On the night of Thursday, December 3, at around midnight, we made our way to the public offices of Municipal Revenue, the Treasury, and other offices in which this city’s citizens hand over money to the municipality for the tax imposed on them in order to be able to work legally, thereby continuing to fill the purses of this capitalist state’s bourgeoisie.

The action consisted of cutting off the networking system that connects these offices to the main grid, leaving the telephone, fax, Internet, and local network services useless and incapable of communication. About six cables were cut from the main router, as well as more than 20 telephone cables from all the public offices. This action was pulled off even in the presence of the guard, who was resting in his cabin at the time, allowing for better sabotage work.

The attack on the Department of Justice was carried out at around 5 a.m. on Saturday, November 28. We tiptoed around the building and splashed the doors and windows with fuel in order to later set them on fire, but that didn’t happen because the fuel didn’t burn as it should have when lit. The door was engulfed in flames for just a few seconds, leaving only a black stain on the door—evidence of our intentions for the filthy place, from which sentences are passed, people are sent to prisons and torture centers, raids are ordered, and the executioners and guard dogs of the bourgeoisie impose all their force and violence against the MAPUCHE towns and citizenry. At the moment of escape, carrying the frustration and impotence of a plan gone awry in our bodies, a poster for the current electoral-political circus was set on fire . . .

Fire on the doorstep of Modelo!

On the night of Thursday to Friday, we set fire to a crane on the doorstep of one of the temples of democracy: Modelo. By making good use of a construction site for that wretched infrastructural project known as the TAV, we wanted to salute the jailed and their jailers—the former so that they feel less alone, and the latter to remind them that there are still people who will take risks to oppose them.

Greetings to all our imprisoned comrades, those who have given their lives, and of course those who continue to do so without a second thought.

Lately, every music writer from scores of media sources has been talking until they’re breathless about four small words that take on stratospheric proportions in some peoples’ minds: Best. Of. The. Decade.  And it would be very easy, rather enticingly so, to peruse through my iTunes library, pick out my favorite albums, and chime in from my tiny soapbox.

Some music outlets have presented trends of the past decade, like technologies that have revolutionized the way casual and devout fans attach themselves to artists. There’s a lot to discuss in that arena. That’s evidenced in the fact that I couldn’t get through my first paragraph without mentioning iTunes.

Frankly, I don’t have the time to offer a thoughtful essay on every topic pertinent to musical sounds and shifts of the decade even though I could, as could many other scholars and shills, some in much better form than me. For that reason, a list seems to be an easy format. Bullet points without the jumbled snarl of footnotes and rebuttals to encumber them would certainly cater to my already hectic holiday schedule. Basketball and football, in the same months! It’s madness! But another unexpected hurtle that I came across as I started to explore this buzzing, rich area of discourse is that there’s truly so much to say about music from this decade. You could jot down a handful of items, but if you’re paying any attention at all, you’ll probably have way more to add. Then by the time you get up to help yourself to a beer, you’ve composed something that looks like your notes from your ancient Chinese history lecture.

I don’t want to subject anyone to my horrendous written take on Lao Tzu and the Bronze Age. Instead of an outline, I’ll offer some thoughts on certain ideas that got a lot of mileage in the aughts, if only because of their absence. Plus, I still plan to pay some respect to a few of my favorite songs and artists from the last nine years. This is a music blog, after all.

Where Have All the Labels Gone?

When I saw Ted Leo and the Pharmacists at the Great American Music Hall, they headlined at a Lookout Records showcase. It was, to use the parlance of the time, the shit. Representatives from the label passed out bright yellow bags full of bumper stickers, fliers, a still-handy tape cutter for CDs, and two compilation albums on which to test the handy cutter. One woman working a booth sized me up, proclaimed “You look like a teacher,” and gave me a shirt that bore the assertion that Corporate Radio Still Sucks. The label celebrated the people at the concert as much as everyone in the audience cheered in response to the bands. I proudly pulled my new shirt over the dress I was wearing and moved right to the foot of the stage. I never do that, even though it’s just about impossible for me to see anything if I don’t position myself there.

It helped that the main act’s set was one of the most exciting concerts at which I had ever been present. Bay Area bands such as the Oranges Band and Communiqué opened with gusto. Then Ted Leo proved why critics refer to him as the hardest working man in indie rock. He beat the top of his skull with a tambourine during “The Ballad of the Sin Eater.” He erupted into falsetto as exuberantly as most people tear into bags of Doritos. He made the music hall full of calculatingly decorated San Francisco cool kids shake it like preschoolers.

