(Ausgangspunkt zu diesem Beitrag ist die von Christina Schmid aufgeworfene Frage „Ist die Politik zu langsam für Social Media?“ – In meiner Antwort will ich unterscheiden zwischen einer organisierten, etablierten Politik und einer unorganisierten, bottom-up-, ad-hoc-Politik.

Organisierte, etablierte Politik

Zu dieser gehören die PolitikerInnen und Interessenvertreter. Gücklicherweise sind die PolitikerInnen in der Schweiz – anders etwa als in Deutschland – in den meisten Fällen keine Berufspolitiker. Aber je weiter sie die politische Karriereleiter emporsteigen (Gemeinderat – Kantonsrat – Nationalrat), desto stärker werden sie zu Interessenvertretern bis hin zu Ein-Themen-PolitikerInnen – denn irgendwer muss sie bei ihrem Aufstieg unterstützen (am zweckmässigsten, weil schlagkräftig sind dabei Parteien, Organisationen, Verbände etc.). Auf und durch ihren Aufstieg gewinnen sie an Prominenz und damit auch an Zugang zu den klassischen Medien. Die Nutzung von Social Media scheint ihnen unter diesem Aspekt zuerst einmal nicht oder nur beschränkt notwendig, denn sie “haben ja Zugang zum Publikum”. Der Weg über die klassischen Medien hat zudem den Vorteil, dass speziell dafür ausgebildete Berufsleute (Journalisten) die Storys schreiben, in die sie die Meinungen/Standpunkte der Politiker/Interessenvertreter – möglichst – sinnstiftend einbauen (der Boulevard-Journalismus ist dabei gesondert zu betrachten).

Wenn sich ein Politiker/Interessenvertreter nun daran macht, Social Media zu nutzen, so ist das zuerst einmal mit einem Lernprozess verbunden. Es sind zwar viele Tipps und Tricks im Umlauf, aber welche nun die richtigen sind, welche den gewünschten Erfolg bringen – sprich: dem Sender mehr Profil verleihen und ihm letztlich mehr Wähler bzw. Unterstützer/Mitglieder zuführen, ist nicht auf Anhieb ersichtlich. Viele PolitikerInnen und Organisationsvertreter nutzen Social Media heute (noch) nicht anders als einen weiteren Kanal, um ihre Botschaften zu verbreiten: mit der Giesskanne, nicht Zielgruppen-orientiert und – wichtig! – auch nur mit beschränkt nachhaltigem Wert. Denn erstaunlicherweise wird nur selten evaluiert, was Online-Massnahmen in und um Social Media denn effektiv gebracht haben. Das Potenzial von Social Media ist nicht damit ausgeschöpft, dass man ein Video auf Youtube stellt, seinen Blog via Twitter weiterverbreitet oder auf Facebook verlinkt. Das sind interessante Möglichkeiten, die man testen muss. Wirklich interessant ist es aber, sich zu überlegen, wen man mit was wann wie ansprechen soll, um ungleich höhere Effekte zu erreichen – sprich: Themen lancieren zu können, die öffentliche Debatte mit bestimmen zu können etc. Das allerdings ist aufwändig: sowohl zeitlich wie kompetenzmässig. Darin liegt meiner Meinung nach die grösste Hürde, für die organisierte, etablierte Politik, Social Media mehr und vor allem auch erfolgreich zu nutzen.

Unorganisierte, bottom-up-, ad-hoc-Politik

Zwischen den Politikern/Interessenvertretern und den nicht oder nur schwach organisierten StimmbürgerInnen (gemeinsam mit der restlichen Wohnbevölkerung) sind zuerst noch die einfachen Parteimitglieder anzusiedeln. Das sind in der Schweiz nicht wenige. Sie sind vor allem auf Gemeindeebene in den Ortsparteien aktiv – bisweilen mit einem hohen persönlichen Engagement. Wären wir die USA, dann würden diese Leute vor den Wahlen von Haustüre zu Haustüre gehen, Telefonanrufe machen, Townhall-Meetings organisieren etc. etc. – und dazu auch online aufrufen, sich vernetzen und zusammenarbeiten (wie Obamas Bsp. es gezeigt hat) … Da wir aber in der Schweiz sind, reichen die Offline-Massnahmen der Ortsparteien in den vielen kleinen Gemeinden der Schweiz aus, um die Menschen zu erreichen. Ich stelle die These auf, dass Online-Massnahmen ab einer Gemeindebevölkerung von ca. 25’000–30′000 Menschen lohnenswert sein können (es ist natürlich nötig, dass diese Menschen überhaupt in genügender Zahl online erreichbar sind und dass weitere Faktoren zusammenstimmen). In Städten sind sie es bestimmt und auf Kantons- und Bundesebene erst recht.

