El tener contactos influyentes, pitutos como se le llama en lenguaje coloquial, es de gran importancia para las personas, no solamente de este país sino que de todo el mundo.

En Chile, los padres de familias adineradas meten a sus hijos a estudiar en colegios como: El verbo divino, Saint George, entre otros, para que éstos se codeen con hijos de otros grandes empresarios, ministros y personas influyentes dentro del país. Con esto, ellos ganan gran terreno a la hora de pedir favores, pero cierran más y más el círculo social, agrandando las brechas entre ricos y pobres. Puesto a que importa si un tipo es más capaz que otro; el amigo de su hijo o el hijo de tal persona tiene más opción de trabajar en la empresa, ya que después le devolverán el favor.

El sistema de becas del país no ha quedado exento de esta gran red de favores, a la hora de obtener lo que para muchos es la gran oportunidad de poder surgir, o sea, una subvención por parte del Estado para realizar sus estudios superiores, ya que cuenta más el nombre, apellido y clase social que la inteligencia y capacidad.

Ejemplos así hay muchos, pero los más emblemáticos. Ricardo Lagos Weber, que sin un buen historial académico, obtuvo una beca mientras su padre, Ricardo Lagos, era Ministro de Educación. También se puede nombrar el caso del hijo del Ministro de Educación Sergio Bitar, quien recibió los fondos públicos para hacer un postgrado en Harvard.

Entonces, la pregunta es: ¿las personas debieran surgir gracias a los pitutos? En las empresas privadas no hay nada que hacer, pues los privados mandan y ellos son los únicos que pueden decidir quién trabaja ahí y quién no. Sin embargo, en el sistema público no es así. El obtener el financiamiento es un derecho de todos los chilenos sin importar el nombre, clase social o amigos que tengan dentro del sistema.

Para solucionar este problema, el gobierno de Michelle Bachelet implementó un plan para otorgar subvención a todo tipo de gente, sin que la decisión tenga ningún tipo de influencia. Este método consiste en una comisión, la cual no conoce la identidad de los postulantes.

No obstante, el problema no se termina ahí. Ahora surge la disyuntiva entre si se debiera dar financiamiento a personas adineradas, las cuales pueden pagarse sus estudios de postgrado.

Para muchas personas no debiera ser así. Ellos pueden decir que hay que diversificar las élites, acortar las brechas entre ricos y pobres dándoles a los menos favorecidos la oportunidad surgir gracias a una beca. Pero si se está hablando de que los financiamientos que da el Estado, al ser públicos, cualquier chileno debe tener la oportunidad a obtenerlo, por qué las personas que tienen dinero y son más inteligentes y capaces, no podrían acceder a este beneficio. En el mundo, y en el país, a nadie le sobra el dinero para pagar un postgrado que cuesta alrededor de 10 mil dólares al año.

Considerando el escenario actual, en el que un gran porcentaje de estudiantes optan para acceder a la única subvención para estudios de postgrado que entrega el Estado, la beca “Presidente de la República”, debería existir algún tipo de financiamiento alternativo, tipo crédito CORFO para estudios de postgrado, que ayude a las personas que no lograron ser el mejor, pero que sí tienen los suficientes méritos académicos como para no quedarse anclados y poder acceder a becas en el extranjero.

De este modo, Chile podría tener más doctores con un mundo de conocimientos nuevos, personas que se llenaron de culturas diferentes y que las traerán acá para poder mejorar las diferentes áreas laborales.

ES is a super-talented endurance athlete, a generous coach and fundraiser for Team in Training, and now, once again, a blogger… A very strange thread on Twitter got my boasting up and somehow I am now running the Emerald Nuts Midnight Run on December 31 in Central Park in this costume… JG from Run Westchester sent me this link a few days ago. Ah, Kara. Everything she says makes perfect sense to me (except for the part about running 115 miles a week. That I know I can’t do.), but what’s most appealing to me is the flexibility she gives herself on her workouts. If she has a certain mileage or speed session scheduled for that day but her body’s not feeling it, she will shift things around in her week so she can tackle the harder stuff when she’s feeling fresher. I’ll call that “Intelligent Obstinance.”

After Cape Town Mayor Dan Plato was slapped in Blikkiesdorp, the police have warned politicians not to enter the area without police backup.
Blikkiesdorp is a government built shack settlement on the barren sands of Delft, outside of Cape Town. With rows of tin shacks, razor wire fencing, invasive lighting and armoured vehicles at the gated entrance, it looks like a concentration camp. To his credit the local police chief describes Blikkiesdorp as a ‘housing time-bomb’ close to reaching ‘boiling point’. But, incredibly, Dan Plato says that he is ‘happy’ with Blikkiesdorp despite the fact that the residents are ‘ungrateful’. He intends to build more camps like it.

State officials refer to these camps as ‘temporary relocation areas’ in Cape Town, ‘transit camps’ in Durban and ‘decant areas’ in Johannesburg. All the major political parties see them as a useful way of expelling the urban poor from the cities and ending any political autonomy that they may have developed through self organised occupations without having to pay the traditional price of providing decent housing.

But, they are universally hated and widely disparaged as ‘amatins’ and ‘government shacks’. Across the country people have burnt them down, marched, thrown up burning barricades and gone to court in their attempts to avoid being dumped in these places. But despite the ubiquity of resistance, thousands of people have been forced into these camps unlawfully at gunpoint or lawfully by judges who tend to hold to the bizarre assumption that they are automatically better than shack settlements.

Although the amatins look very much like a futuristic nightmare out of District 9 they have a long history in our country. The apartheid state used them to assert white control of cities by corralling blacks into contained and easily policed peripheral spaces — and by ensuring that its officials, rather than any popular process, would allocate access to these toeholds in the cities.

The apartheid state often justified its urban planning in the international language of modernisation and slum clearance rather than an explicit racism. But, of course, the function of that technocratic language was to mask the base fears and desires that drive oppression in the guise of scientific neutrality and necessity. That mask was torn from the face of oppression by a properly political language that named and denounced segregation and forced removal for what they were.

Some of the people that have been sentenced to Blikkiesdorp for being poor used to live in centrally located Cape Town neighbourhoods like Salt River and Woodstock. The parallels with previous rounds of dispossession and exclusion from central Cape Town are obvious.

But, Lindiwe Sisulu got the idea for these camps from India and not from apartheid. This fact offers an important insight into the mind of the political elites that are driving a violent programme of class segregation that literally puts the poor, be they shack dwellers, street traders or sex workers, in their place.

In India the rich have turned on the poor, driving them out of the cities and dispossessing them of rural land in a kind of internal colonialism that has produced ‘a world class India’ with its billionaires, IPL and glamorous film stars at the direct expense of the devastation of the poor.

It has resulted in a massive popular rebellion against elites, which is sometimes, as with the Naxals, armed. But it has also produced a turn to ethnic and religious communal violence, led by various factions of the Hindu right. The state is treating the rebellion against the elites as a civil war, but is, via local politicians, often actively complicit in fermenting the communal politics that directs the desperation of the poor against other poor people.

