<content:encoded><![CDATA[<p>I am fascinated by Unites States Army Memoranda.  The Army speaks a language that is not completely unlike, or exactly like: business school-speak, tech/geek-speak, self-improvement buzzword-speak, locker room-speak, public sector bureaucracy-speak, or flat-out military-speak as it is spoken in countless other militaries around the world.  It is its own inimitable hybrid, and it is priceless.  This is another incomprehensible example.</p>
