El CENTRO DE DOCUMENTACION RAPIDA (RENAPER), brinda atención con turno previo llamando al 0800-9999-364 (DNI) de lunes a viernes de 8 a 18 hrs.; ayer viernes llame al Centro de Paseo Colón y Humberto Primo, inaugurado el día anterior por la Sra. Presidente Dra. Cristina Fernández de Kirchner, efectivamente la atención fue inmediata llame a las 10,20 hrs, y para el mismo día me dieron el turno de 11 a 12hs., como también me enviaron por e-mail el número de tramite Nº 1TDX…. 4.- www.nuevodni.gov.ar

Ante la rapidez con que me dieron el turno concurrí de inmediato al Centro del Registro Nacional de Personas (RENAPER) con el número de trámite que me dieron por teléfono en el 0800-9999-364 (DNI), llegue 15 minutos antes del turno, sin esperar fui atendida y orientada. Con el número 290 pase a realizar el trámite en Sector de Verificación, espere 5 minutos hasta que me atendieron porque había 12 personas antes para verificar, luego pase por el Sector de Pagos, porque mi trámite es de renovación de DNI, allí tarde segundos.

Entonces, pase al último Sector que es donde se completa el trámite, que esta compuesto por 24 sectores personalizados y sincronizados a la vez, con Equipos de Alta Tecnología Digital Argentina con normas de Seguridad Internacional, donde las huellas son plasmadas digitalmente, al igual que la firma digital y la foto digital, con un relevante personal capacitado y de modos gentiles, a la vez esta coordinado y supervisado en detalle. Mientras esperaba mi turno ya que había 134 personas antes y en la mayoría con niños pequeños, pude ver como disfrutar del lugar que esta equipado y pensado humanamente para las personas que vamos a realizar el trámite.

Las salas de esperas son amplias donde se puede tomar un café mientras se espera, hay maquinas expendedoras como también un patio de comidas. Los baños son cómodos e higiénicos y donde también dialogamos con una Mamá que estaba cambiando a su bebé y arreglándose para la foto al igual que yo, para nosotras las mujeres es importante vernos bien como salir lo mejor posible en la foto del DNI una foto que es vista en todos los lugares que vamos a realizar trámites que requieren nuestro DNI.

Y bueno, finalmente  llego el turno de mi trámite,  lo realice y termine en 1 hora y 45 minutos, donde me informaron que en 5 días me entregaran en mi domicilio y por Correo. Realmente quede muy agradecida por mí y por todas las personas por la forma de realizar el trámite con turno previo, por la manera en que hemos sido tratados dignamente evitando esperas y colas.

Por ello agradecí al Dr. Gastón González Ueltzen Director Nacional de Atención Ciudadano Ministerio del Interior Presidencia de la Nación, que estaba presente en todos los detalles y porque realmente brindan calidad de atención. Muchas gracias por todos los que piensan y hacen que cada día sea un lugar mejor y digno para todos; por esto un millón de gracias.

Tak to dziwnie jest czasem ze mną lub z naturą moją ,ze jak tylko zostawię jakiś przyrząd z daleka od mnie to pojawia mi sie w głowie cała masa pomysłów  (mimo choroby) . By nie zatracic sie w tym wszystkim, postanowiłem napoczatku na zmiane wyglądu mojej strony na bardziej świeży i prosty, po czym postanowiłem uruchomić poprzedniego bloga po to by co jakiś czas umieszczać w nim własne grafiki, które zrobię w wolnym czasie, a które mam nadzieje bedą współpracowały z niektórymi fotografiami na tym blogu. Wyżej pierwsza.

Some conversations are easier than others.

Last year during Thanksgiving weekend, many bloggers participated in the first documented “blog rally” to promote Engage With Grace, a movement aimed at having all of us understand and communicate our end-of-life wishes.

It was a great success, with over 100 bloggers in the healthcare space and beyond participating and spreading the word. Plus, it was timed to coincide with a weekend when most of us are with the very people with whom we should be having these tough conversations – our closest friends and family.

