<span style="font-weight:normal;">With this RFA, NIFA announces the availability of funding and requests applications for the New Era Rural Technology Competitive Grants Program (RTP) for fiscal year (FY) 2010. RTP grants are for technology development, applied research, and/or training to develop an agriculture-based renewable energy workforce to serve rural communities. Awards will stimulate and enable community colleges and advanced technological centers located in rural areas (Note: see definitions of these terms in Part VIII, E. of the RFA to ensure eligibility) to provide technology development, applied research, and/or training necessary to produce graduates capable of strengthening the Nation’s technical, scientific and professional workforce in the fields of bioenergy, pulp and paper manufacturing, and agriculture-based renewable energy resources. </span></strong></p>

<title><![CDATA[California College Lacrosse: Notre Dame De Namur Announces 2010 Schedule Which Includes 11 NCAA Div. II Games]]></title>

<p>The Notre Dame de Namur lacrosse team and Head Coach Stephen Dini have announced their schedule for the upcoming 2010 season. </p>
<p>The Argos’ schedule features 14 games, including eleven Division II contests.  In addition to home and homes with Grand Canyon and Dominican, NDNU will also make a pair of trips across the country to play in seven D2 games.  Also on the schedule is California rival Whittier College and home games against Colorado College and Cal Poly San Luis Obispo.</p>
<p>The first trip will begin on March 6th with NDNU heading to North Carolina and Florida to take on Queens University, Saint Leo, Wingate and St. Andrews.  The Argonauts have faced all four schools in the past with much success.  NDNU is 3-0 all-time against St. Andrews, including a 16-7 victory in 2008.  The Argonauts have also toppled Queens College and Saint Leo in their only meetings and split a pair of contests with Wingate.</p>
<p>After returning home for three games, the Argonauts close out the season with a road game against Whittier and a three game road trip to the Pittsburg area.  On April 17th, NDNU will travel down to Whittier to face the Poets for the fifth straight season.  The Argonauts lead the all-time matchup 5-1 with three games being decided by one goal.  Five days later, NDNU will face Wheeling Jesuit in West Virginia before heading to Erie, Pennsylvania to face powerhouse Mercyhurst.  Finally, the Argos will close out their season with a game against Seton Hill.  NDNU has made this trip twice before and are 2-0 against both Wheeling Jesuit and Seton Hill while they have fallen short both times at Mercyhurst. </p>
<p>The Argonauts home schedule starts on February 12th against Colorado College, a Division III school located in Colorado Springs.  The meeting will be the first between the two schools.  At the end of March, NDNU returns home to face Grand Canyon for their second meeting of the season.  The Argos are 4-0 all-time against the Antelopes with a pair of wins coming last year.  After a home contest against Cal Poly SLO, NDNU will host their final home game of the season against Dominican University.  The Argos will look to remain unbeaten all-time against the Penguins as they currently lead the head-to-head battle 5-0.</p>
<p>“I am very excited about the schedule we have put together for this season.” Coach Dini said.  “We have our biggest varsity schedule ever with 11 games against Division II competition and two more against D3 programs.  I think this will be a big stepping stone for the future of our program.”</p>

