<p>A British nuclear expert who fell from the 17th floor of a United Nations building did not commit suicide and may have been hurled to his death, says a doctor who carried out a second post-mortem examination.  Timothy Hampton, 47, a scientist involved in monitoring nuclear activity, was found dead last week at the bottom of a stairwell in Vienna&#8230;.  Under a year ago, an American died at the IAEA in strikingly similar circumstances, his body being found at the bottom of a stairwell.<br />

<p align="left">The following treaties form the basis for the existing NWFZs:   Treaty for the Prohibition of Nuclear Weapons in Latin America and the  Caribbean (Treaty of Tlatelolco),the South Pacific  Nuclear-Weapon-Free Zone Treaty (Treaty of Rarotonga), the Southeast Asia  Nuclear-Weapon-Free Zone Treaty (the Treaty of Bangkok), the African  Nuclear-Weapon-Free Zone Treaty (the Pelindaba Treaty) and the Central Asian  Nuclear-Weapon-Free Zone Treaty (CANWFZ). The Pelindaba Treaty is yet to enter  into force.</p>
<p>Mongolia’s self-declared nuclear-weapon-free status has been  recognized internationally through the adoption of UN General Assembly  resolution 55/33S on &#8220;Mongolia&#8217;s international security and nuclear weapon free  status.&#8221;<br />
Other treaties that also deal with the denuclearization of certain  areas of the globe are: the Antarctic Treaty, the Outer Space Treaty, the Moon  Agreement, and the Seabed Treaty.</p>

<p>In searching out how A/H1N1 has come to exist or mutate into existence, my antenna are turning toward Gilead Sciences Inc., the makers Tamiflu.</p>
<li><span style="font-size:x-small;color:#808080;">Gilead Science 50% of the Gilead Sciences Inc. stock is owned by  Donald Rumsfeld, Tony Blair, Cindy McCain,  FBI Division 5 William Morris Agency, Tom Brokaw.  Brokaw has replaced the late Tim Russert as host of NBC&#8217;s alleged interview show &#8220;Meet the Press&#8221;.  Retired Republican Senator William Frist of Tennessee has major investments in the bird flu vaccine, virus.</span> <a href="http://www.newsfollowup.com/veterans_anthrax.htm">http://www.newsfollowup.com/veterans_anthrax.htm</a> </li>
<p>Two French biochemical students, Laurent Bonomo and Gabriel Ferez, joined the list of dead scientists when they were murdered by Israeli Mossad-British intelligence assassination teams on June 29, 2008. Both Bonomo and Ferez were studying at the prestigious London Imperial College researching the origins of bird flu and the link to the alleged vaccines&#8230;.The two researchers had discovered that the alleged bird flu vaccine, H-7, which was designed to neutralize and stop the H5N1 avian flu virus, had been spliced using DNA to actually create a vaccine and an illness producing virus at the same time. The French students had also discovered that the bird flu vaccine, i.e. a virus, had links to U.S., British and Israeli laboratories associated with the noted Mossad agent, Dr. Philip M. <p>Israeli microbiologist, Dr. Zackerie known as “Dr. Zack,” worked for the U.S. bio-weapons lab at Ft. Detrick, Md. where I wonder by some coincidence is where the last Swine Flu Outbreak Occurred.  He was a consultant at the FBI linked company Gilead Sciences Inc. of Boulder, Colo. Gilead Sciences has been linked to the 9-11 anthrax strain and to the bird flu vaccine.</p>
<p>Blogger Tom Heneghan asserts at <a href="http://blogs.myspace.com/index.cfm?fuseaction=blog.view&#38;friendId=147509065&#38;blogId=486979763">http://blogs.myspace.com/index.cfm?fuseaction=blog.view&#38;friendId=147509065&#38;blogId=486979763</a> &#8221;that U.S. Army investigators are looking into the actual theft of disease samples tied to the Swine Flu virus that are missing from the bio lab at Ft. Detrick, Maryland.</p>
<p>This is the same bio lab where researchers study deadly pathogens, including Ebola, Anthrax and Plague and that the operational team unleashing the Swine Flu was a joint U.S.-Israeli Mossad group that transported the Swine Flu in vials from Fort Detrick, Maryland to Fort Dix, New Jersey and on to Mexico City.</p>
<p>He goes on to note that White House Chief of Staff and former head of the North American Israeli Mossad, Rahm Emanuel, has direct control over the U.S. Treasury, working hand in hand with current U.S. Treasury Secretary Timothy Geithner.</p>

