Historically, western economies today stem from the classical liberalist philosophy of “Laissez-faire”, a French phrase for “let do”. The central principal in this type of thought is the economy should be left alone to its own devices, with minimal interference from the government. Letting the “invisible hand” drum its own beat. The economy must be un-chained, in order to be a free-market. This attitude toward a financial system with minimalist traits affects all things within that economy, including the prices for rent.

Most economists today oppose the regulation of rents, or any type of cap on rent prices because, through intervention on the economy, rent regulation produces inferior housing and lowers the quantity of residences available for families. While many supporters of ceilings on rent prices claim that rent regulation would assist households, a large majority of economists strongly believe that an interventionist policy within the rent market would undermine families, instead of aiding them.

Gunnar Myrdal, an important architect of the Swedish Labour Party, once stated that “Rent control has in certain Western countries constituted, maybe, the worst example of poor planning by governments lacking courage and vision.” The regulation of rent has been criticised by economists because of its negative domino effect on the economy. Assuming a market establishes a board to regulate the rents, publicly funded of course, it is natural to assume that the demand for cheaper apartments and condominiums will rise. It is also easy to perceive that rents were high. Too high for anyone one to pay, which would be the logical reason of why people would allow their rents to become regulated in the first place. So, we have enough people to complain about rent prices, and a board that would directly adjust rent prices to a value that the majority could afford. It doesn’t take an economist to know that demand for apartments and condos will rise, and quickly. The demand will rise so quickly that there wont be enough roofs for everyone. The supply, the apartments and condos, will decrease – creating a shortage. In an uncontrolled sector, prices would rise in a shortage to stimulate production and discourage demand for housing, but in a controlled economy prices couldn’t attain the prices that would clear a market, keeping it cheap, and continuing the perpetual shortage.

Keep in mind that there is a difference between shortage and scarcity. Scarcity can exist when there is a high demand for the goods that nature cannot supply. A shortage can be the result of prices being set below their equilibrium values, that is, the demand/supply balance – situations that can be avoided if prices are allowed to rise naturally.

Economists also show that investors, because of the punitive amount of money they would be able to generate, are discouraged to invest into economies that practice rent control. Rental units available for students at the University of California dropped by 31 percent in five years following the application of rent control in 1978. Rental units in Brookline, Massachusetts also fell by 8 to 12 percent in the eighties, following tough regulations on rent prices.

A combination of lack of investments and deficient funds make rent control disastrous for proper maintenance of housings. Landlords, because the ability to adjust prices with current market trends are gone due to rent control, cannot afford to pay the proper bills to keep a business running smoothly. The quality of buildings deteriorate due to the lack of funds contributed for maintenance. Granted, the tenet is paying less for rent, but receives no real bargain because of improper maintenance. The is especially evident in many parts of Boston and New York, where many areas are rent regulated.

The adverse affects of rent control often falls to upon the poor and the less well off. The poor is at a disadvantage when it comes to mobility. As opposed to a middle class family who can move freely because of their standing, it is very expensive for a family with little income to move. As a result these poor families must cope with the detereriorating housing available to them. In a market with demand for housing very high, landlords have little choice but to choose their tenets with discretion. These factors could be very bias – including income, gender, and race. This is a very large disadvatage for many poor families, many lower income families would never be accepted because of their salary. It is also not hard to believe discrimaination against women and minorities would not be out of the question, being that the income compared to a white male would be significantly less.

Rent control runs contary to its own philosophy. Admitially its intentions are noble, however economically, it’s a fact of greek tragedy. The regulation of rent prices in an economy, while lowering rent prices, produces inferior dwellings as opposed to the unregulated market, and fashions a housing shortage because of the high demand created. Rent control can also encourage sexism and racism because of landlords meticulous selection of potential candidates for tenets, as well as having a negative impact on lower income families. Swedish economics professor (and known socialist) Assar Lindbeck stated “In many cases rent control appears to be the most efficient technique presently known to destroy a city—except for bombing.” Rent control is a failed housing policy. It does all the wrong thing to the wrong people. Rent regulation is a procedure we, as a democratic nation, cannot and should not let our governments allow to make law. The free market must remain free of intervention. In order to balance the demand/supply equilibrium – we must let do. As minimalists we must learn to trust, and respect, the invisible hand.

Imagine a time when “made in the USA” was a common label on everyday merchandise; this was a time when Korea, Hong Kong, and China were industrial obscurities.  Long, long ago 70% of the world’s steel was American produced, and computer tech calls were not transferred to India.  Hard to imagine, but before the progressive era, America was not just an industrialized country, but an industrial country.  Why then, if America was so far ahead, does Japan produce our children’s video games and Taiwan their McDonald’s distributed choking hazards?  The answer can be found in any one of Nike’s sweatshops.  The difference between post-progressive America and any of the countries Nike operates in today is simple; these countries do not mandate minimum wage, labor union legislation, laws that prevent children from adding their income to the income of their families, overtime, eight hour work days, etc. etc.   

On a global level what is being demonstrated is the same force that has driven the American company to dominant efficiency, and then to oversea factories:  competition.  A product must command a nitch (a unique attribute to compete) in its market.  The same can be said for any store or service.  Customers and the money they carry goes to whomever can fulfill their needs best, be it through cheaper prices, a Mom & Pop familiarity, or a more attractive color scheme.  Assuming jobs and money entering the domestic economy is the goal of more than one country/city, a market develops in which the nitch cities and countries must possess in order to woo investment most often becomes incentive programs through legislation.  Since most companies strive to make profit, the incentives take the form of either tax deductions, or an absence of legislation that might limit profit.

Since most often the laws that restrain profit the most are made with altruistic intentions in order to protect some entity, any responsible lawmaker must make the Machiavellian choice:  do the means justify the ends.  On one hand, jobs and income, for example, flowing into an underdeveloped country might allow for purified water in rural villages where infants are dieing of dysentery.  Most everyone can agree that lowering infant mortality rates benefits a country in many ways, and is a good end.  These jobs which allow a positive cash flow into the country however require the population to struggle under varying conditions (in this case things like child labor and 10 hour work days) for either long enough for enough capital to enter the economy that the populous can supply their own markets, or the country can make legislative concessions in which it is cheaper for the company to abide by the regulations than to move its factories.  One must keep in mind that because many countries are willing to compete for foreign investments such as these that, short of unethical coercion, the factories will just relocate to maximize their profit.

