<p>Jim Schwartz took time to recognize the Detroit Police Department after some officers came out to Lions practice on Monday.</p>
<p>&#8220;Our guys go out to do their job, they got a chance of pulling a hamstring, you know, or &#8230; gettin&#8217; a stinger in their neck or, you know, breaking a finger or doing something like that,&#8221; said Schwartz.</p>
<p>&#8220;Those guys, those guys, put their life on the line every day they go to work &#8212; and they do that for the citizens of Detroit. We&#8217;ve got a lot of respect for that,&#8221; he said.</p>
<p>Schwartz made the comments at the post-practice press briefing.</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; A Detroit Police Officer has been named the State of Michigan VFW Officer of the Year. Monica Evans was nominated for the award by her local VFW post earlier this year.</p>
<p>She&#8217;s an ATF task force officer with the Detroit Police Department and does Youth Violence Prevention work as well.</p>
<p>Evans is now eligible to win the Nation&#8217;s VFW Officer of the Year award.</p>
<p>In a statement, she says she&#8217;s happy the department is getting some positive attention because there is always &#8220;so much negativity&#8221; surrounding it &#8230; and there are many excellent officers working hard.</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; Detroit Police Chief Ralph Godbee announced during a Friday press conference that progress had been made in two of four recent shootings in Detroit.</p>
<p>While police continue to investigate a rash of shootings in Detroit, Godbee said suspects are in custody in two of the fatal shootings.</p>
<p>Godbee says one man is in custody for the fatal stabbing Wednesday of 55-year-old Leroy Leaper who intervened in a fight between the suspect and a woman.</p>
<p>Also, in the case of John Villneff, a decorated Vietnam Veteran, Chief Godbee says a person of interest is in custody and there could be more arrests.</p>
<p>Villneff died protecting his 16-year-old grandson.</p>
<p>A third case police are investigating involves<a href="http://detroit.cbslocal.com/2012/08/09/report-2-teens-dead-after-triple-shooting/" target="_blank"> the deaths of two teens killed</a> during an apparent drive-by shooting on the northwest side of Detroit.</p>
<p>&#8220;I am supremely confident &#8230; this case is eminently closable &#8211; we are zeroing in on suspects,&#8221; said Godbee speaking of the case of the two teens killed.</p>
<p>Meanwhile, in the fourth case; Latoiya Mitchell, 28, a suspect in the shooting outside the Detroit Princess Riverboat Monday, has turned herself in.</p>
<p>Godbee stated during the press conference that police believed that Mitchell was in the area and that they, &#8220;were coming for her,&#8221; and that she should turn herself in immediately.</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; Detroit police officers will soon be working longer shifts patrolling city streets. Police Chief Ralph Godbee announced on Wednesday that cops will move to 12-hour shifts beginning August 20.</p>
<p>Godbee said the daily schedule will be divided into two shifts in place of the current three.</p>
<p>&#8220;An eight-hour shift for patrol, it&#8217;s really a dinosaur,&#8221; said Godbee. &#8220;Most agencies are either in a 10-hour, four-day a week configuration or the 12-hour configuration. So, from that standpoint, we were behind the eight ball anyway.&#8221;</p>
<p>Among Detroit&#8217;s men and women in blue, Godbee said the new schedule is getting mixed reviews. &#8221;Some officers have expressed that they&#8217;re looking forward to it, some officers have expressed some consternation,&#8221; Godbee said.</p>
<p>Godbee said this new schedule will put a stop to officers working double-shifts, like many have been, and eliminate the need for paid overtime.</p>
<p>&#8220;So, what I&#8217;m asking my officers is, I know they&#8217;re under a tough circumstance, but if they can hang with us and work with us &#8230; our goal as a leadership team is to make sure that we get more boots on the ground,&#8221; he said, adding that police leadership will keep an eye out for fatigue.</p>
<p>Officers will work 44-hour weeks split over 14 days a month.</p>
<p>Godbee said he doesn&#8217;t need the police union&#8217;s approval for the plan.</p>
<p>This change for the department was announced just one day after the <a href="http://detroit.cbslocal.com/2012/08/07/city-council-says-no-to-police-millage-vote/">Detroit City Council voted against a millage question</a> that, if approved, would have funded the hiring of hiring of 500 additional police officers.</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ) &#8211; </strong>Citing the already heavy tax burden on Detroit homeowners, City Council  has voted not to put a public safety millage on the November ballot.</p>
