<p align="justify">In programma il <strong>28 e il 29 novembre 2009</strong> a <strong>Cagliari</strong>, presso il <strong>Molo Sanità</strong> del porto, venticinque aziende del settore pesca e dell&#8217;agroalimentare prenderanno parte alla manifestazione <strong>&#34;Saperi e Sapori del mare&#34;</strong> organizzata da <strong>Cna, Legapesca e Camera di commercio</strong>. </p>
<p align="justify">In programma ci sono mostre, incontri con esperti del servizio di Igiene degli alimenti, dimostrazioni culinarie. E&#8217; la prima manifestazione di questo tipo che vede Legapesca, Cna e Camera di commercio insieme e quindi un momento importante nel calendario delle iniziative dell&#8217;agroalimentare.   </p>
<p>L&#8217;inaugurazione e&#8217; prevista per oggi <strong>28 novembre</strong> alle <strong>ore 17</strong>. </p>
<p align="justify">Entrambe le giornate si concluderanno con una <strong>degustazione gratuita di ricci</strong> e <strong>fritto del Golfo</strong>, a partire dalle <strong>ore</strong> <strong>20</strong>.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Most people when they are asked what they know about the American Red Cross, they talk about all of the humanitarian and relief work this wonderful organization does.  People also talk about medical training courses they offer such as CPR training or CNA (certified Nursing Assistant) training courses, when asked what they know about the American Red Cross.  The American Red Cross CNA training is one of the most comprehensive and respected training courses in the field.   You will learn first hand how to take patent&#8217;s vital signs, how to treat wounds and insure disease doesn&#8217;t spread.  You will also work first hand with real world patients, providing basic human care; such as bathing, feeding and tending to your patients.  </p>
<p>The American Red Cross certified nursing assistant training takes place for 6 to 12 weeks. Throughout the course, you will be exposed to traditional in classroom training as well as real world hands on training.  You will be covering such topics as basic human anatomy, physiology, psychology of patients, nutrition, and basic nursing principles. To insure that you are fully prepare to take your state mandated certification exam, and continue on your way to be a certified nursing assistant! </p>
<p>Upon successfully graduating from the course and passing the state certification exam, the average CNA can expect to start off earning $30,000-$45,000 per year, depending on what type of facility they work at and background.  CNA&#8217;s can be found in a wide range of health care facilities, such as hospitals, assisted living facilities, nursing homes, schools, and in patients homes.  So depending on what type of facility you choose to work at, their are numerous options that are available.  However, if you are looking for the highest paid starting salary, chances are you will find yourself working in a hospital.  If flexability is what you are looking for, then providing in patient home medical care may be an option.  Keep in mind that in most cases you will be required to work 40 hours a week, and the average shift is between 8-12 hours.  Furthermore, you may have to work on holiday&#8217;s and weekends, though it&#8217;s generally on a rotating shift and you will know your schedule a couple weeks in advance.  </p>
<p>Where ever you decide to work, you will find that the American Red Cross CNA certification program provides you with the experience and tools needed to suceed in the field.The Red Cross CNA training course fee&#8217;s depend on where you live, but are fairly affordable and range in price between $600- 1,2000. Once you have made your decision to become a CNA, you can contact your local red cross facility to get enrolled in the next upcoming class. Currently as of July 2009 there are 30 Red Cross facilities located across the US that offer this training.</p>

<description><![CDATA[Entre el 16 y 18 de noviembre del 2009, se realizó la Cumbre Mundial sobre  Seguridad Alimentaria, e]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>Entre el 16 y 18 de noviembre del 2009, se realizó la Cumbre Mundial sobre  Seguridad Alimentaria, en la ciudad de Roma (Italia), en el que se informó que este año más de 100 millones de personas han pasado a las filas del hambre y de la pobreza, según cifras citadas en esta cumbre.</p>
<p>En este magno evento organizado por la FAO siglas de la Organización de Naciones Unidas para la Agricultura y la Alimentación, en el que participaron presidentes y lideres políticos de los 193 países miembros, también participaron dirigentes y organizaciones agrícolas como la Federación Internacional de Productores Agropecuarios –FIPA, conformado por 115 organizaciones nacionales de agricultores, uno de los cuales es la Confederación Nacional Agraria como representante de Perú.</p>
<p>A continuación compartimos con ustedes el <strong>Comunicado de Prensa de la FIPA</strong>, sobre su participación y propuestas en esta cumbre mundial, que busca reducir la cifra de hambrientos en todo el mundo.</p>