The legislation used to lure businesses does not just consist of workers rights laws on an international scene, either.  The competition for businesses stands as a domestic hurtle for any city wishing for prosperity.  A city that wishes to successfully grow needs jobs to support its population.  Competition of legislation is why businessmen all over the US still incorporate in the two states that allow anonymous L.L.C.’s.  As a further case study we can look to dot com companies that instead of setting up in Silicon Valley, they set up in other cities around the country, and because they forsook the think tanks and resources of Silicon Valley, they have been amply compensated by very favorable legislation, and now supply a large portion of jobs for the community, creating a symbiotic relationship.  Years after the huge dot com crash, many still thrive because the community they housed in kept them alive in its own self interest.

Darwin explained competition between the species, but in a world rampant with globalization and ripe with righteous progressives jumping to bring “fair conditions” to places they do not live in, justice is not as simple as minimum wages and personal L.L.C responsibility.  Legislation must be examined not only for the conditions it solves, but for the solution it limits.  When legislation is enacted in today’s globalized community, be it national or local legislation, it must be kept in mind that it is not isolated, but rather is competing against all the other similar legislation in other areas.  In the free market, a company is as free to take its business where the conditions are best as the consumer is, making a competition of legislation.

For going on a year now we have been bombarded by articles whose titles play off the obvious double entendre latent in the idea of President Obama’s stimulus package.  People both supporting and attacking the bill have made use of the easy jest, whether saying we are over stimulating (a grievous error, so I’m told), under stimulating or have it just right.  See, even I cannot resist the temptation of an easy laugh in such bleak economic times. 

Yet the articles, no matter which standpoint they take, all have something in common.  Indeed, they share this with the stimulus bill itself.  That is the language they use, and no I’m not talking about English.  What I’m talking about is a language different than say French or Spanish, yet one many people still go to school to learn.  That language, of course, would be economics, an academic dialect filled with all sorts of new terms and ideas created for a modern age.  Yet it seems a bit disturbing that this is the only lens all these writers and analysts are looking at this problem through.  Though the language which has allowed us to understand and communicate about economics has opened up many possibilities for governments in the modern era, we have to remember, economics is just one perspective on the puzzle of the human experience.

Now at this point you’re probably thinking “…ya?  So what?  It’s an economic crisis, so it makes sense that we’d look to economics for the solution,” and you’d be right.  There is nothing illogical about that train of thought.  Only that it’s not necessarily an economic problem.

A pretty bold statement.  Allow me to explain.  As the President Obama administration has claimed so many times, economists both on the right and left have come out and said that they only saw two choices:  to stimulate the economy in a large and swift manner or let the system burn.  What is redistributing a ton of money in the economy going to do, though?  It’s a closed system.  President Obama’s plan isn’t going to create any new wealth (though they may very well create new money).  It’s not like it will bring in new natural resources from some other country, gain new land for the United States or mine a bunch of gold, as we did near the end of the Great Depression.  When the stimulus package claims its going to create new jobs or fund new programs, the money is effectively coming from us, the citizen. 

Well maybe they are bringing in some money as China and the Middle East buy up obscene amounts of our national debt, controlling more and more of our economy. It could be argued that this makes a fundamental difference, as it is no longer a closed system, but this alternative may in fact be worse.  The notion that national debt doesn’t work like household debt was predicated on the assumption that we owe it to ourselves.  If foreign interests own the debt, that no longer works, not to mention all the problems that brings up with national security.  The reality is that we do still have to pay the debt back (even if it’s not for ten years), and so the money will leave the system just as it came in.  American individuals and corporations will still have to bite the bullet.  We very likely are just trading a bursting bubble for a time bomb.  Regardless of from whence the money is gathered, though, the purpose of the plan is the same.

The intended purpose, and the reason it’s called a stimulus package, is because the goal is to jump start the economy.  See, we’re realizing the problem isn’t that no one has disposable income; it’s that those who have it aren’t spending it.  Sure there is a large section of society that doesn’t have disposable income but lives month to month, or worse yet, on credit, and now that there is little credit available and jobs are being lost, these people are hurting.  Yet what is happening is that other people who aren’t hurting are afraid they will be soon, and so they stop going out and buying little gizmos, stop eating out, stop fueling our consumer driven economy.  When that happens, all the people who make their month to month living by being waiters and waitresses, by working at the gizmo manufacturing plant, etc., get laid off.  They then quit spending, laying more people off, but also, since many of them owed car payments, house payments, etc., and they stop servicing their debts.  So then the system starts to collapse, as the people who owned their debts have just lost their income as well.  This creates a panic and triggers some evolutionary process in us that when we were cave men allowed us to horde food for a particularly tough winter.  Unfortunately, we’re not self sustained, subsistence farmers.  Most of us live off of trade (or some job that facilitates it) or the service industries, and so as the flow of goods slows down, many of us find ourselves out of a job.  Ironically, this hording instinct which is now prolonging the process seems to be the same thing that started the whole mess (i.e. greed), but that’s a whole different article.

The point of the stimulus package, then, is to take money from those who have disposable income (or at least take money from those willing to buy t-notes, mainly foreign interests (since President Obama doesn’t seem to be raising taxes) and forcibly spend it.  You create jobs for all those people at the base of the system so that you stabilize system’s foundation once more.  When they have income coming in again, they can pay their debts, and spend it in ways that will create or save more jobs, etc.

Basically, when they say stimulus, what they’re trying to stimulate (dirty jokes aside) is people’s tendency to spend money.  All these people who have discretionary income but are now afraid to use it need a jump start to get them back out there and spending money again, because the American system, for better or worse, is supported by momentum:  a stagnant American system is a dead American system.

Yet pocket books aren’t sentient beings.  There are people behind these discretionary incomes.  What we’re really trying to stimulate is these people’s confidence, which last time I checked, wasn’t a part of any mathematical formula.  Though it can perhaps be represented statistically, it doesn’t fit into any calculus based model of economics I’ve seen.  Thus the problem isn’t an economic one, it’s a motivational one. 

That’s not to say economics can’t fix it.  Behavioral economists don’t deal with calculus models in a vacuum, but deal with the intersection of economic systems, like how to use money as a motivator.  Yet they’re still only talking about money, as if that is the only motivator in the human psyche.  The ways they relate to people, to motivation, to confidence are through dollar signs, largely because the words that compose their language are all dollar sign concepts.  After all, things like honor or patriotism are much harder to quantify and put into an economic model, so economists generally don’t worry about these things.  Is it really surprising, then, that after consulting a number of economists, President Obama has decided on a solution that attacks the problem from only an economic angle? 

Maybe that angle is necessary.  Maybe there is a minority of wealthy members of society who speak economics as well, and so to inspire confidence in groups like Wall Street, we need to speak their language.  Let’s not lose sight of the goal, though.  The purpose is to inspire the confidence and imaginations of America, and let’s face it, most of America still speaks English.  At least for another year or two.  Well, whatever language the average person speaks now, it’s not economics.  If given the option, why not open another front of attack?

