeated here. Suffice to say that mere sloganeering without substance to fulfill expectations will backfire on BN.</p>
<p><strong>BN’s strategy of hope</strong></p>
<p><img class="alignleft size-full wp-image-5034" title="ad-anwar-najib" src="http://hornbillunleashed.wordpress.com/files/2009/11/ad-anwar-najib.jpg" alt="" width="280" height="191" />BN seems unwilling or unable to institute real democratic reforms for fear of threatening their hold on power and their largesse from corrupt practices. Hence it hopes that strong economic growth will encourage voters to close one or both eyes over their abuses and excesses, just as robust growth in the 1990s allowed Mahathir to get away will all manner of democratic abuses.</p>
<p>Expensive public relation campaigns and empty sloganeering such as 1Malaysia are used, in the hope of wooing voters with hopes and promises decorated with glitter and tinsel.</p>
<p>BN seems more interested in attacking and breaking up PR using the press, the courts, the enforcement bodies and “unity talks” rather than instituting reforms to make itself attractive to voters.</p>
<p>When the next election comes around the hollowness of BN’s strategy will become apparent. The lack of democratic reforms, the continuing corruption, non-punishment of wrongdoers and racial policies all remind voters that nothing has changed beneath the slick public relations campaigns. It will also convince voters that the only way for change is to vote out BN.</p>
<p>Abdullah Badawi was punished by voters for promising much and delivering little. Najib will be punished for giving Malaysians false hopes of change.</p>
<p>BN may bask in some good public opinion figures now. But every injustice not addressed, every scandal exposed, every perverse court ruling and every senseless mega project modulates the winds of public opinion. Unless real changes are forthcoming, and barring a superbly performing economy, the pro-BN sentiment will not last.</p>
<p><strong>No easy victory for BN</strong></p>
<p>Pakatan Rakyat has been castigated for squabbling, in-fighting and not being cohesive enough. An unfriendly press has magnified their problems although this is only part of their problems.</p>
<p>To be sure, PR can no longer depend on an electoral pact to avoid three-cornered fights to wrest federal power from BN. They will have to present themselves as a viable alternative to BN, to dream of seating themselves in Putrajaya.</p>
<p>But in the event that PR does not manage to get its act together, it does not necessarily mean that BN will romp home with a two-thirds majority. Even if the three opposition parties go their own ways, but co-operate at the polls, they are still likely to do serious damage to BN.</p>
<p>If there is one thing that Mahathir is right about in his views on the 12<sup>th</sup> general election, it is that the votes for the opposition were anti-BN votes, not pro-opposition votes. </p>
<p>The anti-BN votes mean that voters will vote for anyone but BN. It allowed green-horn first timers like Tony Pua, Loh Gwo Burne and Nurul Anwar to unseat seasoned BN politicians like Chew Mei Fun, Lee Hwa Beng and Dato’ Sri Shahrizat. It saw unknowns like Hannah Yeoh and Elizabeth Wong winning and national stalwarts like Samy Vellu and Koh Tsu Koon given the boot.</p>
<p>With no real reforms, the disappointment with BN will be acute and there is every likelihood of a similar anti-BN tidal wave denying BN its two-thirds majority. A broken PR will not deter voters from voting for the opposition as a check-and-balance. They will do so without worrying whether PR can govern effectively.  Coupled with a political awakening in Sabah and Sarawak it may even catapult PR into Putrajaya unexpectedly!</p>
<p>So Ibrahim Suffian should be more circumspect. A strong PR can wrest federal power away while a weak PR can still humble BN. The March 2008 tsunami has changed the political landscape irreversibly. There is no going back to the old status quo &#8211; no matter what happens to PR.</p>

<title><![CDATA[We don't need no (BTN) education ]]></title>

<p style="text-align:left;">Biro Tata Negara (<a href="http://www.btn.gov.my/">BTN</a>), that government outfit set up under the Prime Minister&#8217;s Department, has become the talk of town the last one week or so as accounts from several people who had undergone its courses suggest that it funtions primarily as a brainwashing mechanism to promote ruling BN and racism, and at the same time to foster hatred towards the opposition.</p>
<p style="text-align:left;">If these accusations are true, then the stated objectives of the BTN to promote patriotism, nation-building and inter-ethnic understanding among the various ethnic groups in Malaysia have been called into question.</p>
<p style="text-align:left;">Addtionally, the supposed goings-on in the BTN don&#8217;t gel with the so-called 1Malaysia concept of the Prime Minister.</p>
<p style="text-align:left;">This is why concerned Malaysians such as DAP stalwart Lim Kit Siang have even gone to the extent of <a href="http://www.themalaysianinsider.com/index.php/malaysia/44791-kit-siang-wants-najib-to-close-down-btn">calling </a>for the closing down of the BTN.</p>
<p style="text-align:left;">A public <a href="http://www.themalaysianinsider.com/index.php/malaysia/44810-pkr-to-dissect-btn-with-aid-of-insiders">inquiry </a>into this controversy surrounding the BTN should be considered by the authorities concerned &#8212; despite the assurance of the Deputy Prime Minister and others that the BTN is not what the critics made it out to be.</p>