The original mission – to get more and more people talking about their end of life wishes – hasn’t changed. But it’s been quite a year – so we thought this holiday, we’d try something different.

A bit of levity.

At the heart of Engage With Grace are five questions designed to get the conversation started. We’ve included them at the end of this post. They’re not easy questions, but they are important.

To help ease us into these tough questions, and in the spirit of the season, we thought we’d start with five parallel questions that ARE pretty easy to answer:

Silly? Maybe. But it underscores how having a template like this – just five questions in plain, simple language – can deflate some of the complexity, formality and even misnomers that have sometimes surrounded the end-of-life discussion.

So with that, we’ve included the five questions from Engage With Grace below. Think about them, document them, share them.

Over the past year there’s been a lot of discussion around end of life. And we’ve been fortunate to hear a lot of the more uplifting stories, as folks have used these five questions to initiate the conversation.

One man shared how surprised he was to learn that his wife’s preferences were not what he expected. Befitting this holiday, The One Slide www.engagewithgrace.org now stands sentry on their fridge.

This week marks the second anniversary of the first live internal demo of the intelligence community’s A-Space project, groundbreaking for the IC in its goal of collaborative use of social media across agency lines. Somewhere in Maryland, a remarkable government employee and friend named Mike Wertheimer should pause and quietly celebrate the fruition of his early evangelism for it.

I was still a government employee then, but wrote about the effort at the time here on Shepherd’s Pi (“A-Space: Top-secret social networking“). It makes me chuckle to remember back to those days when it was still mostly unheard-of for IC employees to blog openly on the public web about current technology projects. Now you can’t shut ‘em up!

It made sense, I thought, to set down a few notes at the time for several reasons:

1. A-Space was intended by Mike’s Analytic Transformation team of the Office of the DIrector of National Intelligence (ODNI) to take advantage of social-media advances then occuring rapidly on the internet, more rapidly than behind our firewalls. I had joined Twitter for example in March 2007, but few of my IC colleagues had Twitter accounts or access from work machines. Same for Facebook and LinkedIn. I blogged about A-Space because I felt we needed to socialize externally the path we were following internally, in order to attract good ideas and assistance from Silicon Valley and technologists who had little knowledge of intelligence work.
2. The time would come when A-Space would be all grown up and accepted as a success, I hoped – and at that point “paternity” could become an issue. We had seen the same thing happen with Intellipedia, which has had several bouts of being claimed as a CIA creation rather than its more community-minded actual roots – and I thought it might be best to set the record straight early on. As Winston Churchill said about World War II, he intended history to treat him fairly “because I intend to write it.”
3. I had announced my “retirement” from government service and was ready to go back to the private sector, and was frankly intent on setting a mark with A-Space so that later leadership might be less inclined to reverse course, against the use of social and collaborative tools.

So here we are, two years on.  I am relieved that A-Space lives! At this point in their lives Twitter and Facebook were themselves  not quite into their hockey-stick growth cycle as social-media phenomena. Think back to Facebook of early 2006 (it was launched in February 2004), or Twitter of March 2008 (it launched in its first alpha baby SMS steps in March 2007.  If you’re interested, Flickr holds some interesting screenshots of the very early Twitter beta screens by their designer).

This week Joab Jackson, senior technology editor at Government Computer News has an update titled “A-Space Melds Social Media and Intelligence Gathering,” quoting Ahmad Ishaq, who manages the project at DIA for the ODNI. I like giving him praise – not just because I hired him, but because he is doing  a bang-up job in difficult circumstances. Let’s just say that he and his team have been dealing with my third bullet point above during the last couple of years.

