<content:encoded><![CDATA[<div class='snap_preview'><p>Well, it looks like Tiger Woods may have been on the receiving end of a Domestic Abuse Episode. The story of his wife smashing the rear window to get Tiger out of his SUV reminds me of the Asshole Senator Monserratte of NYS saying that while he was bringing a glass of water to his wife, he accidentally tripped and the glass accidentally cut his girlfriend&#8217;s face, which needed 50 stitches!!</p>
<p>Florida doesn&#8217;t fuck around when it comes to domestic violence. Both participants would get arrested if the cops see that a domestic issue occurred, although in this case, Tiger is the only one with Wounds. Even if Tiger said he didn&#8217;t want to press charges, the Law states that the Cops have to arrest the Aggressor anyway. If it is true that a Domestic Violence Issue occurred, Tiger better tread lightly, as it is bound to happen again, and his wife has shown that she is prone to violence. Next time, Tiger may have to defend himself, and his wife may incur the bruising, in which case, everyone will get arrested. That&#8217;s all Tiger needs is to have a Domestic Violence record. I think he better start looking to distance himself from his wife, although he brought it upon himself if it is found to be true that he cheated on his wife. But that still doesn&#8217;t warrant a Spouse to attack another. If the Wife attacks the Husband, it appears that the Public is more acceptable of that compared to if the Husband attacked the wife. The Old Double Standard.</p>
<p>The woods have already contacted their Attorneys multiple times I am sure, and he is advising them on how to Handle this situation with the Police Department. Once the Cops start questioning, they better have their stories straight. I am sure that the Attorneys will be doing the Representing from here on out, although that will look suspicious. But hey, it&#8217;s better than the both of them or one of them going to jail.</p>
<p>Good Luck Tiger Woods. You can&#8217;t keep your Prick in your Pants, and you got a Wife that ain&#8217;t going to take any Crap. Don&#8217;t be surprised if this Saga turns out to be an OJ Simpson opposite, where maybe the Wife does in the Husband!!!!!! If I was Tiger, I would sleep with BOTH EYES OPEN!!!!!</p>
<p>And if there are any, I would get all of the Guns out of the House&#8230;&#8230;&#8230;.But there are always the Steak Knives and ScrewDrivers and such!!!</p>

<description><![CDATA[How do people keep blogging when they have their fingers in so many pies. I just can&#8217;t seem to]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>How do people keep blogging when they have their fingers in so many pies. I just can&#8217;t seem to do it.  The more I have on, the more difficult it becomes to blog. Where should I focus?</p>
<p>Recently I have been:</p>
<ul>
<li>keeping an eye on<a href="http://connect.downes.ca/"> CCK09 </a>and trying to keep up with how CCKo9 participants have been taking learning into their own hands</li>
<li>tutoring on two online courses &#8211; one an international course and one a course for company graduates</li>
<li>working to support eight <a href="http://www.jisc.ac.uk/whatwedo/programmes/institutionalinnovation.aspx">JISC projects</a></li>
<li>posting to the <a href="http://www.networkedlearningconference.org.uk/">http://www.networkedlearningconference.org.uk/</a> Hotseats</li>
<li>attending (albeit as a lurker) the <a href="http://www.jisc.ac.uk/elpconference09">JISC online conference </a>- at least two great keynotes in this</li>
<li>working with a colleague from Birmingham University to develop an online resource to support working in communities of practice</li>
<li>attending<a href="http://cpsquare.org/"> CPsquare</a> online research Fests to see how &#8216;people out there&#8217; are working in CoPs.</li>
</ul>
<p>And all this doesn&#8217;t include listening to, supporting and learning from my three grown up children in all their wonderful projects and interests, visiting my 84 year old mother and hoping that I take every opportunity to keep close to her and learn from her  in her declining years, keeping contact with my wider family and all their interests, keeping connected to my friends and ensuring that I don&#8217;t let these connections lapse, keeping connected to my wider interests which are mainly to do with art, choral music, gardening and travel.</p>
<p>Am I alone in wondering how I can keep up with all this? Recently I have felt that there is so much going on out there amonst so many really talented people, that I&#8217;m not sure what I could offer?</p>
<p>I thought the most recent <a href="http://connect.downes.ca/cgi-bin/page.cgi?post=44589">CCKO9 participant Elluminate event</a> (I didn&#8217;t attend  &#8211; but listened to the recording), organised by participants, was a wonderful example of how a diverse group of people from across the globe can come together, share and learn from each other. Thank you to Frances, Ulop, Roy, John, Leila, Ailsa, Heli, Eduardo. I learned a lot from this session.</p>
<p>Still trying to work out what I am learning from all this &#8211; but I feel as though the fog is lifting slightly!</p>

