Listening to the coverage on NPR this morning of the tragic execution of 4 police officers in Seattle, I was struck by a quote by a cab driver regarding the incident.

“We should all carry guns”, he said.

What?

I can’t wrap my mind around that one. How would everyone carrying guns help stop a madman from executing 4 people that he KNEW were carrying guns and who KNEW how to use them?

He didn’t attack a person he thought MIGHT have a gun, so was therefore detered.

He didn’t attack one person that he knew had a gun.

He directly executed FOUR people he KNEW had guns, and who knew how to use them. He was swift and brutal and they had no time to retaliate or protect themselves with their firearms that were not only close at hand, but that they were well trained to use in just such an emergency.

So how the hell would everyone carrying guns that are hidden or hard to access and that they barely know how to use going to help us?

Or more logically wouldn’t that prompt people like this nervous, bumbling cabbie to shoot anyone they imagined was a slight threat to them. Bunker Up America!

I mean really? These are the people that would actually vote for Sarah Palin or Dick Cheney for President.

It’s a strange, scary world. I will be careful to use public transportation, not cabs in Seattle.

Or, “Why Jon Meacham is not a serious political commentator.”

But I think we should be taking the possibility of a Dick Cheney bid for the Republican presidential nomination in 2012 more seriously, for a run would be good for the Republicans and good for the country. (The sound you just heard in the background was liberal readers spitting out their lattes.)

I actually imagine most liberals would be sipping their lattes in a most contented fashion at the announcement of a Cheney/anyone ticket, given that if the election were held today Dick Cheney would probably cost the GOP every state in the Union:

Why? Because Cheney is a man of conviction, has a record on which he can be judged, and whatever the result, there could be no ambiguity about the will of the people. The best way to settle arguments is by having what we used to call full and frank exchanges about the issues, and then voting.

Except that his convictions are unpopular, his record has been judged to be one of failure, and the will of the people concerning Dick Cheney has repeatedly been made expressly clear. To say nothing about the utility of debates in determining election outcomes.

Imagine Dick Cheney being asked to run a campaign on the basis of Meacham’s sole clear point:

A campaign would also give us an occasion that history denied us in 2008: an opportunity to adjudicate the George W. Bush years in a direct way.

Skeptics hopefully just read an incarnation of implicit special pleading on behalf of the Bush presidency, and at what point we will finally know how people really felt about it.

House elections under Bush and Cheney

Lets assume for a moment Dick Cheney is a rational actor. (Oh stop, jokes about that sentence write themselves) Lets also assume his future preferences will remain in the domain of politics. To that end, if Cheney seeks to maximize his personal preferences constrained by nature (i.e., those around him), Meacham is arguing that he will forgo a lucrative career as a political operative to run an election in which he would almost certainly be humiliatingly defeated.

I’m betting here and now that Jon Meacham is exactly wrong: Cheney will try to stake out some Newt Gingrich-like position within the party as a talking head, base-rallyer and policy adviser. It is further my view that Meacham’s point could not possibly be taken seriously except that it is written in the pages of a respected journal of news and commentary of which he is editor, and that Meacham has won so many darn awards. But as skeptics and statisticians, we know that one man’s opinion is an appeal to an unrepresentative authority.

In a skewering U.S. Senate report set for release tomorrow, Osama bin Laden was “within the grasp” of American forces in late 2001 but escaped because then-Defense Secretary Donald Rumsfeld rejected calls for reinforcements.

The report is intended to help learn the lessons of the past just as President Obama prepares to announce a major escalation of the Afghanistan war — now lumbering into its ninth year, with up to 35,000 additional U.S. troops.

The report points the finger directly at Rumsfeld for turning down requests for reinforcements as Bin Laden was trapped in December 2001 inside caves and tunnels in a remote, mountainous area of eastern Afghanistan known as Tora Bora.

Entitled: “Tora Bora Revisited: How We Failed to Get Bin Laden and Why It Matters Today,” the report — commissioned by Sen. John Kerry (D-MA), chairman of the Senate Foreign Relations Committee, says Bin Laden expected to die and had even written a will.

The report says:

“But the Al-Qaeda leader would live to fight another day. Fewer than 100 American commandos were on the scene with their Afghan allies and calls for reinforcements to launch an assault were rejected. Requests were also turned down for US troops to block the mountain paths leading to sanctuary a few miles away in Pakistan. The decision not to deploy American forces to go after Bin Laden or block his escape was made by Secretary of Defense Donald Rumsfeld and his top commander, General Tommy Franks.”

Rumsfeld’s argument at the time, the report says, was that deploying too many American troops could jeopardize the mission by creating an anti-US backlash among the local populace.

The report dismisses arguments at the time from Franks, Vice President Dick Cheney and others defending the decision and arguing that the intelligence was inconclusive about Bin Laden’s location.

• Memo to pundits: Having a clear position on issues does not automatically equate to having a beneficial position on those issues. WashPost’s David Broder and now Newsweek’s Jon Meacham somehow achieved their exalted status without having learned this.

“It is a bit like, you know, people say, “Well, Tony Blair was so close to Bill Clinton, how on earth could he get close to George Bush?” Well, Robin Cook had been very close to Madeleine Albright, and he didn’t find it difficult to strike up a good working relationship with Colin Powell.”

“Sometimes people say to me, “It was the nutters in the administration, the right wingers, the neocons, who invented regime change”. Absolutely wrong. This was inherited from a Democrat administration, as were a number of other policies as well.”

(On the option of regime change) “That was the outer fringe, the extreme fringe, of the belligerence movement, but that, as a policy between, say, January, Inauguration Day, and 9/11, I don’t think ever got into the mainstream of the US administration debate, which continued to be focused on, as I say, narrowing and deepening sanctions and, “What can we do with Ahmed Chalabi and his people?”

“In those few weeks after 9/11, Tony Blair’s reputation in the United States of America was sealed. It continues to this day. The man above all other Europeans who came first out of the slips and who expressed his sympathy for, support for the United States of America in its hour of need with unparalleled eloquence.”

“I’m not sure if this is to your point, but I will say it anyway it had already become plain that there was a potential problem between Colin Powell, on the one side, and the Vice President Dick Cheney and the Defence Secretary Donald Rumsfeld on the other. This became, on Iraq policy, and indeed on Arab/Israel policy, the fault line that ran through the administration, a fault line which was never covered and which opened ever wider as the months went by.”

All our experience of him teaches us that it is sometimes hard to succeed with him via diplomacy, but one thing is for sure: diplomacy stands no chance of success at all unless he knows that if he fails to listen to reason, we have the force to back it up.” Now, I never saw any evidence over all the years that I was in Washington that that fundamental view ever changed, and I think you can see things, hear things, said by Tony Blair, years later, that reflect that exactly.”

“What we need to do is to refresh the old Security Council Resolutions God knows how many there are, 15, 16, 17 particularly Resolutions 678 and 687. We can only do that if we can create some kind of consensus within the UN and get a Security Council Resolution that actually provides us with what we need”. Then you no longer have to worry about the legality or otherwise of regime change, because you have provided Saddam, through this Security Council Resolution with a set of things that he has to do, which, if he doesn’t do, you wrong foot him and then you can take action. Actually, that is precisely what 1441 did. Unanimously, thanks to an astonishing skill of Jeremy Greenstock in New York, and others, we got a unanimous resolution that put even Syria voted for it, for Pete’s sake, which puts all the onus on Saddam to prove his innocence.”

“Now, the British, as you mentioned this, I think played some role in influencing George Bush down this path against the wishes of his Vice President, very vociferously expressed, Tony Blair’s pressure, Jack Straw’s pressure all played their own part and I think pressure from David Manning and myself. We did play a part. I suspect, though, that the greater part was played by a combination, in this case, of Condoleezza Rice and Colin Powell, who, in a very private supper with the President on 5 August, made the case for taking the international UN route,”

(On President Bush) “In his head and he had a very strong sense of realpolitik, he realised he couldn’t just do that and he submitted to the recommendations of his national security adviser and Secretary of State with a chorus of Europeans and an Australian, of whom Tony Blair was the most significant, that he would give the UN route a throw.”

“If you add up all the people who went to Iraq, it actually comes up to quite a respectable number. I think it was 30 or 40 nations were there.”

“I was in favour of moving Saddam Hussein, let me can I declare an interest here, Chairman? I thought just so you can understand where I’m coming from on this that you didn’t even need 9/11; you didn’t even need weapons of mass destruction as a clear and present danger. There was a very strong argument, there was a very strong view in Parliament for confronting Saddam Hussein, (a) because he had not lived up to the commitments in Resolution 687, which was the one which  enshrined the ceasefire of the 1991 war. He had chucked out the inspectors effectively, UNSCOM, at the end of 1998, and we knew, and we still do know, because you have got this from the Iraq Survey Group, that he had the means and the will to concoct weapons of mass destruction at a later date, even if he didn’t have them at the time. I think, putting all this together, there is a British interest in confronting him through the UN, and we should have done it in 1999, and we couldn’t do it because, apart from anything else, the French and the Russians wouldn’t allow the Security Council to do it. So that’s where I was coming from.”

“I am not somebody who believes that an operational decision was taken in April 2002 or September of 2002. And then I began to hear in October of 2002, suitably at the Trafalgar Night dinner in the embassy, when masses of American military turn up I began to hear that January doesn’t work because we are not ready and we’ve got this problem with the Turks. So the thing started to go back February and in the end it turned out to be March.”

“This argument about were there or weren’t there weapons of mass destruction will go backwards and forwards, I suspect, until the end of time, but American and British troops wouldn’t have been equipped with antichemical weapons defences if there hadn’t been a very strong fear, however ill-founded, that Saddam could respond with these weapons.”

“I just think I would like to go back to something which I asked if I could say, which is to remind people that on the matter of Iraq, on the whole question of unilateralism versus multilateralism, which is the sort of philosophical discussion one has about the British/American relationship sometimes or the Americans’ role in the world, there is more of a continuum here with previous administrations before George W than maybe the Democratic Party and the Republican Party would be willing to admit. There was a lot of continuity with some of the stuff that Clinton did. Clinton and Bush, very, very different, but I just think that it would be wrong to see the Bush administration simply as an unusual and atypical aberration that suddenly appeared on the scene. It is not like that.”

MEYER: “I got a chunky set of instructions in March of 2002.”

LYNE: “Instructions from?”

MEYER: “From … very good question. I got the instructions David Manning”

LYNE: “That’s Number 10 Downing Street?”

MEYER: “Number 10 Downing Street. By that time, the Prime Minister’s foreign policy adviser, because he had taken over from John Sawers in the previous year. In fact, he was in Washington the very night before 9/11 to meet Condoleezza Rice and others to break himself in as the Prime Minister’s foreign policy adviser. So David Manning came over in March of 2002 with a set of instructions to prepare the way for the Prime Minister’s visit at Crawford, which would take place on what was it, April 6, 7 and 8 of that year? One of the main things that he was seeking to do and this was new, and I, if you like, borrowed his instructions to do my side of things was to say to the Americans, “Look, if you want to do regime change, and if this is going to require military action, you guys are powerful enough to do it all on your own. You can do it on your own, you have got the power to do it, but if you are going to do this and you want your friends and partners to join you, far better than that you should do it inside an alliance, preferably taking the UN route”. That, I think, was the single most important message which was delivered to the US administration at that time.”

Just a few noteworthy news stories that have been careening around the stratosphere this week.

BREAKING NEWS:  You have to love MSNBC’s Andrea Mitchell. On her television program, Andrea Mitchell Reports last week she had Republican National Committee Chairman, Michael Steele as a guest. The topic was Sarah Palin and whether she has the political acumen to run for national office. When Steele answered in the affirmative and stated that she was a “successful governor”, Mitchell stopped him in his tracks and reminded him that she quit that position halfway through her first term. Good for you, Ms. Mitchell.

THIS JUST IN:  From the “Only In Massachusetts” category we have Charlie Baker, one of two Republican candidates for governor announcing this week that he has selected an openly gay Republican running mate. You see, in the Bay State even the conservatives are liberal.

BREAKING NEWS:  The former ex-quitting CNN talk host Lou Dobbs announced on former senator Fred Thompson’s radio show last Monday that he is strongly considering running for President. Our question to Mr. Dobbs is, “President of what? Maybe the He-Man Immigrant Hating Club?” Seriously though, we really hope that he does run as a third party candidate for no other reason than to further splinter the ever dwindling Republican Party.

THIS JUST IN: Liz Cheney took a big slapdown this week. The daughter of the former Vice President and Face Shooter in Chief, Dick Cheney runs a group known as “Keep America Safe.” She released a short documentary film in which she profiles a few residents of Standish, Michigan that claim that they are against any Guantanamo Bay prisoners being held in the maximum security prison in their town. Problem is, Standish city manager Michael Moran says that the community is strongly in favor of housing the detainees so as to repopulate the prison and bring jobs back to the city. He dismissed Cheney’s efforts as, “fearmongering.” Gee, anyone surprised that a Cheney might be involved in fearmongering?

BREAKING NEWS:  Fox News was once again caught using a little fuzzy math this week. The Fox Chicago television station displayed a graph which shows that 193% of persons polled believe that Huckabee, Romney and Palin should be president. You read that correctly, 193%.

THIS JUST IN: Sherry Johnston, the mother of Levi Johnston (the once and future son-in-law of Sarah Palin) was sentenced to three years in prison as the result of her conviction for dealing Oxy-Contin. The sentence seems a little harsh. Couldn’t they just have arranged for Alaskan state trooper Mike Wooten (estranged brother-in-law of Sarah Palin) to tazer her?

BREAKING NEWS: Fox News‘ Greta Van Sasquatch had Karl Rove as a guest on her show this week. The topic of discussion was Sarah Palin’s book and both of them were gushing over the wonderful writing contained therein. Van Sasquatch then asked Rove how Palin should deal with crazy rumors like the ones surrounding the birth of baby Trigg. They both agreed that Palin handles such rumors in the best way possible which is to ignore them. That statement should lead everyone to doubt that either of them has even read the book that they were praising. Did neither Rove nor Van Sasquatch realize that Palin did not ignore the Trigg story but rather dedicated lengthy passages in her book to just that subject. Van Sasquatch then said that Barack Obama was lucky that he did not have to face such unwarranted rumors. Does Greta live on another planet? Does she not remember the Birthers and those others that claimed the President is a secret Muslim? Fox News and its commentators simply have no credibility.

THIS JUST IN:  It was revealed this week that Republican John Boehner’s (pronounced, “boner”) PAC spent 83 thousand dollars for his golf outings last year. I wonder how the fiscally conservative Republicans’ unemployed constituents feel about that lavish lifestyle of the rich and famous?

BREAKING NEWS:  This week the Anti Defamation League named Fox News‘ Glenn Beck as the nation’s ‘Fearmongerer In Chief.” Were there any other candidates?

Thanksgiving down, Christmas to go – and we all made it through with no one being banished from the family for life. Sure, there was the political conversation as dinner was winding down and we were all filling the corners, as the Hobbits say. The nephews tried to get the crazy uncle from Hollywood to take the bait – Obama was a Muslim, and hated America, and wasn’t even born here, so he can’t be president, and Sarah Palin should be, and the Democrats want to take what good people have earned and just hand it to illegal immigrants from Mexico, and it was an outrage that folks in New Orleans were suing the government for decades of shoddy work on the levees – because that was a stupid place full of worthless people who deserved what they got, and so on and so forth. But we were all in a daze from too much good food and some rather fine wine, with pumpkin pie to come, so when the only Democrat in the family in five generations said, nope, not going there, they let it drop. Thanksgiving dinner leaves everyone stupefied. Shouldn’t Glenn Beck get the next Supreme Court vacancy, or if it has to be a woman, Bristol Palin? Won’t you admit global warming is a hoax and a public option in healthcare is socialism that would end America as we know it? Yeah, well – whatever. There was a little more turkey on the plate that needed attention. The talk drifted to other matters – the kids, careers, football. The moment passed.

But such things go on forever. And the day after Thanksgiving is what the retailers call Black Friday – the day when the shoppers hit the malls in a sort of retail version of Lord of the Flies, with the usual fistfights and stampedes. LA had its fistfights this year, as always, but there was nothing locally, or nationally, about stampedes and people dying at the doors of Wal-Mart. A deep recession will do that. No one’s heart seemed to be in it. And they don’t call it Black Friday for that madness anyway. It’s about the retailer’s balance sheets finally being in the black, not the red. In this case black is a good thing.

