Un accord de coopération économique et technique a été signé  entre Augustin NSANZE, ministre des relations extérieures et de la coopération internationale du Burundi, et Zeng Xianq, ambassadeur de la république de Chine au Burundi. La Chine va appuyer logistiquement la Commission électorale nationale indépendante -CENI-, aujourd’hui en quête de financement pour les élections générales prévues en 2010

    The variety of life on Earth, its biological diversity is commonly referred to as biodiversity. The number of species of plants, animals, and microorganisms, the enormous diversity of genes in these species, the different ecosystems on the planet, such as deserts, rainforests and coral reefs are all part of a biologically diverse Earth.

   

    Appropriate conservation and sustainable development strategies attempt to recognize this as being integral to any approach. Almost all cultures have in some way or form recognized the importance that nature, and its biological diversity has had upon them and the need to maintain it. Yet, power, greed and politics have affected the precarious balance.

Does it really matter if there arent so many species?

Biodiversity boosts ecosystem productivity where each species, no matter how small, all have an important role to play.

For example, a larger number of plant species means a greater variety of crops; greater species diversity ensures natural sustainability for all life forms; and healthy ecosystems can better withstand and recover from a variety of disasters.

Loss of Biodiversity and Extinctions

It is feared that human activity is causing massive extinctions. From various animal species, forests and the ecosystems that forests support, marine life. The costs associated with deteriorating or vanishing ecosystems will be high. However, sustainable development and consumption would help avert ecological problems.

In vorkolonialer Zeit gab es in Ruanda und Burundi ein Nebeneinander der Gruppen der Tutsi, Hutu und Twa, deren Sozialstruktur sich in dieser Rangfolge über den sozialen Status ergab. Während die Tutsi überwiegend Viehzüchter waren und die Twa als Jäger und Sammler lebten, betrieben die Hutus vornehmlich Landwirtschaft und stellten die Mehrheit der Bevölkerung. Eine vertikale Durchlässigkeit zwischen den sozialen Gruppen war gegeben; beispielsweise durch den Erwerb von Vieh war sozialer Aufstieg möglich. Alle drei Gruppen sprechen Kinyarwanda.

Erst während der Kolonialherrschaft Deutschlands (bis 1916) und des Völkerbundsmandats Belgiens (ab 1923) über Ruanda entstand eine ethnische Bedeutung der Zugehörigkeit von Menschen zu den Gruppen der Hutu, Tutsi oder Twa. Die Einteilung in Ethnien und das Bilden einer herrschenden Volksgruppe als Oberschicht dienten den Kolonialherren zur Organisation der Kolonialverwaltung im Sinne der von Deutschen und Belgiern praktizierten indirekten Herrschaft. 1934 galt als ein Kriterium für die Zuordnung zu den Hutu oft der Besitz von unter zehn Rindern. Häufig legten die Behörden die Zugehörigkeit zu einer Gruppe auch nach dem Aussehen der Menschen fest.

Im damals vorherrschenden rassistischen Denkmodell wurden die ethnischen Gruppen auch anhand ihrer Phänotypologie unterschieden, wobei diese hier auf die bereits bestehenden sozialen Gruppen übertragen wurden. Die sozial untergeordneten Hutu wurden als negride, „unterwürfige Rasse“ klassifiziert, die Tutsi als überlegene „Rasse mit natürlichen Herrscherqualitäten“. Als Legitimation wurden die Tutsis gemäß der Hamitentheorie als hamitisch-semitische und damit als europide Rasse eingeordnet, deren Herrschaftsanspruch sich daraus ergebe.

Diesem Denkmodell folgend wurden Tutsi seit Beginn der Kolonisation von den Machthabern in Schlüsselpositionen eingesetzt und gefördert. Nach dem Ende der Kolonialherrschaft wurden jedoch die Bevölkerungsmehrheit der Hutu zur herrschenden Gruppe. Diese historische Entwicklung ist eine der mittelbaren Ursachen für ethnische Konflikte in beispielsweise Ruanda, der Demokratischen Republik Kongo und Burundi.

