<p>This workshop is exactly that &#8211; new developments and further applications of the highly successful first level workshop to run hand in glove with the new edition of the level one workshop scheduled for February 2009 (see below on this page). </p>
<p>As it is a continuation and further development of the first level workshop it is a requisite for admission that course participants have previously attended one of the prior workshops (2003, 2008 or February 2009).</p>
<p>After experiencing and integrating the first level model this workshop will lead to a much deeper understanding and more advanced practical use of hypnosis and meditation.</p>

Through hypnosis it is easier to activate unconscious processes making active use of the patterning and creative abilities of the non-dominant hemisphere. Through the modelling methodology of Developmental Behavioural Modelling DBM® and thirty years exploring meditation and hypnosis, John McWhirter has developed an integrated process that combines the individual benefits of meditation and hypnosis, creating more than the sum of the parts, offering a development tool to assist in a holistic approach to learning and personal development.</p>
<p>It will make a very big difference to most people from all walks of life and all kinds of professional backgrounds.</p>

True, on many occasions it used to be the only place in the bureaucracy where talent is clearly rewarded (I used to get as many as eight to ten cheques on certain paydays because of my work in various projects in our division alone), still the accomplishments of the department leave so much to be desired.</span> </p>

No sooner than one will be able to get as simple as an ear of corn, another one will make a hefty effort to grab it, my elders used to say. Typical frontrunners in the rat race.</span></div>

The rest of the 10% either had to educate themselves away from the defeatist and fatalist mentality, or else were fortunate to have parents, guardians and mentors who taught them to excel away from the race for mundane matters in this universe.</span></div>

Why doesn&#8217;t the Government and Supreme Court rule that all Catholic and other Churches not hold any congregation unless they display the Philippine National Flag and sing the National Anthem? If nearly all programs in the country include the display of the flag and singing of the National Anthem, there&#8217;s no reason why it can&#8217;t be done inside a Church. A Mass, as Holy or solemn it may be, is also a program. At the closing of the Mass, secular issues are the agenda. So why not the singing of the Pambansang Awit?</span></div>