<title><![CDATA[Landmines in Sarawak, Part 3]]></title>

<p><img class="alignright size-full wp-image-5021" title="Anwar" src="http://hornbillunleashed.wordpress.com/files/2009/11/de3a536f4f6266bb9acb25cf45c5409c.jpg" alt="" width="240" height="208" />As thousands of Sarawakians of all races converge on Bintulu on Feb 21 for the &#8216;Friends of PKR&#8217; dinner, the question in the mind of many people in the Land of the Hornbill is this: Can Anwar Ibrahim be trusted?</p>
<p>There are other similar doubts. For instance, even if the Pakatan Rakyat coalition can take power in the next general election, what is there to guarantee that they would not be as corrupt as the previous BN government?Can we find a single clean Sarawak leader to take office as the chief minister of Sarawak?</p>
<p>In his famous book <em>Pedagogy of the Oppressed</em>, Paolo Freire observed that in an oppressed society, the first aspiration of the oppressed is to join the rank of the oppressors. You find ample examples of these oppressed-turned-oppressors among the BN YBs in Sarawak.</p>
<p><strong>I will now add a corollary to his proposition.</strong></p>
<p>The second aspiration of the oppressed is to wish for a prophet or a revolutionary army to descend from the heavens and deliver them to redemption. Their top political leader must be completely trustworthy, honest, clean, courageous, and in short, perfect.</p>
<p><!--more--></p>
<p>A leader must be dependable for a rakyat that is addicted to compulsive dependence on others for their own deliverance.</p>
<p><strong>Trust is a social contract</strong></p>
<p>But the entire Westminster model of parliamentary democracy has evolved over the past few hundred years on a deep distrust for people with power.</p>
<p>That is why we have the Doctrine of Separation of Powers between the legislative, executive, and judicial branches of government. That is why we have periodic general elections. That is why we clamour for a free press, and all the other instruments of checks and balances against abuse of powers.</p>
<p>Of course, as participants in this political process, a certain amount of trust is required of us, or else the social fabric of our polity will collapse. But for the democracy to stay healthy, that trust of the rakyat for their political leaders must neither be total nor unconditional. It is a social contract that must be reviewed and renewed every so often.</p>
<p>We also have to see what is most needed in Sarawak politically – and in the whole of Malaysia for that matter.</p>
<p><img class="alignleft size-medium wp-image-5023" title="Taib Choro" src="http://hornbillunleashed.wordpress.com/files/2009/11/58962849d0ec9a21f61bfdb619ddaf89.gif?w=204" alt="" width="204" height="300" />The root of our political helplessness in improving our own lot in Sarawak is the almost absolute rule by one man controlling the whole state government – Abdul Taib Mahmud.</p>
<p>Sarawak is a one-party state. During general elections, the ruling BN can mobilise their unfair advantage to make sure this virtual Rule of Man continues forever.</p>
<p>The solution is not to find another political titan to replace Taib Mahmud, for that will only perpetuates the Rule of Man. The solution is to bring change so that the Rule of Law will prevail in the end.</p>
<p>For the Rule of Law to triumph, we need to rebuild and reform our political institutions. We have to change the rules of the game.</p>
<p>The voters must stop depending on their leaders. They must turn around and make these leaders work for them. We need a two-coalition system, to make alternative government possible in Sarawak first. Without that option, Sarawakians will have no real political choice, even if they go to vote regularly.</p>
<p>I suspect that in the subconscious psyche of many Sarawakians, they do not believe that opposition parties can defeat the BN in the state general election.</p>
<p>This is a psychological hurdle that has to be cleared first. At least, what was always assumed to be impossible has been made possible in Penang, Selangor, Kedah, and Perak in March last year.</p>
<p>Once an alternative state government is realised, the adversaries on both sides of the political divide will have to woo the voters, and not the other way round. By choosing wisely between the two offers, the voters will be empowered; they will become the true masters of their collective destiny.</p>
<p>If the Pakatan Rakyat state governments in Penang, Perak, Selangor, and Kedah do not deliver their goods of good governance, they too can be kicked out in the next elections (or perhaps sooner, as in the case of Perak today).</p>
<p>They cannot be corrupt like their predecessors. The same principle applies to Sarawak. But here, we must dethrone the BN from their virtual monopoly of power in the state first.</p>
<p>The enemy of our enemy is our friend, for now at least. For now, PKR and their allies fit the bill.</p>
<p><strong>A social contract with Anwar<br />
</strong></p>
<p>How about Anwar Ibrahim, with his heavy and colourful political baggage?</p>
<p>He is a charismatic leader, who is also a tool of history at work. He needs the support of Sarawakians and Sabahans badly, to realise his dream of entering Putrajaya as a victor. This is the critical time when Sarawakians and Sabahans can renegotiate a new social contract with him, if we help him realise his dream.</p>
<p>He has to promise the changes that need to be made in Sarawak, if the Pakatan coalition comes to power in Sarawak. The oil royalty will be increased, the Sarawak Land Code will have to be amended to give land tenure to NCR land, socio-economic development of Sarawak will have to be given sharp focus, and so on. He has indeed promised some of these demands already.</p>
<p><img class="alignright size-full wp-image-5024" title="anwar afp" src="http://hornbillunleashed.wordpress.com/files/2009/11/0aad76e23f5ecf5594aa6bc1afe47d05.jpg" alt="" width="280" height="170" />Likewise, Sarawakians also need Anwar and his powerful Pakatan coalition in West Malaysia. We need to help him take power at the federal level, to remove Umno, the source of power behind the Sarawak BN. Without a change of federal government, an opposition held state government in Sarawak will be a lame duck.</p>
<p>But personality does count, when it comes to making historic changes. Washington, Lincoln, and Obama are those outstanding personalities who appeared at the right place at the right time to change American history.</p>
<p><strong>I believe Anwar is such a personality.</strong></p>
<p>At the moment, he is the one who is both the fulcrum and the catalyst for the unlikely bed-fellows in Pakatan Rakyat to forge a common front against the might of the Barisan Nasional. He has also successfully rallied a common platform for a rainbow coalition of civil society groups and NGOs to pool their strength against the ruling BN coalition. He is playing a role that no other single Malaysian can fill.</p>
<p>The idea that he puts forth for the PKR is one of <em>Ketuanan Rakyat </em>(People&#8217;s Dominance), to replace Umno&#8217;s policy of <em>Ketuanan Melayu </em>(Malay Dominance).</p>
<p>Despite half a century of racial politics perpetuated by Umno, Anwar is the first political leader to propose this trans-ethnic agenda. It is a sign of great courage and enlightenment for a man nurtured first by religion, and then by the communal politics of Umno.</p>
<p>I knew Anwar when he was a leader in Abim. I was elected to the Dewan Rakyat together with him in 1982. I bumped into him constantly in that august House through three terms of my membership. I always found him engaging, courteous, and friendly.</p>
<p>But I am not qualified to vouch for his personal integrity in public life.</p>
<p>He, like all political leaders of our time, will be judged by the people of Malaysia by ongoing events in the country. Ultimately, he will be judged by history.</p>
<p>But for the moment, my tentative assessment is that Anwar is the most likely person to bring meaningful change to our politics of corruption and abuse of power.</p>
<p>At the end of the day, the real question is not whether we can trust Anwar or his Pakatan coalition.</p>
<p>The real question lies in whether we can trust ourselves, our own judgement in the face of extreme confusion.</p>
<p>Can we change our own thinking from one of scepticism against all things political, and turn to optimism, hope, and concern? Can we change from being spectators, forever regretting the state of affairs on the sidelines, to become active agents of change ourselves? As Barack Obama said on his campaign trail, “We are the change that we seek.”</p>
<p><strong>The Perak imbroglio</strong></p>
<p>As for the wildfire spreading in Perak, I am not that perturbed.</p>
<p>Such dramatic stories of political betrayal and counter-betrayal are only to be expected in a country beset by all the uncertainties amidst a period of radical transition. Sarawakians and Sabahans have seen that happen many times in their state politics in the past.</p>
<p><img class="alignright size-full wp-image-5025" title="najib perak.gif" src="http://hornbillunleashed.wordpress.com/files/2009/11/101b0df23c81bbc20b4f250cc4ad9f07-gif.jpg" alt="" width="219" height="146" />There, I believe the correct parliamentary convention in most Commonwealth countries is for a motion of no-confidence to be moved in the Perak State Assembly.</p>
<p>If it is passed, then the menteri besar should recommend to the Sultan for the State Assembly to be dissolved in order to make way for a state election.</p>
<p>That sort of upheaval only goes to show that people who control power are not likely to surrender that power willingly. It does mean that that kind of power has to be pried by the rakyat from the clenched fists of the oppressors, over a period of time, after many setbacks. The road to democracy is a long and winding road. Great things in life never come easy.</p>
<p>The same can be said of change in Sarawak. We must start with ourselves first.</p>

<title><![CDATA[Landmines in Sarawak, Part 2]]></title>

<p>A reader sent me an email to enquire why Sarawak cannot secede itself from Malaysia and become an independent nation like Singapore. The same query has also been making the round on Internet postings in Sarawak, behind the safe veil of anonymity.</p>
<p>It is a tabooed subject in the nation&#8217;s public sphere. But I feel that our nation&#8217;s citizens are mature enough to discuss this issue openly, without resorting to panic mongering and witch-hunting.</p>
<p>Because of the lack of public discussion, we do not know how rampant this sentiment is. I have heard of talk pointing to Brunei as an illustration. The Sultan of Brunei decided not to join Malaysia in 1963, preferring to become an independent nation on its own. Today, because of the wealth from oil and gas, the Sultan of Brunei is the richest man in the world, and the wealth of the Brunei people is the envy of Asia.</p>
<p>The rhetorical question is: if Brunei can do it, why not Sarawak and Sabah? <!--more--></p>
<p>As a sentiment, it is the right of every Sarawakian to feel whatever he or she might feel. But as the ideology of a political movement, then the merits and demerits of such a volatile objective must be examined from every angle in great detail.</p>
<p>Whatever my own view on the matter is, I would like to examine the practicability of such a proposition.</p>
<p>In the case of Canada, there was a national referendum on whether French-speaking Quebec should be allowed to secede from the Canadian Federation. The proponents of secession were defeated by a few percentage points in the national poll.</p>
<p>But Canada is one of the very few highly developed liberal democracies of the world. In contrast, Malaysia belongs more to the group of developing nations with fledgling opaque democratic practices tinged heavily with patriarchal violence of the state.</p>
<p>The lived geo-political experiences of Sarawakians for the past 45 years have been those of federalism, with power slowly but surely tilting to the federal centre in Kuala Lumpur. The most important function of such a federal government is to ensure the territorial integrity of the nation state, not only in military defence against external aggressors, but also in the repression of  any internal impulse for secession.</p>
<p>In short, anyone who wants to start a secession movement in Sarawak must be prepared for the ultimate option of a protracted armed struggle with no certainty for success, in view of the heavy concentration of federal troops in Sarawak and Sabah. The blood of many innocent people will be spilled, as in Sri Lanka, Aceh, Nigeria and numerous other regions of the world. Is the doubtful trophy worth the price to be paid?</p>
<p>Once you banish the impractical option, then you have to seek recourse through the peaceful democratic process, within the context of the Malaysian federation. Such recourse is available through the vote. But Sarawak voters and opinion makers must explore a more open and enlightening mode of public discussion, not shaped by mere prejudices.</p>
<p><span style="color:#993300;"><strong>Sarawak parties not necessarily good</strong></span></p>
<p>Take the argument that PKR is a party of Orang Malaya, and therefore not worthy of support from Anak Sarawak. Sarawak, they say, is for Sarawakians. Some say that only Sarawak-based parties can serve Sarawak.</p>
<p>This point of view ignores the fact that the component parties of the Sarawak Barisan Nasional, which are all homegrown blue-blooded Sarawakian political parties, have done tremendous injustices to the poor people of Sarawak. We all know how corrupt and rich the top leaders of these parties are, while the people – especially rural native Sarawakians – are teetering on the brink of abject poverty.</p>
<p>Sarawak political parties are not necessarily good for Sarawakians.</p>
<p>Furthermore, we must unveil the disguise of the “Sarawakness” of these Sarawak BN component parties.</p>
<p>They are all components of the national BN structure, and therefore they are part and parcel of all the ills of the country, racial posturing, economic mismanagement, cancerous corruption in public life, waste of the taxpayers&#8217; money, corruption even in the judiciary and the police, and the numerous laws that curtail the liberties of all Malaysians and Sarawakians.</p>
<p>The cause of neglect of the social-economic development in Sarawak has its roots in Kuala Lumpur. In this, the Sarawak BN component parties – especially the PBB under the absolute control of Chief Minister Abdul Taib Mahmud – are the leading accomplices and proxies of this criminal neglect.</p>

