La Commission européenne attribue au Liban 8 M€ d’assistance technique pour financer des projets d’infrastructures, et dote le Conseil pour le développement et la reconstruction d’une enveloppe de 18 M€ . Celle-ci sera majoritairement consacrée à des projets d’aide socio-économique au Liban-nord.

La délégation de la Commission européenne au Liban a initié, le 24 août 2009, le « Support program for infrastructure sector strategies and alternative financing » (SISSAF), par le biais de réunions avec les ministères des Finances, de l’Energie et de l’Eau, du Transport et des Travaux publics.

Ce programme d’assistance technique est doté de 8 M€. Il s’inscrit dans le cadre de la Politique européenne de voisinage (PEV).

La teneur des projets qui seront financés par ce programme devrait être connue à l’automne 2009. Un accord financier sera signé à la mi-2010.

The European Union has suspended more than $90m (63m euros; £54m) in aid to Honduras in the wake of a coup there.

It follows the failure of talks to resolve the country’s political crisis.

President Manuel Zelaya was ousted from office by troops on 28 June over his plans to hold a referendum on changing the constitution.

The current interim government, led by Roberto Micheletti, has rejected a proposal that Mr Zelaya return as leader of a unity government.

The EU External Relations Commissioner Benita Ferrero-Waldner said in a statement: “In view of the circumstances, I have taken the difficult decision to suspend all budgetary support payments.

“I strongly appeal to both parties to refrain from any action or declaration which might further escalate tension, thus making the prospect of a solution more difficult.”

Composée de plus 145 pays, la communauté des démocraties est une organisation intergouvernementale dédiée à la promotion des principes et institutions démocratiques, et à la consolidation de l’Etat de droit et la bonne gouvernance aux niveaux national, régional et international. La communauté des démocraties qui a tenu sa première conférence en 2000 à Varsovie  en Pologne, avait alors adopté une déclaration parrainée par ses Etats-membres qui s’étaient engagés à renforcer et à respecter les valeurs et institutions démocratiques aux niveaux national, régional et international et à se prêter un appui réciproque pour parvenir à leurs objectifs. La deuxième conférence s’est tenue à Séoul en Corée du Sud en 2002, la troisième à Santiago du Chili en 2005 et la quatrième à Bamako au Mali en 2007.

(GREEK NEWS AGENDA) The Greek Chairmanship of the OSCE is hosting an informal meeting of OSCE foreign ministers on June 27 and June 28, on the Greek island of Corfu.  The Corfu ministerial meeting will bring together all 56 participating states to the same table for a dialogue related to security in Europe and OSCE’s role. Corfu will also play host to the NATO-Russia Council meeting -the first one since the crisis in Georgia last summer- scheduled to take place on June 27. The meeting will focus on revitalizing the Council with the objective of developing its activities and improving NATO-Russian relations.  Among those attending the meetings will be the Secretary-General of the Council of the European Union, Javier Solana, the EU Commissioner on External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, the Secretaries General of  NATO and the Commonwealth of Independent States (CIS). The US delegation will be headed by Deputy Secretary of State James Steinberg and the Russian by FM Sergey Lavrov.

Ulterior, tactica provocarilor a devenit una centrala in arsenalul angajatilor MAI, care se pare ca nu vor renunta in curand la ea. L’Union européenne (UE) et  l’Égypte ont décidé de travailler ensemble pour renforcer  les relations bilatérales dans le cadre de la Politique européenne de voisinage de l’ Union européenne. L’Union européenne a décidé de mettre en place un groupe ad hoc chargé d’examiner les moyens de renforcer les relations  bilatérales, a déclaré le ministre tchèque des Affaires étrangères Jan Kohout, dont le pays assure la présidence tournante de l’Union européenne. “L’Union européenne a décidé de faire un pas de plus dans le renforcement des relations dans le cadre de la Politique européenne de voisinage”,  a déclaré M. Kohout après des  entretiens avec le ministre égyptien des Affaires étrangères Aboul Gheit.

