<p>Jayapura, Kompas &#8211; Gubernur Papua Barnabas Suebu, Senin (29/9), didesak segera merevisi Peraturan Daerah Provinsi Papua Nomor 3 Tahun 1999 tentang Tunjangan Pembayaran Jasa Tenaga Kesehatan. Besaran tunjangan paramedis dinilai terlalu rendah. Besaran insentif tak sesuai lagi dengan tarif pelayanan kesehatan saat ini.</p>
<p>Sekitar 50 perawat dan dokter dari rumah sakit milik Pemerintah Provinsi Papua, yakni RSUD Dok II Jayapura, RSUD Abepura, dan RS Jiwa, berjalan kaki sekitar 2 kilometer dari RSUD Dok II menuju Kantor Gubernur di Jalan Soasiu. Mereka membawa spanduk dan mengenakan pakaian putih-putih khas seragam perawat.</p>

<p>Suster Leni, perawat di RSUD Dok II yang menjadi koordinator unjuk rasa, menuturkan, aksi para perawat itu terpaksa dilakukan karena aspirasi perbaikan insentif tak kunjung dijawab Gubernur. Pemprov dan manajemen RSUD diminta memberikan insentif yang nilainya relevan.</p>
<p>Leni menjelaskan, nilai nominal yang diterima seorang perawat dalam satu kali tindakan medis Rp 300 dan seorang dokter Rp 1.200. Jika melakukan tindakan operasi, dokter mendapatkan insentif Rp 50.000. Jumlah itu masih dibagi dengan para perawat yang membantunya.</p>
<p>Wakil Gubernur Papua Alex Hesegem yang menemui perwakilan perawat berjanji membentuk tim untuk membahas masalah ini. Ia menjamin, Perda Nomor 3/1999 akan ditinjau kembali.</p>
<p>Direktur RSUD Dok II J Maurits Okoseray menuturkan, tuntutan paramedis itu telah dibicarakan dengan Gubernur. Manajemen RSUD Dok II telah mengirimkan berkas revisi Perda No 9/1999 kepada Gubernur. ”Kami setuju jika perda itu direvisi. Saat ini berkas usulan sudah di tangan biro hukum. Nanti masih dibahas dengan DPR Provinsi Papua ,” ujarnya.</p>
<p>Pekan ini, Maurits berencana membayarkan insentif jasa kesehatan sesuai dengan Perda Nomor 3/1999. ”Suka atau tidak suka, hanya perda itu yang bisa kami jadikan pijakan,” katanya.</p>
<p>Tentang pelayanan kesehatan selama unjuk rasa sekitar tiga jam, menurut Maurits, dapat diatasi perawat dan dokter yang tidak berunjuk rasa. (ich)</p>

