The Global Emerging Infections System (GEIS) was originally created in 1995 by the Office of the Secretary of Defense (OSD), supervised by the Pentagon’s “top doc”, the Assistant Secretary of Defense (Health Affairs) or as the documents refer to the job, the ASD(HA), when new mandates expanded the military’s Defense Medical Surveillance System beyond its role of managing the Dept. of Defense Serum Repository (DoDSR), itself established to archive the physical specimens of military personnel in the wake of HIV/AIDS. The focus of GEIS is to maintain a worldwide state-of-the-art laboratory network with its partners –the W.H.O., the CDC, and the host nations’ research infrastructure. In this website, http://www.afhsc.mil/About_GEIS.asp, money to support this global network records that, “In FY06 GEIS received congressional supplemental funding for pandemic and avian influenza which represented a five-fold increase in the annual GEIS budget…” Supplemental?!! ..Meanwhile…the domestic public health laboratories were on a down-spiral of cutbacks as the APHL webpage illustrates (see Pandemic Unfolding, http://www.aphl.org/AboutAPHL/publications/Pages/LMFeatSummer2009.aspx) so much so that by Mar/Apr and the arrival of the long-awaited pandemic, the public lab system scurried to enlist the resources of other U.S. programs, “Medicare and Medicaid Services, for example, [which] delayed its routine regulatory surveys and suspended influenza proficiency testing in state labs during the crisis.”…”Fiscal downsizing cost the the Washington D.C. and 50 state labs about 185 staff positions in the first quarter of this year, on top of significant losses last year.” Back in 2006, while GEIS was quintupling its annual budget…”FY06..the federal government disseminated $225 million to states for pandemic influenza preparedness through the Public Health Emergency Preparedness Grant, although public health laboratories received few of these dollars. No funds were allocated in FY08.”…”The emergency supplemental appropriations bill signed June 24 [2009] includes 260 million of immediately available funding for state and local..activities…Unfortunately, only a portion of $65 million will be spent on laboratories…public health laboratories were substantially left out of the federal stimulus package enacted in February..[The National Institutes of Health, by comparison, rec'd $10 billion in stimulus funding].”
 
ABC news reported on April 29 “To fight the epidemic, the Obama administration is asking Congress for 1.5 billion…to enhance our nation’s capability to respond to the potential threat of this outbreak. Americans are accustomed to measuring ’seriousness’ in dollars. 

In the http://www.afhsc.mil/About_GEIS.asp page, the reason for the existence of the GEIS program is summed up by its director, CAPT Kevin Russell, MD : “The victory over infectious disease that we thought we had from the antibiotic era showed our understanding of infectious disease was arrogant, and it was incomplete.” He doesn’t mention exactly when he thinks the antibiotic era ended, or how the global system is going to resolve the incompleteness, but as the 2008 RAND study highlights, the DoD is demonstrating its preparedness by the quality of the surveillance: laboratory-based surveillance.

…just to let you know, we are working at an interagency level on a weekly basis, working a lot of very strategic issues…

We have a collaboration going on with NASA at the present time where they use a variety of modalities of satellite imagery and modeling..

…and we’re looking again at respiratory disease…In Afghanistan..we might have pertussis…Adenovirus as you’ve been previously briefed by Kevin Russell, continues to be a problem at our basic training posts…hepatitis E is a concern of ours in deployed forces…these are just some of the ticklers…

[page 20] Let me talk about some of the relationships that GEIS is forming…
..with France [tropical medicine institute in Marseilles, part of Pasteur]…Places like French Guiana in the northern part of South America is actually considered part of the country of France. It’s called a Departement. It’s not a colony…
…[Africa] last year, 20,000 cases of meningococcal disease in the Ivory Coast, and this included 1,600 deaths…

…work that GEIS is doing also with the State Health Department in Bavaria…the Germans’ work is nearly always with the U.N. They have some very interesting lab capabilities with the Microbiology Institute in Munich. The director is Colonel Dr. Finke…[who] prior to reunification of Germany was actually head of the BW Program for East Germany so he has tremendous background in plague…

Let me move on and talk in particular about flu very quickly…documents that many of you are aware of from the White House, the National Strategy. Stemming from that was the National Implementation Plan which had a total of 323 tasks that were given to the cabinet-level secretaries. Of those 323 tasks, 114 of those came to the Dept. of Defense [DoD]…six of those relate to the work of GEIS.