Or maybe basic Darth Vader Black isn’t. A glance at CNN’s Political Ticker on this year’s Black Friday gave us this:

A new group wants former Vice President Dick Cheney back in the White House.

The organization – “Draft Dick Cheney 2012″ – launched on Friday, and unveiled their new Web site. Their aim: To convince the former vice president to seek the Republican presidential nomination in the next race for the White House. But there may be a major roadblock to the group’s pitch – Cheney himself.

But it seems they are serious:

“The 2012 race for the Republican nomination for President will be about much more then who will be the party’s standard bearer against Barack Obama, the race is about the heart and soul of the GOP,” said Christopher Barron, one of the organizers of the Draft Cheney movement. “There is only one person in our party with the experience, political courage and unwavering commitment to the values that made our party strong – and that person is Dick Cheney.”

Maybe they know a Palin-Beck ticket won’t fly (and Beck has said it would have to be Beck-Palin – “What, I’m gonna take a backseat to a chick?”). Even though most Republicans would vote for Palin, almost half of them also think she is completely unqualified – and that doesn’t bode well, and might make them wonder about their motives. There’s Mike Huckabee, but he seems like a clown to the big business side of the party, and Mitt Romney is too much the cold technocrat and policy wonk for the evangelical side of the party – and there’s the matter of his real first name, Willard. No one else is really in the running yet – Bobby Jindal blew his chances with a goofy speech on national television and Mark Sanford fell in love in Argentina, and may be impeached for his Byronic adventures (when he should have been doing his job). There’s Michele Bachmann, of course, but even her own party has to hold her down and force-feed her valium now and then. Even Glenn Beck had to do that (metaphorically, of course). Palin is who she is – the woman who quit her job to become a perpetual martyr in the culture wars. They see that.

That leaves Cheney. He says that Obama was “dithering” over deciding on adding more troops to Afghanistan, and polls suggest that he remains popular among conservatives and Republicans. No one else likes him much, but they do.

But CNN points out the problem:

Does Cheney want to run for the White House? He was quite blunt earlier this month about whether he had any desire make a bid for the presidency in the next election. At an event in Houston for Senator Kay Bailey Hutchison, who’s running for Texas governor, Hutchison was joined by Cheney, who endorsed her bid against fellow Republican incumbent Rick Perry. During the rally, Hutchison yelled out to the crowd “Cheney 2012!” and someone in the audience quickly responded “We need you, Dick!”

Cheney’s response: “Not a chance.”

But that does not seem to be deterring this Christopher Barron, organizing the Draft Cheney movement:

Barron says the group hopes to follow up Friday’s Web launch with a more formal structure, which will include building a database and reaching out through social networks like Facebook and Twitter. Barron adds that there is no budget set yet, and that the effort is grassroots at this point. He says the group plans on targeting tea party events and plans on building grassroots chapters in key early presidential caucus and primary states including Iowa, New Hampshire and South Carolina.

He’s working on it – Facebook and Twitter, and those tea party events. This might work.

And Liz Cheney, his righteously angry daughter, has floated her father as a possible presidential contender in 2012, and there are rumors he might be thinking about it. You never know.

Faiz Shakir at Think Progress offers an interesting video clip – on Fox News, former Bush political adviser Karl Rove scoffing at the “draft Cheney” rumors, and doing so in his version of Cheney’s characteristically grumpy voice:

FOX: Karl, would Dick Cheney have any chance in running for the Oval Office in 2012? His favorability ratings were on the rise at last check, but still very low.

ROVE: Well, look, that’s a question we don’t even need to ask. Cheney’s been asked this question himself this past week, and I will quote Vice President Cheney when he was asked would you run for President in 2012. He said, [Rove doing Cheney impression] “Not a chance.”

I mean, look, he’s not running. He’s not running. [Rove doing Cheney impression] “Not a chance.”

Shakir adds this:

Interestingly, in his eagerness to dismiss even the slightest hint that Cheney might run, Rove never offered a positive word during the segment about Cheney’s service as Vice President. “There are limits as to what Dick Cheney could be called upon to do for the country,” Rove said. …

Many right-wing activists had urged Cheney to make a run for president in 2008. In a piece titled “Cheney’s Chance,” The New York Sun wrote in 2007, “For those of us who are concerned with extending Mr. Bush’s campaign for freedom around the world and cutting taxes at home, a Cheney campaign is attractive.”

We’ll see, but all things are possible, and Matthew Yglesias adds this:

I know some liberals who are excited about the prospect of a joke candidate like Sarah Palin or Dick Cheney getting the GOP nomination in 2012. Not me. The basic fact of the matter is that power tends to alternate between the two political parties. Ultimately, the nation’s interests require both parties to nominate the best people possible. So I hope the Republicans find someone who’s very smart and compelling and does an excellent job of identifying and explaining the flaws in Barack Obama’s approach. Cheney couldn’t possibly win a presidential election … unless somehow he could, in which case the country would be set for a world of pain.

The man does have some baggage of course:

When Cheney became eligible for the draft, during the Vietnam War, he applied for and received five draft deferments. In 1989, The Washington Post writer George C. Wilson interviewed Cheney as the next Secretary of Defense; when asked about his deferments, Cheney reportedly said, “I had other priorities in the ’60s than military service.” Cheney testified during his confirmation hearings in 1989 that he received deferments to finish a college career that lasted six years rather than four, owing to subpar academic performance and the need to work to pay for his education.

Maybe that doesn’t matter now, as he’s proved himself to be a brilliant military mind, as when he was Secretary of Defense in the First Gulf War and was listening to old budies like Harry Rowan. See Dick: The Man Who Is President by John Nichols (pp. 116-117):

Along with Wolfowitz, Cheney liked Rowan’s bold thinking. In an interview a decade later, Rowan recalled Cheney telling him to “set up a team [to explore the idea], and don’t tell Powell or anybody else.” Suddenly, as James Mann has observed, “the defense secretary was quietly campaigning for a war plan different from the one submitted by the chairman of the Joint Chiefs of Staff.”

Famously, Cheney told Colin Powell during this time to “stick to military matters.” But it was actually Cheney and his aides who were expanding their job descriptions. Cheney’s secret team came up with Operation Scorpion, an elaborate plan that involved sending U.S. troops to remote regions west of Baghdad, from which they could, presumably, threaten Saddam. Schwarzkopf got wind of the scheme and pointed out that it would be impossible to supply troops who were dispatched to the distant deserts of western Iraq. Bush and Baker, who recognized the diplomatic disaster that the plan to depose an Arab leader would create, backed the general, and Operation Scorpion was quickly consigned to the dustbin of history — although Cheney and Wolfowitz would continue to entertain fantasies about “decapitating” Saddam and imposing “regime change.” The Operation Scorpion raised real questions about Cheney’s capacity to contribute to the war effort. Schwarzkopf would later express his frustrations with Cheney’s Operation Scorpion scheming, observing, “I wondered whether Cheney had succumbed to the phenomenon I’d observed among some secretaries of the army. Put a civilian in charge of professional military men and before long he’s no longer satisfied with setting policy but wants to out-general the generals.”

Duly chastened, Cheney, whom the Washington Post took to referring to as “the desk-chair warrior,” faded from the forefront of the Iraq effort.

That was an odd incident – the Plan B devised by Cheney, Wolfowitz and Scooter Libby – that appalled the military and had the first President Bush and James Baker panicked. But that was long ago.

But there’s more:

Cheney’s political career began in 1969, as an intern for Congressman William A. Steiger during the Richard Nixon Administration. He then joined the staff of Donald Rumsfeld, who was then Director of the Office of Economic Opportunity from 1969–70. He held several positions in the years that followed: White House Staff Assistant in 1971, Assistant Director of the Cost of Living Council from 1971–73, and Deputy Assistant to the president from 1974–1975. It was in this position that Cheney suggested in a memo to Rumsfeld that the Ford administration should use the US Justice Department in a variety of legally questionable ways to exact retribution for an article published by The New York Times investigative reporter Seymour Hersh.

Ford decided that “getting” Seymour Hersh by legally questionable means was a bit too Nixon. So Hersh was not destroyed for writing about that My Lai massacre. Decades later Valerie Plame would pay the price for Ford’s wimpy reluctance to bend the law. The younger Bush was more pliable than Gerry Ford.

But Cheney does have the street cred on the conservative side – when he was a congressman, in 1979, he voted against making Martin Luther King’s birthday a national holiday, but then voted, reluctantly, with the majority in 1983 when the measure passed. He voted against the creation of the Department of Education – the Department was an encroachment on states’ rights. He voted against funding Head Start, but oddly reversed his position later. And in 1986, after Ronald Reagan vetoed a bill to impose economic sanctions on South Africa, for its policy of apartheid, Cheney voted to override Reagan’s veto. And his real conservative cred come from 1986, voting against a non-binding Congressional resolution calling on the South African government to release Nelson Mandela from prison – once a terrorist, always a terrorist. Pro-apartheid, now that we have a black president, against public education, when everyone on the right hates Darwin and the science that supports Darwin’s conclusions – he has his appeal to the right.

And there’s this:

Over his four years as Secretary of Defense, Cheney downsized the military and his budgets showed negative real growth, despite pressures to acquire weapon systems advocated by Congress. The Department of Defense’s total obligational authority in current dollars declined from $291 billion to $270 billion. Total military personnel strength decreased by 19 percent, from about 2.2 million in 1989 to about 1.8 million in 1993.

That might look bad to the right now, but those were different times.

Still there are is approval ratings:

April 2001 – 63% approval, 21% disapproval

January 2002 – 68% approval, 18% disapproval

January 2004 – 56% approval, 36% disapproval

January 2005 – 50% approval, 40% disapproval

January 2006 – 41% approval, 46% disapproval

July 2007 – 30% approval, 60% disapproval

March 2009 – 30% approval, 63% disapproval

Maybe some of that had to do with his Elmer Fudd moment – the hapless hunter shooting his hunting partner in the face, by mistake. But he did get the guy he shot to publically apologize for getting shot. That should count for something.

On the other hand, the idea the we had an official policy of torture and kidnapping and making people disappear, even if some of them were the wrong people, thanks to his efforts, and that he exposed a CIA agent to get back at her husband for writing something in the newspapers that turned out to be right, showing him to be wrong, may have had folks worry about him a bit. He said Saddam had those WMD and was in cahoots with al-Qaeda and we needed that Iraq war, and that turned out to be hooey – so the war was bogus. And there were his statements, made over and over, that the Iraqi insurgency was in its last throes and all that – it wasn’t so. And his notion that we don’t talk to nations that are troublesome, we just remove their governments (regime change), certainly meant endless war forever, everywhere – and that may have seemed a bit extreme.

Yes, many, many people loved all that, but in the end, that was thirty percent. Of course that thirty percent can say they’re the real Americans, and everyone else is just French or something, but the other seventy percent might find that a bit offensive, and they vote too.

It seems the real Americans are outnumbered, by the rest of us who live here too. The distilled-to-its-essence thirty percent isn’t taking that well. They want their country back. Michele Bachman tells them to arm themselves and refuse to participant in the census. Glenn Beck wants to lead a revolution, a Long March, his Hundred Year Plan. This distilled-to-its-essence thirty percent will prevail.

But then there is Cheney for President – a shortcut, and no need for armed insurrection. They just need to get him to run, and then get him elected.

That may come to nothing, but it should be an interesting exercise. And Jon Meacham, the editor of Newsweek and author of American Lion: Andrew Jackson in the White House  and American Gospel: God, the Founding Fathers, and the Making of a Nation, thinks such an exercise would be good for America.

He’s come up before, in October 2008, in Just Who We Americans Are – that cited Newsweek and the Jon Meacham cover story on the United States being a “center-right” nation, and if Obama were to be elected, he’d better not forget that, or he’ll be in big trouble. Most Americans may not be evangelical Christians and Bible literalists, or think the white man is an oppressed minority, or hate minorities, and want no government at all – but most people tend that way. Whether he is right or wrong, and Obama’s clear win was an anomaly that cannot be explained, can be debated. That’s what he thinks he sees.

And now he wants Cheney to run for president – mostly, it seems, to prove that he’s right about us:

Why? Because Cheney is a man of conviction, has a record on which he can be judged, and whatever the result, there could be no ambiguity about the will of the people. The best way to settle arguments is by having what we used to call full and frank exchanges about the issues, and then voting. A contest between Dick Cheney and Barack Obama would offer us a bracing referendum on competing visions. One of the problems with governance since the election of Bill Clinton has been the resolute refusal of the opposition party (the GOP from 1993 to 2001, the Democrats from 2001 to 2009, and now the GOP again in the Obama years) to concede that the president, by virtue of his victory, has a mandate to take the country in a given direction. A Cheney victory would mean that America preferred a vigorous unilateralism to President Obama’s unapologetic multilateralism, and vice versa.

So it could be time to fish or cut bait, or something, as what we have now is getting us nowhere:

When Gallup polled on the Republican race for 2012, it asked about Mike Huckabee, Mitt Romney, Sarah Palin, Newt Gingrich, Tim Pawlenty, and Haley Barbour (Huckabee won, with Romney and Palin tying for second among Republicans who were asked whom they would consider voting for). Cheney covers all the ground these folks do, and then some. (After Liz Cheney’s remark on Fox News, a flood of subsequent e-mails asked her, “Where do I sign up?”) In an era of ideological purity within the party, Cheney is among the purest; no one can question his conservative credentials on national security, and his record in the House and as vice president places him beyond reproach from the base. He was, it is true, second in command in years of great deficit spending, but his image as an implacable foe of terrorism and a hardliner on the projection of American power would go a long way toward securing his position within the party as a warrior of the old school offering himself once more to a nation he has served in four different decades.

And Meacham loves the idea that this would settle things about poor George Bush:

As John McCain pointed out in the fall of 2008, he is not Bush. Nor is Cheney, but the former vice president would make the case for the harder-line elements of the Bush world view. Far from fading away, Cheney has been the voice of the opposition since the inauguration. Wouldn’t it be more productive and even illuminating if he took his arguments out of the realm of punditry and into the arena of electoral politics? Are we more or less secure because of the conduct of the wars in Afghanistan and Iraq? Does the former vice president still believe in a connection between Saddam and Al Qaeda? Did the counterterror measures adopted in the aftermath of the attacks go too far? Let’s have the fight and see what the country thinks.

Meacham seems tired of folks bashing Bush, so let’s have a vote on him, using Cheney. And he thinks that would be a good correction, moving everyone to the middle:

Historically the country has tended to muddle through somewhere between the extremes of right and left. There is often much virtue in conducting public life by fits and starts. When things drift too far one way in ideological terms, Americans are pretty good about tugging them back to the middle.

Any votes Cheney gets, then, force Obama to be more like Bush, and all will be well. Meacham is worried by Obama. He misses Bush, or so this reads.

Well, if there were such a vote it might make those holiday dinners with the nephews easier. The votes would be in. But they’d still not like it. And anyway, didn’t we just have a presidential election on these matters? Meacham may call for a redo, and may get it, but why would the votes be any different?

Let Cheney run. He’ll get his thirty percent. And things will be no different. But then they never are.

Accused of acting against national security – Espionage

It has been 120 days since three American hikers were detained in Iran.

The trio reportedly crossed over to Iran during a hiking trip near Kurdistan Iraq.

The Iranian government has accused them of espionage.

It has been 166 days since Yaghoghil Shaolian was detained in Iran, a member of Iran’s Jewish community, was not an activist, did not join the protests, but got caught up in the moment and threw some stones at a Tehran bank branch, in central Tehran on June 14, 2009, during unrests after June 12 presidential election in Iran.

Yaghoghil was arrested, accused of acting against national security – Espionage, resulting in his conviction and was sentenced to two and half years in prison.

An international effort is seeking more information about the FOUR defendants, and will raise concerns with the Iranian authorities, since those convicted and sentenced appear to have been denied a fair trial. 

The Iranian government has accused them of espionage.

BENEATH THE SPIN • ERIC L. WATTREE

I find it extremely curious that the very same people who are jumping up and down about leaving a debt on our children by providing affordable healthcare are willing to send the country into bankruptcy to dispatch that very same generation of young people to their death in Afghanistan. It’s also curious that we only heard perfunctory grumbling from these people when we spent $700 billion to bailout Wall Street, but now that it comes to spending money on a stimulus plan to help the average American, all hell is breaking loose.

The GOP’s behavior in this matter should make it clear to any reasonable observer that the Republican Party is ideologically oppose to doing anything to help the poor and middle class. The reason for that is when it comes to bigotry, they’re a step ahead of the American people . Since they deal primarily in dollars and cents, they’ve come to recognize that mere racial division is no longer sufficient to accommodate the economics of the new world order, the greed of the beast must now be fed with the greater numbers found only in class.