Some things haven’t changed since that 2003 show. Corporate radio is still alive, albeit barely, and sucking just as much as ever. Ted Leo tours as rigorously as he did at the start of the aughts. This December, he’ll follow a sold-out show at the Bowery in New York City with stops in Spain and the UK.

But time hasn’t been as benevolent towards other things from that night. That T-shirt is long gone, probably a casualty of a hasty trip to Goodwill or car theft. Sadly, Lookout Records hasn’t weathered the decade well either. Last April, the head of Little Type Mailorder, the label’s online sales distributor, passed away. All sales through the Lookout website have ceased. But that was the most recent episode in a series of bad luck. There was the notorious reverse-no-backsies move by Green Day in 2005 when the band pulled their EPs and two full-length albums off the Lookout catalog. Operation Ivy did the same in 2006.

While those losses took place, the role and relevance of all record labels were put into a tailspin as file-sharing made it easy for listeners to discard careful studies of a label’s offerings in favor of cherry-picking singles. It’s tempting to latch onto the image of some tightly-suited fat cat in a corporate high-rise office pounding a meaty fist onto his desk as he curses all the kids with their computers and decides which person’s dream to exploit next. It’s difficult to remember the point when a record label served as a base, how the label helped navigate listeners through various artists’ work before Amazon or Pandora or iLike took the reins. No one should forget the contributions to modern music culture of such labels as Kill Rock Stars, Matador, Merge, and the recently beleaguered Touch and Go, who released Ted Leo’s last record.

You can’t disparage the ease of access not only to music, but to information about the music that interests you. Maybe it’s in that electrically charged space that ushers interest into the world, the distance between the short girl in the front row and the band on the stage making her dance, where both big and small labels should be paying the most attention.

 La Coordination Eau Ile de France et 11 élus et usagers du Syndicat des Eaux d’Ile de France ont déjà entamé en février 2009 une action juridique, contre la décision de 88 délégués du Sedif sur 144 de poursuivre la gestion de ce service d’eau avec une multinationale.

 Anticor, l’Acme et ses avocats réfléchissent à une action en justice afin de démontrer les excès et mettre fin à cette situation, accompagnée d’une certaine bienveillance de la part d’une partie de nos élus franciliens, ceci dans la plus grande opacité ainsi que pour le plus grand bénéfice de Veolia-EDF et Suez-GDF.

The following communiqué was sent to our e-mail address, and it comes from comrade Diego Ríos, who is making his presence known in order to mark the International Week of Agitation and Pressure in Solidarity with Comrades Captured by the Chilean State (not an anarchist summit, like those idiots are saying over there).

I do not know prison; I have never been in one, and I just cannot imagine the smell of the air there, or the unbearable walks through its corridors, or much less the loneliness of its cells. Today—on the open road, in secret, leaving no trace—I can enjoy the wind, the night, the rain (which is always a good reason to hide my face), the company of a stray dog, the knowledge that I am far away from the swine who are paid to hunt me. Today I run far from the city, but it is not only the generous oxygen from the trees that swells my chest, it is also the pride of knowing that I have more brothers and sisters than I can possibly be aware of. But knowing that they are there does not matter; their actions speak to me, they are their actions.

My footsteps no longer have the certainty of a fixed destination, but they are still heading toward the destruction of power, so they have become quicker and more unpredictable; I am carrying all my hatred and contempt for its laws, its authority, its society, and I have no room for guilt or fear of punishment. I have also thrown away the naive idea that freedom is the place that exists outside the prison walls. For me, freedom is neither place nor permission; it is action, it is the antiauthoritarian meaning that fills each act, it is the nervousness that precedes attack, it is the uncontrollable regard for a comrade, it is feeling alive because you know that your life no longer belongs to capital, but confronts it.

The destination to which the road I now travel leads me no longer matters; there I will find free and wild individuals with whom to attempt revolt, with whom to sharpen solidarity, with whom to support the unbreakable will to blow up the existing order, to destroy every jail and every cell. I do not need to enter a prison in order to feel the anguish of seclusion in my own skin, so I hope that each one of these words arrives loaded with all the force and affection with which they are written, to each one of the comrades captured by the state and by capital, anywhere in the world. Also know that many of us continue to fight the monster that holds your bodies, that we are defending you from oblivion, that no walls will be able to isolate you from all the warmth that we are sending your way—no matter how high or how thick, we will find something to burn.

