<content:encoded><![CDATA[<div class='snap_preview'><p>Allt pekar nu på ett tydligt ja till Lissabonfördraget i gårdagens folkomröstning på Irland. Det officiella resultatet är ännu inte presenterat, men preliminära resultat visar på ca 60 % procent till jasidan.De exakta resultaten kommer senare i eftermiddag.  Alla siffror pekar också på ett betydligt högre valdeltagande än förra gången. Jag talade precis med min irländske kollega Dick Roche som var trött men glad efter en bra kampanj. </p>
<p>Att det irländska folket nu har godkänt Lissabonfördraget är mycket positivt för hela EU. Gårdagens tydliga jaseger innebär att EU kan bli mer snabbfotat än idag, samtidigt som samarbetet blir mer öppet och demokratiskt. Ska Unionen bidra till att lösa klimatfrågan, skapa förutsättningar för nya jobb, bekämpa den organiserade brottsligheten och att bli bättre aktör i utrikespolitiken så måste de här nya spelreglerna på plats.</p>
<p>För att Lissabonfördraget ska kunna träda ikraft återstår ett par saker: författningsdomstolen i Tjeckien ska ge grönt ljus. Vi vet idag inte hur lång tid den processen tar. Dessutom krävs att presidenterna i Tjeckien och Polen skriver under. Den polske presidenten har lovat att skriva på om irländarna röstar ja. Vi får hoppas att det sker i veckan som kommer. Jag åker till Prag i veckan för att försöka få klarhet i processen och tidsplanen som kan förväntas.  </p>
<p>Förhoppningsvis faller de här pusselbitarna på plats under de närmaste veckorna, så att fördraget kan träda ikraft innan årsskiftet. Fram till dess kommer Sverige som EU-ordförande att leda arbetet med att få olika beslut på plats för att de nya reglerna ska fungera i praktiken. Vår närmaste uppgift är att tillsammans med José Manuel Barroso få en ny kommission på plats. De närmaste dagarna lär utvisa om det blir en Nicekommission eller en Lissabonkommission. </p>

A second rejection could paralyse the European Union or lead to a radical change in its very nature. For instance there could be different circles of involvement in EU affairs for every country (it&#8217;d be a mess).</div>
<div id="_mcePaste" style="position:absolute;left:-10000px;top:0;width:1px;height:1px;">Recent polls give reasons to be optimistic and I had to smile when I watched this interview of Ireland’s Minister for European Affairs Dick Roche, the moment he compares this referendum to his proposal to his wife: &#8220;I had to ask her several times to marry me before she decided that she would marry me and I&#8217;m very pleased I persisted.&#8221;</div>

An Italian coach took over the national team and Ireland&#8217;s still undefeated in the qualifying round of the FIFA World Cup 2010.</div>

<title><![CDATA[Beautiful Bray? See you in the next cartoon..]]></title>

<description><![CDATA[I don&#8217;t suppose you happened onto the seafront just this  Sunday, basking in our very Irish au]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>I don&#8217;t suppose you happened onto the seafront just this  Sunday, basking in our very Irish autumn summer?</p>
<p>What a sight there was to behold!</p>
<p>Many visitors from south county, inner city Dublin and wandering first time DART&#8217;ers had succumb to Bray Town Council&#8217;s (BTC) nifty new trendy &#8220;anti-litter&#8221; campaign by advertising on, prepare yourselves for this, bins.</p>
<p>Are they taking the piss?</p>
<p>Is it unreasonable to believe that anyone frogmarching near or passing a bin with any potential rubbish might incur a likely high probability to make use of the bin, regardless of these ridiculously cartoony posters? Four questions spring to mind:</p>
<ol>
<li> Does the giant friendly Sesame Street bin indicate a BTC target audience of 3-5 year olds, who might otherwise be with their parents and have yet to be exposed to endless joys of feeding <a href="http://2.bp.blogspot.com/_vD1tTmjpdXo/SPqiUebg4mI/AAAAAAAAAR8/FiKmNmg_BYw/s400/oscar.jpg">Oscar the Grouch</a>&#8217;s insatiable appetite?</li>
<li> Is the image suggestively referring seafront visitors to discard their rubbish into the friendly Irish Sea that will just wash all their empty  Henry and Rose/Cassoni chip-bag sized troubles away?</li>
<li>Could this local PR stunt and designing, marketing and printing monies have been put to better use? As far as I can see these posters were printed during the great silence between when the Recycling Center was shut shut down and miraculously reopened last week without any loud public appeal from incoming councilors or hustings on the issue in the process. Something is being distorted in this picture.</li>
<li>Was  this just a cynical attempt at a photo opportunity in the next tidy towns competition or a genuine move for change? What about targeting public spaces that would engage litter bugs that would otherwise possess a bin-phobia and therefore stay clear of anti-litter spaces? Two words: no brainer.</li>
</ol>
<p>On one last point, take a look at the effects of the Town Council&#8217;s green policy with regard to the new fandango anti-dumping bins and what this has done for high impact users since the large steel drums were removed -images brought to you courtesy of professional photographer <a href="http://thevicarofbray.files.wordpress.com/2009/05/dsc00847.jpg?w=500&#38;h=666">Gar Goyle</a>.</p>
<p>What would the good burgers in Wicklow County Council &#8211; ahem, <a href="http://www.wicklow.ie/Apps/WicklowBeta/News/award.aspx">greenest county council  in Ireland 2009</a> please stand up &#8211; think about all of this? Is it just a matter for the last roll of councilors before the June local elections? Former Minister for the Environment?</p>