In order to compete effectively in a  global market, America can no longer afford the luxury of a thriving middle class – at least, one as large as the American people have come to expect. So the class system in the United States is rapidly being realigned.  That accounts for why the educational system and unionism are under attack. It also explains why undocumented workers are being allowed to flood into the country in unprecedented numbers. These people are not sneaking in – they’re being herded. 

If the United States really wanted to stop illegal immigration, they wouldn’t even have to touch the borders. All they’d have to do is arrest anyone who housed or hired them.  This issue is going to cause a blowup within the Republican ranks, because the leaders of your party want desperately to get as many undocumented workers in the country as possible in order to undermine your wages, while the xenophobic tendencies of the Republican base is just as strong to keep them out – legal or not. 

It’s going to be interesting to watch you have to face that reality, because the fact is, the leaders of your party have already come to the conclusion that in order for the United States to compete in a global economy where the competition’s workers work for mere pennies a day, it is absolutely necessary for the United States to grow an undereducated and hungry workforce.  They need a hungry underclass to both feed their war machine, and work for their corporations for whatever crumbs they decide to throw your way.

So the fact is, Teabaggers, if you don’t wake up real soon, you’re going to have to change your name to the Apple Peddlers to accommodate your new status – and I guarantee you, when that happens, taxes is going to be the very least of your concerns.  If your party gets its way, before long you’re about to get a crash course in what it means to be Black in America, and then some.

So before you attend your next tea party, you need to give this matter some serious thought, because you’re already being used in the very same way that the Confederacy used Black soldiers during the Civil War - like worthless cannon fodder. The only difference is, you’ve been given a megaphone to brag about your stupidity.

Now, you may want to write me off as being ridiculous, but think about it. Did the Republican Party promote demonstrations or give illegal “news conferences” to whip you into a frenzy when they gave the world’s largest windfall to those who harass you every month over your mortgage and credit card debt?  Absolutely not - and that’s in spite of the fact that Wall Street spent part of your money wining, dining, and passing out huge bonuses to themselves. So why are they doing it now, when it comes to helping you and your family?  And worse yet, they now have you fighting against healthcare for your own blind family to protect the assets of the very same people who just robbed you on Wall Street. How dumb can you get?

What makes it more “socialist” to help you and your family than it is to help the rich and theirs? Yet, when President Obama suggested that it was time to help the average American, many of your Republican “representatives” started frantically looking for ways to refuse the money. In fact, Gov. Rick Perry became so incensed over the prospect of helping the people of Texas that he even brought up the possibility of seceding from the union.

Now I ask you, when have you ever heard of a politician becoming fighting mad over having money thrust upon him? That alone should send up a huge red flag for anyone with eyeballs. It just doesn’t make sense – that is, unless the politician’s interest is diametrically opposed to the people he represents, and that’s exactly the case with respect to the Republican Party.

The Republican base is in deep denial. You’re like a wife who catches her husband in bed with another woman. As the wife stands there in shocked disbelief, the husband hustles his lover out of the room, then casually looks at his wife and asks, “What woman?” He then goes on to convince his wife that she can’t believe her lying eyes; that he only rented the room because he intended to call her for a romantic night of passion. Then after hearing his explanation, his wife wants to believe him so badly that she allows herself to be convinced that she imagined it all. She then apologizes for being so silly and falls into his arms, and a soaking wet bed.

While that’s a well worn comedy skit, that’s exactly what’s happening with the Republican base. It should be clear to anyone with any kind of common sense that the Republican Party is aggressively working against your interest. But you want to believe your version of reality so badly, that you’re willing to make love in a previously soaked bed.

That’s why we call you wingnuts. Because it’s nothing short of amazing how the GOP can get you to turn out in droves, and on the verge of insurrection, in order to prevent President Obama from shepherding in legislation that would prevent the insurance industry from cutting your throats. You’ve allowed yourselves to be convinced that blocking guaranteed healthcare for your families is in your families’ best interest – and that’s in spite of the fact that the families of the politicians you’re listening to are comfortably enjoying that very same healthcare that they’re claiming will lead to America’s destruction.

Even though an audit by the Congressional Budget Office indicates that healthcare reform would actually lower the national deficit, you’re allowing the GOP to convince you that the cost of protecting your families is too much of a burden for America to bear. But how does that square with the fact that in the very next speech these very same politicians are urging President Obama to send an additional forty thousand of your sons and daughters to possibly die in Afghanistan, at a cost of a million dollars per soldier?

So, pardon my terminology, but this is clearly a case of wingnuts seeing only what you want to see. You need to open your eyes to the fact that the GOP has but one agenda – regaining power. That entails two things – satisfying the coffers of their corporate masters, which entails picking your pocket; and sabotaging President Obama’s effort to bring you relief, which entails making sure that you and your family are miserable for at least the next four years.

Your willingness to accept, in fact, promote this nonsense leaves many to believe that you either have less than an animal’s sense of self-preservation, or that you hate the idea of Obama being in the White House so intensely that you’re willing to throw both your families, and America, under the bus to ensure that he’s not successful. That suggests that you’re at best, merely stupid, but at worst, both stupid and racist – which, of course, is synonymous.

But don’t feel alone, because you’re only ones who need to wake up. If president Obama escalates the war in Afghanistan, we’re going to hear clinking champaign glasses all over GOPland, because Republicans know better than anyone that the war in Afghanistan is a no-win quagmire just waiting to happen.

Dick Cheney is pressuring Obama into Afghanistan as a lobbyist for the war machine. If this man had any character at all, after his cowardly behavior during the Vietnam War, and his atrociously inept performance during eight years in office, he should be ashame to face the American people. But he has no shame, and he’s more than willing to give YOUR all to enrich the coffers of war machine.

While Cheney is inept in office and a coward, he’s not dumb. He knows that once Obama commits to escalating the war in Afghanistan the president is going to have a huge liability in the 2012 election. He also knows that an escalation of the war will waste badly needed resources that we could use to improve the economy. But most diabolical of Cheney is that he knows that escalating the war will leave the president having to account for the lives of your sons and daughters who are happily walking around today getting married, having children, and planing their future, but will no longer be around in 2012.  After that, Bush’s disaster in Iraq won’t look quite so bad. So Cheney’s pushing to use your kids as cannon fodder, to better Republican chances in the 2012 election.

The president needs to realize that it’s easy for Cheney to pull for the war. He and his cohorts aren’t contributing one thing to the war effort, so it’s a win-win situation for them. Their children are safely at home, they reap windfall profits, they make the president look weak to his base for caving in, and they take the Iraqi disaster off the table for the 2012 election.

So while we share differing political views, I’m pulling for the lives of your children, and I hope the president doise the same. I’m hoping the president realizes that only the insane tries the same thing over and over again and expect a different result. As an intelligent man and student of history, he simply has to recognize that we’ve tried the exact same thing, using the exact same rationale, in both Vietnam, and Iraq, and they’ve both turned out to be utter disasters. All we’ve gotten in return is a hemorrhaging treasury, and bulging cemeteries.

Candidate Obama promised us change, and the most profound change that he can provide us at this point in history is fewer mourning families. I hope he recognizes that as long as this nation continues to treat our troops like pawns instead of people who love their lives, and have hopes and dreams for a future, all other change is merely superficial.

So as the president deliberates his course of action in Afghanistan, I’d like him to ponder two questions on behalf of us all. The first: What decision would he make on Afghanistan if he knew with certainty that his own daughters would be the very first casualties in an escalation of the war? In such a case, I’m virtually certain that he’d decide that the effort wasn’t worth the cost. And the second question is, what makes the lives of our children of any less value than his own?

If the president can answer those two questions honestly, his course of action should be clear.

Religious bigotry: It’s not that I hate everyone who doesn’t look, think, and act like me – it’s just that God does.

A new group wants Dick Cheney to challenge President Obama in 2012.

Washington (CNN) – A new group wants former Vice President Dick Cheney back in the White House.

The organization — “Draft Dick Cheney 2012″ — launched on Friday, and unveiled their new Web site. Their aim: To convince the former vice president to seek the Republican presidential nomination in the next race for the White House. But there may be a major roadblock to the group’s pitch — Cheney himself.

“The 2012 race for the Republican nomination for President will be about much more then who will be the party’s standard bearer against Barack Obama, the race is about the heart and soul of the GOP,” said Christopher Barron, one of the organizers of the Draft Cheney movement. “There is only one person in our party with the experience, political courage and unwavering commitment to the values that made our party strong – and that person is Dick Cheney.”

The former vice president has been a frequent outspoken critic of the Obama administration’s security policy. He recently suggested that Obama was “dithering” over deciding on adding more U.S. troops to Afghanistan. National polls suggest that the former vice president remains popular among conservatives and Republicans.

Does Cheney want to run for the White House? He was quite blunt earlier this month about whether he had any desire make a bid for the presidency in the next election. At an event in Houston for Senator Kay Bailey Hutchison, who’s running for Texas governor, Hutchison was joined by Cheney, who endorsed her bid against fellow Republican incumbent Rick Perry. During the rally, Hutchison yelled out to the crowd “Cheney 2012!” and some one in the audience quickly responded “We need you, Dick!”

Cheney’s response: “Not a chance.”

Barron says the group hopes to follow up Friday’s Web launch with a more formal structure, which will include building a database and reaching out through social networks like Facebook and Twitter. Barron adds that there is no budget set yet, and that the effort is grassroots at this point. He says the group plans on targeting tea party events and plans on building grassroots chapters in key early presidential caucus and primary states including Iowa, New Hampshire and South Carolina.

In a speech to the American Enterprise Institute, former Vice President Richard ‘Dick’ Cheney slammed President Barack Obama for the pardoning of a suspicious Thanksgiving turkey without first according the bird proper detention and interrogation, as recommended by the National Security Administration.

Following is excerpted content from Mr. Cheney’s speech:

“As a practical matter, turkeys may lack much, but they have never lacked for grievances against the United States. Our belief in freedom of hunting turkeys… our belief in rights for chickens… our support for bald eagles… our cultural and political influence in the duck and goose world and other holiday dinner birds… these are the true sources of resentment, all mixed in with the lies and conspiracy theories of radical turkeys who are being trained by our enemies in Afghanistan and Iraq then imported onto our shores.

“It is a longstanding populist tradition to nickname turkeys ‘Tom’ in this country but that can make Americans very complacent to the threat posed by these birds. I have it on good authority, information derived from our interrogation of high value terrorists, that many of these imported turkeys are not ‘Tom’ Turkeys at all – the ‘Tom’ is an Americanized derivative of the name ‘Hartoum’. These birds originated in Turkey after all which, if you look closely at any standard atlas, you’ll see is very close to Afghanistan. Too close.

“Do you really think it is a mere coincidence that a President whose middle name is Hussein pardoned a turkey he dubbed ‘Courage’ but whose real name is Hartoum? Do you really?”

“For all that we’ve gained by massacring turkeys for service to the American dinner plate on Thanksgiving, even Christmas for those who eschew ducks, geese, and hams, or Easter for that matter, the United States has never lost its moral bearings. And when the moral reckoning turns to the turkeys known as high-value terrorist-trained and imported turkeys, as represented by the pardoned Hartoum, I can assure you we were justified to suspect them and right to act.

“Thanksgiving notswithstanding, it has always been considered an honor and a duty that turkeys sacrifice themselves for national holiday meals from sea to sea. Policies developed through Homeland Security and the NSA ensure that these traditions continue for generations. But now this great American tradition is under grave threat. That is why pardoning this turkey was flatly contrary to the national security interest of the United States. The harm done only begins with top secret information allowed to remain in the hands of these turkeys, who wander our farmlands freely gathering information for their terrorist trainers to be used in a hostile manner against chickens, roosters, ducks, geese, quail, Cornish hens, guineafowl, pheasants, peafowl, pigeons, even swans and doves.

“Our interrogation methods for radical turkeys, developed with high precision, saved many other birds bound for our holiday dinner plates by providing us with intelligence to intercept calls and track contacts between foreign operatives and these birds inside the United States. In the years after 9/11, our government also understood that the safety of the country required collecting information known only to the worst of the turkeys. And in a few cases, that information could be gained only through tough interrogations.

“President Obama’s own Director of National Intelligence, Admiral Blair, has put it this way: “High value information came from interrogations in which those methods were used and provided a deeper understanding of the radical turkey breeding and indoctrination organization that is undermining this country’s most cherished holiday meals.” End quote. It is a fact that only detainees of the highest intelligence value were ever subjected to enhanced interrogation. You’ve heard endlessly about waterfowl boarding. I was and remain a strong proponent of such enhanced interrogation techniques for turkeys. The interrogations were used on hardened birds who would be tough and tasteless cooked anyway, even if doused with herb butter, after other efforts failed. They were legal, essential, justified, successful, and the right thing to do.

“To the very end of our administration, we kept illegal immigrant radical turkeys busy with other problems. We focused on getting their secrets, instead of sharing ours with them. And on our watch, they never disrupted this country’s Thanksgiving dinners. That is a record to be praised and continued until the danger has passed. Thank you.”

After the speech Cheney also lambasted White House staff for placing on YouTube a ‘turkey-eye view’ video tour of the walk from the White House gates to the Oval Office. “Terrorists downloading this video have access to national secrets that may be revealed in the filming. Certainly, the now have a clear map of the lawns, which would allow them to plot a successful invasion of the grass leading up to and surrounding the building.”

And Cheney’s speech did contain a touch of the ironic – the tradition of pardoning a turkey on Thanksgiving actually began in 1989 under President George H. W. Bush, when Cheney was a member of the elder Bush’s White House staff.

Abe Pollin, the owner of the Washington Wizards of the NBA died yesterday. I never met him and frankly didn’t know much about him. Apparently he was a good guy and, as you may know, they are currently in short supply which is another story for another day.

Ted Leonsis, was one of the honchos at AOL and I knew him from his days running a small ad agency/publishing company in Vero Beach, Florida. He sold his company to AOL and ultimately became president of AOL but lost out in power shuffle #422. He was well liked and well respected and remained with AOL From Here To Eternity. Ted made a ton of money with and from AOL.

Pollin sold him the Washington Capitals of the NHL which he still runs and in a complicated deal received Numero Uno rights to the purchase of the Washington Wizards if and when.

Now is If and When.

But back to then and Enter Michael Jordan.

Ted convinced Mr. Jordan who seemed, in a former life, to play basketball quite well, to come to Washington and run The Wizards. Pollin agreed and Here Comes Mr. Jordan.

He took off his jacket, ran the team and also played for them but not quite as well as he had done for the Chicago Bulls.

One bright shiny day as the nationally famous Owen Smith birthday loomed I called Ted and explained that receiving Mr. Jordan’s autograph would be a mystical experience for Owen Smith who happens to be a grandson of ours residing in Seattle.

I called my daughter and told her of the possibility as she explained that Owen was caught up in Legos and wouldn’t know Michael Jordan from Pluto. I then probably revealed that Mr. Jordan worked for Mr. Pollin and could have added (I’m that kind of guy) a few Liberal notes as she is a rabid Republican.

I suggested that she explain to Owen that Pollin invented Legos and since he was seven at the time this just might pass muster.

As it turns out this was the very day Mr. Jordan was notified by Mr. Pollin that his services were no longer required by the Washington Wizards.

Mr. Jordan did not send an autograph to Mr. Smith who did not go to Washington this time around. He didn’t even get an autograph from Jimmy Stewart or Harvey.

I haven’t kept up with Ted in recent years except to note that he produced a film on the Japanese rape of Nanking in World War II.

Of late he seems to have fallen into the evil clutches of the Dick Cheney chain gang. I could be wrong about this but I think Liz Cheney once worked for him.

He goes hither and thither and is often heard exuberantly discussing This and That on and in the Public Media.

Ted is a very bright guy and could do extremely well for the Washington Wizards. They are a fairly solid team these days and Ted is certainly savvy as to public perceptions about sports.

I can honestly say I misunderstood AOL from day one. As a reasonably perceptive ex-publishing executive it hurts to admit you didn’t know beans about a company that was as big time as they appeared to be.

Hey I also didn’t buy Microsoft or Intel stock when they first cast vast shadows on the technology sector.

I was way too smart to fall for That.