[page 25] We do 3 types of lab-based surveillance for flu, and I am going to go through each of these very quickly. We are collecting isolates from 56 countries [9 more countries were added in 2007] and I can tell you that I think that’s more than any other entity on the face of the planet right now…
…We also do special population-based surveillance at the basic training sites…In addition we now are putting PCR machines aboard some of the ships that are part of these three different fleets…we need to know what’s going on, and we need good answers.

..Central Europe [EUCOM] is now participating in laboratory base surveillance. They do ILI surveillance [Influenza-Like Illness]…isolates are sent to the Primary Reference Lab which is now at Landstuhl.

A couple of things that were different in terms of seasonal flu epidemiology this year, the predominant strain of flu in the States was an H1 whereas in Europe it was an H3…

…internationally..I’ll just talk about flu…[there's] work that’s going on regionally in Nepal and Thailand…a new effort going on in Cebu City in the Philippines…
There’s a big question as to why have we not seen bird flu yet in the Philippines…everything is there…Maybe we haven’t been looking hard enough…we’re building up a BSL-3 lab there for their use as well.

In Indonesia..exactly a year ago..[in] the northern part of Sumatra, not so far as Banda Aceh where the tsunami was, but a part of the same island..this family..died of H5N1…
…obviously of international concern because we went to look, and this was a team effort with W.H.O., C.D.C. and members of the Navy lab, at the chickens and the pigs, they were not able to isolate H5N1…this may be a lead for future research, that there may be certain genetic elements to who gets sick and how severe their illness is…

There’s a lot of work that we’re doing in South America. We went to Buenos Aires…in the Andean Ridge countries, helping them to build their own capacity…but in addition to collecting isolates. Beyond that, new effort is in fact working with Billy Koresh with the Wildlife Conservancy doing bird surveillance…but in addition looking for other new novel influenza viruses.

In Kenya we have..the largest influenza surveillance effort in sub-Sahara Africa…We intend in the coming months to expand to Uganda and Cameroon…in the month of June I’ll be making a trip..to confirm the preparation…We’re also looking to go to Nigeria. As many of you know, we have an extensive DoD HIV presence in many countries as far as PETFAR and DEHAP…

[page 31] A real workhorse for us is the Cairo lab in Egypt, working in many countries. They have the unique position of being the Eastern Mediterranean Regional office for W.H.O. for influenza. So when you hear about flu in Turkey or the Stans or in Egypt, any of those EMROC related countries, the Cairo lab is the one that has done the the diagnostic work, period…they are the ones..to actually do the investigation…They are the ones to detect and confirm H5N1 in poultry in Ghana…in this next year they’ll be collecting even more specimens. It’s becoming quite an industry for them.

…we have an ongoing collaboration with Global Health, with Dr. Steve Blount at the Centers for Disease Control…we talk to them on the phone on a regular basis. They have a parallel program called Global Disease Detection which looks alot like GEIS, but it’s CDC. We are collaborating with them. In fact, they have an individual who is now assigned to the Cairo lab to help the CDC start to build some of their efforts in that country and in that region…[and] other isolates and other work that is occurring along the Nile.

[Question and Answer segment]:
…they do have the ability in many of these labs to do their own virology work, higher-level diagnostics. But we work closely with the CDC to make sure that we’re matching…
…the only place that we’ve had any issues right now have been Jakarta…Of course, the international health regulations that the W.H.O. is promulgating call for the sharing of isolates…It certainly hasn’t stopped our progress, but it underscores the importance of having a full-functioning BSL-3 in a country so that if the isolates can’t leave, at least we’re able to work with the virus locally…But..that’s a burgeoning issue.

