<title><![CDATA[Open Source Government Software Suite]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>An interesting post on the<a title="Gov 2.0" href="http://gov20australia.ning.com/forum/topics/open-source-government" target="_blank"> Gov 2.0 Australia community</a> got me thinking about the future of open source software, the growth of collaborative communities, and Government business systems. Open Source is something we&#8217;ve moved into quite heavily in terms of our business systems focus due to the maturity of many of the vendors &#8211; like SugarCRM, Talend,  Atlassian etc.</p>
<p>The author of the post – <a title="Wayne Eddy" href="http://gov20australia.ning.com/profile/WayneEddy" target="_blank">Wayne Eddy</a> raises the question about Government expenditure on proprietary software and whether Government would deliver better value to their constituents by embracing open source and using this to build a Government software suite.</p>
<p>As I thought about this the idea really intrigued me so I started making a list of pros and cons and a rough outline of how this ‘might’ look.</p>
<h2>The Barriers (are not with Open Source)</h2>
<p>I hate to start on a negative but I have to as I think the barriers to making this happen are quite significant.</p>
<ol>
<li>The major software giants have deep pockets and will spend a lot of money to kill off an initiative such as this. They all have a vested interest in keeping open source in its cute cubby hole.</li>
<li>Add to this the threat O/S poses to the big system integration vendors. That&#8217;s a pretty big bear you&#8217;re stealing cake from&#8230;</li>
<li>How do you distinguish between raw open source and commercial open source? Or are we simply shifting the customer/vendor paradigm?</li>
<li>The Culture of &#8220;nobody got fired buying IBM&#8221;. There&#8217;s safety in dealing with global giants &#8211; though I bet there are a few GOC’s and Departments around the country who beg to differ&#8230;</li>
<li>The inherent disorganisation of the open source crowd. Let&#8217;s face it, O/S people are well different. I&#8217;d argue it&#8217;d be a bit like herding cats</li>
</ol>
<h2>The Opportunity for an Open Source Government Software Suite</h2>
<p>Depending on how you approach this I can see merit in this idea and I can see an attractive model being developed.</p>
<p>I view this as an ecosystem of solutions that can be tied together with a common glue. Realistically we&#8217;d need to have a panel of O/S vendors for each core area along with an agreed set of protocols as to how data and integration is managed. You would also need to create a certification program so that any vendor wanting to be part of the panel has to meet a minimum set of standards with these standards covering core areas such as stability, documentation, development standards etc.</p>
<p>The real opportunity by doing this is that Government fosters broad collaboration as listed vendors can co-create solutions amongst themselves and in conjunction with Government. For example, a group of vendors could collaborate to create a small council business system – where the functionality is pared back such that the ‘product’ suits many of the smaller regional councils in Australia where resources and budgets are limited.</p>
<p>I think the ecosystem would also be attractive for the SI vendors. It gives them a chance to foster innovation and sponsor development that is owned by the Government and O/S community and is there for the benefit of Government. This shouldn’t be new for some of the major SI companies given the likes of Cap Gemini and Logica already have relationships with leading O/S vendors like Talend.</p>
<p>Most importantly, you start creating an IP pool that remains in Australia and is there for everyone in Government to benefit. Any international vendor wanting to utilise IP overseas could be expected to pay a royalty back to the Australian ‘pool’.</p>

