The psychotic double-standard in international relations could easily compare to WW2 Nazi rationalizations.  If any other country does the same thing — invade a country’s air space, drop bombs on its facilities, murder its soldiers, it suddenly becomes quite clear what’s happening.  If Canada flies down into New York and bombs a military base, the United States would have a problem with that.  If Russia flies into Alaskan air space and sinks a US patrol boat, this is clearly to be interpreted as an act of war, a war crime and an atrocity.

But imperialists and “exceptionalists” don’t adhere to reality, morality, common sense or anything approaching ethical behavior.

Uncle Ruslan Tsarni’s Organization May Have Funded Terrorists

Why isn’t the Boston bombing suspects’ uncle Ruslan Tsarnaev / Tsarni considered a “person of interest” by the FBI?  Or, heavens forbid, a “suspect” in the Boston Marathon bombing plot?

Is it because of his work with State Department and CIA connected USAID around the Caucasus region?  Is it because he was formerly married to the daughter of a very high-ranking CIA official?  Is it because this high-ranking CIA official, Graham E. Fuller, was deeply involved in “Islamic extremism,” for which he is a noted author and strategist?  Or that Graham Fuller was CIA station chief in Kabul Afghanistan?  Could it be because his former father-in-law, Graham Fuller,

“…served 20 years in the Foreign Service, mostly the Muslim World, working in Germany, Turkey, Lebanon, Saudi Arabia, North Yemen, Afghanistan, and Hong Kong. In 1982 he was appointed the National Intelligence Officer for Near East and South Asia at CIA, and in 1986 Vice-Chairman of the National Intelligence Council at CIA, with overall responsibility for all national level strategic forecasting.”

Could it be related to Fuller’s paper that launched the Iran/Contra activities?  Or could it simply be Graham Fuller’s role in “strategic forecasting” both then and now?

Whatever the reasons, the Federal Bureau of Investigation should surely be interested in a little organization that Mr. Ruslan Tsarni set up in 1995 called the “Congress of Chechen International Organization[s].”

Why should FBI care about an old “Congress” of Chechen organizations?  There are several reasons known so far, perhaps many more, to look into this group and its activities.

America’s Rottweiler, Daniel Hopsicker, has sunk his fangs into Ruslan Tsarnaev’s history, and he doesn’t appear to be letting go any time soon.  Uncle Ruslan became the darling of the US press by immediately denouncing the two brothers as “losers” and even claiming that their brains were “stolen” by some radical Islamic cleric whom he had never met or spoken to.

But Uncle Ruslan Tsarni/Tsarnaev’s work for USAID and his close connections to one of the top CIA strategists and a boastful expert on “Islamic extremism,” should cause us to take a very close look at his own actions.  A quick search of USAID’s longtime ties to the CIA turns up this gem of a document, which once was “top secret,” but now declassified tells us:

“Memorandum For: Deputy Director of Operations

Subject: Joint CIA/USAID Terrorist (Technical) Investigations Course #7 (English Language)…

1. This effort is a joint CIA/USAID training program for foreign police/security personnel…”

This was dated March 7^th of 1973 and is hosted right on the USAID website (at least at the time of writing).

Bloomberg told us that Ruslan Tsarni “…was a legal consultant to a U.S. company contracted under USAID in a program of economic assistance for Kysrgyzstan.”  Hopsicker exposed that Uncle Ruslan Tsarni is also a Halliburton connected oil man who profited generously from Kazakhstan’s oil fields.

Well don’t the coincidences just keep piling up around this guy?  Are we in the trillions to one range yet?

Two students from Kazakhstan were charged Wednesday morning for “destroying” evidence related to Dzhokhar Tsarnaev, including fireworks without the gunpowder.  Destroying evidence?  Or planting?  They don’t seem to have “destroyed” it very well.

What would motivate some “friends” to go and tamper with evidence on the biggest terrorism case since 9/11?  This seems out of the ordinary activity, to say the least.  A third man is also facing criminal charges in this evidence tampering and Obstruction of Justice.