Der Coup liegt nun im Umstand, dass die un- oder nur schwach organisierte, bottom-up- und ad-hoc-Politik nur begrenzt überhaupt von Online-„Massnahmen“ sprechen würde, wenn Einzelne Social Media zum Ausdruck von (politischen) Meinungen nutzen. Für sie sind das weniger „Massnahmen“, sondern schlicht und einfach das vorherrschende Kommunikationsmittel ihrer Zeit. Mitunter bringen es einige, besonders begabte „Online-Aktivisten“ zu erstaunlichen Aufmerksamkeits- und Mobilisierungserfolgen (Stichwort: Bottellones, Bye-bye-Billag etc). Die Gründe dafür liegen meiner Meinung nach

Anders als bei der organisierten, etablierten Politik sind diese Beziehungen dabei

Aus diesen Gründen bin ich überzeugt, dass Parteien und Organisationen, die es auf eine nicht-offensichtlich PR-mässige Art und Weise verstehen, sich als Bewegungen zu profilieren, erfolgreicher mit Online-Massnahmen sein werden, als solche, die hierarchisch geprägt bleiben. Mit der Veränderung hin zu einer horizontalen, bottom-up-Organisation einher geht aber per Definition auch ein Verlust von Kontrolle, Top-down-Definitionsmacht und Einstimmigkeit. Und damit tut sich die überwiegende Zahl der Parteien, Organisationen und Verbände – nicht nur, aber auch – in der Schweiz schwer.

Dopo aver dedicato diverse pagine all’Epopea della Cavallona, nella sua genesi: concepimento, gravidanza, nascita, battesimo, primi passi, e in attesa delle prime storie da raccontare che essa veicolerà, è ora di tornare ad innalzare lo sguardo su cose più generali ed anche un tantino più importanti, senza dubbio.

I temi che invitano all’approfondimento, alla consapevolezza e al coinvolgimento che si possono cogliere in rete sono più che mai ricchi, per varietà, significato ed urgenza; c’è solo l’imbarazzo della scelta.
E allora la mia scelta punta molto in alto, cioé a quello che probabilmente è il problema dei problemi, per la nostra e le future generazioni, al confronto del quale anche le tragedie sociali e politiche di casa nostra impallidiscono, sfumano.

Manca un mese e un giorno ad una data importante, forse epocale: il 7 dicembre 2009, che segnerà l’inizio della Conferenza di Copenaghen sui cambiamenti climatici.
Ad essa, e ai suoi esiti, è strettamente legato il futuro dell’abitabilità sul nostro pianeta; sembra fantascienza ma purtroppo è la realtà.
Ma, anche senza profetizzare scenari apocalittici, già nel breve periodo, i prossimi decenni, vi sono legate le sorti di molti milioni di esseri umani, la cui vita rischia di essere sconvolta dalle trasformazioni ambientali ben di più di quanto non lo sia oggi, la nostra, da un anziano corruttore senza scrupoli a capo del governo.

Ho già diffuso, in passato, l’appello di Greenpeace Italia, che traduceva un invito generico, quello ad una presa di coscienza sull’importanza dell’evento, in una semplice azione: sottoscrivere ed inviare una email (già predisposta) proprio a “lui”, invitandolo a recarsi alla conferenza di Copenaghen con un atteggiamento molto intransigente. Ovvio che i suoi veri ed unici interessi sono molto lontani da quelli in discussione, ma è altrettanto evidente la sua sensibilità al consenso e agli umori della gente, cosa che dà valore a una campagna di opinione di questo tipo.
Invito chi non l’abbia ancora fatto ad unire la propria voce alle quasi quindicimila di chi ha già spedito quella email: vedi qui.

Pessimismo e rassegnazione sono nemici della soluzione a qualsiasi problema, laddove un atteggiamento di coraggiosa speranza può fare i miracoli.
Leggere un articolo, come quello che voglio segnalare, a me ha dato speranza, e un po’ di gioia; si trova nella versione on line del quotidiano ‘Terra’, e ci racconta di un’iniziativa mondiale popolare di un’imponenza senza precedenti, in corso ed in continua espansione, denominata ‘TckTckTck campaign’, come a scandire il tempo che ci separa dall’appuntamento a Copenhagen.
Trascrivo di seguito alcuni passi di quella pagina, invitando comunque caldamente a leggerla per intero (clicca qui).