On the agenda for the second weekend? Blood! Car Crash! Cops! Uh, exchange students!</span></p>
<p><span style="color:#333333;">I was lucky to get a couple of hours off Saturday morning as only a bare bones crew was needed to shoot our two actresses, Emily Marso and Blake-Briana McKay, driving. Just a couple of shots and a simple scene. Easy as pie, right? Well&#8230;</span></p>

<p><span style="color:#333333;">The story I heard when I arrived on set? A very concerned passerby had called the cops that morning thinking that the two wrecked cars we had on set was the scene of a real accident. Oh well, at least that means a big thumbs up for prod design well-done. <img src='http://s.wordpress.com/wp-includes/images/smilies/icon_wink.gif' alt=';)' class='wp-smiley' /> </span></p>

<p><span style="color:#333333;">Another challenge that filming a car crash scene brings is the ridiculous number of people who deliberately slow down to get a better glimpse of your set as they&#8217;re driving by. Maybe it was to see if there was a famous actor in the vicinity. Maybe it was to get numbers to buy the American version of </span><span style="color:#333333;"><a href="http://en.wikipedia.org/wiki/4-Digits" target="_blank">4D</a></span><span style="color:#333333;">. Maybe it was to gawk at the awesome blood effects Karolyn did for our actors. Either way, our crew definitely learned more about directing two-way traffic in one lane. It also helped that we had two actors in cop uniforms on set. I&#8217;m not sure what it was, but people tended to drive past faster when it&#8217;s a cop signaling them to move. Or so they thought! <img src='http://s.wordpress.com/wp-includes/images/smilies/icon_wink.gif' alt=';)' class='wp-smiley' /> </span></p>

<p><span style="color:#333333;">When it was time to set up for our beautiful crane shot, it was all hands on deck. Like a life-sized balance scale, we had to figure out the exact number of sandbags to hang on one side to counter the weight of our camera on the other. It was almost like watching a team challenge on <em>Survivor</em>. &#8220;Take one more bag off,&#8221; one would say. &#8220;No, you just have to move one closer to the center!&#8221; another would reason. The team eventually emerged triumphant! And our crane shot went as smooth as silk.</span></p>
<p><span style="color:#333333;">Shooting outdoors often means racing against time, especially when you&#8217;re dependent on sunlight. Good thing our crew heads had their act <span style="color:#333333;">together. We completed our shots with time to spare and made some new friends with the many deer roaming the woods near us. I&#8217;d say our day was a success! <img src='http://s.wordpress.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </span></span></p>

<p>Based on a manga by Taiyo Matsumoto, &#8220;Tekkonkinkreet&#8221; was about two children aimed to protect their city from people who either wanted to change the city for the better or demolish it altogether to build an amusement park. Although the medium is animation, the story is not for children because it is very violent and the issues it tackles are geared more toward adults. While I did admire its ability to take risks, it did not completely work for me because it started out as a story grounded in reality but elements of the paranormal or fantasy somehow was added into the mix. It became really confusing, especially toward the end, not only because the movie simultaneously showed events that were actually happening in the real world, it also showed what was in the characters&#8217; heads, and possibly scenes of the future. Perhaps the reason why I didn&#8217;t quite get it was because I needed more background information. But then again I always judge a film as a stand-alone piece of work; it should be able to hold up without having to read the source from which it was based on. Undoubtedly, there were some positive things such as the intense chase scenes and the imagination embedded in the metaphysical and surrealistic scenes. Directed by Michael Arias, I wish &#8220;Tekkonkinkreet&#8221; had less visual stimulation and instead worked more on its emotional resonance. I was interested in the two main characters&#8217; relationship with each other and their society. It would have been a great opportunity to explore how their role as homeless kids, who had to steal from citizens and live in an abandoned car, was directly affected by cops who really cared about their well-beings (and vice-versa). What I love about animes and animated features in general is that it is limitless when it comes to giving its audiences images and emotions. However, there are those animes that simply fail to get me to care or keep my attention due to that lack of balance between the two. Unfotunately, this film is one of those animated pictures that left me bewildered in a negative way.</p>

