<title><![CDATA[Panyu Residents Victorious in Blocking Planned Incinerator, Expected to Meet 30% Recycling Target in Return ]]></title>

<description><![CDATA[To some, the surge of public action to oppose a planned incinerator in south China’s Panyu city may ]]></description>

To others, the protests are testament to China’s growing urban wealth and the push for “not in my backyard” (NIMBY) movements that often accompany it.</h3>
<p>Whether motivated by property values or public health, recent outcries have not been conducted in vain.</p>
<p>Citizen resistance has succeeded in blocking the government’s construction plans, confirmed when district Party secretary Tan Yinghua said in a <a href="http://news.xinhuanet.com/english/2009-12/10/content_12626445.htm">meeting with local residents</a> yesterday that the entire project would “start from the beginning.” The government pledged transparency and public engagement throughout all steps of the re-planning process, including the environmental assessment, feasibility study, and location decision, according to a report by state-run Xinhua media.</p>
<p>Both foreign and domestic media outlets credit this outcome to the public push back that began last month.</p>
<p><!--more-->Having learned of plans to build the incinerator, over 1,000 residents gathered outside the Guangzhou Municipal Government building in late November. There, they shouted slogans and unfurled <a href="http://in.reuters.com/article/worldNews/idINIndia-44629720091210?pageNumber=1&#38;virtualBrandChannel=0">banners of opposition</a>, and demanded the city’s deputy general secretary to resign. Scenes of the protest were broadcast on local television.</p>
<p>News of the government’s decision to redraw the project entirely marks a public victory and, to some, suggests a widening space for the public’s influence over local government in China.</p>
<p>However, not everyone thinks that the government should be labeled a bogeyman. An article in <a href="http://www.ceee.com.cn/show.asp?/news12391.html">Nanfang Daily</a>, known for its keen and at times critical reporting despite being a party-run newspaper, argues that though few wish for a waste incinerator, power plants, or other polluting facilities built close to their own home, socio-economic development and people’s livelihoods inevitably rely on them.</p>
<p>As <a href="http://www.chinaenvironmentallaw.com/2009/11/30/chinas-best-party-school/">China Environmental Law</a>&#8217;s Charlie McElwee  summarizes “how to resolve this contradiction is a test for the government, but also a test of the wisdom of the people.”</p>
<p>The article goes on to suggest that opposition resulting in movement of the facility to a less developed region where more vulnerable populations reside is analogous to the developed world’s transfer of pollution overseas.</p>
<p>Finally, the author concludes (and yours truly would argue) that responsibility lies with both the government and the people to adopt a coordinated, multi-stakeholder approach for managing waste and addressing pollution problems.</p>
<p>Given the journalist&#8217;s well-argued position, it was encouraging to find in yesterday’s news of the government’s concession a tandem commitment to introduce initiatives aimed at reducing source waste and require household sorting.</p>
<p>Beginning next year, the city plans to roll out a garbage classification pilot project, and has set a <a href="http://china.globaltimes.cn/society/2009-12/491165.html">target recycling rate of 30 percent</a> by 2012. Eventually, sorting will become mandatory and refusal to comply may result in fines.</p>
<p>As someone who would rather see a compost heap in every apartment complex than landfills or incinerators dotting urban perimeters, this program has lots of promising potential, and is a constructive reaction to recent unrest.</p>
<p>As the Nanfang journalist (who is not named in the article) suggests, it only seems natural that enhanced public participation in governance correlate with increased public responsibility.</p>
<p>One unfortunate biproduct of China’s informal waste management sector – which contains a vast network of recyclers who sort and process municipal solid waste – is that it has produced a tenuous connection among most urban residents between consumption and disposal. To many, the task of trash sorting belongs, simply, to “someone else.”</p>
<p>Though the local government’s responsiveness to citizen opposition is, in all regards, a breakthrough event, demanding individuals to do their part to address the problem and endeavoring to raise awareness about trash disposal represents a perhaps more critical step forward for governance in China. I hope more bottom-up efforts are met with well-considered top-down initiatives.</p>