“È un’ambiziosa iniziativa partecipativa. Un’azione per chiedere da ogni angolo del mondo, attraverso la Rete, un accordo globale sul clima. Viene supportata da oltre 2 milioni e 600mila persone e da una formidabile coalizione di Ong. (…)
Una campagna concepita secondo i criteri del bottom-up, di pressione politica dal basso, che viaggia sulle grandi arterie di comunicazione delle moderne tecnologie, attraverso i social network della Rete, come facebook, Twitter e mySpace, i motori YouTube e Google, spinta da orde di cittadini qualsiasi nelle forum communities, sui piccoli blog personali e persino con la rapidità del passaparola via sms. (…)
Tante sigle diverse per la prima volta riunite con lo scopo di chiedere ai leader del mondo un impegno concreto per costruire «un futuro che funzioni per tutti ».“

L’articolo poi prosegue presentando i ricchissimi contenuti del sito ufficiale della campagna, che “straripa di esempi, storie, articoli, opinioni autorevoli e parole di speranza“.
Ovviamente sono andato a curiosare un poco in quel sito; ed inutile dire che invito altrettanto caldamente a fare la stessa cosa (cliccando qui).
E’ in lingua inglese o, a scelta, in altre lingue, ma non in italiano.
Subito una piccola emozione viene suscitata dal numeratore, di quanti hanno dato la propria adesione alla campagna, aggiornato in tempo reale; il numero totale, rispetto a quello indicato dal citato articolo su ‘Terra’, è già aumentato, e mentre scrivo è molto vicino ai tre milioni.
‘C’ero anch’io !’; …ci puoi essere anche tu: l’adesione si fa in un paio di click (a partire dal ‘bottone’ con la dicitura ‘I am ready +‘); consiglio, fra l’altro, di rispondere sì all’unica richiesta che viene fatta insieme a quella del proprio nominativo e della nazione, cioè quella di iscriversi alla mailing-list ufficiale.
Senza aggiungere altro, posso dire che il sito “straripa” anche di vita, di voglia e di stimolo all’azione e alla partecipazione.

I had one of the best weekends.

My sister came up from SD to visit. I went to the knitting meetup early morning, and rushed to Irvine station to pick her up.

Knitting meetup was quite good too. best gifts ever: yarn from Korea! One of the members got a yarn bomb from Korea and brought some to the meetup to give out. I got 750yds of PINK bamboo cotton yarn in lace weight, and then sport weight cotton/nylon blend in soft beige, with bits of glitter dark green, red, and purple yarn. Soo cool!

Here are some pics from the meet up. We’re eating!! We always do lunch at 12ish, and because the place is at Blink Cafe, we use their kitchen. =) The lady on the left is the chef hehe. She cooks everything on the menu at Blink. The lady on the right is the one in charge, and she brought these yarns for us. =)

Ohhh and I totally take back what I said about IK and VK in the last post. Over the weekend, I really sat down to READ the magazines: IK Weekend and VK Winter. I still don’t like the paper quality but wow, the designs are so much better than I expected! Esp IK Weekend is all about practical, comfortable stuff for everyone in the family. I love it when they have men’s patterns. Love the new layout too. Makes more sense. I also got to read IK Holiday Gifts at Borders today while my bf was working out his Fantasy Draft… Love love love the pattern for men’s sweater. I forget the name already, but it was top-down, saddle shoulders, with simple garter or reverse St st in the middle. I can see my dad in it. IK is going more knit-in-the-round, and top-down.

I cast on something from VK too. In the round, bottom-up fair-isle sweater. I’m using the yarn I recycled from my sister’s ex’s sweater. Hope karma has nothing to do with the fit of the sweater or anything. Keke

An der ersten “Politikforell-e” bei amazee.com im Zürcher Technopark konnten wir unseren deliberativen Ansatz einer interessierten Runde vorstellen. Sehr spannend war die engagierte und kritische Diskussion im Anschluss – ich will hier amazee’s Rückblick zitieren:

it was a very intense and thorough discussion of how people exchange (political) views, how they organize according to interests and what the future role of political parties will be. While some of us believe that political parties will be around for a while, if maybe not in the shape we know now, others see more single charismatic leaders in the future.
As for politnetz.ch there were a lot of ideas for more direct deliberation, easy participation in discussion processes and the role the site can play in arranging political agendas. Some even saw politnetz.ch as a rightful successor to the popular Swiss TV show Arena, a political debate program which has become somewhat rusty over the years. – All in all the first Politikforelle was a great success and we are very much looking forward to further installments! Stay tuned!

Life is about learning. Someone said, that when you stop learning – you’re dead. I have met so many dead, half-dead, or semi-dead people in my life that it constantly amazes me how things still happen to  work in this town, country, world. I wonder, so “Night of living dead” really has its hidden meaning!

To briefly explain what is my modus operandi; – this blog is combination of real life and fiction. It’s an experiment – to learn something about myself. I want to play with words, play with convention, i want to precisely express myself through words.

