<p>The Calcasieu Parish Sheriff’s Office says another old case has been solved through DNA testing by the recently certified Southwest Louisiana Crime Lab. </p>
<p>    Last week, Catlin C. Richard, 21, of Sulphur, was arrested for a June 2005 burglary in Moss Bluff. He was charged with burglary, theft and criminal property damage. </p>
<p>    Judge Kent Savoie set his bond at $51,000. </p>
<p>    Officials in 2005 collected samples of blood from several rooms in the burglarized house and determined the burglar had cut himself when he broke a window to get inside, authorities said. </p>
<p>    Sheriff Tony Mancuso said last week that state and FBI crime labs give priority to violent crime cases, leaving samples from other cases to languish on long waiting lists. </p>
<p>    The area lab was certified to be a part of the Combined DNA Index System, or CODIS, two months ago. </p>
<p>    On July 31, the 2005 samples were matched to Richard, and he was charged Aug. 13. At the time, he was being held in the Calcasieu Correctional Center on other charges. </p>
<p>    The Southwest Louisiana Crime Lab reportedly has 50 to 60 backlogged crime scene samples to input and analyze. </p>
<p>    When a sample is matched to a person in the database, it has to be rerun within 30 days by another analyst to confirm the match, said Cmdr. Matt Viator. </p>
<p>    Viator said that before the area lab was nationally certified, officers here had to contract with other CODIS-certified labs if they needed a national search. </p>
<p>    Samples that are backlogged in state and federal labs can be recalled by local law enforcement agencies to be submitted to the area lab. </p>
<p>    CODIS is funded by the FBI and was created as a searchable national database for local DNA labs. </p>
<p>    In addition to this latest case, CODIS hits have led to arrests for 13 other crimes: two burglaries and four rapes for the Calcasieu Sheriff’s Office; one rape and five burglaries for Lake Charles police; and one burglary for the Cameron Parish Sheriff’s Office. </p>

<p>The accreditation of the Southwest Louisiana Crime Lab has led to arrests in a 14-year-old rape case and a dozen other crimes, Calcasieu Sheriff Tony Mancuso said at a Tuesday news conference. </p>
<p>    The rape, which happened in September 1994, has been connected to Jonathan J. Frank, 34. He has been charged with aggravated rape in a case in which the victim was raped at knifepoint and severely beaten, resulting in a broken nose. </p>
<p>    Mancuso recounted some of Frank’s “lengthy” criminal history, which goes back to 1993 and includes charges of possession of stolen property, armed robbery, aggravated kidnapping, burglary, felony battery and theft. </p>
<p>    “This is a person that needs to be off the streets,” Mancuso said. </p>
<p>    Another major case in which DNA evidence was used to bring closure is the March 2009 slaying of Darrell Shaub, whose body was found behind a DeQuincy motel, he said. </p>
<p>    Mancuso said John Dickerson, 29, was charged with second-degree murder in the case when his DNA was found on Shaub’s clothes and in his truck. </p>
<p>    Mancuso said the four-year process of becoming compliant with the Combined DNA Index System, or CODIS, was funded by a grant sponsored by U.S. Sen. David Vitter, R-La., and the half-cent tax passed two years ago. </p>
<p>    “In many cases, unless it’s a murder case, it can take two, three, four years to get DNA (results) back from the FBI or state crime lab, which is unacceptable for the victims,” Mancuso said. </p>
<p>    The sheriff said the lab opened in 2005 and hired a second DNA analyst two years later, fulfilling the last requirements for accreditation. </p>
<p>    CODIS allows DNA processed locally to become a part of a national database of samples. </p>
<p>    Mancuso said analysts began entering information into the system two months ago and have since connected suspects to 13 crimes and have two pending cases. </p>
<p>    Other cases affected by the crime lab’s work include two burglaries, four rapes and two pending cases for the Calcasieu Sheriff’s Office; one rape and five burglaries for Lake Charles police; and one burglary for the Cameron Parish Sheriff’s Office. </p>
<p>    In December 2003, Vitter, as a member of a House Appropriations Subcommittee, secured $1 million to be split among the state’s five regional crime labs to buy equipment. </p>

