Mais qu’en pense la génération intermédiaire, celle des parents ? Que doivent faire passer les aînés aux petits-enfants ? La question a été posée à 412 parents d’enfants âgés de moins de 15 ans, dans une étude pilotée par l’École des grands-parents européens d’Île-de-France et rendue publique cette semaine</p>
<p>Avant tout, les parents désirent qu’ils soient les vecteurs de la mémoire familiale. Dans un monde qui évolue très vite, et face aux transformations de la famille et du travail, les 25-50 ans comptent aussi sur la sagesse, le recul, l’expérience de vie de leurs aînés. Enfin, ils espèrent que passera entre les générations « le goût de vivre », « la capacité d’épanouissement personnel » devenue si importante pour toute la société(&#8230;)</p>
<p>Autre point intéressant de l’étude : le consensus très fort (95 %) des deux générations sur l’importance de la transmission en général (goût de vivre, mémoire, expérience…) et sur les valeurs que les adultes doivent transmettre aux enfants : le respect des autres, puis la générosité, la solidarité, la tolérance, la fraternité, la politesse, l’honnêteté. Mémoire et ancrage, donc.</p>
<p><em>« Les grands-parents inscrivent nos enfants dans une filiation, une mémoire, un héritage,</em> confirme Simon, 47 ans, père de quatre garçons de 5 à 17 ans. <em>Notre famille est fière de son nom russe et cultive la mémoire de notre ancêtre arrivé en France à pied au XIXe siècle. Mais en observant notre arbre généalogique avec mon père, mes fils ont soudain pris conscience que seuls 1 % de nos aïeux portaient ce nom et qu’ils ont finalement bien plus de sang italien que russe ! Avec lui, ils ont compris que l’histoire familiale est une construction. » </em></p>
<p>Même attente pour Marie-Claire, 46 ans, mère de cinq filles de 7 à 22 ans. <em>« Quand ma mère raconte comment j’étais petite, je vois bien que Prune, 7 ans, est suspendue à ses lèvres. Mes filles adorent se replonger avec elle dans les photos. Elles ont besoin de se sentir portées par une histoire. »</em> (&#8230;)</p>
<p>Les parents apprécient également que leurs enfants découvrent la diversité via les personnalités ou les styles différents de leurs grands-parents. Un grand-père ancien chef d’entreprise et un autre ex-fonctionnaire des Postes, une grand-mère secrétaire paroissiale et une autre qui lit <em>Le Canard enchaîné</em>, cela donne une bonne idée du pluralisme (&#8230;)</p>
<p><em>« Par leurs gestes, leur expérience, leur vie, nos parents offrent à nos enfants une image positive de la maturité,</em> estime Simon. <em>Mes petits constatent, par exemple, avec quelle tendresse et quelle patience mon père s’occupe de ma mère malade. Ils découvrent ainsi que l’amour peut aller jusque-là. »</em></p>

You can have a great idea one day, and then not come up with anything noteworthy for weeks at a time. Even if you think inspiration is really just about hard work, there are always times when your desire to work hard just isn&#8217;t there. So how can you stack the deck in your favor and make it more likely that you will continue to be inspired consistently and frequently?<!--more--></p>
<p>If you want to direct lightning to strike a certain target, you erect a lightning rod. The lightning rod is frequently struck because of its particular construction, material and positioning. To become a lightning rod for inspiration, you have to pay attention to very similar things.</p>
<p><strong>Record the Context</strong></p>
<p>Writing down your ideas is a great way not to lose them, whether you&#8217;re doing so digitally or using more old-fashioned methods. But while many people write down what it is they thought of, few think to record what it was they were doing when they had such a great idea. The ground in which the fruitful plant grows, after all, is just as important as the plant itself.</p>
<p>While you&#8217;re writing down your genius idea, also jot down when, where, and, if possible, how the idea came to you. The idea is that over time, a pattern might emerge, one that could help you replicate the circumstances which produced inspiration in the first place. There are a couple of particularly good ways to go about this.</p>
<p><strong>The Double-entry Notebook</strong></p>
<p>A really good way to track not only what you&#8217;re thinking about, but how and when you&#8217;re thinking about it is using a double-entry notebook. It&#8217;s simple enough to create, just take an ordinary notebook and draw a line down the center of the page each time you start a new one. You could also pick up a stenographer&#8217;s notebook, which is pre-divided for you.</p>
<p>The idea is that you record your thoughts in the left-hand column, and then, right after that, record any contextual details about the conditions that generated the idea in the column on the right (or vice versa, the side doesn&#8217;t really make a difference). Include details like where you are, what you were thinking about before you came up with your idea, what was going on around you, etc.</p>
<p><strong>Database/Spreadsheet</strong></p>
<p>If you&#8217;re not so interested in the low-tech method, you could do pretty much the same thing using a database or spreadsheet program on your computer. Plain old Excel (s msft) or Google Docs (s goog) could do just fine, or a more advanced (and better organized) personal database app like <a href="http://webworkerdaily.com/2009/09/30/bento-3-database-management-for-mac-made-better/" target="_self">Bento for the Mac</a> might be more to your liking.</p>