<p>It is not as if the U.S. and other countries have not been remiss in planning for an influenza pandemic.  There are government stockpiles of small pox vaccines and antiviral drugs from Roche AG and Gilead Sciences Tamiflu, and Glaxo Smith Kine, Niota&#8217;s Relenza and who knows what else.  Scientists are working feverishly with numerous announcements that a vaccine will be ready soon.  Novartis announced recently that it has developed the first vaccine batch against A/H1N1.  Obama and HHS have ordered millions worth of vaccine ingredients from its five corporate suppliers and if I recall, nearly one billion in stimulus money targeted toward the flu. </p>

<p>As it turns out, &#8220;Scientists have established the first case of the new H1N1 influenza strain showing resistance to Tamiflu, the main antiviral flu drug,&#8221; according to Reuters -<a href="http://www.reuters.com/article/healthNews/idUSTRE55S3UM20090629">http://www.reuters.com/article/healthNews/idUSTRE55S3UM20090629</a></p>
<p>&#8220;It is well known and expected that influenza virus can mutate spontaneously. The resistance has not changed the capability of the virus to transmit or cause disease, and the assessment is still that this is a relatively mild influenza,&#8221;said David Daigle, a spokesman for the U.S. Centers for Disease Control and Prevention.</p>
<p>This relatively described mild influenza has killed 231 and infected 52,000+ as reported by the CDC, <a href="http://www.who.int/csr/don/2009_06_22/en/index.html">http://www.who.int/csr/don/2009_06_22/en/index.html</a> but that is only the reported cases.</p>

On the one hand, we love the thrill of a surprise party, the unpredictability of a  romance, the freedom of not knowing what tomorrow will bring. We abhor uncertainty&#8217;s dark side.  Terrorists attacks and accidents happen.  We never know if we&#8217;ll be that one in a million statistic to hit the lottery, get struck by lightening or contract some mutated virus like A/H1N1 Swine Flu.</p>
<p>If you live the the U.S. statistically it appears you have a better chance of catching H1N1 than in the other 74 countries the virus has been reported in.  According to  <a href="http://online.wsj.com/article/SB124464616272602341.html#mod=rss_US_News">http://online.wsj.com/article/SB124464616272602341.html#mod=rss_US_News</a>  &#8220;Nearly half of the world&#8217;s confirmed swine flu cases, or 13,217, are in the U.S.&#8221;  The CDC has the numbers at about 14,000 confirmed or probable cases of swine flu. Overall, a small percentage of the population unless you are one of the 27 Americans who got the flu and died. <a href="http://www.cdc.gov/">http://www.cdc.gov/</a> The numbers are expected to rise as the CDC will updates it statistics tomorrow.</p>
<p>&#8220;On the basis of available evidence, the scientific criteria for an influenza pandemic has been met. I have therefore decided to raise the level of pandemic alert from phase 5 to phase 6, <span style="color:#ff0000;">the world is now at the <strong>start </strong>of the pandemic</span>,&#8221; Margaret Chan said.<a href="http://news.xinhuanet.com/english/2009-06/12/content_11528799.htm">http://news.xinhuanet.com/english/2009-06/12/content_11528799.htm</a>  The start?  In the U.S., a public health emergency was declared April 26,2009. </p>
<p>The World Health Organization <a href="http://www.who.int/en/">http://www.who.int/en/</a>  would have been negligent had they not made  it official, declaring a Phase 6 alert in response to the H1N1 swine flu virus .  Phase 6 is the WHO&#8217;s highest alert level and indicates an influenza pandemic is under way. </p>
<p>This H1N1 variant is going after people with healthy immune systems.   It is spreading geographically and is unusual, continuing to spread during the start of summer in the northern hemisphere when normally flu viruses die off with warm weather.  H1N1 is proving to be a resilient little bugger.</p>

