Indonesia, Nov 23, 2009 (AFP) – The captain of an Indonesian ferry which sank killing 29 people rejected claims of overcrowding Monday and blamed a freak storm for the disaster, as officials launched an investigation.

The search for survivors from the Dumai Express resumed for a second day off Karimun island, near Singapore, amid fears scores of people could be lost at sea or trapped in the wreck at the bottom of the Malacca Strait.

With the official toll standing at 29 dead and 250 rescued, officials arrived at Karimun to try to piece together what caused the latest in a litany of ferry disasters in Indonesia, an archipelago of 17,000 islands.

The 147-tonne vessel’s capacity was 273 passengers and crew, but local police said more than 400 people could have been on board. Two survivors told AFP its decks were packed with undocumented passengers.

Captain Johan Napitupulu rejected the allegations and said he had no warning he was sailing into a massive storm when he left Batam island on Sunday morning.

“The weather was fine when we left Batam port. There was no sign of rain and we also didn’t get any warning from anybody saying the weather could turn bad at sea,” he told AFP.

“About half an hour later the weather suddenly turned really, really bad. The waves were higher than two metres (six feet), the winds and currents were strong.”

The captain said the crew had done all it could to arrange lifeboats and life-jackets for the terrified passengers.

“The ferry was sinking fast, front first. Within 27 minutes it was totally submerged… There was panic, everyone was screaming,” Napitupulu said.

Survivor Amir Azli, a 56-year-old high-school teacher, estimated more than 350 people were on board, many with heavy suitcases as they set off to spend time with their families ahead of a Muslim holiday on Friday.

“I saw at least 50 people without tickets sitting on the top deck of the ferry… It wasn’t just the bad weather,” he said as he recovered in Tanjung Balai on Karimun.

“The ferry was overloaded so of course I’m angry that the ferry operator broke the safety rules and people had to die because of that.”

Another survivor, 25-year-old factory worker Zulfitri added: “The ferry was overcrowded with people and things. On the first floor there were people standing because they had no seats”.

“They didn’t tell us there was a problem but only asked us to stay calm. We only realised we were in trouble when we saw the ferry sinking and that’s when we demanded life-jackets,” she said.

Karimun-based Navy Lieutenant-Colonel Edwin said the boat’s manifest listed 242 passengers and crew including 15 children, indicating some of the passengers were undocumented.

“There’s an indication of overcapacity,” he told AFP.

“The chances of finding survivors are still high because they were wearing life-jackets.”

Heavy seas were preventing navy divers from finding the wreck to determine if anyone was trapped below decks, he said.

Ferry disasters are common in Indonesia despite repeated official promises to tighten and enforce safety regulations.

Up to 335 people were killed when a heavily overloaded ferry sank off Sulawesi island in January. In December 2006 a ferry went down in a storm off the coast of Java, killing more than 500 people.

The actual number of deaths from such sinkings is rarely known because captains and port masters routinely falsify how many passengers are on board, or simply fail to count them.

Al menos 25 personas murieron hoy, entre ellas dos niños, y varias decenas permanecen desaparecidas tras el naufragio de un transbordador frente a la costa este de la isla indonesia de Sumatra, en el noroeste del país, durante un temporal. Los equipos de emergencia que acudieron en auxilio del ‘Dumai Express 10′, en el que viajaban al menos doce niños, han rescatado a 243 personas a pesar del fuerte oleaje, según los últimos datos facilitados por las autoridades de la provincia de Riau.

Varios náufragos, algunos de ellos por medio de sus teléfonos móviles, han relatado que los supervivientes braceaban entre las olas de varios metros de altura, a veces subidos a los restos del naufragio, a lo largo de un área de varios kilómetros cuadrados. Embarcaciones del Ejército y la Policía, así como barcos de pesca, participan en la búsqueda de los supervivientes, que se prolongó hasta el anochecer y se reanudará el lunes, en cuanto lo permita la visibilidad.

El Gobierno central ha reconocido que la cifra total de personas que viajaban en el transbordador siniestrado es aún incierta, y subrayó que el número de rescatados ya ha superado el consignado en el registro oficial de la ciudad de Batam, el puerto de partida.

“Los últimos datos que hemos recibido del Ejecutivo local hablan de 292 supervivientes, pero nuestros equipos en el terreno estiman que los pasajeros rescatados ascienden a 202″, afirmó el director general del Departamento de Transporte Marítimo, Sunaryo, ejemplificando el descontrol oficial sobre las cifras.