Be that as it may, the US media has gone dark on Mr. Graham Fuller and his undeniable relationship with Mr. Ruslan Tsarni/Tsarnaev.  Not one corporate news outlet has covered this Hopsicker initiated piece despite it being incontrovertible.  Fuller wrote about Ruslan in his memoir, Three Truths and a Lie.  Not only does Mr. Fuller’s name link directly, by marriage, to the Tsarnaev clan, his home address links directly to a Chechen front organization used to funnel funds to named terrorists.

Here is where the plot coagulates.  Hopsicker was not satisfied with a failed marriage.  He went deeper.  The Congress of Chechen International Organization[s] assisted one Shaikh Fathi in 1996 by using a “charity” called Benevolence International to get “aid” to the Chechen freedom fighters.  All fine and well, except for a couple of years later we have 9/11, and then American prosecutors like Patrick Fitzgerald begin turning over stones.

One of those slimy, moss covered stones leads to Shaikh Fathi.  The Fitzgerald indictment reads: “Sheikh Fathi was a major conduit for providing material support to the Chechen rebels.”  The indictment was against Benevolence International.  That “charity” was shut down after the US Treasury Department determined that they were “financiers of terrorism.”

The document that Hopsicker acquired, on Congress of Chechen International Organization[s] letterhead, is potentially the Achilles Heel of the entire covert war in Chechnya against the Russians.  Beyond the Boston bombing, this exposes a Chechen front group created by the son in law of a top CIA official that used this same CIA official’s home address on the official application when Ruslan set up the front!  This may be considered “poor tradecraft.”  A bad decision in 1995 may have just exposed the entire CIA connected terrorism nexus to the world.  And not one US “news” outlet will say one word about it.

Dozens of reporters gave open microphones to Ruslan Tsarni/Tsarnaev when he denounced his two nephews as “losers” and that he wished they had “never existed.”  But what a contrast in news coverage now that this man Ruslan Tsarni himself is found to be very close to the Central Intelligence Agency, since 1995.

It seems as though the name “Graham Fuller” cannot be published in connection to this case, in any corporate media organization in the United States, nor in Europe  [5/10/13 Correction: exactly 1 entity, The Daily Mail UK reported it].  This is essentially Orwellian manipulation of the public, and should be considered the top censored news story of the year, and perhaps of the decade.

Another international terrorist threat warning concerned Tamerlan Tsarnaev, this time in 2012 from Saudi Arabia.  A Saudi official told Daily Mail UK about a letter to US intelligence and that they wouldn’t even allow Tamerlan Tsarnaev to enter Saudi Arabia last December, 2012, for his desired pilgrimage to Mecca.  The Saudi intelligence did not just repeat what Russia had said, and instead the warning was “based on human intelligence developed independently in Yemen.”  Apparently the Saudi Foreign Minister and National Security Chief then met with Barack Obama in the Oval Office to discuss it early in 2013.  Denied, denied, denied.

The usually reliable Israeli intelligence website DebkaFile suggested two things about this Boston Marathon bombing case that were not readily apparent at the time.  These were 1) that the brothers (or older brother) were recruited by US intelligence, and that 2) they turned on their recruiters as double agents for Jihad.

The second part is speculative.  But the first part suggests more detailed knowledge of the Tsarnaevs and of covert activities in the Caucasus.  Most of the data concerning Uncle Ruslan were public and accessible, just waiting for someone like Hopsicker to piece it together.  The freakish response of the FBI to Tamerlan Tsarnaev, despite international terrorist threat warnings, suggests something odd about this case.  While double-agents are not unique and this has precedents, such as Ali Mohamad, we still have no proof that the brothers actually committed the bombings.  They are being tried in the media, piece by piece, without legal recourse to challenge the accusations or the so-called evidence against them.