Em sua substituição, a Autoridade Nacional de Protecção Civil nomeou no dia 26 de Junho José Maria Lopes Ribeiro, que vinha desempenhando funções de segundo comandante distrital.</p>
<p>Fonte ligada ao processo referiu ao nosso jornal que sobre o ex-CODIS recaem, entre outras suspeitas, o desvio de fundos dos bombeiros para proveito próprio e falsificação de documentos constantes no curriculum.</p>
<p>Contacto ontem pelo CM, Jorge Rodrigues garantiu que as acusações &#8220;não correspondem à verdade&#8221; e que não foi alvo de qualquer suspensão ou processo disciplinar.</p>
<p>&#8220;Eu é que me demiti. Já tenho 22 anos de bombeiro e estava a ficar um pouco cansado disto&#8221;, referiu.</p>

<p style="text-align:justify;">Daí, quem assistiu ao Jornal Nacional na Globo hoje deve ter visto a notícia de que agora o CODIS também fará partedas ferramentas da PF na investigação de crimes através de material genético!</p>

<p style="text-align:justify;">Perceba o entusiasmo da criatura.</p>
<p style="text-align:justify;">Começou com um telefonema de uma antiga funcionária do meu odichan, que agora trabalha numa empreiteira e pediu pra pesquisar a tal certidão para a empresa. Uma busca simples no Google levou a este endereço: <a href="http://www2.ssp.sp.gov.br/atestado/" target="_blank">http://www2.ssp.sp.gov.br/atestado/</a>. Lá, um formulário pede os seguintes dados:</p>
<p style="text-align:justify;">. Nome [como está no RG];<br />
. Número do RG;<br />
. Data da expedição;<br />
. Sexo;<br />
. Data de nascimento;<br />
. Nome do pai;<br />
. Nome da mãe.</p>
<p style="text-align:justify;">Daí é só clicar no botão e *puf!*, sai prontinho pra imprimir na tela. Claro que tem umas pegadinhas, a saber:</p>

<p style="text-align:justify;">. Tem que desativar o bloqueador de pop-up do navegador;<br />
. Este endereço só vale para RG emitido no Estado de São Paulo;<br />
. Só vale para RG que tem o dígito de controle [aquele dígito depois do número + traço].</p>
<p style="text-align:justify;">Por causa deste último detalhe não consegui pesquisar os meus antecedentes na Polícia Civil, meu RG tem 26 anos e é anterior à implantação do dígito. Para corrigir essa situação teria que tirar uma segunda via no Poupatempo ou na Delegacia da P. Civil &#8211; no meu caso a Delegacia [uma rua pra trás de casa] é mais viável do que o Poupatempo [em Maríia], mas não vou me dar o trabalho por enquanto. Prefiro esperar o <a href="http://revistaepoca.globo.com/Revista/Epoca/0,,EMI25334-15201,00-NOVO+CARTAO+DE+IDENTIDADE+TERA+TUDO+SOBRE+VOCE.html" target="_blank">RIC &#8211; Registro Único de Identidade Civl</a>, ex-CU &#8211; Cadastro Único.</p>

<p style="text-align:justify;">Na notícia sobre o RIC mencionaram um sistema muito conhecido do brasileiro, mesmo de quem não tem muito [ou nenhum] contato com a polícia, mas que assiste às séries policiais como CSI: é o AFIS &#8211; Automated Fingerprint Identification System. Desde 2006 o sistema está implementado nas Delegacias da Polícia Federal do país, com delegados certificados para coletar e processar digitais, assinatura digital e foto com mapeamento biométrico.</p>
<p style="text-align:justify;">Segundo minha fonte, a Polícia Civil de Brasília também já usa mesmo o AFIS que os norte-americanos, apenas com a base de dados brasileira. O CODIS [Combined DNA Index System] norte-americano não foi comprado, mas serve de base para a padronização de exames de DNA em perícia criminal da Rede Nacional de Genética Forense. Eu só esqueci de perguntar pra ele sobre o IBIS [Integrated Ballistics Identification System].</p>
<p style="text-align:justify;"><strong>Atualização</strong><br />
O sistema de base de dados balístico não está implementado porque pretendia-se expurgar as armas de fogo do país. Com a opção pelo NÃO no plebiscito, agora têm que correr atrás &#8211; e aí entra outro fator na questão: definir qual instituição será responsável pelo controle dos registros. [Senquis, Fonte!]</p>

<p style="text-align:justify;"><strong>Passaporte</strong></p>
<p style="text-align:justify;">A mesma fonte passou uma dica muito legal. Eu perguntei se podia solicitar <a href="http://www.diariodemarilia.com.br/Noticias/67308/PF-entrega-primeiros-passaportes-no-novo-modelo">passaporte</a> com RG sem o dígito de controle e a resposta foi que o problema nem é o dígito, e sim a data da emisssão do documento. Por padrões internacionais, não deve ser superior a cinco anos. Até dá pra apresentar um mais velho do que 5 anos, mas terá de ser liberado pelo gestor da Delegacia da PF.</p>
<p style="text-align:justify;">Como eu não cometi nenhum crime e não pretendo sair fugida do país tão cedo [o que seria um contrassenso porque aqui é o paraíso dos fugitivos, afinal], posso esperar sair o RIC pra então pedir um passaporte.</p>