If President Obama brought half of the skill that he ran his campaign with to bear in the attempt to inspire us to go out and spend money we would be in a very different economic situation right now.  Why have we not seen commercials, or a publicity campaign of some kind, with President Obama calling on Americans to do their patriotic duty by going out to eat X amounts of time this week?  Why have we not had a number of CEO’s paraded in front of us saying, “My name is So and So.  I’m the CEO of the fortune 500 company Such and Such.  In such hard economic times it’s important that we all do our part as Americans and continue to spend money in the American economy.  That’s why I’ve vowed to do my patriotic duty by spending X% of my disposable income this year.  I challenge you as citizens of this wonderful country that has done so much for us to do your part by matching my pledge.  Only with everyone doing their part can we return our great nation to the prosperity it deserves.”?

The most obvious reason is that people don’t think that any prominent CEOs would agree to this, even if President Obama called on them personally, and led the way.  They say he would be hard pressed to find substantial members of the upper class to take up his call.  It’s easier to bail out half of the major American companies and sell several trillion dollars in debt to the Chinese.

Are you serious!?  First of all, no one said being President was an easy job.  Some jobs, despite their difficulty, though, are worth doing.  Convincing these leading men and women to part with their money would be a challenge, but by now we’ve nationalized half of their companies anyway.  Is President not the same position that Teddy Roosevelt held when he negotiated the end of the coal strike between John Mitchell and J.P. Morgan?  People act like a return to economic good times is against these people’s rational self interests.

Even if it was, it is an easy problem for a president to solve.  With the carrots of tax incentives, a pocket veto on any salary cap legislation for CEOs and bailouts, he could make a pretty convincing argument, and that’s just with carrots.  He also carries the big stocks sticks of pushing for salary caps in a political climate rife for retribution against corporate greed and the ability to prosecute some of the more shady dealings that went on during the boom that a blind eye has been turned to.  It really does not seem like such an impossible sell.  Even if President Obama was to get up on his own, without the support of the socially conscious economic elite (which there are many more of than one might think), and vow to spend money in ways to help the problem, calling on his fellow Americans to follow him, it would make a difference.

Throughout the campaign, President Obama was heralded as the charismatic leader the US had been missing.  He has made great strides towards leading in a more democratic fashion than his predecessor, holding virtual town halls, unveiling his mortgage program from the gym of a public school in Phoenix rather than D.C., and going on late night television.  This is the guy who was elected the first black president almost purely on his ability to inspire us to believe in his messages of hope, change and a better tomorrow.  He surely wasn’t elected for his war experience, or his anything experience, for that matter.  No one can convince me that pulling that off would be so much harder than what I’m proposing.

So why then, when our nation needs it the most, has the man with enough vision to help pioneer the online campaign decided that the only way to stimulate our will to spend is through dispersing dollars?  It’s only a wee bit ironic that to deal with American’s abuse of credit cards the federal government is borrowing tons of money from China and the Middle East.  Do what you were elected for, Mr. President!  Inspire us!

Yet instead the federal government is just throwing other people’s money at the problem, which must work, because every time there is a problem, regardless of the administration in power, that seems to be the federal government’s response.  It makes one wonder what they’re actually trying to achieve.  We’re all in this together.  Communication is important between partners.  I’m just saying that a little face-to-face interaction would stimulate some of us a lot more than the current package.

Located in Guangdong Province in southern China, Shenzhen is a sub-provincial city, bordering the Pearl River Delta and Hong Kong to the south and Dongguan and Huizhou to the north. Due to its strategic location, Shenzhen provides great potentials for economic growth and is considered the economic capital of the country.

Sometimes, Shenzhen is referred to as the backyard of Hong Kong, since it is within close proximity to Hong Kong and hence allows for a convenient day trip from Shenzhen to Hong Kong or vice versa. Shenzhen boasts of a long history of more than 1500 years. Once a small, typical fishing village known as Baoan County, the destination got its present name in 1979 when Deng Xiaoping, the then Communist Party Chairman, gave the location the designation of Special Economic Zone.

Today, Shenzhen is a blend of traditional Chinese culture and modernity and enjoys all the benefits and comforts of an international city, with superb attractions, state of the art road and transportation system, and high quality as well as advanced information system.

Administered by the Guangdong Provincial Government, Shenzhen is divided into six zones, such as, Luohu, Futian, Nanshan, Yantian, Bao’an and Longgang, among which first four are located in the Special Economic Zone (SEZ.) Luohu is in the eastern section of the Special Economic Zone, and is considered the financial and trade center of the city.

Located at the heart of SEZ, Futian serves as the destination’s center of administration, culture, and commerce. Nanshan is regarded as the learning as well as western logistics of Shenzhen and is in the western part of the Special Economic Zone. Situated to the east of SEZ, Yantian is much famed as the center of tourism.

Neighboring Dapeng Bay and Daya Bay, Longgang district is popular as the center for hi-tech export processing and logistics distribution. When comes to Bao’an, it occupies an area of about 715 square kilometers and serves as a base for modern agriculture. In addition, Shenzhen is also a provincial city under the control of the Central Government.

Al though, the city doesn’t has as many historical attractions that other destinations in China have, Shenzhen has created great other attractions in order to entertain and educate visitors touring here. For instance, a visit to the China Folk Cultural Village would be a great way to get a clear idea on different types of folk cultures of the country.

Sprawling over an area of about 500 acres, the China Folk Cultural Village consists of more than 20 unique cottages, each of them representing the distinctive architecture of various ethnic groups. The Village also hosts a number of interesting festivals including the Water-Splashing Festival, the Torch Festival – a traditional event of the Yi ethnic group, and Knife Bar Festival – celebrated by the Lisu ethnic group. In addition, people touring here can also take part in folk dances and shop handicraft items.

Situated in Shenzhen’s Oversea Chinese Town, Splendid China is another prominent attraction in the destination. Also known as Shenzhen Miniature Kingdom, Splendid China is one of the largest miniature scenery parks in the world, with replicas of almost all landmarks in the country, such as the Terra Cotta Warriors and Horses in Xian, the Great Wall, the Forbidden City, the Old Summer Palace, Ancient Observatory of Beijing, Potala Palace, the Mogao Caves of Dunhuang, Mount Huangshan, the Li River, and much more.

This scenic miniature park is managed by the China Travel Services, and is divided into two sections such as a Scenic Spot Area and a Comprehensive Area. It is estimated that there are more than 50,000 ceramic figures in the park.

Attractions in Shenzhen also include the Window of the World, a replica park situated in the western region of the city. The focal point of the park is the flamboyant replicas of the world’s wonderful as well as scenic sites such as the Eiffel Tower, the Tower of London, Roman Colosseum, the Pyramids, Niagara Falls and the Grand Canyon, Manhattan, and Mahamuni Pagoda of Rangoon. In short, when you leave the park after seeing these replicas, you feel as if you have toured the world in a day.

