The order came from the N.M. <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">Environment Department </a>in 2006 because of high concentrations of DDT in the <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">lake</a>.  <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">Species of fish </a>in Brantley and in the Pecos River south of Fort Sumner are still <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">contaminated </a>with DDT, and the <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">problem </a>will continue for a very long time, officials said.<br />
In fact, there is some DDT <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">contamination </a>throughout the Pecos <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">River</a>, including the Carlsbad Municipal Lake and Lake Avalon.  According to Shawn Denny, <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">southeast </a>area <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">fisheries </a>manager for the <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">New Mexico Department </a>of <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">Game and Fish</a>, the DDT levels in fish north and south of Brantley are not that severe.<br />
&#8220;We tested numerous spots north and south of Brantley <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">Reservoir</a>, and the DDT levels were much lower compared to that in Brantley,&#8221; Denny said. &#8220;Fish caught in these areas are safe for consumption.&#8221;<br />
The <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">United States Enviromental Protection </a>Agency conducted a <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">nationwide </a>study of <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">contaminants </a>in fish tissue in several <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">hundred lakes</a>. Brantley was one of the lakes in the study. Total DDT levels in Brantley were the highest in the entire study.</p>
<p>&#8220;The DDT <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">builds </a>up in the fatty tissue in fish,&#8221; said Brantley Lake State Park Superintendent Adrian Stiteler. &#8220;It does not affect the fish, but people who consume the fish may encounter health problems.&#8221;<br />
DDT — dichloro-diphenyl-trichloroethane — is a pesticide that was widely used in agriculture and <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">mosquito control </a>in the United States before 1972. Its sale has been banned in the United States since that time.  According to the New Mexico Environment Department, DDT breaks down into DDD and DDE. DDE is very stable and lasts a long time in the <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">environment</a>. The total DDT in Brantley fish is almost entirely DDE. It is likely that DDT used over several decades <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">accumulated </a>in the <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">sediment </a>of McMillan <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">Reservoir</a>. After Brantley was <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">built</a>, McMillan was drained and all the sediment was stirred up, making several decades worth of accumulated DDT available to be absorbed by fish when the old McMillan sediment settled in Brantley.<br />
The main species of fish contaminated are channel catfish. Channel catfish are bottom-feeders, and therefore are more likely to eat anything which settles on the bottom of rivers and lakes. In the study, channel catfish had 1,761 parts per billion (ppb) of total DDT, which is more than three times the EPA do-not-eat level of 550 ppb.</p>

<title><![CDATA[CONSERVATION - everyone is doing it!]]></title>

<content:encoded><![CDATA[<p><span style="text-decoration:underline;">SunGazette.com</span> (PA)  When the Lycoming County Conservation District was formed more than 50 years ago, there were a few progressive-minded farmers using good conservation practices through programs administered by the Penn State Cooperative Extension.  However, the concept of conservation was limited primarily to soil conservation.  “ ‘Soil conservation’ was a coined phrase that people could relate to,” said Gordon Hiller, who was instrumental in founding the district in 1956.</p>
<p>“Conservation was like motherhood, apple pie and baseball. Everyone was in favor of it,” Hiller said. “How could anyone oppose it?”  The seeds for Hiller becoming a conservationist grew out of his own experience as a farmer in the mid-1950s.  In 1956, after a two-year campaign, the commissioners founded the Lycoming County Conservation District. Only one person was on staff, soil conservation officer Justus V. Baum. The district had an annual budget of $50 for the first few years, Hiller said.</p>
<p>Hiller was a charter member of the district’s first board of directors.  Since the district was founded, the definition of conservation — and the role the district plays in conservation —has greatly expanded.  According to Hiller, soil conservation naturally evolved to include other issues such as <a title="stormwater run-off" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-featured_products.aspx">stormwater run-off</a> and <a title="water quality" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-geomembrane-applications.aspx">water quality</a>.</p>
<p>The district staff has expanded along with its responsibilities and includes <a title="erosion and sediment control" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-erosion-control-products.aspx">erosion and sediment control</a> technician Autumn Bagley, nutrient management technician Chad Bower, Chesapeake Bay Program Rod Morehart, watershed management specialist (west county region) Carey Entz, watershed management specialist (east county region) Corey Richmond, Davidson, who also administers the Dirt and Gravel Roads and AgLand Preservation programs and administrative technician Denise Daniels.<br />
<a title="erosion" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-road-transport.aspx">Erosion</a> and <a title="sediment" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-sediment-control-product-lines.aspx">sediment</a> plans are required for any earthmoving activity in the state. Plans require best management practices such as <a title="silt fences" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-sediment-control-product-lines.aspx">silt fences</a>, rock construction entrances, sediment basins (<a title="geomembrane liners" href="http://www.watersaver.com/">geomembrane liners</a>) and other practices to be installed until a project is stabilized, she said.</p>
<p>In 2007, the district completed 76 <a title="erosion control products" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-temp-erosion-blankets-product-line.aspx">erosion control products</a> and <a title="sediment control products" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-erosion-control-specifications.aspx">sediment control products</a> plan reviews and conducted 68 on-site inspections, 20 of which were the result of complaints, Bagley said.  Farming still is a major focus. Conservation District staff work with farmers to develop conservation plans that cover all aspects of conservation — wildlife management, erosion control, crop rotation and nutrient management.</p>