<p style="text-align:justify;">Seu  RG tem o dígito de controle? Você sabe para que serve? A idéia vem sendo usada em Portugal ó *pléc pléc* faz tempo e rendeu até um livro, <a href="http://batatatransgenica.wordpress.com/2004/04/05/o-misterio-do-bilhete-de-identidade/" target="_blank">O Mistério do Bilhete de Identidade</a> de Jorge Buescu. A diferença é que aqui não teve um burocrata que pensou que o dígito X era politicamente incorreto e o trocou por 0, colocando tudo por terra. O X substitui o 10.</p>
<p style="text-align:justify;">O objetivo do dígito de controle ou de verificação é criar um cálculo matemático que impeça a digitação errada ou a inversão de números na digitação.</p>

<p style="text-align:justify;">No caso do nosso RG, o cálculo do dígito de controle começa com a soma do produto do último algarismo por 9 com o produto do penúltimo por 8 e assim sucessivamente até o primeiro algarismo. Para descobrir o dígito de controle do seu RG, basta procurar um número entre 0 e 10 que, multiplicado por 100 e acrescido à soma feita inicialmente, dará resto 0 na divisão por 11. ]<a href="http://www1.folha.uol.com.br/folha/educacao/ult305u6824.shtml" target="_blank">Folha</a>]</p>

<p style="text-align:justify;">Bom, eu fiquei meio confusa, então precisei desenhar. Peguei um RG com dígito nº 40.146.582-2 e fiz o teste. Assim:</p>

7 x <strong>5</strong> = 35<br />
6 x <strong>6</strong> = 36<br />
5 x <strong>4</strong> = 20<br />

1 x <strong>0</strong> =  0</p>
<p style="text-align:justify;">Soma = 185</p>
<p style="text-align:justify;">(Digito 2 x 100) + Soma = 385</p>
<p style="text-align:justify;">Total dividido por 11 = 35, resto zero.</p>
<p style="text-align:justify;">Fiz uma planilha burra no Excel para testar outros RGs que eu tinha numa tabela. Adicionei o meu e, por meio de tentativa e erro [ou seja, inserir um número de 0 a 10 e ver qual resulta numa divisão por 11 com resto 0], descobri que o meu dígito de controle será 6.</p>

