Hace poco más de un año, me refería a ello en este post relacionado con el derecho de internet universal para toda la ciudadanía de Andalucía. Ahora ya es un anuncio claro para enero del 2011 en toda España.

Como dice este editorial, está bien tener claro que va a ser un derecho exigible y no una promesa, pero que estemos hablando solamente de un mega, da la impresión que nos hemos quedado algo pobres, ¿no te parece?

A major piece of research, commissioned by Media Trust, reveals there is an opportunity for Community Voices to add real value to current media activities within disadvantaged and isolated communities. We spoke to numerous community groups and stake holders through surveys and in depth consultations about how they use digital media within their community. The research aimed to get an overview of the success stories as well as identifying some of the biggest barriers that prevent disadvantaged communities from finding their voice. It demonstrated that there is a wide range of digital media already being used but there are also a number of challenges around information sharing and knowledge exchange, which has resulted in a lot of reinventing the wheel and a lack of sustainability.

In understanding how digital media can be both relevant to the community and can help empower the community itself, the report cautioned against a ‘one size fits all’ approach. Community Voices aims to address these barriers and build a lasting and sustainable legacy by inspiring communities to use digital media, engaging with them to develop the skills required to access the technology, and empowering them to take ownership of their voice and make themselves heard.

A new computer aimed at people aged over 60 who are unfamiliar with PCs and the internet has been unveiled. The simplified Linux-based desktop – called SimplicITy – has just six buttons directing users to basic tasks such as e-mail and chat.

Me parece genial. Recomiendo leerlo con atención y no una sola vez.  Y leerlo de vez en cuando. Existen los “libros de mesita”, pero creo que esta presentación debería inaugurar las “presentaciones de mesita”, para echarle un vistazo de vez en cuando, reflexionar con ella y seguir creciendo, construyendo y viviendo en y con la red.

Me ha gustado el post de www.voolive.net sobre el perfecto internauta donde nos descubre las claves y herramientas a través de las cuales el internauta ha salido del anonimato a la participación en la red.

Os paso enlace de una Web útil y que espero que no tengáis que utilizar. Se trata de la Oficina de Atención al Usuario de Telecomunicaciones del Ministerio de Industria. En numerosas ocasiones, tenemos alguna pequeña guerra con el operador de turno que no nos da el servicio que tenemos contratado y pagamos, no nos atienden bien cuando tenemos incidencias, o nos hemos cansado de llamar al operador “xxxxxx” para que nos tramite la baja en la ADSL y tras 200 llamadas un/una teleoperador/a nos informa que no tienen noticia de esa baja y que por eso te siguen cobrando, y un largo etcétera. 

Pues bien, en esta Web tenéis un repositorio de información sobre nuestros derechos, cómo reclamar, dónde, e incluso los formularios para tramitar una queja o denuncia a través de esta oficina de atención al usuario del MITYC.

Talking to some people at the European Congress on E-inclusion this week, I was struck by two things:

Firstly we were talking about the issues of authority, control and access in relation to the impact of the digital revolution on libraries and other educational institutions. I thought of a useful analogy: the Elgin (or I should say, Parthenon) marbles in the British Museum. The marbles technically belong to the Greeks, Elgin took them away from Athens and they are now on display in London. One of the arguments against returning the marbles is that more people visit London than Athens and therefore more people can see the marbles than would if they were returned.

In terms of content on the internet, we are facing similar issues. A university lecturer may say of a piece of work ‘I’m not sharing that, I have the intellectual property rights, it stays within the university’ or, they might be a part of the new open educational resources or ‘open courseware‘ movement, and share their learning materials online for free to enable anyone to access it. The arguments around returning the marbles are similar to those about online content. We are arguing, do we make it available or don’t we, who owns it, should access come before ownership? It’s an ongoing debate.

The only weakness in this analogy is that I do think we should hand back the marbles to Greece but that I would love to see all universities and colleges sharing their learning materials for free for all to access!

The other parallel which I noticed also has a classical flavour (I studied Classical Civilisation at university!) One of the speakers at the conference referred to the short attention span of researchers nowadays and the rise of the importance of the abstract. People will read (and maybe just scan) the abstract, and rarely will read further than that in an academic article. The same applies to news articles (particularly online). I am also noticing, with my use of Twitter, that I scan much more quickly than I ever used to and this is even changing the way I read newspapers and other text online, I flit like a butterfly or a magpie from one thing to another, absorbing what I want as I go.

I talked with some delegates in a coffee break about the shift this is creating for people writing academic works. They now need to put the main ‘denouement’ of their work in the abstract to attract attention but then this has the effect that people will not read further, they’ve got what they wanted and move on.