<content:encoded><![CDATA[<p>Close to a decade ago, the Environmental Protection Agency began cracking down on the <a title="stormwater runoff" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-featured_products.aspx">stormwater runoff</a> coming from large construction sites in larger cities around the country.  The first cities handled in Kansas included Wichita, Kansas City and Topeka. Now, it&#8217;s Dodge City&#8217;s turn. And, whatever eventually gets passed will have a major effect on local developers and contractors.  Doug Danaher, regional manager of stormwater services of Wilson and Company out of Kansas City, Mo., presented the Dodge City Commission on Monday with a basic outline of what the city&#8217;s ordinance would require of potential developers in the area.</p>
<p>The city, which is required by both the EPA and the Kansas Department of Health and Environment to pass an ordinance monitoring stormwater runoff, will have to tailor-make the local guidelines.  The first step in drafting the ordinance, identifying illicit discharge of pollutants into the storm <a title="sewage system" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-wastewater-lagoons.aspx" target="_blank">sewage system</a>, went without any major problems, Danaher said.  However, the city is now required to develop a program to reduce <a title="stormwater polution" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-wastewater-lagoons.aspx">stormwater pollution</a> from construction sites as well as businesses and residents.</p>
<p>The ordinance, which is still in early draft form, would require the city to monitor the amount of washout, chemicals, detergents and whatever non-water materials get washed down the drains.  &#8220;The EPA basically wants everyone to know what goes through the stormwater sewage goes into the river,&#8221; Danaher said.  Similarly, contractors in the area would also have to provide proper prevention for <a title="erosion and sediment control" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-erosion-control-products.aspx">erosion and sediment control</a> (no dirt and dust into the air or neighboring properties), design guidelines, standard specifications and a streamlined administrative process.  Joe Finley, director of engineering services, said the finalized ordinance would offer extremely specific guidelines for local contractors, outlining from start to finish what they would have to do to meet federal and state guidelines using <a title="erosion control products" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-turf-reinforcement-mats-product-line.aspx">erosion control products</a> and <a title="sediment control products" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-sediment-control-product-lines.aspx">sediment control products</a>.</p>
<p>Mayor Kent Smoll said he was concerned that the financial impact of temporary <a title="seeding" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-soil-amendments.aspx">seeding</a> to prevent dust and <a title="erosion" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-featured_products.aspx">erosion</a>, along with <a title="silt fences" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-sediment-control-product-lines.aspx">silt fences</a>, <a title="straw wattles" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-sediment-control-product-lines.aspx">straw wattles</a> and other required efforts, would frustrate local contractors.  &#8220;I just see this as another contractor battle,&#8221; Smoll said. &#8220;But I guess it&#8217;s one we can&#8217;t get around.&#8221;  Finley said it should be economically feasible for many contractors to meet the guidelines, and it would just be a matter of how ingenious the workers could be.  For example, to prevent dust and erosion of exposed land during a long-term construction project, Finley said a cheap alternative like rye grass could be planted to keep the topsoil in place while the project was finished.  Most of the guidelines would apply to any development larger than one acre.</p>