<strong>The Skinny:</strong> Lost plenty of leadership from last year’s NCAA Championship squad, but everybody said the same thing after ’08. With Cody Jamieson, Stephen Keogh, Joel White and some talented newcomers, ’Cuse has a shot at the three-peat.</p>
<h5>3 &#8211; Virginia</h5>
<p><strong>2009 Record:</strong> 15-3<br />
<strong>2009 GPG:</strong> 13.00<br />
<strong>2009 GAA:</strong> 8.56<br />
<strong>The Skinny:</strong> If championships are won at the midfield, the Cavaliers are in good shape, since they return Shamel Bratton and Brian Carroll to lead the most talented and experienced group in the country. The ’Hoos have question marks at attack and in net.</p>
<h5>4 &#8211; North Carolina</h5>
<p><strong>2009 Record:</strong> 12-6<br />
<strong>2009 GPG:</strong> 12.50<br />
<strong>2009 GAA:</strong> 9.06<br />
<strong>The Skinny:</strong> The first year under alum Joe Breschi was an unqualified success, with an NCAA Quarterfinals appearance and a bumper recruiting season. How will his sophomore year go with Billy Bitter and Co. in a loaded ACC?</p>
<h5>5 &#8211; Cornell</h5>
<p><strong>2009 Record:</strong> 13-4<br />
<strong>2009 GPG:</strong> 12.18<br />
<strong>2009 GAA:</strong> 8.41<br />
<strong>The Skinny:</strong> The Big Red’s run fell agonizingly short last year, and though they graduated some significant talent, coach Jeff Tambroni has a knack for reloading. Rob Pannell and Ryan Hurley are good building blocks at attack.</p>
<h5>6 &#8211; Johns Hopkins</h5>
<p><strong>2009 Record:</strong> 10-5<br />
<strong>2009 GPG:</strong> 11.53<br />
<strong>2009 GAA:</strong> 10.33<br />
<strong>The Skinny:</strong> For 38 straight years, the Blue Jays have made the NCAA Tournament, but a near-upset by Brown in the first round and rout at the hands of Virginia in the ’09 Quarterfinals were a step back for a squad that made the Final Four six of the previous seven years and won two titles.</p>
<h5>7 &#8211; Maryland</h5>
<p><strong>2009 Record:</strong> 10-7<br />
<strong>2009 GPG:</strong> 10.00<br />
<strong>2009 GAA:</strong> 7.71<br />
<strong>The Skinny:</strong> The Terps lost a lot at midfield, but return nearly all of their attack and defense. With size all over the field, they’ll resemble Maryland teams of old as they look to silence the doubters in a high-pressure year.</p>
<h5>8 &#8211; Princeton</h5>
<p><strong>2009 Record:</strong> 13-3<br />
<strong>2009 GPG:</strong> 11.10<br />
<strong>2009 GAA:</strong> 7.60<br />
<strong>The Skinny:</strong> Season One of the Chris Bates era begins in New Jersey, but Bill Tierney left a pretty full cupboard when he exited for Denver. Young stars Jack McBride, Chad Wiedmaier and Tyler Fiorito have the Tigers looking at another NCAA run.</p>
<h5>9 &#8211; Notre Dame</h5>
<p><strong>2009 Record:</strong> 15-1<br />
<strong>2009 GPG:</strong> 11.00<br />
<strong>2009 GAA:</strong> 6.19<br />
<strong>The Skinny:</strong> The Fighting Irish led the nation in defense last year and the word from South Bend is this year’s group may be better. Middie Grant Krebs leads an offense that has to adjust to life without Ryan Hoff.</p>
<h5>10 &#8211; Hofstra</h5>
<p><strong>2009 Record:</strong> 11-4<br />
<strong>2009 GPG:</strong> 9.47<br />
<strong>2009 GAA:</strong> 8.6<br />
<strong>The Skinny:</strong> Christian Scuderi made All-American for coach Seth Tierney’s squad after transferring a year ago — can Denver-transfer Jamie Lincoln repeat the feat alongside fellow Canadian star Jay Card and get the Pride back to the NCAA Tournament?</p>
<h5>11 &#8211; Harvard</h5>
<p><strong>2009 Record:</strong> 8-5<br />
<strong>2009 GPG:</strong> 10.54<br />
<strong>2009 GAA:</strong> 6.69<br />
<strong>The Skinny:</strong> New blood in Cambridge has the excitement for the Crimson nearly boiling over. Attackmen Dean Gibbons and Jeff Cohen and middie Jason Duboe are back to lead the offense, but the defense will need some retooling after being hit by graduation.</p>
<h5>12 &#8211; Navy</h5>
<p><strong>2009 Record:</strong> 11-5<br />
<strong>2009 GPG:</strong> 8.94<br />
<strong>2009 GAA:</strong> 7.69<br />
<strong>The Skinny:</strong> Death, Taxes and Navy being at or near the top of the Patriot League — all things you can count on. This year’s crop of Mids is senior-heavy and has key returnees on both offense (Tim Paul, Patrick Moran) and defense (Jaren Woeppel).</p>
<h5>13 &#8211; Georgetown</h5>
<p><strong>2009 Record:</strong> 7-7<br />
<strong>2009 GPG:</strong> 9.64<br />
<strong>2009 GAA:</strong> 8.71<br />
<strong>The Skinny:</strong> The Hoyas’ heralded senior class has one last chance to make a run. Attackman Craig Dowd, midfielders Scott Kocis and Andrew Brancaccio and longstick Barney Ehrmann can provide leadership.</p>
<h5>14 &#8211; UMBC</h5>