Russian news outlet Izvestia provides another piece of the puzzle, and it supports the Israeli claim that the brothers were recruited by US intelligence.  On Tamerlan’s trip to Russia in 2012 (Jan. to July), there is a report by Georgian intelligence that Tamerlan Tsarnaev attended “training” at the Jamestown Foundation, connected with the Caucasus Fund (corrected 5/3/13).  All have ties to CIA.  As for Jamestown Foundation, guess who gave a keynote speech in 2008 there called “Turkey & the Caucasus after Georgia”?

Only your favorite “strategist,” the man whose name US media dare not speaketh.  What a little tiny world we’ve inherited.

Dan Hopsicker tied the Congress of Chechen International Organization to known terrorists like “Shaikh Fathi” who was mentioned in a Patrick Fitzgerald federal indictment.  He demonstrated a funding pathway to Chechen terrorists.

Hopsicker wonders if Ruslan’s organization was acting as a cut-out for the CIA given his close ties to Fuller. Hopsicker also notes a report by Bloomberg that Ruslan started working for USAID as a consultant again in 2008. “Using the home address of a top CIA official under President Ronald Reagan, who had also, and perhaps not coincidentally, been the author of a famous memo that eventually led Oliver North to step off a plane in Iran with TOW missiles in one hand and a cake for the Ayatollah in the other, Ruslan Tsarni’s Congress of Chechens put into practice the CIA’s unacknowledged policy in the former Soviet Republics,” Hopsicker concludes.”

Russia’s intelligence service, the FSB, is working quite a bit harder and more competently to try and protect the American people than are the CIA and the FBI, combined.  This is not even an exaggeration.  FSB warned FBI of Tamerlan Tsarnaev in 2011 and then again after his return to the US in 2012.  It showed evidence that he had met a radical Islamist militant leader six times while in Russia.

FBI, on the other hand, told America it had never heard of Tamerlan Tsarnaev before, a clear lie, since they had interviewed him and his family, now admitted.  CIA had Tamerlan added to the TIDE watch list system, but for some inexplicable reason he wasn’t automatically “flagged” on his return to the United States.  Hmmm.  How could that be?

What is emerging here is the picture of manipulation behind the scenes.  There is something very wrong about this bombing case, so wrong that it demands immediate takeover by a non-compromised body to investigate criminal wrongdoing inside the US government itself – or is that an impossibility?  No one ever breaks the law or compromises security in the government?  The media would have us believe that the government is only capable of making “mistakes” and “missteps” and committing “incompetence.”  Nonsense.  Where’s Frank Church when you need him?

One hell of a monkey wrench has dropped into the case of the brothers Tsarnaev.  Uncle Ruslan, famous for calling them “losers” repeatedly, has very close ties to the CIA.  How close?  Uncle Ruslan was married to the daughter of a top CIA official, one Graham E. Fuller.

Who is Graham E. Fuller?

If this isn’t followed up by the media, then we are already living in Orwell’s worst nightmare.  Mr. Fuller wrote the “think piece” that inspired the Iran/Contra incident!  He was station chief in Kabul, Afghanistan.  He is an expert on “Islamic extremism” and writes books about the future of “Political Islam.”  Mr. Fuller was a CIA heavyweight, and has a familial relationship with Ruslan Tsarni/Tsarnaev, the frothing uncle of the two alleged Boston Marathon bombers.

Who is Ruslan then?

The curious CIA smoking gun comes in 1995, when uncle Ruslan establishes a front group called the “Congress of Chechen International Organization.”  The address listed for this organization is … Graham E. Fuller’s home address!  This stuff is too obvious to even work in a Hollywood B movie plot.  Several years after this time Chechnya explodes into Islamic separatist Jihad against the Russians, with massive loss of life.

Ruslan is also into oil, that being Kasakhstan’s oil.  The brother’s uncle is a “well-connected oil executive who at one point worked for a Halliburton shell company used as a front to obtain oil contracts from the Kazakh State.”  Daniel Hopsicker’s explosive investigation casts the uncle in a new light, even linking Ruslan to a $6Bn fraud and money laundering scheme.  Does he sound credible now?