<p>With the growing number of Wicklow voters being dumped on to the dole queues like my-self and told that we are not eligible to any dole payments or any other social security payments after paying into the tax coffers for 35 years, and never having darkened the door step of a dole office before, it is a hard thing to swallow this extravagance in allowances for our well healed TD’s</p>
<p>I wont waste time calling for any explanations from our local servants of the people.</p>
<p>But you must agree that when the people that are supposed to be serving you in the Dail and that are supposed to be servants of the people are living way beyond the level of ordinary people there has to be something very wrong !</p>
<p>I call on the voters to now demand that any would be TD’s in the next general election declare that they will work for the average industrial wage and if not they will not get your vote and further more I propose that all able persons to stand for the general election against existing TD’s that refuse to make available to the local communities a complete listing of their expenses</p>
<p>I am offering to post any such information on this blog for free anytime</p>
<p> I call  on all the Wicklow TD’s to publish their entire expenses for their term to date!and to do so every month from now on</p>

People will be asking for your vote, making promises, looking into the issues you raise etc. I say to you don’t be afraid to ask the hard hitting questions, we all have a right to be represented 100% by our elected councillors. I urge you to remember to ask them what they have done to improve the fire service in North Wicklow, and what they will do to ensure we have a service 24 x 7 by years end. I have had the promises, the vow to do something, what happened&#8230;. zilch, nada, zero&#8230;.. sadly we the residents have paid the price, more people have become victims to the inadequate fire service we have in North Wicklow, and I add, not just North Wicklow, the whole of Ireland’s fire service needs an overhaul. Let your voice be heard, vote not for what candidates want, but for what you want&#8230;.</p>

For those interested in a pictorial scoop of campaigning events may look no further than the<a href="http://www.braypeople.ie/photo-galleries/on-the-campaign-trail-1735550.html?ino=1"> &#8216;in pictures&#8217; top slot on the Bray People&#8217;s homepage</a>, which coincidentally contained no mention of the political parties or people it followed. If it was a general spread across the various campaigns then that point is fair enough &#8211; but who is represented in the gallery and what are they doing? This, after all, will be the savoured flavour left in the mouths of voters when they glean who was &#8216;out and about&#8217; and what they did before shedding scalps in June. <p><strong>Is there something innocuous about how representative these photos are of the &#8216;campaign trail&#8217; so far when 13 out of 16 of them follow Fianna Fáil candidates only?</strong> [<em>make that 14 if you count the barking dog</em>].</p>
<p>What about how these candidates are perceived across parties when the only shots of Labour include Gilmore fixing Nicky Kelly&#8217;s chainmail and Labour candidates walking with other Labour party candidates or members? Labour are not in touch with the public and smile with glee nepotistically. This is interesting, considering that transitions from pictures 12-15 cannot be described in any other way other than belligerent and unashamed nepotism as readers pan from Gale Dunne visiting the Dunnes, to Dick Roche supporting Cllr Elenor Roche and Ciaran Hayden (who finishes out the FF photoshoot). What about the Bray People&#8217;s love-in with Cllr Grant, taking up 30% (5 pictures) of the gallery and 4 pictures dedicated to two  new FF candidates (one sharing the limelight with Dick Roche, the other with what appears to be from all the same family?)</p>
<p>Should we be surprised by this reinvigorated, renewed and much changed party? What about the Bray People&#8217;s responsibility in all of this and how it has been used as a blatant marketing tool by FF hacks and hawks? Is this just an overreaction on my part or did the other parties just sleep in when the early birds were out getting their worms. Hmmm..</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>The European Elections scheduled to take place on the same day as the local elections in our fair town isn&#8217;t being totted as a particularly high issue to worry about on the local radar these days &#8211; <strong>are local MEP candidates and Dick Roche doing enough to inform and challenge the town on the key issues at stake, including updates on the Lisbon II referendum?</strong></p>
<p>The European Parliament&#8217;s office in Ireland has created a <a href="http://www.europeanelections.ie/whatsatstake.html">website</a> to inform voters &#8211; in a nice and neutral fashion &#8211; of &#8216;what&#8217;s at stake&#8217; in the European elections in June, should you want a detailed analysis of the issues. These contain <strong>in total</strong> how the EP have cut mobile roaming costs across member states and a bare bones history of the Services Directive passed three years ago.</p>
<p>Is that all lads? No other issues? How weak! Have party-political allegiances taken over so as to save your political skins over the collective united fronts in clarifying, supporting and informing on the <em>other</em> issues at stake?</p>

