Countries that lack resources will be able to draw on the Global Business Coalition to help reach every child, no matter how remote or rural their home</em>.&#8221;</p>

<p><a href="http://ocrdata.ed.gov/" target="_blank">Data gathered by the Department of Education</a> show continuing disparities between white and non-white students, including with regard to discipline and retention. Nationally, black and hispanic students are much more likely to be held back a grade. Black students particularly boys, are also subject to harsher discipline than their non-black peers. The question the data do not answer is why: Prejudice? Cultural clashes? Genuine behavior and academic differences? Some combination? The finding also prompts thinking about the issue in reverse: <em>What elements are at work in schools where Black and Hispanic children are mostly succeeding…and where these discipline and retention differences do not exist?</em> While few of the findings are surprising, having this data set is a tool for researchers to begin looking for additional answers. <p><a href="http://www.metlife.com/about/corporate-profile/citizenship/metlife-foundation/metlife-survey-of-the-american-teacher.html?WT.mc_id=vu1101" target="_blank">The MetLife survey has been around 28 years</a>. That teacher morale has hit its lowest point in 20 years is sobering, if not surprising news. But the survey also provides insight on what matters to teachers. According to a <a href="http://www.nytimes.com/2012/03/08/education/teacher-morale-sinks-survey-results-show.html?_r=1&#38;hpw" target="_blank">New York Times article</a>, the survey found that: &#8220;teachers with high job satisfaction were more likely to feel secure in their jobs, and to have more opportunities for professional development, more time to prepare their lessons and greater parental involvement in their schools.&#8221;</p>

<title><![CDATA[Are Black Children Being Punished More in the Public School System?]]></title>

<content:encoded><![CDATA[<p><img alt="hcsp.jpg" src="http://www.theroot.com/sites/default/files/imagecache/large-image/DOE_3612_400lh.jpg" width="100" class="mt-image-left" style="float:left;margin:0 20px 20px 0;" />On Tuesday the U.S. Department of Education released the Civil Rights Data Collection sample, which found that public school educators unfairly punish minority students. The Associated Press had previously reported on a preliminary release of the report.<br />

<div>The survey of 7,000 school districts and 72,000 schools was conducted during the 2009-2010 school year. It also found that African-American children were less likely to be exposed to high-level curriculums and experienced teachers.</div>

<div>&#8220;The data portend a very disturbing picture,&#8221; Assistant Secretary for Civil Rights Russlynn Ali explained during a conference call on Tuesday. &#8220;They tell us that across the country, African Americans, Latinos, students with disabilities and English-language learners continue to receive less than their fair share of our most important resources.&#8221;</div>

<div>For example, while African-American children represent 18 percent of the sample in the study, they represent 35 percent of the number of students suspended once, 46 percent of those suspended more than once and 39 percent of all students expelled, the report shows.</div>
<div></div>
<div>Findings also show that more than 70 percent of students involved in school-related arrests or referred to law enforcement were Latino or African American.</div>