The great anti-colonial philosopher, Frantz Fanon, argued that the colonial world is a world of compartments. For Fanon, the creation of different kinds of spaces for different kinds of people was a key tactic by which colonialism divided a single humanity into different ’species’. He concluded that a key measure of decolonisation would be the degree to which space was democratised.

Post-apartheid South Africa has not sought to democratise space. On the contrary ‘development’ has been all about deracialising and further modernising elite space while simultaneously expelling the poor from access to that space and firming up class segregation.

It is a simple fact that the material reality of Blikkiesdorp, as well as plenty of the peripheral RDP housing developments, is more inhuman than that of the townships built under apartheid.

And life in these new ghettoes is not only compromised by a second rate material reality. There is also a second rate political reality. It’s not at all unusual for local party structures to regulate allocation of houses and for the police to treat the poor in these new ghettoes with systematic, enthusiastic and entirely criminal sadism.

The enormous popular opposition to attempts to cloak oppression in allegedly technical processes like ‘development’ and ‘delivery’ has not been taken with anything like sufficient seriousness in elite society. This has led to a situation where political elites actually believe their own propaganda and can only see resistance as criminality or conspiracy.

Neither Julius Malema’s buffoonery that seeks to cloak the interests of a predatory elite in the language of nationalism, nor the technocratic delusion of development as post-political and delivery as a mere question of managed efficiency offer us any route out of the new forms of segregation that produce Melrose Arch and private security for some and Blikkiesdorp and police harassment for others.

We need, again, to think politically about our cities and to give things their proper names,

But there are some encouraging signs that Dan Plato’s slap in the face has done more to jolt the middle classes from their dogmatic slumbers than the whole slew of human rights reports indicting the amatins and failed court cases aimed at keeping people out of these camps.

In an editorial titled ‘Blinker’s Dorp’ The Cape Times has denounced Blikkiesdorp as “a grim place where no one should have to live, a desolate settlement of one-room huts, where families share outside toilets and water taps, with little privacy, no trees and nowhere for children to play.” This is the sort of heretical language for which organised shack dwellers have been denounced as the Third Force, accused of opposing development and subject to all kinds of violent state repression. It is quite encouraging to see it making its way into the authorised general common sense of society.

Quick translation of an interesting editorial in Morocco’s outspoken weekly Le Journal hebdomadaire, in the form of a fictive letter from a “Sahrawi friend” describing how his cost/benefit analysis of Western Saharan independence is shifting. Shorter version: the present regime in Morocco can’t win Sahrawi hearts and minds.

This letter isn’t real. It doesn’t exist, and we hope it will never exist. One could name all the reasons we think that the Sahara is Moroccan, but that’s not the question. We don’t need to convince ourselves. We’re part of the overwhelming majority that is already convinced. What we need to do is to freely analyze our policy towards this conflict. “You ask me whether I prefer to live in an independent Sahrawi state if I was allowed the choice? Actually, I’m divided on this issue.

“In contrast to some of my Sahrawi friends, I’m not convinced that independence is the only possible way for me and my own to flourish. They think that independence is the only possible way to guarantee our collective and individual rights. Bottom line, they haven’t convinced me. At the same time, I won’t deny that, as of late, I’ve begun reflecting on this idea of independence more seriously, and on what it would mean for us. But before I tell you what I think today, I’d like to tell you how my opinions have developed.

“In September 1999, I was 20 years old. That year saw my political awakening, more precisely during the manifestations that Driss Basri’s police forces so harshly repressed. I was among those who took to the street to show how sick we were of the way the central government managed our region.  We wanted respect and good governance. We’d had enough of this policy of fattening our Sheikhs and beating and imprisoning our youth, and of the so-called leaders of the Sahara who were made ministers and rich governors and hung around their villas in the Souissi quarter of Rabat, and came down to show off for us…

“We thought that with the death of Hassan II, Morocco would have changed. The young king brought a new mood with him, and he was said to be close to the civil society which I admired so much. That the new king wanted to put Morocco – put us – on the path to democracy seemed totally credible.

“And, to be honest, back in those days we thought the alternative to Moroccan sovereignty was Mohamed Abdelaziz and the Polisario. For me, that was an easy choice. Sure, the old ones spoke about the legendary Brahim El Ouali, an El Ouali Mustapha Sayid who was for the Moroccanity of the Sahara at first, but then changed his mind due to repression from the hardliners in the regime. They also told us that Abdelaziz was just a leader among several, that there were other more intellectual and charismatic figures in the Polisario. Fine, but what I saw was an organization that, sure, it was made up of earnest Sahrawis, but at the same time it was under the jackboot of Algerian security. I couldn’t see myself in a state run by those people. Exchanging the Moroccan monarchy for agents of the Algerian army? No thanks.

“Especially not with the promising Mohammed VI on the other side. As you can see, I believed in him. Even my pro-independence pals calmed down a bit. But then time just passed without anything really changing.

“Actually a whole new pro-independence generation has emerged. A generation which is more seductive, more democratic. This Haidar, for example. She’s really cool. You’ve seen how some people call her the ‘Sahrawi Gandhi’? Yeah, think about it! To know she was beaten and mistreated by the police, that really got to me.

“She’s not a terrorist, after all. And even terrorists have rights. Still, I didn’t always agree with her at first – but seeing what they’d done to her and her friends, I started asking questions. You realize that they were transferring teachers and activists and radical leftists and members of the Forum for Truth and Justice [FVJ, a human rights group] all over Morocco, because of their political activities? Even worse, they threw them out of the Forum.

“That – now that got me thinking. It was organizations like the Forum that had made the new regime appealing to me. For me, it was the fact that they existed and were able to work freely that had made it possible to believe in a democratic Morocco. Haidar and her people also made me think, because they weren’t Polisario’s playthings – at least I don’t think so.

“I told myself that, when you look at the recent experiences of independence processes under the UN, they’re not that bad. Sure, they have problems, but they’re democracies. And I’d hope that my future co-citizens would have the brains not to vote for daddy Abdelaziz. Perhaps for one of the kids who are getting beat up by the Moroccan regime right now? Or why not for Aminatou – wouldn’t that be something, the first “Ms. President” to be elected in an Arab and Muslim country?

“Then what? We’d be 300,000 citizens with rich seas, phosphates, beautiful tourist sites, and probably oil as well. I haven’t added it all up yet, but do we really need to? And just for good measure, we’d let the US install a military base too. Not Guantánamo-style, of course, but it would let them fight that al-Qaida in the Sahel which worries them so much… and we’d turn into a strategic ally of the United States of America.

“So, yeah, I’ve started to question some things. I really did dream of a united Morocco, but a democratic one. With this controlled justice system, these businessmen of the regime who hog all the best economic opportunities, these trampled liberties – I’ve started questioning things.

“But, you see, I’m going to have a son now. Suddenly my hopes are not just for myself, but for the little one and for what I leave him to inherit. I want him to live a dignified life. I want him to live in a world, a country, where you can dream and realize your dream. I, who was hoping that Morocco would be that country, now doubt it.”