<p>A kind of unholy symbiosis exists between the Sarawak BN and the national BN dominated by Umno. As long as the Sarawak CM can deliver most, if not all, of the 28 parliamentary seats to prop up the Umno prime minister in the Dewan Rakyat, Taib can enjoy absolute rule over Sarawak.</p>
<p>He and his close circle of top political confidantes can enjoya monopoly over the timber and land resources, as well as all kinds of government contracts without fear of the federal agencies supposed to curb corruption.</p>
<p>In this scenario, it is very hard for Sarawak-based opposition parties to make headway in state politics in Sarawak. They simply do not have the resources to fight the Sarawak BN during elections.</p>
<p>As a result of this dim prospect of making real political gain on the ground, the opposition parties find it hard to recruit young budding political leaders from their newly emergent middle-class to stand as candidates during elections. This will continue the vicious cycle of further weakening the opposition camp.</p>
<p>For the sake of argument, even if a coalition of Sarawak opposition parties can defeat the Sarawak BN and form the state government, there is always the threat of the federal BN government putting the squeeze on Sarawak socio-economic development funds. This did happen to the PBS-held Sabah state government in those years when PBS was the opposition at the federal level.</p>
<p>In short, the unique power relation between the federal and the state governments must compel aspiring Sarawak reformers to look to federal alliances. The true cause of socio-economic backwardness is still the national BN in Kuala Lumpur, working in tandem with a self-serving BN Sarawak government. Unless the BN government is replaced by another alternative coalition, Sarawak will continue to degenerate even if an opposition government is able to take power in the state.</p>
<p>By now, we know that coalition politics is an undeniable imperative in multi-racial, multi-religious, and multi-cultural Malaysia.</p>
<p>Perhaps, leaders, members, supporters, sympathisers of opposition parties in Sarawak, and even neutral citizens who want change in Sarawak, must put on their thinking cap, to explore ways and means of establishing strategic linkages with parties in West Malaysia and Sabah, rather than withdrawing further into their exclusivist cocoon of “Sarawak for Sarawakians”.</p>
<p><span style="color:#993300;"><strong>Enemy of my enemy is my friend </strong></span></p>
<p>But how about the perception that PKR is a party from Malaya?</p>
<p>I understand and share many of the emotional aversions of many Sarawakians against all things Malayan on the personal and social levels. But politics is entirely a different kettle of fish altogether.</p>
<p>The problem of Sarawak&#8217;s socio-economic backwardness and political injustice is not a Sarawak problem alone. It is a national problem that requires a national solution. Toppling the BN federal government must be the top agenda for Sarawakians.</p>
<p>As many of my leftist SUPP (Sarawak United People&#8217;s Party) friends had taught me in the early years of my political activism, their tactic of a united front is based on this single dictum: the enemy of my enemy is my friend – at least for now (I think the original author of this dictum is Mao Tze Tung himself).</p>

<p>In politics, not all Orang Malaya are as contemptible as some Sarawakians think. The Orang Malaya of five states – Kelantan, Penang, Selangor, Perak, and Kedah &#8211; have voted out their BN state governments, often across racial, religious and party lines. This is a feat that many Sarawakians can only pine for.</p>
<p>I have always insisted that Orang Malaya have a thing or two to learn from Sarawakians and Sabahans, especially on harmonious race relation. The West Malaysian Pakatan Rakyat leaders have to learn about the social and cultural sensitivities of Sarawakians and Sabahans, if they are to avoid the BN landmines when campaigning in Sarawak.</p>
<p>But is it not true that Sarawakians also have a thing or two to learn from Orang Malaya about politics? Is it not true that blind parochial xenophobia can also be a stumbling block to greater democratisation and redemption in Sarawak politics?</p>
<p>Then there are other questions. Can Sarawakians trust Anwar Ibrahim, with his very chequered past record and his seemingly endless ambition to become the next prime minister? Even if the Pakatan Rakyat coalition can topple the Sarawak BN government, do they have an honest clean candidate to become the next Sarawak CM? How can we be sure that a Pakatan state government will not be even more corrupt than the previous regime?</p>
<p>I will try to answer those questions tomorrow. Don&#8217;t touch that dial!</p>

<p><span style="font-size:16px;">我时常记得一个银行家朋友的笑话。根据他的说法，如果你欠银行1000万令吉，你不需要还，因为银行负担不起你破产，他们会对你很好，并且帮助你重新安排这笔债务。但是，如果你欠银行100万令吉，那么他就会让你破产，也不会和你谈判。</span></p>
<p><span style="font-size:16px;">换句话说，<span style="color:#ff0000;">如果你是“大问题”，他们就会保护你，如果你是“小问题”，他们就会压碎你。</span></span></p>
<p><span style="font-size:16px;">在林甘短片中，很明显的如果他们继续起诉林甘，那么前大法官就会被审讯，你可以想象他会告诉你什么秘密吗？马来西亚的司法制度不受各界人士的关注是个事实。你能够想象如果林甘被控上法庭，他将会揭发什么贪污？</span></p>
<p><span style="font-size:16px;">最后，只是显示了政府并不是真正的想要改革，事实上我可以告诉你，<span style="color:#ff6600;">政府如果真正改革，就意表国阵政府的死亡。</span>国阵政府在位52年，贪污和滥权的数量是大到他们无法公开的。如果他们打开档案，那么整个国阵就会倒台，而整个“马来主权”只是显示了他们掠夺国家资源的理由。</span></p>
<p><span style="font-size:16px;">只有在换政府的时候，才能有更高层次的贪污被揭发。现在槟城和雪兰莪在在野党的手里，我们就会看到他们会渐渐揭发国阵政府的弊端。</span></p>

<p><span style="font-size:16px;">并没有比更换政府跟为有效的揭发弊端，我们在很多国家都看到这种情况，看看我们的邻国印尼，当苏哈多在1998年倒台，他所有的贪污都被揭发了。即使到今天，在独裁者倒台后的10年，印尼人依然在尝试找出他贪污的证据，他可能在掌权的30年内搜括了10亿美元。</span></p>
<p><span style="font-size:16px;">国阵不能真正的改革，也表示贪污不但会加剧，而执法单位如反贪污委员会和警察，会被更频繁地使用来攻击那些尝试揭发他们滥权的人。政府会追击任何揭发他们贪污的人，更严重的，他们会为了保护他们的利益，更加破坏司法制度。</span></p>
<p><span style="font-size:16px;">在这样的情况人民可以做什么？人民有很多的无力感。很多平民百姓认为现有的体系太强大，他们不能做什么。</span></p>
<p><span style="font-size:16px;">答案很简单，普通的马来西亚人并不能反抗尝试隐藏贪污的政府。普通市民只能记得所有的贪污事件和在下届大选投票。记住，唯一揭发贪污的方法是只有当其他一方介入。</span></p>
<p><span style="font-size:16px;color:#3366ff;">请不要相信政府的宣传，即这个政府可以在新的领导层下改革。问题并不在于领导层，问题在于过去。新的领导层无法让过去被揭发，他们既然无法揭发过去和惩罚涉嫌贪污的人，那么他们就会继续做恶。</span></p>