<strong>The Skinny:</strong> All-American midfielder Kyle Wimer hopes to lead the Retrievers to their fifth straight NCAA Tournament. The midfield was decimated by graduation and longtime starting goalie Jeremy Blevins graduated as well, but Bobby Atwell returns from injury to lead the defense.</p>
<h5>15 &#8211; Brown</h5>

<strong>The Skinny:</strong> Coach Lars Tiffany has one of the best attacks in the country, led by Thomas Muldoon and Andrew Feinberg, which helps balance the graduation of standout goalie Jordan Burke.</p>
<h5>16 &#8211; Loyola</h5>
<p><strong>2009 Record:</strong> 9-5<br />
<strong>2009 GPG:</strong> 10.43<br />
<strong>2009 GAA:</strong> 8.71<br />
<strong>The Skinny:</strong> Coach Charlie Toomey’s Greyhounds were heartbreakingly close to wins over Syracuse and Johns Hopkins that would have meant a ticket to the ’09 NCAA Tournament. Look for attackmen Cooper MacDonnell and Colin Finnerty to lead the way in the new-look ECAC.</p>
<h5>17 &#8211; Denver</h5>
<p><strong>2009 Record:</strong> 7-8<br />
<strong>2009 GPG:</strong> 10.27<br />
<strong>2009 GAA:</strong> 10.00<br />
<strong>The Skinny:</strong> There’s a lot of enthusiasm in the Mile High City as coach Bill Tierney gets his squad set for their first year of ECAC competition. Mark Matthews leads the attack, Charley Dickenson is a playmaking middie and Dillon Roy is a hard-nosed defenseman.</p>
<h5>18 &#8211; UMass</h5>
<p><strong>2009 Record:</strong> 9-6<br />
<strong>2009 GPG:</strong> 9.53<br />
<strong>2009 GAA:</strong> 7.93<br />
<strong>The Skinny:</strong> Graduation hit the Minutemen hard, with four of the top six scorers gone, along with four-year starting goalie Doc Schneider. A young core features All-New England selections Diogo Godoi and Bobby Hayes along with sophomore attacker Art Kell.</p>
<h5>19 &#8211; Bucknell</h5>
<p><strong>2009 Record:</strong> 9-7<br />

<strong>The Skinny:</strong> Like Brown, the Bison are fantastic at attack, starting with assist machine Austin Winter and clutch finisher Charlie Streep. Billy Haire’s graduation leaves a hole on defense.</p>

<h5>21 &#8211; Ohio State</h5>

<strong>The Skinny:</strong> Jimmy Green is a stud midfielder looking to break out in his senior season. The Buckeyes have a lot of newcomers looking to make a splash for second-year coach Nick Myers.</p>
<h5>22 &#8211; Army</h5>
<p><strong>2009 Record:</strong> 6-10<br />
<strong>2009 GPG:</strong> 9.2<br />
<strong>2009 GAA:</strong> 8.9<br />
<strong>The Skinny:</strong> Battling in a tough Patriot League, Jeremy Boltus is the offensive star, but the real key to a strong season will be the play of goalie Tom Palesky.</p>
<h5>23 &#8211; Penn State</h5>
<p><strong>2009 Record:</strong> 9-5<br />
<strong>2009 GPG:</strong> 9.64<br />
<strong>2009 GAA:</strong> 8.07<br />
<strong>The Skinny:</strong> PSU has question marks in goal with Drew Adams’ graduation and top recruit Steve Rastivo’s transfer. Always a late-season bloomer, the Lions could benefit from the CAA move if they can get hot for the conference tourney.</p>
<h5>24 &#8211; Drexel</h5>
<p><strong>2009 Record:</strong> 7-8<br />
<strong>2009 GPG:</strong> 8.2<br />
<strong>2009 GAA:</strong> 8.53<br />
<strong>The Skinny:</strong> New coach Brian Voelker should bring a new offensive look to a team that ranked in the NCAA’s bottom third on offense last year. Colin Ambler is an emerging star for the Dragons’ attack.</p>
<h5>25 &#8211; Villanova</h5>
<p><strong>2009 Record:</strong> 11-6<br />
<strong>2009 GPG:</strong> 9.24<br />

