Os procedimentos que devem ser adotados para fiscalizar alimentos para ruminantes (ovinos, caprinos e bovinos, por exemplo) em estabelecimentos de criação foram publicados na sexta-feira (9) no Diário Oficial da União (DOU), por meio da Instrução Normativa Nº 41.

A IN também trata da destinação de ruminantes que tiveram acesso a alimentos compostos por subprodutos de origem animal que são proibidos na sua alimentação. O controle da alimentação desses animais integra a política de prevenção da Encefalopatia Espongiforme Bovina (EEB).

Com a norma, as autoridades de defesa sanitária animal brasileiras estão orientadas a fazer a coleta e o envio das amostras de alimentos para ruminantes aos laboratórios da Rede Nacional de Laboratórios Agropecuários, para realizar o teste de detecção de subproduto de origem animal.

Durante a fiscalização, os ruminantes passíveis de acesso ao alimento contaminado são identificados individualmente e listados em formulário específico, que também consta na IN 41.

Se confirmada presença de ingredientes proibidos no alimento, esses ruminantes devem ser abatidos em até 30 dias após o recebimento do resultado laboratorial pelo proprietário pelo serviço veterinário oficial na propriedade.

Esses procedimentos não serão aplicados na coleta de rações comerciais para ruminantes e que estejam devidamente embaladas e registradas no Ministério da Agricultura, Pecuária e Abastecimento (Mapa), e prontas para uso, encontradas nesses estabelecimentos de criação sujeitos à fiscalização.

Vietin maanantain ja tiistain (28.-29.9.) Brysselissä European Environmental Bureaun (EEB) ja Spring Alliancen seminaarissa sekä EEB:n vuosikokouksessa. Suomen luonnonsuojeluliitto on EEB:n jäsenjärjestö ja allekirjoittanut istuu tämän syksyn EEB:n hallituksessa.

Maanantain seminaarissa puheenvuoroja käyttivät mm. komission puheenjohtaja Barrosso sekä ympäristökomissaari Dimas. Vaikka paikalla oli mahdollisimman korkean tason edustus, oli sisältö sitäkin vaisumpaa. Dimas painotti sosiaalisen oikeudenmukaisuuden ja ympäristönsuojelun kulkevan käsi kädessä siinä missä Barrosso hehkutti EU:n ilmastopolitiikkaa ja ympäristön huomioivaa kasvustrategiaa.

EEB:n puheenjohtaja Mikael Karlsson tiukkasi Barrossolta sitä, kuinka pitkään EU aikoo käyttää rahaa ympäristölle haitallisen toiminnan tukemiseen sekä miten komissio aikoo edistää ekologista verouudistusta. Kaikkein kiinnostavin avaus tuli seminaarin loppuvaiheessa yleisöstä, jossa ehdotettiin perustoimeentulon rinnalle maksimitoimeentulon käyttöönottoa. Lisäksi pohdittiin väestönkasvun asettamia haastaita luonnonvarojen kulutukselle. Kuvia seminaarista on nähtävissä täällä.

Seminaarin jälkeen tapasin EU-parlamentissa Satu Hassia ja hänen avustajiaan. Keskustelimme mm. ajankohtaisista ilmasto- ja energiakysymyksistä. Illallä söin myöhäistä päivällistä vielä yhdessä Terhi Lehtosen ja Heidi Hautalan kanssa keskustellen samalla ajankohtaisista ympäristökysymyksistä, kansalaisjärjestöjen vaikuttamismahdollisuuksista ja ihmisoikeuksista.

Tiistaina ohjelma jatkui EEB:n vuosikokouksella. Rutiiniasioiden lisäksi kokouksessa piti puheenvuoron EU-parlamentin ympäristövaliokunnan tuore puheenjohtaja Jo Leinen, joka on aiemmin toiminut myös EEB:ssä. Leinen nosti esille mm. EU:n ilmastositoumukset ja rahoituksen, hiilivuotokysymyksen sekä seitsemännen ympäristöohjelman ja luonnon monimuotoisuutta koskevan strategian valmistelun.

Ruotsalainen Mikael Karsson valittiin yksimielisesti jatkokaudelle EEB:n puheenjohtajaksi. Lisäksi hyväksyttiin EEB:n toimintaohjelma, budjetti ja uudet hallituksen jäsenet seuraavalle kaksivuotiskaudelle.