<title><![CDATA[Ganley won't continue Lisbon campaign if he fails to win Euro seat]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>I&#8217;m just back from a debate on the Lisbon Treaty between Pat Rabbitte and Declan Ganley where the Libertas leader said two interesting things. First, when asked whether he would continue to lead Libertas&#8217;s campaign against the Lisbon Treaty if he failed to win a European Parliament seat in Ireland North-West, Ganley answered with a point blank &#8220;no&#8221;. (Also: &#8220;If I&#8217;m defeated, I&#8217;ll go plant cabbages.&#8221;)<!--more--></p>
<p>This statement has a couple of important implications. It would seem that Ganley wants a career in politics: he&#8217;s not interested in continuing to campaign on a single issue after being rejected by the electorate. Also, it means that the parties on the Yes side need to devote considerable time and resources into ensuring Ganley does not take a seat in the north west. The prize of removing him from the referendum campaign would make their lives much easier come October.</p>
<p>Ganley&#8217;s other interesting and possibly explosive comment concerned an alleged meeting between the Czech deputy prime minister <a href="http://en.wikipedia.org/wiki/Alexandr_Vondra">Alexandr Vondra</a>, Dick Roche and a number of Irish civil servants. Ganley claims Vondra told him (0ver dinner in the Four Seasons last autumn) that Roche and his officials said they <em>wanted</em> Ireland to be isolated by the rest of Europe. They also wanted the other EU countries to ratify Lisbon so Ireland would be isolated.</p>
<p>This statement was openly questioned by several people at the debate. Some were appalled by what they described as Ganley&#8217;s use of &#8220;hearsay&#8221;. (It should be noted that Ganley made this remark after first stating as <em>fact</em> that the efforts to isolate Ireland were happening in our own Government, and not in Brussels.)</p>
<p>Several people were up in arms (one described it as an allegation of &#8220;treasonous&#8221; acts) but the chairman <a href="http://www.irishtimes.com/blogs/politics/">Harry McGee</a> decided to move on, saying the matter would be clarified in the near future, which no doubt it will.</p>
<p>It&#8217;s unlikely the contents of that diplomatic meeting are FoI-able, but I expect Mr Vondra&#8217;s office will be receiving calls from Irish journalists, as of course will Dick Roche. There&#8217;s a lot at stake for Ganley if Vondra does not confirm the story. The Libertas leader has been accused many times of being disingenuous about the treaty. But those always concerned fairly complex points of EC law, not straight forward allegations about what was said at a meeting.</p>
<p>The debate itself &#8211; hosted by <a href="http://www.nuigalway.ie/alumni/">NUI Galway&#8217;s Dublin alumni group</a> &#8211; was fairly genteel. Pat Rabbitte seemed a little complacent, reading from a <a href="http://www.labour.ie/press/listing/1239212730321670.html">prepared script</a> and answering questions with the air of a man jaded by and indifferent to the whole Lisbon debate.</p>
<p>Asked if Libertas were merely filling the void left by the PDs as a centre-right party, Ganley said they are &#8220;potentially a large centrist party&#8221;. He also believes they could win 100 seats across Europe if turnout is increased 11-15% on last time.</p>
<p>As McGee said in his introduction, Ganley is an excellent communicator. But the truth of some of his statements about new voting weights at the Council of Ministers and other aspects of the treaty needs to be publicly tested. Right now, I can see him taking the third seat in Ireland North-West &#8211; unless the pro-Lisbon parties finally take the gloves off in June.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Idag har jag varit i Dublin för att diskutera frågan om Lissabonfördraget med min kollega <a href="http://www.dfa.ie/home/index.aspx?id=28837">Dick Roche</a>. I december kom ju Europeiska rådet överens om att alla länder ska få behålla en kommissionär om Lissabonfördraget går igenom, samt att Irland ska få garantier på ett antal områden som befolkningen uttryckt oro för. Det handlar om skatter, neutralitet och ”etiska frågor” – abortfrågan. Om detta sker hoppas den irländska regeringen att väljarna skall vara redo att rösta en gång till om fördraget och att det ska bli ett ja.</p>
<p>Stödet för Lissabonfördraget ökar. Kanske känner irländarna, som alltid varit varma EU-anhängare, att när det blåser är det säkrast att hålla ihop i Europa. Samtidigt slår den ekonomiska krisen hårt mot den gröna ön. Denna keltiska tiger, där invånarna på kort tid fått uppleva tillväxt och ökat välstånd, är nu ett av de värst drabbade länderna och arbetslösheten skjuter i höjden. </p>
<p>Troligen blir det i alla fall en folkomröstning i höst, och det blir det svenska ordförandeskapet som får hantera följderna. Blir det nej är det Nicefördraget som gäller och blir det ja ska vi igång sätta förberedelserna för att genomföra Lissabonfördraget. Vi skall också utse en europeisk ”utrikesminister” och en permanent ordförande i Europeiska rådet. Dessutom kan vi inte förrän efter omröstningen på allvar påbörja arbetet med att utse en ny kommission. Det blir på många sätt en knepig höst!</p>