<p>Detroit Police Chief Ralph Godbee, who lobbied hard in favor of the measure, said he&#8217;s disappointed that Detroit voters will not get a chance to decide if they want to pay higher taxes to hire more cops.</p>
<p>&#8220;Now we don&#8217;t say this from the position of giving up or that we&#8217;re not going to fight crime,&#8221; said Godbee. &#8220;We&#8217;re going to continue to fight. My officers do a hell of a job given the challenges that they have. But, at some point, if you look at successful cities, you need more boots on the ground.&#8221;</p>
<p>Councilman Ken Cockrel, who voted with six of his colleagues against the measure, said he&#8217;s not been happy with management of the department.</p>
<p>But Cockrel told Godbee he shouldn&#8217;t take it too personally.</p>
<p>&#8220;I&#8217;m not knocking the fine men and women in blue in the Detroit Police Department,&#8221; Cockrel clarified. &#8220;But I don&#8217;t think we&#8217;re being highly effective. I don&#8217;t think our resources are being deployed in a highly effective manner.&#8221;</p>
<p>If the new millage proposal had appeared on ballot and was approved by voters, it would have funded the hiring of 500 additional police officers and supported more fire fighters and emergency medical service technicians.</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ/AP)</strong> &#8211; From the street, the two decomposing bodies were nearly invisible, concealed in an overgrown lot alongside worn-out car tires and a moldy sofa. The teenagers had been shot, stripped to their underwear and left on a deserted block.</p>
<p>They were just the latest victims of foul play whose remains went undiscovered for days after being hidden deep inside Detroit&#8217;s vast urban wilderness &#8211; a crumbling wasteland rarely visited by outsiders and infrequently patrolled by police.</p>
<p>Abandoned and neglected parts of the city are quickly becoming dumping grounds for the dead &#8211; at least a dozen bodies in 12 months&#8217; time. And authorities acknowledge there&#8217;s little they can do.</p>
<p>&#8220;You can shoot a person, dump a body and it may just go unsolved&#8221; because of the time it may take for the corpse to be found, officer John Garner said.</p>
<p>The bodies have been purposely hidden or discarded in alleys, fields, vacant houses, abandoned garages and even a canal. Seven of the victims are believed to have been slain outside Detroit and then dumped within the city.</p>
<p>It&#8217;s a pattern made possible by more than four decades of urban decay and suburban flight. White residents started moving to burgeoning suburbs in the 1950s, then stepped up their exodus after a deadly 1967 race riot. Detroit&#8217;s black middle class followed over the next two decades, leaving block after block of empty homes.</p>
<p>Over time, tens of thousands of houses deteriorated. Some collapsed, others were demolished. Empty lots gave way to block-long fields.</p>
<p><a href="http://detroit.cbslocal.com/2012/07/28/bodies-found-in-detroit-field-identified-as-missing-westland-teens/" target="_blank">Jacob Kudla and Jourdan Bobbish were found July 27 in a field off Lyford Street,</a> a lonely road that borders an industrial area and a small municipal airport. The teens from suburban Westland, 18 and 17, respectively, had been visiting Kudla&#8217;s uncle in Detroit when they disappeared July 22.</p>
<p>Their corpses were found by someone walking along the desolate block. The closest house, about 100 yards away, belongs to 74-year-old Ella Dunn.</p>
<p>Over the last 24 years, she has watched nearly all her neighbors move out. Now she constantly hears people dumping tires, furniture and trash.</p>
<p>&#8220;They drive down and push stuff out,&#8221; she said.</p>
<p>A nearby parking lot resembles a small landfill for junk &#8211; a coloring book based on Bible characters, a yellow toilet, furniture, shoes and five boats.</p>
<p>&#8220;Detroit is a dumping ground for a lot of stuff,&#8221; said Margaret Dewar, professor of urban and regional planning at the University of Michigan. &#8220;There is no one to watch. There is no capacity to enforce laws about dumping. There is a perception you can dump and no one will report it.&#8221;</p>
<p>In mid-July, the decapitated bodies of a couple were pulled from the Detroit River and a nearby canal. Authorities say they were shot and dismembered in their home in suburban Allen Park, then driven to a little-used Detroit park and dumped in the water. <a href="http://detroit.cbslocal.com/2012/07/20/arrest-in-case-of-dismembered-bodies-found-in-river/" target="_blank">A man who lived with them is charged in the slayings</a>.</p>
<p>The bodies of two Hamtramck women were discovered in March buried in a neglected Detroit park. <a href="http://detroit.cbslocal.com/2012/05/25/5-men-face-trial-in-hamtramck-double-kidnapping-murder-case/" target="_blank">Five men are accused in the murders</a>.</p>
