Neophytes mostly engaged in debating over whom the newly-elected President would name to be the nation&#8217;s first Chief Technology Officer. Grizzled Pentagon veterans and the more sober Silicon Valley types wondered instead who would get the nod as President Obama&#8217;s &#8220;Cyber Czar.&#8221;</strong></p>
<p><strong>The first group had their curiosity satisfied fairly early. A year later, however, the cyber position remains unfilled, even though there&#8217;s been enormous activity around the issue of cyber security: international incidents, the establishment of Cyber Command, inter-service rivalries and related budgetary maneuvers, a constant roster of Beltway conferences and task-forces&#8230;. Through it all, information-security and network-security professionals kept their heads glued to their screens, working. The work remains, the work of understanding the defensive and offensive realities of the global cyber environment.</strong></p>
<p><strong>Now there&#8217;s a definitive guide to that work. <p>During his campaign for reelection in 1996, the Internet-savvy President Bill Clinton used the slogan “Building a Bridge to the 21st Century.” It turns out that the bridge is a cyber bridge, and that malevolent actors can disrupt or destroy the bridge, its cyber traffic, and all who rely upon it. And although it is disturbingly clear that the bridge to the 21st century can be taken out, it is even more clear that we don’t always know by whom or why.</p>
<p>Jeffrey Carr’s Inside Cyber Warfare explores why that is so, who the actors are (and their motivations) and the likely future course of cyber warfare in all its manifestations.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>In 1960, when having milk delivered to your doorstep each morning was more common than it is now, the independent Kent Direct Action Group designed a small pink leaflet.  In the centre of the leaflet a cross was cut through the paper.  This enabled the leaflet to be slotted over a milk bottle, as shown in this photograph.</p>

<p>&#8216;Poisoned milk!&#8217; screamed the leaflet.  &#8216;Join CND&#8217;.  This alarming and innovative way of spreading the nuclear disarmament message was tried out in Nottingham.  The archives of the Direct Action Committee contain numerous copies of the leaflet.  One of these has been annotated with a green question mark next to the suggestion to &#8216;Join CND&#8217;.   Correspondence with the CND group in Nottingham reveals that they were less than pleased with this campaign tactic and the DAC had to dissociate itself from the Kent activists.</p>
<p>Until the Limited Test Ban Treaty of 1963, countries such as the United States, the Soviet Union, the United Kingdom and France carried out testing of nuclear weapons above ground.  This leaflet highlights widespread fears about the danger to public health of radioactive fallout from these tests passing into the food chain, and especially into the milk supply.</p>

<p>I don&#8217;t want to look like I&#8217;m gloating&#8230;.but I do feel lucky (punk).</p>

<p>My Elfster swap. For those of you who don&#8217;t know about this, the lovely Nicole of <a href="http://www.magic-maid.com/">Magic Maid</a> set up this fun secret santa swap earlier in the year. My poor Elf didn&#8217;t realise &#8211;  til the parcel was returned to her - that she isn&#8217;t allowed to post nail varnish outside of her country (let&#8217;s hope and pray other borders don&#8217;t cotton on to that one) so the parcel that was originally destined for me was returned.</p>
<p>But, unabashed, my Elf put together another package and sent me these lovely things instead. Chocolate, nail buffer, glitter, body wash, a Hello Kitty make-up bag, and lots and lots of nail art stickers. I can&#8217;t wait to try these out!! And also&#8230;my Elf remained anonymous in her note and package, so I don&#8217;t even know who to say thankyou to. Whoever you are (and I will find out!), THANKYOU! I love everything and am very grateful to the effort you went to!</p>
<p>Second up are the prizes that arrived this week from Nora of <a href="http://www.nailoftheweek.com/">Nail of the Week</a>. I was over the moon last week to learn that I&#8217;d won her giveaway. If you haven&#8217;t checked out her blog yet, you really should. Her photos are fabulous, her writing is informative, and she has a brilliant collection of nail varnishes. <p style="text-align:justify;">Se uma sociedade empresária está em débito com qualquer das Fazendas Públicas o meio de cobrança dos débitos fiscais é através de ação de execução fiscal, coagir o adquirente de peça isenta de tributo de importação à apresentação de Certidão Negativa de Débito, deixa de ser um incentivo fiscal e sim uma forma coercitiva de arrecadar e fiscalizar tributo.</p>
<p style="text-align:justify;"><strong>Entretanto, quem sou eu?</strong></p>