I and many other comrades living the insurrectional life know that each act/action brings consequences—favorable or unfavorable, successes or mistakes—and we assume responsibility because we take pride in being as consistent as possible. For that reason, I accept and learn from my errors, and I look to share and multiply my experiences of attack, no matter that they look to terrorize us with their prisons and with the FBI after us; we will not be silenced, we will remain concerned and engaged so that our captured brothers and sisters can be with us, so that their struggle can spread and be known, so that we can keep sharing all our affection with them. We do not forget, and we live to urgently wield solidarity against this society of submission and apathy.

Each word of this communiqué looks to destroy the silence that attempts to isolate our captured brothers and sisters; behind the words are lives that insist on doing the same, with something more than words. For each prisoner—for Axel, Cristian, Matías, Pablo, Flora, Marco, Gabriel—for all those who do not submit and who remain ready to go to war: In every life and in every action, you are also alive and present; you, whose lives exceeded the limits of this world, all of you who died confronting power, we do not forget you, including Matías and Jaime, whose murderers did not even have the slightest courage to shoot face-to-face. I also especially want to remember Johnny Cariqueo and Mauri the punk, with whom I was fortunate to know the happiness of exchanging a few words and gestures, and today I have the pleasure of making sure that their lives continue to confront power. Thank you for teaching us that, against power, the only lost battle is the one not fought.

On the morning of Wednesday the 18th, at around 2:30 a.m., the Black Antiauthoritarian Cell evaded the state’s guardians once again. Armed and ready to destroy the daily routine that reigns over society these days, we began our action, heading to one of the properties located on Calle Pajaritos in Maipú that keeps civilization in order every day by supplying it via bill payments and motor vehicle taxes.

Organized, two of us entered: jumping fences, avoiding security, and drenching the walls, ground, sign, and metal gate with gasoline. Jumping the fences again, two comrades were waiting for us outside with two paint bombs and three Molotov cocktails; we sprung into action, and the property went up in flames. Before disappearing from the scene, we dropped leaflets that read: “For the destruction of all ideologies imposed by power, so that words turn into fire and chaos reigns over this cowardly, submissive society.”

On the night of November 18, we attacked the CARSO company in Mexico State once again. This time we noticed that a thick pipe coming from the cement company was further polluting a canal. These destroyers of the Earth—not satisfied with the toxic waste of civilization completely ruining biodiversity, creating diseases, and so on—are throwing the last remains of wild nature overboard.

For that reason, we decided to act, hurling bottles filled with gasoline at the pipe, after which we threw stones wrapped in flaming cloth. The person operating a large crane looked amazed at the sight of fireballs heading out of the darkness of the tree branches, directly at the property of the damned CARSO company.

We will not tolerate any more environmental destruction. The fire of vengeance lives not only in our words, but in our actions as well.

We attacked a Banco Ciudad (in Bernardo de Irigoyen) on the morning of the 16th in order to show our hatred toward the Argentine state for having captured and locked up (comrade) Chilean political prisoners Marcelo Villarroel and Freddy Fuentevilla—imprisoned in unit N 11 in Neuquen—in its extermination chambers since March 2008.

Le chef du parlement Nabih Berri a déclaré au journal Al-Akhbar que les alliés de la résistance empêcheront tous ceux qui veulent annuler l’inclusion dans le communiqué ministériel de la disposition concernant le Hezbollah et ses armes. Il a signalé qu’il est peu probable que cette disposition soit annulée, surtout parce que le premier ministre Saad Hariri fait preuve d’approbation envers la question.

Le communiqué ministériel du cabinet précédent stipulait que l’Etat est chargé de protéger la souveraineté, l’indépendance, l’union et la sécurité du Liban ; alors que l’armée, le peuple et la résistance ont le droit de libérer les territoires occupés tels que les fermes de Chebaa, les plaines de Kfarchouba et la partie nord du village de Ghajar. Le communiqué précédent ajoutait également que le Liban a le droit de se défendre contre tout attaque.

Les 12 membres du comité chargé de rédiger le communiqué tiendront lundi une réunion présidée par Hariri au grand Sérail, où ils discuteront la disposition de la question de privatisation. Berri a par ailleurs ajouté que le calme règne au sein du pays.