PS: I have recently been in touch with a fellow graduate of the University of Illinois, Larry Siegel – a writer of the early Mad Magazine and later an Emmy Award writer with the Bob Newhart and Carol Burnett shows. We both commiserate over the fact that another friend and fellow graduate, Arnold Weber, almost became Baseball Commissioner.  Arnold had been President of Northwestern University and a way-too-straight-arrow kind of guy to throw tickets around. Still…

G20, sommet de l’OTAN… La crise économique mondiale accélère un processus entamé il y a déjà fort longtemps. La pression sur les États va encore s’accentuer, dans les prochaines semaines, afin qu’ils participent à de nouveaux « plans de sauvetages », aussi inutiles qu’onéreux. Lorsqu’ils crouleront sous le poids des dettes et seront menacé de faillite, le « nouvel ordre mondial » pourra s’imposer de lui même. L’histoire du monde nous démontre que les mécanismes de la manipulation sont toujours les mêmes et qu’ils s’étalent presque au grand jour, pour ceux qui se donnent la peine de garder les yeux ouverts.

DIALOGUES AUX ENFERS ENTRE MACHIAVEL ET MONTESQUIEU

Dans le Dialogue aux enfers entre Machiavel et Montesquieu (1864), Maurice Joly (1829-1878) décrit – sous couvert d’une discussion philosophique entre Machiavel et Montesquieu, personnages qu’il a réuni de manière fictive, sur les fins de la politique – comment Napoléon III a manipulé les milieux économiques, la presse, l’opinion publique, les syndicats, les milieux ouvriers, le peuple, etc, pour établir les bases solides d’un pouvoir qu’on pourrait qualifier de totalitaire. Selon l’auteur, l’empereur a fait du peuple français un peuple d’esclaves, oublieux de sa liberté et consentant à tous les asservissements.

Puisque je trouve les caractéristiques d’un gouvernement totalitaire admirablement décrites dans cette oeuvre, je vous propose ce recueil d’extraits que j’ai commenté. Vous serez sans doute surpris de voir à quel point de nombreux critères correspondent à merveille avec notre société actuelle, et à quel point les mécanismes du despotisme sont intemporels et ne changent que par la forme à travers le temps, jamais en substance. D’où l’intérêt de connaître le passé pour comprendre le présent.

Prologue:

« Machiavel :

L’instinct mauvais chez l’homme est plus puissant que le bon. L’homme a plus d’entraînement vers le mal que vers le bien ; la crainte et la force ont sur lui plus d’empire que la raison. Les hommes aspirent tous à la domination, et il n’en est point qui ne fût oppresseur, s’il le pouvait ; tous ou presque tous sont prêts à sacrifier les droits d’autrui à leurs intérêts. Qui contient entre eux ces animaux dévorants qu’on appelle les hommes ? Est-il possible de conduire par la raison pure des masses violentes qui ne se meuvent que par des sentiments, des passions et des préjugés ? Dans les États, le principe du droit est dominé par celui de l’intérêt. Abstraitement parlant, la violence et l’astuce sont-elles un mal ? Oui ; mais il faudra bien les employer pour gouverner les hommes, tant que les hommes ne seront pas des anges.

Tout est bon ou mauvais, suivant l’usage qu’on en fait et le fruit que l’on en tire ; la fin justifie les moyens : et maintenant si vous me demandez pourquoi, moi républicain, je donne partout la préférence au gouvernement absolu, je vous dirai que, témoin dans ma patrie de l’inconstance et de la lâcheté de la populace, de son goût inné pour la servitude, de son incapacité à concevoir et à respecter les conditions de la vie libre ; c’est à mes yeux une force aveugle qui se dissout tôt ou tard, si elle n’est dans la main d’un seul homme ; je réponds que le peuple, livré à lui-même, ne saura que se détruire ; qu’il ne saura jamais administrer, ni juger, ni faire la guerre. Montesquieu :

Vous conviendrez cependant que, quand il s’agit de gouvernement, il faut aboutir à des principes. Vous ne faites aucune place, dans votre politique, ni à la morale, ni à la religion, ni au droit ; vous n’avez à la bouche que deux mots : la force et l’astuce. Si votre système se réduit à dire que la force joue un grand rôle dans les affaires humaines, que l’habileté est une qualité nécessaire à l’homme d’État, vous comprenez bien que c’est là une vérité qui n’a pas besoin de démonstration ; mais ; si vous érigez la violence en principe, l’astuce en maxime de gouvernement ; si vous ne tenez compte dans vos calculs d’aucune des lois de l’humanité, le code de la tyrannie n’est plus que le code de la brute, car les animaux aussi sont adroits et forts, et il n’y a, en effet, parmi eux d’autre droit que celui de la force brutale. Ce n’est pas seulement au nom de l’intérêt, c’est au nom du devoir qu’agissent tous les oppresseurs. Commentaire :

Cet extrait des Dialogues issu du prologue met les choses à leur place d’une manière objective: si le gouvernement est coupable de bien des vices, ses fondations reflètent la nature de peuples. En effet, comme le dit le proverbe, « on a les politiciens que l’on mérite », et il me semble particulièrement intéressant de constater, lorsque l’on remonte aux sources des causes de la perversité de nos gouvernements, que beaucoup de mesures moralement contestables que ces derniers sont forcés de mettre en place sont dues à l’irresponsabilité et à la méchanceté des peuples. Il me semble, d’ailleurs, que l’extrait est suffisamment éloquent à ce sujet. Le problème est que, comme le souligne Montesquieu, les gouvernements auront tendance à s’égarer dans la force, à négliger le bien de ses sujets, et à ne favoriser que les intérêts du « prince » (souverain) et ses proches. La solution ne se trouverait donc pas dans un système, puisque tous devront user de moyens douteux à un instant ou à un autre de leur existence, mais bien dans l’attitude des dirigeants; il ne faut pas qu’ils s’égarent sur la voie de la facilité et estiment leurs citoyens comme un troupeau de bétail qui n’a d’autre utilité que celle d’être exploité. Ils doivent, au contraire, être conscients que si les peuples manquent de responsabilité, ils doivent être ceux qui les guideront pour les amener à s’améliorer, comme un parent bienveillant éduque son enfant. Hélas, nous savons tous que les gouvernements de notre temps (et ceux d’une écrasante majorité à travers l’histoire, d’ailleurs) empruntent la voie inverse, et ont bien peu de scrupules moraux et philosophiques. Mais il n’empêche que nous ne devons pas être aveugle et ne voir que leurs fautes; nous devons aussi avoir un regard introspectif et admettre la responsabilité de la collectivité, ce qui, je pense, se fait bien trop rarement de notre temps, alors que l’on ne peut arriver à un vision juste des choses en l’absence de la considération de ce point.

« Machiavel :

Ici, je vous arrête ; vous faites une part à l’intérêt, cela suffit pour justifier toutes les nécessités politiques qui ne sont pas d’accord avec le droit.

Montesquieu:

C’est la raison d’État que vous invoquez. Remarquez donc que je ne puis pas donner pour base aux sociétés précisément ce qui les détruit. Au nom de l’intérêt, les princes et les peuples, comme les citoyens, ne commettront que des crimes. L’intérêt de l’État, dites-vous ! Mais comment reconnaîtrai-je s’il lui est réellement profitable de commettre telle ou telle iniquité ? Ne savons-nous pas que l’intérêt de l’État, c’est le plus souvent l’intérêt du prince en particulier, ou celui des favoris corrompus qui l’entourent ?

Vous ne songez donc pas qu’avec des maximes pareilles, il n’y a pas de société qui puisse vivre ; vous croyez que le sujet tiendra longtemps ses serments quand il verra le souverain les trahir ; qu’il respectera les lois quand il saura que celui qui les lui a données les a violées, et qu’il les viole tous les jours ; vous croyez qu’il hésitera dans la voie de la violence, de la corruption et de la fraude, quand il y verra marcher sans cesse ceux qui sont chargés de le conduire ? Détrompez-vous ; sachez que chaque usurpation du prince dans le domaine de la chose publique autorise une infraction semblable dans la sphère du sujet ; que chaque perfidie politique engendre une perfidie sociale ; que chaque violence en haut légitime une violence en bas. Voilà pour ce qui regarde les citoyens entre eux.

Pour ce qui les regarde dans leurs rapports avec les gouvernants, je n’ai pas besoin de vous dire que c’est la guerre civile introduite à l’état de ferment, au sein de la société. Le silence du peuple n’est que la trêve du vaincu, pour qui la plainte est un crime. Attendez qu’il se réveille : vous avez inventé la théorie de la force ; soyez sûr qu’il l’a retenue. Au premier jour, il rompra ses chaînes ; il les rompra sous le prétexte le plus futile peut-être, et il reprendra par la force ce que la force lui a arraché.

La maxime du despotisme, c’est le perinde ac cadaver des jésuites ; tuer ou être tué : voilà sa loi ; c’est l’abrutissement aujourd’hui, la guerre civile demain.

Sans doute, les orages de la liberté existeront toujours, et il se commettra encore bien des crimes en son nom : mais le fatalisme politique n’existe plus. Si vous avez pu dire, dans votre temps, que le despotisme était un mal nécessaire, vous ne le pourriez pas aujourd’hui, car, dans l’état actuel des mœurs et des institutions politiques chez les principaux peuples de l’Europe, le despotisme est devenu impossible. »

Commentaire :

Ici, nous retrouvons ce que nous avons laissé entendre précédemment en plus approfondi; les citoyens créent une entité qui leur ressemble par sa nature, l’État, qui constitue l’autorité. Mais l’autorité influence toujours, voire façonne entièrement, le caractère de ce qui dépend d’elle. Donc, si l’autorité est vertueuse, la morale des citoyens aura tendance à s’améliorer, et inversément si elle est vicieuse. De là découle toute l’importance de ce que les dirigeants assument les mauvais aspects qui existent naturellement, et tentent d’améliorer la situation, plutôt que de se complaire égoïste dans l’état imparfait des choses, en ne se souciant guère du bien commun.

« Machiavel :

Impossible ?… Si vous parvenez à me prouver cela, je consens à faire un pas dans le sens de vos idées.

Montesquieu :

Je vais vous le prouver très-facilement, si vous voulez bien me suivre encore.

Machiavel :

Très-volontiers, mais prenez garde ; je crois que vous vous engagez beaucoup. Je me propose de démolir, pièce à pièce, toutes les belles choses que vous venez de dire, et de vous démontrer que ce sont mes doctrines seules qui l’emportent même aujourd’hui, malgré les nouvelles idées, malgré les nouvelles mœurs, malgré vos prétendus principes de droit public, malgré toutes les institutions dont vous venez de me parler.

Machiavel :

En écoutant vos théories sur la division des pouvoirs et sur les bienfaits que lui doivent les peuples de l’Europe, je ne pouvais m’empêcher d’admirer, Montesquieu, à quel point l’illusion des systèmes peut s’emparer des plus grands esprits. A la première occasion, le mouvement se produira par la rupture d’un des ressorts que vous avez si soigneusement forgés. Croyez-vous que les pouvoirs resteront longtemps dans les limites constitutionnelles que vous leur avez assignées, et qu’ils ne parviendront pas à les franchir ? Quelle est l’assemblée législative indépendante qui n’aspirera pas à la souveraineté ? Quelle est la magistrature qui ne fléchira pas au gré de l’opinion ? Quel est le prince, surtout, souverain d’un royaume ou chef d’une république, qui acceptera sans réserve le rôle passif auquel vous l’aurez condamné ; qui, dans le secret de sa pensée, ne méditera pas le renversement des pouvoirs rivaux qui gênent son action ? En réalité, vous aurez mis aux prises toutes les forces contraires, suscité toutes les entreprises, donné des armes à tous les partis. Vous aurez livré le pouvoir à l’assaut de toutes les ambitions, et fait de l’État une arène où se déchaîneront les factions. Dans peu de temps, ce sera le désordre partout ; d’intarissables rhéteurs transformeront en joutes oratoires les assemblées délibérantes ; d’audacieux journalistes, d’effrénés pamphlétaires attaqueront tous les jours la personne du souverain, discréditeront le gouvernement, les ministres, les hommes en place…

Dans vos calculs, vous n’avez compté qu’avec des minorités sociales. Il y a des populations gigantesques rivées au travail par la pauvreté, comme elles l’étaient autrefois par l’esclavage. Qu’importent, je vous le demande, à leur bonheur toutes vos fictions parlementaires ? Votre grand mouvement politique n’a abouti, en définitive, qu’au triomphe d’une minorité privilégiée par le hasard comme l’ancienne noblesse l’était par la naissance. Qu’importe au prolétaire courbé sur son labeur, accablé sous le poids de sa destinée, que quelques orateurs aient le droit de parler, que quelques journalistes aient le droit d’écrire ? Vous avez créé des droits qui resteront éternellement pour la masse du peuple à l’état de pure faculté, puisqu’il ne saurait s’en servir. Ces droits, dont la loi lui reconnaît la jouissance idéale et dont la nécessité lui refuse l’exercice réel, ne sont pour lui qu’une ironie amère de sa destinée. Je vous réponds qu’un jour il les prendra en haine, et qu’il les détruira de sa main pour se confier au despotisme. Le tempérament de vos institutions est de donner plus de force à l’aristocratie qu’au peuple, plus de force au prince qu’à l’aristocratie, proportionnant ainsi les pouvoirs à la capacité politique de ceux qui doivent les exercer.

Le peuple, par une conséquence absolument inévitable, s’emparera, un jour ou l’autre, de tous les pouvoirs dont on a reconnu que le principe était en lui. Sera-ce pour les garder ? Non. Après quelques jours de folie, il les jettera, par lassitude, au premier soldat de fortune qui se trouvera sur son chemin. Dans votre pays, vous avez vu, en 1793, comment les coupe-têtes français ont traité la monarchie représentative : le peuple souverain s’est affirmé par le supplice de son roi, puis il a fait litière de tous ses droits ; il s’est donné à Robespierre, à Barras, à Bonaparte.

Vous êtes un grand penseur, mais vous ne connaissez pas l’inépuisable lâcheté des peuples ; je ne dis pas de ceux de mon temps, mais de ceux du vôtre ; rampants devant la force, sans pitié devant la faiblesse, implacables pour des fautes, indulgents pour des crimes, incapables de supporter les contrariétés d’un régime libre, et patients jusqu’au martyre pour toutes les violences du despotisme audacieux, brisant les trônes dans des moments de colère, et se donnant des maîtres à qui ils pardonnent des attentats pour le moindre desquels ils auraient décapité vingt rois constitutionnels.

Cherchez donc la justice ; cherchez le droit, la stabilité, l’ordre, le respect des formes si compliquées de votre mécanisme parlementaire avec des masses violentes, indisciplinées, incultes, auxquelles vous avez dit : Vous êtes le droit, vous êtes les maîtres, vous êtes les arbitres de l’État ! Ce que vous savez, ainsi que moi, du passé, m’autorise, dès à présent, à dire que le principe de la souveraineté populaire est destructif de toute stabilité, qu’il consacre indéfiniment le droit des révolutions. Il met les sociétés en guerre ouverte contre tous les pouvoirs humains et même contre Dieu ; il est l’incarnation même de la force. Il fait du peuple une brute féroce qui s’endort quand elle est repue de sang, et qu’on enchaîne ; et voici la marche invariable que suivent alors les sociétés dont le mouvement est réglé sur ce principe : la souveraineté populaire engendre la démagogie, la démagogie engendre l’anarchie, l’anarchie ramène au despotisme. Le despotisme, pour vous, c’est la barbarie. Eh bien, vous voyez que les peuples retournent à la barbarie par le chemin de la civilisation.

Mais ce n’est pas tout, et je prétends qu’à d’autres points de vue encore le despotisme est la seule forme de gouvernement qui soit réellement appropriée à l’état social des peuples modernes, car, avec vos grands États, qui ne vivent plus que par l’industrie ; avec vos populations sans Dieu et sans foi, dans des temps où les peuples ne se satisfont plus par la guerre, et où leur activité violente se reporte nécessairement au dedans, la liberté, avec les principes qui lui servent de fondement, ne peut être qu’une cause de dissolution et de ruine. De la lassitude des idées et du choc des révolutions sont sorties des sociétés froides et désabusées qui sont arrivées à l’indifférence en politique comme en religion, qui n’ont plus d’autre stimulant que les jouissances matérielles, qui ne vivent plus que par l’intérêt, qui n’ont d’autre culte que l’or, dont les moeurs mercantiles le disputent à celles des juifs qu’ils ont pris pour modèles. Croyez-vous que ce soit par amour de la liberté en elle-même que les classes inférieures essayent de monter à l’assaut du pouvoir ? C’est par haine de ceux qui possèdent ; au fond, c’est pour leur arracher leurs richesses, instrument des jouissances qu’ils envient.