<p>With something like Bento, you can create custom fields and enter all kinds of information, while keeping your format consistent. You could do the same thing with a custom form in Word, Acrobat or whatever other program you prefer to use. The important thing is that you have a way to capture data that you&#8217;re comfortable using, which should make you more likely to actually use it.</p>
<p><strong>Processing the Data</strong></p>
<p>Truth be told, a lot of what you learn using the process probably won&#8217;t be useful in the strictest sense. It&#8217;ll all be interesting, and you&#8217;ll probably learn a thing or two about yourself that will surprise you. But what you will gain from the experience is a number of shining points of overlap, things that you see recurring over and over again whenever you have your best ideas.</p>
<p>At least some of those things should be replicable, which means that you&#8217;ll be better able to provide a working situation in which motivation and inspiration will come easily and without much prodding. Basically, you&#8217;ll have reverse-engineered your inspiration process, and you&#8217;ll have an informed and complete view of how and why you work.</p>

<p style="text-align:left;">Why Generation Online? Why not any other name? It&#8217;s simple! The present Generation is so connected with the Internet, that we can say we are online all the time! And you know what? The future generations will be even closer of this extraordinary thing that appeared to us, Humans.</p>
<p style="text-align:left;">What can we do online? Well we can:</p>
<ul>
<li>Communicate with our friends and improve new relationships;</li>
<li>Be actualized with the world, having access to every world news;</li>
<li>Play online games with our friends or simply play them by ourself;</li>
<li>Earn money with so many different kind of businesses like writing articles or PTC sites;</li>
<li><strong>Do a LOT of things!</strong></li>
</ul>
<p>Those are some of the reasons why Internet is so great and maked so many people stay online.</p>
<p>Of course we can&#8217;t depend on it! You should log off sometimes and smell the fresh air, watch the beauties of the Nature, interact directly with your friends and much other good things we can&#8217;t do online. And, of course, if there&#8217;s the &#8220;offline&#8221; status, then it should be used!</p>
<p>I&#8217;m finishing the post already. I only have some more words for this small Introduction.<br />
I pretend to write about anything connected with our generation on the future posts, so stay on and get updated!</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Hazel&#8217;s morning lecture has thrown up yet another thing to think about, in the generation of ideas. We have been given a new method of creating ideas, that looks someting like this:</p>

<p>I doubt I&#8217;ll be using this method to create more ideas for this project inparticular &#8211; any more things buzzing around my head at the moment and I might explode! &#8211; but I will definitely be using it for the next one!</p>
<p>Something I forgot to mention a while back:</p>
<p>We were all asked to design something that DaVinci never got around to doing. DaVinci was clearly a busy man.</p>
<p>For a bit of inspiration in what was a very vast spectrum, I decided to link this back to my food project. After several ideas along the lines of packaging, and making comfort  food, I settled on a doughnut hole puncher. You just <em>know</em> Leonardo loved his doughnuts!</p>

<p>This will hopefully be exhibited alongside the Museum of Science and Industry&#8217;s Da Vinci exhibition that&#8217;s going up sometime soon.</p>
<p>Other than that, the food cushions are coming along well, looking nice and squishy, just like I intended.</p>
<p>Will be looking into making a life-size gingerbread man, for a bit of a change from cushions. He could be used as a hug-buddy, a rug, a scarf&#8230;</p>

<p>The world population, at leat in the West, is growing old. And it is not only an economical problem of paying rents in some future, but also a problem of attitude towards the elderly (under this term I mean people over 70, in developed countries). Since my father is 60 now I can see he is far too healthy and dynamic to call him elderly, so I think it is 70 when a person is getting weak and needs more support. The age may vary from country to country though.</p>
<p>Since ages the elderly had been respected and taken care of. That was one of the basic laws of live. Presently I can see a huge shift in the attitude of a younger generation.</p>
<p>1. <strong>Due to the new technologies which young people are so good at, there is a huge gap</strong> between those who use them and those who are not. It is like living on another planet, literally. Any knowledge/information is so easily accessible that we don&#8217;t need many years to learn things. Often a short Internet check gives loads of information and a good insight into a subject. Basically there is <span style="text-decoration:line-through;">an illusive  </span>feeling they can&#8217;t lean anything from the elderly and there is no interest in communication on the side of younger generations. As for human relations, some aging people are indeed become wiser, and some grow into frustrated, moaning persons who are not inspiring to take after&#8230;</p>
