Reporting from Washington - President Obama will attend the international climate negotiations in Copenhagen next month and is promising sizable reductions in U.S. carbon emissions, the White House announced Wednesday, giving new hope for a global agreement on reducing heat-trapping greenhouse gases.

The United States will reduce its greenhouse emissions “in the range of” 17% below 2005 levels by 2020 and 83% by 2050, administration officials said, giving the world the clearest blueprint yet of U.S. strategies to cut back.

The U.S. pledge and Obama’s plans to attend the meeting buoyed environmentalists and world leaders, adding impetus to a gathering that many worried was headed toward failure.

Other countries were awaiting action by the U.S., historically the world’s largest carbon emitter, before taking steps of their own.

The president will address negotiators Dec. 9, shortly after the opening of the two-week summit, on his way to receive the Nobel Peace Prize in nearby Oslo.

The 17% reduction range is in line with a climate bill that passed the House in June and is pending in the Senate.

But it is still well below what many scientists, along with political leaders in Europe and developing countries, say is needed from the United States to avert the most catastrophic effects of climate change worldwide.

Most of the world measures emissions-reduction targets from 1990 levels. In those terms, Obama’s 17% reduction from 2005 levels translates to about 4% below 1990 levels. That’s less than the 7% cut from 1990 levels that the United States would have been committed to achieve by 2012 under the Kyoto Protocol, which the Clinton administration signed in 1997 but the Senate never ratified.

In contrast, the European Union has committed to reduce its emissions by 20% below 1990 levels by 2020, and by 30% if other wealthy nations make comparable pledges.

Even those reductions fall short of the 25% to 40% reductions over that period that many scientists and environmental groups say are needed to avoid the worst effects of climate change.

Damon Moglen, Greenpeace USA’s global warming campaign director, said that the latest U.S. targets were more politics than real progress. “Obama continues to shirk domestic and international leadership on climate policy,” he said.

White House officials said that the decisions announced Wednesday stemmed in part from recent discussions between Obama and the leaders of China and India, two developing nations whose participation is seen as crucial to any successful negotiation.

Those discussions left the president optimistic that his presence in Copenhagen could seal a meaningful — though not legally binding — climate deal, meeting the standard that Obama previously set for his attendance at the summit, the officials said.

“He made the decision that it made sense to go to Copenhagen . . . to give momentum to the negotiations there,” said Michael Froman, deputy national security advisor for international economic affairs.

Carol Browner, Obama’s assistant for energy and climate, said that the administration hoped that the announcements would lead other nations “to put forth ambitious actions of their own.”

Browner and half a dozen other Cabinet-level officials, including Interior Secretary Ken Salazar and Energy Secretary Steven Chu, also will attend the talks, the White House said Wednesday.

Environmentalists, world leaders and top Democrats in Congress said that Obama’s attendance would add heft to the Copenhagen meeting, especially if the president emphasizes his intention to push aggressively for congressional passage of a climate bill early next year.

“The fact that he’s going in person to deliver that message — if it’s the right message — can make a big difference,” said Alden Meyer, director of strategy and policy at the Union of Concerned Scientists, an environmental group.

Yvo de Boer, the United Nations’ climate chief, called Obama’s attendance and the announcement of a concrete reduction target from the United States “critical” to the talks.

Sen. Barbara Boxer (D-Calif.), who heads the Senate Environment and Public Works Committee, said that Obama’s 17% emissions reduction range proposal was “realistic, it’s smart, and it’s credible.”

The Copenhagen meeting originally was intended to produce a new climate deal to succeed the landmark Kyoto Protocol, which is in force until 2012.

Leaders of nations key to the talks, including the United States and China, have conceded in recent weeks that negotiations have proceeded too slowly to produce a legally binding treaty in Copenhagen.

Instead, those nations are now aiming for a precursor to a future treaty to be completed next year but that would nevertheless include crucial issues such as emissions reduction pledges for individual nations.

Obama’s attendance carries political risks at home, where his energy and climate bill has bogged down in the Senate behind his administration’s healthcare overhaul.

If Obama fails to nudge world leaders toward a climate pact, domestic critics are poised to pounce. Republicans in particular are mindful of Obama’s trip to Copenhagen earlier this year, when he lobbied unsuccessfully for Chicago’s bid to host the 2016 Summer Olympics.

Skeptics of global warming science, meanwhile, criticized Obama for pushing a climate deal amid a scandal in Britain, where computer hackers obtained and posted online e-mails and other documents from leading climate scientists.

The skeptics say documents show that scientists have overstated the case for global warming. Obama administration officials said that they had seen the stolen e-mails and dismissed the arguments.

Some environmentalists worried that a single trip by the president to Copenhagen might not be enough. Obama’s appearance will come ahead of planned visits by prominent heads of state from Europe and around the world, and before the talks are expected to reach their most frenzied pitch just before the 12-day conference ends Dec. 18.

“If it becomes necessary to secure the right commitments,” said Keya Chatterjee, climate director for the World Wildlife Fund, “the president must also be willing to return to Copenhagen with the rest of the world’s leaders during the final stages of the negotiations.”