[regarding numbers of GEIS personnel, Col. Erickson replies]..At my immediate reach I’ve got about 15 people at the GEIS headquarters…you won’t see a whole lot of people, but very senior people who are managing the network. Across the network..literally thousands of individuals…there is not a set training for people to belong to GEIS. There are training programs for those who are working in the labs…

[regarding the inclusion of China]..We’ve had a number of good contacts..

[the Questioner says] I had an opportunity to look at [the new GEIS command facility] with Dr. Poland and it’s one of those gee-whiz–wow things..very state-of-the-art…at what point would you activate that COM center..in other words, the size of the outbreak?
[Col. Erickson response]..In the coming months we’re going to be practicing with the technology…we’ll be doing some notional exercises. My sense is when we reach the point where we have an outbreak, and it could be any emerging infectious disease but flu is the one for which it is funded, at that point..where we need to have situational awareness 24/7, that’s really the point…

[page 42, the Questioner says]..the other thing that’s happening now, there is a movement afoot politically and legislatively for something called One Medicine which is really the notion of veterinary medicine and human medicine [that] have been separated far too long…is there a way to standardize this?
[Col. Erickson replies]..I’ll have to slip you a $20 bill later..you giving me this plug…Three of..my immediate staff are veterinarians. I’ve mentioned Billy Koresh with the Wildlife Conservancy, one of our people brought over from USDA….In fact, this was one of our goals for 2007…it may very well be that within animal populations..would be our early warning.

[regarding the fleet capability of PCR testing, Col Erickson replies]..Just so you know, we’re talking about LightCycler machines, standard PCR methodologies. Not every ship would have them…

Gwythyr couldn’t hide his happy grin as he jumped up and lead her to one of the tables. He was positively beaming with relief as he seated her by his side and everyone went back to their conversations. He was like a big human puppy, especially now that he was out from under the Prince‘s shadow. He seemed like a completely different person.

Some of the diners glanced at her from time to time, but for the most part, now that she’d been accepted, the others were content to ignore her. Glory mused that Gwythyr could not have much social standing, seated as he was at the very end of the table. Which also spoke volumes of her own social standing, though she’d never been one to care much about what people thought of her. She knew that by the rules of courtesy however, that the farther away from the lord a person was seated, the less regard they had in the community. There was also the way Arawn’s son had treated Gwythyr, making him wait outside with Glory like a common servant or soldier.

Glory couldn’t help but notice that while most of the other diners were blond haired and blue eyed, Gwythyr’s hair tended more towards red-brown and his eyes were black. When actual outsiders like herself weren’t around, she suspected he was probably the next best thing. He peered at her shyly as servants brought out dishes of food, serving the high table first before carrying less popular dishes outwards from there. The food had not yet reached the very ends where she and Gwythyr sat.

“What is this place you come from like?” Gwythyr asked eagerly after a few seconds of barely contained curiosity. “America, you called it. I had thought that the only land that lay across the ocean was Eire and beyond that, the land of the dead.”

It was on the tip of her tongue to say that they were in the land of the dead already, but instead she said, “ America is much farther away than Eire, and beyond America is another ocean. Perhaps the land of the dead lies beyond it.” It was hardly her place to destroy his illusions. Glory wondered if any of them knew that they were dead. Then again, maybe they weren’t. It could be that as relatives of Arawn, they enjoyed some kind of second life in this place. Were they reborn here or did they just appear, she wondered.

He consider this a moment, but it was clear now that he had no cause to be embarrassed, he was consumed with questions. For her part, Glory was a little worried about revealing too much. There had to be a reason why these people forgot about their lives once they came here. Maybe it just made things simpler in the long run, but she didn’t want to be the one to put any ideas in Gwythyr’s head about leaving. Apparently Arawn wasn’t happy when his family chose to wonder… if it was something they chose. He didn’t seem to think so, and she had to wonder: How exactly were they chosen and extracted by Caer Wydr?

Before Gwythyr could ask any more questions, and it looked as if more were already dancing on the tip of his tongue, Glory steered the conversation away from her homeland. “I’d love to tell you about America, Gwythyr, but I think perhaps it would be better if you told me more about your people. Just so I don’t end up making any more enemies.”