<p>Back in December, the bodies of two women were found in a car parked near a vacant house. Six days later, the badly burned remains of two other women turned up in a car trunk. Police believe all were killed elsewhere and dumped in Detroit. <a href="http://detroit.cbslocal.com/2012/05/17/hearing-delayed-for-man-charged-in-backpage-murders/" target="_blank">A man from Sterling Heights has been charged.</a></p>
<p>Detroit has more than 30,000 vacant houses, and the deficit-strangled city has no resources of its own to level them. Mayor Dave Bing is promoting a plan to tear down as many as possible using federal money. The state is also contributing to the effort.</p>
<p>But it&#8217;s hard to keep up. About a quarter-million people moved out of Detroit between 2000 and 2010, leaving just over 700,000 residents in a city built for 2 million.</p>
<p>Census figures from two years ago show 793 people living on Lyford and the other 20 or so streets near the Coleman A. Young airport. Two decades earlier, about 2,900 people lived there.</p>
<p>Dunn&#8217;s modest home is one of only three on the block that are still occupied.</p>
<p>&#8220;I couldn&#8217;t move if I wanted to,&#8221; she said. &#8220;They don&#8217;t want to give you any money for your house.&#8221;</p>
<p>On Tuesday, a patrol car slowly rolled by. Officers are more visible after the teens&#8217; bodies were found, Dunn added.</p>
<p>A larger police presence is needed across the city, but Detroit can&#8217;t afford to hire at the moment. The city recently cut police pay by 10 percent.</p>
<p>When he joined the department 13 years ago, Garner patrolled a 3.6-square-mile area in the tough 3rd Precinct, bumping into another officer every 20 minutes. Now he covers 22 square miles and crosses paths with other officers &#8220;maybe once every two hours.&#8221;</p>
<p>&#8220;If we know this, the criminals know this,&#8221; Garner said.</p>
<p>Speaking at a recent rally, Detroit Police Officers Association President Joseph Duncan said the police shortage is making the officers&#8217; job much more difficult.</p>
<p>&#8220;I mean, I don&#8217;t have to tell you that every day you wake up there&#8217;s someone shot, killed, stabbed or robbed in this city,&#8221; Duncan told WWJ Newsradio 950. &#8220;The citizens are either afraid to leave their house, afraid to walk the streets &#8212; and until we&#8217;re able to make those citizens safe, this city will continue to be (overrun by) lawlessness.&#8221;</p>
<p>The sparse patrols and slow response times make it less likely that someone will be seen dumping a body.</p>
<p>&#8220;Years back, people would go to rural areas&#8221; to dump bodies, said Daniel Kennedy, a Michigan-based forensic criminologist. &#8220;Now we have rural areas in urban areas.&#8221;</p>
<p>Detroit&#8217;s reputation as a violent city with one of the highest crime rates in the country also works against it.</p>
<p>The body of a woman from wealthy Grosse Pointe Park was found in January in her Mercedes-Benz SUV in a Detroit alley. The marketing executive was apparently killed in the garage of her upscale suburban home, but left in the city. A family handyman has been charged and <a href="http://detroit.cbslocal.com/tag/bob-bashara/" target="_blank">her husband remains a suspect in the case</a>.</p>
<p>If a body shows up in Grosse Pointe, Kennedy said, &#8220;those officers are sitting around waiting for something to happen, and they are all over it.&#8221;</p>
<p>So, what is the solution?</p>
<p>Speaking live on WWJ on Thursday, Mayor Dave Bing said he&#8217;s pleased that Gov. Rick Snyder is committing another $10 million to help tear down dangerous, abandoned buildings.</p>
<p>The mayor said that, along with more funding for police, would make a difference, but more help is needed.</p>
<p>&#8220;I do think the citizens of Detroit, and this whole area, are concerned about crime &#8212; and money itself won&#8217;t solve all the problems,&#8221; said Bing.  &#8221;I think it&#8217;s a combination of our community coming together and saying that we&#8217;ve got to do everything that we can do to work collaboratively with the police department so that we can curtail crime.&#8221;</p>
<p>Police Chief Ralph Godbee is asking City Council to put a proposal on the November ballot, asking Detroiters to approve a special millage  to hire more cops. <content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; Detroit City Council has decided to table a decision on a millage increase request that would be earmarked specifically for hiring additional police officers.</p>
<p>The request came Tuesday from Detroit Police Chief Ralph Godbee and the Rev. Jerome Warfield, head of the city&#8217;s Board of Police Commissioners.</p>
<p>The 5-year, 8-mill request would raise an estimated $56 million for the police department.</p>
<p>Council will hold a special session on the request within the next two weeks.</p>