<title><![CDATA[Philippine Weather, Outer Space and Renaming PAGASA]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;">The Philippines has a long way to go in weather forecasting.  For a long time, the Philippine Atmospheric, Geophysical and Astronomical Services Administration or popularly known as PAGASA has been waiting for its order of at least ten S-band Doppler Radars.  The first delivery being half of the lot.  This has not happened.</p>
<p style="text-align:justify;">PAGASA has been relying in part on the steady stream of free inputs with its membership in the United Nations Office for Outer Space Affairs (UNOOSA).  Certain quarters suggested the creation of a <a href="http://ecologyguardian.wordpress.com/2009/10/21/philippine-space-agency/">Philippine space agency</a> in 2007 and a data communications (satellite) based agency as early as 1988.  No one listened to the proposals.  If the former Sec. Emilia Boncodin of the Department of Budget and Management (DBM) even singlehandedly torpedoed down the creation of the <a href="http://girbaudz.wordpress.com/post/">Congress-legislated National Transport Safety Board</a>, much more a space agency. <a href="http://writernetwork.wordpress.com/2008/06/23/open-letter-to-her-excellency-gloria-macapagal-arroyo/">And because of Boncodin’s single act, the whole situation is so fucked up that tragic disasters and crises involving mishaps at sea have been happening left and right and can’t be stopped from happening in the future.</a> There were those who unnecessarily criticized and lambasted the proponent of a Philippine space agency, a retiring engineer at PAGASA, as foolish.</p>
<p style="text-align:justify;">The project proposed to create a functional data communication agency, the Philippine Satellite Communication Operation, Research and Development Council (PSCRDC) in 1988, at the diminishing level of euphoria over EDSA I was probably just thrown in the garbage can.  If real and pseudo scholars will check at the Records Office in Malacañang, there is heavy doubt if the document was even registered as received by the Office of the President, even under the heading of Classified matter.  The project paper had a stamp of SECRET all over it.</p>
<p style="text-align:justify;">The PSCRDC was clearly envisioned to be a Philippine space agency and it preceded the idea submitted by Engr. Bernardo Soriano.  Soriano appears to be an admin man, although he should be equipped with a doctorate after serving more than 30 years in PAGASA.  Why he submitted the idea for PASA could be due to his years of experiencing faulty detection and forecasting at PAGASA.</p>
<p style="text-align:justify;">The Philippine Government should review the PAGASA proposal now and not at any other later time.  S-band Radars are all right.  But is it state-of-the-art in storm detection radars (SDR)?  If the investment to buy 10 radars will not cover the entire archipelago, what is the use of having the Dopplers?</p>
<p style="text-align:justify;">Will it not pay more to have a stronger space agency and to invest more inputs for a mechanism to generate more data from outer space than is available today for the country?  After all, how many end-users are there for satellite data?  Nearly everyone has a use for information from outer space, not the least of which are those in the field of environment management, business, civil and military aviation, shipping, land transport, logistics, defense, law enforcement and just about any Googler and ArcGIS map user out there that includes many students, teachers, professionals who know how to.  And if you count them all, the number runs to millions.</p>
<p style="text-align:justify;">That in itself is already a huge market.  Considering that the Philippine business traffic overlaps with those of many other countries, there is also revenue potential in this area.</p>
<p style="text-align:justify;">For this reason, Cyberpark Telecom, our company has extended its sights towards business that relies on outer space data and possibly to generate a positive relationship with Smart Communications in this regard.</p>
<p style="text-align:justify;">While there is only one Philippine satellite, see data from SatNews below, there is also great good that will come about if the satellite were boosted and fully equipped with new components and gadgetry to increase its sensing capabilities and other functions.  And that is where we come in.  If the Agila II Satellite people will not accept our offer, we can go shopping for other partners.  There are hundreds of satellites, real and artificial orbiting in outer space. India alone has ten satellites.  Or we could opt to launch our own satellites in partnership with the Department of Science and Technology in the near future.</p>
<p style="text-align:justify;">By then, government must have renamed the PAGASA into a Philippine Space Agency as Soriano dreamed of.  But today we urge the administration of HE  PGMA to start pushing its cluster of agencies to map out the strengthening of RP’s capacities for using outer space as a valuable resource in many of its concerns.</p>
<p style="text-align:justify;">As we are advocating in Resource Recovery Movement, there is a need for policy regime change in the area of mapping as it relates to environment, to global warming, to its many applications in <a href="http://cyberparktelecom.wordpress.com/2009/01/18/sdfasdfdsjl-asdfsdfwerekr2jr-242refsd0cjsdajgbjk-13i42-fkjdzsjfsdjf-cvcxvdsnvknvknegirgn34j240cd/">engineering, architectural township planning, urban development, agriculture, etc.</a></p>

<p>Atlas is an addon I admittedly rarely use, but one which comes in very handy in the right situation. As the name might suggest, it provides maps for you &#8211; lots of maps. You can pull up the layout of any instance, battleground or transportation route, and see, for example, the accompanying bosses and their locations. It&#8217;s not necessarily useful in day-to-day life, but when you&#8217;re lost in some God-forsaken dungeon (*cough* Razorfen Downs *cough*) it can be a life saver.</p>

In a nutshell, it allows you to look up all the boss loot in the game, in addition to reputation rewards, gear sets and crafted items, and this is great for things like checking up on prospective loot from the next raid boss.</p>

<p>This mod is very similar to the more popular Auctioneer, but it&#8217;s more lightweight and the scans take far less time, as it only records average price for each item, instead of doing fancy things with statistics and histograms and moving averages. I use this on all my characters except for my bank alt for general ideas of prices &#8211; any selling is done by the banker, who uses Auctioneer.</p>