<p>After four months of waiting, the people of Papua and West Irian Jaya provinces finally saw the leaders they elected back in March take office Monday. Abraham Octavianus Atururi and Rahimin Katjong entered the history books as the first governor and deputy governor of West Irian Jaya. Their inauguration Monday should close the protracted debate over the legality of the province, a debate which colored the gubernatorial election there.<!--more--></p>
<p>Residents of Papua province also saw the swearing in of Barnabas Suebu and Alex Hasegem as governor and deputy governor, respectively, after a political tug-of-war between Suebu and election loser John Ibo, who is also the speaker of the provincial legislature. Suebu&#8217;s inauguration also marked a reconciliation between local political elites, whose dispute caused billions of rupiah worth</p>
<p>of development projects to ground to a halt, harming the interests of the people.</p>
<p>And there is more good news for Papua. President Susilo Bambang Yudhoyono is scheduled to visit the province from Thursday through Sunday, and is expected to come bearing gifts. During his trip, Yudhoyono is expected to announce a presidential instruction on the acceleration of development in the province.</p>
<p>The instruction, which the President calls a new deal for Papua, focuses on health, vocational education, acceleration of basic infrastructure development, food security and affirmative action measures to give more locals the opportunity to hold posts within the administration, the police and military forces. This new deal is being widely seen as a real attempt by the government to resolve the long-standing problems in Papua, following the successful peace process in Aceh.</p>
<p>Wednesday&#8217;s visit will mark the second time in the past three months Yudhoyono has traveled to Papua, which has been plagued by a low-level separatist movement for almost four decades.</p>
<p>With new, democratically elected leaders in place, the people of Papua and West Irian Jaya, both of which are blessed with abundant natural resources, can now really begin to hope for a better life under their special autonomy status.</p>
<p>Five years since the passage of the law on special autonomy for Papua, a status which also is shared by West Irian Jaya, people in the provinces have yet to truly benefit from their rich natural resources. According to the latest data from the State Ministry for the Development of Disadvantaged Regions, 19 of 20 regencies across Papua were classified in 2005 as underdeveloped.</p>
<p>A famine last year that killed more than 50 people in the province&#8217;s Yahukimo regency highlighted the paradox of Papua, which has since 2002 received almost Rp 10 trillion in funds from the central government as part of the revenue sharing agreement in the special autonomy law.</p>
<p>Most of the money, however, has been spent on routine expenditures, with a small portion allotted for basic human development such as education and health care. A lack of experience in budget management and institutional incapacity have resulted in Papua wasting much of this money, throwing away the golden opportunity offered by special autonomy.</p>
<p>A series of violent clashes, culminating in the tumultuous rally against gold mining firm PT Freeport Indonesia in mid-March, just a few days after the gubernatorial election, and the choice of 43 Papuans to seek asylum in Australia the previous month, only added insult to injury.</p>
<p>All of these events mirror the chronic problems that remain unaddressed, if not unheeded, and which could haunt Papua and West Irian Jaya&#8217;s long journey to prosperity. Many observers have said the absence of local participation in decisions made at the central level concerning the provinces is the main reason special autonomy has not worked as originally envisioned.</p>
<p>Renewing the debate over the legitimacy of the decision to divide Papua, or Irian Jaya before 2000, into two provinces is irrelevant, with even those originally opposed to the move now accepting the existence of West Irian Jaya province.</p>
<p>Common challenges now bind Papua and West Irian Jaya. The two provinces face the daunting challenge of honoring and protecting the sociocultural, economic and political rights of locals, who have long been associated with illiteracy, isolation, backwardness and poverty.</p>
<p>The success of native Papuan students in winning prestigious international scientific awards in the past few years is a hint of the vast, largely untapped potential of Papuans.</p>
<p>Under special autonomy, billed as a dignified solution to past disappointments with Jakarta&#8217;s policies toward Papua, both Papua and West Irian Jaya will have to catch up with developed regions, or perhaps leapfrog them, in the coming 15 years. By that time the central government will have stopped pouring special autonomy funds into the two eastern-most provinces.</p>
<p>Suebu, who served as governor of Irian Jaya between 1988 and 1993, and Atururi, a retired Marine brigadier general, will now be responsible for translating the new deal for Papuans into action.</p>