<title><![CDATA[A look at Cloud Computing from Hardware.com]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>I recently heard a debate on cloud computing and the impact that it would have on Customer Relationship Marketing. Although it was really a debate about cloud computing as a whole.</p>
<p>There was an impressive panel of technology savvy/business leaders from SAP, IBM, Cap Gemini, Netsuite, Oracle, Microsoft, Salesforce and Rightnow.com.</p>
<p>The debate essentially talked about Software as a Service (SaaS), information on demand outside the network firewall – it was about leveraging computer power. The protagonists agreed that the cloud is the future, and some of them even said that every application should work on the cloud.</p>
<p>Some of the key benefits that were identified were a lower barrier to entry, it’s scalable and the risk had been reduced. What risk, you may ask, and I will come to that later.</p>
<p>It will lead to pay on demand software provision, subscription pricing and outsourced <a href="http://www.hardware.com/solutions/data-centre-design/">datacentres</a>. It becomes an operational expenditure as opposed to a capital expenditure.</p>
<p>However, they all agreed that it was definitely not something that could happen overnight and that for any company it requires small modular steps in order to progress to real cloud computing, seeing the benefits and then taking the next step.</p>
<p>The guy from Salesforce suggested that we should all forget about paying Microsoft for licenses for their software as it will all become available over the web, sorry I should say ‘the cloud’. However Google, Microsoft and Amazon are pushing forward plans to deliver information and software over the internet anyway.</p>
<p>So is this the way it’s going to be, it seems that the experts say so?</p>
<p>But Richard Stallman, founder of the Free Software Foundation, said that cloud computing was simply a trap aimed at forcing more people to buy into locked, proprietary systems that would cost them more and more over time.<br />
&#8220;It&#8217;s stupidity. It&#8217;s worse than stupidity: it&#8217;s a hype campaign&#8221;.<br />
&#8220;Somebody is saying this is inevitable – and whenever you hear somebody saying that, it&#8217;s very likely to be a set of businesses campaigning to make it true.&#8221;</p>
<p>His comments echo those made by Larry Ellison, the founder of Oracle, who criticised the rash of cloud computing announcements as &#8220;fashion-driven&#8221; and &#8220;complete gibberish&#8221;.<br />
&#8220;The interesting thing about cloud computing is that we&#8217;ve redefined cloud computing to include everything that we already do,&#8221; he said. &#8220;The computer industry is the only industry that is more fashion-driven than women&#8217;s fashion. Maybe I&#8217;m an idiot, but I have no idea what anyone is talking about. What is it? It&#8217;s complete gibberish. It&#8217;s insane. When is this idiocy going to stop?&#8221;</p>
<p>All the IT people that I have spoken to have indicated that it’s not for them, they want and need control, ownership and responsibility for their data – and as we all know IT people are control freaks and a good thing to. What about security and the risks referred to earlier, especially with customer data? Well the experts say they have reduced the risks – haven’t we heard that before when a civil servant leaves a laptop on a train with all our personal details on the hard drive?</p>
<p>The IT guys argue that they would be dependent on someone else for their technology with cloud computing, and that can limit flexibility and even creativity. In fact, the personal computer itself arose because the old model of business computing, in which companies had big mainframes (aka clouds) and everyone connected to them via &#8220;dumb&#8221; terminals, was enormously frustrating for the people sitting at those dumb terminals.</p>
<p>They could only do what they were authorised to do. They were dependent on the computer administrators to give them permission or fix problems. They had no way of staying up on the latest innovations. The personal computer was a rebellion against the tyranny of centralised computing operations – and of the IBM mainframe world in particular.</p>
<p>So don’t fall into the trap; listen and learn and take advice from all sides and visit the <a href="http://www.hardware.com">Hardware.com </a>website to get the best deals to manage your capital expenditure and operating expenditure, get the <a href="http://www.hardware.com/advice/">best technical advice </a>and the best way to manage your network and datacentre.</p>