<p>In upping the designation to the highest level 6 the U.N. agency has covered it&#8217;s ass and reiterated what all the research points to, that “The virus is not stoppable,” she {sic Chan}  said. “I would advise them to maintain vigilance, enhance surveillance and be prepared for the arrival of the novel H1N1 in their country.”</p>
<p>Yes, we all want countries to be prepared as possible to contain the virus but, WHO has hasn&#8217;t ruled out that H1N1 could turn into a more virulent strain or affect different populations differently. Chan by stating that this is the start of the pandemic, issues a huge warning and again brings up the conspiracy that this H1N1 mutation may be man made, may be a race-specific bio-weapon and, at least according to experts at The Institute of Evolutionary Biology- they do not know its origin.    </p>
<p>&#8220;Genetic weapons capable of wiping out specific ethnic groups are no longer the stuff of science fiction, military and scientific advisers with the British and American governments have admitted,&#8221; states the report from  <a href="http://findarticles.com/p/articles/mi_qn4156/is_19990509/ai_n13937769/">A 1999 UK Sunday Herald piece</a>  <a href="http://findarticles.com/p/articles/mi_qn4156/is_19990509/ai_n13937769/">http://findarticles.com/p/articles/mi_qn4156/is_19990509/ai_n13937769/</a>  The article, <em>New Weapons of Ethnic Cleansing</em> says, &#8220;Technology is now far enough advanced to give even small nations the ability to create so called &#8220;G-Bombs&#8221;, ethnically-targeted biological missiles with warheads tipped with plague or anthrax, designed to eliminate entire racial groups.&#8221;  Could a &#8220;G-Bomb&#8221; be inserted into a vaccine?</p>
<p>The report issued 10 years ago by the British Medical Association said that race-specific bio-weapons would be ready within 5 years- , &#8220;enabling governments to target victims solely on their genetic make-up.&#8221;  If you add together a number of different markers for different populations you can start to be specific to a target population,&#8221; said Nathanson.  Once a markers is identified, a virus could be designed to look for them on entering the body. It would scan the DNA of cells looking for markers and if it found them it would insert itself into the host DNA and start the process of infection.&#8221;</p>
<p>&#8221; G-bombs would use genetic markers specific only to particular races to trigger the virus &#8211; anyone without the genetic marker would be unaffected. Scientists could manipulate the structure of the plague virus to attack only a person who had a race-specific DNA code. One race- specific trait determined by genes is the body&#8217;s reaction to lactose. Asians and Europeans have different DNA markers determining lactose reaction. This kind of knowledge could be used to construct a virus which only attacks Asians, and could lead to a scenario where a plague- laced bomb dropped on a city would wipe out the entire Asian community but leave every white person alive.&#8221;  Is H1N1 a virus capable of scanning DNA cells looking for markers to start the process of infection?</p>
<p align="left">&#8220;Advanced forms of biological warfare that can target specific genotypes may transform biological warfare from the realm of terror to a politically useful tool,&#8221; stated the <a href="http://www.newamericancentury.org/RebuildingAmericasDefenses.pdf">September 2000 Rebuilding America&#8217;s Defenses report</a> at <a href="http://www.newamericancentury.org/RebuildingAmericasDefenses.pdf">http://www.newamericancentury.org/RebuildingAmericasDefenses.pdf</a><a href="http://www.newamericancentury.org/RebuildingAmericasDefenses.pdf">  </a>released by the Project For A New American Century.  Who defines what race is no longer useful is apocalyptic to the entire human race.</p>
<p align="left">The 1972 Biological Weapons Convention is supposed to prohibit offensive research, but there is little doubt that there is black box biodefense research going on not only the U.S., but by other countries as well. The <em>Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction</em>, also known as the Biological and Toxin Weapons Convention or BWC, prohibits the development, production, stockpiling and acquisition of these weapons. <p align="left"><strong>Project Jefferson</strong>, was a covert 2001 U.S. Defense Intelligence Agency program designed to determine if the current anthrax vaccine was effective against genetically engineered-modified bacteria. After the program&#8217;s existence was revealed by the <em>New York Times</em> in 2001, the Pentagon announced that it intended to complete the project and that the results would be classified. <a href="http://en.wikipedia.org/wiki/Project_Jefferson">http://en.wikipedia.org/wiki/Project_Jefferson</a> </p>

