Private carrier Jet Airways on Wednesday launched a service to enable passengers learn of the lowest prevailing fares on its network from mobile phones on any given day of travel.

Passengers can send short text messages (SMS) to get the lowest fares available at a given time and sector on jetairways.com.

The SMS will have to be sent in the ‘LFS origin-destination-date’ format to 56388 (for instance, LFS BOM DEL 25/11).

‘This initiative, the first of its kind in the domestic civil aviation industry, is designed to seamlessly offer guests information on the lowest possible fares at that moment,’ said Jet’s chief commercial officer Sudheer Raghavan.

‘We are confident that it will be popular with our travellers, and encourage more people to book online at jetairways.com,’ Raghavan added.

International travellers boarding from nine non-metro airports will have to fork out up to Rs 1,000 by way of a user development fee as the government looks to prop up the coffers of the Airports Authority of India (AAI).

For domestic travellers, the fee could be around Rs 200 depending upon the kind of investment made by AAI to upgrade these airports.

Jaipur could be the first airport to slap the fee, while other eight airports, including Ahmedabad, Trichi and Varanasi, may follow suit, a senior government official told ET. The government has allowed AAI to collect Rs 1,000 from each outgoing passengers at Jaipur airport besides charging Rs 150 from domestic flyers.

“Civil aviation minister Praful Patel has approved a proposal on the development fee at Jaipur airport,” the official said requesting anonymity since he is not authorised to speak to the media.

Kapil Kaul, who heads aviation consultancy Centre for Asia Pacific Aviation (CAPA) said that the fee was a cause of concern as a sustainable recovery in demand is yet to be seen in the sector.

Nearly 1 lakh international passengers flew out of Jaipur airport during April-August, 2009. The number of domestic passengers during the same period stood at 4.8 lakh. The levy could fetch about Rs 50 crore from the airport annually.

An AAI official confirmed the move but said the agency was yet to receive any official communication from the ministry in this regard.

AAI is facing a revenue shortfall of about Rs 5,400 crore for airport development planned in the Eleventh Five Year plan, ending March 2012. It had moved a proposal for a user development fee at eight more non-metro airports, the official said. The ministry may soon give its go-ahead to this proposal as well, he added. The levy may be in the same range as that levied by Jaipur.

He said the ministry’s approval was required for the move, since the passenger traffic handled by these airports is less.

“Most of these non-metro airports barring Ahmedabad handle a traffic less than 1.5 million a year. So, the permission to levy the fee can be given only by the ministry, “ he said.

The Air India management is understood to be contemplating abolishing productivity-linked incentives of top executives as a part of cost-saving plan, sources said today.

“There is a proposal to abolish productivity-linked incentives of the functional and executive directors altogether,” a NACIL source said.

The National Aviation Company of India Ltd (NACIL) currently has six functional directors and over 40 executive directors.

The proposal is likely to be discussed in the Air India Board meeting to be held in Chennai on Wednesday, they said.

Air India pays around Rs 1,500 crore annually as PLI to its over 30,000 workforce.

Recently, the management had proposed to reduce the PLI of its executive-level officials, including pilots and engineers by up to 50 per cent, which was opposed by employees.

However, following a strike by its executive pilots, the management was forced to put the move on the back-burner. The airline’s management then set up a sub-committee of its board to look into the issue “in totality”.

With the national air-carrier likely to post losses to the tune of Rs 7,200-crore, it is now in the process of implementing a turnaround plan which includes both cost- cutting as well as revenue enhancement initiatives.

The cost-saving measures plan to abridge the Rs 5,000-crore gap between revenue and expenditure. While it earns a revenue of around Rs 14,000 crore annually, its expenditure is around Rs 19,000 crore.

In a presentation to the GoM on its restructuring and turnaround programme recently, NACIL’s Chairman and Managing Director Arvind Jadhav had said the carrier would reduce costs by about Rs 3,000 crore and enhance revenues by Rs 2,000 crore annually.

Indian passengers have taken to the skies with full force again. Or perhaps they can’t resist the attractive rates that airlines are offering. At least, that’s the picture that recent figures for passenger growth seem to be portraying.

While airlines are still mulling over their lack of profitability, the number of those travelling by air has seen solid double-digit growth in October, almost catching up with what it was two years ago. In October this year, the aviation industry saw a 37% growth in number of passengers against a growth of 19% in August this year and around 11% increase in September. In fact, the growth rates in October gain even more significance when compared to what they were in the buoyant markets of October 2007, when growth was around 43%. In the turbulent market of October 2008, the growth had dipped to 15%.