<p style="text-align:justify;">Pada tahun 2004 John Perkins telah menulis Confession of an Economic Hit Man – Pengakuan Tukang Pukul Ekonomi. Buku ini melakar bagaimana Perkins direkrut oleh National Security Agency (NSA) untuk menjaga kepentingan kaum pemodal antarabangsa.</p>
<p style="text-align:justify;">Untuk menghalalkan tugas – Perkins – telah dimasukkan bekerja disebuah syarikat konsultan ekonomi. Ini hanyalah baju yang dipakai oleh Perkins kerana syarikat ini memiliki hubungan rapat dengan NSA. Sebagai penasehat ekonomi Perkins merayau-rayau ke Indonesia, Panama, Ecuador, Colombia, Saudi Arabia, Iran dan negara yang dianggap memiliki potensi ekonomi.</p>
<p style="text-align:justify;">Tugas Perkins cukup enteng : dia akan menasehatkan pemimpin negara-negara ini untuk membuat projek-projek mega ( seperti projek Bakun). Perkins tidak memiliki masaalah untuk bertemu dengan pemimpin politik negara-negara Dunia Ketiga. Ini kerana Perkins sedar bahawa pemimpin negara-negara ini apabila mendengar ada Mat Saleh ingin bertemu mereka maka mulut dan buntut mereka ternganga luas.</p>
<p style="text-align:justify;">Perkins akan dijemput untuk menghadiri pelbagai seminar dan mesyuarat ( seperti Invest Malaysia 2009) dan dijemput dalam perbincangan percambahan pendapat. Akhirnya Perkins akan membuat dan mengajukan kertas-kerja dan cadangan untuk memunculkan projek mega. Dalam masa yang sama melalui Perkins – Bank Dunia atau IMF atau bank-bank lain akan bersiap sedia mengeluarkan dana.</p>
<p style="text-align:justify;">Projek mega ini adalah cara ‘merasuah’ para pemimpin dan kroni para politikus Dunia Ketiga. Projek-projek ini tidak ada sangkut paut dengan kepentingan ekonomi warga negara itu walau pun dengan lunak Perkins akan menggambarkan bagaimana projek mega ini akan memberi manafaat untuk rakyat. Ini hanya kelentong.</p>
<p style="text-align:justify;">Kontrektor-kontrektor projek, pekakas pembuatan – semuanya didatangkan dari nasehat Perkins. Projek ini akan menggunakan pakar-pakar ‘Mat Saleh ‘ yang dibayar dengan lumayan berbanding dengan pakar tempatan. Perkins melahirkan pekerjaan untuk para Mat Saleh yang di panggil ‘expert’.</p>
<p style="text-align:justify;">Dalam masa yang sama Perkins cukup sedar banyak dana ini akan masuk ke dalam poket para pemimpin negara ini. Ini adalah sebahagian dari strateji Perkins. Ini perangkap yang sengaja dipasang.</p>
<p style="text-align:justify;">Sedikit demi sedikit negara ini akan terhutang dengan lembaga-lembaga bank antarabanga – IMF, World Bank, European Bank dan pelbagai lembaga dana yang bekerja erat dengan Perkins. Bunga dan hutang ini akan meningkat. Ini menambahkan lagi beban negara. Perkins akan mengusulkan cara terbaik untuk mencari dana agar dapat membayar hutang dan bunga.</p>
<p style="text-align:justify;">Cadangan Perkins : subsidi dihapuskan. Barangan kawalan makanan dilupuskan. Impot dibesarkan. Barangan ekspot dimurahkan. Nilai ringgit dikurangkan dengan alasan akan menarik orang luar membeli barangan ekspot.</p>
<p style="text-align:justify;">Akhirnya – akan sampai satu masa – dimana hutang bagitu menjerut untuk negara ini. Maka Perkins akan ‘ menasehatkan’ para politikus agar Pertamina memberikan hak untuk Exxon cari gali di Ambalat –misalnya yang terjadi di Indonesia. Ini perangkap awal.</p>
<p style="text-align:justify;">Jika pemimpin politik ini memiliki perasaan nasionalisma dan enggan tunduk atau berdegil maka akan di hantar apa yang di panggil ‘ The Jackals’. Mosaddeq di Iran menjadi mangsa pada thun 1953. Presiden Guatemala pada tahun 1954 menjadi mangsa agar bumi negaranya selamat untuk dijadikan ladang pisang United Fruits Company. Sukarno pada thun 1965. Ecuador pada thun 1981.</p>
<p style="text-align:justify;">Mari kita melihat kes klasik sejarah Terusan Panama yang telah dimilik negarakan oleh Omar Torrijos pada thun 1977. Kemudian pada July 31, 1981 kapalterbang yang dinaikinya meletup di udara. Sesudah Torrijos mati Amerika kembali mendapat hak untuk meletakkan tenteranya di Terusan Panama. Khalas.</p>
<p style="text-align:justify;">Di negara kita sendiri perkara yang sama pasti berlaku. Dasar Ekonomi Baru yang dilakar oleh Razak Hussein telah mengenepikan kepentingan pemodal antarabangsa. Kaum pemodal ini merasa kurang senang dengan dasar ini. Melalui media dunia mereka terus mempertikaikan dasar ini.</p>
<p style="text-align:justify;">Dasar ini juga di kritik oleh kapitalis nasional dan kapitalis komprador yang suaranya diwakili oleh MCA. Ketika itu air, api, talikom, universiti, jalan raya, hospital, tanah Felda, Felcra, SEDC – semuanya adalah milik orang ramai i.e milik negara.</p>
<p style="text-align:justify;">Kritikan dasar ini tidak ada sangkut paut dengan kepentingan Mak Jah peniaga warong di Gombak atau Pak Huseing pembuat budu di Pengkalan Chepa. Kritikan ini datang dari kaum kapitalis yang tidak dapat membuat keuntungan maksima.</p>
<p style="text-align:justify;">Apabila Mahathir naik semua ini diubah. Untuk mendapat sokongan kapitalis komprador dan kapitalis nasional: baca pemodal Cina – Mahathir telah menswastakan harta rakyat ini. Maka gembiralah dan berkundurilah kaum kapitalis ini. Harta kekayaan mereka bertimbun tambah. Laporan terbaru membuktikan bagaimana 58 bilion ringgit harta negara di sawastakan hanya 2 bilion ringgit sahaja yang menjadi milik Melayu.</p>
<p style="text-align:justify;">Mahathir naik tocang apabila dinobatkan oleh kaum pemodal ( kaum pemodal Cina) sebagai penjana pembangunan. ( Ini tidak ada sangkut paut dengan Mak Cik Limah di Felda Chomomoi atau Haji Timah tuan punya warong di Senawang.)</p>
<p style="text-align:justify;">Dasar Ekonomi Baru ini hakikatnya adalah dasar ekonomi kapitalis yang penuh dengan percanggahan. Dasar ini bercita-cita untuk memunculkan ‘zaibatsu’ Melayu/Bumiputera. Ini hanyalah mimpi tegang yang tidak pancut-pancut. Cita-cita ini tidak mungkin tercapai hingga bumi meletup. Kalau tupai beranakkan gajah pun dasar ini tidak akan tercapai.</p>
<p style="text-align:justify;">Dasar DEB ini tidak akan berjaya kerana dalam hukum ekonomi kapitalis – apa boleh jual akan di jual – apa yang boleh di beli akan dibeli. Dalam ekonomi kapitalis tidak ada agama atau bangsa. Setiap kali modal dilabor untuk Melayu ianya pasti akan bertalian dengan ekonomi Cina yang telah lama kukuh. Ini belum diambil kira rasuah.</p>
<p style="text-align:justify;">Tidak mungkin semua orang Melayu/Bumiputera akan dapat di kayakan. Pemodal memerlukan buruh yang boleh diupah murah. Pemodal memerlukan pengguna untuk membeli. Kalau Melayu semua kaya siapa pula yang akan menjadi buruh di ladang sawit, penanam padi, penangkap ikan dan Minah Karan dan Mat Spana?</p>
<p style="text-align:justify;">
<p style="text-align:justify;">Dasar Ekonomi Baru ini hanyalah satu kelentongan/tipu helah dimana para politikus Melayu berkumpul membuat dasar atas nama Melayu. Dengan bersandarkan keMelayuan maka para politikus Melayu ini dapat ‘merembat’ harta negara.</p>
<p style="text-align:justify;">Pada ketika DEB dimulakan pergaduhan Melayu/Bukan Melayu baru selesai. Kapitalis nasional dan kapitalis komprador tidak berani menyuarakan tentangan pada ketika itu. Mereka melihat dari jangka panjang kepentingan mereka lebih terjaga dengan dasar ini. Anggapan mereka cukup tepat. Siapa dia Lim Goh Tong, siapa dia Ananda Krishnan, siapa dia Vincent Tan ?</p>
<p style="text-align:justify;">Dasar untuk menjadikan 30% harta kekayaan negara ini dimiliki oleh Melayu/Bumiputera adalah mimpi kosong dan dasar yang salah. Tidak perlu membuat kajian ilmiah – pergi sahaja keluar dari Kuala Lumpur dan lihat sendiri kehidupan orang-orang di kampong. Memang betul ada perubahan. Kalau dulu pada tahun 1974 di Kampong Chenor ( kampong saya ) tidak ada leterik dan air – hari ini telah ada.</p>
<p style="text-align:justify;">Tetapi air dan leterik kini dimiliki oleh pemodal tuan empunya saham.. Hospital dimiliki oleh pemodal tuan empunya saham.. Sekolah dan univeristi dimiliki oleh pemodal tuan empunya saham.. Jalan raya dimiliki oleh pemodal tuan empunya saham. Talipon dimiliki oleh pemodal tuan empunya saham. Ini bezanya. Ini hakikat.</p>
<p style="text-align:justify;">Dua minggu dahulu Najib telah membuat dasar liberalisasi. Perkataan LIBERALISASI ini perkataan hampeh. Ini perkataan putar alam bertujuan untuk mengelirukan kefahaman yang tuntas kepada orang ramai terutama kepada Mak Cik dan Pak Cik Felda. Liberalisasi bermakna : Syarikat antarabangsa dibenarkan berniaga bebas dalam negara ini.</p>
<p style="text-align:justify;">Dua hari dahulu Najib Razak telah mengubah satu jalur DEB. Kaum pemodal pasti akan mengalu-alukan dasar ini. Ertinya pasaran Malaysia terkangkang luas untuk di entot. Ertinya tidak ada lagi halangan untuk sesiapa sahaja memiliki harta kekayaan negara ini. ( Kalau saya kapitalis saya akan terpancut siang dan malam dan meleleh air liur melihat harta negara ini boleh dimiliki ).</p>
<p style="text-align:justify;">Kenapa Najib membuat dasar baru  ini ?</p>
<p style="text-align:justify;">Cukup senang untuk memahaminya. Najib memiliki masaalah peribadi yang berat. Jangan silap baca ini tidak ada sangkut paut dengan berat badan isteri Najib. Berat di sini bermakna berat dari segi politik. Contohnya : Parti yang dipimpin oleh Najib tidak lagi mendapat sokongan rakyat. Retak retak kelihatan dalam gabungan Barisan Nasional. Dan paling menakutkan Najib apabila kaum kapitalis komprador dan kapitalis nasional: baca – pemodal Cina – telah menjauhkan diri dari Najib.</p>
<p style="text-align:justify;">Dalam masa yang sama media antarabangsa terus menghantui Najib dengan kes pembunuhan Altantuya gadis cun dari Mongolia. Media luar ini adalah alat pembesar suara untuk memastikan kepentingan kaum pemodal antarabangsa terjaga rapi. Kuam pemodal antarabangsa ini telah lama ingin merembat harta kekayaan negara ini.</p>
<p style="text-align:justify;">Hantu dan polong-polong puaka  ini perlu dijaga.</p>
<p style="text-align:justify;">Najib wajib melakukan sesuatu. Seperti Mahathir menswastakan harta negara untuk kaum komprador dan kapitalis nasional maka Najib Razak menswastakan seluruh bumi Malaysia ini untuk kepentingan kelas kapitalis dalam dan luar negara. Inilah hakikat dari dasar ekonomi yang akan dijalankan oleh Najib Razak.</p>
<p style="text-align:justify;">Dimana Perkins Kaki Pukul sedang bersemayam?</p>
<p style="text-align:justify;">Jangan risau si Perkins ini masih wujud. Perkins telah menghatar budak suruhannya dari Singapura. Lupa projek mega – Jambatan Ketiga ?</p>
<p style="text-align:justify;">Perkins-Perkins ini mungkin ada jaringan dalam EPU. Si Perkins ini mungkin masih bersarang di Tingkat Empat atau ingin pindah ke tempat yang lebih tinggi seperti di Menara Petronas. Si Perkins sedang berselerak menjalankan tugas untuk memastikan kepentingan kaum kapitalis akan didahulukan.</p>
<p style="text-align:justify;">Dasar Ekonomi Baru atau Dasar Pedekatan Baru ini semuanya TIDAK akan memberi apa-apa manafaat kepada rakyat biasa. Dasar ini tidak ada sangkut paut dengan kepentingan Gopal pemandu teksi dari Segambut. Dasar ini tidak ada sangkut paut dengan Swee Heng peniaga nasi Itek di Jalan Petaling. Dasar ini tidak ada sangkut paut dengan Hajah Limah pembekal kerepek ubi dari Sijangkang.</p>
<p style="text-align:justify;">Rakyat biasa tidak berjudi di bursa saham. Rakyat biasa tidak tahu apa itu ‘pink form’. Rakyat biasa tidak memahami turun naiknya Nasdaq atau Index Heng Seng. Rakyat biasa mahu keselesaan dan bukan mahu di ikat dengan pelbagai gaya/cara – cukai/tol/bil hospital/bil air/bil api/ bil sewa rumah/cukai rumah – dimana mereka wajib dan dipaksa mengeluarkan duit yang tidak mereka miliki.</p>
<p style="text-align:justify;">Dasar ekonomi terbuka dan terkangkang ini akan menjemput kapitalis antarabangsa – dengan alasan untuk melabor dan membawa modal. Ini betul-betul hujah dari kertas kerja John Perkins. Inilah cara yang digunakan oleh Perkins untuk memastikan sesebuah negara itu akhirnya akan dapat dijajah kembali.</p>
<p style="text-align:justify;">Satu kerajaan yang baik adalah kerajaan yang berkiblatkan rakyat. Sebuah kerajaan yang adil tidak akan mempedulikan kepentingan kaum kapitalis kerana mereka menghisap darah warga negara. Dasar yang wajib dinobatkan ialah dasar dimana kepentingan ramai mendahului kepentingan pribadi. Kepentingan ramai menjadi nakhoda dan juragan.</p>
<p style="text-align:justify;">Kerajaan yang adil ialah sebuah pentabiran yang telus dimana dasar ekonominya akan menobatkan kepentingan kaum buruh dan tani. Ini kerana dari tenaga kaum buruh dan kuam tani inilah munculnya modal. Modal muncul dari tenaga manusia. Modal bukan wang ringgit. Wang ringgit adalah tanda nilai tenaga dan fikrah manusia. Modal datang dari tenaga warga negara itu sendiri.</p>
<p style="text-align:justify;">Modal bukan datang dari IMF atau Bank Dunia Bank. Duit dari IMF atau Bank Dunia itu adalah hasil rompakan dari tenaga buruh dan tani dari seluruh dunia.</p>
<p style="text-align:justify;">Justeru dasar Menjual Felda mungkin dilihat dapat mengumpulkan modal. Awas! Menjual Felda samalah seperti Lebai Sudin di Kuala Nerang yang hanya memiliki sebuah rumah dan 3 relong sawah. Satu hari untuk membaiki atap rumahnya Lebai Sudin telah menjualkan 3 relong tanah sawahnya kepada …….<strong>(TT)</strong><br />