<p>I&#8217;ll be the first to admit that Dick Roche has had quite a few bad days recently, or at least what the rest of must might have seen as a bad day for him. Various occasions when he was wheeled out before, during, and after that Lisbon malarky to be the face we could throw proverbial pies at.</p>
<p>But yesterday was a different kind of bad day. The kind when you wake up, go for your usual morning swim, and end up with a sawn-off shotgun pointed at you. No matter how bad a day the rest of us were having, most of us were lucky enough not to be faced with one of those.</p>
<p>I understand that things have gotten very tough very quickly for a lot of people here. I think it&#8217;s equally important to remember that things have been very tough for a lot of people all along. But a lot of the reaction to Dick Roche&#8217;s experience yesterday has painted an unfortunate picture of the kind of people we seem to have become.</p>
<p>I don&#8217;t think anyone enters &#8220;the public sphere&#8221; with the intention of having their lives taken over, and no amount of warning to that effect will change that. Equally I don&#8217;t think politicians generally begin their careers thinking &#8220;one day I&#8217;ll be famous, and it&#8217;ll be great&#8221;. Despite this, we seem to have developed a sense that anyone paid to hold some sort of public position is ours to do with what we will. So no matter how bad things get for them, or how personal something should remain, we take ownership, judge them, cast scorn upon them.</p>
<p>The case of politicians seems particularly extreme.</p>
<p>As I said, I&#8217;m not exactly a fan of Dick Roche. Far from it. I have very little respect for his work as a politician. That&#8217;s my own personal view, which I&#8217;m entitled to, just as the many voters who will likely re-elect him in the future have every right to disagree vehemently with my view. None of that excuses the level of vitriol and, frankly, spite, that has been spat his direction in the last 24 hours. When radio presenters have to avoid reading texts out on air because they are highly inappropriate you know there&#8217;s a problem.</p>
<p>The same tends to apply to Mary Harney across the board. She gets an incredibly hard time, and on many levels deserves it &#8211; when the focus is on her performance as Minister for Health. But the line is frequently crossed into far more offensive comments being made about her that are entirely out of order, and completely detached from the work she does or doesn&#8217;t do.</p>
<p>It&#8217;s something we see more and more in certain media, the belief that &#8216;celebrities&#8217; must forego their right to privacy, and humanity, because they are paid to be subjected to outright abuse at any time of day or night.</p>
<p>I find it very strange, and quite scary.</p>
<p>Yesterday, Dick Roche cancelled his appointments for the day. The official reason given was that he was helping Gardaí with their enquiries. I would wonder why he had to give an official reason. The simple fact is that he was most likely traumatised, and the last thing he needed was to spend the day defending his admittedly shakey performance on Lisbon 1.</p>