One of Ahmad’s smart tactics has been to enlist supportive users from multiple agencies as vocal advocates. The GCN article provides an example illustrating the cross-agency collaboration that was mandated by the 9/11 Commission and WMD Commission reports, and which A-Space and its sister tools are helping to realize:

A Homeland Security Department analyst needed to identify a person whose face was found posted on several street and stop signs in a region of the United States. So he posted a scan of the poster on A-Space and received information and photos from seven other agencies. With that information, he could run an image search of the face, which ultimately provided identification.” -Government Computer News

There’s been a lot of change in A-Space since I left – in the requirements, in the emerging business practices, in the software baseline used, and – perhaps explaining some of that – in the contractor team used. That’s all fodder for another article, perhaps.

Whither Analytic Collaboration?

What I prefer to focus on is the future potential of this tool and others in enabling progress for intelligence analysis and collaboration. Ahmad gives one window in the GCN article, and it’s a topic he and I have talked about recently:

[A]llowing analysts to share all this information is only the first step of A-Space. Ishaq and his team are exploring ways of making all the information that is being generated machine-readable. Ishaq would like to incorporate elements of the Semantic Web tools, which would allow them to draw inferences from existing material.

“Right now, the communication is between person and machine,” he said. “We’re trying to take it a step further, to machine-to-machine. So the end-user logs in to the computer, and everything he could possibly want would be there, without doing searches or clicking around.” -Government Computer News

But I’m sure that Ahmad would be among the first to agree that technology is perhaps among the lesser factors which will contribute to the success or failure of analytic collaboration (and “transformation” – an overused term but a worthy goal). Much more important are the social and cultural aspects of the workforce, the workplace, and the changing nature of intelligence work itself  – in response to and support of a dramatically changing foreign policy approach, driven as much by political transition as by societal shifts.

For the moment, let’s keep the focus on the tools though. As A-Space continues taking its own baby steps, it is worthwhile to consider the experience of its older sister Intellipedia – and that sytem’s progenitor Wikipedia. 

Early this year, GCN carried another Joab Jackson article claiming: “Intellipedia Suffers Midlife Crisis.” Much chatter ensued. Some of the challenges dealt with in the article are being addressed internally by the likes of the IC’s Chris Rasmussen, with new and complementary efforts such as Intellipublia (see Federal Computer Week, “Intelligence community wrestles with Web 2.0 tools for information sharing“).

The looming question rises about the overall significance of Web 2.0 style tools.  Dr. Mark Drapeau argued early this year in a widely read piece that “Government 2.0 has reached its midlife crsis.”  Now, more concrete and noteworthy stats are emerging about the hallmark Web 2.0 tools which inspired many of the IC’s efforts.

Could Crowd-Sourcing Max Out?

Yesterday the Wall Street Journal reported on new research  (“Volunteers Log Off as Wikipedia Ages“) showing that “unprecedented numbers of the millions of online volunteers who write, edit and police it are quitting.” They’re leaving Wikipedia and not being replaced by as many new volunteers, undercutting the “many-eyes” approach that crowd-sourcing relies upon. The numbers are striking: “In the first three months of 2009, Wikipedia lost more than 49,000 editors, compared to 4,900 a year earlier,” reports ZDNet based on the new research (more details here: “Is Wikipedia Maxed Out?”). An influential Econsultancy.com blog now asks in response: “Is free user-generated content dying?”

It is worth keeping an eye on the pulse of Intellipedia and A-Space, as their activity levels wax or wane. Unlike Wikipedia, they are work systems, not free web tools. So the issues there are the differential adoption and longevity of enterprise tools, as explored in Andrew McAfee’s excellent new book Enterprise 2.0.  

For the new intelligence tools, much will depend on their inclusion within agency official processes and analytic-tradecraft training programs. As Chris Rasmussen has pointed out about A-Space, it may still be true that “not a single agency recognizes A-Space content as official.” But social collaboration is more and more an accepted and critical requirement of all information technologies – we’re certainly reflecting that at Microsoft, and have been busy building such capabilities into the new Office 2010 suite (info and free beta sign-up here).

