17 November 2009 NEW YORK: A US court has handed 19-and-a-half years in prison to an actor convicted

17 November 2009 NEW YORK: A US court has handed 19-and-a-half years in prison to an actor convicted of abusing children as young as six on trips to Thailand and posting the images on the Internet.

Wayne Nelson Corliss, 60, was also ordered to pay a 5,000-dollar fine. The federal court in Newark, New Jersey said on Monday Corliss – who reportedly played Santa Claus for children – would be under supervision for life.

Corliss was arrested in May last year in Union City, just outside New York, after a two-day global manhunt called by Interpol after Norwegian police spotted online images of his sex acts with children as young as six.

Interpol had sent a cropped photo of Corliss from the pornographic images to police around the world.

“Wayne Corliss is a determined sexual predator who travelled the world to engage in horrible conduct with helpless young victims,” Paul Fishman, the US attorney for New Jersey, said in a statement.

“The length of the sentence will ensure – as it should – that Corliss will never have the opportunity to prey on anyone else,” he said.

Corliss pleaded guilty to travelling to Thailand annually from 2000 to 2002 with an intent to abuse children and to storing images of child pornography on his home computer, prosecutors said.

Corliss allegedly gained access to the young boys at the home in Thailand of Canadian John Wrenshall, who was extradited last year from Britain to the United States and awaits a separate trial in New Jersey.

The Newark-based Star-Ledger newspaper said Corliss played roles in small theatre productions in Manhattan and at least three movies including the 1982 comedy “Waitress”.

More recently, he made a living playing Santa Claus at children’s birthday parties and fairs, the newspaper said.

It was Interpol’s second public appeal for a suspected paedophile, a year after a high-profile operation that reconstructed computer images to track down suspected Canadian paedophile Christopher Paul Neil in Thailand.

BANGKOK – TWO Britons, an American and a German were arrested on Thursday in a Thai beach resort town for alleged sexual abuse of young boys, in an investigation linked to a British child pornography network, police said.

Police Maj. Gen. Chaiwat Ketworrachai said police worked on the case in cooperation with the British-based Child Exploitation and Online Protection Center.

The four men were arrested at their homes in Pattaya, 100 kilometres (60 miles) south of Bangkok, and were charged with sexually abusing children under the age of 15, he said.

He identified the suspects as Britons Malcolm Henry Payne, 59, and Robert Alexander Horsman, 45; American Robert Roy Lond, 62; and German Fritz Dieter Battener, 66. Police did not release the hometowns of the arrested men.

If found guilty, the men could face up to 20 years in jail.

‘There are at least two boys in each case. We cannot give more detail before the cases are filed to the prosecutors,’ Chaiwat said.

Mr Chaiwat said the Child Exploitation and Online Protection Center had provided police with a list of 50 suspected pedophiles who might be in Thailand.

The investigation, dubbed Operation Naga, was triggered when the center uncovered a British online child pornography network with links to Thailand, he said.

‘This operation and these arrests demonstrate the value of the relationship between CEOP and the Royal Thai Police,’ CEOP Chief Executive office Jim Gamble said in a statement.

‘The UK and Thailand may have different legal systems and law enforcement practices, but we share a clear, joint commitment: to prevent harm to children.’

Several Southeast Asian countries, including Thailand, Cambodia and Vietnam, are popular with pedophiles due to lax law enforcement, corruption in the justice system and poverty that forces children into prostitution.

A number of high-profile suspects have been caught in Thailand, including Christopher Paul Neil of Canada, who was arrested last year after an Interpol manhunt sparked by some 200 Internet photos showing him allegedly abusing Vietnamese and Cambodian boys. — AP

Christopher Paul Neil was already in jail in Thailand for sexually abusing a young boy in Thailand.

Christopher Paul Neil was already in jail in Thailand for sexually abusing a young boy in Thailand. Today, he was sentenced to six more years.

What does this have to do with TravelPod? This is a pretty heinous crime, and I thought it would be worthwhile to take a candid look into what some people are saying about Thai prisons. Most Westerners found in prison in Thailand are there for drug crimes, so here are a couple of stories I found written by TravelPod bloggers.