<p style="text-align:center;"><strong>La FIPA</strong><strong> en la Cumbre Mundial sobre Seguridad Alimentaria</strong></p>
<p><strong> </strong><strong>27 de noviembre de 2009 </strong>– <em>En la Cumbre Mundial sobre Seguridad Alimentaria que tuvo lugar en la sede de la FAO, en Roma, dirigentes agrícolas pusieron de relieve el papel fundamental de los agricultores y de las organizaciones de agricultores en la erradicación del hambre en el mundo. Para los productores, el hecho de que más de 1.000 millones de personas padezcan de hambre es una situación trágica, inadmisible e innecesaria. La FIPA cree que el planeta sería capaz de alimentar, hoy en día, a 6.500 millones de personas y a 9.100 millones en 2050, pero ha faltado voluntad política y una estrategia global para hacer lo necesario.</em></p>
<p>Para los agricultores, la lección a extraer es muy sencilla: quién descuide la agricultura se expone a un riesgo. La crisis en el precio de los alimentos ha sido un llamado de atención sobre las consecuencias del descuido de la agricultura durante decenios, especialmente el abandono del desarrollo de la producción local de alimentos en los países en desarrollo. Durante la Mesa Redonda Número Uno -<strong><em>Minimizar el impacto negativo de la crisis económica y financiera sobre la seguridad alimentaria-</em></strong>, el presidente de la FIPA, Ajay Vashee, lanzó a los gobiernos nacionales el reto de invertir en sus países en el desarrollo de los pequeños agricultores y en los mercados de alimentos locales con una perspectiva de largo plazo”.</p>
<p>“Los esfuerzos concretos que habría que hacer, sabemos cuáles son”, señaló Vashey. “Las inversiones deberían centrarse en infraestructuras, especialmente viarias, riego por goteo, capacidad de almacenamiento e instalaciones de proceso para reducir las pérdidas poscosecha, sistemas de información sobre los mercados, servicios de extensión, créditos, seguros y acceso a insumos. Los agricultores de los países en desarrollo no han conseguido sacar partido del elevado precio de los productos básicos en 2007-2008 debido a la carencia de infraestructuras”.</p>
<p>Por consiguiente, la FIPA insiste en la necesidad de dirigir mayores inversiones a la creación de capacidad en las organizaciones de agricultores para que millones de pequeños agricultores dispongan de estructuras para trabajar juntos en acciones de autoayuda, por medio de asociaciones de productos básicos, cooperativas de agricultores y uniones y federaciones de agricultores.</p>
<p>Karen Serres, presidente del Comité de Agricultoras de la FIPA y una de los ponentes de la Mesa Redonda Número Cuatro &#8211; <strong><em>Medidas para mejorar la seguridad alimentaria mundial: desarrollo rural, pequeños agricultores y consideraciones comerciales-</em></strong>, se preguntaba si las inversiones en la agricultura en pequeña escala en los países en desarrollo recibirán apoyo y si estarían protegidas por la normativa de la OMC. Se cuestionaba, asimismo, si “¿permitirán, los objetivos de reducir los gases de efecto invernadero en la agricultura, un aumento de la producción del 70 por ciento para 2050? y, también ¿cuánto del incremento en la asistencia para el desarrollo llegará de hecho a las familias de agricultores si ésta no se canaliza directamente a través de las organizaciones de agricultores?”.</p>
<p>Karen Serres hizo hincapié en que la clave de la seguridad alimentaria está en el aumento coherente de las inversiones en la agricultura de los países en desarrollo. Las políticas agrícolas y comerciales deberían promover la inclusión de pequeñas explotaciones en las redes de alimentos y las cadenas de valor.</p>
<p>“Las medidas para mejorar la seguridad alimentaria mundial deberían centrarse en la producción local para mercados locales en los países en desarrollo” afirmó la dirigente de las agricultoras de la FIPA, añadiendo que “casi siempre, los pequeños agricultores resultan ser agricultoras. Es necesario reconocer y facilitar su contribución en todos los planes de inversiones, en las políticas y en los programas”.</p>