<p><strong><em>What information should be loaded on my personal college recruiting  website? </em></strong></p>
<p>I suggest a very simple approach. As you can imagine, you can load a website with a lot of stuff, but keep in mind… Coaches do not have time at their disposal to navigate link after link on a website in order to get to the “meat and potatoes” of an athletic evaluation.</p>
<p> The two most important components of the personal website should be the skills/competition web stream and the personal profile. Additional links (newspaper clippings, recommendations, photos etc.) can be added at your own risk! </p>
<p>Make the job of evaluating academic and athletic talent as simple as possible and your personal website will be an effective tool in assisting college coaches on their end of the recruiting process that they will appreciate greatly.</p>

The schedule features 14 regular season games with 11 teams that were ranked in the Top 25 in the Men’s Collegiate Lacrosse Association last season.</p>
<p>The Cougars will kick the season off early this year with a trip to sunny California over President’s Day Weekend. Visiting San Diego State University for the first time on February 11th, BYU will take on the Aztecs in an early evening game. Two days later The Cougars will face the Chapman Panthers in a rematch of last year’s national semi-final game which saw the Panthers edging The Cougars with a 10-9 overtime victory.</p>
<p>“The BYU – Chapman series has become a wonderful on field battle every season”, said Schneck. “Whether we are playing at home, away or at a neutral location, this game always becomes one of the season’s best.”</p>

<p>The Cougars will travel up the coast where they will face perennial rival University of California – Santa Barbara on February 15th, before heading back to Provo.</p>
<p>Two weeks after returning home from California, the Cougars will face one of their toughest tests of the season as the defending MCLA National Champion Michigan Wolverines visit Provo on March 6th. Michigan and BYU have combined to win the last 3 MCLA National Championships, with Michigan posting back-to-back undefeated seasons the previous two years.</p>
<p>“We are excited to host the University of Michigan in Provo this year”, said Schneck. “Coach John Paul and his staff have done an exceptional job preparing their team the past two seasons to become the dominant force in the MCLA. We look forward to their visit and what promises to be an exciting challenge.”</p>
<p>BYU will play two more home games before hitting the road again. Local rival Westminster College will visit The Cougars on March 10th, and PNCLL Division 1 University of Montana will play at BYU on March 13th.</p>
<p>The Cougars will fly to Seattle to face the University of Washington Huskies on March 18th. The meeting with the Huskies will be the first between the programs and is slated to be a premier local event held in Husky Stadium. Two days later The Cougars will cross the border to Canada take on the Simon Fraser Clan. This will mark the third year in a row the Clan and Cougars have met in the regular season with each team winning once. The teams also met in one of the most memorable quarterfinal games in recent history in 2008 with The Cougars edging out the Clan 10-9 in a muddy game in Texas.</p>
<p>A 3-game home stand will follow the trip to the Northwest. The Cougars will face University of Santa Clara on March 27th, Utah State University on April 2nd, and Sonoma State on April 9th.</p>
<p>On April 10th, The Cougars will meet the University of Utah in the annual Lacrosse Classic at Juan Diego Stadium in Sandy, Utah. The match-up has become the most exciting lacrosse event in Utah and is poised to draw thousands to the game.</p>
<p>The final two games of the season will be against Rocky Mountain Lacrosse Conference (RMLC) rivals University of Colorado and Colorado State University. The Cougars will travel across the Rocky Mountains to face the CSU Rams on April 21st, and the Colorado Buffs on April 23rd. Both teams have been ranked in the top 10 for much of recent history, and both will provide stiff competition for the Cougars.</p>
<p>“This weekend is a great way to end the regular season”, said assistant coach <a href="http://byulacrosse.com/?page_id=237">Jordan Harris</a>. “RMLC tournament placement will be determined by the end of the weekend.”</p>
<p>After a quick turnaround, The Cougars will host the RMLC Championships in Provo the weekend of May 1st as the Cougars vie for a spot in the National Championship Tournament hosted in Denver May 11th through May 15th.</p>
<p>“The RMLC has proven to be one of the best lacrosse conferences in the country” said Schneck. “I don’t expect anything less this year. We look forward to hosting the RMLC Championships in Provo and being a part an exceptional lacrosse weekend.”<br />