Brokedown Palace's version of a Thai prison

Petercrowe and Lisa visited a Westerner in Bangkok, back in 2005. This is what they had to say about the experience:

We quickly realised that any prisoner in this prison had been sentenced to a minimum 30 years imprisonment. We got to meet Steve Willcox and had about 20 minutes with him before he had to go back. He had initially been given the death sentence before having his sentence reduced to life, and then again reduced to 33 years. He has been there for just 2 years. He told us about the reason he was there, which incidentally was for possession of a large amount of drugs, and then gave us the details of his website which has his full story. We were able to buy him various items from the prison shop such as shampoo and soap etc., as well as some food and water. Just two days after Christmas it was the least we could do for him. Some of you may disagree with this based on your own ideas of right and wrong and no way would I even try to justify what he had done, however when you consider that the worst rapist or murderer in the UK would only be sentenced to 25 years and would probably serve much less, it makes you think again about the guys’ plight. All in all it was a harrowing thing to see and reading about it afterwards just made everything seem even worse.

Stain, the self-described “biggest hobo” relates the story of a man he met while traveling in the Philippines

He had been sitting on a beach in Ko Chang six years ago sharing a spliff with his mate. The next thing he knows a plain clothes Thai policeman put a handcuff on his wrist and he was taken away in a police van. His friend was not told where he was being taken too so effectively no one knew what was going to happen to him – apart from the police of course. I only say this because the length of time this guy spent in a Thai prison was equal to the length of time it took for his friend to track him down – 2 weeks!

by Jutarat TongpiamFri Aug 15, 7:55 AM ET

A Canadian teacher arrested in Thailand after an unprecedented manhunt was jailed for more than three years Friday for sexually abusing an underage boy.

Christopher Paul Neil, 33, was seized last October following a campaign by the international police agency Interpol, which had reconstructed a series of digitally “swirled” Internet images of a man abusing boys.

Neil had confessed to abusing the 13-year-old boy. The Criminal Court in Bangkok cited his guilty plea in halving his sentence from six years and six months. He was also ordered to pay a 60,000 baht (S$2,500) fine.

Neil did not say anything as he left the courtroom in shackles and an orange prison uniform, but smiled at reporters.

Neil still faces charges in a separate case of molesting the boy’s nine-year-old brother, but he has pleaded not guilty in that case.

His lawyer was not present when the verdict was handed down, but Neil’s translator Feros Mia said: “He will just accept the court ruling.”

Child welfare advocates had hailed Neil’s arrest as a sign that Thailand was working to overcome its sordid reputation as a haven for paedophiles and other criminal fugitives.

But advocates said Neil should have received a tougher sentence to deter other paedophiles.

“I think the sentence is a bit light. He should face a harsher sentence because he has committed a crime against a child,” said Sudarat Sereewat, head of Fight Against Child Exploitation, a pressure group that fights sex trafficking and paedophilia.

Carmen Madrinan, executive director of the child advocacy group ECPAT International, said she hoped further charges against Neil would add to his sentence.

“We are looking to the court to ultimately impose a total sentence in the case that improves on past responses to this serious national, regional and international problem,” she said.

“Prosecution of child sex offenders in the East Asia Pacific region continues to be low, and sentences do not reflect the gravity of the crime,” she added.

Neil, originally from suburban Vancouver, was arrested after Interpol last year launched its first-ever public appeal, seeking help in identifying the man seen in about 200 graphic online photographs abusing Asian boys.

The man in the pictures had created a digital swirl to hide his face, but German computer experts were able to reconstruct the images.

The agency then posted the suspect’s picture on its website and appealed to the public for help, drawing more than 300 replies from around the world.

The operation was codenamed “Vico” because the images were believed to have been taken in Vietnam and Cambodia in 2002 or 2003.

Other countries could still seek the extradition of Neil, who had also been an English teacher in Seoul. He would likely have to serve his sentence in Thailand before being handed to another country.

Neil had come to Bangkok to get a teaching job. One official at a school where he sought work described him as an introvert who was not hired because he had difficulty cooperating with school officials and other teachers.