<p style="text-align:center;">Wow maybe it&#8217;s just me but I am really starting to feel tired. But after all the cleaning I did last night and today I&#8217;m not surprised. I am knackered but anyway I remembered why I hate Christmas. I am broke. Between presents and train fares and new clothes for parties we are really scrimping these last 2 weeks. But we just have to get past this week and then Nigel should be getting paid, I am secretly hoping he gets a bonus, I know he isn&#8217;t working there that long but he did get a raise so why not a little bonus. But remember the amazing dress I got that I then had to return and then found another amazing dress, well it shall finally be taken out of it&#8217;s bag and put on show tomorrow night. Looking forward it especially the free meal part.</p>
<p style="text-align:center;">Nigel is late home tonight as he hung around with his friend and got a later train. So yeah he is cooking his own dinner tonight. His best friend will be his best man and his girlfriend might be our photographer so everything is looking good on the wedding front. But yeah I am stuffing down Jammy Dodgers instead of making dinner so yeah feeling like a bad mammy right now as I am sure I should eat something substantial but it&#8217;s to late now.</p>
<p style="text-align:center;">So to some more interesting news. The Minister European Affairs Dick Roche was held captive during a hotel raid earlier today in Co.Wicklow. A total of 9 people were held captive while 3 masked gun men robbed the hotel. Thankfully no one was hurt and no shots were fired.</p>
<p style="text-align:center;">In other news guess what bottled water has been withdrawn. The Food Safety Authority of Ireland has confirmed that batches of bottled water have been withdrawn from some supermarkets. Apparently there were low levels of coliform found in bottled water produced by Shannon Minerals stocked by Superquinn, Aldi and Lidl. Although only low levels were found and posed no harm to consumers they have withdrawn it as a precautionary measure.</p>
<p style="text-align:center;">So my question to you is- what the hell is going on with food producers?</p>

<p>They held seven members of staff and two customers, including Minister for European Affairs Mr Roche, at gunpoint while ordering the manager to take €20,000 from a safe.</p>

Przywódcy UE mają wyjść naprzeciw potrzebom Dublina przyznając każdemu państwu członkowskiemu komisarza i udzielając gwarancji prawnych dla irlandzkiej polityki podatkowej, rodzinnej, socjalnej oraz dla kwestii etycznych – podaje serwis TVP.info.</strong></p>
<p>Irlandzki minister ds. europejskich Dick Roche potwierdził, że dojdzie do powtórnego głosowania, zaznaczył jednak, że jego data jest wciąż sprawą otwartą. – <em>Bez drugiego referendum Irlandia nie może ratyfikować Traktatu Reformującego UE. Z punktu widzenia prawa konstytucyjnego nie ma innego wyboru, niż kolejne referendum</em> – powiedział Roche niemieckiemu dziennikowi „Die Welt”.</p>
<p>W czwartek i piątek premier Irlandii będzie rozmawiał na temat stanowiska Irlandii ze swoimi kolegami z UE – podało biuro prasowe irlandzkiego rządu. Gwarancje zawarte w projekcie, który ma być przedstawiony przez prezydenta Francji Nicolasa Sarkozy&#8217;ego mają rozwiać obawy irlandzkich wyborców dotyczące utrzymania tradycyjnej irlandzkiej neutralności.</p>
<p>Projekt zakłada, że Irlandia musi ratyfikować Traktat z Lizbony przed końcem obecnej kadencji Komisji Europejskiej, upływającej 31 października 2009 r., tak by traktat mógł wejść w życie do końca przyszłego roku – donosi serwis TVP.info.</p>