Ceux qui possèdent implorent de tous les côtés un bras énergique, un pouvoir fort ; ils ne lui demandent qu’une chose, c’est de protéger l’État contre des agitations auxquelles sa constitution débile ne pourrait résister, de leur donner à eux-mêmes la sécurité nécessaire pour qu’ils puissent jouir et faire leurs affaires. Quelles formes de gouvernement voulez vous appliquer à des sociétés où la corruption s’est glissée partout, où la fortune ne s’acquiert que par les surprises de la fraude, où la morale n’a plus de garantie que dans les lois répressives, où le sentiment de la patrie lui-même s’est éteint dans je ne sais quel cosmopolitisme universel ? Je ne vois de salut pour ces sociétés, véritables colosses aux pieds d’argile, que dans l’institution d’une centralisation à outrance, qui mette toute la force publique à la disposition de ceux qui gouvernent « 

Commentaire :

Il y a peu à redire là-dessus, si ce n’est que, après 145 ans, ce texte reste d’une grande actualité. Il est effectivement saisissant de constater à quel point des passages tels que ceux qui sont surlignés restent valables, et sont sans doute même bien plus vrai qu’à l’époque; les masses de travaux qui ont continué à écraser bien des hommes malgré l’abolition de l’esclavage sont effectivement une poursuite de ce dernier dans une autre forme, surtout aujourd’hui où tout est si bien réglementé et où tant de personnes sont assommées par le crédit que l’on n’a d’autre choix que de suivre une route toute tracée et qui se présente en simulacre de liberté.

La propension qu’ont les hommes à se reposer sur la force de quelqu’un d’autre, et ainsi à leur confier tant de responsabilités qu’ils rendent pour ainsi dire quelqu’un d’autre maître de leur vie, est aussi très bien illustrée dans ce dernier extrait. Mais l’élément le plus frappant est encore, à mon sens, ces sociétés indifférentes aux valeurs essentielles et obsédées par les jouissances matérielles dont parle Maurice Joly, presque prophétiquement, lorsqu’on voit à quel point ces aspects se sont développés et empirés aujourd’hui. Les moeurs ont effectivement été très bousculées, au point que tout ce qui pourrait s’opposer vertueusement aux dérives matérialistes, comme l’idée même de Dieu, est systématiquement renié sans un semblant de réflexion, ce qui engendre un extrême avilissement des peuples occidentaux consommateurs, et les poussent dans l’acception systématique de leurs pulsions primaires et animales, ce qui ne les rend que bien plus simples à contrôler et manipuler, puisque leurs facultés intellectuelles tombent en désuétude.

« Machiavel :

Avec des sociétés nouvelles, il faut employer des procédés nouveaux. Il ne s’agit pas aujourd’hui, pour gouverner, de commettre des iniquités violentes, de décapiter ses ennemis, de dépouiller ses sujets de leurs biens, de prodiguer les supplices ; non, la mort, la spoliation et les tourments physiques ne peuvent jouer qu’un rôle assez secondaire dans la politique intérieure des États modernes. Il s’agit moins aujourd’hui de violenter les hommes que de les désarmer, de comprimer leurs passions politiques que de les effacer, de combattre leurs instincts que de les tromper, de proscrire leurs idées que de leur donner le change en se les appropriant.

Le principal secret du gouvernement consiste à affaiblir l’esprit public, au point de le désintéresser complétement des idées et des principes avec lesquels on fait aujourd’hui les révolutions. Dans tous les temps, les peuples comme les hommes se sont payés de mots. Les apparences leur suffisent presque toujours ; ils n’en demandent pas plus. On peut donc établir des institutions factices qui répondent à un langage et à des idées également factices ; il faut avoir le talent de ravir aux partis cette phraséologie libérale, dont ils s’arment contre le gouvernement. Il faut en saturer les peuples jusqu’à la lassitude, jusqu’au dégoût. On parle souvent aujourd’hui de la puissance de l’opinion, je vous montrerai qu’on lui fait exprimer ce qu’on veut quand on connaît bien les ressorts cachés du pouvoir. Mais avant de songer à la diriger, il faut l’étourdir, la frapper d’incertitude par d’étonnantes contradictions, opérer sur elle d’incessantes diversions, l’éblouir par toutes sortes de mouvements divers, l’égarer insensiblement dans ses voies. Un des grands secrets du jour est de savoir s’emparer des préjugés et des passions populaires, de manière à introduire une confusion de principes qui rend toute entente impossible entre ceux qui parlent la même langue et ont les mêmes intérêts.

Le prince devra s’attacher avant tout à détruire les partis, à dissoudre les forces collectives partout où elles existent, à paralyser dans toutes ses manifestations l’initiative individuelle ; ensuite le niveau des caractères descendra de lui-même, et tous les bras molliront bientôt contre la servitude. Le pouvoir absolu ne sera plus un accident, il deviendra un besoin. Les moyens d’action du despotisme, les plus puissants peut-être, seront précisément ceux que l’on aura le talent d’emprunter à ce même régime industriel qui fait votre admiration. »

Commentaire :

Nous retrouvons ici la concrétisation de ce que je laissais présager précédemment: l’esprit public est affaibli, malléable, et si désintéressé de la nature de son monde qu’il se contentera de croire ce que les autorités présenteront comme la vérité. Ainsi, le citoyen moyen d’aujourd’hui aime croire qu’il vit dans un système réellement démocratique et respectueux des valeurs humaines en s’extasiant devant les discours officiels incohérents et grossièrement simplistes relayés par son poste télévisé. Il serait si malheureux que l’on tente de le sortir de la béatitude qu’engendre son inconscience qu’il occultera sa réflexion encore plus qu’il ne le fait d’habitude si jamais il entend quelqu’un essayer de lui faire prendre conscience de la véritable réalité des choses; n’écoutant pas, se voilant derrière ses impressions et ses sentiments irrationnels, il continuera d’être un mouton trop occupé par les futilités de son existence et trop égoïste pour réfléchir aux problèmes que connait le monde. Il est alors effectivement extrêmement simple de le manier dans le sens où on l’entend, du moment que l’on lui promettre de pouvoir demeurer dans sa prison dorée d’inconscience. Outre cette actualisation de l’extrait, ce dernier s’exprime si bien de lui-même que je n’ai rien de plus à ajouter.

« Machiavel :

A l’aide du seul pouvoir réglementaire, j’instituerais, par exemple, d’immenses monopoles financiers, réservoirs de la fortune publique, dont dépendrait si étroitement le sort de toutes les fortunes privées, qu’elles s’engloutiraient avec le crédit de l’État le lendemain de toute catastrophe politique. Vous êtes un économiste, Montesquieu, pesez la valeur de cette combinaison. Voici une autre combinaison empruntée a l’ordre industriel : Dans le temps actuel, l’aristocratie, en tant que force politique, a disparu ; mais la bourgeoisie territoriale est encore un élément de résistance dangereux pour les gouvernements, parce qu’elle est d’elle-même, indépendante ; il peut être nécessaire de l’appauvrir ou même de la ruiner complétement. Il suffit, pour cela, d’aggraver les charges qui pèsent sur la propriété foncière, de maintenir l’agriculture dans un état d’infériorité relative, de favoriser à outrance le commerce et l’industrie, mais principalement la spéculation ; car la trop grande prospérité de l’industrie peut elle-même devenir un danger, en créant un nombre trop considérable de fortunes indépendantes. Il faut arriver à ce qu’il n’y ait plus, dans l’État, que des prolétaires, quelques millionnaires et des soldats. »

Commentaire :

Quoi de plus actuel, à nouveau, que la mainmise des immenses monopoles financiers sur le système ? Il y a cependant ici une inversion; dans l’État imaginé par Machiavel, ces fortunes sont à la solde de l’État et le public domine le privé. Dans les temps actuels, c’est le contraire.

Pour ce qui est de ruiner toute force indépendante, il est aisé de constater à quel point les supermarchés et autres organismes de centralisations, véritables monopoles aux mains de l’État (et une centralisation aussi puissante de biens essentiels dans une seule paire de mains est toujours une des caractéristiques terribles du despotisme), ont aidé à rendre très difficile toute réussite magistrale dans le commerce ou l’artisanat indépendants. Le despotisme doit rendre ses citoyens dépendants de son gouvernement, et n’aura de cesse de les appauvrir, tant matériellement qu’intellectuellement et spirituellement, pour s’assurer la longévité. En effet, moins les citoyens sont riches, moins ils ont de possibilités de se révolter… Comme le dit Machiavel: « Il faut arriver à ce qu’il n’y ait plus, dans l’État, que des prolétaires et quelques millionnaires ». On devine de quel côté seront les millionnaires.

Remarquons également, à propos de la spéculation, à quel point cette dernière a explosé aujourd’hui et que le danger que voit Machiavel dans les fortunes indépendantes a eu raison des gouvernements, puisque la richesse du secteur privé dépasse de loin celle du public. Á titre d’exemple, les 500 plus grosses entreprises des États-Unis possèdent 80% du PIB du pays; le mot du gouvernement a donc bien moins à dire que celui des multinationales…

De plus, les plus puissantes personnes des secteurs de pouvoir, qui ne sont soumis à aucune censure démocratique, désignent le plus souvent leur successeur parmi leurs enfants ou leur entourage, ce qui est relativement conforme à la dynastie royale que voudrait imposer Machiavel après son coup d’État despotique.

« Machiavel :

Le pouvoir que je rêve, bien loin, comme vous le voyez, d’avoir des moeurs barbares, doit attirer à lui toutes les forces et tous les talents de la civilisation au sein de laquelle il vit. Il devra s’entourer de publicistes, d’avocats, de jurisconsultes, d’hommes de pratique et d’administration, de gens qui connaissent à fond tous les secrets, tous les ressorts de la vie sociale, qui parlent tous les langages, qui aient étudié l’homme dans tous les milieux. Il faut les prendre partout, n’importe où, car ces gens-là rendent des services étonnants par les procédés ingénieux qu’ils appliquent à la politique. Il faut, avec cela, tout un monde d’économistes, de banquiers, d’industriels, de capitalistes, d’hommes à projets, d’hommes à millions, car tout au fond se résoudra par une question de chiffres.

L’usurpateur d’un État est dans une situation analogue à celle d’un conquérant. Il est condamné à tout renouveler, à dissoudre l’État, à détruire la cité, à changer la face des moeurs.

C’est là le but, mais dans les temps actuels il n’y faut tendre que par des voies obliques, des moyens détournés, des combinaisons habiles, et, autant que possible, exemptes de violence. Je ne détruirai donc pas directement les institutions, mais je les toucherai une à une par un trait de main inaperçu qui en dérangera le mécanisme. Ainsi je toucherai tour à tour à l’organisation judiciaire, au suffrage, à la presse, à la liberté individuelle, à l’enseignement.

Je vous disais, il y a peu d’instants, que les peuples étaient comme les hommes, qu’ils tenaient plus aux apparences qu’à la réalité des choses ; c’est là, en politique, une règle dont je suivrais scrupuleusement les indications ; veuillez me rappeler les principes auxquels vous tenez le plus et vous verrez que je n’en suis pas aussi embarrassé que vous paraissez le croire. Vous ne manqueriez sans doute pas de me parler du principe de la séparation des pouvoirs, de la liberté de la parole et de la presse, de la liberté religieuse, de la liberté individuelle, du droit d’association, de l’égalité devant la loi, de l’inviolabilité de la propriété et du domicile, du droit de pétition, du libre consentement de l’impôt, de la proportionnalité des peines, de la non rétroactivité des lois. Je ne vois nul inconvénient à proclamer ces principes ; j’en ferai même, si vous le voulez, le préambule de ma constitution.

Les gouvernés seront toujours contents du prince, lorsqu’il ne touchera ni à leurs biens, ni à leur honneur, et dès lors il n’a plus à combattre que les prétentions d’un petit nombre de mécontents, dont il vient facilement à bout.

Montesquieu :

On pourrait vous répondre que les droits politiques aussi sont des biens ; qu’il importe aussi à l’honneur des peuples de les maintenir, et qu’en y touchant vous portez en réalité atteinte à leurs biens comme à leur honneur.

Machiavel :

Vous semblez toujours croire que les peuples modernes sont affamés de liberté. Avez-vous prévu le cas où ils n’en veulent plus, et pouvez-vous demander aux princes d’avoir pour elle plus de passion que n’en ont les peuples ? Or, dans vos sociétés si profondément relâchées, où l’individu ne vit plus que dans la sphère de son égoïsme et de ses intérêts matériels, interrogez le plus grand nombre, et vous verrez si, de tous côtés, on ne vous répond pas : Que me fait la politique ? Que m’importe la liberté ? Est-ce que tous les gouvernements ne sont pas les mêmes ? Est-ce qu’un gouvernement ne doit pas se défendre ?

Remarquez-le bien, d’ailleurs, ce n’est même pas le peuple qui tiendra ce langage ; ce seront les bourgeois, les industriels, les gens instruits, les riches, les lettrés, tous ceux qui sont en état d’apprécier vos belles doctrines de droit public. Ils me béniront, ils s’écrieront que je les ai sauvés, qu’ils sont en état de minorité, qu’ils sont incapables de se conduire. Tenez, les nations ont je ne sais quel secret amour pour les vigoureux génies de la force. A tous les actes violents marqués du talent de l’artifice, vous entendrez dire avec une admiration qui surmontera le blâme : Ce n’est pas bien, soit, mais c’est habile, c’est bien joué, c’est fort ! »

La presse

« Machiavel :

Puisque c’est une si grande force que le journalisme, savez-vous ce que ferait mon gouvernement ? Il se ferait journaliste, ce serait le journalisme incarné. Je compterai le nombre de journaux qui représenteront ce que vous appelez l’opposition. S’il y en a dix pour l’opposition, j’en aurai vingt pour le gouvernement ; s’il y en a vingt, j’en aurai quarante ; s’il y en a quarante, j’en aurai quatre-vingts. Voilà à quoi me servira, vous le comprenez à merveille maintenant, la faculté que je me suis réservée d’autoriser la création de nouvelles feuilles politiques. Il ne faut pas que la masse du public puisse soupçonner cette tactique ; la combinaison serait manquée et l’opinion se détacherait d’elle-même des journaux qui défendraient ouvertement ma politique.

Je diviserai en trois ou quatre catégories les feuilles dévouées à mon pouvoir. Au premier rang je mettrai un certain nombre de journaux dont la nuance sera franchement officielle, et qui, en toutes rencontres, défendront mes actes à outrance. Ce ne sont pas ceux-là, je commence par vous le dire, qui auront le plus d’ascendant sur l’opinion. Au second rang je placerai une autre phalange de journaux dont le caractère ne sera déjà plus qu’officieux et dont la mission sera de rallier à mon pouvoir cette masse d’hommes tièdes et indifférents qui acceptent sans scrupule ce qui est constitué, mais ne vont pas au delà dans leur religion politique.

C’est dans les catégories de journaux qui vont suivre que se trouveront les leviers les plus puissants de mon pouvoir. Ici, la nuance officielle ou officieuse se dégrade complétement, en apparence, bien entendu, car les journaux dont je vais vous parler seront tous rattachés par la même chaîne à mon gouvernement, chaîne visible pour les uns, invisible à l’égard des autres. Je n’entreprends point de vous dire quel en sera le nombre, car je compterai un organe dévoué dans chaque opinion, dans chaque parti ; j’aurai un organe aristocratique dans le parti aristocratique, un organe républicain dans le parti républicain, un organe révolutionnaire dans le parti révolutionnaire, un organe anarchiste, au besoin, dans le parti anarchiste. Comme le dieu Wishnou, ma presse aura cent bras, et ces bras donneront la main à toutes les nuances d’opinion quelconque sur la surface entière du pays. On sera de mon parti sans le savoir. Ceux qui croiront parler leur langue parleront la mienne, ceux qui croiront agiter leur parti agiteront le mien, ceux qui croiront marcher sous leur drapeau marcheront sous le mien.

Montesquieu :

Je me demande seulement, comment vous pourrez diriger et rallier toutes ces milices de publicité clandestinement embauchées par votre gouvernement.

Machiavel :

Ce n’est là qu’une affaire d’organisation, vous devez le comprendre ; j’instituerai, par exemple, sous le titre de division de l’imprimerie et de la presse, un centre d’action commun où l’on viendra chercher la consigne et d’où partira le signal. Alors, pour ceux qui ne seront qu’à moitié dans le secret de cette combinaison, il se passera un spectacle bizarre ; on verra des feuilles, dévouées à mon gouvernement, qui m’attaqueront, qui crieront, qui me susciteront une foule de tracas.