Neil once studied at a seminary, hoping to become a priest, but was eventually shunned by his teachers, who felt he lacked the moral backbone for the task, according to reports.

Suspected pedophile Christopher Paul Neil, 32, was a regular poster to an online forum for teachers (Korean Job Discussion Forums) and he posted more than 300 messages under the pseudonym “Peter Jackson.” In one instance cited, Jackson allegedly discussed how to delay or skirt police background checks needed for some teaching jobs.

“Police checks are NOT needed to get a visa. Public schools will want one, but you should be able to stall them. Often they want teachers SO quickly that they will ‘wait’ for some things. I never gave a police check for my last public school job. I was in Vietnam at the time, and getting one wasn’t easy. I delayed and never heard about it again.”

Neil, a Canadian national, had worked in the school systems of Thailand, South Korea and Vietnam since 2000. Previously he worked in Catholic schools as a volunteer instructor and substitute teacher in various parts of British Columbia, Canada. Neil had much experience in the school systems of Canada and Asia. He was arrested in Thailand accused of having sex with a dozen different boys between the ages of 6 and 12.

Investigations into sex offenses by educators in the American school system show that there is a systemic problem in dealing with these individuals. One report mandated by Congress estimated that as many as 4.5 million students, out of roughly 50 million in American schools, are subject to sexual misconduct by an employee of a school sometime between kindergarten and 12th grade. That figure includes verbal harassment that’s sexual in nature.

“From my own experience — this could get me in trouble — I think every single school district in the nation has at least one perpetrator. At least one,” says Mary Jo McGrath, a California lawyer who has spent 30 years investigating abuse and misconduct in schools. “It doesn’t matter if it’s urban or rural or suburban.”

A seven month investigation by the Associated Press found that between 2001 and 2005, more than 2,500 educators were disciplined for sexual misconduct. This however does not tell the full story. Most of the abuse never gets reported. Those cases reported often end with no action. Cases investigated sometimes can’t be proven, and many abusers have several victims. And no one — not the schools, not the courts, not the state or federal governments — has found a surefire way to keep molesting teachers out of classrooms. The overwhelming majority of cases involved teachers in public schools. Private school teachers rarely turn up because many are not required to have a teaching license and, even when they have one, disciplinary actions are typically handled within the school.

The investigation also found efforts to stop individual offenders but, overall, a deeply entrenched resistance toward recognizing and fighting abuse. It starts in school hallways, where fellow teachers look away or feel powerless to help. School administrators make behind-the-scenes deals to avoid lawsuits and other trouble. And in state capitals and Congress, lawmakers shy from tough state punishments or any cohesive national policy for fear of disparaging a vital profession. That only enables rogue teachers, and puts kids who aren’t likely to be believed in a tough spot.

Take the case of Jennah Bramow. As an 8-year-old she was molested by her elementary school teacher Gary C. Lindsey:

The young teacher hung his head, avoiding eye contact. Yes, he had touched a fifth-grader’s breast during recess. “I guess it was just lust of the flesh,” he told his boss. That got Gary C. Lindsey fired from his first teaching job in Oelwein, Iowa. But it didn’t end his career. He taught for decades in Illinois and Iowa, fending off at least a half-dozen more abuse accusations.

When he finally surrendered his teaching license in 2004 — 40 years after that first little girl came forward — it wasn’t a principal or a state agency that ended his career. It was one persistent victim - Jennah Bramow – and her parents.

As an 8-year-old elementary-school student, Bramow told how Lindsey forced her hand on what she called his “pee-pee.”

“How did you know it was his pee-pee?” an interviewer at St. Luke’s Child Protection Center in Cedar Rapids asked Jennah in a videotape, taken in 1995.

“‘Cause I felt something?” said Jennah, then a fidgety girl with long, dark hair.

“How did it feel?” the investigator asked.

“Bumpy,” Jennah replied. She drew a picture that showed how Lindsey made her touch him on the zipper area of his pants.

Lindsey, now 68, refused multiple requests for an interview. “It never occurs to you people that some people don’t want their past opened back up,” he said when an AP reporter approached him at his home outside Cedar Rapids and asked questions.