Descripción Física

Entre sus rasgos físicos se encuentran una cabeza fuerte, mandíbula inferior prognática, hocico con una característica máscara negra, tradicionalmente los criadores cortaban las orejas para que parecieran más bien largas y situadas en alto, ojos castaño oscuro, trufa ancha y negra, cuello fuerte, redondo y musculoso; pecho amplio y cuartos traseros bien musculosos. Con las legislaciones de protección de los animales se ha permitido que el perro se presente sin el corte de orejas y del rabo de estos animales, pero en el estándar de belleza, luce mas el boxer con orejas y cola cortadas. Orejas caidas y planas sobre ambos lados de la cabeza, que le dan un carácter “del eterno cachorro”. El bóxer tiene un pelaje corto, brillante y suave, de color leonado o atigrado (estándar, negro o rojizo, aunque éstos colores son escasos). Algunas veces presenta manchas blancas(collar, pecho y guantes), aunque se ha considerado como defecto genético el boxer totalmente blanco. El macho mide entre 49 y 55 cm de altura a la cruz y pesa entre los 25 y 35 kilos, la hembra mide entre 45 y 51 cm y pesa unos 28 kilos.

Psicológica

Son muy apropiados como perros de compañía, familia y en el trato con los niños , además de buenos perros de trabajo y deporte. Tambien son recomendados por especialistas para ayudar a personas con deficiencias psicológicas, esta es una clara prueba de su docilidad. Su adiestramiento es recomendado a temprana edad, debido a que los boxers acostumbran tener una personalidad fuerte, haciendo su entrenamiento mucho más difícil cuando es adulto. Son muy juguetones, por lo que no les gusta estar encerrados, prefieren estar al aire libre, por eso hay que pasearlos a menudo y hacer algo de ejercicio con ellos. Son además perros con una gran capacidad de aprendizaje.

Usos

Debido a su valor, fuerza y agilidad, fue elegido como perro policía en Alemania, utilizado como lazarillo para ciegos y perro de bomberos por su gran olfato y valentia en grandes catastrofes. Es un perro fiel, inteligente y vigilante, sin duda es uno de los perros mas completos que existe. Es docil y cuenta con una lealtad inigualable con su familia. Sin embargo es feroz y dominante y puede atacar con gran velocidad a otros perros(especialmente a machos) cuando alguno de los suyos es agredido. Son muy buenos para lo niños,si tiene uno de 1 año a dos es el momento ideal para encariñarse con niños y adultos.

Ejercicio y ambiente

Para su buena salud y desarrollo, el cachorro de boxer necesita realizar bastante ejercicio. La cantidad de ejercicio depende de la edad. El cachorro pequeño, antes de ser destetado y separado de sus hermanos, juega con los demás hasta que se cansa, y todos se enroscan a descansar. Este ejercicio, con suficiente descanso, es esencial para el crecimiento de los cachorros. A medida que va creciendo, el boxer necesita hacer ejercicio para mantenerse en condiciones y desarrollar su musculatura. Además de hacerlo jugar con distintos elementos, como puede ser una pelota, es indispensable sacar al perro a pasear diariamente.

Potenciales problemas de salud

Los Boxers son susceptibles a los tumores. Entre sus posibles problemas también esta la displasia.Sufren de epilepsia. Muchos de ellos suelen ser delicados de piel y padecer algun tipo de enfermedad cutánea; la dermatitis alérgica es la más común. Los boxers de color blanco suelen ser los mas susceptibles a las enfermedades hereditarias, ya que es considerado una falla en el cruzamiento, estos boxers no pueden participar de ninguna competencia. La ocurrencia de esas enfermedades no es alta, y si a esto se le agrega que el cachorro será comprado a un criador, que provee todos los certificados de salud para sus ejemplares, aumentan mucho las posibilidades de tener un animal saludable.

#2.  The National: Boxer (2007)- Hailing from Brooklyn, but originally from Cincinnati, The National developed a strong following over several years with a welcome brand of baroque-styled pop characterized by lead singer Matt Berninger’s deep Leonard Cohen-like vocals.  2005’s Alligator found the band approaching a zenith with their strongest offering yet.  Somehow they managed to up the ante with Boxer. An enduring collection of songs featuring Berninger front and center along with twins Aaron and Bryce Dessner, and brothers Scott and Bryan Devendorf.  The result is one the best collections of music released in the last 15-20 years.  In every aspect, the album is near perfection.  Songwriting? Check.  Production?  Check.  Musicianship? Check.  Vocals? Check.  Drummer Bryan Devendorf’s muscular playing sets the tone alongside skilled guitar parts, horns, strings, and piano among others.  Berninger explores a variety of different themes such as fake people ["Mistaken for Strangers"], two lovers fighting ["Start a War"], and the sheer jubilation of two people hiding out together away from the rest of the world ["Apartment Story"].  I’m not prepared to say that Boxer is the most important album to come out in the last ten years though and that is why it’s not #1.  Still……its by far my favorite.

So, Inhofe (R-OK) told Boxer (D-CA) that, “we won, you lost, get a life”.