<p>As for now, Godbee said he&#8217;s looking at other options to save money.</p>
<p>&#8220;We&#8217;ll be making some proposals for early retirement,&#8221; Godbee told WWJ Newsradio 950. &#8220;Between that and through attrition we will be down to about 2,533 members, which is what our authorized strength is.&#8221;</p>
<p>&#8220;What this millage would allow us, if it&#8217;s voted up, it would give us an opportunity to add also above that 2,533 level,&#8221; he said.</p>
<p>The proposal would need council approval by the end of August to make the November ballot.</p>
<p>Without such a dedicated revenue source, Godbee said the chances of adding to the Detroit Police Department in the near future will be &#8220;zero-to-none.&#8221;</p>
<p>City Council President Charles Pugh said he thinks residents should get to decide, but he doesn’t think the idea will fly.</p>
<p>Detroit’s 2012-13 budget calls for a cut of $75 million, much of which falls on the police department.</p>

<p>The City Council will discuss on Tuesday whether to let the public decide if they want to pay higher taxes to have more officers on the streets.</p>
<p align="LEFT">Under the 9-mill tax increase, the owner of a $150,000 house would pay about $675 a year for five years.</p>
<p align="LEFT">Revenue from the tax is expected to raise about $56 million for police services and would add about 500 officers specifically to patrol city neighborhoods.</p>
<p align="LEFT">Detroit residents could again opt out of the millage after five years.</p>
<p align="LEFT">City Council President Charles Pugh said he thinks residents should get to decide, but he doesn&#8217;t think the idea will fly.</p>
<p align="LEFT">WWJ&#8217;s Mike Campbell was out speaking to Detroiters before the meeting Tuesday morning to see how they felt about the issue.</p>
<p>&#8220;If it&#8217;s coming out of my pocket, I don&#8217;t know about that one because I&#8217;m not making too much,&#8221; said one woman.</p>
<p>&#8220;Sure, I would sacrifice maybe a video game or whatever people are spending money on, cigarettes? Yeah, I would sacrifice that to make sure our city is safe,&#8221; one man said.</p>
<p>&#8220;Will crime really be cut out if you raise our taxes? Really, if you think about it, it still exists, like when our taxes were lower before and we had more cops. I really don&#8217;t think it&#8217;s going to do anything,&#8221; said another woman.</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ/AP)</strong> &#8211; Carrying signs and chanting, ‘No union busting!’ hundreds of Detroit police officers, firefighters and members of other unions marched in downtown Detroit Thursday.</p>
<p>Detroit Mayor Dave Bing imposed new contracts on unions, whose previous deals expired June 30.  Salaries are cut by 10 percent and employees must now come up with 20 percent of their medical costs.</p>
<p>Detroit Police Officers Association President Joseph Duncan told those gathered in front of the Spirit of Detroit that the proposed pay cuts make them the lowest paid officers in the 50 states.</p>
<p>Talking to WWJ Newsradio 950&#8242;s Sandra McNeil, Duncan said the cuts are leading to an exodus of officers.</p>
<p>&#8220;One, you&#8217;ve got people leaving. Two &#8230; it&#8217;s human nature that if they&#8217;re not compensated, they&#8217;re not gonna perform, you know. It&#8217;s the sad truth,&#8221; he said.</p>
<p>Duncan said 30 officers left last week.</p>
<p>He said the police shortage is making the officers&#8217; job tough, and the city unsafe.</p>
<p>&#8220;I mean, I don&#8217;t have to tell you that every day you wake up there&#8217;s someone shot, killed, stabbed or robbed in this city,&#8221; Duncan said. &#8220;The citizens are either afraid to leave their house, afraid to walk the streets &#8212; and until we&#8217;re able to make those citizens safe, this city will continue to be (overrun by) lawlessness.&#8221;</p>
<p>In his wheelchair surround by family, veteran Detroit Police Officer Ronald Taylor of the Detroit Gang Squad is living proof of the risks faced by police on a daily basis.  Taylor said that on May 15 he was injured while pursuing a stolen vehicle.</p>
<p>“A woman that was in the stolen vehicle ran me into a tree,” said Taylor.  “It’s not a safe environment; if we cut our police we’re cutting our own (protection) …”</p>

<p>A Detroit Fire Fighter’s Association official said the cuts will mean fewer fire stations, more layoffs and more than 250 demotions.</p>

<content:encoded><![CDATA[<p>DETROIT &#8212; Yet another bomb threat in Detroit &#8211; again at the Ambassador Bridge &#8212; occurred  Wednesday night, but traffic was not shut down and little notification was given to authorities on the Canadian side of the border.</p>
<p>Detroit police sent bomb squad officers to the bridge after receiving the threat around 5:15 p.m. and notified Windsor police shortly after.</p>