<p>This ubiquitous addon (one of the few which is used by more than 50% of the WoW population, apparently) is a very accurate but heavy tool for collecting information on items at the Auction House by scanning for the data and organising it into different averages and statistics. <p>Now, I adore this addon, and whole-heartedly recommend it to anyone. It allows remote viewing of the equipped items, key ring, currency, auctions, bags, bank or guild bank of any character you have, which is obviously fantastic. What&#8217;s <em>better</em> is how it alters tooltips to tell you how many of that item you have, and where the items are located, even if you&#8217;ve put them up for auction or have them in the mail.</p>

<p>I don&#8217;t think I need to say a lot about Deadly Boss Mods, often lovingly abbreviated to DBM. It&#8217;s the premier raiding addon out there, providing warnings and notifications for whenever something nasty is about to happen to you. It can also display timers for things like enrages and boss ability cooldowns.</p>

<p>Obviously, I don&#8217;t run this one on Veliaf, but it&#8217;s generally required if you&#8217;re a Mage or other decursing class. It creates small boxes (so small I don&#8217;t have a screenshot) for each member of your group which light up when the player is afflicted by something bad, and you can then click them, which magically casts whatever decursing spell you have on that player without you losing your target.</p>

<p>This is essentially Failbot under another name &#8211; it tells you in the channel of your choosing (I keep it private so as to avoid spamming party or raid chat) whenever someone fails at something, whether it be dancing on Heigan or moving out of the fire on every other WotLK boss. It&#8217;s a useful tool as a raid leader, but is maybe a bit pointless if you&#8217;re not one.</p>

<p>When raiding, trying to see a unit frame for every single member of the raid with the default UI means dropping and dragging what feels like hundreds of little boxes onto the screen, arranging them, and then remembering to get rid of them later. Hence, a lot of people will use a unit frames addon &#8211; popular choices are Pitbull or Healbot, but personally I love Grid. It&#8217;s customizable to the point of being silly, meaning I can have it exactly how I want it, and it takes up very little space whilst displaying more information than the default UI ever could.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Yesterday, I discussed the UI Addons I use that are generally visible when I play.  Today, I&#8217;m going to talk about most of the other addons that I use.</p>
<p><a href="http://wow.curse.com/downloads/wow-addons/details/ark-inventory.aspx" target="_blank"><em>ArkInventory</em></a> &#8211; ArkInventory allows you to set rules that organize your inventory.  It&#8217;s a little hard to explain and a picture is worth a thousand words so here is what it looks like.</p>

<p>As you can see, Arkinventory allows you to create different catagories.  Items are sorted into these different catagories whenever you loot them.  It makes it a lot easier to find and keep items organized.</p>
<p><em><a href="http://wow.curse.com/downloads/wow-addons/details/clique.aspx" target="_blank">Clique</a> &#8211; </em>Most people are familiar with this addon.  Clique allows you to map spells to mouse clicks.  Clique is generally utilized in conjunction with Grid.  Personally, I only use clique to make buffing a little more efficient.  I utilize mouseover macros to heal.</p>
<p><em><a href="http://wow.curse.com/downloads/wow-addons/details/deadly-boss-mods.aspx" target="_blank">Deadly Boss Mods (DBM)</a> &#8211; </em>Standard raid encounter addon.  Almost everyone uses either this or one very similar such as <em>Big Wigs</em>.</p>
<p><em><a href="http://wow.curse.com/downloads/wow-addons/details/doomcooldownpulse.aspx" target="_blank">Doom_CooldownPulse</a> &#8211; </em> Doom_CooldownPulse provides a visible alert when a cooldown is up.  When a cooldown is ready it places a large icon of that spell/item in the middle of your screen.  I have issues keeping up with my cooldowns this addon helps with that tremendously.  It&#8217;s pretty much impossible to miss.</p>
<p><a href="http://wow.curse.com/downloads/wow-addons/details/quartz.aspx" target="_blank"><em>Quartz</em></a> &#8211; Quartz allows you to configure cast bars.  You can relocate, resize or change pretty much anything related to your cast bars with this addon.</p>