<p>JAYAPURA (PAPOS)- Sebagai lembaga pendidikan yang bertanggungjawab moral atas keterlibatan secara penuh dalam proses penyusunan Undang-undang Otonomi Khusus di Papua, Universitas Cenderawasih berupaya agar pelaksanaan implementasi Otsus ini dapat berjalan. Dengan menggelar seminar dan lokakarya 6 tahun pelaksanaan Otsus di tanah Papua dalam rangka Dies Natalis ke-46, Uncen mengundang seluruh stakeholders, baik tokoh masyarakat, tokoh Gereja, tokoh adat dan masyarakat lainnya juga Gubernur Papua, Barnabas Suebu, SH.</p>
<p>Dalam kesempatan itu, Gubernur Papua, Barnabas Suebu, SH mengatakan, Otsus di tanah Papua dapat berjalan dengan baik tergantung bagaimana penerapan implementasinya.</p>
<p>Menurutnya, ada tiga hal yang menyebabkan Otsus di Papua belum maksimal pertama, pemahaman atau persepsi yang berbeda-beda baik ditingkat rakyat, aparatur pemerintahan hingga tingkat Menteri sekalipun, kedua, terjadinya penyalahgunaan dana Otsus dan ketiga aturan-aturan tentang pelaksanaan Otsus, manajemen serta SDM Papua yang tidak mendukung.</p>
<p>Maka dari itu, sebagai Perguruan Tinggi dan lembaga yang terlibat langsung dalam pelaksanaan implementasi Otsus, diharapkan mampu meningkatkan mutu SDM di Papua, baik mutu pendidikannya maupun segala sesuatu tentang kesejahteraan.</p>
<p>“Otsus ini solusi, tetapi jika solusi ini tidak dijalankan baik maka akan jadi masalah. Selain itu, belum semua orang paham soal implementasi Otsus ini, Maka dari itu, diharapkan peran Uncen dalam membantu hal ini,” ujar Gubernur dalam pemaparannya pada seminar, Selasa (18/11) kemarin di Fakultas Ekonomi Uncen.</p>
<p>Disisi lain Gubernur menegaskan, secara umum ketika UU Otsus ini disahkan akhir 2001 lalu, tidak disertai perangkat-perangkat pelaksanaannya atau aturan-aturan seperti Perdasi dan Perdasus, kapasitas kepemimpinan di pemerintahan, kapabilitas manajemen dan perencanaan penganggaran yang baik serta pelaksanaan tugas-tugas pemerintahan dan pembangunan juga tidak ada sistem untuk memonitoring dan mengevaluasi.</p>
<p>Selain itu, dari segi kontrol sistem sangat kurang, transparansi dan akuntabilitas tidak berjalan dengan baik, sehingga hal itu mengakibatkan serta dapat membuka ruang untuk melakukan penyalahgunaan wewenang dan keuangan negara, sehingga mengakibatkan korupsi.</p>
<p>Rektor Universitas Cenderawasih, Prof. DR. B. Kambuaya, MBA mengatakan, jika berbicara masalah Otsus berarti bicara tiga hal yaitu, keberpihakan, perlindungan dan pemberdayaan makanya Uncen berusaha membuat orang menjadi kuat, lalu agar manjadikan masyarakat tersebut dapat berperan aktif dalam semua hal.</p>
<p>“Percuma saja jika keluarkan uang banyak, jika kapasitas masyarakat masih begitu-begitu saja lama-lama uang bisa habis,” terang Rektor.</p>
<p>Menurut Rektor, sesuai dengan harapan Gubernur agar Uncen mampu mengelola SDM Papua sebaik mungkin, jalan satu-satunya ialah memajukan pendidikan masyarakat karena pihaknya menjadi salah satu lembaga perguruan tinggi di Papua yang dipercayakan akan hal itu.(islami)<br />

<p>Western New Guinea is the western half of the Island of New Guinea. It is divided into Indonesia’s largest province, “Papua”, and the province of “West Papua&#8221;. [The eastern half of the island is Papua New Guinea, "PNG", an independent country.]</p>
<p>Indonesia calls Papua &#8220;Irian Jaya&#8221;, and calls West Papua &#8220;Irian Jaya Barat&#8221;. The Indonesian government split off West Papua from Papua in 2003.</p>
<p>[Perhaps Jakarta purposely made things so confusing, in order to deflect criticism. If people have trouble figuring out the area being discussed, it's hard to generate sympathy.]</p>
<p>Indonesian acquired the entire territory in 1963, and renamed it “Irian Jaya” in 1973. The region was sighted by the Portuguese in 1511, and claimed by the Dutch in 1828. The Dutch then gifted it to Indonesia. The population of Western New Guinea is 2,646,489; 78% Christian [54% Protestant + 24% Roman Catholic], 21% Muslim, less than 1% Buddhist or Hindu, all other religions [including Orthodox Christianity, and, of course, Judaism] are illegal in Indonesia.</p>