<content:encoded><![CDATA[<div class='snap_preview'><p>Langzamerhand kunnen we met onze propedeuse-studenten technisch gesproken een beetje de diepte in. In de eerste periode hielden we ons nog heel erg bezig met basis-computervaardigheden, vanaf nu mogen de studenten ook echt iets <em>maken</em>. We vragen ze namelijk om voor het <a href="http://dirkpaul.wordpress.com/2009/08/18/een-nieuw-jaar-een-nieuw-project/" target="_self">project van de tweede periode</a> een filmpje te maken.</p>
<p>Hiervoor is een aantal <a href="http://www.theflip.com/en-us/Products/" target="_blank">Flip-videocamera&#8217;s</a> aangeschaft. Afgelopen week mochten de studenten tijdens een college hier even mee experimenteren, en vanaf volgende week gaan ze met deze camera&#8217;s echt opnames maken. Ze zullen voor <a href="http://portal.beeldengeluid.nl/" target="_blank">Beeld en Geluid</a> namelijk de door hen voorgestelde oplossing moeten gaan visualiseren.</p>
<p>Voor veel studenten is dit de eerste keer dat ze echt iets moeten filmen. In de colleges van deze en vorige week krijgen ze daarom een spoedcursus video, met veel aandacht voor de techniek (cameravoering, -perspectieven, licht etc.) en voor het proces van het ontwerpen van een film: concept, scenario en storyboard. Over twee weken zullen ze met behulp van Microsoft MovieMaker gaan monteren.</p>
<p>Volgens mij zijn de studenten er klaar voor. Ze zijn in elk geval enthousiast gestart met het bedenken van ideeën, en ook het uitproberen van de camera vond men erg leuk. We zullen zien waar dat toe gaat leiden.</p>

<description><![CDATA[College students in California are protesting, but not against a war or for a social cause. Rather, ]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>College students in California are protesting, but not against a war or for a social cause. Rather, they are motivated by the threat of a 32% tuition increase. While this large of an increase is unusual, college tuition generally has increased across the nation.</p>
<p>Some of the tuition increases are due to what are clearly legitimate factors: colleges have had to pay more for energy, maintenance, building, equipment and salaries, thus creating a need for more income. Of course, there are also concerns that the tuition hikes are due to other factors. To be specific, schools (like all organizations) suffer from administrator bloating (that is, more and more administrators are hired and are paid ever increasing salaries), corruption, and waste. Because of such factors, the operating expenses of schools increase in ways that do not add to the quality of education. Clearly these sorts of costs should be reduced. Equally clear is the fact that these costs are often the hardest to reduce. After all, the folks who make most of the budget decisions are administrators and they generally do not decide to reduce their salaries or their numbers. Corruption and waste are also notoriously difficult to weed out.</p>
<p>Not surprisingly, one proposed way to counter tuition increases is to increase the federal and state aid to students. While this would lower the financial burden for these students, it merely moves the financial burden rather than reducing costs. After all, the federal and state money has to ultimately be provided by taxpayers (loans from China and other places do have to be paid back eventually). To make matters worse, the more federal and state money that is available, the less incentive schools have to reduce tuition. This is because this government money (that is, taxpayer money) shifts the financial pain and dilutes it across the tax paying population.</p>
<p>While I do think that government support for students can be an excellent use of tax money (far better than spending on pork, bailouts, and other spawns of corruption), it is important to be careful with this money. After all, if such money enables schools to get away with tuition hikes, then the students who lack such aid will be in even more dire straits. What is needed is a combination of government aid and a reform of the schools to lower costs.</p>

<p>While education is generally the best investment a person can make, this does not justify overpaying for education.  As such, it is wise to shop around in order to find the best education for the cost. My own experience in education is that while the high priced schools do provide students with a degree of prestige, the quality of education is not always directly proportional to what the student pays.</p>