De son côté, M. Gheit a déclaré que l’Égypte était encouragée  par la réponse de l’Union européenne sur l’idée de renforcer les relations. “ Nous allons travailler ensemble afin de renforcer les relations  entre l’Égypte et l’Union européenne “, a-t-il précisé. Le ministre égyptien a fait entendre que son pays espérait  qu’un accord final pourrait être conclu en une année.  Cependant, la commissaire aux relations extérieures et à la  politique européenne de voisinage de l’Union européenne, Benita Ferrero-Waldner, a estimé que cela pourrait prendre plus de temps. Les deux parties doivent travailler sur le contenu de la coopération et les choses  vont habituellement lentement dans la grande machine qu’est l’Union européenne,  a-t-elle ajouté.

Une mission d’observation  électorale de l’Union européenne (UE), composée de quelque 90  observateurs placés sous la direction de José Ignacio Salafranca  Sanchez-Neyra, membre du Parlement européen, est actuellement  déployée dans la perspective des prochaines élections législatives prévues pour le 7 juin 2009.

Mme Benita Ferrero-Waldner, membre de la Commission  chargée des relations extérieures et de la politique européenne de voisinage, les élections législatives à venir au Liban  déboucheront sur la formation d’un gouvernement stable. Elle  espère que la présence d’observateurs européens sera de nature à  garantir la crédibilité et la transparence de ces élections et à  faire en sorte qu’elles se déroulent dans le respect des normes  internationales.  Le noyau de la mission, qui est constitué de l’observateur en  chef et de six experts, est arrivé au Liban le 18 avril 2009.  Trente observateurs à long terme seront déployés pour évaluer la  campagne et les préparatifs des élections dans tout le pays. Une  cinquantaine d’observateurs à court terme, auxquels se joindra une délégation de députés européens, seront déployés pendant la  période électorale afin d’observer le scrutin, le dépouillement et la publication des résultats. Quelques observateurs à court terme supplémentaires seront  recrutés localement dans les missions diplomatiques des États  membres de l’Union européenne présentes dans le pays. La mission restera au  Liban après les élections, afin d’évaluer la période post- électorale. L’Union européenne  a prélevé quelque 4,7 millions d’euros sur l’instrument  européen pour la démocratie et les droits de l’homme (IEDDH) pour  financer cette mission. La Commission européenne  travaille étroitement avec le Liban sur la question de la réforme  électorale et a apporté quatre millions d’euros pour aider à la  mise en oeuvre de changements dans la loi électorale.

Le ministre des affaires étrangères et de la coopération, M. Taïb Fassi-Fihri, prendra part, les 20 et 21 avril à Cordoue (Espagne), aux travaux de la 7ème réunion des ministres des affaires étrangères de la Méditerranée Occidentale (5+5).

Co-présidée par le Maroc et l’Espagne, cette réunion  intervient dans un contexte régional qui a connu d’importants développements et événements au cours de la période récente, notamment le lancement de l’Union pour la Méditerranée en juillet 2008 à Paris et l’avènement du Statut Avancé dans le cadre du partenariat Maroc-Union européenne en octobre 2008. C’est dans ce contexte que les ministres des affaires étrangères des 10 pays membres de ce dialogue se pencheront sur les perspectives futures des relations entre l’Union européenne et ses voisins du Sud ainsi que sur l’Union pour la Méditerranée. Cette session sera marquée, à l’instar de la session précédente tenue à Rabat en janvier 2008, par la participation en tant qu’observateurs de la Commissaire européenne aux relations extérieures et à la politique européenne de voisinage (PEV), Mme Benita Ferrero-Waldner, ainsi que du Secrétaire général de l’UMA, M. Les ministres auront également un échange de vues sur les derniers développements de la situation au Proche Orient et des perspectives de relance du processus de paix. Le dialogue 5+5 est composé des pays suivants : Maroc, Mauritanie, Algérie, Tunisie et Libye pour le Sud, Espagne, Portugal, France, Italie et Malte pour le Nord.