So what the hell is going on here?

Israeli intelligence outfit DebkaFile called it before anyone had this information.  Israeli analysts said: Tsarnaev brothers were double agents who decoyed US.

“The Tsarnaevs’ recruitment by US intelligence as penetration agents against terrorist networks in southern Russia explains some otherwise baffling features of the event…”

Unsaid by Debkafile was the obvious family tie to CIA, which the Israelis must surely have known but did not reveal.  Also unmentioned were the presence of military contractors at the marathon, which remains the biggest mystery yet.

Independent journalist David Lindorff tried to get some simple answers to some simple questions about the black jacketed, black backpack wearing, khaki pants and boots operatives at the finish line of the 2013 Boston Marathon.  The runaround and stonewalling he faced came straight out of Terry Gilliam’s Brazil.  There are no answers, not a one.  No one in government, nor at the company, will even acknowledge that they were there despite appearing in myriad photos and videos from the bombing and aftermath.

UPDATE:

“Apparently the men in photos were National Guard CST Civil Support Team, but this is not confirmed by the government. This government has no obligation to respond to the people’s requests for information. Likely this stonewalling by government is a tactic to INCREASE CONFUSION about this event and ensure that MISINFORMATION spreads. Why would the government want to increase the misinformation out there concerning what happened in Boston? As I said, it’s a tactic.”

Curiously, they were seen conversing with an FBI bomb squad person immediately after the blasts, leading to some speculation of a relationship between the contractors and the FBI.

Of course we know that military contractors, in this case Craft International, also work with and for the CIA.  That’s the defining characteristic of mercenaries: they work for whichever agency or entity is paying them.  Mercenary contractors can remain secret, also, and beyond the oversight of curious, pesky congressmen.  So far efforts to establish this chain of employment have been blocked by a secretive government that will not answer questions about it.

The CIA’s use of Islamic radical extremists around the world is in dire need of exposure.  The US government has helped radical terrorists take over Libya and is now supporting a brutal terror campaign in Syria.  These violent extremist movements are similar in character to the war in Chechnya and to Afghanistan in the 1980s.   Did this penchant for allying with fundamentalist zealots contribute to the FBI being called off the trail of the Tsarnaev brothers?  Were they, or at least Tamerlan, seen as useful puppets to carry out actions against the Russian state in Chechnya, Dagestan or elsewhere?

Even more sinister, we must face the possibility that these brothers were under tight surveillance and that their plans to bomb the marathon were known beforehand.

And that they were allowed to proceed exactly as they did.

Some speculate that the brothers were patsies and that the attacks were carried out by individuals in the Craft International operation.  As we are not shown any definitive proof of who placed the bombs, by the government, this question is unanswerable at present.  All we have are the claims of organizations that are already exposed for lying and for criminal negligence.

Faith in leaders is no way to run a nation.

UPDATE:

This National Guard CST development brings up more questions than it answers.

• Why was the National Guard Civil Support Team looking for a Weapon of Mass Destruction at the Boston Marathon finish line, if there were no warnings about such a thing?
• And what the hell good are they?
• And where are the bomb sniffing dogs?
• Were the bomb sniffing dogs finished with the “exercise” at the time of the actual bombings?
• Was that the “exercise?”

Russian news reports now say that Tamerlan Tsarnaev trained at a US NGO called JAMESTOWN FOUNDATION on his trip to Russia in 2012.  This would mean that he had false passports and got into Georgia under the radar.

Screw Hollywood.  Take some time to read up on how the world actually works and if this is moral behavior, or if it in fact makes us all both culpable and more insecure generally.  We live in a propaganda state where the facts aren’t allowed to be aired, and real analysis of policy is nonexistent on public airwaves for mass consumption.  If you want to know the truth (very few do), you will need to work tirelessly at it.