<p>H1N1 does not know borders and to date we are unclear of its origin.  The U.S. has pretty good sanitation and living standards, yet the highest numbers of cases so you would think the odds so far are in your favor.  Nope- the virus is more contagious than seasonal flu the Geneva-based WHO says.  In seasonal flu, each person who comes in contact with someone who’s sick has a 5 percent to 15 percent probability of illness, according to a statement posted the WHO’s Web site. In swine flu, the probability increased to 22 percent to 33 percent.</p>
<p>The World Bank in October noted that a “moderate” pandemic like the 1957 Asian flu could kill 14.2 million people and shave 2 percent from the global economy in the first year.  The odds are they will loose more than a few customers.</p>

<p>In addition to the organizational benefits of developing and instituting a drug-free workplace program, the Ohio Bureau of Workers Compensation &#8220;offers a premium discount to eligible employers for implementing a program addressing workplace use and misuse of alcohol and other drugs, including prescription, over-the-counter, and illegal drug abuse.&#8221; The Drug-Free Workplace Progarm (DFWP) is designed to help employers establish safer and more cost-effective workplaces. (Ohio BWC) A look at the BWC&#8217;s program requirements reveals some excellent steps that employers can take to develop their own Drug-Free Workplace programs and policies.</p>
<h2>Written Substance Policy</h2>
<p>According to the Ohio BWC, &#8220;A substance policy is a key element because it lays out all the ground rules and describes acceptable and unacceptable work behavior along with the consequences for violating the policy.&#8221; Your organization&#8217;s substance abuse policies should mirror the culture of your organization. Frequently <a href="http://www.ercnet.org/consulting/handbooks.asp">reviewing and revising your employee handbook</a> is important to keep up with industry standards.</p>
<h2>Employee Education</h2>
<p>Participation in the BWC&#8217;s DFWP requires you to offer each employee two hours of education initially within the first three months of initial program participation and two hours annually thereafter. It&#8217;s important to make sure employees are equipped with up-to-date information on  your policies and on issues affecting your drug-free workplace. This information can either be presented by a qualified and licensed professional, or it is possible to acquire approved materials from the Ohio BWC and have a manager/trainer present this information to your employees.</p>
<h2>Supervisor Training</h2>
<p>All supervisors should be trained and have knowledge of your substance abuse policy. The Ohio BWC lists a few skills necessary for each supervisor to have, including: </p>

<li>Behavioral observation</li>
<li>Documentation</li>
<li>Appropriate and professional confrontation</li>
<li>How to make referrals for testing</li>
<li>How to make referrals to assistance</li>
</ul>
<h2>Drug and Alcohol Testing</h2>
<p>In compliance with the Ohio BWC&#8217;s guidelines, testing &#8220;focuses on who may have caused or contributed to a work-related accident where there is an injury requiring off-site medical attention or damage to company property or vehicles in apparent excess of an amount the employer specifies in its written policy.&#8221; Several organizations perform drug-screening services, including <a href="http://www.ercnet.org/partners/acxiom.asp">Acxiom</a>, an ERC Dream Team member.</p>