<p><span style="font-size:x-small;font-family:verdana,geneva;">For $2 an acre, Greevey will critique a lease and provide comments and addendums. He said that he does have a minimum charge and that he would try to resolve issues by first working with a company and then through arbitration.  Greevey said that attorneys who have worked on leases &#8220;will know how far a company will go on terms.&#8221;  &#8220;Information is terribly important in the leasing procedure and the more information you can get the better,&#8221; Greevey added.  Some consultants primarily assist large groups, companies and investors, such as geologists Gary Lash of State University of New York-Fredonia and Terry Engelder of Penn State.</p>
<p>The two men have released research findings that a bed of shale known as the Marcellus, which stretches through Pennsylvania and nearby states, could contain 168 to 516 trillion cubic feet of natural gas.  &#8220;What we believe we have in our hands is intellectual property,&#8221; Lash said, adding that since December a rush of people have contacted them for information. &#8220;There are probably billions of dollars at play.&#8221;  Lash and Engelder charge $1,500 an hour for their services.  And while the state does not regulate leases, the state Department of <a title="environmental protection" href="http://www.watersaver.com/">Environmental Protection</a> does watch over well operations.  DEP issues permits and monitors an operation&#8217;s <a title="erosion and sediment control" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-erosion-control-products.aspx">erosion and sediment control</a>, among other items.</p>
<p>For instance, DEP has monitored drilling operations in Rush and Jessup townships, where an inspection in October 2007 discovered that an <a title="erosion and sediment control products" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-sediment-control-product-lines.aspx">erosion and sediment products</a> plan was not followed.  &#8220;We&#8217;re trying to keep a close eye on these sites,&#8221; DEP spokesman Mark Carmon said.  The sites, which are located on land owned by Dennis and Victoria LaRue, were excavated by Jay Stanton of New Albany and subcontractors for Turm Oil Co.  Stanton has filed a lawsuit against the Butler company in the Susquehanna County Court of Common Pleas and is claiming that Turm Oil failed to compensate him for work he completed at the sites in October, according to court documents.</p>
<p>A court hearing has not been scheduled and the attorneys representing Turm Oil and Stanton continue to file briefs.  Although a February inspection determined that the drilling operation had no violations, Carmon said that initially the site was not adequately stabilized to prevent run off.   However, <a title="waterways" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-other-applications.aspx">waterways </a>were not polluted, Carmon added.  In leases, landowners can include addendums in an attempt to protect a site&#8217;s water supply and other interests.  For instance, Elk Lake School District in Dimock Township had an addendum protecting its water supply placed in a lease with Cabot and Oil Gas Corp of Houston.</p>
<p>The school district signed a lease with the company in March at $750 an acre and a 12.5 percent royalty.  Board member Chuck Place said that they consulted an attorney specializing in gas leases to develop the agreement and would first contact Cabot if a problem arises.  He added that it would be &#8220;catastrophic&#8221; if something happened to Elk Lake&#8217;s water supply.<br />