<p>The fisherfolk activist group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) on Tuesday vowed to question the P 1.1 billion budget allocated by the Department of Budget and Management (DBM) to the Metro Manila Development Authority (MMDA) in connection with the Manila Bay clean up. </p>
<p>Pamalakaya national chair Fernando Hicap said his group will prepare a position paper opposing the huge public fund allocated by Malacañang and will submit once the House of Representatives discusses the 2010 national budget pertaining to MMDA and the Manila Bay clean up.</p>
<p>“The clean up should be undertaken collectively and separately by local government units situated along the bay, together with concerned government agencies. The MMDA should be taken out of the picture since its functions overlap with the functions of government agencies and local government units. The best thing to do is to abolish the MMDA,” said Hicap. </p>
<p>“P 1.1 billion is P 1.1 billion. This will make the MMDA the government’s super agency in the National Capital Region. Given its notorious records of high crimes of corruption, daily political arrogance and extreme brutality, the proposed budget for MMDA’s Manila Bay clean up will make it an uncontrollable monster in 2010,” the Pamalakaya leader added. </p>
<p>Hicap said the huge budget allocated for the MMDA could be one the compelling reasons why the Armed Forces of the Philippines (AFP) suddenly inked a pact with MMDA, to maximize not only its human resources, but as well the huge funds allocated to it for counter-insurgency operations and urban militarization. </p>
<p>“The P1.1 billion MMDA budget is really a mouth-watering banana for the AFP. The military can exploit the people of MMDA and its resources,” he added. </p>
<p>Pamalakaya said instead of giving MMDA the lion’s share in the budget for Manila Bay clean up, Metro Manila lawmakers and local government units representing all cities and municipalities in the National Capital Region should call for the abolition of the authority. </p>
<p>“National and local candidates who will call for the abolition of MMDA will earn the respect and the desired votes from Metro electorates. It is an electoral agenda voters from all classes A,B,C,D and E will support. It is winning electoral piece for 2010,” the group observed. </p>
<p>DBM Secretary Rolando Andaya said the government has allocated over one billion pesos, P 848 million for MMDA’s solid waste disposal and management and another P 250 million for the relocation of informal settlers on open waterways in Metro Manila for a grand total of P 1.098 billion for the clean up of Manila Bay. </p>
<p>Andaya said, the MMDA will spend P 223-million for operational support, maintenance, repair and rehabilitation of flood control systems, P 100 million for the mitigation of floods in the Gil Puyat Avenue-South Superhighway Area. The authority will also allot P 58 million for flood control and drainage projects in Metro Manila, and another P 50-million for urgent flood control projects.</p>
<p>The P 1.1 billion allocation for MMDA is part of the P 1.6 billion the government had alloted for the Manila Bay clean up. Pamalakaya said the P 1.1 billion for MMDA will be used to demolish fisherfolk and bay people, as well as hundreds of thousands of urban poor families along Pasig River in response to the Supreme Court ruling on Manila Bay. # </p>