For a moment Gwythyr looked confused, then he glanced up at the high table and flushed crimson. “You mustn’t worry about Prince Neirin. He’s… well, that’s just the way he is. Now that the King has said you’re a guest, there’s not much Neirin can do. He’s bound by his father’s word. You’re safe enough.”

“I’m just curious, but what is your relation to him?”

Now Gwythyr looked absolutely appalled. “I’m… his foster brother.” he choked out glumly, looking to a bowl which had just been set down by one of the servants. “King Hafgan was my father.” He filled her plate with what looked like peas and some other vegetable before serving himself.

“Oh,” Glory said after a moment, trying to recall who Hafgan had been. She was going to need to reread the Mabinogion when she got home.

“I bear King Arawn no ill will for my father’s death.” Gwythyr assured her. “I was only a babe when my father was killed by Pwyll. Arawn might have sent me into exile when he became king over all of Annwn, but he took me in as his own child instead. Neirin was born a year later, and we grew up together as brothers.”

Glory wondered at what point Neirin had decided that Gwythyr was a rival. Gwythyr seemed like a very gentle sort, eager to please and kind by nature. He reminded her a lot of herself before she’d come to the conclusion that nothing she ever did would please her mother or placate her sister‘s jealousy. No doubt the reason he was seated at the very end of the table had a lot to do with Arawn attempting to keep his son pacified, though she couldn’t rule out that Gwythyr’s adoption had been a mere formality which Neirin’s birth had made redundant.

They endured several minutes of awkward silence as Glory tried to figure out if it was safe to eat the food. If she did, would she be stuck in “fairy land” forever? She finally decided if Pwyll hadn’t suffered any ill affects from his year in Annwn, then she was probably safe enough. She stuck a spoonful in her mouth and was not disappointed by the lack of taste. The “curse” of her sword continued to interfere with any enjoyment she might garner from the act of living. But, it wasn’t as if she needed to eat. So if food in general had no affect on her, then eating enchanted food was probably not going to do anything either. And even if she was stuck here for some indeterminate amount of time thanks to this meal, she’d at least be safe from her sister. It wasn’t as if she’d been at all successful in finding Lori or getting her book back either. Maybe now that Lori had her book, she was finally content to let Glory live in peace… not that she believed it for a second. Lori was much too conniving to let Glory go.

“I’m sorry if I embarrassed you with my question,” Glory announced after a few minutes of silent eating.

“Oh, well, you couldn’t have known,” Gwythyr replied with a shaky smile. After a moment, he asked, “This girl you are looking for, you think she came here?”

Glory frowned. “I really don’t have any doubt that she did. I think she was forced through Caer Wydr just as I would have been if I hadn’t taken events into my own hands.”

“But I don’t understand why you would come here alone. Even if her mother is your bondswoman, you should have had an escort.”

“She’s not my bondswoman,” Glory said with a laugh. “I don’t even know her.”

“But then, why…?”

“I help people. It’s just something I do,” she explained with a half shrug. It seemed no matter how much she tried to avoid it, if someone honestly needed help, she was incapable of saying no. It was practically a geis… which was probably one of the most disturbing thoughts she’d had in a while. On the one hand, it could just be the tremendous guilt she felt over the death of her mother, but on the other, she really had no idea what more subtle effects the sword had on her psychology. She really wished she had someone to ask about it. She supposed if Aaron had had any answers, he would have found a way to pass them on. Funny, she never would have considered millions of dollars as a consolation prize before receiving the sword.

What’s the problem with having your one and only sister in your life?

If there is a problem, then what, if anything, did I ever do to deserve this?

Do you want to be a part of your nieces and nephews lives???  They will give you unconditional love…you can see them whenever you want to….(of course once they are born!!!)

I know a couple acting coach’s from friends that have taken classes….and they have actually been in shows and acting since a few months after they have been in NY….you remember one….he got you the job at Bubba Gump Shrimp…..he still keeps in contact with friends and family, his sister just had a baby and named her Elizabeth Bryn….I could get you the contact info from him or another friend’s acting coach.