<h3 style="text-align:justify;">&#8220;EMPRESA DEVE APRESENTAR CND PARA LIBERAR PEÇAS DE AVIÃO IMPORTADAS COM ISENÇÃO FISCAL</h3>
<p style="text-align:justify;">A Primeira Turma do Superior Tribunal de Justiça (STJ) manteve decisão do Tribunal Regional Federal da 3ª Região que exigiu a apresentação da Certidão Negativa de Débitos (CND) para a liberação de peças de manutenção de aeronave importadas com isenção fiscal pela Pantanal Linhas Aéreas S/A. No caso, a inspetoria da Receita Federal do aeroporto de Viracopos, em Campinas (SP), exigiu a comprovação da quitação de tributos perante o INSS.</p>
<p style="text-align:justify;">A empresa aérea recorreu ao STJ para assegurar a liberação das peças alegando ter direito à importação das referidas mercadorias isentas de Imposto de Importação (II) e sobre Produtos Industrializados (IPI), independentemente da apresentação de CND para o desembaraço aduaneiro. No recurso, a empresa sustentou que a apreensão de mercadorias caracteriza adoção indevida de meios indiretos de cobrança de débito tributário e viola os princípios do livre exercício do trabalho e da livre iniciativa. Segundo a defesa, trata-se de isenção objetiva de beneficio legal e não de isenção condicionada à apresentação da CND.</p>
<p style="text-align:justify;">Para o relator, ministro Luiz Fux, a exigência da CND é pressuposto para a obtenção de benefício fiscal e desembaraço aduaneiro de mercadoria importada, pois a isenção legal do Imposto de Importação prevista no regramento da Lei n. 8.032/90 sofre condicionamentos especiais para sua concessão, nos termos das disposições trazidas pelas Leis n. 8.036/90, n. 8.212/91 e principalmente no artigo da n. 9.065/95: <strong>“A concessão ou reconhecimento de qualquer incentivo ou beneficio fiscal, relativo a tributos e contribuições administrados pela Secretaria da Receita Federal, fica condicionada à comprovação pelo contribuinte, pessoas físicas ou jurídicas, da quitação de tributos e contribuições sociais”. </strong></p>
<p style="text-align:justify;">Assim, pelo princípio da legalidade, a exigência da CND pela autoridade fiscal para comprovar a regularidade tributária e conceder beneficio, ainda que em detrimento do desembaraço aduaneiro, encontra amparo na Norma Geral Tributária, cujo sentido é privilegiar e conferir meios que possibilitem à administração fiscalizar e aplicar o regramento fiscal.</p>
<p style="text-align:justify;">Citando vários precedentes, o ministro ressaltou que a prova de regularidade fiscal é exigida dos interessados para habilitação em licitações, convênios, acordos e ajustes celebrados por órgãos e entidades da administração, bem como para a obtenção de favores creditícios, isenções, subsídios, auxílios, outorga ou concessão de serviços ou quaisquer outros benefícios a serem concedidos. Seu voto foi acompanhado por unanimidade.&#8221;</p>