<p>Officers in Detroit did not give an all clear until about 9:30 p.m., but bridge traffic continued to flow, said Sgt. Brett Corey of Windsor police.</p>
<p>&#8220;We received a call from Detroit police indicating they received another bomb threat at the bridge,&#8221; Corey said. &#8220;They advised us of the threat and made the determination not to shut the bridge down again.</p>
<p>&#8220;They went through the bridge with their explosive disposal people and did not find anything.&#8221;</p>
<p>Detroit police said they attended at the bridge after receiving the call, along with officials from the FBI and U.S. Customs and Border Protection.</p>
<p>&#8220;I don&#8217;t have the particulars of how the call came in,&#8221; said Sgt. Eren Stephens of Detroit police.</p>
<p>&#8220;Initially, we believe this caller has made calls in the past. I&#8217;m not saying when, but we believe it is a caller from the past.&#8221;</p>
<p>Stephens would not discuss details as to why the bridge traffic was not halted during the inspection of the crossing following the threat, but added: &#8220;we will always be diligent to ensure the safety of all citizens both from the U.S. and Canada.&#8221;</p>
<p>Bridge officials did not respond to a message from The Star on Thursday.</p>
<p>The latest threat comes in the wake of two other bomb threats that shut down border traffic for several hours in the past week at the Windsor-Detroit tunnel and Ambassador Bridge.</p>
<p>Another bomb threat was also received in Detroit at Comerica Park during a baseball game Tuesday between the Detroit Tigers and Los Angeles Angels, but security officials deemed it a hoax and did not inform spectators or others at the ballpark.</p>
<p>There were 33,950 in attendance for the game, which the Tigers lost 13-0.</p>
<p>&#8220;We take each incident as they come, that&#8217;s all we can do,&#8221; Stephens said. &#8220;We know there is a potential for it to be a hoax or copycats, but when a call comes in we treat them all serious.&#8221;</p>
<p>Detroit police also responded Monday to reports of a suspicious package found at Cobo Centre, but that was also deemed a false alarm. Traffic was briefly shut down by police on Jefferson Avenue in front of Cobo while the bomb squad investigated.</p>
<p>Corey indicated Windsor police are concerned about the copycat nature of the bomb threats over the past week.</p>
<p>&#8220;Given the resources that are needed to manage a situation like this, it does cause us some concern,&#8221; he said. &#8220;We are confident we can manage each situation as they occur, but obviously we are not happy about them.</p>
<p>&#8220;We do understand when things of this nature happen, there are always the potential for copycats.&#8221;</p>

<content:encoded><![CDATA[<p>Investigators believe someone was sending a vicious message after pulling two headless torsos from the Detroit River, along with a collection of severed body parts and a saw.</p>
<p>Even in this city that has become synonymous with crime and violence, veteran Detroit cop Steve Dolunt said Tuesday&#8217;s horrific discovery is about as bad as it gets.</p>
<p>&#8220;Very gruesome; it&#8217;s a very heinous crime,&#8221; said Dolunt, a commander with the Detroit Police Eastern District. &#8220;I think that someone is trying to send a message. It&#8217;s one thing to kill someone. It&#8217;s another thing to dismember them.&#8221;</p>
<p>A U.S. Customs and Border Protection agent found the first torso shortly after 6 a.m. in a canal off the Detroit River. While responding to that discovery, the U.S. Coast Guard found the second torso around 7: 15 a.m.</p>
<p>The bodies were that of a man and a woman, both white. They were both missing their hands, feet and heads.</p>
<p>As they were dealing with those discoveries, Detroit police received a 911 call around 9: 30 a.m. Several hundred yards east of where the torsos were floating, a fisherman found the missing body parts.</p>
<p>&#8220;Just to find body parts is unspeakable,&#8221; said Sgt. Erin Stephens.</p>
<p>&#8220;This is something you would think you&#8217;d see on television, not in the city of Detroit.&#8221;</p>
<p>They were resting on the riverbed, along with a cordless saw.</p>
<p>&#8220;The bodies were floating, and the body parts sunk to the bottom,&#8221; said Dolunt.</p>
<p>The body parts were in a few feet of water along a cement walkway, in a rundown park at the foot of Alter Road on Detroit&#8217;s east side.</p>
<p>A torn up dirt road leads through the park to the water&#8217;s edge. The park is overgrown with grass and littered with trash including crushed beer cans, smashed malt liquor bottles and used condoms.</p>
<p>Several officers hung over the railing watching as divers worked in the water.</p>
<p>Sgt. Shawn Wesley said the dive team went into the river to mark the body parts, saw and other items found on the river bed. They also took photos, video and GPS co-ordinates.</p>