Der Konflikt zwischen Hutu und Tutsi führte 1994 zum Völkermord in Ruanda einschließlich des Massakers von Nyarubuye.

Hundreds of company secretaries from across Africa and Asia convene in Dar-es-Salaam to forge fresh strategies to address corporate governance issues which have plagued the continent, leading to a number of corporate failures.

In the wake of the global financial crisis, blame has been heaped on an ethical deficit in managing corporations said to have fuelled what has now mutated into the worst global recession in over half a century.

While Africa may have been an innocent bystander as the crisis ravaged developed economies, troubling similarities hinging on greed, corporate governance loopholes and unethical business practices make the continent a ripe spot for future crisis, analysts say.

Delegates from more than 20 countries are expected to convene for the International Federation of Company Secretaries (IFCS) Conference from December 2 to 4th in Tanzania, giving them an opportunity to discuss governance issues in the public and private sectors as well as the challenges posed by the global financial crisis…(continue reading)

Close to 100  African tribes make and use masks.

African tribal mask makers are not free to make any mask they want.  They must follow religious and spiritural rules.

Before cutting down a tree,  the mask-maker has to visit a wizard to undergo a purification ceremony and make a sacrifice to the spirit of the tree.  This purification ceremony protects the mask-maker against the rage of the tree spirit.

Once the first blow is struck with the axe, the mask-maker puts his lips to the tree and sucks out a small amount of sap.  This makes him become a part of the tree’s “family.”  After the tree is cut down, it must be left alone for a few days for the tree spirit to find another dwelling.  Even after the tree is chopped down, it continues to have miraculous powers, requiring the mask-maker to follow specific rules and practices.

When the mask-carver starts carving, he cannot freely make whatever shape he wishes.  The first rule is that the mask must represent his own ethnic group (of which there are over 1,000 ethnic groups).  If  not, he risks the anger of his entire village, and the rage of the tree spirit.  While the mask is taking shape, it is believed that the powers of the wood are increasing.

When the mask is finished, the wizard must hold a consecration ceremony which turns the mask into a dwelling place for the spirit to which it is dedicated, and afterward, the mask can be used in religioius ceremonies.

African masks vary in shape and appearance.

Ancestor masks have a serene look, while masks of non-human spirits have a bizzare face.  Masks with horns are used in exorcism ceremonies, while protruding eyes and cold expressions represent spirit posession.

White masks represent the dead looking in on the living, and round faces represent high degrees of spirituality.  C heckerboard patterns represent separations.  These can be separations between good and evil, men and women, or intelligence and stupidity.

Religious ceremonies with masks are allowed to be viewed almost excusively by men.  Regardless of the sex of a mask, the wearer is always a man.  Some villages even believe that if a woman sets eyes on a mask, she will die.  The mask represents a supernatural living person.  The person wearing the mask is considered to be in direct contact with the mask’s spirit. A mask offers a chance to a supernatural being for incarnation.  Because a mask is sacred, violating the rules of its use is punished severely, even by death.

Samuel Ndayiragije, ministre de l’énergie et des mines du Burundi, a été destitué  par décret pour manquements graves en raison d’avoir très mal  géré le dossier concernant l’annulation des dettes des sociétés d’électricité des pays membres de la communauté économique des pays des grands lacs -CEPGL-. ASUNTO: Ámbitos de actuación de la Infantería de Marina y mapamundi con riesgos de crisis durante los próximos años 2010-2015

ANTECEDENTES

La Armada continuará desarrollando sus capacidades de proyección estratégica a lo largo de la próxima década. La Armada se está “escorando” hacia ALFLOT.

La Infantería de Marina seguirá siendo la Fuerza Expedicionaria por antonomasia durante los años 2010-2015.

DESARROLLO

A partir del análisis de diferentes fuentes abiertas (OSINT) es posible predecir cuáles serán los probables ámbitos de actuación de la Infantería de Marina durante los próximos años 2010-15, independientemente de las líneas de acción estratégicas militares (disuasión, cooperación, prevención, maniobra o respuesta) en las que el Real y Glorioso Cuerpo se vea obligado a actuar.