<p style="text-align:justify;">El fin de semana pasado se llevó a cabo en Tarapoto el X Congreso Ampliado FASMA para la Modificatoria Estatutaria 2009, organizado por la Federación Agraria Selva Maestra FASMA de San Martín, bajo el lema “La Fuerza Agraria Impulsando la Seguridad Alimentaria Regional con Soberanía”.</p>
<p style="text-align:justify;">Este evento que se realizó el sábado 21 y domingo 22 de noviembre, convocó la asistencia de las y los integrantes de FASMA, liderados por su presidente el Ing. Josifredo Suyón Sandoval, participando también especialistas en temas agrarios y representantes de otras organizaciones como la Confederación Agraria Nacional-CNA, CONVEAGRO, DRASAM, etc&#8230;</p>
<p style="text-align:justify;">El sábado se habló sobre el Programa de Reforestación a cargo de Enrique Toledo (Reforesta Perú), el Programa de compensación por Competitividad a cargo de Ing. Félix Campos Flores (DRASAM) entre otros temas. Mientras que el domingo se realizó el Congreso FASMA, al que asistieron las y los delegados de las diferentes zonas de la región, culminándose con el desarrollo del tema de Mercados Campesinos, a cargo de Antolín Huáscar, presidente de la CNA.</p>

<content:encoded><![CDATA[<div class='snap_preview'><blockquote><p>HONG KONG: China may allow its yuan to appreciate, but it won&#8217;t be anytime within the next 12 months, according to banking giant Standard Chartered.</p>
<p>China has been under pressure from its trading partners to allow its currency to appreciate, but it is keeping to its position that it will proceed with currency reforms at its own pace, and in a controlled manner.</p>
<p>The pressure on China to allow its currency to appreciate has been growing.</p>
<p>China&#8217;s key trading partners are arguing that the yuan is undervalued and creating imbalances with other major economies.</p>
<p>This was one issue raised by US President Barack Obama during his visit last week, but so far, Chinese leaders show no signs of budging.</p>
<p>And Standard Chartered said China is not likely to make any change in the next 12 months.</p>
<p>Sundeep Bhandari, regional head of North East Asia Global Markets at Standard Chartered, said: &#8220;We don&#8217;t expect to see any significant move of the yuan, at all. In fact we&#8217;ll probably see some movement again from 2011 onwards.</p>
<p>&#8220;And that will be about 2 to 3 percent. There&#8217;s no real desire for the Chinese authorities to let the yuan revalue at this point in time.&#8221;</p>
<p>The Chinese yuan has maintained at the same level against the US dollar over the past year. Some analysts say continued sluggish growth in exports and private investment give China little incentive to make a shift.</p>
<p>There are also concerns that any rapid appreciation of the currency could deal a blow to China&#8217;s export-driven industries.</p>
<p>There has also been talk of the yuan possibly de-pegging from the US dollar, but StanChart said it does not see that happening for the next few years.</p>
<p>Sundeep Bhandari added: &#8220;Maybe in the longer term, maybe in three to five years as the renminbi looks to become fully convertible, which is one of the aspirations obviously that the Chinese authorities have.</p>
<p>&#8220;The 2020 vision of Shanghai being a financial centre. But I think in the immediate term, one to three years, I don&#8217;t envision a scenario when this would happen.&#8221;</p>