<p>After divers recovered the body parts Tuesday afternoon, investigators sent them to the Wayne County medical examiner to determine the cause of death.</p>
<p>Police are also trying to identify the bodies and a motive for the slayings. Dolunt said the woman had some identifying markings, and the homicide division will likely release those details in a day or so.</p>
<p>People hanging out near the scene Tuesday afternoon were horrified by what happened so close to home.</p>
<p>&#8220;That&#8217;s my first time hearing about something like that, to that extent of damage to the body,&#8221; said Robert White, who was fishing. &#8220;I ain&#8217;t never heard of anything like that. It&#8217;s scary.</p>
<p>&#8220;I just hope it doesn&#8217;t happen to anybody else. I just hope and pray for those people&#8217;s families, that they&#8217;re going to find some closure in the matter.&#8221;</p>
<p>Another man, who was spending time by the river with his girlfriend, said he was stunned by the savage nature of the killings.</p>
<p>&#8220;That&#8217;s horrible, I mean that&#8217;s a hideous crime,&#8221; said Tony, who didn&#8217;t give his last name. &#8220;It&#8217;s not safe out here no longer. God, that&#8217;s horrible.</p>
<p>&#8220;They cut their arms and heads and everything? Lord have mercy. I hope they catch the person that does that, because that&#8217;s not right. It should never get to that extent. Life don&#8217;t work that way.&#8221;</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; Two teens have been arrested for the carjacking and murder of a man at a restaurant on Detroit&#8217;s east side earlier this week.</p>
<p>Police say meticulous and thorough investigative work by homicide investigators and the Comprehensive Violence Reduction Partnership (CVRP) led to the arrest of 19-year-old Victor Jerome Newell and 18-year-old Trenton Anthony Shell.</p>
<p>The two are accused of shooting and killing 23-year-old Wyman Shaver and stealing his SUV early Thursday, July 12, outside of the Olympia Coney Island near Chalmers and Harper.</p>
<p>When officers arrived, they found Shaver on the street, suffering from a gunshot wound. He later died at a hospital. Police say Shaver was in his 2004 Range Rover when an armed man approached and ordered him out. He was shot as he exited the vehicle.</p>
<p>Officers found the vehicle parked in a garage on San Juan Street eight hours after the shooting, and put it under surveillance. Newell and Shell were arrested when they entered that garage.</p>
<p>The two teens are facing charges including felony murder, carjacking, felony firearms and more. Both suspects are expected to be arraigned on Monday, July 16.</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; A day after the city announced plans to make wage and benefit cuts, Detroit&#8217;s Police Chief is sending a message to officers.</p>
<p>Police Chief Ralph Godbee saying he also appreciates his officers maturity despite the tough circumstances.</p>
<p>&#8220;What I want to communicate to my officers, is that, I and the Mayor and the city, we completely appreciate their trepidation about any loss of wage or loss of benefit,&#8221; said Godbee to WWJ Newsradio 950&#8242;s Stephanie Davis.</p>
<p>The cuts, a 10 percent drop in wages, and significant changes in healthcare and work rules are similar, some say, to what the Detroit Police Officers Association had agreed to in the last tentative agreement.</p>
<p>Godbee says he understands the frustration level and knows officers will continue to work despite the conditions. He also says, if all goes well, he hopes to be able to seek a wage increase for officers after about 18-months.</p>
<p>The City Council is expected to consider the plan next week, but a 9-member financial board can implement the actions without council&#8217;s approval.</p>
<p>The city is expected to save $102 million from the cuts to its 48 bargaining units.</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> - She died from a bullet fired by a Detroit Police officer&#8217;s gun at a party at his home. But days after the shooting, those are the only facts that are clear in the death of Adaisha Miller.</p>
<p>There are varying reports that Miller was kneeling behind the officer and performing an exotic dance when she accidentally triggered officer Issac Parish&#8217;s gun, while other reports say she came to the party stumbling drunk and reached for him when the gun went off.</p>
<p>Detroit defense attorney Tracy Martin, who has a separate case against the city of Detroit, says she wonders just who is telling all these stories about Miller.</p>
<p>&#8220;She is being painted or portrayed as a, pardon the expression, drunken slut, who shows up and maybe she got what she asked for &#8212; and we don&#8217;t know what went down and that is very unfortunate. There is no one to speak on behalf of Miss Miller,&#8221; said Martin.</p>