<p>I started an online course last night entitled &#8220;What Every Law Enforcement Officer Should Know About DNA Evidence&#8221;. I found it by mistake but am thrilled to be learning more about the topic. Although, I&#8217;m not in law enforcement, it&#8217;s pretty straight forward and easy to grasp. I started it last night and finished it within the hour. They also provide booklets and publications like &#8220;Identifying Victims Using DNA: A Guide for Families&#8221;</p>
<p>The National Institute of Justice (NIJ) is the research, development and evaluation agency of the U.S. Department of Justice. The agency is committed to exploring crime control and justice issues. An area of focus is &#8220;DNA technology&#8221; which has increasingly become a vital tool in the criminal justice system. In order to increase and improve the use of this technology, the President announced a 5 year, billion dollar initiative, (President&#8217;s DNA Initiative), which promotes &#8220;Advancing Justice through DNA Technology&#8221;.</p>
<p><span class="subTitle">The <a href="http://www.dna.gov/">President&#8217;s DNA Initiative </a>targets specific goals:</span></p>
<ul>
<li>To eliminate the current testing backlog of  DNA samples</li>
<li>Improve DNA laboratories&#8217; testing capacities</li>
<li>Research and Development of DNA technologies</li>
<li>Training and Assistance for criminal justice professionals</li>
<li>Provide access to post conviction DNA testing</li>
<li>The use of DNA for missing persons cases and identifying human remains</li>
<li>Protect the innocent</li>
</ul>
<p>The UNT, Center for Human Identification (UNTCHI), with support by the National Institute of Justice (NIJ), has become a recognized national center providing scientific and technical support to law enforcement agencies, medical examiners, and crime labs throughout the country.</p>
<p>UNTCHI in collaboration with law enforcement offers families with missing loved ones the opportunity to submit reference samples for DNA testing. The lab is one of only a few facilities that integrates nuclear and mitochondrial DNA (mtDNA) for analyses. Once DNA profiles are obtained, they are directly entered into the FBI&#8217;s Combined DNA Index System plus Mito (CODIS+mito) database.</p>
<p>In addition to testing family and direct reference samples, the DNA lab works in collaboration with the Laboratory of Forensic Anthropology in Denton, Texas to help identify the remains of victims. DNA profiles obtained from remains are also entered into the CODIS+mito database.</p>
<p class="subTitle">Information for Relatives of Missing Persons,<br />
Coroners, Medical Examiners &#38; Law Enforcement Agencies</p>
<p><img style="margin-right:10px;" src="http://www.hsc.unt.edu/departments/pathology_anatomy/dna/images/Info.jpg" alt="University of North Texas Center for Human Identification" align="left" /> UNTCHI personnel will work with medical examiners, coroners’ offices, the National Center for Missing and Exploited Children, the National Center for Missing Adults, and law enforcement agencies throughout the United States with the submission, collection, and analyses of Missing Persons samples.</p>
<p>A missing person report should be filed with the Law Enforcement Agency having jurisdiction where the individual was last seen or last resided. The Law Enforcement Agency will determine if the missing person meets a “High Risk” criteria. The agency may ask the family to submit personal articles belonging to the missing person (Direct Reference Sample, DRS); in addition, they may need to collect Family Reference Samples (FRS). The collection and submission of FRS can only be collected and submitted by the Law Enforcement Agency. Family reference collection kits (swabs) and the required paperwork are provided by the UNTSCHI. The collection kits and testing are provided <span class="red">free of charge</span>.</p>
<p>After analysis, the profiles will be entered into the FBI’s Combined DNA Index System and uploaded to the FBI’s National Missing Persons DNA Database.</p>
<p>Correspondence is mediated through the Law Enforcement Agency. If a match occurs, the Law Enforcement Agency will notify the family.</p>
<p>Law Enforcement Agencies, Medical Examiners, and Coroners may need to submit Unidentified Human Remains, (UHR). Identifying remains through DNA can be a lengthy process. There may be cases where there is no usable DNA or not enough relatives available for testing; however, our professional staff will pursue every avenue to obtain a profile.</p>

<p>DNA evidence is playing a larger role than ever before in criminal cases throughout the country, both to convict the guilty and to exonerate those wrongly accused or convicted. This increased role places greater importance on the ability of victim service providers to understand the potential significance of DNA evidence in their clients&#8217; cases.</p>
<p>DNA, or deoxyribonucleic acid, is the building block for the human body; virtually every cell contains DNA. The DNA in people&#8217;s blood is the same as the DNA in their saliva, skin tissue, hair, and bone. Importantly, DNA does not change throughout a person&#8217;s life.<br />
The Value of DNA Evidence</p>
<p>DNA is a powerful investigative tool because, with the exception of identical twins, no two people have the same DNA. Therefore, DNA evidence collected from a crime scene can be linked to a suspect or can eliminate a suspect from suspicion. During a sexual assault, for example, biological evidence such as hair, skin cells, semen, or blood can be left on the victim&#8217;s body or other parts of the crime scene. Properly collected DNA can be compared with known samples to place a suspect at the scene of the crime. In addition, if no suspect exists, a DNA profile from crime scene evidence can be entered into the FBI&#8217;s Combined DNA Index System (CODIS) to identify a suspect anywhere in the United States or to link serial crimes to each other.</p>
<p>The effective use of DNA as evidence may also require the collection and analysis of elimination samples to determine the exact source of the DNA. Elimination samples may be taken from anyone who had lawful access to the crime scene and may have left biological material. When investigating a rape case, for example, it may be necessary to obtain an elimination sample from everyone who had consensual intercourse with the victim within 72 hours of the alleged assault to account for all of the DNA found on the victim or at the crime scene. Comparing DNA profiles from the evidence with elimination samples may help clarify the results.</p>
<p>Using CODIS To Solve Crime</p>
<p>CODIS uses two indexes to generate investigative leads in crimes that contain biological evidence. The forensic index contains DNA profiles from biological evidence left at crime scenes, and the offender index contains DNA profiles of individuals convicted of violent crime. Each State in the Nation has a DNA database law that defines which convicted offenders must have their profiles entered into CODIS; some States even require that DNA profiles from all felons be entered into the database. CODIS enables Federal, State, and local forensic crime laboratories to work together—between jurisdictions and across State lines—to solve crimes.</p>

<p>Per a aquests pensadors la personalitat (del lector i escriptor)  pren la forma d&#8217;una xarxa descentrada, amb codis que, a un altre nivell, novament pot servir de node en una altra xarxa sense centre.</p>