Other not to miss attractions in the city include Shenzhen Museum, Shenzhen Grand Theater, He Xiangning Art Gallery, and Guan Shanyue Art Gallery. Additionally, Shenzhen is a shoppers’ paradise with such options as Louhu Commercial City, Dongmen Laojie or the Old Street, and Huaqiang Bei Rd. Above all, Shenzhen provides tourists visiting the destination with superb accommodation as well as dining options.

On-the-job training has its roots in the Middle Ages. Apprenticeship, it was called then, and it generally was for the young.

The new variation, now called an internship, is not the painstaking, multiyear experience it once was, but it still offers the same advantages: a chance for a worker to gain knowledge at little or no cost to the employer.

In boom times, companies with too much work for existing employees — yet not enough work to justify another hire — may have turned to temporary workers. But with the economy still in the doldrums, companies again are opting for unpaid or low-paid internships to get the extra work done.

It is a brilliant, recession-proof way to double your work force, said Drew McLellan, whose McLellan Marketing Group in Des Moines has long hired unpaid interns. “It’s more money to the bottom line for you.”

While there are no definitive numbers on how many internships exist or how many companies offer them, most are probably at smaller companies and nonprofit groups rather than large public companies, according to Internships.com, a placement service with some 13,000 listings. C. Mason Gates, the president and founder of Internships.com, said that with economic uncertainty, smaller businesses would continue to view interns as a source of growth, talent development and project-based work.

Internships have never been out of vogue, but the competition for positions is heating up, which is good news if you run a company needing economical, entry-level workers.

“The importance of an internship has changed from what parents experienced,” said Steve Rodems, senior partner at Fast Track Internships, which charges $799 to help an intern find an unpaid job. “It’s no longer a nice-to-have addition to you résumé. Upon graduation, more and more companies are looking for graduates who also have some real-world internship experience.”

One employer who recently hired an intern was Suzan French, who, after four years as an independent public relations consultant in Allentown, Pa., needed help but was not prepared to bring on a full-time employee. In May, she hired Kate Mackes, 21, a finance major at nearby Lehigh University. Ms. Mackes runs clients’ social media projects while Ms. French offers old-school instruction in the public relations business.

“Kate was raised on it and is active in it, and that is something I’m still learning,” Ms. French said. “She is able to come in and use social media for the betterment of a client, and I’ve been able to teach her some of the more traditional P.R. and marketing practices that you don’t learn in the classroom.”

Internships run the gamut from marketing and finance to geology, fashion, architecture and entertainment. While some are part of university programs and carry academic credit, others are less formal with nothing changing hands except an occasional lunch.

And internships are no longer just the province of college students. More unemployed professionals are seeking them — whether to test-drive a new career or simply to keep themselves occupied, according to internship placement services. Mr. Rodems, of Fast Track Internships, said 10 percent of his clients were college graduates changing professions, compared with just 1 percent in 2008. And, he said, internships are increasingly running throughout the year, not just in the summer.

Michael Sabatino, 38, an equity analyst at Smith Barney in New York until he was laid off in 2008, is one of those professionals who sought an internship.

He said that, after caring for his newborn daughter for a year, he approached a small fee-only wealth management firm in New Jersey for a full-time position. None were open, so Mr. Sabatino offered his services free to learn the business.

He ended up earning $10 an hour — far less than his family’s living expenses — and had no job offer at the end of his five-month stint. But he described the position as a turning point, in part, because it exposed him to the daily challenges of running a small business and demonstrated to potential employers his passion for serving clients and developing his technical expertise.

การเคลื่อนไหวอันน่าประหลาดใจของดูไบ เกี่ยวกับการปรับโครงสร้างบริษัทที่เป็นดั่งเพชรเม็ดงาม พร้อมประกาศขยายเวลาชำระหนี้ของบริษัทดูไบ เวิลด์ สร้างความตื่นตะลึงแก่ผู้คนในแวดวงธนาคารและผู้บริหารในดูไบ ซึ่งดูเหมือนเพิ่งหายจากอาการอกสั่นขวัญแขวน สืบเนื่องจากวิกฤติการเงินโลก

คำประกาศนี้ ได้ทำให้บรรยากาศในดูไบสะดุดลง หลังจากช่วงไม่กี่เดือนที่ผ่านมา มีเครื่องชี้หลายประการว่า ปัจจัยพื้นฐานทางเศรษฐกิจกำลังฟื้นตัวอย่างช้าๆ โดยได้แรงหนุนจากราคาน้ำมันที่ปรับตัวขึ้นอีกครั้ง จากภาวะตกต่ำเมื่อปลายปี 2552 แม้ดูไบไม่ได้ผลิตน้ำมันในปริมาณมากนัก แต่รายได้จากการขายน้ำมันก็หล่อเลี้ยงนครรัฐแห่งนี้

ตลอดเวลาที่ผ่านมา ดูไบเป็นศูนย์กลางของความเฟื่องฟูอันน่าละลานตาในอ่าวเปอร์เซีย โดยเฉพาะช่วงฤดูร้อนปี 2551 เมื่อราคาน้ำมันดิบในตลาดโลกทะยานแตะระดับ 140 ดอลลาร์ต่อบาร์เรล ส่งผลต่อเนื่องให้มีการลงทุนเกี่ยวเนื่องกับน้ำมัน และการใช้จ่ายอย่างเพลิดเพลิน

ในช่วงที่ดูไบเรียกทั้งเสียงวิจารณ์และชื่นชมครั้งใหญ่ เมื่อเปิดตัวโรงแรมมูลค่า 20 ล้านดอลลาร์ (660 ล้านบาท) บนเกาะรูปต้นปาล์มที่รังสรรค์โดยฝีมือมนุษย์เมื่อปลายปี 2551 นั้น วิกฤตการเงินโลกก็เริ่มส่งผลกระทบมาถึงดูไบ ทำให้ราคาอสังหาริมทรัพย์เริ่มดิ่งลง ความวุ่นวายที่ตามมาอยู่ในรูปของการที่บริษัทพัฒนาอสังหาริมทรัพย์ของรัฐบาลและเอกชน พากันชะลอ หรือยกเลิกโครงการ ลดคนงาน และหยุดชำระค่าใช้จ่ายต่างๆ