Do you have any head shots to send to places for acting?  Yes…headshots….producers that hire actresses as beautiful as you would like some headshots.  If you don’t have any, I know some photographers that do them….and have been quite successful, and it’s not too expensive…they become yours….so do you have any?

Do you travel whenever and wherever you would like?

Do you go to weddings, birthdays, baby showers or funerals?

Do you date men/women in NY?  Someone that might take you out to dinner, go to a museum or movie and then maybe out for a night cap….and then gives you a cab ride home with no strings attached?

Do you  visit old friends?  I’ve run into numerous people I’ve known….and NY is SOO big!!

Do you want to leave NY?

Do you want to live a more beautiful life?

Are you afraid of being alone??? 

 I am with a wonderful man about to start a beautiful family….and  you are the one and only aunt….I would like you to be a part of it…..would you like to?

KRISTEN MIGLIORE….Where are you??? I tried to see my sister today, I haven’t seen her in 3 years….I guess because of this guy Wayne Allen Geis….but why doesn’t she have the choice to see me if she has free will?? I have done nothing to her and I’m searching for answers….why is he allowed to see his family….children, parents, partners… if they have caused him so much pain??? She is going to be an aunt….this is no longer about anything that happened in childhood or pain that’s been caused in the past…..siblings fight….and when they grow up, especially sisters…they become the best of friends because that’s what sisters are there for….there is no other person alive that will know my sister longer than I will, whether or not she decides to free up her own mind and realize that or not is her choice, but the children I have will all be waiting for their aunt to be a part of their lives…..because really, she will be the only one who will ever fit that role….and I wouldn’t ask for any other person except her to fill that role….. …until we meet again dear Siststen……I will be waiting…..

Sollte nicht das Verbot verfassungsfeindlicher Parteien zur Wahrung der Demokratie angestrebt werden? Wenn ja, sollte man mit dieser Konsequenz ein Verbot der CDU/CSU anvisieren? Angela Merkel sagte anlässlich ihrer Rede zur Festveranstaltung “60 Jahre CDU” am 16.Juni 2005 in Berlin: Denn wir haben wahrlich keinen Rechtsanspruch auf Demokratie und soziale Marktwirtschaft auf alle Ewigkeit. Beinhaltet unsere Verfassung etwa keinen Rechtsanspruch auf Demokratie? Den GRÖVAZ (Größter Verfassungsfeind aller Zeiten, nämlich unseren Innenminister Schäuble hat die CDU ja auch in ihren Reihen.

Auf den xenophoben Roland Koch möchte ich gar nicht mehr näher eingehen.
Ein gewisser Herr Geis von der CSU verteidigt in diesem Interview das präventive erschießen von Terrroristen. Das ist sicherlich nicht mit dem Urteil des Bundesverfassungsgerichts zum Flugzeugeabschießen vereinbar, die Richter hatten ganz klar entschieden das Menschenleben nicht gegeneinander aufgewogen werden können. Nach Meinung des CSU-Politikers sollte man also vorsichtshalber jemanden erschießen, bevor man herausfindet ob er auch wirklich ein Terrorist war. Aber Vorsicht, fremdländisch aussehende Personen könnten auch Touristen sein! Naja, Tourist, Terrorist klingt ja fast gleich, vielleicht würde Herr Geis vorsichtshalber auch gleich die Touristen mit erschießen lassen. Für die innere Sicherheit. Ist in unserer Verfassung nicht der Begriff säkularer Staat verankert? Was hat dann eine Partei mit der Religion im Namen in der Regierung verloren?

Ach so, die unsägliche Schwarzkassen-Affäre noch unter Altbumskanzler Kohl, nicht vergessen:

Wenn man wöchentlich mehrere Stunden ständig in einem korrupten Parteiumfeld verbringt, verringern sich die Hemmschwellen dafür, selbst Schwarzgeld anzunehmen oder gesetzeswidrige Handlungen auch in der außerpolitischen Welt vorzunehmen.

Läßt sich insgesamt bei CDU/CSU eine verfassungsfeindliche oder gar kriminelle Gesinnung erkennen?