<div id="articleViewerGroup">Since it debuted in October of 2008, the Travel Channel series &#8220;Ghost Adventures&#8221; has taken viewers to roughly two dozen creepy locales. And Remington Arms in Bridgeport is definitely one of the eerier places they&#8217;ve visited, series executive producer Daniel Schwartz said. &#8220;This one is right at the top,&#8221; Schwartz said of the former factory on Barnum Avenue. &#8220;It definitely earned its keep in the pantheon of &#8216;Do not put me in that place.&#8217; &#8220;In June, &#8220;Ghost Adventures,&#8221; which puts a team of paranormal investigators at a different spooky spot each episode, taped an installment at Remington. The episode airs at 9 p.m. Friday, and, though Schwartz refrains from ranking the episodes, he said Remington was definitely intimidating. That&#8217;s saying something. &#8220;Ghost Adventures&#8221; has visited places as varied as the Poveglia Island in Venice, Italy, and Ohio Reformatory in Mansfield, Ohio. At each place, paranormal investigators Zak Bagans, Nick Groff and Aaron Goodwin are &#8220;locked down&#8221; for a night and roam the premises, looking for evidence of the unknown. Though they all have different stories, the locations visited by the &#8220;Ghost&#8221; team have one thing in common: stories about spooky, unexplained activity.Remington Arms definitely fit the bill. Once one of the largest ammunition factories in the world, the Barnum Avenue site was no stranger to tragedies. These include a 1942 explosion that killed seven people and injured 80 others. It&#8217;s also been a hot spot for reports of odd activities, such as moving shadows and disembodied voices. Schwartz said the stories of the unexplained, combined with the site&#8217;s tragic history, made Remington a perfect &#8220;Ghost Adventures&#8221; locale. &#8221;It kind of has the stench of an unhappy place,&#8221; he said. During the hourlong episode, Bagans and company interview local historical and paranormal experts, including Myers. They then spend the night at Remington, with some unsettling results. We won&#8217;t spoil it here, but suffice it to say that there are plenty of things going bump in the night at Remington. Myers, who investigates the unknown under the name <a title="826 Paranormal" href="http://www.826paranormal.webs.com">826 Paranormal</a>, said it&#8217;s unclear whether the strange happenings at Remington are the result of ghostly visits or human intruders. But even if Remington isn&#8217;t haunted, it is spooky. &#8221;It&#8217;s an old building,&#8221; Myers said. &#8220;It&#8217;s a creepy building, and there are stories to go along with it.&#8221; The Remington Arms episode of &#8220;Ghost Adventures&#8221; airs Friday at 9 p.m. on the Travel Channel.  </div>