<p style="text-align:justify;">La concession de George et de Simon est bien entre deux frontières naturelles que constituent les ravines. La veille, le 18 mars, une concession voisine a été concédée à Mathurin Tallec et à Jean Laguery de St Lambert entre la ravine sans nom et la ravine des Caffres. Il s’agit de concessions entrantes par de longs et étroits goulets, ou « rubans » avant de s’évaser par le haut.</p>

<p style="text-align:justify;">Au  delà de cette dite ravine est installé, pour montrer l’exemple, depuis le 25 novembre 1719, le gouverneur Desforges Boucher et sa famille. Il veut dynamiser et favoriser la culture du café, dans le sud de l’île.</p>
<p style="text-align:justify;">« une des meilleures terres de l’île opinait Desforges, qui devait s’en occuper lui même. (…) Desforges avait incliné, dés 1719, que l’on abandonnât à l’initiative privée le soin de mettre en valeur cette partie de l’île, d’autant que tortues, bœufs et chèvres avaient pratiquement disparu de la zone comprise entre le Boucan de Laleu et la Rivière Saint Etienne (…). Les soucis de Desforges-Boucher n’étaient pas pour autant dissipés, car les communications entre l’ouest et le sud s’avéraient difficiles à assurer. (…) Pour atteindre le sud , trois voies étaient possibles : une classique, par mer, avec les aléas qu’elle comporte, les deux autres soit par le littoral soit en prolongeant le chemin de Saint Paul à Saint Gilles-les-hauts. <p style="text-align:justify;">Les colons se lancent  vers l’aventure du « pays des vivres », et du  sud. Ce ne sera pas forcément l&#8217;aventure du café pour George et sa famille. Quoi qu&#8217;il en soit, la migration s&#8217;annonce pour les Noël vers ce qui deviendra  le quartier Saint Louis, en 1726.</p>

<p>Partis d’une mauvaise réputation, la part des mandataires dans la vente d’automobiles en France prend de plus en plus de poids et rien ne semble altérer leur croissance soutenue actuellement par la prime à la casse et le bonus écologique.</p>
<p><strong>Mais qu’est-ce qu’un mandataire ?</strong></p>
<p>Un mandataire n’est rien d’autre qu’un intermédiaire entre un client qui cherche une voiture au meilleur prix et un distributeur qui cherche à vendre son véhicule.</p>
<p><strong>Pourquoi de telles remises ?</strong></p>
<p>Les mandataires achètent tout d’abord en général en grosse quantité, cela leur permet de faire baisser les prix en achetant des lots de véhicules au meilleur prix.<br />

<p>Les véhicules peuvent avoir différentes provenances :</p>
<p>-	De concessions directement : ce sont souvent des déstockages, le concessionnaire réduit sa marge et propose le véhicule au mandataire qui se charge de trouver les clients rapidement<br />
Ces véhicules sont appelés, des « mandats France » et peuvent être livrés directement en concession près de chez vous.</p>
<p>-	De  l’Union européenne : certains véhicules sont moins cher dans des pays européens, les mandataires profitent de ces remises ainsi que du fait d’acheter des lots là bas.<br />
Ces véhicules peuvent avoir déjà été immatriculés pour entrer en France, dans ce cas on appelle ces voitures des « véhicules 0 Km » ou « 10 km »<br />
Les véhicules provenant de l’étranger ont généralement des caractéristiques un peu différentes que ceux provenant de France. Par exemple, les véhicules espagnols auront tendance à avoir la climatisation en série alors que cela aurait été en option pour une voiture française.</p>