<p>Rabid critics of President Gloria Macapagal-Arroyo dismissed the presidential allocation of P 12-B subsidy for poor families under the Pantawid Gutom program as an early campaign election fund aimed at boosting the chances of Palace favored bets in the 2010 elections. </p>
<p>&#8220;P 12 billion is P 12 billion. That&#8217;s a lot of money for national and local candidates running under the corrupt and immoral party of President Arroyo in 2010&#8242;, said Pamalakaya national chair Fernando Hicap in a press statement.</p>
<p>Hicap added:&#8221; The promotional blitz for Malacañang backed national candidates will take a free ride from this nationally orchestrated charity and dole out offensive of President Arroyo to improve their chances of winning in 2010.&#8221; </p>
<p>The Pamalakaya leader theorized the electoral target of the Malacañang for potential votes are the 3.7 million poorest families in the country who could constitute between 7.4 million to 10 million votes enough. </p>
<p>&#8220;President Arroyo will make avail of all resources available for her disposition to boost the winning chances of her political lapdogs in 2010 elections for her own political survival. And this is the political purpose of the P 12-B fund,&#8221; added Hicap. </p>
<p>Pamalakaya said the P 12-billion budget for poor families should be scrutinized during the budget hearings for  the Department of Social Work and Development (DSWD) and other related budget items such as the Internal REvenue Allotment. </p>
<p>The group said the House of Representatives should also make an inquiry on how and what are the impacts of previous pro-poor projects of the government, and if these projects consisting of one-time P 500 subsidy really improved rhe quality of life of the people. </p>
<p>Budget Secretary Rolando Andaya last week said the P 12 billion subsidy for poor families is included in the proposed P1.541-trillion 2010 national budget or more than double this year’s allocation of P5 billion.</p>
<p>Andaya said the program targets another 1 million poor families as beneficiaries.  Under Pantawid Gutom progam, each beneficiary receives a one-time financial subsidy of at least P500.</p>
<p>In the past, Mrs. Arroyo ordered the grant of P500 assistance to help poor families in Metro Manila and the province pay for their electricity bills.<br />
Last year, senior citizens all over the country get thei P 500 one-time assistance fund from the government. #</p>

Segundo Daniela Guarnieri, consultora em marketing de relacionamento da <a href="http://www.atmidia.com.br/">At Mídia</a>, o CRM proporciona um conhecimento do perfil do cliente através de um gerenciamento do banco de dados (<a href="http://www.mktdireto.com.br/dbm.html">Database Marketing &#8211; DBM</a>) e, desta forma, pode oferecer produtos e serviços de acordo com o que ele espera e reduzir seus custos de prospecção.<br />
“Um bom exemplo é uma empresa de TV a cabo que possui um DBM ativo e só oferece pacote pay per view de jogos de futebol a torcedores do time que disputará o jogo da noite. Imagine se ela oferece pacote de jogos do Corinthians a torcedores do Palmeiras? Seria uma ação um tanto hilária e onerosa, e o resultado da ação seria negativo, os custos operacionais seriam maiores e o retorno financeiro seria nulo”, explica Daniela.<br />
O projeto de CRM é composto por quatro etapas: captação do cliente através da codificação de um banco de dados, ativação com a emissão de um cartão de fidelidade, manutenção através das ações de comunicação e a fidelização, que é o resultado da ação, ou seja, a preferência do cliente pela marca e a estratégia varia de acordo com o perfil da empresa.<br />
A média de rentabilidade para um projeto bem formatado e ativo é de 30% sobre o investimento e as empresas podem desenvolver este projeto a qualquer momento, já a partir do momento que passa a oferecer seus produtos ou serviços. “Quanto mais cedo isso acontecer, mais cedo ela terá retorno financeiro”, ressalta Daniela.<br />
Para contratar um projeto de CRM é preciso atentar para a experiência do profissional contratado. “Tem agências que vendem CRM como softwares que fazem a mecanização do processo, porém não formatam a régua de relacionamento com conhecimento de produto x cliente x tempo”, observa Daniela.<br />
É um processo que precisa de constante atualização, higienização e enriquecimento do banco de dados e as ações podem ser criadas por períodos, podendo ser mensal, trimestral ou semestral.<br />
Se você pretende contratar um projeto de CRM para a sua empresa é preciso entender com clareza a diferença entre satisfação e fidelização, para tornar um cliente rentável é preciso conhecer suas ações de compra para criar estratégias. “Em um projeto de CRM para pet shops, por exemplo, pode haver a comunicação via SMS informando sobre o vencimento da vermifugação do animal, isso é bem simples com um banco de dados bem formatado”, explica Daniela.<br />