<title><![CDATA[Tok Guru dan Pakatan]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p><img class="alignleft" title="Tok Guru Nik Aziz" src="http://cache.daylife.com/imageserve/0gMK9Qo73C11L/610x.jpg" alt="" width="256" height="234" />Bila saya mencadangkan Tok Guru Nik Aziz Nik Mat dilantik ketua Pakatan Rakyat, riuh-rendah kedengaran suara menyokong dan menentang. Ramai yang memberi pendapat mereka. Ada pula yang menuduh kononnya ini strategi saya nak jadi ketua Pakatan. Kata mereka saya tak hormat Anwar Ibrahim apabila membuat cadangan ini. Nampaknya masih ada yang tak faham atau pura-pura tak faham. Jadi eloklah kita teliti kembali apa yang saya sarankan.</p>
<p>Premis utama dalam cadangan saya itu ialah kita perlu kepada seorang “<em>spiritual leader</em>”, sama saperti Mahatma Gandhi sewaktu zaman India memperjuangkan kemerdekaan dahulu. Kita tahu pemimpin seperti itu diperlukan untuk menerajui gerakan Pakatan. Pemimpin politik biasa, walau bagaimana hebat dan handal sekali pun, tidak akan cukup kuat untuk melawan gergasi Barisan Nasional.</p>
<p>Yang saya maksudkan sebagai pemimpin spiritual ini adalah seorang pemimpin yang tidak ada cita-cita nak jadi Perdana Menteri atau apa-apa jawatan besar. Ini sama seperti Gandhi yang tidak mahu apa-apa jawatan, hanya setakat menyokong Jawaharlal Nehru sebagai Perdana Menteri India merdeka. Yang Gandhi mahu hanyalah India yang merdeka, bersatu dan bebas dari penjajahan. Pemimpin seperti ini bergerak atas keluhuran perjuangan. Samalah saperti Mandela, dan Imam Khomeini . Pemimpin saperti ini disayangi oleh rakyat kerana prinsip dan sifat humanisme beliau. Dia tidak ada masalah peribadi, tidak ada skandal, tidak ada cita-cita duniawi melainkan perjuangan untuk menegakan keadilan dan melawan kezaliman.</p>
<p>Jadi bila saya toleh kiri dan kanan dan saya lihat hanya Tok Guru Nik Aziz ada kelayakan tersebut. Beliau diterima oleh semua kaum dan agama. Maka saya terus mencadangkannya kerana saya berpendapat hanya apabila kita letak pertarungan Pakatan vs BN atas perjuangan spiritual melawan kuasa yang rakus dan rasuah, barulah rakyat akan bersemangat dan bangkit bersuara untuk memihak kepada kita. Formula politik lain memang ada tapi saya rasa ia tak cukup dan tak padan untuk menggerakkan satu usaha besar menggantikan BN sebagai kerajan pilihan rakyat.</p>
<p>Soal jawatan Perdana Menteri itu terserahlah kepada wakil-wakil rakyat Pakatan sesudah mendapat kerusi yang cukup untuk membentuk kerajaan yang baru. Itu perkara mudah kerana Tok Guru pun tahu dan bersedia menerima orang lain yang lebih sesuai untuk menjadi PM. Cadangan saya ini juga sama seperti dengan keududukan Pengerusi Parti Buruh atau Konservatif di UK yang tidak pernah pun menjadi Perdana Menteri. Tugas mereka adalah menjaga perpaduan dan kekukuhan parti. Saya tegaskan di sini bahawa buat masa ini memang tak ada mana-mana wakil rakyat yang lebih sesuai dan berupaya daripada Anwar Ibrahim untuk menjawat jawatan Perdana Menteri apabila Pakatan memperolehi undi majoriti rakyat nanti. Jadi penyokong dan peminat Anwar Ibrahim tak usahlah bimbang.</p>
<p>Yang penting sekarang ialah menentukan apa yang perlu dilakukan untuk menjayakan kemenangan Anwar dan Pakatan Rakyat. Apakah yang akan menggerakkan tsunami politik baru untuk memberi kuasa kepada rakyat melalui Pakatan? Sesudah Mac 8, 2008, ada orang kata bahawa Pakatan seolah-olah sudah hilang tenaga sekarang. Menurut Merdeka Centre dalam kaji selidik baru-baru ini, BN masih lagi akan menang jika pilihan raya umum diadakan hari ini. Malah BN dikatakan tetap boleh mengekaklkan dua pertiga kerusi Parlimen. Begitu membimbangkan sekali persepsi ini terhadap Pakatan.</p>
<p>Itulah sebabnya saya mahu para penyokong kita tanpa mengira kaum dan agama berfikir bagaimana kita nak memperkukuhkan Pakatan dan cuba mencari cara dan pendekatan baru. Kita jangan cepat panik atau takut kepada perkara-perkara kecil dan sampingan yang memang menjadi adat politik. Yang penting kita mesti pastikan Pakatan tidak lari dari landasan utamanya iaitu menolak BN untuk memberi ruang bernafas kepada rakyat menikmati keadilan, demokrasi dan kebebasan yang sebenar tanpa dicengkam salah guna kuasa, rasuah dan diskriminasi.</p>
<p>Yang utama mestilah kemenangan Pakatan kerana ia bererti kejayaan kepada rakyat. Saranan saya bukan sahaja kepada rakyat untuk berusaha gigih ke arah mencapai matlamat ini tetapi juga kepada para pemimpin dan ahli komponen Pakatan supaya berkorban dengan bersikap jujur dan ikhlas untuk berkhidmat kepada rakyat. Malah lebih baik lagi, para pemimpin dan ahli komponen Pakatan harus mengurangkan ketegangan dan salah faham sesama sendiri. Kita boleh buat demikian dengan cara bersabar dan bersifat maaf-memaafkan, cepat-cepat berbaik semula jika berlaku silap faham. Ingatlah rakyat mahu melihat kita bersatu sebelum kita merayu kepada rakyat untuk bersatu-padu menyatakan sokongan kepada kita.</p>
<p>Saya harap semua ini dapat diperjelaskan dengan jujur dan ikhlas di Konvensyen Pakatan Rakyat pada 19 Disember ini. Saya juga harap kita dapat temui kata maufakat tentang hal-hal penting dalam Pakatan Rakyat, dan berusaha menjernihkan apa-apa yang keruh. Dengan ini saya juga ingin mengucapkan selamat menunaikan ibadah haji kepada mereka yang akan mengerjakan ibadat yang mulia ini di Tanah Suci Makkah. Semoga semangat baru untuk menegakan keadilan dan menolak kezaliman akan terisi di hati sanubari kita semua. Labbaik Allah humma labbaik</p>