Road blocks after all are not fun. The irony is that in Enga, the cops where the ones we depended on to get us through the road blocks, while this incident it was cops who were the impediment &#8211; after all they had set the bloody thing up.</p>
<p>There are always road blocks in Moresby, most set up by the local equivalent of New South Wales&#8217; RTA. They look at your safety sticker and wave you through. Even if your tyres are bald, your exhaust is belching and your rear windscreen has been replaced by a sheet of black plastic, you will most likely be waved through &#8211; provided you gave the right person the extra gratuity fee to get the safety sticker.</p>
<p>Every now and then however you encounter the cops. Most of the time they just check licences and don&#8217;t pay too much attention, especially by day. By night, it&#8217;s a tad different &#8211; especially later at night, as was the case in this scenario, and especially when the driver (me) has by some dumb lapse of judgement left his licence at home. Stupid, stupid, STUPID.</p>
<p>You see, there are some quaint customs from the big place just to the south that are not so trendy up here. For example, in the big place down south, if you cannot produce your licence when asked to by a cop, they will typically give you the option of going to the local cop shop within a day or two to show it. Seems reasonable and maybe even efficient &#8211; gets traffic moving again, gets the cop onto the next car. Seemingly not. In Moresby, there are three options only &#8211; you have your licence, you pay a sum (not strictly speaking a &#8216;fine&#8217; as we discovered), or you have a nice kip in the slammer and hope for the best.</p>
<p>Once we had established that producing the licence later was not an option, and insisted strongly that a night in the cell was equally as repugnant, we were left with the second option only &#8211; the &#8217;sum&#8217;. Apparently I was guilty of two evils &#8211; driving without a licence, and being unable to produce a licence when asked to by a law enforcement agent. This sounded fine to a point. The fee seemed hefty enough but not too out of line to my inexperienced mind &#8211; being one hundred clams per offence. The trickiness of the situation was twofold. First, the officer peering through our window was quite resolute in his insistence that any kind of documentation was not only unnecessary but thoroughly unconventional. It was a simple matter of paying one&#8217;s dues, accepting that one had done wrong, and trusting that the two hundred kina would be safely deposited in the relevant government account and not at the closest roadside beer shack. But that wouldn&#8217;t happen, surely.</p>
<p>Which brings us to the second issue &#8211; we had no cash. We also do not have the gift of pulling money from thin air, as much as the worthy officer seemed to think we might. After some time the officer became more accommodating &#8211; literally at first, as he repeated the offer of a free night in the Hohola cells, then figuratively as he said that possibly we could get a ride in a police vehicle to the closest ATM. Being slightly unwilling to leave our car we asked if it were possible to pay the fine at a police station or court house the following day, and maybe even get a receipt.</p>
<p>This concerned the officer, but of course he was worried on our behalf. In asking such a silly question I had betrayed by ignorance yet again. The officer explained, seemingly a little uncomfortably (but who am I to judge? I was myself also a tad uncomfortable) that payment at a court house or police station at a later date would be <em>more expensive</em>. Exactly twice the amount in fact. I ask you all not to leap to any unfair conclusions regarding the integrity of the officer at this stage. Red tape, paperwork and so on are major inhibitors to the efficiency of a modern economy after all, and seeing as PNG has plenty of things it needs to prioritise I would suggest that a situation like mine would merely be a strain on the progress of the nation. Bloody bureaucracy never helped anyone get anything done after all, here or anywhere else.</p>
<p>So we had a stalemate. We babbled a bit about calling our security escorts, we said we were sorry, we felt as helpless as we did angry. Eventually we hit upon a proposal that worked &#8211; call over the boss to sort something out. </p>
<p>The boss came. The boss certainly looked like the boss &#8211; protruding gut, fine moustache, nice blue beret and a button-up shirt. And, a machine gun. </p>
<p>The boss, however, was also our boon (yes! he looked a bit like a Papua New Guinean Boonie too) &#8211; he took one look at our humble car and decided he wasn&#8217;t interested. We offered again to report to a police station the next day. He said yes, and asked my name, which of course I offered freely and incorrectly. Then we were allowed to go. For two seconds. Then another cop pointed out our rear lights needed fixing. <em>Of course of course we&#8217;ll fix it this week.</em> Outta there!</p>
<p>Again, in hindsight, this wasn&#8217;t the worst of our road block experiences, but we were not to know that at the time. Also looking back I can at least appreciate the humour in the situation &#8211; subsequent road block experiences were utterly without humour, and were infused with something one would more accurately describe as &#8216;fear for one&#8217;s life&#8217; or &#8216;the smell of excrement&#8217;. But we were not to know that at the time. Certain expressions of relief and outrage were shared as we drove home, and that was that. Although I am sure the cops at Hohola would have been waiting around despondently for &#8216;Geoff&#8217; to show up the next morning. For hours on end. Maybe they too were outraged. After all they wouldn&#8217;t be used to scandalous <em>lies</em> or anything like that, the poor guys.</p>