<p><strong>2. Taking care of old parents/relatives is being shifted towards some services and home for elderly.</strong> It is not any more common (at least in Europe) to nurse them at home till their last breath. For many people it seems to be a good solution to pay somebody else for taking care of their weak parents. In fact, that shocked me when I first learned about this new trend, coming from Russia to Austria 12 years back. That is how they depict it in a <a href="http://health.usnews.com/articles/health/2007/11/02/15-things-you-can-do-to-keep-mom-and-dad-at-home.html">US source</a>: &#8220;Few people gleefully anticipate the task of caring for an <a id="KonaLink0" href="http://health.usnews.com/articles/health/2007/11/02/15-things-you-can-do-to-keep-mom-and-dad-at-home.html#" target="_new"><span style="color:#005497;">aging parent</span></a>—but plenty seem to deny that it&#8217;s coming. Sooner or later, avoidance can thrust adult children into the <a id="KonaLink1" href="http://health.usnews.com/articles/health/2007/11/02/15-things-you-can-do-to-keep-mom-and-dad-at-home.html#" target="_new"><span style="color:#005497;">caregiver</span></a> role with a shotgun start. A parent&#8217;s slip in the bathroom or a collision caused by a mistake in the driver&#8217;s seat can precipitate a deluge of anguished decisions and rapid changes you&#8217;re not ready to handle. Suddenly, you could be scrambling to locate account numbers to pay Mom&#8217;s bills while she&#8217;s in the hospital, tangling with her insurance company to figure out why coverage for an X-ray was denied, and consulting with your brother—who lives three states away—about getting Mom into an <a id="KonaLink2" href="http://health.usnews.com/articles/health/2007/11/02/15-things-you-can-do-to-keep-mom-and-dad-at-home.html#" target="_new"><span style="color:#005497;">assisted-living facility</span></a>. You grapple with guilt because your mother never wanted to move out of her home, but now her condition leaves little choice. As the drama plays out, you&#8217;re also trying to stay afloat at work and look after your other dependents, the kids.&#8221;</p>
<p>I don&#8217;t really know any solution for this problem, especially on a global level. I feel it would be good if the elderly (whose who are not too weak to stay inside) would be more integrated into the modern life. I wonder what you think of it?<!--more--></p>

<description><![CDATA[Thanksgiving never leaves me unsatisfied. I was expecting stomach pains and annoying small talk, but]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>Thanksgiving never leaves me unsatisfied. I was expecting stomach pains and annoying small talk, but what I got was something I&#8217;ve been deprived of recently in my college world. In addition to several helpings of home-cooked food (pretty uncommon in my daily life), I found myself filling up on wisdom.</p>
<p>I sat in awe of my elders as they sat in awe of technology. I showed my grandmother how to use an iPhone. She needed her reading glasses to make out the small print, but she marveled at the technology in the palm of her hand. I brought up her favorite section of the New York Times online and enlarged the type so she could read. &#8220;Would you look at this, Bert,&#8221; she said to my grandfather as she scrolled down the screen with her fingertip. &#8220;This is really unbelievable.&#8221;</p>
<p>And it really is. We take our WiFi and cell phone reception for granted, but I think our generation is missing out on something. Tonight, I heard about World War II. I saw faded black and white photographs pieced together with tape. I listened to stories about growing up in a world before Blackberrys, instant messages and e-mails were what kept people together.</p>
<p>My great aunt and grandmother asked me about my studies, my friends, my life, and the wisdom they offered was unmatched by the pieces of advice I get daily from my friends. Opposites attract. Take care of yourself. Stay positive.  For some reason, these cliches ring truer coming from their mouths than anyone else&#8217;s. I value it more, because the words aren&#8217;t empty. There&#8217;s a slight smile, a knowing look and a head nod of agreement from these women that simply says &#8211; Trust me. I know.</p>
<p>Don&#8217;t get me wrong &#8212; usually, I love living in a college town of young people. It&#8217;s refreshing to live in an environment where stores stay open later, people tend to be friendlier and the roads tend to be clearer (no offense to elderly drivers). I meet new people my age every day. I hear what they have to say and marvel at the differences among us all, but I forget one thing. We are all around the same age (18-25), and that demographic puts me in a league of sameness.</p>
<p>An age of lost culture is a blog for another day, but Thanksgiving brought me more than just football, pumpkin pie and messages of gratitude. My grandmother&#8217;s words, flanked by decades of experience, reminded me how much I still have to learn from generations past and how lucky I am to still have grandparents as a loving resource.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Well, where to start? First of all it is essential to note that the print industry is in decline. However this is only in certain countries, such as the United Kingdom. Between the years of 2003-2007 there was a world-wide increase of 8.8% in newspaper sales according to the World Association of Newspapers (WAN). Of course what use is that to us budding young journalists learning our trade at a University in Scotland? The continents which have sold the papers are those where gaining access to the internet is difficult due to financial constraints and of course other factors which I will not diverge into.</p>