Papua's governor] Barnabas Suebu. &#8230; Being one of Barack Obama&#8217;s most devoted disciples, Faleomavaega would be seeking the Indonesian government&#8217;s assistance in supporting Barack Obama&#8217;s presidential campaign as well as making the requisite pilgrimage to Barack Obama&#8217;s childhood school.</span></p>

<p><span style="color:#003300;">According to our Indonesian sources, &#8220;officials&#8221; who accompanied Faleomavaega were interested in acquiring any and all documentation or photographs of a young Barry Soetoro for America&#8217;s &#8220;national archives&#8221; and they were offering cash, lots of it. In a show of faith, Barack Obama&#8217;s childhood school would be one of the very first beneficiaries of this outpouring receiving thousands of dollars to upgrade the school and for the purchase of computer equipment, thanks in part to the benevolence of this visiting junket.</span></p>
<p><span style="color:#003300;">The challenge of course was securing Indonesian government records potentially damaging to Barack Obama&#8217;s candidacy for the US presidency as well as other records pertaining to a young Barry Soetoro and his family wouldn&#8217;t be so easy to acquire and secure, and for this, the visitors would need the assistance and cooperation of the Indonesian government.</span></p>
<p><span style="color:#003300;">It&#8217;s not that getting Indonesian government help is difficult, it&#8217;s not. It&#8217;s no secret that Indonesia is one of the most corrupt countries on the planet, but we&#8217;re not talking about the challenge of dealing with corrupt government officials here, but rather, dealing with the &#8220;true believers of change&#8221;. Convincing the Indonesian government that an Obama presidency will be able to deliver that &#8220;change&#8221; and that it was in the interest of both countries to see that Barack Obama was elected was nothing more than a <span style="font-style:italic;">fait accompli</span> for Faleomavaega&#8217;s entourage.</span></p>
<p><span style="color:#003300;">For West Papau&#8217;s governor in attendance, having been pacified at the prospect that an Obama presidency would enable him to make zillions trading carbon credits on the Chicago Climate Exchange, Barnabas Suebu would sit quietly as the fate of West Papau was decided.</span></p>

<p><span style="color:#003300;">The Obama campaign needed assistance from the Indonesian government and the Indonesian government wanted a free hand in Papau.</span></p>

<p><span style="color:#003300;">Indonesian presidential spokesman Dino Patti Djalal: &#8220;One thing that is sure is that Faleomevaega&#8217;s visit here has changed his views about Indonesia. It has made him realize this country is so vast and complex it cannot be reduced by the Papua issue&#8230;&#8221; &#8230; &#8220;He now sees that Papua is inalienable part of the Unitary State of the Republic of Indonesia.&#8221;</span></p>
<p><span style="color:#003300;">Faleomevaega&#8217;s meeting with Indonesia&#8217;s president regarding West Papau and his subsequent flipflop on supporting West Papau&#8217;s right to self-determination is something that you might think would warrant at least a press release on the congressman&#8217;s website,</span> <a href="http://www.house.gov/faleomavaega/news-press.shtml">but there is nothing</a>, <span style="color:#003300;">nor is there any mention on the </span><a href="http://foreignaffairs.house.gov/sub_asia.asp?subnav=subcommittees">House Subcommittee&#8217;s site</a><span style="color:#003300;">. No press release, nothing, not even a mere mention of his trip to Indonesia.</span></p>
<p><span style="color:#003300;">In the end, everyone got what they wanted [except] West Papuans.</span></p>
<p><span style="color:#003300;">The is no denying the fact that the prospects of an Obama presidency has emboldened the Indonesian government&#8217;s brutal repression in Papau. &#8230; An Obama presidency would stoke ethnic and religious chauvinism in Indonesia and &#8230; Indonesia&#8217;s Islamic fundamentalists will use an Obama presidency to radicalize a new contingent of militants from the ranks of Islam&#8217;s moderates. Individuals who are mesmerized by the phantasmagorical image of one of their own now inhabiting the White House and who will see it as a sign of America&#8217;s impending submission and our nation&#8217;s acquiescence to the superiority of Islam. Tee-shirts blazoned with messianic images of Barack Hussein Obama are already starting to replace the Osama Bin Laden tee-shirts that have been so popular in Indonesia. In Indonesia Barack Obama is fast becoming the &#8220;Che Guevara&#8221; of Indonesia&#8217;s young wannabe Islamists.</span></p>
<p><span style="color:#003300;">The Indonesian government is not only failing to protect the West Papuans from the violence of militant Islam, the government is actively stoking the fires of ethnic and religious chauvinism and supporting intimidation against West Papuans with many in recent days taking to the streets </span><a href="http://in.reuters.com/article/worldNews/idINIndia-34842820080805">protesting the introduction of Islamic law</a>.</p>