That past, according to evidence presented in the Bramow’s civil case, included accusations from students and parents along with reprimands from principals that were filed away, explained away and ultimately ignored until 1995, when accusations from Bramow and two other girls forced his early retirement. Even then, he kept his teaching license until the Bramows took the case public and filed a complaint with the state…..it was 40 years after his first conviction (and many more abuses later) that he lost his license to teach!

Like Lindsey, the perpetrators that the AP found are everyday educators — teachers, school psychologists, principals and superintendents among them. They’re often popular and recognized for excellence and, in nearly nine out of 10 cases, they’re male. While some abused students in school, others were cited for sexual misconduct after hours that didn’t necessarily involve a kid from their classes, such as viewing or distributing child pornography.

They include:

— Joseph E. Hayes, a former principal in East St. Louis, Ill. DNA evidence in a civil case determined that he impregnated a 14-year-old student. Never charged criminally, his license was suspended in 2003. He has ignored an order to surrender it permanently.

— Donald M. Landrum, a high school teacher in Polk County, N.C. His bosses warned him not to meet with female students behind closed doors. They put a glass window in his office door, but Landrum papered over it. Police later found pornography and condoms in his office and alleged that he was about to have sex with a female student. His license was revoked in 2005.

— Rebecca A. Boicelli, a former teacher in Redwood City, Calif. She conceived a child with a 16-year-old former student then went on maternity leave in 2004 while police investigated. She was hired to teach in a nearby school district; board members said police hadn’t told them about the investigation.

The abuse itself is one thing but the after effects on the child can be long term. Sometimes the abuse is reported long after the crime occurred as in the case of an 11-year-old girl who didn’t tell her parents about being sexually abused by her music teacher, Robert Sperlik Jr., until she was 15-years-old. At the time she and some of her friends wrote a note to a teacher complaining about him . The teacher investigated, spoke to Sperlik, some of the parents, and decided nothing inappropriate happened. It wasn’t until her mother got the entire story from the girl – four years later -that Robert Sperlik Jr. was arrested, convicted and sentenced to a 20-year prison term.

However, having to go through a grueling trial, was more than the girl could bear and eventually she was admitted to a psychiatric hospital after she took sleeping pills. She was upset that Sperlik hadn’t gotten more prison time. After coming home they found her a counselor who specializes in sexual abuse. She is mending slowly. Her father found a book she had been reading and read a passage that she had underlined:

“You forget some things, don’t you,” it reads. “Yes. You forget what you want to remember and you remember what you want to forget.”

Please read the full story here

Two of the nation’s major teachers unions, the American Federation of Teachers and the National Education Association, each denounced sex abuse while emphasizing that educators’ rights also must be taken into account.

“Students must be protected from sexual predators and abuse, and teachers must be protected from false accusations,” said NEA President Reg Weaver, who refused to be interviewed and instead released a two-paragraph statement.

The real problem is how do we identify pedophiles, not just in the school system but in society in general, and quickly remove them from any environment where they can come into contact and abuse the most vulnerable ones among us – The children.

Christopher Paul Neil, 32, was arrested by Thai police just 8 days after entering the country on a flight from Seoul, South Korea. He is accused of sexually abusing dozens of Asian boys, aged 6 to 12 years old, mostly from Cambodia and Vietnam. His capture was the result of an unprecedented appeal from Interpol to the public seeking to determine his identity.

It was three years ago that German police came across about two hundred internet photos of a man abusing young Asian boys. His face had been digitally altered to hide his identity. Recently they were able to reverse engineer the pictures to uncover his face. His photo was then published around the world by Interpol asking for help in finding out who he was. With the help of hundreds of tips from people they were able to identify him as Christopher Paul Neil, 32, a Canadian who taught at schools in at least three Asian countries — South Korea, Thailand and Vietnam. Before teaching, he had worked as a chaplain in Canada, counseling teens.

Neil was caught on camera at the immigration counter at Bangkok’s international airport. The Thai police began searching for him and tracked him to a house in Nakhon Ratchasima province that he shared with a Thai transvestite friend whose phone calls were traced by authorities. Neil surrendered peacefully.