<p>Gavin O&#8217;Reilly the president of WAN commented saying ‘digital and print don’t need to be competitors, but complementary, the future is not only online.’ This is of course a good point, but in 2005 there were an estimated 70 million blogs. I have no doubt that this figure has increased within the 4 years between 2005 and 2009. This of course begs the question, why are blogs so popular?</p>
<p>In short they are everything that newspapers aren&#8217;t. Well most of the time anyway. Blogs are opinionated, controversial and most of all suited to peoples requirements. Different people will read blogs for different reasons, whether it is for enjoyment or even to learn about the news. It makes me shiver saying exactly that, people do read blogs to be informed of current events throughout the world. I certainly would prefer to be picking up a paper or watching a news programme to learn of such things, someone with an expert opinion, not a 15-year-old giving his views on complex issues which are happening half the world away.</p>
<p>Online however does seem to be the future of the journalism industry. Everyday a large percentage of normal people will have their laptops or desktop computers on glaring at the screen at online news sites, Facebook, YouTube, or any other of the interesting things to be found on the internet. It is because of online that the print industry is in decline. Of course this is just my personal belief.</p>
<p>Of course the newspapers still have their online sites, with which they can compete. The New York Times have an estimated 33,792,000 inbound links and 14,709,972 monthly visitors. This ranks it 4<sup>th</sup> in the list 15 top rated sites for news. The New York Times however is the highest ranked newspaper and comes in behind sites such as Yahoo! News and Digg. Sites such as Yahoo! News are becoming increasingly popular with younger generations as the sites as easily accessible and are more recognised by the youth of today due to Yahoo! being an internet heavyweight. So even here the newspapers are in trouble. Quality British papers such as The Times fail to even scratch the top 10 in the list and other papers such as the Independent fail to make it into the top 15.</p>
<p>The future is evidently online; however will it all be dominated by nonsense news sites and blogs which make no apparent sense? I certainly hope not, yet I am sure the newspapers will make a comeback.</p>
<p>Adam Morris of the Edinburgh Evening News makes a valid point that papers have survived greater threats from radio and TV and that he believes they will make a comeback (check my profile of him for more details) even if the industry won&#8217;t be as great as it once was.</p>
<p>Of course most of the blame can be put on the doorsteps of my generation for not embracing the newspaper and preferring to look at bright computer screens and sidetrack off into different areas of the web and ending up on a site packed full of amusing little cats.</p>
<p>My view is rather regrettable, regrettable in the fact that my generation could be the one that kills off the newspapers in favour of the more glamorous internet which features no moderation meaning that information which is pointless can slip into the minds of readers believing that it is an actual fact. Hopefully the print industry does make a comeback, it would be a greater comeback than that of Ali in the jungle.</p>
<p>Basically I believe that the industry is in serious trouble, if this was Watchmen the doomsday clock would be at 1 minute to midnight (sorry if you don&#8217;t get the reference) and the threat of nuclear war would be the threat of idiot bloggers much like myself infiltrating the minds of people across the world in an attempt to make them think they are reading proper news.</p>
<p>Of course I know on a Sunday morning I read a paper while eating my breakfast and then either see friends or play on my PS3. This is the best way to whittle away a morning, with an intelligent and insightful read. It is a great shame that newspapers may not be available to do that, but hopefully all of this will change if people start to see sense. Of course Joker would have no sooner killed Batman by the time this has happened.</p>

<p>There are a lot of pre-conceptions and discrimation around in the world today, but the generation divide seems to be getting wider.</p>
<p>I was on the bus yesterday and this old lady was looking around, clocked me, and gave me the dirtiest look. I clearly looked like &#8216;one of them young&#8217;uns that will knife you when your back is turned&#8217;. Then she started getting up at my bus-stop. I thought this is it! A chance to show her i was a yob, i will get up and stop before her seat and let her out first. That will show her i&#8217;m actually nice. This was to no avail as she got up before i had a chance to. Damn.</p>
<p>Then the most incredible thing happened: we both got off and started putting our umberellas up. Then she said: &#8216;I don&#8217;t think it&#8217;s actually raining&#8217; to which i replied: &#8216;No, I don&#8217;t think it is&#8217;  Then we both LAUGHED!</p>