<p>Representatives at the recently held second Chin National Assembly have pointed out that the forthcoming Burmese military junta proposed 2010 general elections cannot usher in welfare and equal rights for national ethnic groups in the country.</p>
<p>“The 2008 constitution of the State Peace and Development Council (SPDC) on which the polls will be based is to legitimize the junta’s rule. So the 2010 election will not be the end of our movement,” said Mr. Ralhnin General Secretary of the Chin National Council.</p>
<p>The first Chin National Assembly was held in Mount Sinai in Manipur 2006.</p>
<p>There are four Chin national political parties – the Chin National Front, the Chin National League for Democracy, Mara People’s Party (Liberated Area) and the Zomi National Congress in the Chin National Council. The CNC had four representatives from each organization.</p>
<p>However, in the second assembly other organizations joined the CNC. They were the Women League of Chin Land, the Chin Student and Youth Federation and the Chin Civil Societies Network.</p>
<p>The second Chin National Assembly was held from November 18 to 20 in the Indo-Myanmar border area. The participants were from the Chin national political parties, the armed group, students, women and Members of Parliament of the 1990 elections in Burma.       <!--more--><br />
At the conference the members discussed past year’s activities and future plans; A political analysis was done of the current situation and how to face the 2010 general elections in Burma. In its resolution it supported the stand of the National League for Democracy taken in the ‘Shwegondine Declaration’ but opposed the SPDC’s election and its guidelines.</p>
<p>It also fully supported the responses of the ethnic armed groups regarding cease fire between them and the military regime as the national ethnic groups need to maintain their rights and struggle for freedom till the end. The CNC thanked some NGOs and donors helping Chin people suffering from the effects of famine.  </p>
<p>The Chin National Assembly is held once every four years. The Assembly elected Dr. Lian H. Sakhong, Pu Thang Yen, Salai Cin Zah, and Pu Thang Lian Pau as presidiums Dr. Lian H. Sakhong, Pu Thang Yen, Salai Cin Zah, and Pu Thang Lian Pau as presidiums and Pu H.C. Ral Hnin for the General Secretary, Pi Hmangaihzuali and Pu Thang Len Piang for Assistant General Secretaries.<br />

<content:encoded><![CDATA[<div class='snap_preview'><p>En vísperas del 25 de Noviembre, la Confederación Nacional Agraria-CNA se suma a la campaña mundial por el Día de la No Violencia contra la Mujer, condenando todo tipo de agresiones ya sea física, sicológica y verbal, especialmente contra aquellas mujeres que provienen de nuestras comunidades campesinas e indígenas.  </p>
<p>Para Antolín Huáscar, presidente de la CNA, este vergonzoso acto no sólo es físico, ni se da sólo de padres a hijas o esposas, se realiza también “cuando nuestras hermanas e hijas van a las ciudades como trabajadoras domésticas y sufren el maltrato y explotación de las y los dueños de casa, o cuando reciben insultos o burlas en la calle, por ser mujeres de origen andino o amazónico”.</p>
<p>Pero la violencia no sólo se da en las ciudades o zonas urbanas, está también presente en nuestras comunidades, en donde según cifras oficiales afecta al 38.6% de las mujeres en edad fértil, habiendo sido alrededor de un 10% de ellas  obligadas a tener relaciones sexuales en contra de su voluntad. Vergonzosas cifras que ameritan un rotundo rechazo de la sociedad pero también una legislación que castigue este tipo de actos.  </p>
<p>Como una manera de luchar contra este tipo de inequidades de género, la Confederación Nacional Agrario viene trabajando propuestas encaminadas al desarrollo de la agricultura sostenible con un enfoque de género, en el que se promueve el empoderamiento y liderazgo de la mujer rural. Mujeres que no sólo desempeñan el papel de madres, esposas e hijas sino también el de guardianas de nuestra biodiversidad.</p>

<p>President Barack Obama is expected to announce a &#8220;sizable&#8221; increase in US troop levels in Afghanistan early next week, tentatively during a prime-time speech on Tuesday, December 1, according to media reports.</p>
<p>Obama met with his war council on Monday evening to decide how many troops to send in addition to the 68,000 already deployed. According to the <a href="http://news.yahoo.com/s/ap/20091124/ap_on_go_pr_wh/us_us_afghanistan_4">Associated Press</a>, &#8220;Military officials and others said they expect Obama to settle on a middle-ground option that would deploy an eventual 32,000 to 35,000 U.S. forces to the 8-year-old conflict.&#8221; <a href="http://www.mcclatchydc.com/227/story/79380.html">McClatchy</a> is reporting that Obama plans to send 34,000. General Stanley McChrystal, the top US commander in the region, had been pressing for 40,000.</p>
<p>After Obama&#8217;s announcement next Tuesday, General McChrystal, Defense Secretary Robert Gates and Admiral Mike Mullen, chairman of the joint chiefs of staff, are expected to testify on Capitol Hill.</p>
<p>The president had been reluctant to make a decision without an exit strategy, a theme echoed today by Robert Gibbs. The White House press secretary told reporters that it&#8217;s &#8220;not just how we get people there, but what&#8217;s the strategy for getting them out.&#8221;</p>