There’s a common myth out there that racism is something confined to the South, as if the only racists out there live in Mississippi.

That is absolutely false. Racism is everywhere, in the most unexpected places. The worst types of racism, in fact, are perpetrated outside the South.

Racism exists in the highest places of our government and our businesses. It exists in our government, when out of 100 U.S. Senators, 96 are white and 83 are men. It exists when the white male boss decides to promote the white male instead of the better-skilled Latino woman, and when his white male boss promotes him instead of the more hard-working black co-worker – until 97.2% of the 500 Fortune CEOs are white and the first black woman became a Fortune 500 CEO just this year!

Racism exists in the hallowed halls of Harvard and Yale, when admissions officers reject Mr. Chen in favor of Mr. Smith, because Jews Asians are too smart and the white male admissions director has to make sure there that Harvard College has no more than 20% of Jews Asians (unless you’re Princeton and you’re sued, in which case the percent of Asians magically goes up from 14% to 20.9%).

Racism and sexism exists on the liberal The Daily Show with Jon Stewart, when out of a panel of ten writers, nine are white and every single one is male. And that’s not even taking into account shows like “Late Show,” “Jay Leno” and “The Tonight Show with Conan O’Brien” – which altogether have zero female writers!

Racism exists when one looks at the inner cities of America and the suburbs surrounding them and finds one all black or Latino and the other all white, because of white flight catalyzed by racism. That’s why poor inner-city Philadelphia County is 47.5% black, while rich suburban Bucks County is 91.5% white. It was rich white suburban Montegomery County, not Alabama, after all, where a private pool club kicked out a class of poor black kids.

Racism exists when one looks to those inner-city schools and finds them full of poor Latinos and blacks, when there does exist a substantial population of rich whites. But, of course, the white kids all go to private schools like Dalton; their parents don’t want them hanging around people who are different. George Wallace, however wrong he was on everything else, got this right:

…the executives of the mills, the big shots of the mills, they get into air-conditioned Cadillacs and their chauffeurs drive on back up to Mountain Brook where the average home is worth about $300,000 a piece…And you know what they say? ‘Oh, we’ve got to be progressive, we’ve got to have some of this integration, says, it’s good.’ You know, to bus your children from here to there to kingdom come and back again and guess where their children go to school? To all-white private schools up in Mountain Brook.

This doesn’t just happen in dangerous, poor inner-city communities. Today, whites are fleeing some of the safest, richest communities in the country – places, in fact, with some of the best school districts in the entire nation – because their next door neighbor is Asian, not white. There is no legitimate explanation other than race for why somebody would want to move out of these communities.

It reminds me of something Malcolm X once said:

I prefer the candor of the Southern segregationist to the hypocrisy of the Northern integrationist.

Amen to that. At least in the South, they’re honest racists. In the North, they boast about how they voted for Obama and then go back to living in their rich white suburb; working at their well-paid, prestigious, white-male-only job; and sending their kids to 38K Phillips Exeter.

At time of press, the ABC News story is the second top story on the ABCNews.com website under the headline, America’s Richest Givers’ Secret Meeting.

“Under a cloak of secrecy, some of the world’s wealthiest people gathered in an unprecedented meeting early this month in New York City possibly to coördinate strategies for giving their vast fortunes to charity in the midst of the financial crisis,” begins the report, before descending into a deluge of fawning idolatry about how people like David Rockefeller, Bill Gates and Ted Turner, who has repeatedly called for world population to be reduced by a shocking 95% as well as a one child policy instituted in the west, are committed to saving the poor from the ravages of the economic crisis with their benign acts of philanthropy.

The report states that the meeting is “enough to spark the imaginations of conspiracy theorists everywhere,” linking to a previous ABC News report that implies people who believe that powerful people conspire to rule the world in secret are probably mentally ill. The most vomit inducing paragraph of the article arrives when ABC asks, “There remain as many questions about the meeting’s details as there are about the logistics behind its organization. Some of the richest people in the world meet to discuss philanthropy. Invited by the world’s two richest men Bill Gates and Warren Buffett, along with David Rockefeller, a Who’s Who of American wealth and influence gathered around a long table in a window-lined private room overlooking the East River on May 5. “The overwhelming reason for the meeting was need — that was the issue that galvanized everyone to take part,” Patricia Stonesifer, senior advisor to the Gates foundation’s trustees, Bill and Melinda Gates and Warren Buffett, told ABCNews.com. “This was a group very committed to philanthropy coming together to see how they can join together to do more.”

Gates and Buffett were joined by billionaire moguls Oprah Winfrey, Ted Turner and New York City Mayor Michael Bloomberg along with heavyweight philanthropists George Soros and others.

Together the attendees have donated more than $70 billion to charity since 1996, according to the Chronicle of Philanthropy. A clandestine meeting of the country’s rich and powerful, left off their public calendars and hidden from the press, is enough to spark the imaginations of conspiracy theorists everywhere, but attendees told ABC News.com the meeting was “100 percent about philanthropy” and it was not meant to be a secret. “It was meant to be a private exchange but it wasn’t a secret really, just a private meeting,” Stonesifer said.

First reported by IrishCentral.com, ABCNews.com confirmed each of the attendees’ presence at the meeting held at the residence of the Rockefeller University president on the campus of the Manhattan medical school. It lasted about five hours, beginning in mid-afternoon and continuing through dinner, Stonesifer said. “This particular group had never come together as a group before but many of the attendees had met in the past either individually or in smaller groups — but never all at once,” she said. “This was a great discussion and they agreed to continue the dialogue and meet again in the future. There were a lot of good ideas.” She said that the discussion “ranged from emergency relief efforts to scholarship efforts, to U.S. education efforts to global health.” Another attendee who asked to remain anonymous described the meeting as “a private gathering of friends and colleagues to share their history and excitement about their philanthropy. [It was] a group together discussing a range of things they are working on.”

Bloomberg who would not directly comment on the meeting or its outcome said: “You know I am very interested in private philanthropy, I think it has a unique place in our society in that with private dollars you can try new things, things that you can’t do with public dollars.” There remain as many questions about the meeting’s details as there are about the logistics behind its organization. Charities Suffer in Recession The meeting was reminiscent of the 1907 salons of America’s foremost financiers held in the study of J.P. Morgan to discuss how private citizens could stop the economic panic. IrishCentral reported that each of the participants was given 15 minutes to propose how to best direct their charity given the global economic climate.

Charities are suffering during the crisis, and America’s top philanthropists likely met to chart a new course for global charity, said Stacy Palmer, editor-in-chief of the Chronicle of Philanthropy. A meeting of the country’s top philanthropists is “extraordinary” and “really unusual,” Palmer said.

“I can’t think of another time they’ve all been in the same room to talk about philanthropy,” she said. “It’s unprecedented.” Gates and Buffet have publicly committed their vast fortunes to the same philanthropic efforts, and Rockefeller, the chairman of Rockefeller Financial Services, comes from a long line of philanthropists.