Remarquez bien que jamais les bases ni les principes de mon gouvernement ne seront attaqués par les journaux dont je vous parle ; ils ne feront jamais qu’une polémique d’escarmouche, qu’une opposition dynastique dans les limites les plus étroites. Le résultat, vraiment considérable déjà, sera de faire dire, par le plus grand nombre : Mais vous voyez bien qu’on est libre, qu’on peut parler sous ce régime, qu’il est injustement attaqué, qu’au lieu de comprimer, comme il pourrait le faire, il souffre, il tolère ! Un autre résultat, non moins important, sera de provoquer, par exemple, des observations comme celles-ci : Voyez à quel point les bases de ce gouvernement, ses principes, s’imposent au respect de tous ; voilà des journaux qui se permettent les plus grandes libertés de langage, eh bien, jamais ils n’attaquent les institutions établies. Il faut qu’elles soient au-dessus des injustices des passions, puisque les ennemis mêmes du gouvernement ne peuvent s’empêcher de leur rendre hommage.

Montesquieu :

Voilà, je l’avoue, qui est vraiment machiavélique.

Machiavel :

Vous me faites beaucoup d’honneur, mais il y a mieux : A l’aide du dévouement occulte de ces feuilles publiques, je puis dire que je dirige à mon gré l’opinion dans toutes les questions de politique intérieure ou extérieure. J’excite ou j’endors les esprits, je les rassure ou je les déconcerte, je plaide le pour et le contre, le vrai et le faux. Je fais annoncer un fait et je le fais démentir suivant les circonstances ; je sonde ainsi la pensée publique, je recueille l’impression produite, j’essaie des combinaisons, des projets, des déterminations soudaines, enfin ce que vous appelez, en France, des ballons d’essai. Je combats à mon gré mes ennemis sans jamais compromettre mon pouvoir, car, après avoir fait parler ces feuilles, je puis leur infliger, au besoin, les désaveux les plus énergiques ; je sollicite l’opinion à de certaines résolutions, je la pousse ou je la retiens, j’ai toujours le doigt sur ses pulsations, elle reflète, sans le savoir, mes impressions personnelles, et elle s’émerveille parfois d’être si constamment d’accord avec son souverain. On dit alors que j’ai la fibre populaire, qu’il y a une sympathie secrète et mystérieuse qui m’unit aux mouvements de mon peuple. »

Commentaire :

Il n’est pas aisé, au premier abord, de se douter de combien les médias d’aujourd’hui sont reliés aux intérêts des gouvernements et/ou des grands empires financiers. En effet, les chaînes de télévision, de radio, les journaux, les maisons d’édition de livres, etc., qui n’appartiennent pas directement au gouvernement sont les biens de grandes entreprises privées. Ainsi, Europe 1 et Hachette appartiennent à Lagardère, l’actionnaire principal de TF1 est Bouygues, RTL Group appartient à Bertelsmann, etc… Parce que toute entreprise de communication qui sera écoutée et popularisée ne pourra qu’être financée par un ou des puissants groupes qui ont tous de nombreux intérêts communs avec leurs semblables, il est toujours vital de rechercher qui donne les subsides de quelle entreprise ou de quel institut. C’est parce que l’on ignore souvent ces sources que l’on peut être leurré par tel moyen de communication d’opposition, qui en fait, pourrait très bien être relié aux intérêts du poivoir, tout comme dans le gouvernement imaginé par Machiavel. Il est alors aussi facile de diriger la pensée de ceux qui se laisseront tromper que de piéger ceux qui participeront à des manifestations ou autres activités d’opposition qui seraient, en fait, également liées au pouvoir. Dans ces cas-là, par exemple, quelques agitateurs infiltrés se débrouillent parfaitement bien pour discréditer toute l’optique de manifestants. De même, un candidat à une élection, quelle qu’elle soit, jouera peut-être le mécontent du système, le grand réformateur, mais s’avérera souvent être un pion d’intérêts financiers qui auront misé sur la confiance et l’enthousiasme qu’il aura suscités chez les gens pour mieux les tromper. Les vraies forces d’opposition indépendantes, les vrais hommes rebelles qui ne répondent pas d’intérêts oligarchiques, sont discrédités par une propagande abondante, dans le cas où ils auraient réussi à se rallier un certain nombre d’adeptes. Dans la plupart des cas, peu popularisés, ils ne constituent pas une menace digne d’être écartée.

En outre, les médias populaires, prétendument objectifs, qui font de la soi-disante opposition ne remettront jamais en question les bases du système. Comme le dit si bien Machiavel, les gens penseront alors que le fait qu’il y ait une critique signifiera qu’il y a de la liberté, mais que les fondations mêmes du système sont trop parfaites pour pouvoir être critiquées, infaillibles. Nous remarquons parfaitement la même chose lorsque nous sommes longuement bassinés par telle ou telle injure qu’aurait prononcée le président Sarkozy, appelés à s’indigner sur le prix exorbitant de ses dernières vacances, sur tel scandale de détournement de fonds qui pourtant, s’empresserait-on d’ajouter ou de sous-entendre, serait un cas isolé,… Ce ton critique, agressif, osé, donne l’impression d’une opposition, mais ces choses sont d’une frivolité telle qu’elles ne serviront qu’à en maintenir l’illusion, car jamais l’essentiel ne sera mis en cause; au contraire, la multitude des informations insignifiantes que l’on préférera dispenser massivement au lieu de cela empêcheront de s’en apercevoir.

« Montesquieu :

Ces diverses combinaisons me paraissent d’une perfection idéale. Je vous soumets cependant encore une observation, mais très-timide cette fois : Si vous sortez du silence de la Chine, si vous permettez à la milice de vos journaux de faire, au profit de vos desseins, l’opposition postiche dont vous venez de me parler, je ne vois pas trop, en vérité, comment vous pourrez empêcher les journaux non affiliés de répondre, par de véritables coups, aux agaceries dont ils devineront le manége. Ne pensez-vous pas qu’ils finiront par lever quelques-uns des voiles qui couvrent tant de ressorts mystérieux ? Quand ils connaîtront le secret de cette comédie, pourrez-vous les empêcher d’en rire ? Le jeu me paraît bien scabreux.

Machiavel :

Pas du tout ; je vous dirai que j’ai employé, ici, une grande partie de mon temps à examiner le fort et le faible de ces combinaisons, je me suis beaucoup renseigné sur ce qui touche aux conditions d’existence de la presse dans les pays parlementaires. Vous devez savoir que le journalisme est une sorte de franc-maçonnerie : ceux qui en vivent sont tous plus ou moins rattachés les uns aux autres par les liens de la discrétion professionnelle ; pareils aux anciens augures, ils ne divulguent pas aisément le secret de leurs oracles. Ils ne gagneraient rien à se trahir, car ils ont pour la plupart des plaies plus ou moins honteuses. Il est assez probable, j’en conviens, qu’au centre de la capitale, dans un certain rayon de personnes, ces choses ne seront pas un mystère ; mais, partout ailleurs, on ne s’en doutera pas, et la grande majorité de la nation marchera avec la confiance la plus entière sur la trace des guides que je lui aurai donnés.

Vous savez avec quelle discrétion et quels ménagements ingénieux doivent être rédigés les documents de l’autorité, dans les conjonctures importantes : le problème à résoudre en pareil cas est de donner une sorte de satisfaction à tous les partis. Eh bien, chacun de mes journaux, suivant sa nuance, s’efforcera de persuader à chaque parti que la résolution que l’on a prise est celle qui le favorise le plus. Ce qui ne sera pas écrit dans un document officiel, on l’en fera sortir par voie d’interprétation ; ce qui ne sera qu’indiqué, les journaux officieux le traduiront plus ouvertement, les journaux démocratiques et révolutionnaires le crieront par dessus les toits ; et tandis qu’on se disputera, qu’on donnera les interprétations les plus diverses à mes actes, mon gouvernement pourra toujours répondre à tous et à chacun : Vous vous trompez sur mes intentions, vous avez mal lu mes déclarations ; je n’ai jamais voulu dire que ceci ou que cela.

Ce sont les paroles bien plus que les actes qu’il s’agit de faire accorder. Comment voulez-vous que la grande masse d’une nation puisse juger si c’est la logique qui mène son gouvernement ? Il suffit de le lui dire. Je veux donc que les diverses phases de ma politique soient présentées comme le développement d’une pensée unique se rattachant à un but immuable. Chaque événement prévu ou imprévu sera un résultat sagement amené, les écarts de direction ne seront que les différentes faces de la même question, les voies diverses qui conduisent au même but, les moyens variés d’une solution identique poursuivie sans relâche à travers les obstacles. Le dernier événement sera donné comme la conclusion logique de tous les autres.

Je n’oublierais pas que je vis dans une époque où l’on croit pouvoir résoudre, par l’industrie, tous les problèmes de la société, où l’on s’occupe sans cesse de l’amélioration du sort des classes ouvrières. Je m’attacherais d’autant plus à ces questions, qu’elles sont un dérivatif très-heureux pour les préoccupations de la politique intérieure. Chez les peuples méridionaux, il faut que les gouvernements paraissent sans cesse occupés ; les masses consentent à être inactives, mais à une condition, c’est que ceux qui les gouvernent leur donnent le spectacle d’une activité incessante, d’une sorte de fièvre ; qu’ils attirent constamment leurs yeux par des nouveautés, par des surprises, par des coups de théâtre ; cela est bizarre peut-être, mais, encore une fois, cela est.

Je me conformerais de point en point à ces indications ; en conséquence, je ferais, en matière de commerce, d’industrie, d’arts et même d’administration, étudier toutes sortes de projets, de plans, de combinaisons, de changements, de remaniements, d’améliorations dont le retentissement dans la presse couvrirait la voix des publicistes les plus nombreux et les plus féconds. L’économie politique a, dit-on, fait fortune chez vous, eh bien, je ne laisserais rien à inventer, rien à publier, rien à dire même à vos théoriciens, à vos utopistes, aux déclamateurs les plus passionnés de vos écoles. Le bien-être du peuple serait l’objet unique, invariable, de mes confidences publiques. Soit que je parle moi-même, soit que je fasse parler par mes ministres ou mes écrivains, on ne tarirait jamais sur la grandeur du pays, sur la prospérité, sur la majesté de sa mission et de ses destinées ; on ne cesserait de l’entretenir des grands principes du droit moderne, des grands problèmes qui agitent l’humanité. Le libéralisme le plus enthousiaste, le plus universel, respirerait dans mes écrits. »

Commentaire :

Á nouveau, Machiavel parle de la facilité avec laquelle il est facile de tromper l’opinion publique en arguant de bonnes intentions, et du peu d’importance qu’auront les quelques rares esprits, incompris et raillés, qui auront percé la ruse à jour. Il confirme également ce que nous avons dit précédemment lorsqu’il dit qu’il faut donner des préoccupations à l’opinion publique, occuper son esprit, par toute une foule de choses qui occulteront des informations plus essentielles. Pendant ce temps, il pourra continuer de régner tranquillement, voire même faire passer l’une ou l’autre mesure qui aurait soi-disant pour but d’aider à accomplir telle ou telle grande oeuvre sur laquelle la société s’échine. Il est effectivement facile de constater que lorsque l’esprit public est occupé ou choqué, comme cela s’est passé lors du 11 septembre ou de quelque grand autre événement comme un cataclysme naturel, des mesures passent en force et, si elles ne sont pas présentées comme garantes d’une amélioration de la situation, dans l’ignorance et l’indifférence générales.

« Machiavel :

Il serait très-important de mettre en relief les fautes de ceux qui m’ont précédé, de montrer que j’ai su les éviter toujours. On entretiendrait ainsi, contre les régimes auxquels mon pouvoir a succédé, une sorte d’antipathie, d’aversion même, qui finirait par devenir irréparable comme une expiation.

Dans les pays les plus avancés de l’Europe en civilisation, l’invention de l’imprimerie a fini par donner naissance à une littérature folle, furieuse, effrénée, presque immonde, c’est un grand mal. Eh bien, cela est triste à dire, mais il suffira presque de ne pas la gêner, pour que cette rage d’écrire, qui possède vos pays parlementaires, soit à peu près satisfaite.

Cette littérature pestiférée dont on ne peut empêcher le cours, la platitude des écrivains et des hommes politiques qui seraient en possession du journalisme, ne manquerait pas de former un contraste repoussant avec la dignité du langage qui tomberait des marches du trône, avec la dialectique vivace et colorée dont on aurait soin d’appuyer toutes les manifestations du pouvoir. Vous comprenez, maintenant, pourquoi j’ai voulu environner le prince de cet essaim de publicistes, d’hommes d’administration, d’avocats, d’hommes d’affaires et de jurisconsultes qui sont essentiels à la rédaction de cette quantité de communications officielles dont je vous ai parlé, et dont l’impression serait toujours très-forte sur les esprits. »

Commentaire :

Encore une fois, on compte sur l’effet ménagé par toute cette panoplie « d’experts » dont regorge le gouvernement pour impressionner les gens, qui, espère t-on, seront plus tentés de remettre leur confiance en ces personnes qu’en qui que ce soit d’autre. L’apparence joue donc un grand rôle, à nouveau.

Les sociétés secrètes

« Machiavel :

Le monde souterrain des sociétés secrètes est rempli de cerveaux vides, dont je ne fais pas le moindre cas, mais il y a là des directions à donner, des forces à mouvoir. S’il s’y agite quelque chose, c’est ma main qui remue ; s’il s’y prépare un complot, le chef c’est moi : je suis le chef de la ligue.

Montesquieu :

Et vous croyez que ces cohortes de démocrates, ces républicains, ces anarchistes, ces terroristes vous laisseront approcher et rompre le pain avec eux ; vous pouvez croire que ceux qui ne veulent point de domination humaine accepteront un guide qui sera autant dire un maître !

Montesquieu :

C’est que vous ne connaissez pas, ô Montesquieu, ce qu’il y a d’impuissance et même de niaiserie chez la plupart des hommes de la démagogie européenne. Ces tigres ont des âmes de mouton, des têtes pleines de vent ; il suffit de parler leur langage pour pénétrer dans leur rang. Leurs idées ont presque toutes, d’ailleurs, des affinités incroyables avec les doctrines du pouvoir absolu. Leur rêve est l’absorption des individus, dans une unité symbolique. Ils demandent la réalisation complète de l’égalité, par la vertu d’un pouvoir qui ne peut être en définitive que dans la main d’un seul homme. Vous voyez que je suis encore ici le chef de leur école ! Et puis il faut dire qu’ils n’ont pas le choix. Les sociétés secrètes existeront dans les conditions que je viens de dire ou elles n’existeront pas. »

Commentaire :

Peu de chose à ajouter par rapport à ce que nous avons déjà dit, mais cet extrait renforce la présence du gouvernement dans ce qui pourrait constituer une opposition potentielle, pour la dévier de son but et être au courant des éventuels complots qui se trament. Cela ne fait que rejoindre ce que j’ai dit à propos des gens qui penseront se diriger vers quelque forme d’opposition, et que l’on piégera.

Législatif et judiciaire

« Machiavel :

La cour de cassation est plus qu’un corps judiciaire : c’est, en quelque sorte, un quatrième pouvoir dans l’État, parce qu’il lui appartient de fixer en dernier ressort le sens de la loi. Aussi vous répéterai-je ici ce que je crois vous avoir dit à propos du Sénat et de l’Assemblée législative : une semblable cour de justice qui serait complétement indépendante du gouvernement pourrait, en vertu de son pouvoir d’interprétation souverain et presque discrétionnaire, le renverser quand elle voudrait. Il lui suffirait pour cela de restreindre ou d’étendre systématiquement, dans le sens de la liberté, les dispositions de lois qui règlent l’exercice des droits politiques.

Montesquieu :

Et c’est apparemment le contraire que vous allez lui demander ?

Machiavel :

Je ne lui demanderai rien, elle fera d’elle-même ce qu’il conviendra de faire. Car c’est ici que concourront le plus puissamment les différentes causes d’influence dont je vous ai parlé plus haut. Plus le juge est près du pouvoir, plus il lui appartient. L’esprit conservateur du règne se développera là à un plus haut degré que partout ailleurs, et les lois de haute police politique recevront, dans le sein de cette grande assemblée, une interprétation si favorable à mon pouvoir, que je serai dispensé d’une foule de mesures restrictives qui, sans cela, deviendraient nécessaires.