เมื่อไม่มีแหล่งรายได้จากน้ำมันเข้ามามากนัก ดูไบจึงต้องพึ่งพาตลาดตราสารหนี้ เพื่อระดมทุนไปใช้จ่ายในโครงการสาธารณูปโภคขนาดใหญ่ และชำระหนี้ที่กู้ยืมมาก่อนหน้านี้ อันเป็นเงินก้อนที่นำไปอุดหนุนการเติบโตจนพุ่งลิ่วในช่วงไม่กี่ปีที่ผ่านมา สแตนดาร์ด แอนด์ พัวร์ ประเมินว่าดูไบและบริษัทของรัฐบาลมีหนี้ที่ต้องชำระในช่วง 3 ปีหน้า เกือบ 5 หมื่นล้านดอลลาร์

อย่างไรก็ตาม ที่ผ่านมา รัฐบาลสามารถชำระหนี้ระหว่างประเทศได้ครบจำนวนตามกำหนด พร้อมยื่นมือเข้าช่วยเหลือทางการเงินสำหรับบริษัทของรัฐบางแห่ง

แต่กระนั้น บริษัทพัฒนาอสังหาริมทรัพย์หลายแห่งที่เป็นของรัฐ ยังค้างชำระผู้รับเหมาระหว่างประเทศเป็นเงินก้อนใหญ่ โฆษกสมาคมที่ปรึกษาและวิศวกรรมในกรุงลอนดอนเผยว่าบริษัทดูไบยังค้างชำระเงินถึง 200 ล้านปอนด์ (1.1 หมื่นล้านบาท) เฉพาะกับผู้รับเหมาะอังกฤษชาติเดียว ซึ่งตัวเลขนี้นับว่าลดลงแล้วจาก 400 ล้านดอลลาร์ เมื่อตอนต้นปี

นักวิเคราะห์ส่วนใหญ่ และแม้แต่ผู้บริหารในธุรกิจอสังหาริมทรัพย์ คาดว่าตลาดอสังหาริมทรัพย์จะใช้เวลาหลายปีกว่าจะฟื้นตัวกลับมาสู่ระดับของเมื่อปี 2551 เพราะซัพพลายที่ยังเหลือค้างอยู่ตั้งแต่ช่วงเฟื่องฟู

บริษัทที่ปรึกษาอสังหาริมทรัพย์ คอลลิเออร์ อินเตอร์เนชันแนล ชี้ว่าแม้มีการชะลอหรือยกเลิกโครงการไปหลายร้อยในปีนี้ แต่ก็คาดว่าการก่อสร้างใหม่ๆ จะทำให้พื้นที่อาคารสำนักงานของดูไบเพิ่มขึ้น 2 เท่าภายในปี 2554 ขณะที่การศึกษาพบว่าอัตราการครอบครองอาคารสำนักงานในตึกที่สร้างเสร็จเมื่อเร็วๆ นี้ อยู่ที่ระดับเพียง 41% พร้อมประเมินว่าเมื่อช่วงปลายไตรมาสที่ 3 ราคาพื้นที่สำนักงานและที่อยู่อาศัยลดลง 58% และ 43% ตามลำดับ

นอกจากนั้น การเปลี่ยนแปลงตัวบุคคลก็อาจเป็นปัจจัยหนึ่ง ที่ทำให้เรื่องยุ่งเหยิงเข้าไปอีก เพราะชีคโมฮัมเหม็ด เจ้าผู้ครองนครดูไบ ได้ปรับเปลี่ยนทีมเศรษฐกิจ โดยดูเหมือนได้มีการกันผู้บริหาร 3 คนที่เป็นตัวตั้งตัวตีในโครงการขนาดใหญ่ต่างๆ ออกไป จากนั้นก็ปลดผู้บริหารดาวรุ่งที่เพิ่งถูกดึงตัวเข้าไปดูแลหน่วยงานด้านการเงินของรัฐบาล

หากถามความเห็นของชาวดูไบเกี่ยวกับปัญหาที่กำลังเผชิญหลังจากเศรษฐกิจขยายตัวรวดเร็วมา 6 ปี ชาวดูไบบางคนกลับไม่รู้สึกประหลาดใจ อย่างนักธุรกิจในอุตสาหกรรมสิ่งทอรายหนึ่งที่กล่าวว่าแม้รัฐบาลไม่ปริปากเรื่องนี้และผู้คนก็ไม่ได้พูดถึง แต่ข่าวเกี่ยวกับปัญหาของดูไบไม่ถือเป็นเรื่องน่าประหลาดใจสำหรับคนที่นี่เลย

เพราะผู้คนวิตกเกี่ยวกับสถานการณ์มาระยะหนึ่งแล้ว พร้อมยกตัวอย่างค่าไฟฟ้าที่ปรับขึ้นมา 2 ครั้งนับจากเดือนกรกฎาคม แม้นักธุรกิจรายนี้ไม่ได้เกี่ยวข้องกับตลาดอสังหาริมทรัพย์ แต่ก็ทราบมาว่าหลายคนในธุรกิจดังกล่าวหายตัวไปในชั่วข้ามคืน โดยหากไปที่สนามบินจะพบว่ามีรถยนต์ถูกจอดทิ้งไว้มากมาย

ผู้บริหารจากอีกบริษัทหนึ่ง กล่าวว่า ดูไบก็เหมือนหลายประเทศที่ได้รับผลกระทบอย่างหนักจากวิกฤติการเงินโลก แต่ข่าวลือที่ว่ามีรถยนต์ 5,000 คันถูกจอดทิ้งไว้ที่สนามบิน ซึ่งมีที่จอดรถแค่ 1,950 คัน เป็นเรื่องไม่จริง

พลิกเบื้องหลังวิกฤติ

ดูไบ เป็นนครรัฐ 1 ใน 7 ของสหรัฐอาหรับเอมิเรตส์ (ยูเออี) ซึ่งแต่ละนครรัฐมีการปกครองโดยตระกูลของนครรัฐเอง และสมาชิกของแต่ละนครรัฐก็มีผลประโยชน์ทางธุรกิจจำนวนมหาศาล โดยดูไบปกครองโดยตระกูลอัล มัคทูม

รัฐบาลดูไบเป็นเจ้าของบริษัทที่สำคัญ 3 แห่ง ได้แก่ ดูไบ โฮลดิง ที่บริหารงานโดยโมฮัมเหม็ด อัล เจอร์กาวี ดูไบ เวิลด์ ซึ่งบริหารงานโดยสุลต่านบิน ซูลาเยม และบริษัทอินเวสต์เมนต์ คอร์ปอเรชั่น ออฟ ดูไบ (ไอซีดี) โดยเมื่อสัปดาห์ที่ผ่านมา ผู้ปกครองดูไบได้เปลี่ยนแปลงคณะกรรมการของไอซีดี ด้วยการแต่งตั้งบุตรชาย 2 คนเป็นกรรมการ และปลดนายเจอร์กาวี และนายโมฮาเหม็ด อาแลบบาร์ ประธานบริษัทอีมาร์ พรอพเพอร์ตีส์