The parallel I thought of, was that of the ancient scroll. When the ancients wrote anything, because it was on a scroll, they would write (especially if it was a letter) their name and who they were writing to, before launching into the discussion. Witness Paul’s epistles in the New Testament, they begin, for example ‘Paul, an apostle of Christ Jesus by the will of God, to the saints in Ephesus…’ (Ephesians 1:1). This was because you would have to unroll the papyrus to read through to the bottom, you couldn’t jump to the point you wanted very easily. They were restricted by their medium, or at least, the way they wrote was shaped by the medium. Isn’t it interesting that although the internet is an extremely enabling tool, that it is still affecting the way we read and write and absorb knowledge, much in the same way that the papyrus scrolls created a certain form of writing?

Hace unos días, comenté en el post ¿Una red nacional de Telecentros en España?, respondiendo a una noticia procedente de un estudio publicado recientemente por investigadoras de la UC3M.

En Cibersur, se publica una “Declaración Institucional de la “Asociación de Comunidades de Redes de Telecentros” respondiendo a las informaciones de algunos medios en relación al estudio citado. Esta declaración no tiene desperdicio. El volumen y las cifras que se citan son importantísimas, y el número de profesionales que trabajan de manera coordinada, un dato a tener en cuenta. 

El 5 punto me parece muy oportuno. Algunas cosas que me parece muy oportunas para describir el trabajo, conocer sus diferencias respecto a otros recursos e identificar el alcance de los Telecentros: [...fuentes de generación de conocimiento], [... espacio social de innovación y participación que fomenta la e-inclusión..]. Totalmente de acuerdo.

En fin, que ahí queda esta declaración y creo que queda claro el importante papel que desempeñan los Telecentros (independientemente de sus denominaciones y de sus prioridades para responder a las políticas regionales de Sociedad de la Información).  Por otra parte, como un ejemplo más de buen saber hacer de la Asociación de Redes de Telecentros, y de coordinación (y de estar al día) aprovecho para comentar el próximo Encuentro, (9º), que se celebrará en Vitoria.  El eje temático del 9º Encuentro de total actualidad: Open Goverment y Administración Electrónica.

Y para terminar, este documento, Telecentros por dentro y por fuera de Red.es, es una manera muy ágil de entender cuáles son ejemplos de actividades de los Telecentros.

Estemos atentos. La Iglesia se pone las pilas con Internet. Cuidadín, cuidadín que en cuatro días “esa Internet de todos,”  la Iglesia se empeña en que sea recordada, que se le pueda dar culto y en definitiva se inicia un proceso de beatificación de Internet. !! 

Bromas a parte, nos quedamos de momento con esta noticia que refleja el ánimo que el Vaticano quiere trasladar a los sarcedotes para evangelizar a través de Internet. Ya hay anécdotas y experiencias, un tanto asilvestradas y singulares,.. pero ahora parece que “desde arriba” (nunca mejor dicho) se han dado cuenta de que la Red es un buen medio para distribuir “La Palabra”. Surgirá una iglesia 2.0??

Viviane Reding continua dando muestras de las actuaciones que se realizan desde la Comisión Europea y la preocupación de ésta por lograr que los jóvenes se conecten y naveguen de manera segura

Dentro de un mes, en Gijón celebraremos un Encuentro Internacional sobre el Uso Seguro de Internet entre los menores. Educando para una internet más segura. 

Hoy tuvimos una reunión muy interesante que nos permitió conocer e intercambiar experiencias con Factor S de Uruguay. Conocer su experiencia, proyectos de inclusión digital, y red de género y TIC. Actualmente están trabajando en España con la Fundación Ciudadanía, a través de un amigo común: Juan José Salado. ¡Que tengáis buen encuentro de trabajo en Casar de Cáceres !!

PD: Daniel me envió unos días antes un documento sobre los pobladores de San Jose de Uruguay, donde se describen 40 familias completas de Asturias que iniciaban los primeros pasos por esas tierras. Por cierto, hay un “Prieto”. ¡¡ Quién sabe si tengo familia por aquellas tierras !! . ¿Qué es la Lectura Fácil? y ¿Cuáles son los usos y las claves para entender las TIC?. Menuda mezcla, pero el resultado es precisamente ese: una manera sencilla, clara, y didáctica de explicar lo más esencial sobre el uso de las TIC

Quienes se han remangado y se han puesto a ello, no son otros que organizaciones que llevan tiempo trabajando en ambos campos. Por una parte la Fundacion Ciudadanía que llevan tiempo trabajando en Lectura Fácil, y por la otra parte, el compañero de viaje que tiene conocimiento en el uso de las TIC, el Consorcio Identic. Así, los Telecentros de Extremadura recibirán más de 30.000 folletos de “lectura fácil para difundir lo esencial de las TIC“. Me parece una experiencia fantástica !!

Investigadores de la Universidad Politécnica de Madrid y la Fundación CNSE (Confederación Estatal de Personas Sordas) han desarrollado el primer sistema automático para la traducción de voz a la lengua de signos española (LSE) lo que facilitará a las personas sordas la realización de trámites con la Administración.

El sistema es capaz de traducir las expresiones pronunciadas por los funcionarios cuando atienden a una persona sorda que, por ejemplo, desea renovar el permiso de conducir o el DNI.