<p>Ayon sa mga taga-Malacanang, ang State of the Nation Address (SONA) ni Mrs. Arroyo ay hinggil sa kanyang mga nagawa para sa ekonomiya, at kung paano natulungan ng kanyang administrasyon ang mga mamamayan sa gitna ng krisis pang-mundo.</p>
<p>But economic figures alone do not give the true state of the nation under Mrs. Arroyo.</p>
<p>The economic numbers may look good on the charts of the <a href="http://www.neda.gov.ph">National Economic Development Authority</a>, but it has failed to translate into marked improvements in the lives of the people.</p>
<p>And if the amount of food on our tables shrink every time the numbers on NEDA’s charts grow, the economy is not working at all. It means the economy is being kept afloat by the suffering of our people.</p>
<p>Poverty and hunger remain widespread, and is expected to worsen. There are few job opportunities at home and people are falling in line to work abroad, despite government’s claim that unemployment is going down.</p>
<p>And why would Mrs. Arroyo claim credit for any economic miracle when the economy has been largely sustained by the remittances of the 10 million overseas Filipino workers?<br />
The irony is that this administration is heavily dependent on the remittances of Filipinos who were forced to work abroad because of Mrs. Arroyo’s failure to provide them decent jobs in the Philippines.  These are the same Filipinos who are vulnerable to exploitation and abuses because the administration has failed to match its aggressive policy of deploying OFWs with aggressive welfare protection. Some would not call it irony, but rather a cruel joke on our OFWs.</p>
<p><strong>Distrust</strong></p>
<p>Haharap sa bayan si Mrs. Arroyo &#8211;  bago harinawa ay bumaba siya ng matiwasay sa kanyang poder &#8211; sa gitna ng labis na pagkadismaya sa kanya ang sambayanan.</p>
<p>Ayon sa mga survey, 48 porsiyento ang hindi umaayon sa kanyang pamumuno, at 53 porsiyento naman ang may maliit o walang tiwala sa kanya.</p>
<p>At ang pagkadismaya ay laganap sa lahat ng antas pang ekonomiya &#8211; mahirap at mayaman,  at sa lahat ng lugar &#8211; taga Metro Manila, Luzon at ang dati ay pinagmamalaking balwarte ng administrasyon sa Visayas at Mindanao.</p>
<p>Ang bansang muling ipipinta ni Mrs. Arroyo sa kanyang SONA ay isang paraiso para sa mga Pilipino.</p>
<p>Ngunit ano ang tunay na kalagayan ng bansa?</p>
<p>Ramdam na ramdam ang gutom. Marami ang walang trabaho o kaya ay kulang ang kinikita sa araw-araw.</p>
<p>Bukod dito, kabi-kabila ang eskandalong sangkot mismo ang mga namumuno, ginagamit ang mga ahensiya ng gobyerno upang supilin ang karapatan, at nagbabanta ang muling pagbabalik ng batas militar.</p>
<p>Iyan ang tunay na kalagayan ng Pilipinas.</p>
<p><strong>Poverty</strong></p>
<p>Despite government’s claim that it is winning the war against poverty, 47 percent or about 8.7 million of Filipino families consider themselves as poor, while  27 per cent put themselves on the borderline, according to the <a href="http://www.sws.org.ph">Social Weather Station</a> in a survey conducted in February 2009.</p>
<p>The same survey also found that 36 per cent or an estimated 6.7 million families consider themselves as “food-poor,” while 34 per cent said they were “food-borderline.”</p>
<p><strong>Hunger</strong></p>
<p>Hunger is felt severely by families of the unemployed, especially those laid off from their jobs.</p>
<p>According to SWS, 16.9 per cent of families of the unemployed experienced “total hunger” at least once in the past three months. Among the families of the employed, 13.9 percent said they experienced “total hunger.”</p>
<p>It also said 12.5 per cent of families of the unemployed experienced “moderate hunger,” in the lat three months, which means they went hungry once or a few times in the last three months.  “Severe hunger,” referring to those who went hungry often or always in the last three months, was 4.4 percent for the unemployed.</p>
<p>The SWS said “severe hunger” was a high 16.7 percent of those who were laid off.</p>
<p>How bad is the hunger situation in the Philippines? In a survey conducted by <a href="http://www.gallup-international.com/">Gallup International</a>, the Philippines ranks 5<sup>th</sup> among 56 countries where hunger is prevalent.</p>
<p><strong>Misuse of taxpayers’ money</strong></p>
<p>Under Mrs. Arroyo, our national agencies have become notoriously injudicious in undertaking projects and implementing programs.</p>