<p>I&#8217;m aware this story is not that exciting, but I think it shows the pickle us young and old find us in. Was she really giving me dirty looks? I guess i&#8217;ll never know.</p>
<p>But i think there was an important moral to this story- young and old are not all that different, and maybe sometimes we do have a negative view of each other. Not all young people are yobs that are a threat to society and not all old people are busy-bodies that will push you out the way because they think they are superior to everyone else &#8216;because they lived through the war you know&#8217;</p>
<p> Now i&#8217;m not painting everyone with the same brush. I just think the next time you start thinking about how annoying that old/young person is i want you to think that they have been/will be the same age as you one day so they are not all that different.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>It seems we are living in a depressing time for youth culture in Britain. According to the mainstream media, we fall into three broad categories&#8230;</p>
<p>1. The Suffering Graduate. Burdened with mountains of crippling student debt and yet unable to find any kind of stimulating (or paying) employment. Middle-class journalists sympathise The Suffering Graduates and, while there is general consensus that nothing can actually be done to help them, they are generally clucked over on Radio 4.</p>
<p>2. The Wannabe. Obsessed with celebrity culture, looks and image, The Wannabes are trotted out for criticism whenever a vacuous celebrity says anything vaguely offensive. Often seen as an example of how &#8216;dumbed-down&#8217; Britain is.</p>
<p>3. The Hoodie. Also known as &#8216;chavs&#8217; and blamed for pretty much everything, by pretty much everyone.</p>
<p>These generalisations are limited, but they do show how narrow the general perception of youth experience is. We are being divided and ruled! Rather than allowing petty and snobbish divisions between ourselves to remain current, the youth of today  have got to unite and mobilise. The Suffering graduates have been failed by the university system, the Wannabes have been failed by the school system, and the Hoodies have been failed by society.</p>
<p>It is incredibly difficult to get any kind of job, let alone one which is genuinely rewarding and stimulating and, while employers ask for increasingly high qualifications for entry-level jobs, many young people lack even basic qualifications.</p>
<p>We are referred to as &#8216;broken&#8217; implying that we somehow broke ourselves. Well, mum, dad, teacher, MP, doctor, banker, YOU BROKE US, and since no-one seems to be doing anything much to help, we need to FIX OURSELVES.</p>
<p>The upside of poverty and unemployment is that we have plenty of time to read. We need to educate ourselves and draw inspiration from the past so we can forge a new future.</p>
<p>This blog will discuss and recommend books which are available cheaply on Amazon or in libraries. They will be a disparate assortment, from a variety of genres, countries and times, and will explore a variety of issues. Seen as a collective, however, they will all be good reads with a common strand of youth identification.</p>

<p>&#8220;I am always ready to learn although I do not always like being taught.&#8221; &#8212; Winston Churchill</p>
<p>I am an assistant dean in the college of liberal arts at a public urban university.  Part of my job is to help students solve the myriad of problems that can interfere with their studies.  Believe me, in my three months on the job, I have seen enough to fill several blogs and perhaps a couple of novels. </p>
<p>Since I am in the College of Liberal Arts, I feel the urge to address the subject of liberal education and its decline on the modern college campus.  Liberal education is one of the few things that I find sacred; and as a professor I was a zealous disciple.  I could not understand (or accept) the fact that my students were not true believers as well.  Reactions to my teaching varied considerably.  On course evaluations my students usually wrote that &#8220;my expectations of them were unreasonable.&#8221;   On more than one occasion I even heard some of my African-American students call me a racist because I dipped freely into the Western canon for material for my history classes.  I had a few African students who had been educated in the European system.   Interestingly, they found my classes &#8220;engaging.&#8221;   Some faculty colleagues fretted that my methods would upset the classroom status quo and bring unwanted scrutiny to the department.  Others applauded my efforts, but told me privately that they were doomed to failure.  The rising generation, they warned, did not value learning—or at least, not the type of learning that was familiar to me.</p>
<p>I believe that we have become afraid to expect more of ourselves and our students.  Our consumer-oriented society and the escalating cost of college tuition have convinced us that education is just another product to be purchased; and thus, it must therefore be as attractive and non-threatening as possible to the largest number of potential customers.  True liberal education demands that assumptions be challenged, and ideas be twisted and pulled, and exposed to extremes of opinion.  In my view, to be educated is to be conscientiously uncomfortable.</p>