Gates, the founder and former CEO of Microsoft, who topped the Forbes’ Richest People list this year, has dedicated his foundation to eradicating infectious disease worldwide.

According to Portfolio magazine, Gates, who is worth about $59 billion, donated $3.7 billion from 2002 to 2006 and $10 billion from 2007 to 2008. Warren Buffett, CEO of conglomerate Berkshire Hathaway, was ranked the second-richest man by Forbes this year with a net worth is estimated at $52 billion. Though his giving in the past year is not disclosed, he donated some $46.1 billion between 2002 and 2006, according to Portfolio. In 2006, Buffet pledged $31 billion, the bulk of his fortune, to the Bill and Melinda Gates Foundation, doubling the organization’s endowment virtually overnight.

Though the charitable interests of the participants differ, they have some things in common, said Bob Ottenhoff, CEO of Guidestar, a service that tracks nonprofit organizations. For the most part, the attendees are all self-made. Their donations come from money they made in their own lifetimes, rather than old family fortunes, and they have committed to giving away their fortunes while still alive rather than through bequests after their deaths.

One exception is Rockefeller, scion of the Rockefeller fortune. In 2008, Rockefeller gave $137 million to charity.

Philanthropic Groups Have Global Reach Though the philanthropic focus of each of the participants differs, many of their foundations have a global dimension.

“Each has their specialty. Gates focuses on world health, [CNN founder Ted] Turner on the environment and the UN, Soros is involved in civic engagement,” Ottenhoff said.

Between 1997 and 2006 Turner has donated $1.6 billion, the bulk of which, $1 billion, went to the UN Foundation in 1997.

Soros, a fund manager worth $9 billion, gave $1.1 billion from 2002 to 2006 and $475 million from 2007 to 2008. Much of Soros giving goes to his family’s Open Society Institute. “These sorts of meetings don’t happen very often. It is difficult for large philanthropic organizations to work together. The fact that these are all very engaged living donors means very interesting things can happen,” Ottenhoff said. Both Ottenhoff and Palmer agreed that it was likely the financial crisis that brought everyone together.

Charitable giving has taken a serious hit in recent months, and the power players likely discussed how to keep some nonprofits afloat. “Nonprofits are going through a difficult time. The endowments of many foundations have dropped significantly,” Palmer said. “Many people are not as able to give as much money as the used to. “They are making a statement that donors should continue to give. They are likely planning on a sending a message that philanthropy needs to continue worldwide,” she said. Few of the participants, Palmer said, gave money quietly and she anticipated that the secret meeting was the first step in a plan that would eventually be made public. A number of other people attended the meeting including: Winfrey, worth $2.7 billion, who donated some $50 million in 2007; Bloomberg, founder of Bloomberg LP and Mayor of New York City, who is worth $11.5 billion and donated $205 million from 2007 to 2008; financier Eli Broad who donated $100 million in 2008; and financier Peter Peterson, who committed $1 billion in 2008.

Rothschild, an architect of several privatisations, made its pitch in the weeks running up to the summer recess on July 21, Whitehall sources said. Bankers told leading politicians that the sale of the roads overseen by the Highways Agency — all motorways and most big trunk roads — could help revive battered public finances. Toll-road companies and infrastructure funds would compete to run and keep up stretches of the network. In one version of the scheme, the government would pay for upkeep through a system of “shadow” tolls. A more radical, and less politically palatable, option would be for companies to charge motorists directly through toll booths or electronic card readers. The RAC Foundation, a motorists’ group, advocated privatisation in a report last week.

The Rothschild plan has already won the support of Vince Cable, the Liberal Democrats’ deputy leader and Treasury official. “This is an attractive, positive idea which could release much resources to the public finances and may have real environmental merits,” Cable said. “The scale of it is vast — it makes rail privatisation look like small beer.” Theresa Villiers, the shadow transport secretary, said the Conservatives had “no plans” to back Rothschild’s proposals: “Rothschilds, like many other banks and consultancies, have approached me and my team on a range of ideas for our transport network, including their ideas for our road infrastructure, but we are not working on any proposals for privatisation of the strategic road network and have no plans to do so.” Motorway privatisation was considered by John Major’s Conservative administration, which sold British Rail, but was rejected. A spokesman at the Department for Transport said: “It is not unusual for organisations to suggest ideas to government departments but ultimately all policy is decided by ministers and there are no plans to sell off a stake in the Highways Agency.” Rothschild declined to comment. Unlike the shuttle, with its one vertical stabilizer, the X-37 has two short diagonal ones, called ruddervators—surfaces that combine the functions of rudders and elevators. These reduce the amount of propellant needed to handle trim and control during the high-speed, high-angle-of-attack reentry, and provide room for a centerline speed brake that manages the vehicle’s glide energy just before landing.

Upon reaching orbit, the craft will deploy a solar array that will power batteries. Those batteries have replaced hydrogen fuel cells, the shuttle’s power source in orbit. The vehicle will maneuver in space powered by a combination of nitrogen tetroxide and hydrazine. Theoretically, the X-37 could rendezvous with other satellites of interest to the Air Force, friendly or otherwise.

If the X-37 is to carry out such national security missions, its roots will extend back beyond the space shuttle, to earlier spaceplanes. Says Mark Lewis: “I would draw a heritage not only to the shuttle, but to my very favorite program that never was: the X-20.”

A follow-on to the X-15 rocketplane, which didn’t have the power to get to orbit, the X-20 Dyna-Soar spaceplane, initiated in 1957, would have ridden a massive Titan III booster all the way to orbit if needed, and carried a pilot. (Neil Armstrong was one NASA test pilot selected to fly it, but in 1962 he transferred to the Apollo program.) Dyna-Soar would have given the Air Force a manned system that could have filled a variety of needs: research, reconnaissance, or even attack. It was designed to reach any target in the world in 45 minutes, deliver a weapon, and glide to a friendly base. Its altitude and hypersonic speed would have made it very difficult to intercept.

While this type of capability sounded like something the Air Force needed, the service had difficulty justifying it. NASA was making progress with blunt-body capsules that reentered the atmosphere without the need for pilot control, and intercontinental ballistic missiles were dominating the nuclear delivery mission. A controlled-reentry spaceplane puzzled Secretary of Defense Robert McNamara; he directed the Air Force to study whether concepts such as NASA’s Gemini could handle some of the roles better. “Under a cloak of secrecy, some of the world’s wealthiest people gathered in an unprecedented meeting early this month in New York City possibly to coordinate strategies for giving their vast fortunes to charity in the midst of the financial crisis,” begins the report, before descending into a deluge of fawning idolatry about how people like David Rockefeller, Bill Gates and Ted Turner, who has repeatedly called for world population to be reduced by a shocking 95% as well as a one child policy instituted in the west, are committed to saving the poor from the ravages of the economic crisis with their benign acts of philanthropy.