<p>Barunica Catherine Ashton je ušla u povijest kao prvi šef jedinstvene evropske diplomacije, ali joj je ta povijest odlučila malčice zagorčati život još i prije formalnog stupanja na dužnost. Tako ju je prilikom rasprave u Evropskom parlamentu Neil Farage, njen sunarodnjak i zastupnik euroskeptične Stranke nezavisnosti Ujedinjenog Kraljevstva (UKIP) zbog članstva u Kampanji za nuklearno razoružanje (CND), organizaciji koju su za vrijeme hladnog rata, prema njegovim tvrdnjama, financirali Sovjeti kako bi potkopali svoje tadašnje zapadne suparnike. Farage tvrdi da je jednostavno nezamislivo kako bi na čelo najprestižnije i najutjecajnije političke funkcije u suvremenoj Evropi trebala stupiti osoba spremna surađivati s &#8220;neprijateljima evropske demokracije&#8221;. Optužbama UKIP se, inače, pridružila i Građanska demokratska stranka (ODS) iz Češke, čiji je najpoznatiji član euroskeptički raspoloženi predsjednik Vaclav Klaus.</p>
<p>Iako je CND preko svojih glasnogovornika odmah odbacila te optužbe, ustvrdivši kako je u pitanju recikliranje desničarske propagande iz 1970-ih i 1980-ih, članak u londonskom Timesu navodi da dokumenti koje je dostavila UKIP &#8220;postavljaju određena pitanja&#8221;.</p>
<p>Ashton, koja na mjesto evropske ministrice vanjskih poslova dolazi s mjesta evropske povjerenice za trgovinu, je bila članicom CND od 1977. godine te početkom 1980-ih služila kao blagajnica organizacije. Dokumenti navode kako je 1983. godine na čelu službene delegacije došla u Nizozemsku kako bi uspostavila suradnju s komunističkom organizacijom Zaustavite neutronsku bombu, odnosno kako je za vrijeme njenog mandata na račune CND-a došlo 176.197 funti &#8220;čije se podrijetlo nije moglo ustanoviti&#8221;. UKIP tvrdi da je vjerojatno kako su u pitanju donacije sovjetske vlade i KGB-a, a o čemu je još 1980-ih zapadnu javnost izvijestio sovjetski disident Vladimir Bukovski. Mnoge od njegovih optužbi su kasnije potvrđene kada su nakon pada SSSR-a zapadni povjesničari stekli uvid u tajne sovjetske arhive.</p>
<p>Nekadašnji suradnici Ashton je, pak, brane podsjećanjem na to kako su početkom 1980-ih anonimne donacije političkim i nevladinim organizacijama bile &#8220;normalna stvar&#8221;, odnosno kako je buduća evropska povjerenica pripadala umjerenoj frakciji CND-a koja nije htjela da Velika Britanija napusti NATO.</p>
<p>U svakom slučaju, ako se potvrdi da je u pitanju samo prljavi desničarski trik, to opet ne znači da novo evropsko vodstvo nije &#8211; posredno ili neposredno &#8211; povezano sa komunistima. Predsjedniku Hermanu van Rompuyu je tako neželjeni publicitet donijela njegova sestra Tine van Rompuy, koja pripada Radničkoj stranci Belgije (WPB), najvećoj komunističkoj partiji u Belgiji.</p>