<p><strong>Lombardi Announces &#8216;08 Results</strong></p>

<p>Last week we announced <a href="http://www.cbronline.com/news/lombardi_shows_strength_in_bpm_numbers_230209">results for last year</a> (our fiscal and calendar years are the same).  It was our best year yet and particularly cool was that fact that our software sales grew 47% year over year.</p>
<p>My favorite quote from the release was from our president Phil Gilbert,  &#8220;[customers] need to lose fat while building muscle. Lombardi helps our customers do both.&#8221;</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Extreme weather does not halt another awesome challenge on Exmoor. 150 people rose above the elements over the weekend to complete the <a title="Wild Challenge" href="http://www.princes-trust.org.uk/Main%20Site%20v2/supporters/Whats%20in%20your%20region/wild%20uk.asp" target="_self">Capgemini Wild UK Challenge</a> and in the process raised over £100,000 for the Prince&#8217;s Trust. 30 teams took on the hiking, navigating, kayaking and mountain biking despite some of the worst weather of the year. Torrential rain through Friday and into Saturday turned the tracks to streams and the camps into mud baths, but thanks to amazing sprit from the competitors and endless hard work from the <a title="Fundraising Event" href="http://www.acrossthedivide.com/" target="_blank">Across the Divide Team</a> the event was a huge success and a great experience for all involved.</p>
<p>The winning team was <a title="Avanade" href="http://www.avanade.com/" target="_blank">Avanade Athletic</a> with a record score. They like all teams involved took on the event with great energy and big smiles and despite the wet weather the event ended in the sunshine after 3 days and 100 miles through this stunning part of the West Country.</p>

I had to speak on Ethics, Corporate Governance and Leadership.</span></span></h2>
<h2 style="margin:auto 0;"><span style="font-family:Arial;" lang="EN"><span style="font-size:large;">All that I did was to take examples from Infosys, Wipro, HP and Microsoft (interesting life experiences of the founders) to drive home the point ethics must be practiced</span></span></h2>
<h2 style="margin:auto 0;"><span style="font-family:Arial;" lang="EN"><span style="font-size:large;">Corporate governance is not one more “SOX utility” but the very DNA of the company</span></span></h2>

<p>Creusent l&#x2019;&#xe9;cart avec les autres SSII, IBM r&#xe9;alise le double du chiffre d&#x2019;affaires d&#x2019;EDS qui est 2eme du classement.<br />
A partir de celui-ci, l&#8217;&#xe9;cart entre les concurrents se tient entre 10 milliards et 15 milliards de dollars.<br />
A noter que les SSII indiennes progressent assez vite en chiffre d&#8217;affaires et pourraient, &#xe0; moyen terme, rentrer dans ce classement.<br />
En France, Atos Origin et Cap Gemini se situent entre 5 et 7 milliards d&#8217;euros de chiffre d&#8217;affaires annuel, soit tr&#xe8;s proche de Fujitsu.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>The most interesting aspect of the Google Apps and Cap Gemini announcement was not the announcement. It was Microsoft&#8217;s <a href="http://blogs.zdnet.com/microsoft/?p=706">response</a>. Regardless of your opinion of Microsoft&#8217;s products, this was world-class competitive positioning. Whoever wrote this deserves a raise:</p>

Google touts having enterprise level customers but how many “USERS” of their applications truly exist within the enterprise?</li>
<li>Google’s primary focus is on ad funded search. Their enterprise focus and now apps exist on the very fringe&#8230;</li>
<li>Google’s apps only work if an enterprise has no power users&#8230;</li>
<li>Google’s tech support is open M-F 1AM-6PM PST – are these the new hours of global business?&#8230;</li>
<li>Google says that enterprise customers use only 10% of the features in today’s productivity applications which implies that EVERYONE needs the SAME 10%&#8230;</li>
</ul>

<p>Now here&#8217;s what surprised me. <em><strong>It was not an official response.</strong></em> This was an internal response that was leaked. What a shame. I would like to think Microsoft is proud to produce this quality of a response to Google. I&#8217;m still impressed.</p>
<p>The Goggle announcement itself is terribly Ho-Hum. As fellow Enterprise Irregular Dennis Howlett <a href="http://blogs.zdnet.com/Howlett/?p=158">pointed out</a> on ZDnet, Cap Gemini is not a top 10 systems integrator in the US, where Google Apps have to be successful, if they ever will be. Also the desktop outsourcing business, which is what this announcement is about, is a bottom-feeder business with low margins. Why do you think Accenture concentrates on applications? </p>
<p>I would like to expect more from Google, but it&#8217;s not an enterprise software company, as Microsoft relishes in pointing out. Nevertheless, I would not underestimate what Google plans next.</p>