<p>Ignorance, to update Derek Bok&#8217;s familiar adage, is not only expensive, but also user-friendly.  Satisfaction guaranteed or your money back.</p>

<p>Read our <a href="http://blog.changeyourworld.com.my/" target="_blank">CYW Blogs</a> just recently and was overwhelmed with the response that we get as a &#8220;band&#8221; part of a &#8220;Nation/World Changing Event&#8221;.</p>
<p>We definitely came a long way from where we were but we feel like its still a long way to go.</p>
<p>I don&#8217;t dare to claim that we are the BEST or any BETTER then the bands out there who we know personally but feel honored, in fact humbled by the response mentioned about us.</p>
<p>Again, It&#8217;s <strong>not</strong> about <strong>us but</strong> its what <strong>God</strong> can do through us. I&#8217;m not getting religious here, just being real.</p>
<p>We CHANGE because of who He is in our lives day in and day out. Our songs are real because of the seasons we have gone through with Him in our daily lives. We don&#8217;t just sing the songs but live the songs that requires us to die everyday.</p>
<p>I am blessed to be part of <a href="http://www.facebook.com/editevent.php?gid=109744574094#/pages/RELENT/109744574094" target="_blank">RELENT</a> and <a href="http://blog.changeyourworld.com.my/" target="_blank">CYW</a> that so desire to see <strong>CHANGE</strong> take place in every aspect.</p>
<p>We want to thank you people on-stage, off-stage, crew, new friends, old friends, families, etc for all your support, love and respect in what we do. <title><![CDATA[Government doesn’t bother to halt power famine, will the Assembly please?]]></title>

<blockquote><p><strong>(With input from Orissa&#8217;s eminent power-professionals and planners)</strong></p></blockquote>
<p>Due to lack of vision and planning, Orissa is at present facing power shortage of about 1200 MW  during evening peak hours (from 6 PM to 11 PM) and 600 MW during off-peak hours (the balance 18 hours of the day) as she is unable to meet its evening peak demand of 3200 MW and average demand of 2500 MW even though it is endowed with two super rich coal fields at Talcher and Ib Valley which can generate thermal power of 1 lakh MW for 100 years with hydro potential to harness about 10,000 MW and Renewable Energy potential of about 20000 MW. </p>
<p>As per the Economic Survey for 2008-09 of Govt. of Orissa, the Gross State Domestic Product (GSDP) has registered an annual compound growth of 6.97% over the period 1999-2000 to 2007-08 whereas the demand for electricity has registered a little over 10% during the period 2005-06 to 2008-09.</p>
<p>So it is time to stop thinking of five-year plans for generation planning for capacity addition and to focus in stead on 10, 20 &#38; 30-year scenario. In a rapidly transforming economy, the winners will be the ones who think further ahead. If the state of Orissa as a whole has to be winner, the systemic capacity addition for generation of power has to be planned with great caution and with a serious exercise as power lies in the core of the core sector. The World Management Guru Sri C.K. Prahlad now talks of India at 75 i.e. the year 2022 to consider India’s potential to become a super power. TERI has prepared a Report “GREEN INDIA-2047” to make a really Green India at 100 i.e. in the year 2047. Ministry of Power has already under “VISION-2032” outlined the Integrated Energy Policy which projects the required installed capacity of India at 962 GW and the energy requirement at 4973 BU based on estimated GDP growth @ 8% in FY 2031-32. It would therefore be proper to map the possible power scenarios for the State under “VISION-2025” as power-scientists and planners involved with this site are harping on. </p>
<p><strong>Electric Power Survey</strong></p>
<p>The 17th Electric Power Survey (EPS) Report on India published by CEA in March, 2007 made the forecast for the power demand of Orissa for 11th, 12th &#38; 13th as under Table-1.<a href="http://orissamatters.wordpress.com/files/2009/11/table-1.jpg"><img src="http://orissamatters.wordpress.com/files/2009/11/table-1.jpg?w=300" alt="" title="Table-1" width="300" height="108" class="alignright size-medium wp-image-1786" /></a></p>
<p>As per the Report on Power Supply Situation of CEA for the month of April-Sep,2009 (FY 2009-10), the Orissa System met the peak demand of 3120 MW against the required Peak Demand of 3188 MW and the Energy  Availability was of 10599 MU against the actual  Energy Requirement of 10728 MU. Orissa will be requiring an installed capacity of about 6780 MW around 2012, 9620 MW around 2017 and 15300 MW around 2022 to cater to the peak demand of 4459 MW, 6330 MW and 10074 MW projected by CEA for 2011-12, 2016-17 &#38; 2021-22 respectively. As against this, the present availability is about 2000 MW. Hence peak shortage is about 1200 MW &#38; off-peak shortage is of about 600 MW. The installed capacity of Orissa from the Central Sector share &#38; State sector is about 4060 MW as on 31.03.2009. Orissa has to add generation capacity of about 2700 MW, 5500 MW and 11,000 MW  to cater to the state demand in 2012, 2017 &#38; 2022 respectively considering the installed capacity of 4060 MW  as on 31.03.2009 as the base. </p>