<p><em>The Times</em> has learnt that concerns about her CND involvement are felt across countries from the former Iron Curtain now in the EU and that MEPs plan to question her about it when she appears before them for the hearing to confirm her in her post.</p>
<p>Nigel Farage, the UK Independence Party leader, raised the matter on the floor of the European Parliament yesterday, earning himself a reprimand for referring to Lady Ashton and Herman Van Rompuy, the new European President, as pygmies.<a href="http://www.discountmbt.com/">MBT </a> </p>
<p>Mr Farage added: “She was treasurer during a period when CND took very large donations and refused to reveal the sources. Will Baroness Ashton deny that while she was treasurer she took funds from organisations opposed to Western-style democracy? Are we really happy that somebody who will be in charge of our overseas security policy was an activist in an outfit like CND? I do not think she is a fit and proper person to do this job.”</p>
<p>Lady Ashton was not present but her spokesman said: “This was more than 25 years ago. She left the Campaign for Nuclear Disarmament in 1983 and has had no involvement in the organisation since then. During her time in the CND she never visited the Soviet Union, had no contact with the Soviet Union and has never accepted any money from Soviet sources. The first time she visited Russia was as EU Trade Commissioner.”</p>
<p>All the candidates for the next European Commission must undergo formal hearings at the European Parliament and the European People’s Party, the main centre-right group, has pledged to reject any who have promoted communism in the past. Lady Ashton has denied being a member of the Communist Party. <a href="http://www.discountmbt.com/Mbt-chapa-c-6.html">Mbt Chapa</a></p>
<p>She is due to have an informal meeting with the MEPs’ Foreign Affairs Committee on Wednesday and a formal hearing in January, although she starts her new job on Tuesday.</p>
<p>Krisjanis Karins, a centre-right Latvian MEP, said: “Some information has been published that she was involved in this Marxist movement. If this is the case it is disturbing. We are especially concerned how the High Representative for Foreign Affairs will conduct discussions with our eastern neighbour.”</p>
<p>Hynek Fajnon, an MEP for the Czech centre-right ODS party, told the newspaper DNES: “There is no doubt that the Kremlin supported CND activities. If Mrs Ashton as treasurer had played any role in that, it would be a great scandal.”</p>
<p>Kate Hudson, chairwoman of CND, said: “Supporters of nuclear weapons have made such allegations over the years, yet not once have they produced a shred of evidence to support them. In the 1980s Bruce Kent offered £100 to anyone who could prove CND had received money from Moscow — the cheque remains unclaimed.”</p>
<p>Ms Hudson added: &#8220;UKIP is merely re-hashing decades-old unsubstantiated allegations which have no basis in fact. UKIP cites figures for a year when hundreds of thousands of people joined some of the largest demonstrations Britain has ever seen, during the course of which countless unrecorded individuals would have made contributions of all sizes — quite the opposite of funds coming from the machinations of a foreign power. CND will be consulting lawyers regarding the allegations made by UKIP.&#8221;</p>

I would very much like to see it come into force,&#8221; she is on record as saying.</p>

<p style="text-align:left;">The UK Independence Party has written to Jose Manuel Barroso, the European Commission President, asking him to investigate whether Lady Ashton was party to payments allegedly made to CND from the Soviet regime in Moscow.</p>
<p style="text-align:left;">The letter, based on allegations made by Vladimir Bukovsky, a former Soviet dissident, claimed that it is “very likely” that CND received “unidentified income” from Moscow in the 1980s.</p>
<p style="text-align:left;">“CND was notoriously secretive about its sources of funding and did not submit its accounts to independent audit; however, after public pressure they were audited for the first time in 1982-1983,” Gerard Batten, a Ukip MEP, wrote.</p>
<p style="text-align:left;">“It was found that 38 per cent of their annual income (£176,197) could not be traced back to the original donors. The person responsible for this part of CND fund-raising, from anonymous donors. . . was a member of the Communist Party of Great Britain.”</p>

<p style="text-align:left;">Only allegations but the financial links between CND and the Communist Party of Great Britain still remain.  And not only that but CND had links with the Communist-linked Labour Party of Old.  Of course, the entire European Union is Government model is a replica of the old Soviet system, democracy only for the chosen, freedom is slavery, that sort of socialist utopia.</p>

<p style="text-align:left;">Lady Ashton’s office declined to discuss CND’s funding in detail. It said that she “left CND in 1983 and had no involvement after that”.</p>
<p style="text-align:left;">Her spokesman said: “Like many young people in the late 1970s, Catherine Ashton was involved in the big campaigns of the time.</p>
<p style="text-align:left;">&#8220;She never visited the Soviet Union, she had no contacts with the Soviet Union and she never accepted any money from Soviet sources. The first time she ever visited Russia was as trade commissioner. She has never been a member of the Communist Party.”</p>
<p style="text-align:left;">A CND spokesman described the Ukip claims as &#8220;decades-old unsubstantiated allegations&#8221;.</p>