<p>It has been a very exciting month as we are nearing the end of our initial support process and gearing up for a commissioning service very soon for us at our church in New York! God has been doing great things in the students lives, most notably through the recent annual conference we attended and worked at in Boston last month.   Please enjoy the stories highlighted in the attached newsletter.  This month&#8217;s letter is a little special as it has 2 pages instead of the usual 1 page.   You can click on each image to view the entire picture file.</p>

<title><![CDATA[Change coming in Ohio BWC and group rating]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>Speaking to sponsors of Ohio’s Workers Compensation group rating programs on Monday, John Pedrick, Chief Actuary, discussed <a href="http://www.allbusiness.com/labor-employment/workers-compensation-workers-disability/11477195-1.html" target="_blank">reforms</a> that are in process at the <a href="http://www.ohiobwc.com/default.aspx" target="_blank">Ohio’s Bureau of Workers’ Compensation</a>.</p>
<p>While noting that he wants Ohio’s group rating programs to continue, Pedrick reported that efforts were underway to ensure that the true economics were reflected properly in rates extended to participating businesses. In addition to changes in rates for the group programs, work groups are also studying other forms of performance-based discount programs that can be extended to all businesses.</p>
<p>Proponents of maintaining group rating programs’ maximum premium deduction state that only employers with minimal workers’ compensation claims can qualify for participation in group rating programs, thereby justifying the rate decrease. Pedrick reported that according to a study conducted for the Bureau by Deloitte, actual claims experience does not support rate decreases as high as 85%. Additionally, the Bureau is concerned that participating employers are not as homogeneous within industry and professional groups as originally envisioned.</p>
<p>Ohio Society of CPAs members have realized significant savings from participating in the Society-sponsored Ohio BWC <a href="http://www.ohioscpa.com/Content/Files/Public/Files/Documents/Affinity%20Partners/FrankGates.pdf" target="_blank">group rating program</a>. Although Pedrick noted that the timing and details are “a bit hazy,” what can participating employers expect if changes are approved? According to Pedrick, expect:</p>
<p style="padding-left:30px;"><span style="font-size:12pt;line-height:115%;"><span style="font-size:12pt;line-height:115%;"><span style="font-family:Calibri;">•  </span></span></span>Approximately 20% greater premiums than participants were used to paying</p>
<p style="padding-left:30px;"><span style="font-size:12pt;line-height:115%;"><span style="font-size:12pt;line-height:115%;"><span style="font-family:Calibri;">•  </span></span></span>An increase in live training opportunities that group rating program sponsors are required to offer members</p>
<p style="padding-left:30px;"><span style="font-size:12pt;line-height:115%;"><span style="font-size:12pt;line-height:115%;"><span style="font-family:Calibri;">•  </span></span></span>A requirement that group rating sponsors identify volunteer employer members that safety staff can visit to “audit” the effectiveness of the sponsor’s communication and education initiatives.</p>
<p>Not every employer qualifies to participate in group rating programs based upon claims experience. Other performance-based discount programs under consideration by the Bureau include:</p>
<p style="padding-left:30px;"><span style="font-size:12pt;line-height:115%;"><span style="font-size:12pt;line-height:115%;"><span style="font-family:Calibri;">•  </span></span></span>“High deductible plan” models where the employer absorbs the first portion of the risk, thereby reducing premiums paid for Workers’ Compensation.</p>
<p style="padding-left:30px;"><span style="font-size:12pt;line-height:115%;"><span style="font-size:12pt;line-height:115%;"><span style="font-family:Calibri;">•  </span></span></span>Retrospective rating programs, where members of an employer group participate in a greater portion of their own up-side and down-side risk.</p>
<p style="padding-left:30px;"><span style="font-size:12pt;line-height:115%;"><span style="font-size:12pt;line-height:115%;"><span style="font-family:Calibri;">•  </span></span></span>Safety dividend programs, in which a safety dividend is awarded if businesses exceed some performance measures as a result of a process implemented to reduce costs.</p>