Nous devons non seulement reconnaître les mesures  positives déjà prises, mais aussi encourager la Syrie à respecter  ses engagements”, selon  Mme Ferrero-Waldner et d’ajouter que l’accord d’association n’est pas un  cadeau à la Syrie de l’Union européenne. ”Mais il est en effet une relation contractuelle qui donne des  chances, mais en même temps demande des obligations,” a-t-elle  souligné

Twice these past week the government came under fire for the recent deaths of journalists and the brutal rape and murder of a 20-year-old teacher in Davao Del Norte.

Most significant of all was the passage by the European Parliament of a strongly worded resolution.

European Parliament is urging the Arroyo administration to act decisively in stopping human rights violations in the Philippines.

In its March 12 strongly-worded resolution, the powerful parliament claimed that Philippine officials continue to deny the role of state forces in the violations “despite ample evidence to the contrary.”

The parliament said the Philippine government must “adopt measures to end the systematic intimidation and harassment of political and human rights activists, members of civil society, journalists and witnesses in criminal prosecutions, and to ensure truly effective witness protection.”

It also said that the Philippines should allow UN special bodies dealing with human rights protection “unrestricted access to the country and swiftly adopt and implement laws to incorporate international human rights instruments.”

The parliament likewise expressed its “grave concern at the hundreds of cases of extrajudicial killings of political activists and journalists that have occurred in recent years in the Philippines, and the role that the security forces have played in orchestrating and perpetrating those murders.”

While hundreds of activists, trade unionists, journalists and religious leaders in the Philippines have been killed or abducted since 2001, the parliament said the Arroyo administration continue to deny “any involvement of the security forces and the army in these political killings, despite ample evidence to the contrary.”

Will these calls continue to fall on ears which refuse to hear?

British officials, meanwhile, admit that the White House and US State Department staff were utterly bemused by complaints that the Prime Minister should have been granted full-blown press conference and a formal dinner, as has been customary. They concede that Obama aides seemed unfamiliar with the expectations that surround a major visit by a British prime minister.

Barack Obama’s offhand approach to Gordon Brown’s Washington visit last week came about because the president was facing exhaustion over America’s economic crisis and is unable to focus on foreign affairs, the Sunday Telegraph has been told.

Sources close to the White House say Mr Obama and his staff have been “overwhelmed” by the economic meltdown and have voiced concerns that the new president is not getting enough rest.

Hillary Clinton raised eyebrows on her first visit to Europe as secretary of state when she mispronounced her EU counterparts’ names and claimed U.S. democracy was older than Europe’s.

Clinton has set herself a gruelling pace on visits to Egypt, Israel and Brussels soon after touring the Far East, attending dozens of meetings and giving speech after speech, with little time worked into her schedule for sleep.

Tiredness appeared to show on Friday when she answered questions in front of 500 young Europeans at the European Parliament, where she was the highest-ranking U.S. visitor since the late U.S. President Ronald Reagan in 1985.

A veteran politician, Clinton compared the complex European political environment to that of the two-party U.S. system, before adding:

“I have never understood multiparty democracy. “It is hard enough with two parties to come to any resolution, and I say this very respectfully, because I feel the same way about our own democracy, which has been around a lot longer than European democracy.”

The remark provoked much headshaking in the parliament of a bloc that likes to trace back its democratic tradition thousands of years to the days of classical Greece.

One working lunch later with EU leaders, Clinton raised more eyebrows when she referred to EU foreign policy chief Javier Solana, who stood beside her, as “High Representative Solano.”

She also dubbed European Commission External Relations Commissioner Benita Ferrero-Waldner as “Benito.”

U.S. seeks to ‘reset’ relations with Russia

The Obama administration has been talking about “pressing the reset button” with Russia after relations “crashed” when Russia invaded Georgia last August.

When Secretary of State Hillary Clinton greeted Russian Foreign Minister Sergey Lavrov in Geneva on Friday before sitting down to their working dinner, she presented him a small green box with a ribbon. Insclide was a red button with the Russian word “peregruzka” printed on it.