A. Escenario Nacional (interior/exterior)

A.1.- El peor escenario nacional-interior hace referencia a nuestro actual Ordenamiento Constitucional. España es una Monarquía Parlamentaria. La muerte de SM el Rey D. Juan Carlos I probablemente provocará una subida al trono “turbulenta” de su legítimo sucesor, SAR el Príncipe de Asturias. ¿Qué instituciones del Estado y qué otros centros de gravedad van a apoyar a SAR el Príncipe de Asturias? La Historia enseña que casi nunca han sido fáciles las sucesiones monárquicas en España. Los defensores de la República y el Federalismo como modelos de Estado harán “mucho ruido”: análisis de sus capacidades vs. intenciones, vulnerabilidades y probables cursos  de acción. Peor escenario: atentado contra SAR el Príncipe de Asturias.

A.2. Terrorismo (nacional/internacional). Peor escenario: empleo de armas de destrucción masiva (NBQR).

A.3. En el ámbito nacional-exterior, el peor escenario haría referencia a un ataque directo contra Ceuta, Melilla, las islas y peñones del Norte de África, así como contra el Archipiélago Canario. Capacidades e intenciones del actual gobierno (Presidencia, MAE y MINISDEF).

A.4. Duranté los próximos años continuará llegando inmigración ilegal, por “aire” (Barajas), y por mar (Estrecho e Islas Canarias). ¿Empleo de la Infantería de Marina en el ámbito de actuación de FRONTEX? “Desaconsejable”.

A.5. La crisis económica: auge de los extremismos, tanto de carácter neo-falangista como anarcosindicalista. Empleo hipotético capacidad control de masas.

A.6. En un documento aparte se analizarán las posibles consecuencias que la Presidencia Española de la UE (ENE-JUN 2010) y el Tratado de Lisboa puedan ejercer sobre la Infantería de Marina Española, a corto, medio y largo plazo, y en los niveles táctico, operacional y estratégico (concretamente European Union Marine Expeditionary Force [EU MEF]).

A.7. Elecciones parlamentarias 2012. Hasta entonces es muy poco probable tanto la dimisión del actual gobierno como el que prospere una moción de censura por parte de la oposición. Análisis de capacidades vs. intenciones del actual gobierno hasta 2012. Análisis de las lecciones aprendidas “políticas y militares” a partir de las misiones en el exterior (Afganistán, Kosovo, ATALANTA y el Alakrana), y sus implicaciones para la Infantería de Marina.

Análisis de las recientes vulnerabilidades del binomio CNI-CIFAS en Asia Central y Oriente Próximo y sus implicaciones para la  Infantería de Marina en los niveles táctico y operacional.

Preguntas incómodas SEP 09: ¿Cuántos oficiales superiores de Infantería de Marina hay destinados en el CIFAS? ¿Y en Agregadurías de Defensa “sensibles”? ¿Cuántos oficiales de Infantería de Marina han superado este año el curso superior de Inteligencia de las FAS? ¿Cuántos oficiales de Infantería de Marina están destinados actualmente en cualquiera de las J2/G2/N2/A2 de OTAN y UE? ¿NIC misiones en el extranjero?

Perfil lingüístico de los infantes de marina: ¡+inglés, +francés! +lenguas africanas y de Asia Central.

Arma submarina: replantearse esta “capacidad” que posee la Armada, pues es poco probable la “intención” de emplear los submarinos durante los próximos cinco años (disuasión, cooperación, prevención, maniobra o respuesta). Desviar ese dinero a capacidades anfibias de proyección de la Fuerza en los niveles táctico y operacional.

Bases de Infantería de Marina (Caribe, Golfo de Guinea). AFRICOM, UK Royal Marines (“¡Gibraltar europeo!”: desbloquear relaciones militares Reino Unido-España por culpa de Gibraltar, STANAGs OTAN, etc.), Francia, EE.UU., dotación fragatas alemanas (equipos de abordaje).