El capitán del ‘Dumai Express 10′ dejó constancia en el registro portuario de Batam de que zarpaba con 228 pasajeros y 14 tripulantes a bordo, 242 personas en total.

La disparidad de los datos ha llevado al Ministerio de Transporte a abrir una investigación, ante la posibilidad de que el transbordador viajase sobrecargado, algo habitual en el archipiélago indonesio. “La capacidad (máxima) del barco era de 273 personas y tenemos indicios de una posible sobrecarga. Si es así, no toleraremos que se juegue con la vida de las personas”, añadió Sunaryo.

El accidente se produjo sobre las 09.30 hora local (02.30 GMT), 90 minutos después de que la embarcación zarpase de Batam rumbo a la localidad de Bengkalis, ambas en la provincia de Riau, próxima a la ciudad-estado de Singapur. Según las primeras investigaciones, las olas volcaron el barco de pasajeros, que quedó semihundido y escorado a estribor. Dasrul Sekupang, director de la policía portuaria de la región, aseguró que el buque había comunicado por radio poco antes del naufragio que sufría “varias vías de agua”.

En un incidente independiente, otra embarcación, el ‘Dumai Express 15′, que navegaba entre Batam y Moro con 278 personas a bordo, encalló también hoy en la provincia de Riau a causa del temporal, aunque sin causar heridos.

Accidentes como estos dos se repiten con relativa frecuencia en el archipiélago indonesio, el mayor del mundo con más de 17.500 islas, en donde todos los años cientos de personas fallecen en alta mar en naufragios. Los principales factores que determinan estas negras estadísticas son la climatología tropical, la precaria situación de las infraestructuras del país, la falta de medidas de seguridad y la sobrecarga de pasajeros y mercancías, según los expertos.

La última gran tragedia marítima ocurrió el pasado mes de enero, cuando más de 300 personas fallecieron en el hundimiento del ferry ‘Teratai Prima’ entre las islas de Borneo y Célebes, en el norte del país, durante una tormenta. En diciembre de 2006, la embarcación ‘Senopati Nusantara’ zozobró frente a las costas de Java Central con más de 600 pasajeros a bordo, de los que sólo unos 200 fueron rescatados con vida en el mayor accidente náutico de la historia de Indonesia.

Indonesian television says a passenger ferry with more than 200 people onboard sank in rough waters near Sumatra island.

Yasin Kosasih, a police chief in Riau province, says the Dumai Express 10 left on an inter-island voyage Sunday morning and reportedly sank in poor weather 90 minutes into the trip.

The passenger manifest says it was carrying 228 passengers including 15 children from the port of Batam to Dumai in Riau, Sumatra.

Local police spokesman Anggaria Lopes says dozens have been rescued and a search operation is ongoing.

Indonesian ferry accidents have killed hundreds of people in recent years. Boats are often overcrowded and safety regulations are poorly enforced.

A super tidal wave has caused a death amount of 260 people. Witnesses said that the ferry was hit by a gigantic wave, even higher than that video we saw 3 weeks ago [Surfer Video and Snake Video]. Rescuers managed to save 62 people from the ferry. Two 76 year old saved people said that it felt like youre almost paralysed. Out of the 62 saved people, 12 were injured with minor injuries such as bruises and cuts. Witnesses also said that the ferry capsized first and then it sank.

Watch CNN now to see if it is still showing. It will still be on tomorrow and maybe even Tuesday since it is eye catching.

DOES THIS HAVE SOMETHING TO DO WITH 2012?

It’s always a pleasure to share some good news when there’s progress on a story I’ve been following. At long last the powers that be have pulled their heads out of the sand to do something significant regarding the closure of the Champlain bridge.

For a while it just seemed like everything was going downhill fast.  They said they were going to fix the old bridge.  Then it turned out those repairs would only be good for five years.  So they decided they’d have to replace the old bridge at a cost of 67 million and take two years to do it.  (Sorry no stimulus package for you) – from CS9

But now things are looking up on two fronts.  One, there’s going to be a new ferry service right near where the closed bridge is.  Construction of a new access road to the ferry dock will begin ASAP.

And front number two : Farms and businesses affected by the closure of the Lake Champlain Bridge will now be able to receive assistance from the state.