ในส่วนของดูไบ เวิลด์ ซึ่งเป็นบริษัทด้านการลงทุนของชีคโมฮาเหม็ด ไบ ราชิด อัล มัคทูม นั้น ประกอบด้วย บริษัทดีพี เวิลด์ ซึ่งเป็นบริษัทยักษ์ใหญ่ด้านการบริหารท่าเรือ และบริษัทนาคีล ซึ่งเป็นบริษัทพัฒนาอสังหาริมทรัพย์ และเป็นเจ้าของโครงการชื่อดังซึ่งเป็นคฤหาสน์หรูบนหมู่เกาะ ซึ่งสร้างขึ้นเป็นรูปต้นปาล์ม

สำหรับดูไบ โฮลดิง นั้น รวมถึงบริษัทพัฒนาอสังหาริมทรัพย์ซามา ดูไบ ดูไบ พรอพเพอร์ตีส์ และทัตเวียร์ ซึ่งกำลังจะถูกรวมเข้ากับบริษัทอีมาร์ของนายอาแลบบาร์โดยเป็นส่วนหนึ่งของไอซีดี

หนี้ส่วนใหญ่ของดูไบซึ่งได้รับผลกระทบจากวิกฤติการเงินได้เพิ่มสูงขึ้นจากบริษัทดูไบ เวิลด์ โดยการประกาศของรัฐบาลดูไบมีขึ้น เนื่องจากดูไบ เวิลด์ ต้องการที่จะเลื่อนการชำระหนี้พันธบัตรซูกัก วงเงิน 3.5 พันล้านดอลลาร์ ซึ่งจะครบกำหนดไถ่ถอนในวันที่ 14 ธ.ค. และมีตราสารหนี้ในวงเงิน 3.6 พันล้านเดอร์แฮม ที่จะครบกำหนดไถ่ถอนในวันที่ 13 พ.ค. 2010 ขณะที่บริษัทลิมิทเลส ซึ่งเป็นผู้พัฒนาอสังหาริมทรัพย์ของดูไบ เวิลด์ อีกรายหนึ่ง มีหุ้นกู้ในวงเงิน 1.2 พันล้านดอลลาร์ ที่จะครบกำหนดไถ่ถอนในวันที่ 31 มี.ค. 2010

นครรัฐอาบู ดาบี ซึ่งปกครองโดยตระกูลอัล นาฮายัน ยังไม่ได้เข้าดำเนินการช่วยเหลือดูไบโดยตรง ซึ่งจะส่งผลกระทบอย่างมีนัยสำคัญทางการเมืองโดยตรงต่อความเป็นอิสระของดูไบในการดำเนินงานในฐานะสมาชิกที่สำคัญของยูเออี

ทั้งนี้ ดูไบยังคงมีความเชื่อมโยงทางการค้ากับอิหร่าน แม้มีความตึงเครียดอย่างต่อเนื่องระหว่างอิหร่านและยูเออี เกี่ยวกับความขัดแย้งด้านดินแดนและโครงการนิวเคลียร์ของอิหร่าน

ด้านธนาคารกลางของรัฐบาลกลางยูเออี ซึ่งตั้งอยู่ในอาบู ดาบี ได้ซื้อพันธบัตรที่ออกโดยรัฐบาลดูไบในช่วงต้นปีนี้เป็นมูลค่า 1 หมื่นล้านดอลลาร์ จากทั้งหมด 2 หมื่นล้านดอลลาร์ และเมื่อกลางสัปดาห์ธนาคาร 2 แห่งของอาบูดาบีได้ซื้อพันธบัตรดูไบอีก 5 พันล้านดอลลาร์

อาบู ดาบี เป็นที่ตั้งของแหล่งน้ำมันส่วนใหญ่ของยูเออี โดยยูเออี ซึ่งมีประชากรน้อยกว่า 5 ล้านคน เป็นประเทศผู้ส่งออกน้ำมันรายใหญ่อันดับ 3 ของโลก และมีกองทุนความมั่งคั่งที่ใหญ่ที่สุดในโลก ซึ่งได้แก่ สำนักงานการลงทุนแห่งอาบู ดาบี ซึ่งบริหารสินทรัพย์ราว 5-7 แสนล้านดอลลาร์

โฉมหน้าอภิมหาโครงการ

ดูไบ ขยายตัวอย่างพุ่งลิ่วในช่วงทศวรรษที่ผ่านมา เพราะได้แรงหนุนจากโครงการด้านอสังหาริมทรัพย์และการท่องเที่ยวจำนวนมาก ในบรรดาโครงการล่าสุดที่ใกล้เสร็จสิ้นรวมถึง เบิร์จ ดูไบ อาคารสูงที่สุดในโลกที่ระดับความสูงกว่า 800 เมตร มีกำหนดเปิดตัววันที่ 4 ม.ค. อาคาร 160 ชั้น ซึ่งสร้างมาตั้งแต่ปี 2547 แห่งนี้ ใช้เงินลงทุนไปประมาณ 1 พันล้านดอลลาร์ และเป็นส่วนหนึ่งของโครงการ ดาวน์ทาวน์ เบิร์จ ดูไบ มูลค่า 2 หมื่นล้านดอลลาร์ ที่ประกอบด้วย ดูไบ มอลล์ ซึ่งมีร้านค้า 1,200 ร้าน และได้รับการอ้างถึงว่าเป็นชอปปิงเซ็นเตอร์ที่ใหญ่ที่สุดในโลก

เมื่อปลายปีที่แล้ว ดูไบ ประกาศโครงการขนาดใหญ่ อย่างเมืองใหม่ จูเมราห์ การ์เดนส์ มูลค่า 9.5 หมื่นล้านดอลลาร์ และ นักฮีล ฮาร์เบอร์ แอนด์ ทาวเวอร์ ความสูง 1 กิโลเมตร ในย่านธุรกิจมูลค่า 2.8 หมื่นล้านดอลลาร์

โครงการ ปาล์ม จูเมราห์ 1 ใน 3 เกาะที่เนรมิตขึ้นมาใหม่เป็นรูปต้นปาล์ม ก่อสร้างเสร็จเรียบร้อยแล้ว และเป็นแหล่งที่ตั้งของอพาร์ตเมนต์ โรงแรม และ วิลล่าแบบหรูหรานับพันแห่ง โดยมีคนดัง อย่าง แบรด พิตต์ และ เดวิด เบ็คแฮม เข้าไปจับจองเป็นเจ้าของ