The report states that the meeting is “enough to spark the imaginations of conspiracy theorists everywhere,” linking to a previous ABC News report that implies people who believe that powerful individuals conspire to rule the world in secret are probably mentally ill. Meeting of America’s Richest About ‘Need,’ Attendee Says Oprah Winfrey, Bill Gates, Warren Buffett Discuss Coming Together ‘to Do More’

By RUSSELL GOLDMAN and EILEEN MURPHY May 20, 2009 Under a cloak of secrecy, some of the world’s wealthiest people gathered in an unprecedented meeting early this month in New York City “to see how they can join together to do more,” according to one attendee. Some of the richest people in the world meet to discuss philanthropy. Invited by the world’s two richest men Bill Gates and Warren Buffett, along with David Rockefeller, a Who’s Who of American wealth and influence gathered around a long table in a window-lined private room overlooking the East River on May 5. “The overwhelming reason for the meeting was need — that was the issue that galvanized everyone to participate,” Patricia Stonesifer, senior advisor to the Gates foundation’s trustees, Bill and Melinda Gates and Warren Buffett, told ABCNews.com. “This was a group very committed to philanthropy coming together to see how they can join together to do more.”

Gates and Buffett were joined by billionaire moguls Oprah Winfrey, Ted Turner and New York City Mayor Michael Bloomberg along with heavyweight philanthropists George Soros and others.

Together the attendees have donated more than $70 billion to charity since 1996, according to the Chronicle of Philanthropy. A clandestine meeting of the country’s rich and powerful, left off their public calendars and hidden from the press, is enough to spark the imaginations of conspiracy theorists everywhere, but attendees told ABC News.com the meeting was “100 percent about philanthropy” and it was not meant to be a secret. “It was meant to be a private exchange but it wasn’t a secret really, just a private meeting,” Stonesifer said.

First reported by IrishCentral.com, ABCNews.com confirmed each of the attendees’ presence at the meeting held at the residence of the Rockefeller University president on the campus of the Manhattan medical school. It lasted about five hours, beginning in mid-afternoon and continuing through dinner, Stonesifer said. “This particular group had never come together as a group before but many of the attendees had met in the past either individually or in smaller groups — but never all at once,” she said. “This was a great discussion and they agreed to continue the dialogue and meet again in the future. There were a lot of good ideas.” She said that the discussion “ranged from emergency relief efforts to scholarship efforts, to U.S. education efforts to global health.” Another attendee who asked to remain anonymous described the meeting as “a private gathering of friends and colleagues to share their history and excitement about their philanthropy. [It was] a group together discussing a range of things they are working on.”

Some of the world’s wealthiest and most influential individuals met early this month in New York City to secretly discuss how to best use their money to help people in the midst of the financial crisis. When again asked about the meeting following ABC News.com’s initial report Mayor Bloomberg said he sometimes holds private meetings that are “not going to be on the public schedulues. There are meetings all over this city and there are some very powerful people in this city.”

Bloomberg who would not directly comment on the meeting or its outcome said: “You know I am very interested in private philanthropy, I think it has a unique place in our society in that with private dollars you can try new things, things that you can’t do with public dollars.” There remain as many questions about the meeting’s details as there are about the logistics behind its organization. How did some of the world’s most public figures coordinate their schedules, travel, and security with no one in media knowing about it?

Charities Suffer in Recession The meeting was reminiscent of the 1907 salons of America’s foremost financiers held in the study of J.P. Morgan to discuss how private citizens could stop the economic panic. IrishCentral reported that each of the participants was given 15 minutes to propose how to best direct their charity given the global economic climate.

Charities are suffering during the crisis, and America’s top philanthropists likely met to chart a new course for global charity, said Stacy Palmer, editor-in-chief of the Chronicle of Philanthropy. A meeting of the country’s top philanthropists is “extraordinary” and “really unusual,” Palmer said.

“I can’t think of another time they’ve all been in the same room to talk about philanthropy,” she said. “It’s unprecedented.” Gates and Buffet have publicly committed their vast fortunes to the same philanthropic efforts, and Rockefeller, the chairman of Rockefeller Financial Services, comes from a long line of philanthropists.

Gates, the founder and former CEO of Microsoft, who topped the Forbes’ Richest People list this year, has dedicated his foundation to eradicating infectious disease worldwide.

According to Portfolio magazine, Gates, who is worth about $59 billion, donated $3.7 billion from 2002 to 2006 and $10 billion from 2007 to 2008. Warren Buffett, CEO of conglomerate Berkshire Hathaway, was ranked the second-richest man by Forbes this year with a net worth is estimated at $52 billion. Though his giving in the past year is not disclosed, he donated some $46.1 billion between 2002 and 2006, according to Portfolio. In 2006, Buffet pledged $31 billion, the bulk of his fortune, to the Bill and Melinda Gates Foundation, doubling the organization’s endowment virtually overnight.

Though the charitable interests of the participants differ, they have some things in common, said Bob Ottenhoff, CEO of Guidestar, a service that tracks nonprofit organizations. For the most part, the attendees are all self-made. Their donations come from money they made in their own lifetimes, rather than old family fortunes, and they have committed to giving away their fortunes while still alive rather than through bequests after their deaths.

One exception is Rockefeller, scion of the Rockefeller fortune. In 2008, Rockefeller gave $137 million to charity.

Philanthropic Groups Have Global Reach Though the philanthropic focus of each of the participants differs, many of their foundations have a global dimension.

“Each has their specialty. Gates focuses on world health, [CNN founder Ted] Turner on the environment and the UN, Soros is involved in civic engagement,” Ottenhoff said.

Between 1997 and 2006 Turner has donated $1.6 billion, the bulk of which, $1 billion, went to the UN Foundation in 1997.

Soros, a fund manager worth $9 billion, gave $1.1 billion from 2002 to 2006 and $475 million from 2007 to 2008. Much of Soros giving goes to his family’s Open Society Institute. “These sorts of meetings don’t happen very often. It is difficult for large philanthropic organizations to work together. The fact that these are all very engaged living donors means very interesting things can happen,” Ottenhoff said. Both Ottenhoff and Palmer agreed that it was likely the financial crisis that brought everyone together.

Charitable giving has taken a serious hit in recent months, and the power players likely discussed how to keep some nonprofits afloat. “Nonprofits are going through a difficult time. The endowments of many foundations have dropped significantly,” Palmer said. “Many people are not as able to give as much money as the used to. “They are making a statement that donors should continue to give. They are likely planning on a sending a message that philanthropy needs to continue worldwide,” she said. Few of the participants, Palmer said, gave money quietly and she anticipated that the secret meeting was the first step in a plan that would eventually be made public. A number of other people attended the meeting including: Winfrey, worth $2.7 billion, who donated some $50 million in 2007; Bloomberg, founder of Bloomberg LP and Mayor of New York City, who is worth $11.5 billion and donated $205 million from 2007 to 2008; financier Eli Broad who donated $100 million in 2008; and financier Peter Peterson, who committed $1 billion in 2008.

Bankers told leading politicians that the sale of the roads overseen by the Highways Agency — all motorways and most big trunk roads — could help revive battered public finances. Toll-road companies and infrastructure funds would compete to operate and maintain stretches of the network. In one version of the scheme, the government would pay for upkeep through a system of “shadow” tolls. A more radical, and less politically palatable, option would be for companies to charge motorists directly through toll booths or electronic card readers. The RAC Foundation, a motorists’ group, advocated privatisation in a report last week.