It’s about ideas! The world revolves around ideas. That’s a fact;good and bad, brilliant and fucking terrible ideas – I want to make this blog good one. But I realize “I want” is not enough. It only begins here, with simple assumption that I can succed. So i will use everything that i gathered in my toolbox till now. I will work hard, to make it happen…

Bezoek 6 oktober ’s middags het Hoograven Symposium van Utrecht Manifest in Pastoe. Na presentaties van o.a. Pieter Hooimeijer (UU), Alfredo Brillembourg & Hubert Klumpner (Urban-Think Tank) en Wouter Vanstiphout (Crimson Architectural Historians) ook een lezing van Michael Sorkin  (Sorkin Studio). Wat mij aanspreekt is dat hij begint te zeggen dat we ook moeten blijven denken over wat hij noemt EUTOPIA. Activisme en stedelijke acupunctuur zijn belangrijk, maar  ’comprehensive thinking’ blijft noodzakelijk. Zelf doet hij dan ook graag allebei. ‘Comprehensive’ zijn de 12 principes voor een EUTOPIA die hij presenteert. Op een rij zijn dat:

1. Strict neutrality: kringloop!

2. Limited: fysieke grenzen!

3. Open: democratisch!

4. Body-based: lopen en fietsen!

5. Diverse!

6. Neighborly!

7. Many-centered!

8. Complex!

9. Local!

10. Appropriate technology: duurzaam!

Thanks to this sweater and the Esther socks, I’m getting some good experience with hemming.  The socks provided my first experience with a picot edging.  I used a provisional cast-on, folded the hem over and used a round of K2TOGs to knit the cast-on stitches together with the stitches on the needles.  I used the same technique for the first sleeve of the sweater, but I didn’t do a picot edging at the folding point, just a straight row of purl stitches.

For the body of the sweater, I decided to try a sewn hem.  Based on what I read at on the Two Strands blog (see my previous post), sewing is supposed to produce a less-noticeable hem.  I knitted the appropriate rounds (plus a few extra) and spent the rest of my weekend knitting time trying to figure out how to sew it neatly together!   I was having difficulty recognizing which purl bump to pick up and then aligning it with the cast-on stitches correctly.  Part of the problem is that I can’t refer to the stitches that are already done because the hem obscures them.  Another problem is that I’m using dark yarn (harder to see in general).  I guess it would easiest if there were a color change right where I wanted to put the hem (note to self for future planning!). I ended up running a stretch of waste yarn around the project to highlight the stitches I want to hem:

Each stitch is easy to see against the contrasting color.  I have a long way to go before I can see how it all comes out …

The accelerated increase ended at exactly the right length, so I’ve been able to work on the stranded decoration over a straight 72 stitches.  Since this is a 12-stitch pattern, that’s perfect!

I had a general idea of the color arrangement I wanted, but it’s often the case that I don’t like my ideas once I see them “in action”!  Before I got started, I decided to draw it out.  I had a vague memory of some online knitting chart paper and, sure enough,  this page from a Japanese site called Tata & Tatao allows you to enter your stitch and row gauge and then print out a sheet that’s close to the dimensions of your knitting.  While in Philly yesterday, I bought a set of colored markers ($2 at Five Below!) and I did some experimenting last night.  I think this was definitely worthwhile.  I felt comfortable going forward with the stranded work and I’m happy with the result.  It was nice to double-check the size of the pattern too.  I wanted 5″ (because that’s how much I have left to finish the sleeve) but if that looked too small, I could rip back a few rows and add some more striping or something.

The decorative pattern comes from Jessica Tromp’s wonderful site of Norwegian (and other) knitting charts.  I picked a fairly simple motif (cuz I’m new at it) and made it fancier with more colors.  OK, so that’s where I got the “Nor” in the sweater’s working name … what about “blu”?  When I finally settled on the yarn colors, I realized that what they have in common is “blue”.  There is no blue in the sweater, but each of the colors has blue as a component.  I think this sweater will look especially good with denim and navy blue!

Oh, lookie what I found a few minutes ago: Monkster Gets Stranded A free pattern for a Norwegian-style bottom-up raglan sweater for a Teddy Bear.  Is that the cutest thing, or what??  If you’re wanting to try the techniques before committing to a real Monster size, maybe this is the way to go!  I noticed that the next post describes hemming in detail too.  Hah, shoulda found this site a week ago!  It looks like a keeper …

It turns out that my Christmas yarn suppliers DID send all of the yarn I ordered!   When I opened the bag, the missing yarn was easier to spot.  I was very happy to see this and have mentally returned Knit Picks to their rightful status (excellent service).  With that, I got started right away on a sleeve/swatch.

For my ongoing learning, I decided to try a seamless raglan sweater from the bottom up this time.  One advantage already taken: the ability to start a sleeve with “best guess” cast-on and needles and use it as a swatch.  If it HAPPENS to be perfect, you can just sail onward!  It didn’t.  I had actually already done a small quick swatch to get a first guess on the needle size.  What I wanted from the sleeve was a) a bigger swatch to confirm the stitch and row gauge, b) an eyeball of the color combination and c) a sanity check against the model sweater.  Stitch and row gauge were fine, but the other stuff?  Not so much!