<p id="articlecontent">BEIJING : China has stepped up its moves to curb banks lending massive amounts of money by issuing a rare warning it will restrict lenders&#8217; access and other operations if they do not meet risk requirements.</p>
<p>Banks that fail to comply will face &#8220;restrictions on market access, overseas investment, and outlets and business expansion,&#8221; the China Banking Regulatory Commission (CBRC) said.</p>
<p>China&#8217;s banking laws have set the capital adequacy ratio &#8212; the amount of capital banks must hold against their risk &#8212; at a minimum eight percent.</p>
<p>Lenders must also raise their loan-loss provisions to at least 150 percent of their bad loans by the end of the year, the CBRC said in a statement posted on its website late Monday.</p>
<p>Such provisions at China&#8217;s commercial banks stood at 144.1 percent at the end of September, latest official data showed.</p>
<p>The published list of punishments banks may face was an unusual move, highlighting Beijing&#8217;s rising concern that brisk loan activity could result in asset bubbles and a slew of bad loans.</p>
<p>New bank loans reached 7.4 trillion yuan (1.1 trillion dollars) in the first half of the year, as banks heeded the government&#8217;s calls to pump money into the world&#8217;s third largest economy.</p>
<p>The pace slowed after regulators told banks to rein in lending and step up risk management, while seasonal factors also played a role, economists said.</p>
<p>New loans dropped to 253.0 billion yuan in October, the lowest monthly level since the beginning of the year, official data showed.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;">El presidente de la Confederación Nacional Agraria-CNA, Antolín Huáscar, manifestó su total rechazo a la reglamentación de Ley nº 28029, que regula el Uso de Agua en Proyectos Especiales entregados en Concesión, publicada mediante DS 022-2009-AG, y que según el dirigente campesino ha sido “elaborada para brindar facilidades a las empresas que van a intervenir en las concesiones en mantenimiento, e infraestructura en cualquier obra pública de irrigación e hidroenergéticos”</p>
<p style="text-align:justify;">Para Antolín Huáscar “este reglamente viabiliza la privatización del agua”, ya que no se podrá utilizar este recurso hídrico sin autorización de la empresa concesionaria, previo pago de la tarifa por el servicio. Es decir que desde ahora <strong>se cobrará una tarifa para el uso del agua que se suministrarán de nuestras fuentes naturales. </strong></p>
<p style="text-align:justify;">Se señala que la tarifa que deben pagar los usuarios comprende: <strong>operación y mantenimiento, cobertura para la recuperación de las inversiones del concesionario, gestión de riesgos.</strong> Es decir que con el dinero de los usuarios no sólo se va a recuperar los gastos de inversión sino también se va a cubrir hasta los riesgos que implica dicha inversión.</p>
<p style="text-align:justify;">Para la elaboración de esta ley tampoco se ha a consultado a las comunidades ni a las organizaciones campesinas, nativas y agrarias que se verán afectadas, violándose nuevamente el <strong>Derecho al consentimiento previo, libre e informado</strong>, como se señala en el Convenio 169 de la OIT, refrendado por el Estado peruano. </p>
<p style="text-align:justify;">Se debe de señalar que para emitirse este reglamento se ha debido recoger la opinión de los Consejos de Cuenca, consejos que aún no están formado, lo que no ha impedido que esta norma entre en vigencia. Como tampoco se ha consultado a las Mesas de Trabajo sobre reglamentación de la Ley de Recursos Hídricos nº 29338, que se vienen realizando en la PCM. Irregularidades que en vez de propiciar seguridad, genera mayor desconfianza.</p>
<p style="text-align:justify;">Es por ello que “convocamos al Congreso de la República a intervenir y solicitar la interpelación al Presidente del Consejo de Ministros Javier Velásquez Quesquén, y al ministro de Agricultura Dante de Córdova Veliz, por haber firmado este el DS 022-2009-AG, a espaldas del pueblo”, concluyó Antolín Huáscar.  </p>