<p>My findings on Tara were altered, says archaeologist</p>

<p>A LEADING archaeolgist employed to survey the M3 Tara Valley route has claimed her findings were changed to support the motorway when in fact there was evidence against it. In a devestating attack, Jo Ronayne &#8211; who was working for the National Roads Authority &#8211; says her findings were altered before being presented to ministers. Miss Ronayne, who was an excavation director at the Tara valley site in <a href="http://en.wikipedia.org/wiki/County_Meath" title="County Meath" rel="wikipedia" class="zem_slink">Co. Meath</a>, claims she was told to ‘change interpretations’ so as to ‘lessen to potential of numbers of sites’. And she says she was excluded from NRA meetings in which her evidence was altered before reports were passed on to the Government. The damning allegations will shatter the Governments defence that it would not change the Tara route because there is no significant archaeological site on it. And it will lead to disturbing questions about whether ministers &#8211; and in turn the public or even the courts &#8211; were misled about the archaeological finds.</p>
<p>Miss Ronayne, who was directly employed by NRA subcontractor Irish Archaeological Consultancy Ltd, suggests in an explosive academic article that her role appeared to have been a sham. ‘I didn’t realise that the testing and my reports would be used to facilitate rather than stop the project going ahead. Or that they don’t let you write the truth in the reports or give you enough time to do a proper job,’ she wrote. The archaeologist &#8211; whose sister Maggie, an archaeology lecturer in NUI Galway, is due to attend today’s World Archaeological Congress in Dublin &#8211; remains utterly disenchanted with how she says her reports were used and portrayed. She said: ‘I held the licence and was responsible for the work, but the NRA archaeologist would come down and tell me what I should be doing. ‘Directors or field archaeologists working on the sites were not allowed to attend meetings where decisions were made by the NRA’s own archaeologists about how to interpret and present what we were finding.’ She added: ‘A number of times I was told to change an interpretation which served to lessen the potential numbers of sites. We were also told to excavate large sections even tough you are not supposed to excavate in the testing phase. ‘They edited our reports before the Minister saw them.’</p>
<p>In May 2005, following preliminary archaeological reports made by the NRA, the then-environment minister <a href="http://en.wikipedia.org/wiki/Dick_Roche" title="Dick Roche" rel="wikipedia" class="zem_slink">Dick Roche</a> sanctioned 38 archaeological excavations in the <a href="http://en.wikipedia.org/wiki/Gabhra" title="Gabhra" rel="wikipedia" class="zem_slink">Tara-Skryne valley</a> in Co. Meath, effectively approving the route. It was reports such as those complied by Miss Ronayne that Mr Roche would have been presented with before he eventually gave his approval for the project. Following the decision to go ahead with the road, Miss Ronayne and a number of archaeologists refused to work on the excavations. Since the route of the M3 was approved, there have been a number of protests aimed at highlighting the archaeological value of the stretch of motorway.</p>
<p>However, the results of initial test-trenching were often highlighted by advocates of the route of the motorway. In March 2005, Frank Cosgrave of the Meath Citizens for the M3 group, told the Joint Committee on Environment and Local Government: ‘Nothing that could be described as a “national monument” has been found. At the same meeting, Cork TD Billy Kelliher said: ‘The argument put forward by the archaeologists with regard to the richness of the area is a bit of a myth.’ Labour Environment spokeswoman Joanna Tuffy said: “If this is true, I think we need to bring in a completely independent archaeological survey to make sure that anything that can be salvaged will be. ‘At this stage we’ve already gone too far so we can’t turn back.’ Miss Tuffy added: ‘This incident is something that I will raise in the Dail.</p>

<p>BUILDING a much-needed road ought to be reasonably straightforward. Yet, years after Meath commuters were promised the <a href="http://en.wikipedia.org/wiki/N3_road_%28Ireland%29" title="N3 road (Ireland)" rel="wikipedia" class="zem_slink">M3 motorway</a>, the project has been hit by another completely avoidable scandal. The revelation of official interference in the archaeological studies at Tara mean more misery for those stuck in tailbacks, but it is the culture of official deception that poses the gravest questions.</p>
<p>A lot of people have been badly misled. Archaeologists hired for their professional expertise and integrity have not in the words of one, been allowed to ‘write the truth’. Altering independent advice to fit hidden agendas is a dangerous corruption of working of Government in itself, more typical of systematically dishonest regimes than a democratic country like ours. Dail and public debates were based on information that cannot now be trusted. The courts have been asked to make judgments premised, in part, on studies that contain the taint of offical tampering. And a difficult decision whether to put the real needs of the travelling public nover the genuine loss of a part of our patrimony has been subverted by bureaucrats trusted to give us accurate information.</p>
<p>Those responsible cannot be allowed to hide behind behind the monolithic facade of the public sector. This is a dishonest decision with serious consequences. The individuals responsible &#8211; who must be known to those who can blow the whistle on their misdeeds &#8211; must be held to account. But the culture of dishonesty that makes such flagrant interference possible is harder to root out without clear direction from the very top. This is a Government that routinely plays fast and loose with the accuracy of the information it serves up. Bitter experience has taught the public not to take on trust the official information it receives. Yet the truth will always out. Public confidence in politics is as low as it is because political standards are so low. This sort of deliberate dishonesty needs to be stamped out, with the Taoiseach and the Cabinet setting standards at the top.</p></blockquote>

<p>So if the fine people of Wicklow accidentally re-elect him next time around, does this mean we can ask them to try again til they get it right?</p>
<p>FF are now clarifying that he was expressing a personal opinion and not the party policy (yet) &#8211; which scares me, if only because they are clearly relying on the electorate&#8217;s inability to remember this moment in six months time when they decide the dust has settled and start printing ballot papers.</p>