I was using Elizabeth Zimmerman’s percentage system (EPS) for a sweater with a 44 inch body and my gauge.  It’s described in both “Knitting Without Tears” and “Knitting Around”, although the raglan instructions (not needed until you get to the top of the sweater) are only included in the former.  I followed the recommendation of casting on 20% of the stitches for the sleeve on smaller needles for the ribbed cuff.  I did all of the increases and then compared the sleeve to the model sweater.  Eww! I believe these instructions will produce a fine sweater for someone who likes a form-fitting look.  Some guys do … but hubby does not!  So, back to the drawing board on the pattern.

I also decided I didn’t like the color combination.  It’s OK, but the lighter purple doesn’t contrast enough with the main color.  It looks kinda muddy.  Funny thing is: that yarn is left over from my Coin Cable Raglan.  It’s very nice on its own.  I looked at it closely (it’s a heather) and picked colors I “saw” in it to make my yarn choices for this sweater.  Just for your info, the original colorway is Knit Picks’ Wool of the Andes “Claret Heather”.  The colorways I chose are “Dove Heather”, “Black Cherry Heather” and the main color: “Blackberry”.   I was puzzling over the color quandary when I remembered a big lovely hank of Cascade Eco-Wool Plus in the “Spruce” colorway.  It’s a tad heavier, but will be fine in the small quantities I intend to use!  Oh yes, MUCH better!

I looked through my books and found “The Knitter’s Handy Book of Sweater Patterns” by Ann Budd.  She also has instructions for a bottom-up seamless raglan sweater and (yay!) it looks as if they’re written for a baggier look.  After studying this book yesterday morning, I made several design decisions.  First, I have eliminated the ribbed cuff.  If hubby likes the sweater loose, why bother?  The above picture shows a purl hem.  Same technique as for the picot edging on the Esther Socks, but a straight purl at the folding point instead of the eyelet stuff.  Second, I plan to increase the sleeves at a slightly quicker rate so I have more room to knit straight at the top.  I have plans to put some decoration there.

Third, I was worried all along about the collar because hubby has a big head.   This book has instructions for a v-neck, so what the heck!  And a shawl collar, so there.  I made a v-neck this past summer (just remembered) so that problem’s definitely solve. Finally, the book has instructions for whole-number gauges only.  That is, for 4 stitches to the inch and 5 stitches to the inch, but not 4 1/2 (my gauge).  I don’t care to swatch again because I’m happy with this fabric.  No prob.  The book includes instructions for handling this.  I wrote out the whole program and double-checked my written work with the final stitch-count after all of the raglan decreases.  The instructions don’t include any short rows at the neck for a better fit.  I may go back to EZ for that, we’ll see.  OK, time to get knitting!

Das Bedürfnis zum Austausch ist offensichtlich. Besonders deutlich wird dies auch in Foren* wie http://bundesratswahl2009.politnetz.ch. Dort tauschen sich junge web-affine Wähler zu ihren Ansprüchen an den neuen Bundesrat aus und erklären welche Kriterien für sie politische Kompetenz ausmachen.

Dabei geht es nicht zwingend um den expliziten Wunsch den Bundesrat persönlich wählen zu wollen, wohl aber darum seine Anforderungen und Wünsche zu artikulieren. Ein Facebook-Mitglied und einer der neusten Unterstützer von Schwaller betonte gegenüber PolitReport, dass es ihm auch darum ginge, ein Zeichen zu setzen. Er empfinde die ganze «Romands-oder-nicht-Debatte» als blödsinnig und fühle sich von Schwaller als Mitglied einer sprachlichen Minderheit verstanden.

Der neue Marktplatz

Diese Offenheit zum Dialog kann auch für Schweizer Politiker eine neue Möglichkeit zur Wählermobilisierung abseits der Gespräche auf dem Marktplatz sein. Kommunikation und politische Diskussionen finden bei dieser Zielgruppe zunehmend im Internet statt und eben genau dort sollte man sie auch abholen.

Öffentliche Debatten sind das Fundament der Schweizer Demokratie. Leider verlaufen sie meist in eine Richtung: von der Politik und Meinungsführerinnen und -führern über die Medien zu den Bürgerinnen und Bürgern. Gerade eine Demokratie mit direkten Instrumenten, wie die Schweiz sie kennt, ist aber auf aktive und mündige Bürgerinnen und Bürger angewiesen. Ihre Chancen sind gering, eigene Anliegen und Vorschläge an die breite Öffentlichkeit zu bringen. Und mit denjenigen, die „das Sagen haben“, in eine direkte Diskussion zu treten. Das Internet wird schon länger für politische Zwecke genutzt: Blogs, Foren, Video-Plattformen und Social Communities können nützliche Kanäle bieten. Heel de VS en zelfs een deel van Europa reisde Alan Lomax (1915-2002) rond met zijn bandrecorder. Wie een liedje kende, kreeg een microfoon onder de neus. Op zijn eentje redde Lomax een hele brok, zeg maar een berg Amerikaans en Europees erfgoed van de vergetelheid.