<p>As against the requirement of 2700 MW additional installed capacity and about additional energy availability of 7000 MU up to 2012, Orissa may expect additional power from the available sources during 11th plan as under Table-2.<a href="http://orissamatters.wordpress.com/files/2009/11/table-2.jpg"><img src="http://orissamatters.wordpress.com/files/2009/11/table-2.jpg?w=300" alt="" title="Table-2" width="300" height="111" class="aligncenter size-medium wp-image-1787" /></a></p>
<p>The State has to source an additional 2000 MW in 2011 &#38; 2012 to meet the projected demand made in EPS prepared by CEA, which in July, 2009 has published a Booklet on “Equipment and Key Input Requirement” for the power sector 12th Plan &#38; beyond and has outlined the capacity addition for 12th &#38; 13th Plan for the country as under Table-3 <a href="http://orissamatters.wordpress.com/files/2009/11/table-3.jpg"><img src="http://orissamatters.wordpress.com/files/2009/11/table-3.jpg?w=300" alt="" title="Table-3" width="300" height="133" class="aligncenter size-medium wp-image-1788" /></a></p>
<p>The fund requirement for generation, transmission and distribution during 12th Plan &#38; 13th Plan as the CEA has assed is under Table-4.<a href="http://orissamatters.wordpress.com/files/2009/11/table-4.jpg"><img src="http://orissamatters.wordpress.com/files/2009/11/table-4.jpg?w=300" alt="" title="Table-4" width="300" height="113" class="aligncenter size-medium wp-image-1789" /></a></p>
<p>CEA has already undertaken the advance action for the projects to be constructed during 12th Plan from now onwards mobilizing the resources and placing the orders for procurement of Equipments for both Main &#38; balance of plants, <a href="http://orissamatters.wordpress.com/files/2009/11/table-5.jpg"><img src="http://orissamatters.wordpress.com/files/2009/11/table-5.jpg?w=300" alt="" title="Table-5" width="300" height="93" class="aligncenter size-medium wp-image-1790" /></a>so that there shall be no slippage in targeted capacity during 12th Plan.Table-5 shows the status of projects under construction of 72,798 MW as on 31.08.2009.</p>
<p>Orissa has to chalk out similar capacity addition programme in generation for addition 5500 MW for 12th Plan in which all the necessary preliminary works including financial closure should have to be achieved by December, 2009 and the project works should start from January, 2010 to be in stream for commercial generating during 12th Plan period. The associated transmission connectivity should have to be also finalized by June, 2010 so that connectivity issue should not crop up at the time of commercial generation of power. </p>
<p>The road map to meet the power shortage, capable of meeting the future power demands of Orissa, may be drawn on short term, medium term and long term basis in the time horizon of less than one year, more than one year but less than three years and three years plus respectively.<br />
<strong><br />
Short-term Measures</strong></p>
<p>They include (1) Injection of Surplus Power by CGPs, (2) share from unallocated quota of Central Generating Stati and (3) Harnessing of Solar Power.</p>
<p><em>Injection of Surplus Power by CGPs</em></p>
<p>CCPPO during hearing in OERC on 15.10.2009 has assured to inject about 400 MW power provided CGP’s surplus power is paid @ Rs. 4.50/kwh as the Market Price discovered in Power Exchanges averages @ Rs. 10/kwh and has gone upto @ Rs 17/kwh for which CERC has imposed capping on the price for 45 days limiting it to Rs. 8/kwh. OERC has issued orders with a very attractive price for surplus power from CGPs ranging from Rs.3.10/KWH to Rs.4.05/KWH.</p>
<p><em>Orissa share from unallocated quota of Central Generating Stations</em></p>
<p>Govt. of Orissa may urge upon GOI, MOP to allot additional 600/700 MW through emergency allotment from 15% unallocated quota of NTPC stations like Farakka STPS, Kahalgaon STPS, Talcher STPS etc. And, </p>
<p><em>Harnessing of Solar Power</em></p>
<p>The installed capacity of Soar Power of India is only 6 MW as on 31.10.2009. Eight nos. of IPPs have been permitted by OERC to install Solar Photo-Voltaic (SPV) Plants of 5 MW and 10 MW capacity and the State Commission has given a very attractive tariff of Rs.15/KWH for first twelve years of commercial operation and @ 7.50/KWH for the period from 13th year to 25th year of operation. Govt. of India, Ministry of New and Renewable Energy (MNRE) have issued guidelines that these SPV Plants which commence its construction works by December, 2009 and commence commercial operation by March, 2010 are eligible for subsidy @ Rs.12/KWH for first twelve years of their operation. Based on these stipulations, eight nos. of IPPs may add SPV capacity of about 70/80 MW in Orissa grid as Decentralized Distributed Generation (DDG) by March, 2010 which would help the state to meet the power shortage to some extent. This requires urgent cohesive action by the State Govt., Deptt. of Energy, Deptt. of Science &#38; Technology, the State Nodal Agency OREDA and the State Trading PSU GRIDCO so that Orissa will be a pioneer state in India to add 80 MW Solar Power by March, 2010. </p>
<p><strong>Medium term measures</strong></p>
<p>They may be Brown-field expansion and Energy conservation.</p>
<p><em>Brown-field expansion</em></p>
<p>Putting emphasis on Brown-field expansion, the State Electricity Regulatory Commission has been advising the State Govt. since 2006 with reminders in 2007 &#38; 2008 u/s 86 of the Act to immediately start the expansion projects at IB Thermal (2&#215;660 MW) and Talcher Thermal (2&#215;660 MW) to cater to the power need of the State. </p>