<p><strong>W ponurych nastrojach już od czwartkowego wieczoru byli wszyscy zwolennicy traktatu lizbońskiego w Irlandii. Kiedy się okazało, że frekwencja w referendum mającym zadecydować o ratyfikacji tego dokumentu nie przekroczyła 50 proc., bardzo prawdopodobne stało się to, iż Irlandczycy powiedzieli stanowcze &#8220;nie&#8221; unijnemu traktatowi. Wczorajszy ranek tylko pogłębił te nastroje, gdyż pierwsze nieoficjalne wyniki potwierdziły te przypuszczenia. Radość wybuchła za to w obozie eurosceptyków, kiedy we wczesnych godzinach popołudniowych podano oficjalne wyniki z większości okręgów. Ponad 53 proc. Irlandczyków nie chce traktatu reformującego z Lizbony!</strong></p>
<p>Mieszkańcy Irlandii odrzucili zdecydowaną większością głosów w czwartkowym referendum traktat reformujący Unię Europejską. Przeciwko jego przyjęciu opowiedziało się 53,4 proc. głosujących (862 415 osób). Za traktatem lizbońskim głosowało 46,6 proc. (752 451 osób). Frekwencja wyborcza wyniosła 53,13 procent. Do głosowania uprawnionych było 3 051 278 Irlandczyków. Głosów nieważnych oddano 6171. W niektórych okręgach stolicy kraju, Dublina, przewaga głosów na &#8220;nie&#8221; wyniosła nawet 70 procent.<br />
Jeszcze przed upublicznieniem oficjalnych wyników komentatorzy &#8211; opierając się jedynie na wstępnych danych &#8211; oceniali, że zwolennicy traktatu ponieśli dotkliwą porażkę, gdyż tak wielka przewaga nie powinna ulec roztrwonieniu. Nawet przedstawiciele partii rządzącej, która prowadziła tak intensywną kampanię na rzecz poparcia traktatu z Lizbony, przyznawali, że referendum nie ułożyło się po ich myśli. &#8211; Z tego, co słyszę, nie wygląda to dobrze &#8211; powiedział irlandzki minister ds. europejskich Dick Roche. &#8211; Jednak wciąż trzymam kciuki, może wyjdzie to na dobre &#8211; dodał. Jako pierwszy, jeszcze przed ukazaniem się końcowych rezultatów, &#8220;smutną&#8221; wieść dla narodu przekazał minister sprawiedliwości Dermot Ahern. &#8211; Wiele wskazuje na to, że będzie to głosowanie na &#8220;nie&#8221; &#8211; powiedział, z nieukrywanym żalem, minister. Ahern był jedną z czołowych postaci kampanii nawołującej do popierania unijnego dokumentu.<br />
Zupełnie odmienne nastroje panują w obozie sympatyków akcji &#8220;Głosuj &#8211; NIE&#8221;. &#8211; Jesteśmy bardzo, bardzo szczęśliwi &#8211; powiedziała w rozmowie z &#8220;Naszym Dziennikiem&#8221; irlandzka europarlamentarzystka Kathy Sinnot. &#8211; Myślę, że nasi obywatele także są szczęśliwi. Dla nich był to jak najbardziej proeuropejski wybór, gdyż podkreślający zwycięstwo jednej z największych wartości naszego kontynentu, czyli demokracji &#8211; dodała. Europejscy liderzy od początku twierdzili, że nie mają przygotowanego planu &#8220;B&#8221;, jeśli Irlandia opowie się przeciwko dokumentowi. &#8211; Jeśli Irlandczycy zdecydują się odrzucić traktat lizboński, zwyczajnie nie będzie czegoś takiego jak traktat lizboński &#8211; powiedział premier Francji Fran ois Fillon. Z taką opinią zgadza się także Sinnot. &#8211; Wynik głosowania oznacza, że traktat przepadł. Znaczy to także, że jeśli Bruksela chce traktatu, to musi wrócić do początku i napisać dokument od nowa.<br />
Należy stworzyć taką umowę, którą zaakceptują przede wszystkim obywatele. Taką, która będzie dobra dla Irlandii, dla Polski i dla każdego spośród 27 krajów członkowskich &#8211; stwierdziła posłanka Sinnot. Zauważyła przy tym, że aby tego typu dokument był naprawdę demokratyczny, obywatele wszystkich krajów muszą mieć możliwość kontrolowania procesu jego legislacji, dopiero wówczas będzie można powiedzieć, że wszystkie kraje Wspólnoty świadomie przystają na taki dokument.<br />
Pomimo stanowczego &#8220;nie&#8221; Irlandii przewodniczący Komisji Europejskiej José Barroso opowiedział się za kontynuowaniem ratyfikacji traktatu lizbońskiego w kolejnych krajach UE.<br />