“I think he knew we were coming,” said police Col. Paisal Luesomboon, who was on the five-member police team that made the arrest. “He knew that there was an arrest warrant issued and that his face was posted everywhere.”

Neil was charged with detention of a child under 15 without parental consent, punishable by up to three years in prison; taking a child under 15 from his parents without consent, punishable by five to 20 years; and sexual abuse of a child under 15, punishable by up to 10 years.

A judge in the Bangkok Criminal Court signed a police order Saturday to extend his detention to 12 days, and could move later to keep him behind bars up to 84 days. After the brief hearing, Neil was incarcerated at the Bangkok Remand Prison. Maj. Gen. Wimol Pao-in, chief of division’s crimes against women and children said the investigation into the allegations could take a month and that a trial could start soon after.

Neil lived in Thailand from 2002 to early 2004, police said. Three Thai youths, aged 9, 13 and 14 at the time of their alleged abuse, contacted police after seeing Neil’s photograph on television, claiming he had paid them for oral sex in 2003. The boys said the suspect showed them pornographic images on his computer at his apartment in Bangkok, and paid them each $16 to $32.

The Canadians are also interested in Neil. Before teaching in Asia, Neil had worked as a chaplain in Canada, counseling teens. British Columbia Attorney General Wally Oppal said the Royal Canadian Mounted Police had Neil under investigation in Canada for complaints “involving young boys.” He did not elaborate. An RCMP spokeswoman, Constable Annie Linteau, said only that Neil was “a person of interest” but added that the force was asking Canadians with information on him to call the child-exploitation tip line. “The RCMP had received complaints here and so obviously we have an interest in what happens to him in Thailand,” Oppal said. Maj. Gen. Wongkot Maneerin, deputy national police chief said Neil would “definitely” be prosecuted in Thailand. “He will have to go to Thai court first. After the case is over, then we can send him,” he said.

BANGKOK (AFP) — A Canadian schoolteacher accused of sexually abusing boys across Southeast Asia was arrested and paraded before the cameras in Thailand Friday, ending a global manhunt sparked by a decoded digital photo.

Christopher Paul Neil, 32, tried to hide under a blue shirt as he was led in handcuffs past dozens of waiting reporters and into Thailand’s national police headquarters.

He later sat in silence for about five minutes alongside police, stonefaced and wearing dark sunglasses with a white T-shirt and black nylon running pants.

Colonel Pasial Luesomboon, the officer who arrested him, told AFP that Neil only confirmed his name, age and nationality when he was arrested around 11:00 am (0400 GMT) in Thailand’s third-largest city Nakhon Ratchasima.

“Then he said he knew this day would come, because a Thai court had issued an arrest warrant. He said he needed a lawyer but hasn’t said anything at all since then,” Pasial said.

The worldwide search for Neil began just 10 days ago with a groundbreaking appeal from Interpol for the public’s help in tracking down a man seen in 200 photos on the Internet that appeared to show him abusing a dozen young boys.

The man’s face had been digitally swirled, but German computer experts reconstructed the images which Interpol then posted on its website along with its call for assistance.

The operation was codenamed “Vico” because the images were believed to have been taken in Vietnam and Cambodia in 2002 or 2003.

More than 300 people replied to Interpol’s call, with five people on three continents offering critical information, the agency said in a statement on its website.

“The fact that we went to the public was the breakthrough,” Interpol detective Mick Moran told AFP.

“We are absolutely delighted that this guy has been arrested,” he added.

Neil was found in a one-storey rental house in Nakhon Ratchasima, around 300 kilometres (200 miles) northeast of Bangkok, where he was with a 25-year-old Thai transvestite, police said.

Police gave no details about his relationship with his companion.

The deputy national police chief, General Wongkot Maneerin, said Neil could face up to 20 years in prison if convicted over accusations that he abused a nine-year-old boy in Bangkok four years ago.

If any other countries want to prosecute him, he could be extradited after serving any prison time received in Thailand, Wongkut added.

There’s still a lot we don’t know about Christopher Paul Neil, the main suspect in a glo

There’s still a lot we don’t know about Christopher Paul Neil, the main suspect in a global manhunt for a man seen in more than 200 child porn pictures.