“I would like to present you with a little gift that represents what President Obama and Vice President Biden and I have been saying and that is: ‘We want to reset our relationship and so we will do it together.’”

Clinton, laughing, added, “We worked hard to get the right Russian word. Do you think we got it?” she asked Lavrov.

“You got it wrong,” Lavrov said.” Both diplomats laughed. “It should be “perezagruzka” (the Russian word for reset,) Lavrov said. “This says ‘peregruzka,’ which means ‘overcharged.’”

Are you telling me there’s not one person in the whole State Department who knows how to read and write Russian? And Hillary wasn’t done for the day yet.

Members of the European Parliament in Brussels were shaking their heads today after Secretary of State Hillary Clinton incorrectly said U.S. democracy is older than Europe’s. Clinton compared Europe’s multi-party political system to our two-party version: “It is hard enough with two parties to come to any resolution, and I say this very respectfully, because I feel the same way about our own democracy, which has been around a lot longer than European democracy.”

Europeans trace their Democratic tradition back thousands of years to the days of classical Greece. Later Secretary Clinton raised eyebrows again when she mispronounced the names of two of her EU counterparts.

Hillary Clinton came to Brussels on a mission: to show Europe that the days of America thinking it is bigger, better, brighter than everywhere else were over. But her strenuous efforts were undermined by a series of minor gaffes that left the officials scratching their heads.

At a lunch, Mrs Clinton bungled the name of the EU external relations commissioner, Benita Ferrero-Waldner, calling her Benito, of all things. Javier Solana, the EU foreign policy chief, became Solano from her lips.

Are you telling me there’s not one person in the whole State Department who vets her remarks or prepares her for these appearances on the international stage?

Le Conseil d’association Union européenne/Liban s’est réuni pour la quatrième fois hier au siège du commissariat européen à Bruxelles. La délégation libanaise à la réunion a été présidée par le ministre des Affaires étrangères, Faouzi Salloukh. Du côté européen, étaient notamment présents le chef de la diplomatie tchèque, Karel Schwarzenberg, le haut représentant de l’Union européenne pour la Politique étrangère et la Sécurité commune, Javier Solana, la commissaire européenne aux Affaires étrangères, Bénita Ferrero-Waldner.

Les deux parties ont évoqué les progrès réalisés dans l’application de l’accord d’association entre le Liban et l’UE. Faouzi Salloukh a, lui, passé en revue les progrès des réformes économiques promises par le Liban à Paris III ainsi que la situation politique du pays et l’état de la sécurité au Sud. Le ministre des AE a en outre appelé Bruxelles à « faire pression sur le gouvernement israélien pour le pousser à s’engager dans le processus de paix sur base des résolutions onusiennes et de la légitimité internationale ».

Les ministres européens des Affaires étrangères ont appelé lundi le nouveau gouvernement israélien à relancer le processus de paix avec les Palestiniens. Le vice-Premier ministre tchèque Alexandr Vondra, dont le pays préside l’UE, a estimé qu’il fallait «aller de l’avant avec le processus de paix», même s’il a reconnu qu’un gouvernement mené par Benjamin Netanyahou pourrait signifier «un début un peu secoué», à son arrivée à une réunion avec ses homologues européens à Bruxelles.

Le ministre suédois Carl Bildt a, lui, dénoncé «certaines conditions posées par des partis» lors des contacts pris par le chef du Likoud (droite) pour former un gouvernement d’union avec le parti Kadima (centre-droit) de Tzipi Livni, le parti travailliste d’Ehoud Barak et l’extrême-droite nationaliste d’Avigdor Lieberman. Certaines conditions «sont clairement incompatibles avec des engagements» déjà pris dans le cadre du processus de paix, a-t-il déclaré aux journalistes. «Il est très important d’envoyer un signal fort que cela n’est pas acceptable».