<div>BARNABAS SUEBU, the Governor of Papua, works for West Papuan people and peacefully channels West Papuan aspirations to the central Government of Indonesia which has legally and helpfully developed the land of WEST PAPUA, for many years.</div>

<div>Now the American magazine “TIME” has called him a “Hero of the Environment”. They have invited him to London for a “Heroes Awards Ceremony”. They say he is a “hero” because he wants Western countries like Britain and the USA to pay millions of dollars to Indonesia not to cut down the forests.</div>

The Land of Papua always belonged to West Papuan. West Papuan is also Indonesian, the same blood of nation. The Government of Indonesia represents the interest of the people who live within Indonesia territories, including West Papuan. So, when Indonesia get money for cutting the trees down, it should also benefited West Papuan. Now, when Indonesia get the money for not cutting the trees down, it should also for the development of West Papua.</p>

<div>We want Britain and the USA to give more money to Indonesia with a transparent procedure. People of Indonesia especially who live in West Papua should know the amount and the management of the money. It is an obligation for international community to help West Papua with the right method. The money should not go to the TNI [Indonesian military] or Police. The role of TNI and Police is to protect West Papuan from terrorist group that have already caused a long conflict with so many casualties. The terrorist group gets funds, weapons, and supports from political and economic opportunist abroad. The terrorist group of OPM only knows how to kill, torture, terrorize and kidnap even more of West Papuan People who don’t want to join them.</div>

<div>Mr Suebu is truly Papuan, his ancestors are Papuan. He was born a Papuan and he loves peace and cleverly knows how to develop West Papua by governing special autonomous government. Suebu is truly a hero for us Papuans, and he is also a hero of Indonesia, more widely he is a hero of environment, and the world recognizes it. Those whoever tries to disgrace the real hero is a coward with a jealous heart.</div>

<div>Mr Suebu says he cares about our Papuan forests, and he always attentive to the suffering of our Papuan people. At the same time as he travels to Jakarta, London and other cities around the World, we Papuans are waiting for further results of his efforts to get foreign investment.</div>

<div>For us Papuans, People &#38; Nature are as ONE. We cannot be separated from our Sacred Land – our forests, our mountains, our rivers, our seas. Mr Suebu says he cares about our forests, and at the same time he does care about our PEOPLE. He cares about the forests, and about the People. He will never separate us from our forests. People and Land and Nature. We are all ONE.Mr Suebu has been Papuan loyalist and at the same times an Indonesian nationalist all his life. He has visions for our future, WE ARE PAPUAN and WE ARE ALSO INDONESIAN. We should be proud of Mr. Suebu’s future vision as Papuan Governor for us.</div>

<div>For Mr Suebu, protecting the interests, dignity and honour of West Papua, Nusantara and NKRI (The Unitary State of the Republic of Indonesia) is his duty. Seeing the bright future of democratic Indonesian laws all together with the prosperity of Papuan people. It is therefore his duty as a Papuan and as an Indonesian to work very hard for West Papuan people.</div>