<p>This year, some P190 Billion will be spent by the <a href="http://www.dpwh.gov.ph">Department of Public Works and Highways</a> and the <a href="http://www.dotc.gov.ph">Department of Transportation and Communication</a> on infrastructure projects. Some P200 Billion has been allocated to the <a href="http://www.deped.gov.ph">Department of Education</a> and <a href="http://www.doh.gov.ph">Department of Health</a>; P55 Billion to the <a href="http://www.dar.gov.ph">Departments of Agriculture and Agrarian Reform</a>. That’s a P450 Billion investment in infrastructure and human resources – almost twice as much as the <a href="http://en.wikipedia.org/wiki/Internal_Revenue_Allotment">Internal Revenue Allotment</a> for all local governments combined. Almost ten times the Development Fund that local governments will get from their share of national taxes.</p>
<p>The amount, had it been given to LGUs, would have been put to better use addressing the real concerns of people at the basic level. Instead, infrastructure funds are being used by the national government to build bridges that lead to nowhere, and to tear up perfectly good roads and rebuild them. The education budget is used to purchase overpriced instant noodles, and medicine is left to rot in the stockrooms of government hospitals even as the poor can not even purchase paracetamol and antibiotics.</p>
<p>Worse, national funds are being treated and spent like it was personal money, like it was Mrs. Arroyo’s personal fortunes to dispense to her allies:</p>
<p>The p728 million that Joc-Joc Bolante diverted from the fertilizer fund. The $503 million for the Northrail project at p1 billion per kilometer. The $329 billion in the scandalously overpriced NBN-ZTE deal that NEDA approved. In all these cases, high-ranking officials of the national government have felt entitled to the funds – and acted as if they did not have to account for them to the Filipino people.</p>
<p>Despite all indication of large-scale fraud, the <a href="http://www.ombudsman.gov.ph">Ombudsman</a> refuses to prosecute, and the former Secretary of Justice defends their notion that they do not have to explain to the Filipino people.</p>
<p>Kabi-kabila ang mga iskandalong kinasasangkutan ni Mrs. Arroyo, ng kanyang asawa at mga kaalyado sa pulitika, ngunit ni isa sa kanila ay walang naparusahan. Sa kabilang banda, kapag nasa oposisyon, nasa media, o nasa cause-oriented groups, kabi-kabila ang demanda, at walang tigil ang panggigipit.</p>
<p><strong>Repression</strong></p>
<p>Sa katunayan, mula nang maupo si Mrs. Arroyo noong 2001 hanggang Marso ng taong ito, umabot na sa 1,013 ang biktima ng summary execution, at 202 naman ang mga dinukot at hanggang ngayon ay hindi pa nakikita.</p>
<p>Itinuturing ang Pilipinas na isa sa mga pinaka-peligrosong lugar sa mundo para sa mga journalists, at sa <a href="http://www.un.org">United Nations</a>, inilista ang Pilipinas bilang isa sa mga bansang lumalala ang human rights situation.</p>
<p><strong>Eight years is enough</strong></p>
<p>The last eight years under Mrs. Arroyo has been characterized by the administration’s abuse of power to subvert our democracy, to subvert our economy and to subvert our national patrimony.</p>
<p>Aside from record hunger and poverty, Mrs. Arroyo has for the past eight years eroded the people’s faith in the judiciary as our refuge from injustice, and the legislature has abandoned all pretensions of independence from the executive.</p>
<p>The Executive Department, on the other hand, has betrayed its mandate.</p>
<p>We have a Justice Department that prosecutes witnesses to protect perpetrators of graft; a <a href="http://www.dilg.gov.ph">Department of Interior and Local Government</a> that persecutes local officials who dare denounce the abuses of her administration; a <a href="http://www.dnd.gov.ph">Defense Department</a> that sends our soldiers to war with defective arms and ammunition; a <a href="http://www.dbm.gov.ph">Budget Department</a> that disburses public funds as if they were the president’s personal kitty; and a <a href="http://www.dof.gov.ph">Finance Department</a> that loses three times as much to smugglers as it collects from the <a href="http://www.bir.gov.ph/taxinfo/tax_vat.htm">Value Added Tax</a>.</p>
<p>The Department of Education has been eroded by corruption and politics, and keeps losing its best and brightest public schoolteachers, and its most dedicated officials, while the <a href="http://www.da.gov.ph">Department of Agriculture</a> squanders productivity funds for our farms and relies on imports to feed our people.</p>
<p>This is the same administration that is plotting to keep its grip on power beyond 2010, either through a Constituent Assembly, or failing that, outright martial law.</p>
<p>Ito ang tunay na kalagayan ng bansa.</p>
<p>Harinawa, ito na ang huling SONA sa ilalim ni Mrs. Arroyo.</p>
<p>Buo ang aking loob na malapit nang magsimula ang bagong bukas para sa ating bansa. Kailangan nating mag-bigkis sa simulaing maitatag ang pamahalaan na magbabalik ng ating dangal, at titiyakin na ang biyaya ng pag-unlad ay madarama ng lahat.</p>
<p>Lagi nating tandaan na may pag-asa. May pag-ahon. May bukas pa.</p>