<title><![CDATA[Where's the Tipping Point?]]></title>

<p>A few years ago, Malcom Gladwell wrote a book titled, The Tipping Point.  Basically, Gladwell explains that &#8220;the tipping point is the biography of an idea, and the idea is very simple.  It is that the best way to understand the emergence of fashion trends, the ebb and flow of crime waves, or, for that matter, the transformation of unknown books into bestsellers, or the rise of teenage smoking, or the phenomena of word of mouth, or any number of the other mysterious changes that mark everyday life is to think of them as epidemics. Ideas and products and messages and behaviors spread just like viruses do.&#8221;</p>
<p>My favorite example that Gladwell explores is how former Mayor Rudy Giuliani and his team of leaders dramatically reduced crime in New York City in the 1990&#8217;s.  The book sites the statistic that in 1992, there were 2,154 murders in NYC and 626,182 serious crimes. </p>
<p>So how in five years did the murder rate drop 64.3% to 770 and total crimes drop to 355,893?  What was the tipping point?</p>
<p>The obvious answer to attack these types of terrible crimes would be more police on the streets, which was an expensive solution.</p>
<p>But that&#8217;s not what they did. With William Bratton as the head of the police department and Giuliani as mayor, they collaborated on the &#8220;broken window theory.&#8221;  Attack the lesser crimes in order to decrease the number of more serious crimes.  These are noted as &#8220;quality of life&#8221; crimes, examples are public urination, public drunkenness. They arrested repeat offenders and cracked down on graffiti.</p>
<p>In fact, David Gunn, the head of the subway department, said that &#8220;the graffiti was the symbolic collapse of the system.&#8221;  And you know it&#8217;s making an impact when Saturday Night Live spoofs the situation, which they did.  (I have searched and can&#8217;t find that youtube video.  If you can find it, I would love to see it again and attach it to this blog post.)</p>
<p>Even though these crimes are insignificant compared to the more violent offenses, they were the tipping points in order to make an impact of the decline on more serious crimes.</p>
<p>So what does all of this have to do with healthcare reform?  I&#8217;m not an economist, nor do I even have a business degree. But in my humble opinion, there has GOT to be a tipping point in order to fix our broken healthcare system.</p>
<p>Spending more money to tackle the big problem is just not going to work. It&#8217;s like putting more cops on the street.  How does that help? </p>
<p>I&#8217;m a strong believer in healthcare reform, but reform in the right way.  Therefore, I feel we, as Americans, should be asking our politicians what are the tipping points that will actually make a difference&#8230;what is healthcare reform&#8217;s graffiti?</p>
<p>Again, I&#8217;m not an economist, but I believe tort reform and strict mandates on buying insurance are the start to tip this thing back in our favor. </p>
<p>Why? </p>
<p>Tort reform will lower the ability for patients to sue their doctors, which would lower their malpractice insurance, which would lower their costs for services.</p>
<p>Strict mandates on individuals will force the young, healthier people into the insurance pool, which would 1) get them covered and 2) would lower the premiums for everyone else because of them buying into the system.</p>
<p>Wasn&#8217;t that the goal in the first place, insure more people at a lower cost?  Hmm&#8230;</p>
<p>Maybe this makes no sense at all; maybe it makes too much sense.  Either way, we really need to watch Washington and make sure they are not just putting more cops on the street when we really need to go after the graffiti.</p>