<p>&#8220;Initially when I heard the story, I thought it did not pass the smell test but I can tell you that just by being on social media &#8230; a lot of people don&#8217;t believe it &#8211; they believe there may be some sort of coverup going on,&#8221; added Martin.</p>
<p>Martin says the public&#8217;s skepticism about the case shows there needs to be an investigation independent of Detroit Police.</p>
<p>Meantime, funeral services are set later this week for Miller. Visitation is scheduled for 11 a.m. to 8 p.m. Friday at Hutchinson Funeral Home in Detroit. The funeral is Saturday at 11 a.m., also at the funeral home.</p>

<p>A majority of City Council members appear to be ready to reject the Board of Police Commission&#8217;s request to put a 9-mill tax increase before the voters.</p>
<p>Council President Charles Pugh says that&#8217;s a hefty burden for Detroit taxpayers.</p>
<p>&#8220;And I understand the intent of it &#8212; you want your family to be safe. And there are other pots of money that can be used for that &#8230;&#8221; Pugh said.</p>
<p>Councilman Ken Cockrel is also opposed.</p>
<p>&#8220;I don&#8217;t support it either, and I think it&#8217;s really a question not of lack of funding, but it&#8217;s more a question of lack of an effective plan  for how we police the city,&#8221; said Cockrel. &#8220;I think that that&#8217;s what we need. We&#8217;re not gonna fix this problem by throwing more money at it.&#8221;</p>
<p>The proposed tax would cost the owner of a $50,000 house about $250 a year.</p>
<p>Council is expected to vote on putting the millage request on the ballot before summer recess.</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; Detroit police will not confirm or deny an account of what allegedly happened when an off-duty <a href="http://detroit.cbslocal.com/2012/07/09/off-duty-cops-gun-discharges-killing-woman-at-party/">officer&#8217;s handgun discharged, killing a woman at a party</a>.</p>
<p>The Detroit Free Press reports that someone familiar with the investigation claims the woman, Adaisha Miller, was doing some sort of exotic dance behind Officer Issac Parrish, when his gun fired. The unnamed source said Miller was on her knees grabbing his waist.</p>
<p>Miller had a chest wound from the gun that was in a holster around the officer&#8217;s waist.</p>
<p>Miller&#8217;s mother, who said her daughter was out celebrating her 25th birthday, told the Free Press it doesn&#8217;t make sense that her daughter would be dancing on her knees.  She declined to comment further to WWJ Newsradio 950 on Tuesday.</p>
<p>Detroit Police Chief Ralph Godbee has said Sunday morning&#8217;s shooting was a terrible accident &#8212; but they continue to investigate. Godbee failed to detail how Miller was standing, saying only that she was dancing and grabbed the officer from behind.</p>
<p>In the meantime, Parrish has been assigned to administrative duties.</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; Virtual police precincts in Detroit are not so popular among Detroiters &#8212; but Police Chief Ralph Godbee says he is not backing down on the concept.</p>
<p>Citizens have complained to City Council about not being able to make police reports in person at precincts between 4 p.m. and 8 a.m.</p>
<p>But Godbee said having civilians take non-emergency reports over the phone is saving Detroit thousands of dollars and allowing him to put more cops on patrol.</p>
<p>&#8220;So, it&#8217;s gonna take time. It&#8217;s gonna take discipline and maintaining discipline through adversity and really not going backwards to try to appease people at the expense of having police officers on the streets,&#8221; Godbee said.</p>
<p>Detroiters should still dial 9-1-1 in an emergency. But under a plan launched early this year, citizens are now asked to call the Telephone Crime Reporting Unit at (313) 267-4600 when there is no immediate threat to life, property or public safety. Citizens should use the line to report crimes that have already occurred.</p>

<content:encoded><![CDATA[<p><strong>DETROIT (WWJ/AP)</strong> &#8211; Investigators are looking into an incident involving an off-duty Detroit police officer at a party early Sunday morning.</p>
<p>Police said the officer was hosting the gathering at his home on Archdale near Southfield Freeway when his weapon discharged, hitting a 24-year-old woman.</p>
<p>Witnesses said that, while dancing,  Adaisha Miller embraced the Officer Issac Parrish from behind, and his holstered weapon fired.</p>
<p>The bullet punctured Miller&#8217;s lung and hit her heart. She died at an area hospital a short time later.</p>
<p>Talking to reporters on Monday, Detroit Police Chief Ralph Godbee called it an accident.</p>
<p>He said it was not impossible for the trigger to  have been somehow engaged in this flexible off-duty holster.</p>

<p>&#8220;It is a very soft, neoprene type of material and the trigger protection on it &#8230; it was possible still for the trigger to be manipulated with that type of holster,&#8221; Godbee said.</p>