<p>Anwar Ibrahim as gay as he always been is now the advisor of finance for the state of Selangor. As gay as it sounds, he was the finance minister of Malaysia. He was stripped and fired from that job due to corruption and gay attitude.</p>
<p>PAS which fooling around with Islamic faith to get votes in every general elections and by- elections stated that every member must swear in the name of God not to leave party or they will be divorced from their wives. Crazy as they always been, family ties to them seem to be so not important and well embraced like any other normal human being.</p>
<p>DAP are very quite at the moment as MCA is doing a relatively good effort to stabilize the party. Some might say MCA could be on a rough edge as they are internally fighting against each other.</p>
<p>Rumor has it that another sale is coming soon to shopping malls near you. Spend your money wisely, pay your debts and don&#8217;t forget to invest money for your future. And yes, please donate blood too.</p>

Para wakil-wakil rakyat dan ahli-ahli Parlimen kita lupa untuk menjana penyelesaian dalam hal ini</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Jika dilihat dari sudut positif, kita bangga boleh dikatakan 70% rakyat Malaysia celek IT. Hampir setiap rumah mempunyai kemudahan IT. Dalam apa cara, sama ada sambungan internet berkabel, Wi Fi dan Broadband. Tetapi dalam pada itu, tidakkah kita peka bahawasanya penggunaan IT ini adakalanya agak membebankan segelintir masyarakat yang berpendapatan rendah dan sederhana. Kerajaan menyeru setiap lapisan rakyatnya untuk bijak IT, tetapi lupa untuk mengurangkan kos bayaran sewaan IT berkenaan kepada rakyat Malaysia.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Saya menyarankan agar Kerajaan dapat mengambil satu inisiatif untuk mengurangkan tarif langganan IT bagi meringankan beban yang terpikul pada golongan yang berpendapatan rendah dan sederhana.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Seandainya kita mampu memberikan bantuan kemanusiaan kepada negara-negara jiran yang ditimpa bencana alam, adalah suatu yang tidak mustahil Kerajaan juga mampu mengurangkan kos-kos penggunaan IT untuk rakyat Malaysia. Kebajikan rakyat Malaysia juga harus di ambil kira dan bukan dipandang ringan.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Kalau di negara-negara barat, penggunaan IT di berikan secara percuma, mungkin Kerajaan Malaysia juga boleh mencari satu kaedah baru sedemikian, atau pengurangan kos langganan IT kepada tahap yang lebih selesa kepada setiap rakyat yang menggunakan IT.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Perkara lain yang menggamit saya untuk menyuarakan pandangan ialah ASTRO. Sebilangan besar rakyat Malaysia menggunakan khidmat siaran ASTRO. Jika kita kekampung-kampung pedalaman juga mereka tidak ketinggalan melanggan ASTRO. Tidak dinafikan ASTRO kini telah menawarkan pakej langganan dari peringkat murah hinggalah keperingkat yang mahal, mengikut kemampuan pengguna-pengguna.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Masalahnya ialah, cerita-cerita yang disiarkan, acapkali di ulang tayang hingga kita naik bosan untuk menontonnya. Tidakkah ada inisiatif untuk mempelbagaikan lagi rancangan dan cerita-cerita agar pelanggan-pelanggan ASTRO tidak bosan? Walaupun mereka melanggan pakej yang termurah, tetapi mereka juga berhak untuk mendapatkan yang baik antara yang terbaik.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Ini tidak, cerita-cerita diulang-tayang beberapa kali sehinggakan anak-anak kecil pun sudah ikut menghafal jalan cerita berkenaan. Kita berharap Kerajaan dan pihak pentadbiran ASTRO mampu berbuat sesuatu untuk mengubah senario ini. Berikanlah sedikit keprihatinan kepada rakyat sendiri sebelum keprihatinan itu di berikan kepada rakyat luar.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Adakalanya kita merasa agak terkilan, seolah-olah kebajikan rakyat Malaysia tidak di ambil keperduliannya dek kerana terlalu sibuk untuk berkebajikan dengan negara luar. Peruntukkanlah sedikit kebajikan buat rakyat sendiri.</span></p>
<p style="text-align:justify;"><strong><span style="color:#000000;">Kerajaan UMNO/BN terus menjaga kelibat parti pembangkang, lalai pula menjaga hati rakyat yang pernah memberi budi kepada Kerajaan dengan memberi undi kepada Barisan Nasional untuk memerintah Malaysia. Najib bilang UMNO mesti berubah kalau nak kekal memerintah, rakyat mesti didahulukan, apa yang berubah? Berubah supaya Menteri-Menteri turun padang bawa ‘gigi dengan rahang’ untuk rakyat?</span></strong></p>
<p style="text-align:justify;"><strong><span style="color:#000000;">Rakyat hari ini sudah puas dengar ucapan berapi api dari Menteri Menteri UMNO, apa yang rakyat mahu adalah kebajikan dengan menurunkan harga tarif telifon, IT, letrik dan air, supaya dapat dipergunakan oleh rakyat.</span></strong></p>