<p style="text-align:left;">Even if Baroness Ashton didn&#8217;t know about it, she was in the Commie-infected, Marxist-loving, Labour party so is corrupt by association in my short-sighted (and very much pissed-off) mind.</p>

<p style="text-align:left;">Motives:  The European Economic Community has become the European Union run by unelected officials who have lied consistently and will continue to do so until the Empire is complete?  Or Soviet Dissidents like Vladimir Bukovsky who is from the USSR and has experienced first hand the horrors of Soviet Style Communism?</p>
<p style="text-align:left;">Then there is the plausibility of such events occurring.  It is highly likely that Soviet Russia would prefer a Nuke Free Britain.  It would serve their interests.  It is highly likely that the CND, through outside help, would take whatever help was offered in either the misguided hope that Peace would prevail or the perverted desire to see a Communist takeover.</p>
<p style="text-align:left;">I&#8217;ll take my chances with the dissident as the EU has told too many porkies.</p>
<p style="text-align:left;">Solution:  Treason needs to be re-instated as a hanging offence.  It will get rid of the corrupted and also employ over 20 million people, from the executioners to the undertaker, burger stands and programmes, live entertainment.  All Parties opposed to the Big Three, the Gov&#8217;t Cartel, the Three Stooges, Liblabcon, the Corruptibles, the liars, cheats and traitors, time to start spreading the message, NOT YOUR PARTY MESSAGE but by constantly reminding all and sundry of the nefarious activities of the State apparatus in the hands of the Crooked and Corrupted.</p>
<p style="text-align:left;">My only fear now is that our complete enslavement is not long away, for if the EU flexes it&#8217;s muscles now it has control over the whole of Europe, we shall not be allowed to leave peacefully.  What they will pull out of the hat is anyone&#8217;s guess but just like the Baroness, it will be for the Greater Good of Europe, or so they will tell us.</p>
<p style="text-align:left;">We are suffering the death of a thousand pricks and will soon be in the morgue, we need resuscitation fast for if we are to survive as a Nation.  We are constantly fed the fear of death by war, death by disease, death by CO2, and if we&#8217;re really naughty, no doubt the hairy runts&#8217; would bring out the scriptures and inform us of our impending doom from the four horsemen of the fucking apocalypse.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Da qualche tempo, c&#8217;è chi a Savona snobba le altre squadre del proprio girone, insistendo su una presunta nobiltà di rango biancoblù, nettamente superiore a quella delle altre compagini. Chi parla in questi termini, anche se lo fa per una passione che ha naturalmente una forte componente illogica, come tutte le grandi passioni, sbaglia di grosso e sotto diversi aspetti, snobbando, tra le altre, una società, come quella casalese, che ha nella sua storia un percorso, relativamente accidentato, ma sicuramente perlomeno all&#8217;altezza di quello del Savona, anzi forse, nei numeri, più importante.</p>
<p>Nella tabella che segue sono considerate e paragonate tutte le partecipazioni a campionati professionistici e non di Savona e Casale, fin dalla loro fondazione. Poiché il calcio italiano ha dato diverse denominazioni alle diverse divisioni, si è scelto di numerarle a seconda del loro livello piuttosto che con un nome specifico, considerando, d&#8217;altra parte, le vecchie serie C1 e C2 come fossero entrambe il terzo livello su piano nazionale:</p>