Il faut maintenant donner au gouvernement le moyen de résister à l’influence de l’opposition, d’empêcher qu’elle ne fasse déserter les rangs de ceux qui veulent le défendre. Au moment des élections, les partis ont pour habitude de proclamer leurs candidats et de les poser en face du gouvernement ; je ferai comme eux, j’aurai des candidats déclarés et je les poserai en face des partis. J’irai jusqu’à fermer les yeux sur les agissements de quelques candidatures populaires qui s’agiteront bruyamment au nom de la liberté ; seulement, il est bon de vous dire que ceux qui crieront le plus fort seront des hommes à moi.

L’essentiel est bien moins de ne commettre aucune faute, que d’en supporter la responsabilité avec une attitude d’énergie qui impose aux détracteurs. Quand même l’opposition parviendrait à introduire dans ma chambre quelques déclamateurs, que m’importerait ? Je ne suis pas de ceux qui veulent compter sans les nécessités de leur temps.

Un de mes grands principes est d’opposer les semblables. De même que j’use la presse par la presse, j’userais la tribune par la tribune ; j’aurais autant qu’il en faudrait d’hommes dressés à la parole et capables de parler plusieurs heures sans s’arrêter. L’essentiel est d’avoir une majorité compacte et un président dont on soit sûr. Il y a un art particulier de conduire les débats et d’enlever le vote. Aurais-je besoin d’ailleurs des artifices de la stratégie parlementaire ? Les dix-neuf vingtièmes de la Chambre seraient des hommes à moi qui voteraient sur une consigne, tandis que je ferais mouvoir les fils d’une opposition factice et clandestinement embauchée ; après cela, qu’on vienne faire de beaux discours : ils entreront dans les oreilles de mes députés comme le vent entre dans le trou d’une serrure. »

Commentaire :

Bien qu’un bon nombre de précautions conseillées par Machiavel dans les Dialogues aux Enfers n’existent pas aujourd’hui (c’est pourquoi je ne les ai pas extraites), il semble que le même effet de domination du pouvoir sur des organes tels que l’Assemblée Nationale, le Sénat, et les institutions judiciaires, aient pu se faire avec nettement plus de facilité que ce qu’il imaginait. On peut effectivement se douter que le député, le juge et le sénateur, faisant partie d’un corps social privilégié, aient une tendance naturelle à aider les intérêts des « riches », de même que, pour accéder à leur fonction, ils doivent sans doute avoir assuré de jouer le jeu. En tout cas, il est clair que, dans la réalité des choses, ces forces sont bel et bien sous influence. Ainsi, l’UMP est censé faire opposition au PS en France, et inversément; mais il faudrait être bien dupe pour croire qu’il existe des différences réelles entre les deux partis. Il n’y a effectivement pas de ligne réellement définie; ils servent les mêmes intérêts. Le PS a souvent plus privatisé qu’il n’a nationalisé, et ses membres s’entendent généralement bien avec l’UMP pour faire avancer les intérêts d’un amour qu’ils ont le plus particulièrement en commun: celui de l’argent. Donc, aucune loi et aucune décision judiciaire ne pourront gêner réellement l’ordre établi.

L’éducation

« Machiavel :

En ce qui touche l’Université, l’ordre de choses actuel me satisfait à peu près. Vous n’ignorez pas, en effet, que ces grands corps d’enseignement ne sont plus organisés, aujourd’hui, comme ils l’étaient autrefois. Ils ont presque partout, m’assure-t-on, perdu leur autonomie et ne sont plus que des services publics à la charge de l’État. Or, ainsi que je vous l’ai dit plus d’une fois, là où est l’État, là est le prince ; la direction morale des établissements publics est entre ses mains ; ce sont ses agents qui inspirent l’esprit de la jeunesse. Les chefs comme les membres des corps enseignants de tous les degrés sont nommés par le gouvernement, ils y sont rattachés, ils en dépendent, cela suffit ; s’il reste çà et là quelques traces d’organisation indépendante dans quelque école publique ou Académie que ce soit, il est facile de la ramener au centre commun d’unité et de direction. C’est l’affaire d’un règlement ou même d’un simple arrêté ministériel. Il faut que les générations qui naissent sous mon règne soient élevées dans le respect des institutions établies, dans l’amour du prince ; aussi ferais-je un usage assez ingénieux du pouvoir de direction qui m’appartient sur l’enseignement : je crois qu’en général dans les écoles on a un grand tort, c’est de négliger l’histoire contemporaine. Il est au moins aussi essentiel de connaître son temps que celui de Périclès »

Voilà bien un secteur où l’ordre établi ne risquera pas non plus d’être remis sérieusement en cause, avec toute la sincérité des professeurs, si ce n’est l’une ou l’autre exception qui bénéficiera d’assez de lucidité et d’indépendance. Il est aussi intéressant de constater que comme le dit Machiavel, on y néglige à tort l’histoire comtemporaine. La tendance est plutôt dans la diabolisation des temps anciens et la vénération du système présent, ce que j’aime appeler le culte du présent. En effet, les régimes absolutistes d’autrefois n’étaient-ils pas si laids, et notre démocratie si merveilleuse d’aujourd’hui n’est-elle pas si belle ? Il n’y a malheureusement que trop peu de gens qui se rendent compte que ce que l’on fait aujourd’hui n’est que ce que l’on faisait hier dans une forme différente…

Les complots

« Machiavel :

Je voudrais avoir un prince de ma maison, assis sur les marches de mon trône, qui jouerait au mécontent. Sa mission consisterait à se poser en libéral, en détracteur de mon gouvernement et à rallier ainsi, pour les observer de plus près, ceux qui, dans les rangs les plus élevés de mon royaume, pourraient faire un peu de démagogie. A cheval sur les intrigues intérieures et extérieures, le prince auquel je confierais cette mission ferait ainsi jouer un jeu de dupe à ceux qui ne seraient pas dans le secret de la comédie.

Il y aura des complots sous mon règne : il faut qu’il y en ait.

Il y aura peut-être des complots vrais, je n’en réponds pas ; mais à coup sûr il y aura des complots simulés. A de certains moments, ce peut être un excellent moyen pour exciter la sympathie du peuple en faveur du prince, lorsque sa popularité décroît. En intimidant l’esprit public on obtient, au besoin, par là, les mesures de rigueur que l’on veut, ou l’on maintient celles qui existent. Les fausses conspirations, dont, bien entendu, il ne faut user qu’avec la plus grande mesure, ont encore un autre avantage : c’est qu’elles permettent de découvrir les complots réels, en donnant lieu à des perquisitions qui conduisent à rechercher partout la trace de ce qu’on soupçonne.

Avec le système que j’organiserai, je serai si complétement renseigné, que je pourrai tolérer même des agissements coupables, parce qu’à chaque minute du jour j’aurai le pouvoir de les arrêter. »

Commentaire :

La meilleure preuve contemporaine que l’on peut prendre des mesures extraordinaires grâce à un complot simulé me semble être le 11 septembre; comme nous en avons déjà parlé, le choc de cet événement a permis de faire passer toute une série de mesures sous prétexte d’empêcher que cela se reproduise. Mais quoi de pire que la perspective que l’événement ait été créé de toute pièces ? Face à l’absurdité de la version officielle et aux analyses minutieuses qui ont été faites à ce sujet, nous savons malheureusement que cela a d’ailleurs bien été le cas…

Les tolérer, et pourquoi ?

Machiavel :

Parce que dans les États européens le monarque absolu ne doit pas indiscrètement user de la force ; parce qu’il y a toujours, dans le fond de la société, des activités souterraines sur lesquelles on ne peut rien quand elles ne se formulent pas ; parce qu’il faut éviter avec grand soin d’alarmer l’opinion sur la sécurité du pouvoir ; parce que les partis se contentent de murmures, de taquineries inoffensives, quand ils sont réduits à l’impuissance et que prétendre désarmer jusqu’à leur mauvaise humeur, serait une folie. On les entendra donc se plaindre, çà et là, dans les journaux, dans les livres ; ils essaieront des allusions contre le gouvernement dans quelques discours ou dans quelques plaidoyers ; ils feront, sous divers prétextes, quelques petites manifestations d’existence ; tout cela sera bien timide, je vous le jure, et le public s’il en est informé, ne sera guère tenté que d’en rire. On me trouvera bien bon de supporter cela, je passerai pour trop débonnaire ; voilà pourquoi je tolérerai ce qui, bien entendu, me paraîtra pouvoir l’être sans aucun danger : je ne veux pas même que l’on puisse dire que mon gouvernement est ombrageux. »

La manipulation de la religion

Montesquieu :

Il n’est que trop vrai que l’on peut prêter aux mesures les plus détestables, le langage de la raison ! Mais voyons, qu’allez-vous faire maintenant à l’égard du clergé ? Voilà une institution qui ne dépend de l’État que par un côté et qui relève d’une puissance spirituelle, dont le siége est ailleurs que chez vous. Je ne connais rien de plus dangereux pour votre pouvoir, je vous le déclare, que cette puissance qui parle au nom du ciel et dont les racines sont partout sur la terre : n’oubliez pas que la parole chrétienne est une parole de liberté. Sans doute, les lois de l’État ont établi une démarcation profonde entre l’autorité religieuse et l’autorité politique ; sans doute, la parole des ministres du culte ne se fera entendre qu’au nom de l’Évangile ; mais le spiritualisme divin qui s’en dégage est la pierre d’achoppement du matérialisme politique. C’est ce livre si humble et si doux qui a détruit, à lui seul, et l’empire Romain, et le césarisme, et sa puissance. Les nations franchement chrétiennes échapperont toujours au despotisme, car le christianisme élève la dignité de l’homme trop haut pour que le despotisme puisse l’atteindre, car il développe des forces morales sur lesquelles le pouvoir humain n’a pas de prise[10]. Prenez garde au prêtre : il ne dépend que de Dieu, et son influence est partout, dans le sanctuaire, dans la famille, dans l’école. Vous ne pouvez rien sur lui : sa hiérarchie n’est pas la vôtre, il obéit à une constitution qui ne se tranche ni par la loi, ni par l’épée. Si vous régnez sur une nation catholique et que vous ayez le clergé pour ennemi, vous périrez tôt ou tard, quand bien même le peuple entier serait pour vous.

Machiavel :

Je ne sais pas trop pourquoi il vous plaît de faire du prêtre un apôtre de liberté. Je n’ai jamais vu cela, ni dans les temps anciens, ni dans les temps modernes ; j’ai toujours trouvé dans le sacerdoce un appui naturel du pouvoir absolu.

Commentaire :

L’histoire démontre que Machiavel a amplement raison ; la religion a toujours été un prétexte à la mise en place d’un pouvoir temporel déguisé et despotique. Bien qu’elle joue un bien moindre rôle aujourd’hui, il n’empêche qu’il subsiste un bon nombre de « fidèles » loyaux à la parole du pape et des autres personnages haut placés du Vatican. À partir du moment où l’on contrôle l’opinion publique par tous les stratagèmes que nous avons abordés, il est logique de souhaiter dominer également le Vatican de sorte à ce que le pouvoir de manipulation des esprits soit complet. Malheureusement, cette vérité est elle aussi réalité, comme le démontrent les extraits suivants, qui utilisent honteusement le message religieux pour promouvoir, de façon plus ou moins subliminale, le mondialisme.

Le 24 décembre 2005, Benoît XVI a délivré son message de Noël : « La force vivifiante de sa lumière (de Dieu) t’encourage à t’engager dans l’édification d’un Nouvel Ordre Mondial, fondé sur de justes relations éthiques et économiques. Que son amour guide les peuples et éclaire leur conscience commune d’être une famille appelée à construire des relations de confiance et de soutien mutuel. L’humanité unie pourra affronter les problèmes nombreux et préoccupants du monde présent. »

« Peter-Hans Kolvenbach, supérieur général de l’Ordre des Jésuites. Dans un discours tenu en 1997, ce prince de l’Église a réaffirmé la nécessité de l’unité dans des termes proches de l’Être suprême : « L’homme de foi est intimement convaincu que l’histoire de l’union humaine peut être écrite en collaboration avec le Seigneur de l’Histoire. L’échec de la tour de Babel n’est pas fatal. Le monde se meut vers un nouveau phénomène pentecostal où chacun, avec ses particularités, se fait communion avec l’esprit. »

« Dès que possible, nous devons arriver à élaborer un gouvernement mondial et une religion mondiale dirigées par un leader mondial » Robert Muller (ancien assistant au secrétaire général de l’ONU)

Cette dernière citation montre que la religion n’a pas cessé d’être perçu comme un outil de manipulation utile et efficace par ceux qui se trouvent dans les plus hautes sphères du pouvoir.

Montesquieu :

Ce serait un coup de maître, si vous teniez à Rome une garnison perpétuelle, car vous disposeriez presque du Saint-Siége, comme s’il résidait dans quelque province de votre royaume. Mais enfin, si au lieu de trouver dans la chaire de Saint-Pierre un Borgia ou un Dubois, comme vous paraissez y compter, vous aviez en face de vous un pape qui résistât à vos intrigues et bravât votre colère, que feriez-vous ?

Machiavel :

Alors, il faudrait bien s’y résoudre, sous prétexte de défendre le pouvoir temporel, je déterminerais sa chute.

Montesquieu :

Vous avez ce que l’on appelle du génie !

Les finances

 « Montesquieu:

Oui, mais c’est ici que commence la difficulté. Je sais comment les gouvernements représentatifs pourvoient à leurs besoins financiers, mais je n’ai aucune idée des moyens d’existence du pouvoir absolu dans les sociétés modernes. Si j’interroge le passé, je vois très-clairement qu’il ne peut subsister qu’aux conditions suivantes : il faut, en premier lieu, que le monarque absolu soit un chef militaire, vous le reconnaissez sans doute.

Machiavel:

Oui.

Montesquieu:

Il faut, de plus, qu’il soit conquérant, car c’est à la guerre qu’il doit demander les principales ressources qui lui sont nécessaires pour entretenir son faste et ses armées. S’il les demandait à l’impôt, il écraserait ses sujets. Vous voyez par là que ce n’est pas, parce que le monarque absolu dépense moins, qu’il doit ménager les tributs, mais parce que la loi de sa subsistance est ailleurs. »

Commentaire :

Il n’est pas utile de s’étendre sur ce point, car je pense que tout le monde aura fait le rapprochement avec le comportement belliqueux des États-Unis, plus grande « démocratie absolutiste » du monde, et qui, avec 400 milliards de $ attribués chaque année au secteur militaire, dépendent de guerres chroniques pour suivre la logique de leur économie. Outre les deux conflits mondiaux, quand ils ne sont pas en Corée (1951), au Vietnam (1964-1973), au Panama (1989), en Irak (1991), en Serbie (1999), en Afghanistan (2001), encore en Irak (2003), ils trouvent toujours bien l’un ou l’autre pays à qui vendre des armes, un camp à aider contre un autre, comme Taïwan ou plusieurs pays africains.

Il y a une manière particulière de présenter le budget, d’en dissimuler, au besoin, l’élévation croissante. Il n’est pas de gouvernement qui ne soit dans la nécessité d’en agir ainsi.

Montesquieu :

Puisque vos dépenses augmentent, il faut bien que vos ressources croissent dans la même proportion. Trouverez-vous, comme Jules César, une valeur de deux milliards de francs dans les coffres de l’État, ou découvrirez-vous les sources du Potose ?

Machiavel :

Vos traits sont fort ingénieux ; je ferai ce que font tous les gouvernements possibles, j’emprunterai.

Quelquefois il y a, vous le savez, en finances des mots tout faits, des phrases stéréotypées, qui font beaucoup d’effet sur le public, le calment, le rassurent.

Ainsi, en présentant avec art telle ou telle dette passive, on dit : ce chiffre n’a rien d’exorbitant ; – il est normal, il est conforme aux antécédents budgétaires ; – le chiffre de la dette flottante n’a rien que de très-rassurant. Il y a une foule de locutions semblables dont je ne vous parle pas parce qu’il est d’autres artifices pratiques, plus importants, sur lesquels je dois appeler votre attention.

D’abord, dans tous les documents officiels il est nécessaire d’insister sur le développement de la prospérité, de l’activité commerciale et du progrès toujours croissant de la consommation.

Le contribuable s’émeut moins de la disproportion des budgets, quand on lui répète ces choses, et on peut les lui répéter à satiété, sans que jamais il s’en défie, tant les écritures authentiques produisent un effet magique sur l’esprit des sots bourgeois. Lorsque l’équilibre des budgets est rompu et que l’on veut, pour l’année suivante, préparer l’esprit public à quelque mécompte, on dit à l’avance, dans un rapport, l’année prochaine le découvert ne sera que de tant.