De AB wijdt vanaf volgende week een eerbetoon aan deze song hunter, met een concertreeks, een fototentoonstelling en een filmretrospectieve – het kan niet genoeg geprezen worden. We zullen er ook de eerste resultaten kunnen beluisteren van Lullabies, de expeditie van twee Belgen die de voorbije vier maanden Lomax achterna zijn gegaan.
Op 18 april vertrokken Eva Schampaert en Bas Bogaerts voor een reis rond de Middellandse Zee. Ze gingen er overal bij de mensen aankloppen met één simpele vraag: of ze een slaapliedje wilden inzingen in hun recordertje. Volgende dinsdag keren ze naar huis terug.
Nadien zetten ze hun onderneming verder in België, zowel bij migranten uit het Middellandse Zeegebied als bij autochtone Belgen.
De eerste opnames zijn al op de website te beluisteren. Ik was meteen onder de indruk. Dit kan niet anders dan een unieke liedjesschat opleveren. Vreemd genoeg is niemand nog op het idee gekomen deze melodieën, die tot onze diepste, intiemste herinnering behoren, systematisch te registeren.
Lullabies is een user generated-project – dat maakt het allemaal nog boeiender. Het is niet het project van Eva en Bas maar van ons allemaal. Het is het erfgoed van mensen uit Srebrenica en Steenokkerzeel, uit Brussel en Brescia, uit Dendermonde en Dahab. Binnenkort zal zelfs iedereen, ook wij allemaal, een slaapliedje kunnen inzingen op de website.
Alan Lomax was een pleitbezorger van culturele diversiteit en haalde graag uit naar de entertainment-industrie, dat handjevol zenders (transmitters) dat al die lokale culturen overstemt en ons liever allemaal als gedweeë ontvangers (receivers) ziet. “I mean you and your CBS and all the big amusement industries represent a way of silencing everybody, you know?”, zei hij in 1991 in een interview met CBS. “Communication was supposed to be two-way, but it’s turned out to be basically one-way. From those people who can afford to own a transmitter, which costs a few million dollars, to the little guy that can afford to own a receiver that costs a few bucks. So there are millions of receivers and people at the other end, and only a few transmitters, and I think that is one of the major, if not the major human problems now, because everybody is off the air.”
Lomax was zijn tijd ver vooruit. Zijn geest leeft vandaag voort in de miljoenen blogs, tweets en status updates op het internet, in sites als YouTube, MySpace en Facebook, media die ons de kans hebben gegeven ook zelf on the air te komen, naast de grote jongens. Iedereen heeft eigen verhaal, een eigen lied – dat is wat Lomax en Lullabies ons duidelijk maken. We zijn met zijn allen niet alleen ontvangers maar ook zenders.

The meeting on 12 August 2009 went well and was well attended. Thank you to everyone, whether supportive in person or via telephone calls. All our City of Whitehorse’s Councilors had been delivered an invitation by hand to the Nunawading Council office.  None attended.

Most of the “puzzle” I referred to in my letter had been addressed. Some people commented that this is a real puzzle” and “it’s full of plots and sub-plots” and deep concern was in the air. People would’ve gone home with the understanding that every person needs to make an individual effort to stop this VEGETATION PENALIZING OVERLAY, by writing to their local Councilors, stating “it is my will” …………. The letter to be written by hand and not simply a signature added on the bottom of a printed out document. A handwritten letter implies a greater aspect of will.

The aspects of law were a bit heavy for most people; however these aspects are irrevocably linked to the situation we all find ourselves in. The invasion into our private affairs by our local council from one day to the other is legally not covered by the Sections 22, 23 and 153 of the Planning and Environment Act as told by Council. The aspect of “in fee simple” on our titles of property is the ultimate law in this country which cannot be contradicted by any other law.

I, Heike, state that I am not an expert on the aspects of law. My statements are guided by the Community Law Resource Group. Their website can be accessed via www.communitylawresource.group.info .

There was unanimous support for the trees. Everybody wishes to retain their trees and be responsible for them. The idea to find a way of protecting our trees from “the bottom up” had not been opposed and TREEDWELLERS will endeavor to get a democratic discussion going. Everybody’s input is appreciated.

Additionally to the people’s understanding that they write their individual letter, they requested that I write on behalf of all to Council, that “we are capable of maintaining our trees and take responsibility. That we are not accepting any of CoW’s charges in regard to the VPO, and that we do not consent to Council’s jurisdiction and that our properties’ titles carry ‘the Fee Simple’ protection.”

I look forward to a ‘from the bottom up’ solution.

A)     I present my personal views and do not state what is right or wrong

B)     I thank the people who had contacted me to give me support or otherwise. I am encouraged by this, because we are approaching a point where we as the C83 Community of CoW may establish a platform to have discussions in order to finding better solutions in regard to protecting or preserving our trees

C)     Has anyone been approached by Council either verbally or in letter form which requested anyone of us to give access to our properties in order to conduct this Tree Study?   I repeat REQUESTED, not asked.