<p>- quanto al quinto dato, il Savona è stato in Promozione (dal 1953 al 1957), nella nuova Promozione (1988/1989) e in Eccellenza (dal 1998 al 2000), mentre il Casale è stato solo in Eccellenza (dal 1993 al 1996).</p>
<p>Emerge sostanzialmente che il Casale ha fatto, ben più del Savona, la storia del calcio. Che in alcuni momenti del suo percorso abbia vissuto momenti non esaltanti, è naturalmente comprensibile, ma per essere, come molti tifosi savonesi amano raccontarsi, un ameno borgo di poche anime, Casale ha dato allo sport italiano molto, anzi, in proporzione moltissimo.</p>
<p>Non a caso il suo <em>palmarès</em> è nutrito, ben più che quello savonese: ha vinto un campionato di serie A nel 1913-1914, superando in un difficile doppio confronto la Lazio e laureandosi campione d&#8217;Italia. Nell&#8217;anno precedente, era già arrivato secondo alle finali Nord (sostanzialmente una sorta di finalissima per il titolo, visto che le squadre del Sud partecipavano, al tempo, quasi solo per onore di firma). Ha poi ricevuto, durante la stagione 1969-1970, dalla F.I.G.C. la Stella d&#8217;oro al Merito Sportivo e infine, come successe anche al Savona nel 1991, ha vinto nel 1999 (quindi, piuttosto recentemente) la Coppa Italia Dilettanti.</p>
<p>Se, poi, prendiamo in considerazione solo gli anni del secondo dopoguerra, la situazione non sembra molto diversa: Casale e Savona condividono sostanzialmente lo stesso percorso, visti i numeri:</p>

<p>E&#8217; vero che il Casale nel dopoguerra è stato una sola volta in B contro le due savonesi, ma quanto a permanenza in C è stato molto più presente in C1, dove i biancoblù non hanno mai militato. Inoltre, nonostante la radiazione, il Casale è rimasto solo tre anni nella &#8220;quinta serie&#8221;, mentre il Savona vi ha passato sette stagioni.</p>
<p>Se vogliamo restringere ancora il campo agli ultimi vent&#8217;anni, la situazione pende ancora più dalla parte del Casale, a dimostrazione che la <em>nobiltà</em> dei Casalesi non è ristretta ai momenti del calcio epico degli anni Settanta:</p>

E per il Casale non è poco, se si considera che è proprio in questi anni che fallisce e riprende dall&#8217;Eccellenza.</p>
<p>Se consideriamo, poi, anche gli ultimi dieci anni, la situazione non cambia di molto:</p>

<p>Perfino in queste ultime stagioni, in effetti, lo <em>score</em> dei Casalesi è, seppure di poco, migliore, visto che non sono scesi sotto la serie D.</p>
<p>Insomma, forse il presente della squadra del Monferrato non è altisonante, ma non è che i tifosi savonesi possano millantare particolari meriti come nel presente, così nel passato. Casale arriverà a contare circa 36000 abitanti, ma nel calcio ha lasciato davvero la sua impronta indelebile.</p>

<p>Cremes bore me, though, so I added CND Effects Crimson Sparkle. The Effect is very apparent in real life, but I couldn&#8217;t seem to get a picture that really captured that very well.</p>

<p>The vessel, called &#8216;Astute&#8217;, is the first of a new class of attack subs set to be the biggest and most powerful in the fleet.</p>
<p>Defence Equipment and Support Minister Quentin Davies was upbeat about the launch.</p>
<p>&#8220;This is a significant milestone for Astute as she sails for the first time.&#8221; he said.</p>
<p>&#8220;Astute will now begin a set of sea trials ahead of her full acceptance with the Royal Navy next year.&#8221;</p>
<p>The MOD&#8217;s plan to build a total of seven astute class submarines have drawn criticism from campaigning groups.</p>
<p>John Ainsley, Scottish coordinator for the CND, says the whole program was running over budget.</p>
<p>&#8220;The four submarines that are finished and under construction now are already £1.2bn over budget&#8221; he said.</p>
<p>&#8220;Although they aren&#8217;t actually nuclear armed submarines this is of concern to us as it shows just how much money replacing Trident could potentially cost.&#8221;</p>
<p>The submarines are built by BAE systems.</p>
<p>Once trials are finished they will be able to circle the entire globe underwater and will never need to be refueled thanks to advanced nuclear technology.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>The two top jobs in Europe were decided last night, Cathy Ashton, the former commissioner was appointed as high representative on foreign affairs and security.  If you are wondering who Cathy Ashton is, don&#8217;t worry, so is half of Europe.  She was bought into replace Peter &#8220;mandy&#8221; Mandelson as commissioner for trade! She has never stood for elected office and she has just over a years experience in foreign diplomacy.</p>
<p>It is clear, that this decisions (along with the decision to appoint Herman van Rompuy, PM for Belgium as President of European Council) is the result of the Member States choosing to climb down from the Lisbon Treaty by choosing two individuals who will pose no challenge to Member States autonomy.</p>
<p>Let&#8217;s look on the bright side though.  She used to work for CND and she was the former minister for Human Rights in the UK.  Can we expect to see nuclear disarmament and human rights being pushed onto a world stage?</p>
<p> We will have to wait and see, but I suspect this means we can expect more of the same here in Brussels.</p>