<p>These brown-field expansions only take the constructions/gestation period of about 30 months for commercial generation of power. The Government of Orissa should immediately start these brown-field projects exerting pressure on OPGC and NTPC.</p>
<p><em>Energy conservation</em></p>
<p> Bureau of Energy Efficiency (BEE) of Ministry of Power, Govt. of India has launched a Unique Energy Conservation Scheme on 25.02.2009 in the National Plane styled as Bachhat Lamp Yojana (BLY) where BEE intends to give 50 lakhs CFL bulbs of capacity 11 watts to 23 watts to each distribution company @ Rs.15/- each to replace all the incandescent  60 W/100 W bulbs as these CFLs will give the same lumens output with the required illumination. It is tentatively estimated that the State of Orissa can reduce its peak demand from 6 PM to 11 PM by about 400 MW if these 4 DISCOMs can implement the BLY in their area entering into a tripartite agreement with BEE and their empanelled CFL Manufacturers/Traders with a token investment of about Rs.20 cores in FY 2010-11 but they will earn annual profit bonanza from FY 2011-12 onwards of about Rs.80-90 crores/month. Govt. of Orissa and OERC should direct and insist on all the four Distribution Companies to adopt BLY of BEE as “MISSION-2010” and DISCOMs should be directed to complete the BLY in their DISCOMs by end of 2010 so that Orissa can reduce its 40% evening peak demand by end of 2010 due to this BLY alone. </p>
<p><strong>Long Term measures</strong></p>
<p><em>(1) Thermal Projects under MoU<br />
</em></p>
<p>On this leg, the companies having signed MoUs must be made expedite their work. </p>
<p><a href="http://orissamatters.wordpress.com/files/2009/11/table-6.jpg"><img src="http://orissamatters.wordpress.com/files/2009/11/table-6.jpg?w=300" alt="" title="Table-6" width="300" height="129" class="aligncenter size-medium wp-image-1793" /></a>In the International Conclave on Power Sector on the “12th Five-Year Plan and Beyond” held on 18th and 19th August 2009 at New Delhi, Thermal Projects as under Table – 6 have been firmed up by CEA and MoP for materialization in the 12th plan out of the 21 MOUs for Thermal Projects that have been signed by the Govt. of Orissa.</p>
<p>The State may get 25% to 30% share of about 1125 MW from these four Private Thermal Projects expected commercial generation during the 12th plan period.</p>
<p><em>(2) Thermal project of OTPCL<br />
</em><br />
Orissa should give top priority to start the construction work of OTPCL’s (JV of OHPC and OMC) 2000 MW Thermal Project near Rengali from April, 2010 for which Ministry of Coal, Govt. of India, has allocated a separate Coal Block so that the 1st stage of Project (1000 MW) can be completed by 2015 and 2nd stage project (1000 MW) by 2018. </p>
<p><em>3) Orissa  Ultra Mega Power Project</em></p>
<p>Govt. of Orissa should urge upon MOP &#38; PFC to put Orissa Sundargarh UMPP in a fast track mode to auction and finalize the award to private developer to complete this UMPP in the 12th plan period from which Orissa is slated to get about 1300 MW power.  And,</p>
<p><em>(4) Thermal Projects developed by IPPs</em></p>
<p>The Govt. of Orissa has signed 21 MOUs with 21 nos. of IPPs to develop about 25000 MW of Thermal Power in the State. The Govt. should immediately sort out the land, coal and water linkage problems of these IPPs so that instead of 4500 MW expected in the 12th Plan, Orissa may add about 12000 MW during the 12th Plan period. The balance 13000 MW may have to be planned to come up in 13th and 14th Plan period. </p>
<p><strong>Suggestions for improvement of ailing Orissa Power Sector</strong></p>
<blockquote><p>1.	The Govt. of Orissa should prepare a generation plan for capacity addition under “VISION-2025” by March, 2010 and outline therein the Road Map of capacity addition. </p>
<p>2	The Govt. should immediately appoint a full time three-member Task Force to monitor the power sector developments continuously so that Orissa can be saved from the power famine that is looming large over the State in short-term and to prepare Orissa to undertake capacity addition under “VISION-2025”.</p>
<p>3   The Task Force should be headed by eminent Power Sector professionals from Orissa having expertise in Thermal, Hydro &#38; Techno-Commercial matters relating to the Orissa Power Sector.</p>
<p>4	The Task Force should monitor all upcoming Power Projects and associated connectivity issues for the 11th and 12th Plan and take advance action plan for projects to come up in 13th Plan as indicated below:-</p>
<p>(a)	Thermal Projects of private developers, other Govt. PSU and UMPP to be setup through award/auction to be processed by PFC.</p>
<p>(b)	Hydel Projects – large, medium, small, Mini and micro Projects.</p>
<p>©	Renewable Energy Projects – Solar, Wind, Biomass etc. now coordinated  by OREDA as the State Nodal Agency for Centralized and Decentralized Distributed Generation (DDG).</p>
<p>(d)	Connectivity and power evacuation from all the upcoming projects mentioned under “VISION-2025”.</p>
<p>(e)	Energy conservation measures for avoided generation in the line of guidelines of Bureau of Energy Efficiency (BEE) to monitor the BLY under “MISSION-2010” Programme and other associated conservation measures formulated by BEE from time to time.

<p>I can&#8217;t believe this shit passes for cereal.  For BREAKFAST cereal.  For the meal that you&#8217;re supposed to have EVERY morning before you get off to live your day!!! </p>