<p>THE CHIEF Constable of the <a href="http://www.btp.police.uk/">British Transport Police</a> said that public transport in Scotland should always be policed by his force – even if the debate on a single Scottish constabulary results in change.</p>
<p>He spoke of being able to “police across boundaries” when he met Justice Secretary Kenny MacAskill in Edinburgh today (Tues) to talk about the ongoing partnership between the <a href="http://www.btp.police.uk/">BTP </a>and the <a href="http://www.scotland.gov.uk/Home">Scottish Government.</a></p>
<p>Andy Trotter’s comments come just a week after Met Police Commissioner Sir Paul Stephenson backed calls for radical reform of forces across the country.</p>
<p>And in Scotland there has been a long-running debate on the future of the country’s policing, with ex-Chief Inspector of Constabulary Paddy Tomkins calling for one massive force to be created.</p>
<p><!--more--></p>
<p style="text-align:center;"><strong>&#8220;Strong partnership&#8221;</strong></p>
<p>Mr Trotter took over as the Chief Constable in September this year after five years as Deputy of the organisation.</p>
<p>And he hopes to continue what he calls a “strong partnership” between the <a href="http://www.btp.police.uk/">BTP </a>and local forces in Scotland – saying a combination of local knowledge and sizable resources were needed to effectively tackle crime.</p>
<p>Mr Trotter emphasised the BTP’s ability to chase criminals around the country without having to go through reams of paperwork.</p>
<p>He said: “The work that we do knows no boundaries, we chase criminals across boundaries. As well as working with local police forces in the UK, we work with authorities in France and Belgium as part of policing Eurostar.</p>
<p>“Criminals don’t respect boundaries, and victims of crime don’t understand these boundaries either. You can get a lot of debate between police forces about whose ground a crime happened on.</p>
<p>“The victims don’t want to know about this debate, they don’t care. People do things at the start of their journey, they do them at the end, and they do things in between. It is important that we are able to get them wherever their crime took place and wherever they go.”</p>
<p style="text-align:center;"><strong>Local knowledge</strong></p>
<p>He went on to say that it isn’t just this ability to “cross boundaries” that makes up effective policing, but local knowledge plays a large part as well.</p>
<p>And he thinks that Scotland has a good balance of local knowledge and co-operation between forces.</p>
<p>Mr. Trotter added: “I have found that in Scotland there is a much more corporate approach to policing. The very small forces get help when they need it from the big forces.</p>
<p>“What the community wants is a local force they can talk to, and they get that too.”</p>
<p>And that “local knowledge” is so important to Mr Trotter that he has given his area commander Chief Superintendent Martyn Ripley free reign to run the force in Scotland.</p>
<p style="text-align:center;"><strong>Anti-social behaviour</strong></p>
<p>He said: “I give my area commander in Scotland a lot of freedom. He has targets to meet but apart from that he runs the force up here as he sees fit.</p>
<p>“These are local solutions to local problems. This is a very Scottish approach.”</p>
<p>The pair discussed the newly introduced fixed penalty notices to tackle anti-social behaviour on the rail network.</p>
<p>Since they were introduced in April, 162 fixed penalties have been handed out for offences such as breach of the peace and drinking in public.</p>
<p>And the <a href="http://www.kennymacaskill.co.uk/">justice secretary</a> said that he had recently experienced how safe the railway was after dropping off a friend at Waverley train station on Saturday night.</p>
<p style="text-align:center;"><strong>&#8220;Good atmosphere&#8221;</strong></p>
<p>He said: “I was down in this (Waverley) station on Saturday night where I was showing a friend back to a town along the road from here where we both come from and it was a remarkably good atmosphere.</p>
<p>“The rugby fans were going home and station was safe, secure and well policed.”</p>

<p>It is not the rapists, drunk drivers that mostly  fill the courts calendars, docks it is mostly the revenue generating traffic tickets.. if the government wants to get tough on crime, as it purports, it should go after the real criminals. Drunk, impaired drivers too.  After all speeding is not the major cause of vehicular accidents, what you did not know that yet? and the police Chief himself did not tell you? What is then the cause of major car accidents? Drunk driving, road rage, impaired driving, distracted while driving&#8230;. and what the revenue generating traffic division has not gone after all this mostly instead yet too? and why Not? The Cops becoming judge and jury, now taking the law into their own hands  even when they still say &#8220; In most cases, our cops are the best to judge if stunt driving is really stunt driving. Or, is it simply speeding. <content:encoded><![CDATA[<div class='snap_preview'><p>Last week I got a speeding ticket for doing 85mph in a 65mph zone on Interstate 84 out in Gilliam County.  At approximately 10am on a Wednesday morning with almost no traffic on I84 I was pulled over. I was speeding and I know this. The county deputy that pulled me over knew this. I suppose I don’t have any right to be upset, but I am. If the County didn’t have such a horrible crime rate, and I had been pulled over for doing something unsafe to other commuters I would agree with my ticket. The fact is though; Gilliam County has one of the lowest populations in Oregon, yet has some of the worst crime rates in the state. Is revenue for their tiny ass population more important that doing actual police work? Bust the meth lab, help the lady I passed one quarter mile after you gave me my ticket with the flat tire. Do something productive other than pull in money for your retarded sheriffs’ office for no other reason other than you legally can.</p>