The Rothschild plan has already won the support of Vince Cable, the Liberal Democrats’ deputy leader and Treasury spokesman. “This is an attractive, positive idea which could release considerable resources to the public finances and may have real environmental merits,” Cable said. “The scale of it is vast — it makes rail privatisation look like small beer.” Theresa Villiers, the shadow transport secretary, said the Conservatives had “no plans” to back Rothschild’s proposals: “Rothschilds, like many other banks and consultancies, have approached me and my team on a range of ideas for our transport network, including their ideas for our road infrastructure, but we are not working on any proposals for privatisation of the strategic road network and have no plans to do so.” Motorway privatisation was considered by John Major’s Conservative administration, which sold British Rail, but was rejected. A spokesman at the Department for Transport said: “It is not unusual for organisations to suggest ideas to government departments but ultimately all policy is decided by ministers and there are no plans to sell off a stake in the Highways Agency.” Rothschild declined to comment. The bank was behind many of the key privatisations of the 1980s and 1990s, including British Steel, British Gas and British Coal. It has close links to the Conservatives, having employed several senior Party figures including Lord Lamont, John Redwood and Lord Wakeham. Oliver Letwin, the former shadow chancellor, works there part-time. Politicians of all Parties are seeking ways to decrease the need for large tax rises or heavy cuts in public services. The bank bailouts and a recent collapse in tax revenues has seen public sector debt rise to more than £800 billion, 56.8% of GDP — up from 35.5% just two years ago. Road tolls are unpopular, however. Big Brother is knocking:

In a case that raises questions about online journalism and privacy rights, the U.S. Department of Justice sent a formal request to an independent news site ordering it to provide details of all reader visits on a certain day.

The grand jury subpoena also required the Philadelphia-based Indymedia.us Web site “not to disclose the existence of this request” unless authorized by the Justice Department, a gag order that presents an unusual quandary for any news organization.

Kristina Clair, a 34-year old Linux administrator living in Philadelphia who provides free server space for Indymedia.us, said she was shocked to receive the Justice Department’s subpoena. (The Independent Media Center is a left-of-center amalgamation of journalists and advocates that – according to their principles of unity and mission statement – work toward “promoting social and economic justice” and “social change.”)

The subpoena (PDF) from U.S. Attorney Tim Morrison in Indianapolis demanded “all IP traffic to and from www.indymedia.us” on June 25, 2008. It instructed Clair to “include IP addresses, times, and any other identifying information,” including e-mail addresses, physical addresses, registered accounts, and Indymedia readers’ Social Security Numbers, bank account numbers, credit card numbers, and so on.

“I didn’t think anything we were doing was worthy of any (federal) attention,” Clair said in a telephone interview with CBSNews.com on Monday. After talking to other Indymedia volunteers, Clair ended up calling the Electronic Frontier Foundation in San Francisco, which represented her at no cost.

Under long-standing Justice Department guidelines, subpoenas to members of the news media are supposed to receive special treatment. One portion of the guidelines, for instance, says that “no subpoena may be issued to any member of the news media” without “the express authorization of the attorney general” – that would be current attorney general Eric Holder – and subpoenas should be “directed at material information regarding a limited subject matter.”

Still unclear is what criminal investigation U.S. Attorney Morrison was pursuing. Last Friday, a spokeswoman initially promised a response, but Morrison sent e-mail on Monday evening saying: “We have no comment.” The Justice Department in Washington, D.C. also declined to respond.

You may not think you are doing anything illegal, but the Patriot Act laws here in the US set the precident that anything and anybody at anytime can be declared illegal if Big Brother claims you are a ‘terrorist’.

No warrants, no nothin’.

As the discovery of the number of planets outside of our little Solar System increases (the count is now 400), the possibility of discovering earth-type planets (or moons) increases also.

There’s a theory that 10% of the estimated total of earth-type planets in the whole galaxy could approximately be at least 10 Billion . And of them,  10% could harbor intelligent entities (see Drake Equation calculator).

The implications for the world’s religious communities would be manifold to be sure and there could possibly be chaos, destruction and various social mayhem.

Now the Vatican, the center of the Western Catholic religion, is taking some preemptive action by acknowledging the possibility of discovering intelligent beings on exoplanets:

The Pontifical Academy of Sciences is holding a conference on astrobiology, the study of life beyond Earth, with scientists and religious leaders gathering in Rome this week.

For centuries, theologians have argued over what the existence of life elsewhere in the universe would mean for the Church: at least since Giordano Bruno, an Italian monk, was put to death by the Inquisition in 1600 for claiming that other worlds exist.

Among other things, extremely alien-looking aliens would be hard to fit with the idea that God “made man in his own image”.

Furthermore, Jesus Christ’s role as saviour would be confused: would other worlds have their own, tentacled Christ-figures, or would Earth’s Christ be universal?

However, just as the Church eventually made accommodations after Copernicus and Galileo showed that the Earth was not the centre of the universe, and when it belatedly accepted the truth of Darwin’s theory of evolution, Catholic leaders say that alien life can be aligned with the Bible’s teachings.

Father Jose Funes, a Jesuit astronomer at the Vatican Observatory and one of the organisers of the conference, said: “As a multiplicity of creatures exists on Earth, so there could be other beings, also intelligent, created by God.

“This does not conflict with our faith, because we cannot put limits on the creative freedom of God.”

Not everyone agrees. Paul Davies, a theoretical physicist and author of The Goldilocks Enigma, told The Washington Post that the threat to Christianity is “being downplayed” by Church leaders. He said: “I think the discovery of a second genesis would be of enormous spiritual significance.

“The real threat would come from the discovery of extraterrestrial intelligence, because if there are beings elsewhere in the universe, then Christians, they’re in this horrible bind.

The Academy conference will include presentations from scientists – by no means all of them Christians – on the discovery of planets outside our solar system, the geological record of early life on Earth, how life might have started on Earth, and whether “alien” life of a different biochemistry to our own might exist here without our knowing, among many other things.

There has been many rumors in the past the Catholic Church has already been privy to the knowledge of intelligent ETs and have been part of a cover-up to keep a lid on things until the world is ready for such information.

These rumors could be just so much tinfoil, but what if it is true?

It would give much credence to the extraterrestrial theory of UFOs, cattle mutilations and abduction of people against their will.

Although I’m not going to hold my breath any time soon about ‘disclosure’.

The Vatican joins the search for alien life

Time and time again Thaksin blames elites for all his troubles, this theme is also prevalent in practically all political discussions following Thai coup in “progressive” circles.

Where does this come from?

When he was in power he was as “elite” as they come and so were all his friends. They were the richest people in the country, governing with practically free hand, real movers and shakers. Why do seemingly reasonable people fall for this Thaksin fighting against elite nonsense?