Si le découvert est inférieur aux prévisions, c’est un véritable triomphe ; s’il est supérieur, on dit : « le déficit a été plus grand qu’on ne l’avait prévu, mais il s’était élevé à un chiffre supérieur l’année précédente ; de compte fait, la situation est meilleure, car on a dépensé moins et cependant on a traversé des circonstances exceptionnellement difficiles : la guerre, la disette, les épidémies, des crises de subsistances imprévues, etc. »

« Mais, l’année prochaine, l’augmentation des recettes permettra, suivant toute probabilité, d’atteindre un équilibre depuis si longtemps désiré : la dette sera réduite, le budget convenablement balancé. Ce progrès continuera, on peut l’espérer, et, sauf des événements extraordinaires, l’équilibre deviendra l’habitude de nos finances, comme il en est la règle. »

Montesquieu :

Mais ne vous préoccuperez-vous pas de payer enfin ?

Machiavel :

A cet égard les moyens sont très-variés : il y a d’abord l’impôt.

Machiavel :

Il y a d’autres moyens : il y a ce que l’on appelle la conversion. Ceci est relatif à la dette que l’on appelle consolidée, c’est-à-dire à celle qui provient de l’émission des emprunts. On dit aux rentiers de l’État, par exemple : jusqu’à ce jour je vous ai payé 5 p.c. de votre argent ; c’était le taux de votre rente. J’entends ne plus vous payer que le 4 1/2 ou le 4 p.c. Consentez à cette réduction ou recevez le remboursement du capital que vous m’avez prêté.

Montesquieu :

Mais si l’on rend réellement l’argent, je trouve le procédé encore assez honnête.

Machiavel :

Sans doute on le rend, si on le réclame ; mais très-peu s’en soucient ; les rentiers ont leurs habitudes ; leurs fonds sont placés ; ils ont confiance dans l’État ; ils aiment mieux un revenu moindre et un placement sûr. Si tout le monde demandait son argent il est évident que le Trésor serait pris au lacet. Cela n’arrive jamais et l’on se débarrasse par ce moyen d’un passif de plusieurs centaines de millions. Voici une autre combinaison relative à un autre genre de dette. Je vous disais tout à l’heure que l’État avait à sa disposition les fonds des caisses de prévoyance et qu’il s’en servait en payant le loyer, sauf à les rendre à première réquisition. Si, après les avoir longtemps maniés, il n’est plus en mesure de les rendre, il consolide la dette qui flotte dans ses mains.

Montesquieu :

Je sais ce que cela signifie ; l’État dit aux déposants : Vous voulez votre argent, je ne l’ai plus ; voilà de la rente.

Machiavel :

Précisément, et il consolide de la même manière toutes les dettes auxquelles il ne peut plus suffire. Il consolide les bons du Trésor, les dettes contractées envers les villes, envers les banques, enfin toutes celles qui forment ce que l’on appelle très-pittoresquement la dette flottante, parce qu’elle se compose de créances qui n’ont point d’assiette déterminée et qui sont à une échéance plus ou moins rapprochée. Je ne vous indique seulement pas la millième partie des combinaisons que l’on peut employer. Loin de redouter l’accroissement des rentes perpétuelles, je voudrais que la fortune publique entière fût en rentes ; je ferais en sorte que les villes, les communes, les établissements publics convertissent en rentes leurs immeubles ou leurs capitaux mobiliers. C’est l’intérêt même de ma dynastie qui me commanderait ces mesures financières. Il n’y aurait pas dans mon royaume un écu qui ne tînt par un fil à mon existence.

Montesquieu :

Mais à ce point de vue même, à ce point de vue fatal, atteindrez-vous votre but ? Ne marchez-vous pas, de la manière la plus directe, à votre ruine à travers la ruine de l’État ? Ne savez-vous pas que chez toutes les nations de l’Europe il y a de vastes marchés de fonds publics, où la prudence, la sagesse, la probité des gouvernements est mise à l’enchère ? A la manière dont vous dirigez vos finances, vos fonds seraient repoussés avec perte des marchés étrangers et ils tomberaient aux plus bas cours, même à la Bourse de votre royaume.

Machiavel :

C’est une erreur flagrante. Un gouvernement glorieux, comme serait le mien, ne peut que jouir d’un grand crédit à l’extérieur. A l’intérieur, sa vigueur dominerait les appréhensions. Au surplus je ne voudrais pas que le crédit de mon État dépendît des transes de quelques marchands de suif ; je dominerais la Bourse par la Bourse.

Montesquieu :

Qu’est-ce encore ?

Machiavel :

J’aurais de gigantesques établissements de crédit institués en apparence pour prêter à l’industrie, mais dont la fonction la plus réelle consisterait à soutenir la rente. Capables de jeter pour 400 ou 500 millions de titres sur la place, ou de raréfier le marché dans les mêmes proportions, ces monopoles financiers seraient toujours maîtres des cours.

Commentaire :

Outre les discours visant à rassurer le public sur la situation des finances, et les méthodes visant à cacher cette même situation, nous connaissons tous à quel point la situation de la dette est catastrophique et Ô combien son montant est exponentiel. Cette dette permet au gouvernement de vivre au-dessus de ses moyens, et condamne le contribuable à être pris dans un système d’esclavage où il devra toujours s’échiner à rembourser une dette qui ne fera qu’augmenter, paradoxalement.

Quant aux gigantesques établissements de crédits, maîtres des cours, le plus frappant est sans doute la Réserve Fédérale des États-Unis (La FED, banque centrale), qui, par la gestion de la masse monétaire et donc des cours de l’argent, détermine également la valeur de ce dernier.

Conclusion

La souveraineté du pouvoir humain correspond à une idée profondément subversive, la souveraineté du droit humain ; c’est cette doctrine matérialiste et athée, qui a précipité la Révolution française dans le sang, et lui a infligé l’opprobre du despotisme après le délire de l’indépendance. Il n’est pas exact de dire que les nations sont maîtresses absolues de leurs destinées, car leur souverain maître c’est Dieu lui-même, et elles ne seront jamais hors de sa puissance. Si elles possédaient la souveraineté absolue, elles pourraient tout, même contre la justice éternelle, même contre Dieu ; qui oserait aller jusque-là ? Mais le principe du droit divin, avec la signification qui s’y trouve communément attachée, n’est pas un principe moins funeste, car il voue les peuples à l’obscurantisme, à l’arbitraire, au néant, il reconstitue logiquement le régime des castes, il fait des peuples un troupeau d’esclaves, conduits, comme dans l’Inde, par la main des prêtres, et tremblant sous la verge du maître. Comment en serait-il autrement ? Si le souverain est l’envoyé de Dieu, s’il est le représentant même de la Divinité sur la terre, il a tout pouvoir sur les créatures humaines soumises à son empire, et ce pouvoir n’aura de frein que dans des règles générales d’équité, dont il sera toujours facile de s’affranchir.

C’est dans le champ qui sépare ces deux opinions extrêmes, que se sont livrées les furieuses batailles de l’esprit de parti ; les uns s’écrient : Point d’autorité divine ! les autres : Point d’autorité humaine ! O Providence suprême, ma raison se refuse à accepter l’une ou l’autre de ces alternatives ; elles me paraissent toutes deux un égal blasphème contre ta sagesse ! Entre le droit divin qui exclut l’homme et le droit humain qui exclut Dieu, il y a la vérité, Machiavel ; les nations comme les individus sont libres entre les mains de Dieu. Elles ont tous les droits, tous les pouvoirs, à la charge d’en user suivant les règles de la justice éternelle. La souveraineté est humaine en ce sens qu’elle est donnée par les hommes, et que ce sont les hommes qui l’exercent ; elle est divine en ce sens qu’elle est instituée par Dieu, et qu’elle ne peut s’exercer que suivant les préceptes qu’il a établis. »

Cette formule de Maurice Joly me semble parfaitement synthétiser ce qui a toujours prévalu au cours de l’histoire des civilisations : « Il ne s’agit que de mettre le despotisme en harmonie avec les mœurs modernes. »

En outre, la politique du juste milieu est la seule qui puisse être valable; écoeurés par les abus d’un clergé ecclésiastique, nous avons sombré dans l’autre extrême, les abus d’un groupe privilégié de matérialistes. Nous sommes passés de l’obscurantisme religieux à l’obscurantisme matériel. Espérons qu’un jour, les peuples seront capables de la maturité qui leur permettra d’établir un système qui puisse enfin être subtil et nuancé, ce qui le rendra juste.

Cheney has some serious problems with President Obama bowing respectfully to foreign leaders. And yet he expects Americans to lay down before him and be trampled over by his corporate cronies. This is a man who has taken advantage of more people to get what he wants than any other American figure in recent history. There is a thorough and complete brainwashing that goes on here. And it’s brainwashing through fear, which has always been America’s greatest enemy. And now he’s at it again trying to convince his incurious hordes that Obama needs to “Man-up” or “step-down.”

Commenting on Obama’s bow to the Japanese Emperor during the president’s trip to China, Cheney commented that:

“”There is no reason for an American president to bow to anyone. Our friends and allies don’t expect it and our adversaries perceive it as a sign of weakness…

“I think it’s fundamentally harmful and it shows in my mind that this is a guy, a president, who would bow, for example, who doesn’t fully understand or have the same perception of the U.S. role in the world that I think most Americans have.

“What I see in President Obama is somebody who bows before foreign leaders and spends his trips aboard primarily apologizing for U.S. behavior. I find that very upsetting.”

Really? Cause Lord knows the world openly embraced our macho posturing during the eight years of the Bush Administration. Why, we were seen as parent figures, protectors, the good guys, right? Thank God for an evolved America. Leading by example, and all that. You know, like the Bush Administration’s charming,  jingoistic vision of  ”cowboy diplomacy.”

No, the truth is Cheney’s view of America has something to do with carrying a gun and shooting your friends in the face. Accident or not, it’s the perfect metaphor for Cheney’s approach to heroism, manliness, and American strength. And anyone who goes “hunting” with this man has what’s coming to them.

What was it Ghandi said?

“The science of war leads one to dictatorship, pure and simple. The science of non-violence alone can lead one to pure democracy…”

Here’s Cheney commenting on war:

“It will be necessary for us to be a nation of men, and not laws.”

Well, that’s never been more on display than in Cheney’s attitude toward war and interrogation. According to journalist/author Mark Danner (Stripping Bare the Body: Politics, Violence, War):

“According to the Bush administration, the Convention Against Torture allows waterboarding; allows confinement in small boxes; allows sleep deprivation for up to eight days; allows beatings; allows the use of insects and various other things to terrify detainees; allows the use of heat, light, severe cold, prolonged nudity.”

Danner also goes on to describe some other “ineterrogation methods” supported by Cheney:

“[They] threatened detainees with drills, that they were going to drill into their heads, threatened to shoot them in the head or threatened to rape their daughters or rape their wives.”

And now Cheney (and his daughter Liz) are systematically attempting to undermine our current president by suggesting he is “weak.” Danner continues:

“Republicans, in the person of the Cheneys, Kit Bond and others, have criticized the Obama administration nonetheless for starting a witch hunt of Bush administration officials, which clearly isn’t the case.

But as you saw in this lobbying group that Cheneys have now set up, the Republicans see rich political ground to be harvested in these issues. And this goes back really to three months after the attacks of 9/11, when Karl Rove stood up before the Republican National Committee and said, “Americans trust us to protect the country. You know, we can win on this terrorism issue.” And indeed, for two elections, they did win. And the Cheneys are now really trying to set up the Obama administration as an administration that’s weak, Democratic weakness, renouncing torture, renouncing the techniques that supposedly are needed to protect the country.

And I think there’s a very calculated strategy at work here, particularly in the event of another attack. That is, the Obama administration is being put in a position where if there is an attack on the country, it can be very vigorously blamed by the Republicans for leaving the country open to the attack by its supposed refusal to torture detainees.”

Liz Cheney commented on Obama’s bow versus her  father’s own stiff meeting with the Japanese Emperor back in 2007:

“You could also look at the comparison and think, Cheney 2012.”

Eek. Is Cheney really the reigning example of American “strength?”

If you ask me, I think Cheney’s values are now, and have always been, on display for anyone who wants to see them:

“We have to make America the best place in the world to do business.”

“The Middle East, with two-thirds of the world’s oil and lowest cost, is still where the prize ultimately lies.”

Even Cheney’s comments on Saddam Hussein sound more like another country talking about America’s past and the recent Bush/Cheney’s present:

“Saddam Hussein had a lengthy history of reckless and sudden aggression… and had built, possessed, and used weapons of mass destruction.”

Even in talking about the “terrorist agenda,” Cheney continues to make oblivious comparisons to his own “agenda”:

“Given the nature of the enemy we face today, and the fact that their ultimate objective is to force us to change our policies and to retreat within our borders, the last thing we need is to convey the impression that terrorists can change our policies through violence and intimidation.”

How about that Gandhi fella again:

“What difference does it make to the dead, the orphans, and the homeless, whether the mad destruction is wrought under the name of totalitarianism or the holy name of liberty and democracy?”

Choose your leaders wisely.

Some 34,000 troops face the prospect of celebrating their last Thanksgiving at home–or their last Thanksgiving, ever–as President Obama will apparently announce a plan Tuesday to send them to the bottomless pit of Afghanistan.

Naturally right-wing wackos such as Glenn Beck and Dick Cheney (aka Glenn the Weeper and the Grim Reaper) say that sending more troops into harm’s way earlier would actually be a way to support the military. (I haven’t linked to the info about Cheney, because frankly I wish he’d just shut up and crawl back into whatever hole he was hiding in during most of his vice presidency).

Of course American soldiers and Afghans won’t be the only ones who will be blown up during this holiday season (though one turkey has been saved). Millions of people–many of them in countries no longer at war (unlike the U.S., which is virtually always at war, though few of its citizens suffer beyond economics as a result)–face the possibility of being among the thousands killed each year by landmines scattered in fields throughout the world.

More than 150 countries have signed on to an international convention that bans the production, stockpiling and use of land mines. International organizations expressed concern last summer about the fact that Iraq (a signer of the ban) had an estimated 20 million mines (and 2.66 million kid-killing cluster bomblets, an American specialty) spread throughout various parts of the country. Iraq’s mines that will take decades to clear.

So who hasn’t signed on to the landmine ban? The U.S., of course. The Obama administration announced yesterday that it would not change George W. Bush’s policy because “we would not be able to meet our national defense needs nor our security commitments to our friends and allies if we signed this convention” without mines and cluster bombs. Apparently Obama likes Tuesdays for announcing decisions about propagating of mass murder.

To be fair, the U.S. isn’t the only nation refusing to sign onto the treaty–others include the enlightened nations of China, Russia, Pakistan and Myanmar. And India, which saw its prime minister and Obama proclaim their “growing partnership” at a black-tie state dinner last night. Wearing black seems appropriate (though in India the traditional mourning color is white).

The dinner came almost exactly a year after deadly attacks in Mumbai–perhaps the last time that Twitter actually provided a useful service (though apparently it also helped terrorists track down victims, as discussed tonight on the PBS program “Secrets of the Dead“). Sadly, the current presidential administration seems dedicated to pursuing the kinds of policies produced by its predecessor, guaranteeing an increasing number of those kinds of “secrets.”

Seems like some folks out there want Cheney in the White House. Yes, the same Cheney who was VP for 8 years.

The same Cheney who was such an awesome leader that he enabled the debt increase from $20,000 per person to $30,000 per person in a short 8 years.

The same Cheney who sat on his ass while someone was using planes as missiles.

It’s things like this that make you realize America is doomed. Let me bend over, sir, and give me more! Seriously, how fucking stupid do you have to be to support such a proposition as “Dick in 2012?”

Maybe we’ll get really lucky and he’ll break his $10,000 record and go for $15,000. What the hell does he care?

The Dick Cheney, doctrine, “If at first you don’t succeed, keep on failing”, is currently on display at the former Vice President’s City Upon a Hill, Dubai.

It was always Dick’s wet dream to live in the land where the ultra-super rich wipe their butts with gold-leaf toilet paper. Of course, amassing fantastic fortunes by swapping oil futures and bank derivatives while actually creating absolutely nothing eventually catches up with you. They’ve asked for a six-month ”standstill” toward paying off  the more than $80,000,000,000.00 they owe just to Abu Dhabi.

Conservatives were quick to pounce on the shock to Wall Street, somehow convinced this is all Barack Obama’s fault. Surprise, surprise…