<p>I’m sure you heard that there is going to be a Jobs Summit in December.  That’s like holding Spring practice for baseball a week after the World Series.  Not quite the right timing.  December is when retailers are expecting their big selling season.  Christmas help (are you allowed to say Christmas?) is hired in November, trained in November, and put to work the end of November for the Christmas selling season.  Retailers wait all year for this, their big selling season.  They hope to make enough money in this season to get them through all the other months of the year.  If people have a job they can partake and make purchases; but this year the unemployment level has grown to 10.2%.  We haven’t seen a level like that since 1983.  People annually anticipate being employed briefly for the Christmas season.  They’re called temporary workers.  Then you have part time workers.  But with 10.2% unemployment, you know in advance that this is going to be a dismal December.</p>
<p>I’m sure you have seen in the old business district, the signs that say “Available”.  Space is available.  If they haven’t already rented the space for Christmas, it’ll be a long time before they rent the retail space.  People like to go shopping in a festive surrounding.  Empty selling space does not quite bode well for a successful season.  People like to eat in jam-packed restaurants; you know everything is fresh, no left overs from yesterday.  Singing to empty tables is not quite a hot time out on the town.</p>
<p><a href="http://www.therightperspective.org/wp-content/uploads/2009/11/obama_economy2.jpg"><img title="obama_economy2" src="http://www.therightperspective.org/wp-content/uploads/2009/11/obama_economy2.jpg" alt="obama_economy2" width="218" height="224" /></a>Back to the 10.2% figure.  That’s the reported figure.  That figure in itself should be a daily headline, but the drive-by media drives past it.  Doesn’t consider it a headline worth reporting on.  Doesn’t see the human element to 10.2% unemployment.  That’s your drive-by media for you.  When the unemployed go back to work; when they find a job; many are accepting lower paying jobs (because there aren’t any higher paying jobs), temporary jobs, part-time work, or work in a new field.  They are not going back to their old jobs.  Some people have years of experience, some are beginners.  What do you do after you have years of experience and you have reached a high level of competency?  A highly competent person should be remunerated for their accomplishment.  The demand for those people in this economy is just not there.  The supply of those people is there.</p>
<p>Certain workers cannot find work in their old field.  New technology is replacing the physical person.  Take the printing industry.  The new copy machines produce color copies; they scan; they email; they punch holes; they collate.  It’s like Jackie Gleason selling the slicer/dicer for every kitchen.  It does everything.  Machinery replaces labor.</p>
<p><a href="http://www.therightperspective.org/wp-content/uploads/2009/11/stimulus_package01.jpg"><img title="stimulus_package01" src="http://www.therightperspective.org/wp-content/uploads/2009/11/stimulus_package01.jpg" alt="stimulus_package01" width="219" height="292" /></a>We heard about the Stimulus Package.  Money went for education.  What about the old education, the stuff you spent years learning.  The old education taught you how to work with obsolete machinery?  Why should the new people without experience be taught what the teachers know how to teach which is the old stuff?  The people who are out of work know the obsolete stuff which won’t qualify them for a new job.  Why not teach the old people how to work with the new stuff?  How long does it take the new people without experience to learn the new stuff for which there are no jobs, because you really need less physical labor, just the machinery which the company that the manufacturer trains somebody on anyhow.</p>
<p>The company that does the manufacturing does the training.  So why have stimulus money for education in the public schools for stuff the teachers don’t know about?  And if you put stimulus money into education, how does that help kindergarden children?  The college graduates from June of this year, 2009, had fewer job offers.  About 20% graduated without having a job to go to.  Because they didn’t have a job, they weren’t employed; so now that they are really unemployed they can’t be counted in the 10.2% figure which is really higher than that.  That means that the loans that they had for the education in that college may not have been money well spent.</p>
<p><a href="http://www.therightperspective.org/wp-content/uploads/2009/11/graduate.jpg"><img title="graduate" src="http://www.therightperspective.org/wp-content/uploads/2009/11/graduate.jpg" alt="graduate" width="264" height="162" /></a>College graduates put in time and money.  Like their youth and their parent’s savings.  College is a big chunk of money.  The stimulus money that went into education should get a good rate of return on the investment; they say they want to put more money into education.  More money means good rates of return.  If you’re not getting good rates of return on your investment, you invest elsewhere.</p>
<p>What R they Teeching?</p>
<p>If there were less government controls on the economy and the economy were allowed to rebound normally, bet ya we would get out of this economic problem a whole lot faster.  A free economy takes care of its own excesses; redirects money to profitable situations, that’s called disintermediation; allows people to make their own economic decisions; and doesn’t tax away incentive to succeed.</p>
<p>Before December arrives, before the Jobs Summit arrives, here’s hoping the economic restraints from the government are lifted.  I know I’m dreaming, but I also hold fast to the ideal for a Norman Rockwell Thanksgiving.</p>