“L’équation Syro-Saoudienne”, une référence au rapprochement Syro-Saoudien qui selon certaines personnes, a félicité la formation du cabinet, “celle que depuis toujours je décrivais de positive, a été réalisée”, a dit Berri.

LA DÉCISION DU CONSEIL D’ÉTAT

CONCERNANT LE “MARCHÉ” DE LA RÉTENTION

Le ministre chargé de l’immigration avait engagé une procédure d’attribution d’un marché, divisé en huit lots, ayant pour objet la fourniture de prestations pour les étrangers placés en rétention administrative. Les articles L. 553-6 et R. 553-14 du code de l’entrée et du séjour des étrangers et du droit d’asile prévoient en effet que les étrangers maintenus en rétention bénéficient d’actions d’accueil, d’information et de soutien pour permettre l’exercice effectif de leurs droits et préparer leur départ, et que ces différentes prestations peuvent être confiées, pour chaque centre de rétention, à une personne morale sélectionnée. Six associations se sont portées candidates. Le ministre a réparti entre elles les différents lots et les marchés correspondants à ces lots ont été signés.

Quatre associations ont alors demandé au juge des référés de suspendre l’exécution de ces marchés. Le juge des référés ayant fait droit à ces demandes, le ministre chargé de l’immigration et l’Association Collectif Respect, attributaire de l’un des lots, ont saisi le Conseil d’Etat en cassation. Constatant une irrégularité dans les mentions du jugement, le Conseil d’Etat a annulé l’ordonnance contestée puis s’est prononcé à son tour, en tant que juge des référés, sur la demande de suspension de l’exécution de ces marchés.

Il a tout d’abord écarté les demandes de suspension formulées par trois associations qui ne s’étaient pas portées candidates, seuls les candidats évincés de l’attribution d’un marché étant recevables à en contester la validité. Il a ensuite examiné la demande de la quatrième association, la CIMADE, attributaire de trois lots mais candidate sur l’ensemble des huit lots du marché, donc recevable à contester les cinq lots pour lesquels elle n’avait pas été retenue.

Le Conseil d’Etat a d’abord rappelé qu’il résulte des dispositions des articles L. 553-6 et R. 553-14 du code de l’entrée et du séjour des étrangers et du droit d’asile d’une part, que la convention passée entre le ministre de l’immigration et les personnes morales sélectionnées doit porter non seulement sur l’information mais aussi sur l’accueil et le soutien des étrangers, pour permettre l’exercice effectif de leurs droits ; et d’autre part, que l’Etat ne peut conclure une telle convention qu’avec des personnes morales présentant des garanties d’indépendance et de compétences suffisantes, notamment sur le plan juridique et social, pour assurer le bon accomplissement de ces missions d’accueil, de soutien et d’information prévues par la loi.

S’agissant du lot n° 5, attribué à l’Association Collectif Respect, le Conseil d’Etat a estimé que deux moyens étaient, en l’état de l’instruction, de nature à faire naître un doute sérieux sur la validité du contrat.

En premier lieu, le marché ne porterait que sur des prestations d’information et ne serait donc pas conforme aux dispositions du code, puisque ni les différentes pièces de l’avis d’appel public (cahier des clauses administratives générales, cahier des clauses techniques particulières), ni l’offre technique de l’association ne font apparaître de prestations d’accueil et de soutien.

En second lieu, l’association attributaire n’ayant fait valoir au soutien de sa candidature que deux missions ponctuelles dans le domaine considéré, n’employant pas de salariés et ne disposant que de moyens matériels et financiers très limités, elle ne justifierait pas des capacités techniques, professionnelles et financières, ni des garanties d’indépendance et de compétences lui permettant d’assurer l’exécution du marché.

Le Conseil d’Etat a par ailleurs estimé que la condition d’urgence était remplie, l’exécution du marché litigieux ne permettant pas de garantir que les étrangers en rétention seraient en mesure de pouvoir exercer effectivement leurs droits grâce à une aide et un soutien juridique spécifiques.

Pour ces différentes raisons, il a prononcé la suspension, en référé, de l’exécution du marché relatif à ce lot. En revanche, les différents moyens soulevés à l’encontre des autres lots ont été écartés et leur exécution n’a donc pas été suspendue.

COMMUNIQUÉ DE LA CIMADE

Dans ou hors des centres de rétention, La Cimade poursuivra son action auprès des étrangers

Le Conseil d’Etat vient d’annuler la décision du juge des référés du tribunal administratif de Paris qui avait, le 30 mai dernier, suspendu les contrats signés par le ministre de l’Immigration relatifs à la mission d’aide aux étrangers dans les centres de rétention administrative.