D)     From  my point of view the VPO is attracting views from opposite ends:
1) of people who think that our trees can only survive via the “protection” by  official directive and
2) of people who have an instinctive feeling that there’s something not right, council telling us from one day to the next how to treat/maintain trees on our properties – of which
3) Darryl will provide you with the constitutional aspect of private property.

E)      Whilst my aim is not to present you with a solution to this, I’d like to see a system developed in which the protection can and will function from the bottom up rather from the top down.  –

F)      Council tells me that this VPO had been initiated by us, the residents of the CoW who are represented by our Councillors – I understand that this would mean, that this VPO had been approved by an ordinary Council Meeting.
Council is unable to support this claim via documentation.
I have documentation of an Advisory Committee in 2000, but not an Ordinary Council Meeting document which brought this Advisory Committee into life. An Advisory Committee does not appoint itself.
Who appointed this Advisory Committee?

G)     There exists a VEGETATION PROTECTION IN URBAN AREAS document dating back to 1999. This document must have arrived out of thin air – because there is absolutely no explanation why or how it arrived.
I had been told by Council that: There is no Council resolution on the Practice Note, as this document was prepared by the State Department of Planning and Community Development for guidance to Council’s in the introduction of vegetation protection controls.

Had Council requested this, then where is the MoM, or had this been an instruction from the State Government? Where is this letter of instruction?
Are we dealing with a Council- or a State issue?

I had been told: You have all the information (paperwork) there is……..

H)     We’re being told that Qualified Arborists had performed this Tree Study. It seems, that the Qualified Arborists had been wrong by a percentage of 74% – or reversely expressed their findings had to be cut by 43%.
Who overruled them?

I)        No answers to some important questions:
1) which paragraph of law, state- or federal-, is making it legitimate to control vegetation on private land?     and
2) which paragraph of law enables Council to ignore Submitters’ concerns and command, that Property value is not a valid planning consideration.
to neither of these two questions had I been getting an answer. As Darryl had informed me, The Planning and Environment Act does not cover these questions .

J)       Whilst the aspect of Carbon Trading had been denied by Council, the picture forming out of this puzzle does fit a Carbon Trading aspect better than it does as an environmental- or planning- One.

I f it at the end this VPO turns out to be for Carbon Trading – people who are concerned about the damaging emissions we produce – should be concerned even more, because the offset of emissions via trees is delaying   R E A L changes urgently needed.
As late as yesterday did I pick up on the word PROPOSED in Council’s reply: it reads:
The VPO is not proposed for use as part of a carbon trading scheme.

K)      The Vegetation linkages and corridor for local bird life and fauna Council claims this VPO is providing – is an overstatement at best.
In no way are these few trees individually creating a corridor. Big bird’s habitat yes – but where had the small birds, the Finches etc. been left? How are our last few Blue Tongues in the Bellbird Dell able to cross breed with species in the Dandenong Valley for example?

If we assume that out of 66.000 properties in the CoW, about 30.000 do have gardens with the potential of trees on them, then imagine overlaying 548 out of these 30.000 properties with trees on them (rarely more than one or two) – it does look a bit empty – even if additional 5000 overlays as per Amendment C82 are added – the CoW would still look like a disaster zone if all other trees and shrubs would be cut.

L)      The Mayor, Cr Helen Harris informed me, that this protection is mainly aimed at builders – who’re “moonscaping” properties prior building.  If this is the main reason,

• why is it the wider Community which has to bear the responsibilities and future charges of this protection when it is addressed to the builders?
• broader discussion re multi story buildings, aspects of our society pushing more and more into fertile land
• why not let builders (as a group) bear the cost of additional LIABILITY AND MAINTENANCE COST if this VPO is mainly addressed to them?
• Self governance amongst builders re trees would certainly develop out of this
• had we rewarded builders for keeping trees on newly developed properties?

M)   $$$ SPENT AND POTENTIAL OF COST EXPLOSION (as in 14)

In 2000 it was anticipated, that the cost of the Study will be between $70,000 and 100,000.

• There had been a Whitehorse Neighbourhood Character Study in 2002-03 (Planisphere 2003),
• A City of Whitehorse- Statement of Tree significance in 2005 and
• A City of Whitehorse- Statement of Tree significance in 2006

from 1395 properties – 1165 trees required reviews …… (16.7.07)

There would’ve been massive administration costs to put all the collected data together. From arial- to the pictures on the ground, collaging it correctly to the relevant properties and re-visiting a lot of properties. How many additional staff had been employed for this purpose?
I await Council’s answer to the question of money spent until now. I requested this on
17 July 09 and followed up on 1 August 09.

Try to get a picture how many trees could’ve been planted with this money. This doesn’t fit into the puzzle of tree protection.

Potential of future cost explosion within Council – Controlling established VPO, possible litigation, arbitration etc.