<div>For this reason Mr Suebu is a hero of West Papua and Indonesia. And for this reason he is a hero for environment and humanity, whatever any political opportunist abroad defames him. International magazine chooses to call him as a true hero.</div>

<img border="0" align="left" width="175" src="http://www.papua.go.id/img/content/Image/Alex%20Hasegem%20Big.jpg" hspace="2" height="250" style="width:191px;height:250px;" />JAYAPURA-Kibijakan Gubernur Papua, Barnabas Suebu SH, dalam menghentikan pengiriman kayu gelondongan (Kayu Log) dari Papua, serta mengurangi aktivitas HPH di bumi Cenderawasih ini, dicatat dunia internasional.</p>
<p>Atas kebijakannya di dunia kehutanan itu, Kaka Bas-panggilan akrab Gubernur Barnabas Suebu-kini masuk salah satu nominator ‘Heroes of the Environment 2007’ (HE 2007) atau pahlawan lingkungan hidup tahun 2007. Hal itu sebagaimana diungkapkan salah seorang juru bicara Gubernur Papua, Mathias Rafra, kepada Cenderawasih Pos Sabtu.</p>
<p>“Gubernur<a href="http://www.time.com/time/specials/2007/article/0,28804,1663317_1663319_1669895,00.html"> Suebu menjadi salah satu nominator heroes environment’ 2007</a>,” ungkapnya. Lembaga yang akan menganugerahi predikat bergengsi kepada Gubernur Suebu itu adalah Majalah TIME terbitan Amerika Serikat.</p>
<p><!--more-->Anugerah bergengsi itu akan diberikan kepada Gubernur Suebu pada tanggal 25 Oktober luya di Royal Court of Justice London Inggris. Alasan Majalah tersebut menjadikan Gubernur Suebu sebagai nominator penerima HE 2007, tak lain karena terkait dengan kebijakannya dalam pengelolaan hutan Papua yang dinilai memperhatikan prinsip-prinsip pelestarian dan kelangsungan lingkungan hidup (sustainable forestry management). Salah satunya adalah kebijakan tentang penghentian total eksport kayu log dari Papua.</p>
<p>Kebijakan Gubernur Suebu tersebut oleh Majalah Time dianggap sebagai suatu terobosan besar dan prestasi yang terpuji dalam menjaga eksistensi kelestarian planet bumi yang dihuni oleh miliaran manusia dan makhluk hidup lainnya. “Itulah yang menjadi salah satu alasan kenapa beliau (Gubernur Suebu) dianugerahi sebagai salah satu nominator predikat HE 2007 itu,” katanya.</p>
<p>Selain Gubernur Suebu tokoh lainnya yang juga menjadi nominator penerima HE 2007 adalah Mantan Presiden Uni Soviet, Mikhail Gorbachev, Putra Mahkota Kerajaan Inggris Pangeran Charles, Al Gore nobel peace prize winner 2007 (pemenang nobel perdamaian tahun 2007) asal Amerika dan Angela Merkel mantan Perdana Menteri Jerman. Selain negarawan dan politikus, penerima HE tahun 2007 ini juga tercatat diantaranya sejumlah entertainment (aktor) salah satunya adalah Robert Redford.</p>
<p>Menurut rencana, Gubernur Suebu akan bertolak dari Jakarta menuju London pada Selasa (23 Oktober) besok. Gubernur Suebu akan didampingi sejumlah pejabat eselon II dari instansi teknis terkait di jajaran Pemprov Papua diantaranya Kepala Dinas Kehutanan Ir Marthen Kayoi, Kepala Badan Perbatasan dan Kerja Sama Daerah Drs Berty Fernandez, Wakil Ketua I DPR Papua Komaruddin Watubun, SH dan Staf Ahli Gubernur Papua DR Agus Sumule.(ta)</p>