According to Ankur Bhatia, managing director of Amadeus India, which provides IT solutions to the travel industry, “This year, October was the third consecutive month showing double digit growth. We have been witnessing growth in the sector since June 2009, when we saw 1% growth followed by July which saw 8%.”

Interestingly, these figures include not just domestic travel but also international travel. Experts feel that while the swing in passenger sentiment actually began earlier; it became markedly visible in the second quarter of this financial year. “While the downfall in the number of passenger got arrested by the end of March 2009, the actual upswing could be seen only in August, September and October,” confirms Kapil Kaul, CEO- Indian Subcontinent and Middle East for the Centre for Asia Pacific Aviation (CAPA).

While the recovering economy and the availability of liquidity due to buoyant stock markets seems to be the backdrop against which this growth is poised, the immediate trigger seems to be the festival season and the low fares. “With attractive packages and low rates offered by airlines the holiday season has received a good response for outbound and domestic market, leading to an increase in the number of passengers travelling,” says Kashmira Commissariat, COO of the outbound division at travel and tourism company, Kuoni India. Analysts say there has been a 10% year-on-year growth in the aviation sector.

Even though airlines can now boast of more passengers, particularly in the low cost segment, experts argue that the recovery in terms of passenger traffic is still not relating to growth in profits, and that the increase in numbers comes at the cost of declining yield.

“The average yield for Q2 has fallen. While it was between Rs 2400 and Rs 2500 in Q2, it was at least Rs 600-Rs 700 more in Q1. This is not sustainable in the long term,” says Kaul. However, most agree that they expect the tide to change and to reach profitability by April 2010.

Kingfisher Airlines and Jet Airways, the nation’s two biggest private airlines, on Friday raised fares for the third time in the last 12 months to partly offset losses due to rising fuel prices, a move that may drive a few potential passengers to railway minister Mamata Banerjee’s Duronto Express.

No-frills airline GoAir also joined the full-service carriers in raising fares by as much as Rs 200, which could hinder a nascent revival in passenger traffic that slumped amid a slowing economy and rising fares due to record-high crude oil prices.

“I had plans to fly to Kolkata this winter to visit my relatives, but now the increase in fares has forced me to reconsider whether to fly or to book a ticket on Duronto Express,” said Sharmistha Roy, a student of TISS. Air-conditioned travel in super-fast Duronto Express costs just about a fourth of air travel, but takes more than a day to cover the same distance.

A domestic flight within 1,000 km would attract an additional surcharge of Rs 100 and Rs 200 for flights beyond that. The higher fares will not be applicable for those who have already booked their tickets.

Post-hike, a Mumbai-Delhi ticket on a full-service carrier would cost around Rs 7,200 while that on a low-cost airline would be about Rs 4,500.

Airlines—including state-run Air India and India’s biggest, Jet—are reeling under thousands of crores of losses, as they indulged in an aggressive price war in the past to attract passengers. Record-high oil prices in 2007 and a plethora of charges levied by airports that were privatised crippled airlines’ finances. Their woes mounted as passengers switched to the railways when the slowdown led to fears of job losses.

“Airlines pass on the extra cost burden in the peak season as consumers can absorb such nominal hike on tickets,” said Kapil Kaul, CEO of Centre for Asia-Pacific Aviation, Indian subcontinent & Middle-East.

Air India may ground a quarter of its weekly flights, bring all its services to West Asian labour hubs under its no-frills subsidiary and scrap a celebrated non-stop Mumbai-New York flight, as the cash-starved national carrier looks to tidy up its hangar ahead of an expected bailout package.

The steps could be part of a civil aviation ministry restructuring plan that will be taken up by a Group of Ministers (GoM) next Thursday to decide on Air India’s future course and its immediate demand for a Rs 5,000-crore equity infusion.

A senior official said that the carrier plans to scrap 650 flights that fly on what he described as non-essential routes. Such sectors bleed the company by Rs 2,000 crore per year, he said, requesting anonymity. The carrier is estimated to have accumulated losses of Rs 7,200 crore as on March, 2009, due to low yield, high fuel price and poor demand.

Among the laggards are the non-stop flights it launched to New York from Mumbai and New Delhi, which reportedly incurs a loss of Rs 750 crore per year, more than the amount the airline plans to save by cutting employees’ productivity-linked incentive. Air India executive director Jitendra Bhargava pegged the figure much lower at Rs 450 crore. As part of the new plan, airline will scrap the  flight. “Airfare on India-US sector is ridiculously low. A person flying to the US via Europe pays higher fare, but pays less when flying directly from India,” Mr Bhargava said.