โรงแรมหรู “แอตแลนติส เดอะ ปาล์ม” บนเกาะ ปาล์ม จูเมราห์ ถือเป็นแหล่งดึงดูดนักท่องเที่ยว ด้วยจำนวนห้องพัก 1,539 ห้อง ขณะที่ เบิร์จ อัล-อาหรับ อวดอ้างตัวเองว่าเป็นโรงแรมระดับ 7 ดาว

อย่างไรก็ดี “เดอะ เวิลด์” หมู่เกาะจำลองแผนที่โลก ซึ่งประกอบด้วยเกาะเล็กเกาะน้อยจำนวน 300 เกาะ ยังห่างไกลจากคำว่าแล้วเสร็จ และแผนการสร้าง ดูไบแลนด์ สวนสนุกมูลค่า 6.4 หมื่นล้านดอลลาร์ ก็หยุดชะงัก

โปรลีดส์ บริษัทวิจัยการตลาด ประเมินว่า โครงการต่างๆ มูลค่า 5.82 แสนล้านดอลลาร์ หรือประมาณ 45% ของโครงการพัฒนาอสังหาริมทรัพย์ทั้งหมด ต้องหยุดชะงัก เนื่องจากวิกฤติเศรษฐกิจโลก แต่โครงการเก่าหลายโครงการเสร็จสมบูรณ์แล้ว และสามารถเปิดบริการได้ รวมถึง เฟสติวัล ซิตี้ ซึ่งประกอบด้วยอพาร์ตเมนต์ 20,000 หลัง อาคารสำนักงาน 50,000 แห่ง ห้องพัก 3,500 ห้อง ภัตตาคาร 100 แห่ง และศูนย์การค้า 2 แห่ง

นอกจากนี้ ดูไบยังมีจุดดึงดูดนักท่องเที่ยวอีกสองแห่ง คือ มอลล์ ออฟ เอมิเรตส์ เปิดดำเนินการเมื่อปี 2548 และ สกี ดูไบ ลานสกีในร่มขนาดใหญ่ที่สุดในโลก

“ดูไบ เวิลด์”อภิมหาโปรเจ็กต์ของดูไบประกาศขอเลื่อนการชำระหนี้หุ้นกู้และพันธบัตรอิสลามกว่า3.5พันล้านดอลลาร์ไปกลางปีหน้า หลังหนี้ท่วม 5.9 หมื่นล้านดอลลาร์เพื่อปรับโครงสร้างหนี้ ด้านมูดี้ส์ปรับลดเครดิตบ.อสังหาฯ-นิคมอุตฯ-การลงทุนสู่ระดับจังก์บอนด์ ระบุนักลงทุนที่ลงทุนหุ้นกู้เริ่มวิตกมีความเสี่ยง เหตุยังไม่มีการเปิดเผยการชำระหนี้ 9พันล้านดอลลาร์ที่ใกล้ครบกำหนด

จากกลุ่มทุนอาหรับที่ภาคภูมิใจกับคำขวัญ “พระอาทิตย์ไม่เคยตกที่ดูไบ เวิลด์” กลายเป็นอาณาจักรหนี้ท่วม 5.9 หมื่นล้านดอลลาร์ และอยู่ระหว่างเจรจาขอขยายเวลาการไถ่ถอนออกไปจากกำหนดเดิมในช่วงกลางปีหน้า

สำนักงานการคลังของรัฐบาลท้องถิ่นดูไบ รัฐสำคัญ 1 ใน 7 รัฐของสหรัฐอาหรับเอมิเรตส์ แถลงเมื่อวันที่ 26 พฤศจิกายนที่ผ่านมาว่า บริษัทดูไบ เวิลด์ กลไกการลงทุนหลักของรัฐ เตรียมเจรจากับเจ้าหนี้ เพื่อขอชะลอการชำระหนี้หุ้นกู้และพันธบัตรอิสลามออกไปก่อน อย่างน้อยถึงวันที่ 30 พฤษภาคมปีหน้า ซึ่งในจำนวนนั้นรวมถึงหนี้ในรูปพันธบัตรอิสลาม 3.52 พันล้านดอลลาร์ ออกโดยนาคีล บริษัทพัฒนาอสังหาริมทรัพย์ในเครือ ซึ่งมีกำหนดไถ่ถอนตั้งแต่ 14 ธันวาคม 2552

ดูไบ เวิลด์ เป็น 1 ใน 3 กลไกการลงทุนสำคัญของรัฐ ทำงานคู่ขนานดูไบ โฮลดิ้ง และบรรษัทเพื่อการลงทุนแห่งดูไบ (Investment Corporation of Dubai) นอกเหนือจากมีบริษัทลูกในธุรกิจอสังหาริมทรัพย์แล้ว บริษัทลูกอื่น ๆ ได้แก่ดีพี เวิลด์ และอิสติธมาร์ บรรษัทเงินทุน ที่มีการลงทุนในบริษัทต่าง ๆ ในสาขาบริการการเงิน สินค้าอุปโภคบริโภค จนถึงภาคอุตสาหกรรม และอสังหาริมทรัพย์

การขอขยายเวลาการชำระหนี้ เป็นก้าวแรกที่จะนำไปสู่การปรับโครงสร้างธุรกิจในดูไบ เวิลด์ ทั้งนี้ กลไกการลงทุนของรัฐดูไบเคยชี้แจงเมื่อเดือนตุลาคมที่ผ่านมาว่า การปรับโครงสร้างธุรกิจของกลุ่มใกล้จะแล้วเสร็จสมบูรณ์ ซึ่งจะช่วยประหยัดต้นทุนการดำเนินงานได้มากถึง 800 ล้านดอลลาร์ ในอีก 3 ปีข้างหน้า และนำไปสู่การปรับลดกำลังคนที่มีอยู่ทั่วโลก 15% เหลือประมาณ 70,000 คน

แรงกระเพื่อมของการตัดสินใจขอขยายเวลาการชำระหนี้ โดยนอกเหนือผลกระทบต่อตลาดหุ้น และตลาดการเงินในประเทศ สถาบันจัดอันดับระหว่างประเทศอย่างน้อย 2 แห่ง ได้แก่มูดีส์ อินเวสเตอร์ เซอร์วิส และสแตนดาร์ด แอนด์ พัวร์ ได้ตัดสินใจปรับลดเรตติ้งความน่าเชื่อถือทางการเงินของบริษัทต่าง ๆ ที่มีสายสัมพันธ์ทางธุรกิจเกี่ยวข้องกับรัฐดูไบหลายราย