<p>I see where <strong>Ford</strong> and the<strong> CAW</strong> have come to an agreement and concessions were made.  At least the union woke up and smelled the coffee but aren&#8217;t happy about the rollbacks &#8211; but then who is?</p>
<p>But what bothers me is the up to $100,000 settlements for those being laid off and the vehicle vouchers.  Who the hell pays for that?  Probably the consumer who will have to pay the bill through charges to the vehicles they buy &#8211; <strong><em>vehicles which have leaky windows, blowing spark plugs and burning speed controls</em></strong>.</p>
<p>Why are we rewarding these guys with so much money when they can&#8217;t build a decent vehicle?  And, don&#8217;t even help those consumers shafted with vehicles like that mentioned in my last blog.</p>
<p>And <strong>Toyota</strong>, I hear is thinking of joining the <strong>CAW</strong>.  Wake up guys.  You will have to start paying dues and look what happened to the <strong>CAW</strong> workers in St. Thomas &#8211; no work.  Yeah, they are getting big packages but at the cost to the consumer who not only pays for these packages but also pays to repair poorly built vehicles.  You want to be part of that crowd?</p>
<p>At least at <strong>Toyota</strong> you are doing the right thing.  Just think &#8211; join the union and get the big deductions off your new salary.  I saw one group join a union and they made less per week due to the union dues and their company lost the contract to another company who gave all the old workers a 50 cent raise right off the bat. Hmmmm.  Oh, did I mention the new company was non-union?</p>
<p>And, if you join the <strong>CAW</strong>, will all those <strong>CAW</strong> workers who are now laid off get an advantage at your plant and claim seniority and get your job?  Just a thought.  I saw guys at GM losing their job at one plant and claiming seniority and moving to another plant and some poor guy got dumped.</p>
<p>So <strong>Toyota</strong>, you can join the <strong>CAW</strong>, which are losing members and jobs and help pay the union executives their large salaries and benefits and build sub-standard vehicles or, keep working at <strong>Toyota</strong> and produce vehicles with some pride in workmanship and know you still have a job. </p>
<p>Your choice.</p>

<p><em>Health Services in Australia are universal. The Federal Government pays a large percentage of the cost of services in public hospitals. This percentage is calculated on:<br />
1. Whether the Government subsidizes this service (based on the Medicare Benefits Schedule. Typically, <span style="color:#ff00ff;"><strong>100% of in-hospital costs</strong></span>, and 75-85% of General Practitioner and specialist services are covered.<br />
2. Whether the Patient is a Concession or Receives other Benefits[2]<br />
3. Whether the Patient has crossed the threshold for further subsidised service (based on total health expenditure for the year)[2]</em></p>
<p>I feel envious.  My employer subsidizes my family&#8217;s insurance but I still have to pay part of it.  We also pay for copays.  My parents who are 56 and 60, need to pay for their own insurance, and they&#8217;re semi retired, so the funds that come in are limited.  UK also has the same kind of health care.  We&#8217;re the super power of the world.  Why can&#8217;t we have universal health care as well?  I believe that in the long run, it will be good for everyone.  This is not socialism at all.  It is just giving our citizens what they deserve as a part of this developed country.  Go Obama! I like what Russell Brand, who&#8217;s an Englishman said when he hosted the MTV VMA&#8217;s.  Something like, what you guys call a truck, we call a lory&#8230;you guys have latin people dying in the streets, while we have universal health care.  It is just so true.  You just have to admit it.</p>

PATNA: The Indian Railways is contemplating to provide about 75 per cent concession to HIV/Aids patients in rail journey, particularly for<br />
medical treatment at the specialized centres across the country. The railways intends to provide this facility on the pattern of concession being given to cancer, leprosy and tuberculosis patients.</p>
<p>According to a Railway Board official, the railways is at present providing about 50 per cent concession to persons living with HIV/Aids (PLHAs) to travel in unreserved coaches. The National Aids Control Organization (NACO) had recently approached the board to increase the concession facility up to 75 per cent on par with facilities being given to passengers suffering from diseases like cancer, leprosy and tuberculosis. The board will take a decision in this regard soon, he said.</p>
<p>According to sources, the railways has been giving huge concession to passengers suffering from different diseases in reserved coaches of any mail and express trains. Patients suffering from cancer, leprosy and tuberculosis are being provided about 75 per cent concession in the fare along with one companion in the reserved coaches.</p>
<p>Recently a high-level meeting was convened in New Delhi on the directive of the apex court to examine the possibility of providing same facilities to PLHAs as being given to cancer, leprosy and tuberculosis patients. The meeting was attended by representatives of ministry of food and public distribution, road and transport, railways, law and justice, health and family welfare departments, sources said.</p>
<p>NACO deputy director general Damodar Bachani informed the railways that several states and Union territories, including Bihar, Karnataka and Chandigarh, have already announced that they would provide free transport facilities to PLHAs in their respective territories while other states were also planning to provide the same facility to them. Thus, the railways should not lag behind in giving a fair deal to such patients, said a board official.</p>
<p>According to the board official, the claim of PLHAs is genuine keeping in view the fact that the government has of late started making supply of ration at a subsidised rate under the Antyodaya Annayojna scheme to HIV/Aids patients. Even cards have been issued to them to avail this facility without any difficulty, he said.</p>