<p style="text-align:justify;"><!--more-->The DU VC has chosen to play pliant agent to the Government of India in its design to &#8220;revamp&#8221; higher education. As we know, this includes introduction of the semester system with choice-based credit system, insistence on accreditation of institutions by NAAC and point based system to deny promotion to teachers. All these measures are aimed at the larger objective of commercialising higher education in the interest of private and foreign edu-business. The rhetoric of &#8220;revamping&#8221; and &#8220;international standards&#8221; masks the real game plan of depriving the large majority of students of education, unless they are able to pay for it.</p>
<h3><span style="color:#800000;">THE “REVAMP” OFFENSIVE:<br />
Semester System + NAAC + Point System for Promotions</span></h3>
<p style="text-align:justify;">The UGC has threatened to make NAAC mandatory so that all providers of higher education services are given ratings that are necessary in the education market. The higher the NAAC rating, the higher the quantum of fees that can be extracted from students.  The success of the elected AC members to compel a reluctant VC to oppose NAAC is only a first step. The attack comes from the Government and it must be confronted.</p>
<p style="text-align:justify;">The mandate to impose semester system all over the country is a major reorganization being pushed without entertaining arguments and despite recognition of its unsuitability for large affiliating universities with examinations external to the teaching units. The overriding concern of the VC and the UGC is to enforce a uniform calendar and put in place inter-institution credit transfer to facilitate bilateral exchanges between similarly NAAC rated public and private institutions. In other words, Mr. Sibal’s reform of higher education amounts to the following: Commercialise public funded institutions and make private investment in education more profitable. A good illustration of public private partnership in practice!</p>
<p style="text-align:justify;">One more step in the same direction is to keep teachers&#8217; salary levels down with unreasonable conditions for promotions along with heavy teaching and examination work that make it impossible to satisfy those conditions. On top of this, teachers are also expected to carry out research, participate in development activities, etc. The temerity with which the UGC is drafting its Regulations, i.e. the points system for promotion, reflects a clear governmental fiat to promote the neo-liberal agenda in higher education.</p>
<h3><span style="color:#800000;">Delhi Government Move on DU Colleges</span></h3>
<p style="text-align:justify;">After the forcible takeover of the Delhi College of Engineering to expand technical education solely through self-financing courses, the latest move by the Delhi Government to set up a new university with the 28 colleges of the Delhi University funded by it has also found support in Mr. Kapil Sibal. The dismemberment of the University is what is in store for us unless we collectively resist.</p>
<h3><span style="color:#800000;">VC in a great hurry, no concern for academic quality</span></h3>
<p style="text-align:justify;">The UGC threatens the Delhi University: we will impose NAAC on you unless you accept it yourself! Never mind that the Delhi University, after extensive and considered deliberation, has rejected the NAAC. The VC announces an AC decision to impose the semester system for undergraduate studies without allowing the AC the right to discuss it. And he wants to have it immediately. His servility vis-a-vis the MHRD and the UGC explains his impatience, non-academic manner and authoritarian assault on the democratic structures and procedures involved in course restructuring. Lacking in arguments and reasoning, he finds the procedures requiring informed debates and discussion as hindrances to his anti-educational agenda.</p>
<p style="text-align:justify;">The VC started with a faulty argument that the annual system per se is responsible for all the ills of the present system (such as rote learning), which would be overcome with the magic wand of semester system. No system, annual or semester can be the best under all circumstances, but the rigid anti-teacher norms requiring every college teacher to teach a minimum of 18 periods every week through the year for determining the number of teaching positions is completely incompatible with the semester system. The VC claims to be a proponent of quality education for the youth and denounces those who disagree with his semester obsession as lacking concern for young Indians. But why does he not take up the issue of reducing the excessive teaching and examination load on college teachers?</p>
