Hangzhou CBD represents the image and style of Hangzhou as a metropolis in the new century. If the beauty of Hangzhou in the “West Lake era” centers on the delicacy of the lake, which is surrounded by mountains on three sides and by the old city on one side, then the charm of Hangzhou CBD lies in its magnificent city development along Qiantang River. Its magnificence contrasts sharply with the delicacy of the West Lake. But placed together, the two styles complement each other and form an extremely beautiful composition. In order to achieve this effect, the future Hangzhou CBD should be developed to symbolize modernity, openness, grandness and height, to embody the features of Qiantang River in the layout and design of architecture, and to reveal the nimbuses, culture, history, uniqueness and characteristics of the old Hangzhou City.

In October, 2008, the central area of Hangzhou CBD was opened to the public. Two financial areas are under construction in the CBD, one being located on the west of the Citizen Center, the other, in Sibao, a central part of the Hangzhou CBD second phase project. They will become city complexities functioning mainly in financial and hotel services and will help to make Hangzhou a financial center in the south of the Yangtze River Delta.

The second phase project is already in progress. As an extension of the first phase, the second phase will establish a large complex of residence and business. It will be a city area with convenient traffic, well-organized facilities and superb natural environment. If the first phase tries to build a business and administration center, then the second phase will try to provide residential and financial services for the first phase.