<p>I haven&#8217;t been to a baseball game since I was 10 years old, so I was filled with childhood nostalgia when I went to see the Toronto Blue Jays pulverize the New York Yankees on Sunday. The score was 14-8 for the Jays and I&#8217;d like to put myself in the win column too for properly managing my food expectations. Word-of-mouth and <a href="http://chowhound.chow.com/topics/622890" target="_blank">interweb research</a> all indicated that the concession stands at the Rogers Centre (formerly the Skydome) are dismal. The classic hot dog (shown above) is only slightly better than the 50-cent Ikea dog, but this one clocks in at the jacked-up price of $5.</p>
<p>One delicious discovery was the BBQ Chicken Nachos ($7.75) featuring tri-colour nachos loaded with cheese sauce, smoked BBQ chicken, jalapenos, onions, salsa and sour cream. The sweet chicken is an odd mix with the other flavours, but it&#8217;s a leisurely treat and the crunch from the nachos blends well with the sound of heckling fans.</p>

<p>Occupying seats in the 500 level has its benefits ($12 price point, lots of room to stretch out since there&#8217;s few people around you), but the food up there should be avoided. A quick scan of the upper stalls, and it&#8217;s obvious this is peasant food.</p>

<p>The secret is to always head down to the 100 level for your grub. Check out the new Muddy York Market in Section 109. There&#8217;s Mediterranean and American fare such as a Pasta Box ($10.25), Traditional Caesar Salad ($7.50), Gyro ($8.25), Souvlaki on a Pita ($9.25) and a Pork Sandwich ($9.75) that&#8217;s smoked on-site and accompanied by potato salad and sweet-and-sour &#8217;slaw (shown below, left). Nearby is an Asian Bowl station where $11 will get you sauteed vegetables with Miso Sweet Chili sauce with noodles or rice and a beef, chicken or shrimp skewer on the side.</p>

<p>If this sounds way too shmancy for a ball game, the Hogtown Grill stands have more traditional sports snacks. Three mini Prime Rib Sliders are topped with sauteed peppers and onions, and come with Miss Vickies Chips ($13) or there&#8217;s the Foot-Long Hot Dog for $7.75.</p>

<p>While the quality and innovation do not match those of <a href="http://platoputas.wordpress.com/2009/06/14/toronto-fc-soccer-stadium-dining/" target="_blank">BMO Field and Toronto FC eats</a>, I have to hand it to the Rogers Centre for having a whole lot of variety. The 100 level has an overwhelming selection of meats, treats and sweets. I also commend the venue for allowing you to bring in your own snacks and water/juice (in a plastic bottle less than 600 ml). But if you are planning to eat at the game, just remember to manage your expectations. Brace yourself for $7 beers ($9.50 for a tall boy), don&#8217;t expect fine dining, but be sure to enjoy the many options beyond peanuts and Cracker Jack.</p>

<p>This week has seen the launch of <a href="http://www.allsaints.com">AllSaints</a> into the U.S.A with their first concession heading up in the amazing, and somewhat iconic, department store that is Bloomingdales.  The edgy UK Brand opened up in the department store on Wednesday and has a great response! It&#8217;s all very very exciting!!</p>