La Cimade regrette et s’étonne de cette décision qui semble traduire un revirement du Conseil d’Etat. Dans sa décision du 3 juin 2009, celui-ci avait souligné la nécessité d’une véritable mission d’aide à l’exercice des droits des étrangers placés en rétention et non de simple information. C’est pour cette raison essentielle que le tribunal administratif avait estimé que les marchés passés par le ministère de l’Immigration portaient atteinte aux droits des étrangers.

Le Conseil d’Etat reconnaît que l’appel d’offres passé par le ministère de l’Immigration ne prévoyait qu’une mission d’information et non de défense des droits. Au prix d’une contorsion juridique, il considère pourtant que les associations ont d’elles-mêmes compris ce qu’il fallait répondre à ce que le ministère ne demandait pas…

Si La Cimade prend acte de cette décision, elle réaffirme avec force ses objections et son inquiétude face à une réforme qui consacre l’éclatement d’une mission associative unique en Europe, éclatement qui rendra plus difficile l’accompagnement et la défense des étrangers retenus.

Cet éclatement en outre placera les différentes « personnes morales » dans une situation de concurrence absurde en matière de défense des droits de l’Homme. Il supprimera la vision nationale de la situation des migrants en instance d’expulsion et affaiblira le rôle fondamental de témoignage et de contrepoids de la société civile.

Avec ses partenaires associatifs, La Cimade poursuivra quoi qu’il advienne sa présence et son action pour le respect des droits et de la dignité des étrangers dans ou hors des centres de rétention.

COMMUNIQUÉ de :

Le Conseil d’Etat a annulé l’ordonnance de suspension de l’exécution du marché attribuant l’accueil, l’ information et le soutien aux étrangers placés en centre de rétention administrative à l’ASSFAM, à Forum réfugiés, à France terre d’asile, à l’Ordre de Malte France et à la Cimade.

Il a maintenu la suspension, en référé, de l’exécution du marché pour le lot n°5.
La décision du Conseil d’Etat est de nature à mettre fin, dans des délais proches, à la longue période d’incertitude qui avait contraint les associations retenues à l’issue de l’appel d’offre, à annuler, souvent avec de lourdes conséquences, le démarrage de leur mission initialement prévue le 2 juin 2009.

Confirmées dans leur légitimité et leur compétence, l’ASSFAM, Forum Réfugiés, France terre d’asile et l’Ordre de Malte France attendent maintenant la décision du gouvernement pour mettre en œuvre leur mission d’intervention auprès des personnes retenues.

Rappelons que cette mission consiste à accueillir, informer et soutenir les étrangers placés en rétention administrative dans l’exercice effectif de leurs droits. Les quatre associations, déjà réunies dans le comité de pilotage qu’elles avaient créé dès le printemps ont d’ores et déjà décidé de travailler immédiatement ensemble pour organiser leur indispensable coordination pour le bon exercice de cette mission. Elles appellent la Cimade à les rejoindre.

This time it was CARSO’s turn, a firm linked to CICSA, one of whose owners is the bastard son of Carlos Slim; it is also one of the companies that, together with ICA and ALSTOM, is currently destroying large portions of ecosystems with the construction of a new metro line in Mexico City, imposing their damned progress on animal species and different types of trees.

A construction site belonging to CARSO was found on the outskirts of the outer Mexican expressway network in Mexico State by crossing the expressway and a sewage canal. The terrain was perfect; many trees covered our dark shadows.

Armed with our backpacks, masked up and full of resolve, we crossed the lanes with automobiles passing by at high speed, jumped the small barbed wire fence, and then cut the wires in order to make our escape easier; previously we had made a path in order to go down the hill covered by grass and weeds growing around the banks of the canal, so we followed the path and found ourselves behind a tree, where we divided our equipment and split up.

Some comrades went to the left and others went to the right; the signal to start attacking was the flash from a Molotov, which sadly was not what we expected, but the menacing fire that illuminated the walled-in CARSO construction site began, followed by a shower of stones, bottles, and acid bombs (made with marbles and small metal objects). Federal Police (PF) inside the site started to come out in order to see who was attacking them, but they were unsuccessful, because after something was thrown we took cover behind the trees and branches. When our escape began, the police could not come over to stop us because the sewage canal separated us from them, and they had no path or bridge by which to cross it. Before leaving the terrain, we flung explosives made from dynamite, paper, and a fuse, combined with metal objects for greater destructive power. These weapons exploded, leaving an echo in the middle of the night and alerting the wicked Federal Police.