The wave is not going away (well, Google Wave might go away… see here and here and here and oh never mind…)

Who best reflects the pulse of A-Space and Intellipedia? There are many intel-watchers in my blogroll over on the margin, who chart the progress of the IC’s collaborative ways. I can also recommend Chris Dorobek’s reporting on the topic for FedNewsRadio; see his piece from July 2009 ”Intel on the government 2.0 front lines – and a new report assessing A-Space” and more recently his article “November’s Signal column: The Intelligence Community Writes the Book on Collaboration” – both have insight and supportive links as well.

There will be other ODNI and constituent agency efforts to provide cutting-edge collaborative and analytic software and techniques. A-Space will be improved upon, no doubt.

The real test of A-Space – while we have it – and its intelligence utility will come in secret moments of crisis, but also in less-flashy use of consistent collaborative processes which over time contribute to the uncovering of truth for our decision-makers and national leaders. Of necessity, most successes will be unseen by the outside world… and likely, most failures as well.  For now, a happy beta anniversary to the A-Space team and its users.

Cómo se hace
En las dependencias directas del RENAPER:
1.- Solicitud de turno para tramitar el documento en forma personal con la documentación correspondiente.
2.- En caso de ser MAYOR DE 18 AÑOS, el titular del DNI debe presentar los documentos requeridos, en la dependencia que corresponda.
En caso de ser MENOR DE 18 AÑOS, el menor titular del DNI, acompañado de padre, madre o tutor legal, debe presentar los documentos requeridos, en la dependencia que corresponda.
En ambos casos se le entregará una constancia de DNI en trámite, donde consta la fecha y franja horaria en la que debe retirar su DNI. LA CONSTANCIA DE DNI EN TRÁMITE NO ACREDITA IDENTIDAD.
3.- Retirar el DNI, en la dependencia donde se inició el trámite.

Cuánto vale
$15.-
En las sedes directas del RENAPER se puede sacar la foto a costo del interesado. El lugar de pago dependerá de la dependencia donde se inicie el trámite.

Quién puede/debe efectuarlo
El interesado mayor de 18 años. En caso de que el interesado sea menor de 18 años debe ser realizado por el menor/ acompañado de padre, madre o tutor legal. El tutor legal debe acreditarse con la correspondiente constancia judicial.

Cuándo es necesario realizarlo
A los fines de acreditar su identidad.

Qué vigencia tiene el documento tramitado
En caso de ser menor de edad el DNI deberá ser actualizado a los 8 y a los 16 años. Si es mayor de 16 años la vigencia es definitiva.

Cuántas veces debería asistir al organismo para hacerlo
Debería asistir TRES veces:
1.- Solicitud de turno para tramitar el documento en forma personal con la documentación correspondiente.
2.- Presentación de la documentación, en la dependencia correspondiente.
3.- Retiro del DNI, en la dependencia donde se inició el trámite.

De qué organismo depende
Registro Nacional de las Personas (RENAPER), Ministerio del Interior.

Tiempo desde la solicitud hasta la entrega
En sedes directas del RENAPER, se resuelve en 60 días hábiles.

Observaciones
El tiempo de resolución del trámite es estimativo ya que se realiza un expediente con dictamen de la Dirección Técnica Jurídica del Registro Nacional de las Personas.

Dónde se puede realizar
Se realiza en:
1.- Las dependencias directas del RENAPER (realizan trámites a los ciudadanos con domicilio en cualquier lugar del país).
2.- En los Registros Civiles. Los Registros Civiles dependen del gobierno de cada provincia y el de la Capital Federal del Gobierno de la Ciudad Autónoma de Buenos Aires, quien tiene un Registro Civil Central y los Centros de Gestión y Participación (CGP).

In Beispielen für Datenübertragungen findet sich häufig eine Serialisierung der Daten in eine XML Applikation. Dieser Eintrag soll zeigen, dass XML nicht immer die erste Wahl sein muss. Es soll das Bewusstsein erweitern nicht immer das Erstbeste zu verwenden, was einem in den Sinn kommt.