In my opinion, if that line applies to democrats when discussing climate change, then that line should apply to republicans in most if not all the issues brought to the forefront.  We won, you lost the election, get over it.  That means, we get the best health care bill through, that means, we get immigration taken care of…etc,.  Inhofe has no business throwing about that line if he doesn’t want it to apply to his party of “No”.

I like this zinger by Boxer when she tells Inhofe’s he’s not making the rules and elections have consequences,

Maybe that’s something else republicans should take into account.

Det är lugnt och skönt på ön så här års. Gott om plats också. Man kan bara sitta här och kontemplera, blicka ut över den tomma hamnen, se på när husse grejar i båten. Eller klia nosen lite i tant Stinas vassa hagtorn.

Fast det är klart, lite för stillsamt kan det bli ibland. Inga badgästhundar att busa med, inga sjöfåglar att smyga på.  Det är mest samma härute, varje dag.

Boxer is a Bollywood film which is scripted in the drama genre. Directed by Raj N. Sippy. Mithun Chakraborty played the lead role in this movie. The story revolves around boxing and father and son sentiments too.

Dharma is a worker in Kashmir Silk Mills and he is also a boxer. The managing director of the silk mills is very impressed about his talent. And encourages him and asks him to defeat Shera. If he wins the bout means he will send him to London. But Dharma loses the match. M.D fires him and removes him from the job.

He gets addicted to alcohol and ignores his family. For family expenses Shankar becomes a theif. Shankar grows and becomes a big criminal. On one robbery case he goes to jail. There he meets a boxing coach Tony. After releasing from jail Tony trains him and sends him to fight with a champion Raghu Raj. But he loses the match and promises to his girlfriend Rajni that he will never enter into boxing. But his father convinces him and again sends him to the boxing ring.

Mithun Chakraborthy was perfect in his role. Rati Agnihotri and Tanuja were played the female leads. Sharat Saxena and Guru Bachchan Singh appeared as boxers Raghu Raj and Shera. Parikshat Shani has acted in the character Tony. R.D.Burman has given powerful background score . And art direction was nice  by Verman Shetty.R.

There seems to be some confusion in bloggerland about the health care bill. Perhaps ABC gives the best general information about the status of the bill, HERE.

To synopsize:

A House bill entitled “Affordable Health Care for America Act”, H.R 3692, was passed by the House and sent to the Senate . The download pdf is 1948 appears to have been 1990 pages( I originally got it from Speaker Pelosi’s website). The Stupak amendment was passed as part of H.R. 3692. Representative Stupak’s comments are HERE.

I have been having problems, downloading some, but not all of the documents at the Senate Site. However, if you go HERE, you will see the currently active list including H.R. 3692, and the attendant Senate bills of: “Affordable Health Choices Act”, S. 1679, from the Health, Education, and Labor Committee, in 283 pages, and “America’s Healthy Future Act, 2009”, S. 1796, from the Senate Finance Committee in 346 pages.

If you go to the section entitled “Popular Documents”  in the above Senate link, you will see a selection of many health related materials. Majority Leader Reid’s amendment would not download for me at this time. I am wondering if some documents are being withheld until the Senate has a cloture vote on whether to debate the bill(s).

I want to empathize that, I think like many of us, I am struggling through the effort to understand. There may be other bills involved that have been, or will be attached to the health care bill.  ABC has reported that the bills from the two entities combined are more than 4000 pages. As I find them I will include them as updates. Or perhaps the missing pages are the supporting documents in the Senate Popular Documents section.

Senator Boxer has released a statement today, 11/19/09, HERE. In part, she says:

[…Senator Reid also has crafted language that will keep women from being discriminated against when it comes to their reproductive health care.   The Senate bill maintains the compromise that has been in place for decades that prohibits the use of federal funds for abortion, but allows a woman to use her own private funds.



There are many issues that I am still working on, including ensuring that California is not hurt by cuts to the Disproportionate Share Hospital Program, which helps our hospitals that serve the neediest among us.
 


I am also working to ensure that the bill includes better preventative health care coverage for women…. ]

For the past year I have been working away on my It’s How I See It blog when I decided to give Pete a new “home”.  I started this blog with two things in mind – honing my skills as a pet photographer and documenting our Boxer, Pete’s life.  He’s my most willing model.  My constant companion.  My shadow.  And, aside from my husband, my best friend.  It made sense that he will be my muse, if you will.  I do like photographing many types of places, objects and children but I also know that I have to pick one thing and grow with it.  So I have decided to grow in this direction.   My wish – may we grow like weeds.

“Cambuslang lightweight Santino Caruana was taken to hospital as a precautionary measure having been knocked out by Englishman Tamao Dwyer. Carauna was floored after 27 seconds of the fourth round of the opening contest and was tended to by two doctors and a paramedic who adminsistered oxygen before the stricken fighter was helped from the ring.

Although he quickly regained consciousness, Caruana was ordered to remain prone for almost 10 minutes. He had also been down in the first round for an eight count.

There was a glimmer of hope for the home fighter when he landed a powerful right in the third round which drove his opponent back on to the ropes.

But in the next round, Dwyer landed a straight right and referee Pringle didn’t even bother starting the count.”