Proposa la no distinció entre allò intern i allò extern d&#8217;un text en concret. Element que connecta amb els enllaços interns i externs (citacions, diccionaris&#8230;.) que possibilita l&#8217;hipertext. Com recull a La Dissemination, 1967 &#8220;Escriure ha de tornar a ser allò que <em>mai hagués hagut de deixar de ser</em>: un accessori, un accident, un excés&#8221;.</p>
<p>Derrida reclama també d&#8217;incloure elements visuals en l&#8217;escriptura per tal de superar les limitacions de la linealiat, una escriptura pictogràfica per tal d&#8217;escapar del &#8220;logocentrisme&#8221;, possibilitat que incorporarà l&#8217;hipertext, incloent multimitjans i les possibles alteracions gràfiques i textuals per part del lector. Un exemple de la traducció del llibre imprès a aquestes possibilitats el trobem en el llibre d&#8217;artista digital de <a title="enllaç llibre dreamngmethods" href="http://www.dreamingmethods.com/inside/" target="_blank">dreamingmethods</a>.</p>

A <em>S/Z</em> (1970) Barthes posa de manifest el seu intent d&#8217;anar més enllà de la impremta, concep el text com una galàxia de significants, no té principi però sí diverses vies d&#8217;accés.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p><a href="http://www.wired.com/science/discoveries/news/2007/10/dnaprint?currentPage=all">This is an amazing story</a> about how the FBI and other law enforcement agencies spent months looking for a white rape-murder suspect in Baton Rouge, Louisiana until DNA evidence conclusively established that the killer had black ancestry. The real killer was found months later. Five women were raped and killed during the wild goose chase for the imaginary white suspect. Discredited folk wisdom that <a href="http://www.americanchronicle.com/articles/viewArticle.asp?articleID=18440">inter-racial rape is rare</a> and that <a href="http://majorityrights.com/index.php/weblog/comments/serial_killer_white_out/">most serial killers are white</a> undoubtedly contributed to this fiasco.</p>
<p>One disturbing example of willful blindness emerged in the article. The original nationwide DNA testing and database system used by law enforcement deliberately did not track ethnic information, even though such information is obviously very useful for law enforcement to clear suspects and also to keep their focus on whoever the real offender is. After years of being told that &#8220;race is a social construct,&#8221; even police and administrators forgot something most people learn in ninth grade biology:  that our skin color, appearance, and ancestry all correlates strongly with identifiable genetic markers. The article reports:</p>
<blockquote><p>Tony Frudakis first heard about the Baton Rouge serial killer just like everyone else outside of Louisiana &#8212; on cable news. As months went by, the body count climbed, Frudakis followed the case, thinking &#8220;why on earth can&#8217;t they catch this guy?&#8221;</p>
<p>Several years earlier, Frudakis&#8217; father was shot when he confronted a would-be car thief in the driveway of his Long Beach, California, home. The thief escaped but dropped his driver&#8217;s license at the scene and was apprehended quickly. The serial killer had also left behind his identification in his DNA but, unlike a driver&#8217;s license, his genetic ID revealed nothing about his physical characteristics &#8212; or at least it revealed nothing the police could use.</p>
<p>The DNA forensic products available at the time could only be used to match DNA specimens in the CODIS, or Combined DNA Index System, database which contains about 5 million DNA profiles. If investigators have a crime scene sample but no suspect, they run it against those in the database to see if it matches a sample already on file.</p>
<p>But while CODIS is good at linking the criminals who are already catalogued from other crimes, the system is useless in identifying physical characteristics. It says nothing about race. It has been specifically set up to reveal no racial information whatsoever, in part so that the test would be consistently accurate irrespective of race.</p>
<p>But non-scientific considerations also factored into how the system was established. When the national DNA Advisory Board selected the gene markers, or DNA sequences which have a known location on a chromosome, for CODIS, they deliberately chose not to include markers associated with ancestral geographic origins to avoid any political maelstrom.</p></blockquote>
<p>We&#8217;ve overcompensated, moving from a time when law enforcement often employed <a href="http://www.law.umkc.edu/faculty/projects/FTrials/scottsboro/scottsb.htm">crude stereotypes against minorities</a> to one where verifiable negative facts about minorities are ignored and suppressed, even when they will aid in the discovery of active serial killers.  Oh well, as the SDS, Lenin, and the other authors of political correctness said so often:  &#8220;you can&#8217;t make an omelet without breaking a few eggs.&#8221;</p>