Für das Sportics Realtime Telemetry API wurde bewusst auf XML verzichtet. Der Grund: Realtime Telemetry Clients arbeiten auf reduzierter Hardware wie z.B. Mobiltelefonen und haben eine instabile Funkanbindung des Netzwerkes (z.B. Sportics J2ME Applikation). In solchen Umgebungen ist XML nicht die erste Wahl. Die Daten werden nicht kompakt genug repräsentiert.

Ein Realtime Telemetry Datensatz besteht aus einer Menge von Messwerten zu einem bestimmten Zeitpunkt. Ein Messwert hat immer auch eine beschreibende Kennung. Mehrere solcher Datensätze werden zu einem Snap zusammengeführt. Ein Realtime Telemetry Client schickt einen solchen Snap z.B. alle 2 Minuten an den Realtime Telemetry Server.

In XML kann ein solcher Datensatz wie folgt dargestellt werden:

Es fällt auf, dass ein solches Format sehr viel redundanten Overhead produziert. Dieser kann durch kürzere Namen reduziert werden. Dabei geht allerdings die sprachliche Wiedererkennung verloren.

Kompakter, aber auch schwieriger zu lesen. Es ist im Übrigen ein Irrglaube, dass das JSON Format kompakter ist. In der obigen Notation ist es grösser.

Eine weitere Möglichkeit der Reduktion ist auf allgemeine Namen für XML Elemente zu verzichten. An deren Stelle wird der Wert des t-Attributes verwendet:

Ein ungewöhnliche Schreibweise, aber durchaus machbar. Bei diesem Aufbau wird ein entsprechendes JSON Dokument im Übrigen kleiner als sein XML Pendant. Hierzu folgt weiter unten eine Grafik aus realen Messwerten.

Es geht noch kompakter. Bei Sportics haben wir uns bei dem Realtime Telemetry API gegen SOAP Webservices entscheiden. Der Grund ist einfach: nicht alle Zielgeräte verfügen über SOAP Webservices Support. SOAP Webservices von Hand nachzuprogrammieren ist keine Kleinigkeit. Stattdessen haben wir uns für ein REST API entschieden. Dies vereinfachte die Kommunikationsschnittstelle und auch den Aufwand für die Implementierung auf Clientseite. Zwar wird auch in der REST Literatur viel mit JSON und XML gearbeitet, aber dies muss nicht sein.

Bei den Messwerten setzen wir statt dessen auf das CSV-Format nach RFC 4180. Im CSV-Format wird der oben beschriebene Datensatz wie folgt notiert:

Noch kompakter ist kaum möglich. Das API schreibt noch einige Dinge vor, beispielsweise muss ein Header vorhanden sein und jede Zeile nach der Headerzeile muss so viele Spalten haben wie die Headerzeile. Ansonsten verwirft der Server die Daten und liefert eine Fehlermeldung.

Die abschliessende Frage lautet: Um wieviel kleiner ist die CSV-Notation?

Aus den realen Daten von einigen tausend Datensätzen lässt sich folgendes Bild genenüber der CSV Notation ermitteln:

• die XML Notation ist um ca. den Faktor 2 grösser
• die JSON Notation ist um den Faktor 1,5 grösser

Nie myslałem ze spotkam tu tak dużo ludzi z aparatami, pomyslałem, ze nie jestem orginalny ani nowy, ale w koncu to nie jest powód do tego by chociaz raz zrobic tu zdjecia, tym bardziej ,ze jestem tam pierwszy raz. Chodziłem, obserwowałem i szukałem pomysłów… Z tego wszystkiego znalazłem tylko stare kobiety pielęgnujące groby, wąskie alejki i kosze na śmiecie. Moja wyobraźnia zaczęła działać i jak zmieszałem kosz na śmiecie z napisem “odpady organiczne” z cmentarzem od razu wydało mi się to ponuro zabawne.

Bueno, todos/as sabemos que la tecnología avanza. Estamos en el auge de la era de la información. Cada vez mas, se van informatizando las cosas y como no, hace tiempo que le llego el turno al DNI.