This attack was not only against a construction site that is destroying the environment, it was also against the police, as we demonstrate that we can be strong if we intend to and if we fight for what we want.

Because we all have something of Barry in us whenever we leave words behind and start acting, we remember him with this action!

Communiqué du collectif Urgence Climatique Justice Sociale – 6 nov 2009

A un mois de l’ouverture du sommet de Copenhague, les négociations sont dans l’impasse. Au point que les pays africains ont quitté la table des négociations, ce mardi 3 novembre, à Barcelone, lors de la dernière rencontre intermédiaire. Les propositions de l’Union Européenne, des Etats-Unis, et plus largement des pays de l’Annexe 1 de la Convention-Cadre, tant en termes d’objectifs de réduction que de financements de l’adaptation au changement climatique, ne sont pas à la hauteur des enjeux. Elles suscitent le mécontentement et l’opposition des pays du Sud. Par l’absence de propositions chiffrées suffisantes, l’Union européenne, loin de sa posture usurpée de locomotive des négociations, ne facilite pas l’obtention d’un véritable accord à Copenhague. Cet accord devrait d’ailleurs se limiter à une déclaration politique sans véritable caractère contraignant, bien éloignée de ce que l’on attend d’un sommet présenté par certains comme le plus grand rendez-vous de l’humanité.

Le collectif Urgence Climatique Justice Sociale entend ici réaffirmer qu’un véritable accord à Copenhague doit être contraignant et doit :

-          reconnaître les responsabilités des pays historiquement fortement émetteurs de GES par des engagements de réduction à la hauteur des recommandations du GIEC ;

-          Assurer le transfert de technologies « vertes » et de financements conséquents vers les pays du Sud ;

-          Exiger des engagements de réduction domestique, sans recours aux mécanismes de flexibilité/compensation ;

-          créer un fond mondial pour le climat sous l’égide de l’ONU, sans ingérence de la Banque Mondiale ou du Fond Monétaire International.

En l’état, le collectif Urgence Climatique Justice Sociale considère que les mesures mises en œuvre et prévues par les différents États face au changement climatique sont tout à fait insuffisantes. Considérant que le réchauffement climatique met en danger les moyens d’existence et les vies de milliards d’êtres humains, et menace d’extinction des millions d’espèces, le collectif appelle à une action urgente et radicale. Des mesures véritablement alternatives sont nécessaires. Le nucléaire et les agrocarburants ne peuvent en aucun cas être la solution. Les sommes colossales investies dans le sauvetage du système bancaire montrent que les moyens financiers existent. Les mesures à prendre doivent être débattues démocratiquement et faire l’objet de politiques publiques audacieuses. Une autre répartition des richesses doit permettre une transition solidaire vers des économies écologiques, au Nord comme au Sud.

Mercredi dernier, le 4 novembre, deux commissions parlementaires se sont saisies du cas RFI, dans le cadre de la discussion du projet de loi de finances 2010. Il faut dire que l’intersyndicale avait été auditionnée par chacun des rapporteurs de ces deux commissions.

Le vice-président de la Commission des affaires culturelles et de l’éducation et rapporteur Médias, Christian Kert (UMP), a conclu à la nécessité de nommer d’un médiateur à RFI. Mr Kert avait reçu l’intersyndicale de RFI pendant deux heures :

« s’agissant de la situation de Radio France Internationale (RFI), le législateur ne peut pas rester indifférent au conflit qui s’enlise à RFI.. Je souhaite que notre commission se saisisse de ce dossier et j’estime qu’une médiation pourrait être nécessaire en dernier ressort, même si la direction de l’Audiovisuel extérieur de la France n’y est pas favorable ».

Commentaire de Patrick Bloche sur RFI pendant les débats de la Commission : « Je veux d’abord souligner le scandale que constitue la suppression de 205 emplois à RFI validée par l’État actionnaire alors que la situation financière de RFI ne justifie pas ce plan social ».

Martine Martinel : « Je voudrais rappeler à MM. Kert et Herbillon que l’on compte sur eux pour suivre le conflit social de RFI ».

M. Christian Kert : « Je remercie Martine Martinel d’avoir approuvé ce qui a été dit sur RFI. Je pense que la commission devrait rapidement se saisir de ce problème, qui est réel ».