D’autres responsables européens ont appelé à la reprise du processus de paix, mais sans vouloir préjuger du gouvernement que M. Il faut «laisser le temps à ce gouvernement de se former», a aussi souligné la commissaire européenne aux Relations extérieures, Benita Ferrero-Waldner. «Quel que soit le gouvernement (israélien), il devra reprendre le processus de paix, c’est absolument essentiel», a déclaré le secrétaire d’Etat espagnol aux Affaires européennes, Diego Lopez Garrido.

Pueden ser objeto de un proceso criminal por infringir el régimen de cualquier manera.

Recientemente, la dictadura ha comenzado a poner en marcha otras tácticas. Los médicos son forzados a reescribir sus informes sobre activistas políticos jóvenes después de ser reclutados forzosamente para el Ejército. En 28 enero, agentes de policía y oficiales de reclutamiento llevaron a cabo auténticas redadas contra líderes juveniles por toda Bielorrusia. Trataron de llevarse al Ejército por la fuerza al líder del Frente Juvenil Iván Shyla, al de Moladz BNF Franak Vyachorka y al joven activista Zmitser Fedaruk. Franak Vyachorka fue localizado y arrestado en plena calle antes de ser trasladado a una unidad militar. Z. Zhaleznichenka y A. Kalita ya habían caído en manos de la leva.

El 16 de enero, Franak Vyachorka fue atrapado por la fuerza en el consultorio de un hospital al que habia acudido a hacerse un chequeo y confinado en la oficina de reclutamiento. Le dijeron que le transferirían a una unidad militar en cuestión de horas. Franak tenía una dispensa debido a una operación en el ojo y algunas enfermedades cónicas que padece. Tuvo que comparecer ante otra comisión médica en el hospital militar republicano. El 17, Vyachorka apeló su recluta y las acciones de los militares y el personal médico durante la leva. El militante juvenil exigía que las comisiones militares respetasen el principio de igualdad entre todos los reclutas.

“Organización no-registrada”

El tribunal del distrito de Savetski de Minsk avisó a los oficiales de reclutamiento que Vyachorka no podía ser llamado a filas hasta que su recurso no fuera considerado. Sin embargo, su caso fue juzgado en ausencia del interesado y a puerta cerrada. A pesar de sus problema de salud, Franak Vyachorka fue declarado apto para el servicio militar.

Ivan Shyla fue encontrado culpable hace año y medio de participar en una “organización no registrada”. Hace seis meses, fue expulsado del instituto antes de pasar su último examen de la secundaria. Bielorrusia es el único país europeo y uno de los pocos del mundo en que participar en una iniciativa u organización no registradas es delito. El código penal considera una violación de la ley cualquier asociación ciudadana, sin importar la finalidad.

Así que, aunque no existen prisioneros políticos como tales, virtualmente los hay. La dictadura priva a sus opositores de libertad con otras medidas, como arresto domiciliario o reclutamiento forzoso. Hace unos días, el secretario general del Comité de Helsinki sueco, Robert Hårdh, señaló acertadamente que el regimen bielorruso muestra un gran ingenio a la hora de perseguir a la oposición.

Yo preferiría que mostrara más ingenio en superar la crisis económica que arrecia a lo largo y ancho del país, más que en privar a la gente de libertad por sus opiniones polítcas o ejercer sus derechos básicos.

UNITED NATIONS, Jan 20 (IPS) – When Israel went on a military rampage during its 22-day air strikes and artillery attacks on Gaza, it largely singled out residential neighbourhoods, hospitals, schools and U.N. buildings on the pretext of targeting Hamas fighters.

But John Ging, director of operations for the U.N. Relief and Works Agency (UNRWA), based in Gaza, kept insisting there were no Hamas fighters anywhere in the vicinity of U.N.-run schools or warehouses.

“What we have regretted in the past is that we have not been given a hearing to answer,” he told reporters Monday.

He charged that most of the allegations made by Israel were “unsubstantiated, unfounded – and continue to be repeated.”