N)     I’d like to read points raised by a Mitcham resident:
I note with interest the current Whitehorse Council’s ideal (displayed on Council’s website) to create a more inclusive community. This is laudable and a view I highly support. I would suggest however, that a new punitive law that also creates council as the sole arbiter to distinguish what sort of tree pruning is allowable is the antithesis of creating an inclusive residential community.
His objection:
*The new vegetation overlay regulation is punitive, discouraging residents from active participation in their community.

Council 15.6.2009 – pg 35: There is CURRENTLY no fee for planning applications associated with the Vegetation Protection Overlay (VPO). The VPO1 and VPO3 ………………
Cost of an arborist report …….. approx $300 and $1000 dollars …………………

Well, the people who have decided to have English- or Mediterranean Gardens or Concrete don’t have these headaches, do they?

O)    The same Mitcham resident continues: There is currently a community backlash to over regulation particularly by local councils. There is a fair argument that suggests that councils should do as little as possible (I mean that in a nice way), with minimum of staff. Council’s role should be that of creating a more inclusive community that encourages active participation with its residents, not one of creating a ballooning bureaucratic nightmare that few residents understand or approve.
His objection:
*The current Victoria Gov Planning Minister Justin Madden is determined to reduce the amount of permit triggers within council bureaucracies. The new vegetation overlay creates an added burden to residents.

P)      Council informed me that the submitters are referred to an Independent Panel – and -
that even the Minister for Planning, Justin Madden, is involving himself.

The Panel is being appointed by the Victorian Department of Planning and Community Development, the very Institution, which seems to have requested this VPO in the first place – Independence?

Our State Planning Minister finds it important to involve himself in protecting trees.
My mind is of two thoughts:

a) either the Minister has little to do, or

b) the Minister has some very good reason to get involved, of which we’re not informed of.

WHY IS A PLANNING DEPARTMENT SO IMPORTANT?
ONE OF THE MOST BEAUTIFUL MEDIEVAL CITIES OF THE WORLD, PRAGUE, HAD BEEN BUILT
WITHOUT THE NEED OF CITY PLANNERS.

My main concerns are as follows:

1. People who do have trees are being penalized
2. I want to simply be told the Truth
3. I want to see tree protection happening from the bottom up
4. I want to see money being spent on trees and not on bureaucracy.

Benedikt Köhler, Social-Media-Berater in München, hat in einem Blog-Beitrag Ende 2008 drei zentrale Punkte genannt, die den Rahmen für eine Art politische “Brand Community” schaffen können. Wir wollen Sie hier im O-Ton wiedergeben, weil sie sich mit der Vision bzw. den Grundsätzen, die wir bei politnetz.ch haben, stark decken:

1. Informationen nicht nur verbreiten, sondern auch einsammeln.
Weg von der Einbahnstrassenkommunikation (Pressemitteilungen, News, Videocasts) und hin zum aktiven Zuhören, Anregen und Einholen von Kommunikationen – nicht nur der Befürworter, sondern auch der Kritiker. Ganz gleich, ob das per Forum, Twitter, Social Network, Blog oder Widgets geschieht. Je niedriger die Partizipationsschwelle, desto besser. (Und je vielfältiger die Meinungen, desto besser, liesse sich hier ergänzen. Ein Beispiel: http://volkswahl.politnetz.ch)

2. Die eingesammelten Informationen dürfen nicht verschwinden.
Das Ergebnis eines klassischen Kontaktformulars lautet “Vielen Dank für Ihre Nachricht!” Für den Nutzer, der hier bereits den Schritt vom Rezipienten zum Produzenten geschafft hat, bleibt völlig unklar, was mit seinem Beitrag passiert. Noch schlimmer: andere (potenzielle) Nutzer bekommen davon gar nichts mit. Deshalb: Den Input am besten gleich für alle sichtbar anzeigen. 3. Die Organisation schweigt nicht, sondern reagiert auf die von den Nutzern geposteten Anregungen.
So wichtig die Diskussionen der Nutzer untereinander auch sind – die Organisation (egal ob Partei, Verband oder Verein) oder die Kandidatin sollte nicht schweigen, sondern durch ihre Reaktionen zeigen, dass die Beiträge der Nutzer nicht nur zur Kenntnis, sondern Ernst genommen werden.

Das Ziel von politnetz.ch ist es eine Plattform zu bauen, die genau diese drei Punkte ermöglicht – und weiteres mehr. Während Benedikt Köhler seine Überlegungen im Hinblick auf von einzelnen (politischen) Organisationen betriebene Plattformen formulierte, sind wir eine Plattform nicht nur für alle (politischen) Organisationen zusammen, sondern ebenfalls für einzelne Bürgerinnen und Bürger, die Ihre Anliegen an die Öffentlichkeit bringen wollen. Im Unterschied zu Deutschland kommt in unserem politischen System mit seinen direktdemokratischen Elementen einer Mobilisierung “von unten” eine ungleich einflussreichere politisch-praktische Bedeutung zu.