Le même jour, la Commission des affaires étrangères de l’Assemblée nationale s’est attachée au cas RFI à la suite du rapport très critique  du PS Didier Mathus sur la gestion d’Alain de Pouzilhac.

Le rapporteur n’a pas été suivi par la commission sur sa demande ne pas voter le budget de l’AEF. En revanche, aucun membre de la commission n’a soutenu le président de l’AEF. Tous ont été unanimes à souligner la qualité du travail de RFI. Une mission d’information va être créée sur RFI avec à sa tête un député de la majorité et un de l’opposition.

Une nouvelle assemblée générale des personnels se tiendra le lundi 9 novembre à 15 h, devant le 116. Nous y ferons le point sur les actions en justice en cours, les initiatives des parlementaires justement et les prochaines échéances. Venez-nombreux !!!

Un conseiller de l’Elysée a évoqué devant les producteurs de légumes l’emploi de travailleurs des pays de l’est, où le coût du travail est très faible. Qu’il s’agisse d’une proposition ou simplement d’une suggestion d’étude ne change rien à l’affaire. Cette réflexion d’un conseiller de Nicolas Sarkozy traduit l’état d’esprit de l’Elysée : faire baisser les coûts du travail, dans une logique de moins disant social.

C’est parfaitement cohérent avec une politique qui réduit les protections des travailleurs et qui fait baisser le pouvoir d’achat des Français. Le Parti socialiste dénonce très vigoureusement cette politique.

Pour le Parti socialiste, la compétitivité de la filière légumière française passe par une meilleure adaptation à la demande des consommateurs, de plus en plus soucieux de qualité et de proximité avec les producteurs. Le Parti socialiste considère que la seule solution durable pour toutes les filières agricoles consiste en la relocalisation des productions équitablement réparties sur les territoires.

The disinformation regarding what happened goes more or less like this: “A bomb exploded at a BCI bank.” Or: “A bomb exploded in front of the Marriott Hotel.” Worse still: “Surveillance cameras would have caught whoever left the bomb.” What’s certain is that the device was left in a hotel bathroom, with the timer set for a certain hour. The perpetrators warned the hotel so that it would be evacuated and no one would be injured. Sadly, a hotel employee noticed the device, which was inside a laptop bag, and brought it to the front desk, thinking that it belonged to someone. There he received the warning call, and in an act of extreme risk, brought the object outside the hotel (according to him, that’s part of hotel “protocol” . . . like, “if you see something suspicious, take it and leave it outside . . . it could be a bomb; if it explodes, bad luck . . . if it isn’t removed and explodes inside the hotel, you’re fired”). Apparently, a short time after he left it outside (near a BCI), it exploded and some shrapnel hit him. Confusingly, it emerged in the press that “security cameras would have caught whoever left the bomb.” That’s strange, as it was left inside the hotel. The only thing the bank’s security camera would have caught is the guard leaving the bomb outside. Unless they have cameras in the bathrooms.

Communiqué: We bombed the Marriott Hotel

The following communiqué, which claims responsibility for the Marriott Hotel bombing, was sent to us via e-mail:

There was a warning. And other comrades before us had given the same warning.* The tranquility of this world, built by the defenders and administrators of a system based on hunger and slavery, has come to an end.

At 1:45 a.m. yesterday, November 3, a full crew of comrades thwarted all the systems of surveillance and control set up by the exploiters in the eastern ghetto of the city of Santiago—thereby crossing all the narrow page margins of the disinformation media that has ridiculously attempted to minimize the act—in order to detonate a powerful bomb that was meant to explode in the main hall of the Marriott Hotel located on Avenida Kennedy in the Las Condes municipality.

As a show of the humanity that the exploiters lack and really don’t deserve, we warned the front desk by telephone 15 minutes before the explosion, mainly so that unruly workers (if there were any) could go out on to the sidewalk and rejoice at the sight of the Marriott Hotel exploding (to the workers in question, we leave you a warning in case you decide to collaborate with the police). If the front desk obeyed orders to not waste minutes of work by evacuating the building, and instead sent the security guards to die for their crummy wages, then the owners of the building are the only ones responsible.**

We want to make it clear that this action was not meant to hurt or harm just anyone; we are well aware of who we are attacking. We are directly attacking the people responsible for the maintenance of this rotten system, which is nourished by theft from the workers via AFPs (Pension Fund Managers), by terrorist bosses who use workplace exploitation in order to turn work into a social law that only reproduces this slave-society, by shutting people in cities—built in the style of prisons—that in turn reproduce the capitalist violence promoted by the exploiters, by the existence of an exclusive commercial health system that leaves the lives of millions of people in doubt, by the maintenance of an educational system that diverted and deformed the struggle for egalitarian assemblies carried out by the high schools. We are attacking the privileged who are comfortable sustaining this exploitative society based on blood, death, misery, and permanent terror.