Perhaps his strongest indictment of the Israelis was reflected in his response to a question on military tactics: “We don’t, in a civilised world, shoot the hostage to get to the hostage taker.”

But in reality that was what the Israelis were doing in Gaza, says an Arab diplomat, echoing Ging’s comment.

“The Israelis violated every single international convention governing the rules of war and the treatment of civilians,” he told IPS. “Their military excesses can, in no way, be justified.”

Secretary-General Ban Ki-moon, who praised Israel at a press conference in Jerusalem last week, describing the Jewish state as “a responsible member of the United Nations”, apparently had second thoughts when he saw the devastation caused in Gaza.

Standing outside a U.N. compound that was destroyed by Israel, Ban told reporters Tuesday: “I am just appalled. Everyone is smelling this bombing still. It is still burning. It is an outrageous and totally unacceptable attack against the United Nations.”

Despite pleas from the secretary-general, Israel bombed U.N.-run facilities, including schools and warehouses, on four different occasions.

One of the bomb attacks on the UNRWA compound took place on the same day Ban arrived in Israel.

According to the Palestinian Ministry of Health, the final tally read: 1,314 Palestinians killed, including 416 children and 106 women; 5,320 injured, including 1,855 children and 795 women.

In comparison, the number of Israelis killed included four civilians and nine soldiers, along with 84 injured.

And according to the Palestinian Central Bureau of Statistics, the buildings destroyed included 4,100 residential homes (with 17,000 damaged), 20 mosques, 25 educational institutions and medical facilities, 31 security offices, 16 government buildings and 1,500 factories and shops.

The Office of the U.N.’s Humanitarian Coordinator pointed out that 16 health facilities and an equal number of ambulances were destroyed or damaged during the 22-day conflict.

Nadia Hijab, senior fellow at the Washington-based Institute for Palestine Studies, told IPS: “The scale of the devastation is such that Israel and its supporters are unlikely to be able to bury or bulldoze it out of the collective conscience of the world.”

There have already been calls to bring war crimes charges against Israeli leaders, she pointed out.

Although the formal wheels of international justice may grind slowly, citizens are not waiting.

“Trade unions in different parts of the world are calling for a boycott. Israel’s fruit shipments are rotting in its warehouses as importers in Scandinavia, Jordan and the UK cancelled orders,” she said.

In an open letter in the London Guardian last weekend, Israeli citizens themselves called on world leaders to impose sanctions against their own country: “This is the only road left. Help us all, please!”

Although a ceasefire has been declared, said Hijab, Gaza’s torment and siege is not over and the U.N.’s “We the peoples” are likely to remain mobilised until justice is done.

Speaking from Gaza, Ging told reporters that the population in Gaza remains shell-shocked, traumatised and living in real fear.

Asked about the “most outrageous” incident he had witnessed, Ging said: “The dead children.”

Meanwhile, the United Nations is expected to lead international efforts to rebuild Gaza.

But Benita Ferrero-Waldner, the external affairs commissioner of the 27-member European Union, was quoted as saying that the EU would not fund reconstruction as long as Hamas was in control of Gaza.

Humanitarian aid, however, would be provided without any conditions, she added.

Hijab told IPS that “it is almost as though there are two different worlds, with the mainstream media, European and U.S. leaders, and U.N. Secretary-General Ban Ki-moon living in one world.”

And in the other, she said, are the leaders of the Third World, the president of the General Assembly (Miguel D’Escoto Brockmann), and millions of outraged citizens.

D’Escoto has taken a very strong stand denouncing the United Nations as ineffective in taking any action against Israel.

Hijab said the former parrot the Israeli line about Israel’s need for protection while the latter exchange U.N. reports and eyewitness accounts of the destruction and damage to thousands of homes, schools, hospitals and civilian infrastructure.

They also share photographs of phosphorous shells showering white flame on unprotected civilians; read about the killing of entire families among the thousands of dead and wounded; and respond with horror to the reports of women whose legs have been shorn off by new kinds of weapons, she added.