ในส่วนของมูดีส์ฯได้ปรับลดบริษัทอีมาร์ พร้อพเพอร์ตีส์ บริษัทพัฒนาอสังหาริมทรัพย์ที่ใหญ่ที่สุดของสหรัฐอาหรับเอมิเรตส์ บริษัทเจเบล อาลี ฟรี โซน ผู้ดำเนินธุรกิจนิคมอุตสาหกรรม บริษัทดีไอเอฟซี อินเวสต์เมนต์ และบริษัทดูไบ โฮลดิง คอมเมอร์เชียล โอเปอเรชั่น กรุ๊ป ลงสู่ระดับต่ำกว่า “น่าลงทุน” หรือที่เรียกกันว่าระดับของพันธบัตรขยะ (Junk bond) แต่ดีพี เวิลด์ ผู้ให้บริการท่าเรือรายใหญ่ที่สุดในตะวันออกกลาง บริษัทลูกของดูไบ เวิลด์ การประปา และการไฟฟ้าดูไบ ถูกปรับลดอันดับความน่าเชื่อถือลงเช่นกัน โดยมาอยู่ที่ระดับ Baa2 แต่สูงกว่าระดับพันธบัตรขยะ 2 ขั้น

สำหรับนักลงทุนที่มีความเสี่ยงผูกพันอยู่กับดูไบ เวิลด์ เริ่มวิตกกังวลมากขึ้น เนื่องจากทางการดูไบไม่ได้เปิดเผยว่าจะชำระหนี้มากกว่า 9 พันล้านดอลลาร์ ที่กำลังจะครบกำหนดไถ่ถอนในอีก 4 ปีนี้อย่างไร ประกอบกับเมื่อวันที่ 25 พฤศจิกายนที่ผ่านมา ดูไบ เวิลด์ ได้กู้ยืมเงินจากธนาคารของรัฐบาลอาบู ดาบี เป็นจำนวนเงิน 5 พันล้านดอลลาร์ ซึ่งเป็นครึ่งหนึ่งของวงเงิน 1 หมื่นล้านดอลลาร์ ที่ชี้ค โมฮัมเหม็ด บิน ราชิด อัล มัคตูม ผู้ครองนครรัฐดูไบ วางแผนระดมทุนภายในสิ้นปีนี้

ทั้งนี้ จากข้อมูลที่รวบรวมโดยดอยช์แบงก์ พบว่าดูไบมีหนี้ที่จะครบกำหนดไถ่ถอน 4.3 พันล้านดอลลาร์ และอีก 4.9 พันล้านดอลลาร์ จะครบกำหนดไถ่ถอนในไตรมาสแรกของปี 2553 ซึ่งเป็นทั้งหนี้ที่เกิดจากการออกพันธบัตรรัฐบาลและหุ้นกู้ของบริษัทเอกชน ขณะที่คณะกรรมการการคลังดูไบได้ว่าจ้างดีลอยต์เป็นผู้รับผิดชอบการปรับโครงสร้างหนี้ให้กับดูไบ เวิลด์

ทางด้านชีคอาห์เหม็ด บิน ซาเอ็ด อัล-มัคทูม ประธานคณะกรรมาธิการการเงินสูงสุดของดูไบ ซึ่งเป็นหนึ่งในเจ็ดรัฐของสหรัฐอาหรับเอมิเรตส์ ออกมาแถลงปกป้องข้อเสนอพักชำระหนี้ของรัฐบาลดูไบ สำหรับกลุ่มบริษัท “ดูไบ เวิร์ลด์” ซึ่งเป็นของรัฐบาล

Among the many casualties of the economic crisis in Estonia are those who work in the building trades. The absence of new Estonian building construction means that these tradespeople have no work. Many of them have therefore crossed the Gulf of Finland in search of employment.

Helsingin Sanomat, Helsinki’s largest daily newspaper, has launched an occasional series on the adverse consequences stemming from the influx of Estonian construction workers to Finland. It seems there are two main problems, both stemming from the existence of unscrupulous construction contractors which, it seems, are most likely to employ expat Estonian workers.

First, many of these contractors have been found to cut corners, avoid tax payments, violate building codes, and generally perform shoddy work. Second, Estonians employed by these contractors don’t always get paid. Intriguingly, some of these unscrupulous contractors are owned by Finns, while others are owned by Estonians. But in both cases their victims are the owners and tenants of improperly constructed buildings — and Estonians with empty pay packets.

For over four years, the design to use wave driven upwelling pumps to pull nutrient rich water from the depths to the surface has been spear headed by Phill Kithill, a Native New Mexican inventor. The idea is simple; use the kinetic energy of waves to pull up deep nutrient rich water to the surface allowing phytoplankton to blooms, which in turn provide food for fish and sequester CO₂.

These pumps would operate offshore helping to amplify natural blooms and create algae blooms in dead zones or areas of water with no life in the photosynthetic zone. These pumps do not only sequester carbon and create food, but they create jobs in the countries that choose to produce them and possible carbon credits in the future for those countries or companies.

 Do the pumps work though?

 Karl and Letelier, 2008 research and others support the hypothesis that controlled upwelling can in fact lead to phytoplankton blooms. Through photosynthesis, phytoplankton absorb CO₂ and release O₂. Once they are eaten or die and sink to the bottom of the ocean, that CO₂ is sequestered or stored. The key factors determining CO₂ ocean sequestration by N₂- fixation or photosynthesis depend among other things on extra residual Phosphate found at higher concentrations in deep water or up welled water (Karl and Letelier, 2008). If wave driven pumps can be made to bring up Iron (Fe) and Phosphorus (P) to the photosynthetic zones, algae booms or diazotroph blooms will be triggered allowing for CO₂ sequestration and food production (Karl and Letelier, 2008).

Preliminary tests off the coasts of Hawaii and the pacific coast of Mexico show that not only are the pumps feasible, they are functional. In the Hawaiian two-week test, increased fish presence around the pumps was noted as well as the presence of a whale shark (Kithil, 2009). Why do we need upwelling pumps?

These upwelling pumps may not only increase productivity but also help stop the spread of dead zones. Due to climate change models, it has been found that increased atmospheric temperatures have created a greater stratification of natural upwelling cycles (Polovina et al. 2008). Polovina et al. 2008 data has also been consistent with previous data that supports increased vertical stratification, limiting natural upwelling cycles of oceans since the 1950’s which remains consistent with output models on global warming. Low surface chlorophyll areas in the Pacific and Atlantic oceans have expanded by 6.6 million km² or by about 15% from 1998 through 2006 (Polovina et al. 2008). The North Atlantic with the smallest oligotrophic gyre (less than 0.07 mg chl/m³) is expanding most rapidly at around 4.3%/year (Polovina et al. 2008). These pumps would help amplify natural blooms and limit vertical stratification perhaps reversing the studied trend of increasing dead zones. This is of course in conjunction with increased food sources and sequestered carbon which remain the main goals and purpose of these natural pumps.