- Premier Irlandii Brian Cowen powiedział, że traktat z Lizbony nie jest martwy. Ja wierzę, że jest on żywy &#8211; mówił Barroso. Zapowiedział, iż decyzję o dalszym rozwoju sytuacji w związku z wynikami referendum powinni podjąć przywódcy państw UE na przyszłotygodniowym brukselskim szczycie.<br />
- Poproszę irlandzkiego premiera, aby wyjaśnił powody odrzucenia traktatu przez irlandzki naród &#8211; powiedział Janez Jansza, premier Słowenii, która sprawuje obecnie przewodnictwo w UE.<br />
W innym duchu wypowiedział się jedynie prezydent Czech Vaclav Klaus, który nie kryje zadowolenia z wyników referendum. &#8211; Tylko w jednym jedynym państwie UE politycy umożliwili obywatelom wyrażenie ich poglądu. Wynik jest chyba dla wszystkich jasnym przesłaniem. Jest zwycięstwem wolności i rozumu nad sztucznymi elitarystycznymi projektami i europejską biurokracją &#8211; uważa Klaus.<br />
Polski minister obrony narodowej Bogdan Klich powiedział, że jeśli wyniki referendum potwierdzą się, Irlandia powinna powtórzyć głosowanie. &#8211; Krytycznie oceniam suwerenną decyzję Irlandii, jeśli się ona potwierdzi &#8211; powiedział Klich. Dodał, że należy szybko wypracować takie mechanizmy, które pozwolą przekonać Irlandczyków do traktatu, i szybko przeprowadzić ponowne referendum.<br />
- Ile razy obywatele mają odrzucać ten prawny bubel, by to dotarło do wszystkich jego zwolenników &#8211; retorycznie pyta Sinnott. &#8211; To już trzeci raz, jak traktat ewidentnie przegrywa w krajowych referendach. Odrzucili go już przecież Francuzi, potem Holendrzy, dziś uczynili to Irlandczycy &#8211; przypomina historię konstytucji, dziś zwanej traktatem, irlandzka europoseł. &#8211; Już raz powinien wystarczyć, by przemówić do rozsądku, a nie trzy. Kiedy liderzy wreszcie zaczną nas słuchać? &#8211; zakończyła.<br />
Z tą opinią zgadza się całkowicie polski europoseł Konrad Szymański. &#8211; Traktat musi trafić do kosza, gdyż nie widzę żadnych możliwości, aby go poddawać ponownemu głosowaniu lub też przepychać bocznymi drzwiami &#8211; podsumował parlamentarzysta.<br />
- Upada traktat, który zakładał zwiększenie kompetencji Unii wobec państw narodowych bez żadnego realnego zwiększenia solidarności w jej działaniach. Decyzja Irlandii jest dla Polski podwójnie korzystna: potwierdza pozycję naszego kraju w Unii &#8211; uważa lider Prawicy Rzeczypospolitej Marek Jurek.<br />
W pamięci pozostają do dziś słowa z debaty w polskim Sejmie, w której premier Donald Tusk &#8211; już po podpisaniu traktatu reformującego &#8211; przyznał, że nie czytał tego dokumentu. <p>Na kilka dni przed referendum w sprawie przyjęcia traktatu lizbońskiego liczba Irlandczyków opowiadających się przeciwko niemu po raz pierwszy przewyższyła liczbę jego zwolenników &#8211; wykazał najnowszy sondaż, którego wyniki zamieścił w swym serwisie internetowym dziennik &#8220;The Irish Times&#8221;. Z przeprowadzonego badania wynika, że 35 proc. ankietowanych zamierza 12 czerwca głosować przeciwko traktatowi. Poparcie dla niego wyraziło 30 proc. respondentów, natomiast blisko jedna trzecia jeszcze nie zdecydowała, jak zagłosuje.<br />

Sytuacja wydaje się więc niekorzystna dla zwolenników przyjęcia traktatu. Wczoraj o &#8220;poparcie z entuzjazmem&#8221; lizbońskiego dokumentu zaapelował do swoich rodaków premier Irlandii Brian Cowen. &#8211; W czym rzecz? W zatrudnieniu. W swoim oświadczeniu umieszczonym na stronie internetowej Fianna Fáil podaje, że wspólne wysiłki partii przeciwnych traktatowi, czyli Sinn Fein, Libertas, Youth Defence, wprowadzają tylko zamęt w głowach obywateli i opierają się na jawnej nieprawdzie. &#8211; Ich wysiłki zostały jednak oczywiście zdyskredytowane &#8211; powiedzieli na konferencji prasowej zatytułowanej &#8220;Głosuj TAK dla irlandzkiej przyszłości&#8221; czołowi przedstawiciele koalicji rządzącej, mimo niechętnych traktatowi nastrojów społecznych.