To be fair, Thaksin himself eventually limited the definition of “elites” to the bare core, to a couple of members of the Privy Council. But then again, there’s nothing “elite” about Surayud, a son of a communist rebel killed by government forces. He is far better example of a local boy who made it big through hard work and dedication than Thaksin himself. What entrenched “elite” interests would Surayud try to protect?

What Thaksin is really fighting against is Prem’s “network monarchy”, a term introduced by Duncan McCargo about a decade ago to describe Thai particular situation. McCargo himself spent nearly a full page explaining how his views are radically different from many previous studies in the field, but let’s assume that he is not really an “odd one out” and that “network monarchy” has a lot of merit to it.

Thaksin’s main idea is that Prem was against him because Thaksin was getting very popular and so threatened Prem and his network grip on power. This idea has been picked up unconditionally and expanded to include all “Bangkok elites” by great numbers of “free thinkers” here. The “elites” are responsible for everything that is wrong in the country, they intentionally keep masses poor and brainwashed while indulging themselves in all kinds of luxuries.

First of all, Bangkok elites do not milk the poor and neither do people in that alleged network, they never really get a chance, there are local politicians and local businessmen to do that, this simple fact is totally missing in most discussions on the topic. Elites don’t even run the country – they might have their own interests in well-established businesses but they are not the ones running the government and making all decisions (let’s leave bureaucrats out of it for now).

Besides, the whole “blame elite” game existed long before Thaksin, and in that context Thaksin and his government were the embodiment of those “evil” elites, with his subversion of education reform and media manipulation completing the picture.

Back to Prem – he was displeased with Thaksin over several issues over the years and he has seen his power being chipped away little by little, but if we look at actual cases then “progressives” siding with Thaksin in those spats would look very suspicious if not outright deluded.

For all accusations against Thai military, Prem has overseen its peaceful decoupling from politics after 1992, and under his watch the military started to modernize, promoting meritocracy and downsizing the “generals department”. It all culminated during Surauyd’s reign that was abruptly cut by Thaksin. Prem wasn’t even informed when Thaksin removed Surayud and installed his cousin instead.
How’s that for politicizing the military?

Thaksin wanted his cousin Chaisit to get hands on military run Channel 5, taking control of it and listing it on stock exchange. That met with a strong resistance and Chaisit led a mini war on Channel 5 board, firing one director after another. In the meantime the govt had a daily program there extolling the virtues of Thaksin initiated projects. They usually only cover the activities of the royal family, not currying flavors with the government of the day.

In the end Chaisit wasn’t able to achieve anything and Thaksin removed him after only a year, replacing him with another favorite, Pravit, current Defence Minister.

I don’t know what Prem thought of Channel 5 shenanigans, perhaps he was more offended by “official” reason for Syrayud’s removal – disagreement over dealing with Burma and drug traffickers. Surayud took a tough stand and approved of engaging UWSA in sporadic combat, while Thaksin reversed his earlier chest pounding and decided to fight the drugs inside Thailand instead.

Either way, Surayud was immediately appointed to Privy Council.

Then came the South.

Thaksin dismantled SPBAC, the joint military/local leaders body that was credited with keeping peace in three provinces after previous upsurge in violence. decades ago. That was a blow to Prem’s network there, and SPBAC chief was again promptly appointed to Privy Council. Several months later violence erupted. At some point I recall Thaksin blamed former SPBAC members for fueling the violence but I can’t find any sources now. As situation worsened, Thaksin heavy handed approach was again at odds with what Prem promoted in his speeches on the South. Thaksin never acknowlded any wrongdoings there and he never acknowledged any legitimate grievances that muslims might have while Prem begged for understanding and inclusion (not autonomy or dual language, though).

If there was traditional Thai state at fault there, Thaksin was the face of it, not the “elites” and Prem.

Later on there was another “elite” attempt at solving the problems, headed by Anand. Thaksin again dismissed him in the end. He dismissed even his own appointee Chaturon’s views, but let’s stick to “elites”.

My point being that whatever beed Prem and “elites” might have had with Thaksin, it was all based on issues, and the “elites” were in the right – more progressive, more understanding, more caring. Those were the days when Thaksin also denounced the UN and democracy in general.

It’s absolute, unfounded nonsense that he was opposed for improving lives of Isanese and the poor.

I agree with “I was being popular” charge only in so far as he tried to use it in his final fight with Prem.

Again, look at how the situation developed. Shin sale triggered massive protests, I suspect Prem, or some other elites, approved of Thaksin’s snap elections plan, but then it backfired when Democrats and others boycotted it (so much for elites pulling the strings of Democrat puppets). Regardless, the high “no vote” count was enough to force Thaksin to visit HM the King in Hua Hin and later that evening Thaksin publicly resigned, on TV, with tears in his eyes.

How could anyone accuse “elites” of fighting for self-preservation then? Nobody did, it was bloody obvious that who advised Thaksin to step down did it following strong and massive public discontent.

That would have been the end of it, except six weeks later Thaksin came back with the vengeance. He unceremoniously went back on his word, presumably given in Hua Hin, then he gathered top bureaucrats and government officials and declared a war on Prem. Several days later Prem gave his famous “government is a jokey” speech, and it all went downhill from there.

That’s when “the elites fight me because I’m too popular” idea was planted in public minds. Prior to that PAD supporters were the enemies, for being urban and educated, not the elites and unconstitutional powers and invisible hands. War on elites was never part of Thaksin’s lexicon then, but now it’s the only way he describes his enemies, completely ignoring people’s protests that unsettled his administration in the first place.

Commentators and observers who picked up on Thaksin’s new agenda and ignore the not so distant history are just being gullible, and that’s all I can say about them for the moment.

During an early voyage of the experimental Kalinin K-7, the aircraft crashed, killing fourteen passengers and forcing Stalin to scrap the project. But an artist has reimagined an alternate history where the Soviet flying fortress takes on Nazi flying saucers.

Aircraft designer KA Kalinin designed the K-7, a massive and extremely expensive prototype plane that briefly carried passengers during 1933. However, the plane crashed in November 1933, causing the project to be scrapped before more prototypes could be built. These images imagine a battle-ready version of a plane similar to Kalinin’s K-7, with enough firepower to take down another non-existent vehicle: the Nazi flying saucer.

Last time we mentioned Detroit here, it was in the less-than-cheerful terms of it becoming a growth region for private security patrols, and the web is full of similar stories charting the Motor City’s decline in lucid hand-wringing detail. But what if they’re ignoring the positives in favour of those apocalyptic headlines and photos?

Aaron M Renn at New Geography makes the point that the city’s administration seems unwilling to face up to the extent of the problem, but also highlights the pioneering atmosphere that Detroit’s “urban prairie” is nurturing. The withering of local government leaves spaces of opportunity for innovative approaches to low-budget living to take root… and while the living ain’t easy, the make-do attitude of the American pioneer spirit seems to be making a return [via Warren Ellis].