We can&#8217;t get into the details of that at this time without the agreement of the other parties,&#8221; said John Steele media spokesperson for the MOE during an interview on Tuesday from his home. &#8220;I had a brief email conversation with the lawyer from the ministry and she pointed out there was some confidentiality agreement . . . and that it was signed by the three parties,” Mr. Steele said. The determination of the final cost sharing agreement has yet to be determined and that won’t take place until the project is completed. “Then we will be able to determine what the municipality will be <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">responsible </a>for and what the province has covered off,” Mayor Eccles said. “That’s when the project manager will probably be able to give you a definite answer on what cost can be allocated to COMRIF (Canada Ontario Rural Infrastructure Fund) and what costs are ineligible which the municipality will have to pick up. Land purchases, legal costs are the responsibility of the proponent of the project and aren’t eligible for COMRIF funding, Mayor Eccles added. &#8220;There is a cost sharing agreement but the exact details of that cost sharing agreement is being be kept confidential,” said Mr. Steele who promised to look further into the details of a financial settlement Mayor Eccles said the confidentiality clause was at the insistence of the MOE and West Grey is not in position to waive the confidentiality agreement. “The West Grey council and the provincial government through the MOE have come to an agreement that the council is comfortable on going forward with,” said Mayor Eccles who reiterated that there will not be a public statement detailing the cost sharing agreement at the end of the project. “You may have to do some fact finding work on this one,” he said. “There’s more to say but I can’t say anything else at this point in time. I would like to say more but there is restrictions on it. I will honor that part of the agreement,” the mayor said. The Blackwater Creek Watershed specifically has been stressed by development due to increased <a title="erosion" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-featured_products.aspx">erosion</a> and <a title="stormwater runoff" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-channel-stabilization.aspx">stormwater runoff</a>, according to a 2006 study undertaken by Lynchburg College and partnering agencies.  Local ordinances designed to limit the impact of development have been put in place by the city. Programs such as the combined-sewer overflow work have also been pursued to improve the health of the area’s waterways.  Explain whether you do or do not feel the city has taken sufficient steps to protect local streams and rivers. If you do, explain why you feel current measures are adequate and further action is unnecessary. “As primary author of the 2006 study I provided evidence our city has never taken protection of Blackwater Creek Watershed seriously. State law has 19 minimum erosion and sedimentation standards enforced by the city that developers haphazardly follow with minimal consequence. DEQ and COE developed good stream mitigation programs most developers avoid that would funnel money for stream restoration to our beleaguered watershed. City code requires maintenance reports for <a title="stormwater management" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-wastewater-lagoons.aspx">stormwater management</a> <a title="ponds" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-industrial-secondary-containment.aspx">ponds</a> that are not enforced. Development after development after development passes through city council without proper scrutiny for environmental impact. I won’t let this continue if elected to council.”</p>

We have miles of green space in the city of Lynchburg that protects many of our streams and tributaries. Can we do more, certainly? I am confident that the efforts we currently employ are sufficient.”</p>

At our February 26th Council meeting, I called for a review of our enforcement procedures because of the developments of Cornerstone and the town-homes on Leesville Road. There were rules and requirements in place regarding things such as grading, dust, and run-off that were not being enforced.”</p>

“The City has taken positive steps towards protecting our streams and rivers but much more can be done. The CSO Project continues to make slow, steady progress. College Lake, nestled alongside Lynchburg College and the only lake in the city, is still filling with sediment. Lynchburg College has taken a proactive approach, teaming with the Army Corps of Engineers to find a solution. The City needs to remain vigilant with any new development to ensure that standards are being met or exceeded and that we minimize any potential negative impact from run off.”</p>

This legislation includes the Stabenow <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">provision </a>to <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">improve </a>the Great <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">Lakes </a>Basin Program for <a title="soil erosion" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-housing-land.aspx">Soil Erosion</a> and <a title="sediment control" href="http://www.watersaver.com/pond-lake-liners-geomembrane-erosion-sediment-control-sediment-control-product-lines.aspx">Sediment Control</a>, which targets <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">clean-up </a>activities in severely <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">polluted watersheds </a>and restores <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">urban watersheds </a>that have been degraded by <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">development</a>. The <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">Farm Bill </a>will also help implement the Great <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">Lakes </a>Regional Collaborative <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">Strategy</a>, which is dedicated to water cleanliness, combating invasive species, <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">habitat </a>and <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">land conservation</a>, and <a title="Watersaver-Geomembrane Liners Erosion Control Products" href="http://www.watersaver.com" target="_self">wildlife </a>protection.</p>