The national flag carrier’s route rationalisation plan includes shifting full-service flights to the airline’s low-cost subsidiary Air India Express on Gulf sectors, a top government official told ET.

The capacity rationalisation on Gulf routes is expected to save the airline Rs 113 crore per year. The official said Air India’s monthly loss stood at Rs 400 crore and this had to be brought down to atleast Rs 100-120 crore.
“This can’t be achieved without reducing fleet size and routes. The airline should look at a fleet size of 90 to 95 aircraft from the current 132,” he said.

“We have effected major changes in the winter schedule. While government help is welcome, the move to prune network is essential for cutting losses. Bulk of the flights are uneconomical due to low fare and high operating costs,” said Mr Bhargava.

The airline had in May approached the government for a bailout package to stay afloat, following which a GoM was formed to finalise a revival plan.

Air India pilots threatened to go on strike from evening of November 24 and served management a 14-day notice to meet their demands, including payment of all outstanding dues and bringing about a pay parity between AI and erstwhile IA pilots by November 10.

The executive wing of the pilots’ body stopped work for five days in September this year to protest non-payment of their productivity-linked incentives — nearly 400 pilots had called in sick, leading to cancellation of over 300 flights.

In a letter sent to management on Monday, Indian Commercial Pilots Association said ‘‘grievance letter be considered as a 14-day notice of strike under Section 22 of Industrial Disputes Act, 1947 by which strike shall be effective from 5pm on November 24’’, unless their demands are met by the November 10.

General secretary of ICPA, Capt R S Otaal said they had lost all faith in frequent dialogues with management and the pilot body was no longer willing to settle for anything less than the complete payment of all outstanding dues.

‘‘Dues to several pilots are pending since June this year and management refuses to pay heed to any suggestion given by us on the matter. Many of us are in process of cleaning out our bank accounts to make ends meet. The 5th Pay Commission under January 2009 wage agreement has not been impl-emented, which directly affects nearly 800 of us,’’ he said.

The demands listed out in letter include a written assurance that no further delay in payments would be admissible, no discussions on salary cut till pay parity was addressed, and implementation of January 2009 wage agreement.

The second-quarter results for the three big domestic airlines show that the industry continues to be in the red even as the quantum of losses has reduced.

Jet Airways reported a net loss of Rs 407 crore which was a 6% improvement over the June quarter, SpiceJet’s net loss at Rs 101 crore was significantly lower than the Rs 198 crore figure reported in the corresponding period of last fiscal and Kingfisher Airlines also has something to cheer about with a net loss of Rs 418 crore as against Rs 483 crore in the second quarter of last fiscal.

So, is the industry moving towards profitability? Kapil Kaul at the Centre for Asia Pacific Aviation (CAPA) says that traditionally the December quarter is better for airlines but the yield climate continues to be negative.

“The second quarter was punishing from the profit & loss perspective for most airlines despite better load factors and improved yields. The first 10 days of October have been below expectations in terms of both these factors but things have improved somewhat thereafter…Q3 should be better in passenger yields but profitable recovery for airlines is still 2-3 quarters away.”

On the capacity front also, Kaul points out that despite conscious efforts by almost all airlines to rationalise capacities, conversion of most domestic carriers into low-cost airlines has actually increased the total number of seats available. “But despite this, we expect some airlines to get back to profits by the first quarter of next fiscal.”

During the September quarter, airlines saw an improvement in the Ebitdar (earnings before interest, taxes, depreciation, amortisation and rent) margins. Jet’s margins improved to 10.6% against -6.1% in the Q2 of previous fiscal whereas Kingfisher’s margins improved to Rs 44 crore as against a loss of Rs 207 crore in the corresponding quarter. SpiceJet reported 3% margins against negative 39%.

Industry experts point out that margin improvement has come on the back of rationalisation of expenses — a fall in fuel prices — and fluctuations in load factors have also helped with revenues.

K G Vishwanath, vice-president (commercial strategy and investor relations) at Jet Airways, said, “This turnaround was possible because we had closed all loss-making international routes and pulled out some 20-25% capacity from the domestic sector, besides maintaining leaner aircraft structure.” Kingfisher attributed improved margins to restructuring of operations and efforts to maintain stringent cost control.

Passenger load factor jumped to 71% (69%). For Jet Airways, the load factor increased to 69.8% (66.9%) while SpiceJet saw 19 point improvement in load factor.

Sanjay Aggarwal, CEO, SpiceJet, said, “Traditionally, this is the weakest quarter for the industry. However, the yields have started firming up during the third quarter and demand remains robust. We expect this trend to continue through the next quarter.”