<p style="text-align:justify;">The semester system is not synonymous with interdisciplinarity, continuous assessment and the credit system. In fact we have the first two in an annual system. A more flexible system would also require massive expansion of infrastructure. The 54% expansion in intake currently underway remains inadequately supported by expansion of material and human infrastructure. The restructuring pursued by the VC will destroy the undergraduate system.</p>
<h3><span style="color:#800000;">Proposed Model:<br />
Dilution of Honours Courses, Cut in Teaching Posts</span></h3>
<p style="text-align:justify;">The VC has proclaimed a restructuring plan and appointed an &#8220;Empowered Committee&#8221; to approve his plan which the HODs are to carry out through nominated committees. <strong><a href="http://www.du.ac.in/du/SemesterSystemUG_Proposal_for_implementation.pdf" target="_self">His model</a></strong> is unfortunately devised to merely conduct examinations twice a year. The standardised structure disregards subject-specific needs. As a result, the rigour of Honours programmes will take a beating both due to the reduction in time allocated in some cases and also because the course curriculum would have to be designed to allow students from other disciplines to reasonably pursue six papers from such a curriculum. Workload and consequently the number of teaching posts in various departments will take a substantial hit saving the Government the burden of expenditure on teachers to meet the 54% expansion.</p>
<p style="text-align:justify;">The VC has ignored elected members in the AC in a most undemocratic manner. Neither he nor the Government can justify academic non-engagement with teachers as they scrutinize and critique the ill-thought proposals and inappropriate haste in undertaking an drastic restructuring of the entire Delhi University undergraduate programme.</p>
<h3><span style="color:#800000;">Urgent Need for Collective Resistance</span></h3>
<p style="text-align:justify;">The DTF salutes teachers for their own initiatives of resistance, as shown for instance by teachers of English (through the GB of the English Department), Economics (in the meeting of teachers convened by the HOD), Sciences (in a meeting organized by science teachers in Miranda House) and Physics (in a meeting convened by the HOD). The rules of the University provide for the GB of departments, including all College teachers of the concerned subjects. Serious issues such as the semester system must be discussed in these bodies. The DTF urges teachers to argue for and petition holding of such meetings by each department.<span style="color:#993300;"><br />
</span></p>
<h3><span style="color:#800000;">It is time for DUTA to take up the Challenge</span></h3>
<p style="text-align:justify;">There is urgent need for a struggle against the proposed semester system, NAAC, the point system for promotions and the Delhi Government move to take away 28 colleges. The simultaneous struggle against all these attacks on us (such as the semester system) does not weaken our ability to resist and overcome the other attacks (such as the point system based service conditions for teachers) but on the contrary each successful resistance will enhance our ability to face and fight back all other attacks made on us by the MHRD, UGC and VC.</p>
<p style="text-align:justify;">Despite overwhelming opinion expressed by Staff Councils and the DUTA GB, resistance to the semester system was restricted till recently to protest actions by elected AC members, supported by symbolic dharnas by the DUTA Executive. The VC could have his way since elected members are an absolute minority in the AC. They derive strength from mass action outside the AC, especially when the administration is unreceptive to arguments. During the last few weeks, teachers have expressed their views forthrightly in subject meetings against the proposed semester system. It is high time for the DUTA to rally all teachers for collective mass action both at the level of the University and the Government.</p>

<p><strong>Test taking: General information</strong><br />
To begin with, the site provides general information for four different kinds of examination: admission, licensing, vocational, and primary/secondary.</p>
<p>1. Admission exams are those like the SAT or GRE that are taken as part of your application to college or graduate school.<br />
2. Licensing exams, for example the NCLEX and Praxis exams are required for certification in professions like teaching and nursing. Vocational exams are part of the admissions process for professional schools and the military.<br />
3. Vocational exams are the ASVAB and the HOBET examinations.<br />