<p style="text-align:justify;"><span style="color:#000000;">Dakwaan itu dilihat berasas apabila Perdana Menteri, Datuk Seri Najib Razak mengumumkan pemberian wang ehsan tersebut hanya melalui projek pembangunan diurus wakil kerajaan pusat bukan kepada kerajaan negeri.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Menteri Besar, Tuan Guru Datuk Nik Abdul Aziz Nik Mat ketika mengulas perkara itu berkata, penyaluran wang tersebut sepatutnya diberi kepada kerajaan negeri kerana ianya hak rakyat negeri itu.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">“Bumi Kelantan yang mengeluarkan minyak, bumi Kuala Lumpur setitik pun tak ada minyak.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">“Ehsan apa ambil hak kami. Kami yang beri ehsan kepada pusat.  Bukan pusat beri ehsan kepada Kelantan,” katanya pada sidang media di pejabatnya semalam.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Namun yang lebih dibimbangi adalah ketelusan agensi kerajaan pusat yang dipertanggungjawab mengendalikan projek wang ehsan tersebut.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Pengalaman selama ini jelasnya, dua agensi pusat di negeri itu tidak pernah mendapatkan kelulusan kerajaan negeri dalam setiap perbelanjaan mereka.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">“Pusat telah ada dua agensi tidak melalui kerajaan negeri. Dia ada Jabatan Pembangunan Pusat (JPP) dan Koridor Ekonomi Wilayah Timur (ECER).</span></p>
<p style="text-align:justify;"><span style="color:#000000;">“Dua agensi ni nak belanja apa pun tidak melalui kelulusan negeri. Dia nak rasuah ke, nak tiris ke, nak bucur ke, dia punya pasal. Tetapi hak ni (duit royalty) kami hendak,” tegasnya.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Dalam pada itu, beliau sedang mengatur untuk bersemuka dengan perdana menteri membincangkan tuntutan royalti bukan wang ehsan seperti yang diumumkan sebelum ini.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">“Bukan pusat je nak duit, negeri pun nak duit. Negeri ada Dewan Undangan Negeri sendiri ada bajet sendiri ada defisit sendiri, jadi kenapa tak nak beri duit kepada kami,” katanya.</span></p>

<p><img class="alignright size-medium wp-image-4853" title="anwar_ibrahim" src="http://hornbillunleashed.wordpress.com/files/2009/11/20090702173350_anwar_ibrahim3.jpg?w=243" alt="anwar_ibrahim" width="243" height="300" />On the eve of polling in the March 8 2008 general election, a close friend enquired whether Anwar Ibrahim could be trusted or not, given his chameleon-like political career that saw him change his affinity in rather dramatic ways several times.  This question about Anwar Ibrahim’s trustworthiness has become all the more topical now that he is scheduled to come back to our Malaysian political arena on full steam next week.</p>
<p>Even before the general election, there was widespread mistrust for Anwar Ibrahim among the Chinese electorate, because of his perceived sins committed against Chinese education during his tenure as Education Minister.  One could argue that, as Education Minister, Anwar Ibrahim was implementing the education policy of UMNO, but that would still not diminish the burden of his rather huge political baggage.</p>
<p>The Chinese community has always had ambiguous feelings for Anwar, even from the early days when he was involved with ABIM as a young radical Islamic activist.  His Islamic credentials may have been an asset for his career, first in UMNO, then as an ally of PAS when he was banished to the political wilderness ten years ago. But for many Chinese who suffer from Islam phobia, Anwar Ibrahim is often perceived by many as a mildly threatening enigma.</p>
<p>In the ten-year existence of PKR, right up to the time of the general election last month, I was constantly bombarded with the question of whether Anwar Ibrahim would return to UMNO, just like Ku Li did in the 90s after fighting UMNO in vain with Semangat 46 as his political vehicle.</p>

<p>The assumption underlying such doubt is clear.  PKR is the personal political vehicle for Anwar.  If eventually he would return to UMNO&#8217;s embrace, there is no point in supporting PKR and Anwar.  This was a view greatly encouraged by MCA.</p>
<p>Then again, on the eve of the 2008 general election, Dr. Chandra Muzaffar issued an ominous warning to the nation.  If Anwar Ibrahim should become the prime minister of Malaysia, then the country would be heading towards an “unmitigated disaster”.  This much celebrated activist claimed that Anwar is certainly not the “knight in shining armour”, as many perceive him to be.</p>
<p>I have known both Anwar and Chandra personally for over two decades.  For me to comment on them based on my skimpy personal knowledge of their private world is a betrayal of my privilege.  So I would not do it.  There should be honour even among politicians, activists, and writers.</p>
<p><img class="alignleft size-medium wp-image-4854" title="reformasi" src="http://hornbillunleashed.wordpress.com/files/2009/11/reformasi.jpg?w=300" alt="reformasi" width="300" height="191" />Nevertheless, Anwar Ibrahim is such a political phenomenon in Malaysia that one should try to make sense of his personal significance in the public life of the nation.  One can do this with justice, if one examines the evolution of political values among Malaysians and political practitioners with a view of exploring the possibilities for a more enlightened democracy in years to come.</p>
<p>I shall not repeat some PKR stalwarts’ observation that Anwar has been transformed by his incarceration for more than six years in “hotel California” in Sungei Buloh.  Prolonged unjust imprisonment does do different things to different political leaders.  It may break some, and it may transform others and distil, refine, and readjust both their resolve and their political orientation.</p>
<p>Some political leaders often do change their basic belief more than once in his lifetime.  Sir Winston Churchill did cross the floor in the House of Commons, more than once, if my aging memory serves me right.  Party-hopping may be a sign of opportunism in India or Sabah, but it is not always motivated by self-interest and greed elsewhere.</p>
<p>I have two ways of responding to this issue of Anwar Ibrahim’s trustworthiness, and the first is related to the second.</p>
<p>In order to mobilise the masses of humanity for a common purpose, an outstanding and ambitious political leader will either deliberately or inadvertently project a personal charisma to draw political support.  The poor demos indeed feel pretty helpless in matters of state generally, and often welcome a “knight in shining armour” &#8211; or a prophet from heaven breathing fire and brimstone &#8211; to deliver them from evil and suffering.  This is an abiding element in basic mass psychology.</p>
<p>Nowhere is this more obvious than the DAP of old when they seemed condemned to be in eternal opposition.  Some of their leaders actually welcome ISA arrests or other forms of political persecution so that their sacrifice in personal terms facilitates their public image of a Prometheus-like tragic hero.  Hero-worship can work wonders during general elections indeed.  </p>
<p>The trouble with these political heroics is that sometimes the hero may turn out to be a great oppressor of the people they claim to have liberated.  Mao and Castro come to mind.  More topically, the pathetic picture of Robert Mugabe, desperately clinging to power by all means, is a reminder of how a senile former hero can slide to such great moral depths!</p>
<p>As the late great Lu Xin – arguably the greatest literary figure in China in the 20<sup>th</sup> century – wrote once, the ideal state for any country is when the need for heroes no longer arises.  The need for, and existence of, tragic heroes is a clear indication that injustices in the society have been so entrenched that individual efforts to root them out almost always end in failure!</p>
<p>What you need is structural transformation in the erection of healthy mechanisms and effective institutions within the body politics so that the built-in democratic checks and balances will ensure political growth for the future of the nation, despite the will of individual political leaders.  The rule of law must replace the rule of man.</p>
<p>Therefore, whether Anwar Ibrahim is a “knight in shining armour” or not is beside the point in the larger historical backdrop.  The real question is this: has Anwar been a powerful instrument to bring meaningful change to the moribund democracy prior to March 8?  My conclusion is a resounding “yes”.</p>
<p><img class="alignright size-medium wp-image-4855" title="anwar-ibrahim" src="http://hornbillunleashed.wordpress.com/files/2009/11/anwar-ibrahim1.jpg?w=300" alt="anwar-ibrahim" width="300" height="262" />Without Anwar and his multiracial PKR as the catalytic bridge amalgamating the two opposing tectonic plates of the DAP and PAS, the loose alliance would not have been possible.  The political tsunami on March 8 would likewise have been impossible.  He was the one critical linkage that made possible the congruence of factors that changed the political sky in Malaysia irreversibly.</p>
<p>In a country with an enlightened electorate who have been nurtured in the art of critical independent thinking, the people’s political judgement would not be coloured by nameless fear.</p>
<p>There need not be fears that Anwar or any political leader will bring &#8220;unmitigated disaster&#8221; to the nation if he comes to power, as long as the people insist that there are healthy institutions that play by ethical and clear-cut rules.  As long as the democratic process is heading in the right direction, no matter how wobbly, top political leaders will be controlled by the rakyat, and not the other way round.  At this point, the crucial change that Malaysia needs so badly is to make an alternative government possible at the federal level first.</p>
<p>Frankly, the magic and the halo around top political leaders tend to be exaggerated.  These people are realistic, fallible men.  The secret is not to make them into icons, and political leaders must indeed be vigilant so that they themselves will not believe in their illusory public image.  This vigilance will guarantee the sombre humility so necessary for authenticity, in this the dirtiest of all dirty businesses!</p>
<p>In the end, voters must get their heads in the right space.  All political leaders and their political parties are but the instruments for the rakyat and history.  In a meaningful democracy, the people must be the masters of their own nation.  That means they have to learn to use politicians and political parties to further the interest of the rakyat, rather than being used by politicians to attain wealth, position, and power.</p>
<p>A certain amount of trust in public personalities and the institutions of state is definitely crucial for the survival of a nation state.  Without that trust, there would not even be any social cohesion that allows law and order to exist.</p>
<p>But that trust must not be blind or unconditional.  The trust of the people in the leading men and the laws of their land must always be conditional and tentative.  The whole idea in the evolution of democracy in world history is precisely premised upon this mistrust for people in power.</p>
<p>That is why we have the doctrine of separation of powers, and other checks and balances within our political system.  Again, to quote the often misquoted dictum of Lord Acton, “Power tends to corrupt, and absolute power tends to corrupt absolutely.”  Good political leaders will not demand blind uncritical trust from their followers, but will welcome all kinds of checks and balances to be applied to them in the most rigorous manner possible.  They are supposed to have nothing to hide.</p>
<p>Therefore, the question is not so much whether we can trust Anwar Ibrahim or any other leading political figure.  The question is about whether we can trust our good judgement, our wisdom, our instinct, and our collective strength in determining our own fate.</p>