Historia

En España se expide desde marzo del año 2006 un tipo especial de documento de identidad denominado DNI electrónico.

El nacimiento del Documento Nacional de Identidad electrónico (DNIe) responde a la necesidad de otorgar identidad personal a los ciudadanos para su uso en la nueva Sociedad de la Información, además de servir de impulsor de la misma. Así, el DNIe es la adaptación del tradicional documento de identidad a la nueva realidad de una sociedad interconectada por redes de comunicaciones.

Bueno después de saber un poco de historia sobre el DNI electrónico vamos  a ver principalmente las novedades y diferencias en el nuevo DNI electrónico.

Novedades:

-Realizar operaciones comerciales a través de Internet
-Realizar trámites con las Administraciones Públicas a cualquier hora y sin tener que desplazarse ni hacer colas
-Realizar transacciones seguras con entidades bancarias
-Participar en un conversación por Internet con la certeza de que nuestro interlocutor es quien dice ser

Diferencias

A diferencia del antiguo, se emite en el mismo día en el que se cita al interesado, tardando unos quince minutos en hacer todos los trámites y quedando todos nuestros datos, así como la huella y la fotografía del titular, codificados digital-mente en un pequeño chip.

En cuanto a la Seguridad….

Muchos se preguntarán si el DNI electrónico es seguro. Pero como estamos seguro de ello? Como podemos estar seguro de lo que estamos utilizando.

• Un certificado electrónico para autenticar la personalidad del ciudadano

• La plantilla biométrica de la impresión dactilar
• La fotografía digitalizada del ciudadano

• Datos de la filiación del ciudadano, correspondientes con el contenido personalizado en la tarjeta.

U.S. intelligence agencies were aware months ago that Army Major Nidal Hasan was attempting to make contact with people associated with al Qaeda, two American officials briefed on classified material in the case told ABC News.

It is not known whether the intelligence agencies informed the Army that one of its officers was seeking to connect with suspected al Qaeda figures, the officials said.

Rep. Pete Hoekstra (R-MI) said the CIA had, so far, refused to brief the intelligence committees on what, if any, knowledge they had about Hasan’s efforts.

CIA director Leon Panetta and the Director of National Intelligence, Dennis Blair, have been asked by Congress “to preserve” all documents and intelligence files that relate to Hasan, according to the lawmaker.

Hoekstra said he is “absolutely furious” that the house intel committee has been refused an intelligence briefing by the DNI or CIA on Hasan’s attempt to reach out to al Qaeda, as first reported by ABC News.

Investigators want to know if Hasan maintained contact with a radical mosque leader from Virginia, Anwar al Awlaki, who now lives in Yemen and runs a web site that promotes jihad around the world against the U.S.

Remember my hours-long incident when I attempted to change my address in my ID document down here back in May? I showed up well before 7 a.m. at the Registro Nacional de las Personas, which is when they give out numbers so all foreigners with Argentinian residency can change their address in their ID documents, and ended up staying for four hours or so, when I gave up and left. And then went through this whole moral dilemma as to whether or not I should buy a place in line when I went back to try it again.

Well, I don’t live in Buenos Aires anymore, but in the suburbs, and apparently all government administration nonsense is much easier out here in zona norte. Last week, I discovered there was a Registro Provincial de las Personas, which is the local equivalent of the national office, just three blocks from home. So I stopped by to find out how to do it, was given the forms to pay at the bank, and was told to return any day between 8 a.m. and noon to be given a number so I could finally get this address change thing done.

I paid in the bank on Monday, planning to go on Tuesday to change my address, but it was closed due to a strike (of course), so I went today. It was so much easier than expected. I was in and out of there in about an hour. Sometimes, Latin American government bureaucrazy (typo intended) is better than I imagine.

SO happy to have my address changed. That means I can vote up here now, whenever the next elections are. Sorry I missed this year’s, but oh well.

Algunos temas que están en la agenda pública tecnológica de nuestro país. Parece que nos pasan por el costado en la coyuntura, pero nos implican y mucho.