The 32-year-old hails from B.C., but hasn’t been in contact with his family for more than a month. But his past provides some intriguing clues about what he’s alleged to have done. Neil spent time in Nova Scotia as a counsellor and chaplain at an air cadet training centre – and taught his young charges a class about moral issues.

His duties at Greenwood Air Cadet Summer Training Centre from 1998 to 2000 brought him into close contact with youngsters between the ages of 12 and 18. “If young people were very homesick and having trouble coping away from home at a camp, he would be there to counsel,” advises Captain Hope Carr. But there were no complaints about him during his time there and everyone seemed happy with his work.

It’s not clear what sent him overseas, but he admits on his MySpace page that he never really wanted to come back. An expatriate Canadian named Amy Bowler frequently ran into Neil when he surfaced in South Korea as an English teacher. “He had a number of close friends,” she recalls about the frequent karaoke singer. “He came out regularly for drinks. He was certainly not a pariah.”

Then there’s the matter of a mysterious blog entry from a man named “Peter Jackson”, who authorities believe may have been Neil posting under an assumed name. The blog was aimed at English teachers and reveals a man devoted to the teaching profession who often demonstrated a sophomoric sense of humor. While there are frequent references to sex in his postings, none directly reference children.

Instead, “Jackson” complained about condoms in South Korea, talked about a nurse who bathed him in a Thai hospital and described rebuffing a man who hit on him in a sauna. It’s clear he was at least partly versed in avoiding the law. Among the topics he broached in some of his 300 messages – how to delay or skirt police background checks needed for some teaching jobs. And on a Korean job board, he writes about deleting computer files. “If you’re worried about content there are several ways to encrypt your drive,” he advises.

It was the images from a computer that landed Neil in trouble in the first place.

Canadian Christopher Paul Neil, a 32-year-old English teacher who has taught in South Korea and Vietnam, is being sought in the infamous case of a serial pedophile who extensively photographed himself raping Thai boys as young as six, uploading the 200 + pictures to the Internet, but digitally altering the photographs to hide his own identity (although not those of the victims).

His whereabouts are currently unknown, and it is believed that he is attempting to evade capture.

German experts attempted to uncover an identifiable picture of the suspect by undoing the manipulations, giving the above final image. This was enough to get an ID on a suspect, Christopher Paul Neil, who has posted on the Korean Job Discussion Board using the name Peter Jackson.

a current picture of Christopher Paul Neil at Bangkok Airport

Among other things, his posts mentioned how he got around the mandatory criminal records check for English teachers.

Police checks are NOT needed to get a visa. Public schools will want one but you should be able to stall them. Often they want teachers SO quickly that they will “wait” for some things. I never gave a police check for my last public school job. I was in Vietnam at the time and getting one wasn’t easy. I delayed and never heard about it again.

and how to hide things from inspectors:

[I]‘ve never heard of porn been a problem in Korea. On my first trip there in 2000 I remember reading the customs declaration form while on the plane. I was SO nervous for the remaining hours on the plane because I happened to have a couple Penthouse magazines in my bag. I ended up tossing them in the bin at the airport washroom, only to find out that no one would have found them anyway.

In terms of computers, if you’re worried about any “content” there are several ways to encrypt your drive. A friend has highly recommended Truecrypt, which you can download.

If you want to get rid of old files so no one will see, then simply deleting them will not work. You’ll have to get a program like Jetico’s BC Wipe and “delete with wiping”.

He worked in Wonsam (near Yongin) and then Gwangju in Jeollanamdo, and wasn’t beloved by co-workers, it appears:

I knew him as a pretty normal guy, as far as ESL teachers go. I didn’t work with him (his former school has been informed, and if they know anything, they’re not telling at this point.) To be perfectly honest, I perceived him as the kind of guy who didn’t have much luck with girls and would be comfortable purchasing sex (just based on his overall presentation and some comments he made regarding working girls in Thailand.) I wouldn’t have been surprised if he had had a fake degree or passport– but I would never ever have guessed that he was sexually into children. We didn’t discuss it, and I never saw him around children.