<title><![CDATA[When will the 13th General Election be?]]></title>

<p><img class="alignright size-medium wp-image-4845" title="pakatan-rakyat-state" src="http://hornbillunleashed.wordpress.com/files/2009/11/20090924141708_pakatan-rakyat.jpg?w=300" alt="pakatan-rakyat-state" width="300" height="200" />Ever since the epic 12<sup>th</sup> general elections, which saw a realignment of the political landscape, the average Malaysian,  normally apathetic to politics due to the boring regularity of BN’s sweeping victories, have started to take an interest in elections, especially the next general election.</p>
<p>Pakatan Rakyat supporters who can’t wait to see BN swept out of power are notably impatient for the next general election, even though the last one was held a mere 20 months ago. As general elections are held every 5 years, the next one is not due until March 2013.</p>
<p>However it is the usual practice for the incumbent government to hold elections earlier, rather than wait until its term expires. This allows it to choose an opportune time, such as a booming economy, when its support may be higher. To wait until the last months deprives it of the freedom to choose a favourable timing or the ability to wait for scandals to cool, if any should pop up unexpectedly.</p>
<p>Another reason for holding early elections may be to clear the way to institute an unpopular policy which may harm its chances in the next election. Abdullah Badawi held the 2008 elections a full year before his term was to expire in March 2009, because he wanted to raise the price of oil drastically. True enough, Malaysians were hit with the steepest ever increase in oil price barely 3 months after the election.</p>
<p><!--more--></p>
<p><strong>Will he or won’t he?</strong></p>
<p>When Najib Razak took over from Badawi, there was speculation by the ever-hopeful that he might call a snap general election to stamp his legitimacy. This proved to be false. Umno leaders have seldom ever worried about legitimacy to rule. The Perak power grab provides a fine example of their lack of concern in seeking legitimacy from the people.</p>
<p><img class="size-medium wp-image-4846 alignleft" title="jangandiam" src="http://hornbillunleashed.wordpress.com/files/2009/11/jangandiam.jpg?w=206" alt="jangandiam" width="206" height="300" />When Najib marked his 100 days in office with his bag of 11 goodies for the public, the veteran Lim Kit Siang, who is ever ready for elections, wondered aloud whether this denoted an impending snap election but this was not to be.</p>
<p>It is usual for incumbent PMs to hold elections up to 6 months earlier than their expiry dates, but is there any reason for Najib to call snap elections much earlier?</p>
<p>Umno is undeniably eager to wrest back the states they lost to PR, save Kelantan. The loss of these rich states have resulted in many unemployed and restless Umno warlords who feel lost without the perks of power that they are used to.</p>
<p>But BN now faces its toughest competition ever in the form of Pakatan Rakyat. With the PR juggernaut winning every by-election in the Peninsula save Bagan Pinang, calling early elections could mean being booted out of Federal power early.</p>
<p>The Perak power grab and the attack on the Selangor government show that Umno is more amenable to recapturing the opposition states by bypassing the electoral system than by facing the people.</p>
<p><strong>BN may wait</strong></p>
<p>Will BN’s spectacular success in the Bagan Pinang by-election convince Najib to call the 13<sup>th</sup> general election sooner rather than later? This is unlikely as an honest analysis will show that BN’s overwhelming victory was due to the distortion of high postal votes making up 1/3 of the total votes and the local popularity of their candidate, rather than being indicative of any national trend.</p>
<p>There are also two events which BN is likely to wait for before testing the electoral battlefield again.</p>
<p>The first is the Sarawak state election. Unlike other states, Sarawak holds its election on an independent schedule from the general election. This election is normally seen as the bellwether of BN support in the state, and is especially critical now that BN’s power depends heavily on Sarawak’s contribution of parliamentary seats. In 2008, Sarawak contributed 30 seats out of a possible 31, which is not an inconsiderable 21% of BN’s total parliamentary seats.</p>
<p>The next state election in Sarawak must be held by May 2011 but there is keen speculation that the ailing white-haired raja Taib Mahmud may hold it next year.</p>
<p>The next event which BN will do well to wait for is the delineation exercise for electoral boundaries, which will start in March 2011 and will take at least a year to complete. Gerrymandering of electoral boundaries to influence outcome is a time-honoured tactic beloved of ruling parties.</p>
<p><strong>BN will wait</strong></p>
<p>There are also several indications that BN will wait. Chief among them is the recent budget of 2009 which has few goodies for the common man. Even more telling, it did not mandate any bonus for civil servants. Hence next year is unlikely to be an election year.</p>
<p>The GST (Goods and Services Tax) is in the final stage of study and is expected to be implemented next year. This will raise the cost of living for everybody and hit low income earners hard, and will require a two years cooling-off period before elections.</p>

<p>The turmoil in MCA and weakness of Gerakan coupled with the stubborn clinging to the MIC leadership by Samy Vellu means that it is not a good time for BN to race into elections just yet. Incidentally, when Samy Vellu is forced to relinquish his post it could be a good indicator of an impending election.</p>
<p>Yet another strong indication that an election is not around the corner is the imposition of mandatory testing of cars 15 years old and above, which will burden and anger many rural Malays who are Umno’s power base. Although Umno cares more about selling cars than about poor people, it knows enough not to commit political suicide.</p>
<p><strong>Will late election favour PR or BN?</strong></p>
<p>So it does not look like there are any compelling reasons for BN to call snap elections, but there are good reasons not to risk its Federal power prematurely. My best bet is that election will be held in late 2012, about 3 years away.</p>
<p>This may be disappointing to impatient PR supporters who want it yesterday, but it is well to examine whether the long lead time will benefit BN more or PR more.</p>
<p>PR could use the time to consolidate their partnership, establish channels to work together and resolve contentious issues and hammer out a common platform to convince voters that they are a viable alternative to BN. More importantly they must demonstrate good governance in the states under them. Registering their partnership as a formal coalition is the next step.</p>
<p>On the other hand, the time could be frittered away in more outbreaks of squabbling, backbiting and party frolics. These have left Malaysians hopeful for change scratching their heads in puzzlement, and wondering if the PR could ever work together.</p>
<p>BN could use the time to repair its frayed relationship with the non-Malays, show some enthusiasm in tackling corruption, bring wrongdoers to book instead of protecting them, stop insulting the intelligence of the public and drive the economy to greater heights with competitive policies.</p>
<p>But more time could also mean more scandals to be exposed, more deaths in custody, more abuse of power by the police, more inane statements by the Home Minister, more controversial court judgements and lack of punishment of wrongdoers, just to mention a small sample. It could also bring an increasing hollowness to Najib’s 1Malaysia slogan when time does not bring concrete actions.</p>
<p>So will the time benefit PR more or BN more? PR appears to need the time critically to improve its weaknesses, while the stream of scandals and abuses will probably not stop with BN. In my opinion PR will benefit more from later election than BN.</p>
<p>So although the time to the next election is long it is more to PR’s favour than BN which should soothe some disappointment of PR supporters.</p>
<p><strong>The final showdown</strong></p>
<p>The 13<sup>th</sup> general election will be fought and watched unlike any other in the history of Malaysia. Previous elections have never been in doubt, it was only a matter of how many seats the opposition was going to win. The next election will be a titanic struggle between two great forces for the control of Malaysia, the culmination of many by-election battles starting from the green fields of Permatang Pauh when Anwar fought an epic battle for his political comeback.</p>
<p>History will be made, there will be heroes and traitors, victors and vanquished, spontaneous joy and deep disappointments as the nation awaits the results throughout the night with bated breath. When the sun rises again, there will either be a new dawn for Malaysia, or the old order will remain.</p>

Keputusan membatalkan penggunaan bahasa pengantar bahasa inggeris dalam pengajaran mata pelajaran sains dan mathematic yang ternyata gagal itu pun tidak dapat dibuat serta merta dan terpaksa ditangguhkan kepada 2012. </span></em></strong></p>