Haasteet tuleville vuosille ovat tietysti valtavat. Uusi komissio nimetään loppuvuoden aikana. Kööpenhaminan ilmastokokouksen jälkeen alkaa todellinen vääntö ilmastopolitiikan käytännön toteutuksesta. EU:n asialistalla ovat tietysti myös Lissabonin strategian uusiminen, ympäristöpolitiikan päivittäminen, maatalouspolitiikka ja vuoden 2014 jälkeiset budjettineuvottelut, puhumattakaan tavoitteista luonnon monimuotoisuuden heikkenemisen pysäyttämiseksi.

Brysselissä kaikkein surkeinta ovat voileipälounaat. Muuten matka sujui erinomaisen hyvin.

ETF/CEF Discussion:    Well this is quite a data dump by RSI. The theme is certainly energy, natural resources and the foreign countries that produce energy and natural resources. There is a lot to look at here, just remember that the majority of these picks have had strong price movements since the start of this current rally. Therefore they are at the top of their price range and taking a position in any of them is making a bet that this rally has further to go. We shall see.

Because howler monkeys know how to do some crazy barking, while spider monkeys only know how to get themselves eaten by harpie eagles. (They pluck the spider monkeys out of the tops of trees, like a Dr. Seuss book gone all wrong.)

Yup, it’s another Central American adventure brought to you by Clare (Ellsworth) Aslan (‘96) and Associates, LLC, of the UC Davis ecology/evolutionary biology program.

It has been a rather ridiculous two weeks. This blog hasn’t seen too many posts, mostly due to my horrific embarassment and reluctance to get back in the game. SRS, SKF etc took HUGE plunges following my recommendations… and while I had the good sense to steer clear of the mess (after losing 2% of my capital), I feel like an idiot. The rebound seems to have abated, and the market conditions that I like have returned. Gold has continued to outperform the Dow, and Real Estate/Finance has started to continue lower. The only thing that seems amiss is overall strength of the dollar, which I expected to go lower after the Fed’s 1.25% rate cut. I’ve slowly gotten back into shorting the market, and accumulating silver, but I’m also keeping my eye on FXI and EEB for some long term bottoming action. Commercial real estate is starting to make the news, as is credit card debt… I’m pretty certain that these will be the next bombshells to rock the credit markets, but only time will tell. So far there has been some solid safety in bonds, but I’m expecting that to change once inflation starts to become obvious in the CPI. It’s fucking 5:30 am… I’ve got insomnia…

With this abbreviated trading day on light volume, I don’t know how significant today’s market action is in the grand scheme of things.  However RSI is based on trends and as we all know one day doesn’t a trend make.  Okay, with that said, let’s look at RSI’s selections for today:

This entire list, except for IEZ, is comprised of foreign, especially Asian and emerging market, funds.  These market have had a good run this year, but most were hurt by the recent correction.  All, except for PID, have 40%+ gains this year despite some setbacks.  RSI is predicting that these good gains will continue for the next six months.  Several of these picks are Closed End Funds (CEF) which have an added component of premium/discount.  So again do your homework before committing your money.

These stock picks continues to mirror the international/emerging market flavor discussed above.  ICA is a Mexico based, GIL is Montreal based and CNH is a Netherlands based. The US based companies, in the main, have strong international business.  Quite a collection.

Like the ETF/CEF candidates these stocks have had an outstanding year. Can you believe ACH- Aluminum Corp. of China (Chalco)? Will their performance continue?  RSI certainly likes all of them and based on its criteria these stocks should do well over the next six-month period and beyond.

This abbreviated market session has enabled me to complete this blog earlier than usual, so I can enjoy Christmas Eve with my wife. Tomorrow friends will arrive for dinner.  I wish all a very Merry Christmas.  I will skip tomorrow and blog next on Wednesday.

Clare Aslan (‘96), an NSF IGERT fellow in UC Davis’s top-ranked ecology/evolutionary biology program, is entering the critical stage of her doctoral research on various birds’ roles in the distribution of invasive plants.

She’s hoping not to repeat last February’s experience:

I had live birds that were sick and dying, so I was in the lab force-feeding them through tubes every four hours round the clock. Meanwhile, Austin was in Mexico, so couldn’t help out, and Ariel had to be with me. She had contracted stomach flu and given it to me, so the two of us were puking at 2 a.m. in the lab and the stupid bird died anyway… I don’t think it can get worse.

Next quarter, Ammon Corl (‘93) will wrap up his doctorate in ecology and evolutionary biology at the University of California, Santa Cruz. If you’ve always wondered how to catch lizards, check out the photos on his website.