In most cities, municipal government can’t stop drug dealing and violence, but it can keep people with creative ideas out. Not in Detroit. In Detroit, if you want to do something, you just go do it. Maybe someone will eventually get around to shutting you down, or maybe not. It’s a sort of anarchy in a good way as well as a bad one. Perhaps that overstates the case. You can’t do anything, but it is certainly easier to make things happen there than in most places because the hand of government weighs less heavily.

What’s more, the fact that government is so weak has provoked some amazing reactions from the people who live there. In Chicago, every day there is some protest at City Hall by a group from some area of the city demanding something. Not in Detroit. The people in Detroit know that they are on their own, and if they want something done they have to do it themselves. Nobody from the city is coming to help them. And they’ve found some very creative ways to deal with the challenges that result.

Imagine for a moment that this trend continues – might Detroit become some sort of independent city-state, a mildly anarchic rough-and-ready town where the price of freedom is a willingness to work hard for yourself and with your neighbours? How many more cities in the Western world might go the same way as manufacturing becomes increasingly outsourced overseas and/or roboticised? How will national governments react to these places – will they abandon them to the whims of their new residents, or struggle to control them in the face of diminishing tax revenues and the spiralling costs of law enforcement?

I’m not naive enough to imagine Detroit becoming some sort of hippie utopia, but I think it has the potential to become a new type of post-industrial city – but that will depend on a lot of different factors. Should the government be involving itself more closely in these early stages, or will a hands-off wait-and-see approach prove more effective?

It sounds like Detroit is already post-apocalyptic in scope, not only in the inner-city, but in the old ‘burbs too.

I wonder if that’s where the burgeoning biotech industry in Detroit will get their ‘feed-stock’?

The passing of Algerian politician Bachir Boumaezza has prompted El Khabar to print some juicy stuff from his still unpublished memoirs, which he had asked to be kept secret until after his death. It concerns his resignation from the post as speaker of the Senate in 2001, after conflicts with president Abdelaziz Bouteflika. According to El Khabar, the quarrel ended when Bouteflika’s supporters started using threats and mobster tactics – inside the Senate. A former parliamentarian, Djamaleddine Belhadj (RND), confirms Boumaezza’s version, and claims he has a videotape to prove it.

According to their story, a group among the “presidential third” – those parliamentarians directly appointed by president Bouteflika – began protesting the speaker, as the conflict between Boumaezza and Bouteflika heated up. In the days before his resignation, things got out of hand, and the Boutef appointees went on a political rampage to force his resignation.

They made quite the scene. Leila Aslaoui, a former government spokeswoman, set the tone by standing up in her seat and shouting at the speaker, “using her hand in a way understood to mean screw you” (as Belhadj puts it, adding that “she was quite impolite”). A bunch of retired generals joined in, one of them yelling, in French, “you can all go to hell!” Another screamed at Boumaezza that he would “get him naked”, echoing former FLN leader Ben Bella’s words to his rival Benyoucef Ben Khedda in 1961: “I’ll pull your pants down, I’ll get you naked!”, while, to the delight of Freudians everywhere, he pulled out his service revolver.

After a day of this, Boumaezza broke down and had to be helped out of the chamber. He resigned, quit politics, and flew off to exile. Since then, parliament hasn’t caused Bouteflika any more problems, although I’m sure debates haven’t been quite as exciting either.

As an epilogue, this being Algeria, Boumaezza eventually patched things up with Boutef, and was recently invited back to celebrate the November 1 revolutionary anniversary. Then, just the other day, the president ordered his body brought home and gave him a lavish official funeral in the company of the rest of that venal elite – and there was much shedding of crocodiles’ tears.

Interesting! Ali el-Sellabi, a prominent Libyan Islamist, has come out in favor of Seif el-Islam el-Qadhafis ascent to power. You’ll remember he was publicly anointed regime no. 2 recently, which seemed to confirm that — despite some hickups — he’s en route to succeeding daddy.

Sellabi, who belongs to  the Muslim Brotherhood, has previously helped mediate reconciliation moves between the Libyan state and the Libyan Islamic Fighting Group (LIFG), a banned Salafi-Jihadi outfi which fought the regime in the 1990s. This mediation bore fruit earlier this year, when the group’s imprisoned leaders started publishing a series of “revisions” of their ideology (through Seif el-Islam’s media outlets), and called on those LIFG members who had joined al-Qaida to repent.

That was surely the main part of their deal with the regime, but it appears there’s still some sucking-up to do before payments can get through. Says Sellabi to the press:

The leaders of the Muslim Brotherhood inside Libya, and the leaders of the LIFG, and the Libyan Sheikhs and Ulema support the reform project led by Seif el-Islam to build a state of law and institutions.

[...]

The leaders of the MB notified him that they are grateful for Seif el-Islam’s efforts to turn the page in their case, by bringing them out of jail despite heavy sentences — ranging between death and life in prison, for the majority of them — and by his attempts to bring them back to their universities and posts, and to compensate them.

The leaders of the LIFG, who are presently in prison, asked Seif el-Islam to “fullfil his efforts until they are set free and enjoy liberty, and are able to participate in the building of tomorrow’s Libya”

To sum it up for you: Pleasepleaseplease? Clearly, Libya’s reform Islamists are hoping to ride Seif el-Islam’s coattails to legalization and influence. That’s a good deal for both sides. If Seif el-Islam is really going to engage with some more serious liberalization after, or even before, Qadhafi Sr’s passing from power (it’s likely he’ll try, since A. it’s absolutely necessary and B. a reform project may help him deepen his own power base) he’ll have good use of some organized Islamist cover, which could help him mobilize grassroots support and blunt the remaining Islamic opposition. Also, the regime probably prefers the MB to whatever else may fill the void, should a political vacuum open up — the lesson of Algeria in 1988-1991 weighs heavy on everyone’s mind, I’m sure.

The MB, for its part, has always been more than willing to work with ideological opponents in power, as long as they get something in return, and in this case, there really isn’t much of an alternative. The Libyan Brotherhood’s leaders are mostly in exile, and they’ve not been able to operate openly in Libya for many years. To stay in exile and rant angrily as the Qadhafis make peace with all the rest of their significant internal and external enemies would be the principled stand, of course, but at the end of the day, all that would accomplish is to shut themselves out of the game, just as it begins for real.

There are precedents for this kind of thinking. If we look west to the Algerian example, the local wing of the Ikhwan (the MSP) has dropped all pretense at opposition and joined Bouteflika’s alliance présidentielle. The Algerian regime obviously has use for an influential Islamist faction to place up front on the bandwagon, as it lumbers over Algerian civil society, and the MSP made the wise choice, early on, to climb on the juggernaut rather than to run in front of it.

But that has its drawbacks. Publicly blessing le pouvoir has stained their reputation, political credibility and Islamic credentials in the eyes of millions of Algerians, and especially those Islamist-leaning circles that they need the most. This may turn out to be no inconsequential drawback as time goes on, and as the MSP drifts into factions, bickering over posts and salaries, it looks increasingly as just another regime toy. The Libyan Brothers are in for a similar balancing act. Everybody wants them to encourage reform of the regime, but the winning trick is to end up identified with “reform” — not “regime”.