<p id="articlecontent">BEIJING: China&#8217;s economy could grow by over 10 per cent in the fourth quarter of 2009 spurred by massive investment and rising consumption, the state press said Sunday, citing a top government think tank.</p>
<p>&#8220;The economy is benefiting from fast-paced investment, record levels of consumption, rising exports to international markets and the stable resumption of industrial growth,&#8221; China News Service cited Yu Bin, a top economist at the cabinet&#8217;s State Council Developmental Research Centre, as saying.</p>
<p>Yu told a symposium that China&#8217;s economy would witness growth of more than 10 per cent year-on-year in the last three months of 2009, with full year growth of around 8.5 per cent, the report said.</p>
<p>China could also maintain double-digit growth next year, Yu said, but the economy faced several challenges, including inflation linked to a vigorous government stimulus package and the appreciation of the yuan.</p>
<p>&#8220;If the Chinese yuan appreciates too fast, the huge numbers of export industries will suffer,&#8221; Yu said.</p>
<p>&#8220;But a small appreciation will attract more capital inflows and speculation over the yuan could bring instability to financial markets. China is facing these two difficulties.&#8221;</p>
<p>The government must also adequately stabilise real estate markets that were responsible for a significant portion of the nation&#8217;s growth this year and which have gobbled up nearly one fourth of investment in 2009, he said.</p>
<p>In the coming year, the government should continue to pump-prime the economy to ensure that consumption and investment did not sharply fall off, he added.</p>
<p>Earlier this month, the World Bank upgraded its 2009 growth forecast for China to 8.4 per cent on the back of huge public spending but said stronger domestic demand was needed to ensure a sustainable recovery.</p>
<p><span style="font-family:Verdana, Arial, Helvetica, sans-serif;line-height:14px;font-size:11px;">China grew by 8.9 per cent in the third quarter &#8211; the fastest pace in a year &#8211; after expanding by 7.9 per cent in the second quarter and 6.1 percent in the first three months, the slowest pace in more than a decade. </span></p>

Fiecare minciuna spusa de acesti mizerabili, indirjeste lumea care s-a saturat sa fie luata de proasta.  Cu toata masinaria lor agresiva de propaganda<strong>, Basescu va cistiga</strong>. Este absolut firesc acest lucru. Inevitabil.</p>

<description><![CDATA[El presidente de la Confederación Nacional Agraria-CNA, Antolín Huáscar, sostuvo en una entrevista a]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>El presidente de la Confederación Nacional Agraria-CNA, Antolín Huáscar, sostuvo en una entrevista al programa Dos por Dos de Radio San Borja, que la Ley de Recursos Hídrico es “para las grandes empresas, para las transnacionales que van a invertir a  nuestro país”, es por ello que fue aprobado por el Congreso sin haber consultado previamente a las organizaciones agrarias del país.</p>
<p>Asimismo el presidente de la CNA indico el carácter privatista de esta ley, que se refleja en el artículo 105, “en donde se dice que el Estado promoverá la participación de la inversión privada para infraestructura y mantenimiento”.</p>
<p>Razón por la que acogiéndose a la Ley de Iniciativa Legislativa, han elaborado junto a la Asociación Nacional de Fonavistas de los Pueblos del Perú (ANFPP) el “Proyecto de Ley que ordena la no privatización del agua, los recursos naturales y la derogatoria de un conjunto de decretos legislativos, que atentan contra el patrimonio de todos los peruanos”, con lo que se pretende derogar tres leyes entre las que se encuentra la Ley de Recursos Hídricos, además de 32 decretos legislativos “que vulneran los derechos de los pueblos indígenas y campesinos del país” señaló Antolín Huáscar.</p>
<p>Para ello, la CNA adquirió en junio pasado el Kit electoral para conseguir las firmas necesarias, habiéndose logrado reunir junto a los compañeros fonavistas, más de 56 mil firmas. Las mismas que han sido entregadas al Jurado Nacional de Elecciones, para que una vez verificadas este proyecto pase al Congreso.</p>
<p>Finalmente Antolín Huáscar sostuvo que con este proyecto esperan que el Congreso discuta e incluso haya una consulta previa a las organizaciones agrarias del país, ya que sostuvo “queremos una ley para todo el país, para todos los peruanos, no sólo para un sector”.</p>