Reforzar USCAN. Entidad Agrupación-Tercio. Revisar valor táctico-operacional-estratégico y “económico” de TERNOR y AGRUMAD.

Revisar sentido Fuerza de Protección Infantería de Marina. Desviar infantes de marina hacia los nuevos buques de acción marítima. Reconvertir en Equipos de abordaje de Infantería de Marina.

Maniobras conjuntas “boinas negras” de Rusia.

FIMEX Latinoamérica (Brasil, Argentina, Chile, Colombia)

Explotar “vulnerabilidades” (“debilidades”) del Ministerio Asuntos Exteriores y Cooperación, concretamente: Alianza de Civilizaciones, en provecho de la Infantería de Marina (por ejemplo: Battlegroup UE anfibio “Alianza de Civilizaciones” con Turquía y Marruecos; Battlegroup “Muslim” por iniciativa español; “comprehensive approach” con África+AECID).

Explotar vulnerabilidades tándem María Teresa Fernández de la Vega+Miguel Ángel Moratinos vs. Carme Chacón+Félix Sanz Roldán.

Evitar “improvisaciones” de última hora frente a un hipotético conflicto entre Venezuela y Colombia. Sólo la “diplomacia” no va a ser suficiente para evitar una guerra. Riesgo para los intereses españoles en la región si estalla la “II Guerra de la Gran Colombia“. Centros de Gravedad y vulnerabilidades de Colombia y Venezuela. Análisis de los posibles Cursos de Acción de España y resto de países con intereses estratégicos en la región (UE, EE.UU., Rusia, Irán, Bielorrusia, etc.). Muy probable neutralidad española frente a intereses de otras potencias europeas (Reino Unido, Alemania, Francia) y terceros (Rusia, Brasil y EE.UU.). Centros de gravedad prioritarios de Venezuela:  Hugo  Rafael Chávez  Frías (Comandante en Jefe de la Fuerza Armada Nacional) y Ramón Alonso Carrizalez Rengifo (Ministro del Poder Popular para la Defensa).

Listado de posibles candidatos MINISDEF 2012. Lobby. Análisis de los posibles cambios en materia de Seguridad y Defensa y sus implicaciones para la Infantería de Marina.

Promover más visitas oficiales de SAR el Príncipe de Asturias al TEAR y a los demás Tercios, Agrupaciones, unidades y FIMEX de Infantería de Marina. Objetivo: que los infantes de marina conozcan más de cerca a su futuro Monarca.

ALMAR, Guardia Civil y FRONTEX. La Infantería de Marina no debería participar en ninguna operación/ejercicio de lucha contra la inmigración ilegal que no esté cofinanciada por FRONTEX (sección naval).

CONCLUSIÓN

En nuestra Zona de Responsabilidad de Inteligencia, los ámbitos de actuación de la Infantería de Marina se reducirían únicamente a los siguientes escenarios regionales y globales con riesgo de crisis (interior/exterior): Asia Central, los Balcanes, el Cáucaso y Europa Central y del Este. En este sentido, las Necesidades Prioritarias de Inteligencia deberían enfocarse sobre todo hacia la Federación Rusa (interior/exterior) y los siguientes países:  Armenia, Azerbaiyán, Bielorrusia, Georgia, Kazajstán, Kirguistán, Tayikistán, Turkmenistán, Ucrania y Uzbekistán.

No obstante lo dicho, el mapa adjunto, elaborado a partir de fuentes abiertas (OSINT), muestra los posibles escenarios de actuación en los ámbitos nacional, regional y global, incluyendo aquellos países con riesgo de crisis en los que probablemente pueda emplearse la Infantería de Marina Española durante los próximos años 2010-15.

Los escenarios navales y anfibios incluirían: Golfo de Adén, Golfo de Guinea, Islas Canarias y costa noroccidental africana, Mar Adriático, Mar Amarillo, Mar Arábigo,  Mar Báltico (Kaliningrado), Mar Caribe, Mar Caspio, Mar Mediterráneo, Mar Negro y Mar Rojo.