<p>I used Color Club Naughtycal Navy and a bunch of Wet n Wilds &#8211; red, white, and black, and a ton of clear, cause I was going for a jelly effect.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:center;">The 31st of October saw a demonstration through Plymouth against the proposal to cut up old nuclear submarine reactors in the Devonport Dockyard.  It is sheer lunacy to attempt this experimental and highly dangerous work in such close proximity to the homes of some 250,00 people.  It is already bad enough that the Trident submarine are refitted and serviced here, without endangering the environment and the people of the city even further.  Despite the people of Plymouth being against such work, as found in previous consultations, the MOD is going ahead with yet another &#8216;consultation&#8217;, probably until it gets the answer it is looking for.  This demonstration showed that ordinary Plymouthians are not as pliant and gullible as the MOD and Babcock Marine seem to think.  DON&#8217;T DUMP ON OUR CITY! (or anyone elses for that matter.)</p>

<p>CONAKRY (Reuters) &#8211; Guinea&#8217;s mineral wealth will help it shrug off international sanctions imposed after a lethal crackdown on anti-government protesters, according to a top aide to junta leader Captain Moussa Dadis Camara.</p>
<p>The West African state, the world&#8217;s largest exporter of the aluminium ore bauxite, has faced isolation and punitive measures from African neighbours, the EU and ex-colonial power France since what witnesses said was the killing of over 150 protesters by security forces in the capital Conakry on September 28.</p>
<p>The sanctions include arms embargoes, travel bans on junta leaders and the freezing of their international bank accounts, but not trade measures. Camara is under pressure to step down and allow civilian rule &#8212; something he has so far resisted.</p>
<p>&#8220;Guinea has always run itself on its own funds,&#8221; Idrissa Cherif, newly appointed special adviser to Camara, told Reuters in an interview in a hotel suite in Conakry.</p>
<p>&#8220;It&#8217;s the army which must tell Captain Dadis to leave power, because it&#8217;s not you who put him there &#8230; Where is the means to tell the army to leave power? It&#8217;s practically impossible.&#8221;</p>
<p>As well as bauxite and alumina operations run by UC RUSAL and Compagnie des Bauxites de Guinee, the world&#8217;s biggest single shipper of the aluminium raw material, Guinea produces gold and is a potentially huge source of iron ore.</p>
<p>Analysts say the troubles may give new investors pause for thought before concluding contracts in Guinea, but believe that current players &#8212; including minerals firms Rio Tinto and AnglogoldAshanti &#8212; are likely to sit tight.</p>
<p>CHINESE &#8220;INTERESTED&#8221;</p>
<p>Guinea&#8217;s trade minister was quoted last month as saying the country was in talks with a group called the China Investment Fund for a $7 billion mining deal, a move that could boost the regime&#8217;s finances and weaken the West&#8217;s leverage.</p>
<p>However the Chinese government has said it is not involved in any such investment and there has been no confirmation of the talks by the Hong Kong-based fund itself.</p>
<p>Cherif did not confirm any deal, saying only: &#8220;The Chinese are very, very interested.&#8221;</p>
<p>Camara took power in a coup after the death last December of then President Lansana Conte. Initial hopes he would tackle the corruption of the Conte era turned to mistrust after he delayed an election due this year and refused to rule out running in the poll, now scheduled for January 31.</p>
<p>But appetite among Guineans for taking on Camara&#8217;s National Council for Democracy and Development (CNDD) appears to have been diminished by the September 28 killings, with few interviewed in Conakry in recent days ready for new protests.</p>
<p>Talks between a broad range of Guinean opposition parties and the CNDD under the mediation of Blaise Compaore, president of Burkina Faso, started earlier this month but there has been no sign yet of how a compromise could be achieved.</p>
<p>There have been indications of rifts within Camara&#8217;s junta, including a dispute that broke out at his headquarters last month after one military leader sought to have another officer arrested for his part in the killings.</p>
<p>But Cherif rejected suggestions that Camara is vulnerable to a counter-coup and said he would be able to put down any attempt to dislodge him.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>OK, I had a big long post planned about how CND Effects might be the solution to my recent problems with getting bored with my nailpolish because I have no time to do my nails lately, and how layering most normal glitter topcoats just looks stupid, but then I realized&#8230;there, I just said it, so let&#8217;s get on with the pictures!</p>
<p>OK no, I can&#8217;t do it. I&#8217;ve got to ramble for just a bit first.</p>
<p>So yeah, everyone knows by now what the CND Color Effects line is: CND (Creative, the same people who make Solar Oil and Cuticle Eraser) rehauled their whole polish line and came out with 50 (creme) polishes and 15 effects to use for layering. The idea is to create an entire &#8220;polish wardrobe&#8221; with these 65 polishes. An interesting approach, really, though I&#8217;m entirely not interested in the cremes. They&#8217;re also quite pricy at $9 for the cremes and $11 for the Effects. Too pricy for me, in fact, but of course that&#8217;s retail. I paid half that at <a href="http://www.transdesign.com">Transdesign</a>.</p>
<p>I had assumed that there was a shimmer, a pearl, and a sparkle in each color family, but that&#8217;s not at all the case. Apparently there are only 15 Effects, which seems odd to me but also good, because 15? I can and will totally do, considering how much I like the ones I have so far. This is what the Effects are:</p>