<p>Godbee said Parrish  is &#8220;very remorseful,&#8221; but he didn&#8217;t pull the trigger.</p>
<p>Police union lawyer John Goldpaugh said the Parrish didn&#8217;t know Miller.  He called the shooting &#8220;a freak accident.&#8221;</p>
<p>The young woman&#8217;s mother, Yolanda McNair, said she can&#8217;t figure out why the officer brought his gun to the party.</p>
<p>&#8220;She didn&#8217;t have to die,&#8221; McNair said. &#8220;All he had to do was do what he was supposed to do, and be fair.&#8221;</p>
<p>McNair said her daughter was about to turn 25 on Monday.</p>
<p>&#8220;All she wanted to do was enjoy the weekend for her birthday,&#8221; the mother said. &#8220;She had every right to enjoy turning 25 and look beyond that.&#8221;</p>
<p>Speaking live on WWJ Newsradio 950. Detroit police officer David Mahalab said being a Detroit cop is &#8220;the most dangerous job in the city.&#8221; He said he feels  that officers should be carrying a loaded gun at all times &#8212; even off-duty.</p>
<p>&#8220;No police officer would carry his gun without one in the chamber. You always have your gun ready for use and a round in the chamber &#8212; it&#8217;s always charged to use,&#8221; Mahalab said.</p>
<p>On the other hand, Mahalab said it&#8217;s difficult to imagine an officer&#8217;s weapon firing because of a simple hug.</p>
<p>Parrish has been assigned to administrative duties as the investigation continues.</p>

She&#8217;s the toddler who was found dead inside a closet at her home on <a href="http://detroit.cbslocal.com/2012/06/30/missing-1-year-old-girl-found-dead/" target="_blank">Detroit&#8217;s east side June 30th</a>.</p>
<p>She had been reported missing the day before.</p>
<p>There is a visitation Sunday afternoon at Trinity Chapel Funeral Home on West McNichols in Detroit.</p>
<p>Her funeral is Monday at eleven at Christ Resurrection Missionary Baptist Church on Rosa Parks in Detroit.</p>
<p>Ziya&#8217;s grandmother says the death was an accident.</p>
<p>No charges have been filed in the case.</p>

<p>On a scorching hot day, authorities say the toddler was found non-responsive in his back yard above-ground pool between Joy Road and Evergreen in Detroit.</p>
<p>Police say that the 2-year-old boy couldn&#8217;t be revived.  Currently they are awaiting autopsy results to confirm whether or not this was a case of accidental drowning.</p>
<p>No one is in custody as the investigation continues.</p>

<p>Myself along with other Metro Detroit media celebrities from radio, TV and the news will be going head to head with local police. Win or lose I&#8217;m excited to be a part of a fun event that will directly benefit families living with Cystic Fibrosis. Someone very special to me is living with CF, so this event is especially close to my heart. <content:encoded><![CDATA[<p><strong>DETROIT (WWJ) -</strong> Detroit Police have released images of two persons of interest wanted for questioning in hopes that somebody will recognize the men.</p>
<p>Police say they want to question the men about the armed robbery of a 25-year-old male that occurred in the 8800 block of Livernois on Thursday, June 28 at approximately 2:30 a.m.</p>
<p>The first person of interest is described as a black male with medium to light complexion, age 20 to 23, 5’-10,&#8221; with a medium build and short hair. He was wearing a blue t-shirt with the number &#8221;12&#8243; on the front and was armed.</p>
<p>The second person of interest is described as a black male with medium to dark complexion, age 20 to 23, 5’-9,&#8221; with a medium build. He was wearing a white polo shirt with an alligator on the front and was armed.</p>
<p>Police say the men are considered armed and dangerous and should not be approached.</p>
<p>Anyone who can identify the men in the images is asked to contact the Detroit Police Major Crimes Unit at 313-596-2260.</p>

<p>WWJ&#8217;s Beth Fisher reports that Wayne County Sheriff&#8217;s officers on patrol ran their lights and their sirens and lights to honor Denver Police Officer Celena Hollis, a former Detroit police officer.</p>
<p>Hollis was sworn in by Wayne County Sheriff Benny Napoleon when he was Detroit&#8217;s police chief in 2001.</p>

<p>Officer Hollis was shot and killed while trying to break up a fight in Denver last Sunday.</p>
<p><a href="http://denver.cbslocal.com/2012/06/30/officer-celena-hollis-killed/" target="_blank">“So senseless, especially a single mother with a very young child,” said Denver resident Michael Mee.</a></p>
<p>Hollis was a 32-year-old single mother who had been with the Denver police force since 2005. She was shot in the head at Jazz in the Park on Sunday evening and was pronounced dead at Denver Health Medical Center.</p>
<p>An officer in Detroit says it&#8217;s a fitting tribute that should be accorded to every officer killed in the line of duty.</p>