Finally, we are doing no more than attacking the real terrorists, the owners of this world, who are beginning to feel the consequences of the social war they started.

We repeat: This is a conscious act, it is an act filled with anarchist content, it is an act of war, it is an act of antiauthoritarian expression planned and executed with all the creativity of minds that intend to be free. To that effect, we have chosen an autonomy that allows us to be unpredictable and to select our targets according to our perception and analysis. The action that we just carried out is an example of that; it is an example of the spontaneity granted to us by that choice, which also allows us to continue to operate while constantly outwitting the terrorist state’s repressive apparatus and control.

The state does not possess a mythic or epic existence, nor is it the fruit of social consensus; rather, it was born as the apparatus of absolute power, replacing what was erected by the monarchies in their time. It is simple and basic political theory. This violent, enslaving social death is derived from a politics whose epicenter is genocide and classic European xenophobia; it is exported under different labels that conform to whatever formulas the consumer needs, and it is generally personified by the characters of its exponents, who see and feel themselves (consciously or unconsciously) as being called forth to illuminate with the “light” of their “old world.” We are born in that world. That world is sustained by the figure of the state, and it is the reason why all states exist. We grow up under those states. But we renounce them. We renounce and reject their command over us. We renounce their imposed nationality and declare ourselves stateless. The war has already been declared. The existence of states was its declaration.

We understand that the existence of those who dominate within society, be they bourgeois or bureaucrats, is directly related to the existence of the state. It is they who shape it, they who reproduce and reinforce it, strengthening and extending social relations based on authoritarianism and the domination of millions of people. It is they who think of themselves as “illuminated,” they who see themselves as protected by the existence of the state. As a concrete example, we can mention what is happening today in Mapuche Territory: brutal repression and harassment by the Chilean state against the weichafes, with the sole intention of defending the interests of those who dominate.

Attack. This is the maxim chosen by countless groups in this social war. We attack the physical spaces where the daily life of the exploiters takes place. We attack the planned centers of economic and military occupation in the territories we inhabit. We attack the simulated perfection of the violent world they represent.

Through our action, we attacked the exploiters who keep alive this terrorist state—the gendarme that protects bourgeois and bureaucrats alike, and which nevertheless could not protect them today.

Today we bombed this building, tomorrow there will be others.

Attacks of this this type will continue, increase, and worsen . . . be careful.

C’est avec une grande émotion que j’ai appris la disparition de Claude Lévi-Strauss. Immense savant, théoricien célébré dans le monde entier, écrivain remarquable, il était aussi un homme engagé, qui n’a cessé d’œuvrer en faveur du dialogue entre les peuples. Il est resté toute sa vie un citoyen actif et un grand humaniste, contribuant à faire de la France une nation ouverte sur le monde. Père du structuralisme, sa pensée a marqué le 20ème siècle d’une empreinte inestimable et incomparable. Toutes les sciences humaines ont été influencées par son œuvre. Le Parti socialiste se joint à moi pour rendre hommage à cet immense intellectuel français dont l’œuvre appartient au patrimoine universel et pour adresser nos condoléances à sa famille et à ses proches.

Le Comité d’entreprise a décidé de saisir le Conseil d’Etat en référé afin que soit ordonné aux ministères de Tutelle, et notamment au ministère de la Culture, de faire toute la lumière sur le contenu du Contrat d’objectifs et de moyens (COM) de l’Audiovisuel extérieur de la France (AEF).

En effet, ce contrat expose la totalité des ressources dont dispose RFI pour les années 2009 à 2013. Aucun licenciement économique ne peut donc être justifié tant que les moyens de l’AEF, déterminés par le COM, n’ont été dévoilés.

Sans le COM, nous ne connaissons pas la véritable situation économique de notre entreprise et tout semble montrer que non seulement le Contrat d’objectifs et de moyens existe, mais qu’il comprend un budget plus élevé que jamais pour RFI.