<p>Lots of people have done posts on the CND Effects, and I always find it difficult to see much of a difference, and it&#8217;s always all confusing which Effect is which. I now understand why: there really isn&#8217;t that much of a difference between most of them, and these are impossible to take accurate pictures of. <img src='http://s.wordpress.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' />  So choosing which Effects to purchase was kind of a crapshoot, but I thought that I would like the sparkles best and the pearls least and bought accordingly.</p>
<p>So, the bottles first:</p>

<p style="text-align:left;">The polishes in the bottles all basically look the same. I had expected that in the bottles you&#8217;d be able to see at least a hint of color, but nope!</p>

<p>I swatched all of them on a wheel, each Effect on NYC Black, then Wet n Wild Red, then Wet n Wild White. I couldn&#8217;t get the Effects to show up very well on my camera, especially over white, but they&#8217;re all pretty obvious in person. <img src='http://s.wordpress.com/wp-includes/images/smilies/icon_sad.gif' alt=':(' class='wp-smiley' /> </p>

<p style="text-align:left;">2) The Sparkles may look gritty and rough and glittery, but they&#8217;re really not, at all. It doesn&#8217;t even really seem to be actual glitter.</p>
<p style="text-align:left;">3) I don&#8217;t actually have another, but I&#8217;m extremely happy with my purchases.</p>
<p style="text-align:left;">4) Oh, I thought of another! One coat. I wouldn&#8217;t even consider doing more.</p>
<p style="text-align:left;">5) And just one more thought. These don&#8217;t work so well on lighter colors, or even really on anything that can&#8217;t be classified as &#8220;dark,&#8221; in my opinion. I&#8217;d love to see CND next come up with some more dramatic Effects that would actually show up on lighter colors. Also: SILVER.</p>