<p>THE Department of Budget and Management (DBM) has ordered the release of P481 million for the repair and rehabilitation of infrastructures in Panay that were damaged at the height typhoon Frank.</p>
<p>The funds were released through Special Allotment Release Order No. A-09-03564 issued last May 29, 2009.</p>
<p>The money will be taken from the calamity fund of the Department of Public Works and Highways (DPWH) regular budget this year.</p>
<p>The national government set aside the fund upon request of Rep. Arthur Defensor Sr. (3<sup>rd</sup> district, Iloilo) and Presidential Assistant for Western Visayas Raul Banias.</p>
<p>The two officials asked President Gloria Arroyo to allocate money for the partial rehabilitation of Panay while Congress has yet to pass the accompanying revenue source of the P8-billion Paglaum Fund.</p>
<p>Banias said the funds will be used to repair nine bridges, national roads and dredging of Iloilo and Aklan Rivers.</p>
<p>“But this money is not enough, it’s not even 20% of the total amount needed to repair and rehabilitate all damaged structures in Panay,” Banias said.</p>
<p>The Regional Disaster Coordinating Council (RDCC) earlier passed a resolution asking Congress to approve the revenue measure that will become the source of the Paglaum Fund.</p>

<p>The number of mobile television viewers in South Korea has now reached 22 million, according to the latest figures by wireless carriers Friday, as digital multimedia broadcasting (DMB) functions have become conventional in mobile handsets.</p>

<p>Despite the growing audience, however, a sustainable business model remains elusive for television operators who are reeling from declining average revenue per user (APRU) and weak advertisement sales.</p>
<p>According to TU Media, a unit of SK Telecom and the country&#8217;s sole provider of satellite-based mobile pay-TV services, the number of the company&#8217;s DMB customers reached 2 million as of Friday, a significant jump from the 1.3 million around the same time last year.</p>
