Det har i omgångar verkat som om Bagdad-Bob och Co i Trollhättan näst in till försökt med känslomässig utpressning för att få svenska staten att stå för kostnader som varje företags egna ägare SKALL stå för när man inte lyckas producera varor som ligger rätt i pris, rätt i utformning/teknik för att kunderna skall efterfråga tillräckligt många av respektive vara (i Saabs fall bil) för att företaget skall kunna täcka alla sina kostnader och få pengar över till framtida utveckling.

Att som Saabs VD Jan Åke Jonsson försöka skjuta över det ansvar han själv har som VD och som Saabs ägare GM har på Maud Olofsson och Alliansregeringen, det tyder på lika dålig framförhållning som dålig kunskap om hur svenska lagar fungerar. According to Der Spiegel Online, GM is now in Europe with their thieving hands open.

In what is a “we’ve seen this movie before” routine, they want the EU to cough up nearly $5 billion dollars to keep its factories open. But unlucky for GM, in this age of instant news and globally shared economic understanding, the Germans are onto what it means to “bail out” the car company. They’ve seen how this has played out (and is still playing out) in America and are wisely not jumping in to see a repeat in Europe.

Closures and downsizing would hit Germany the hardest with 4 factories in the nation and nearly half of the European workers living in Germany.

While the factory doors may stay open, thousands of jobs will most certainly be lost, and Germany will take the brunt of the cuts. Speaking to reporters, Nick Reilly, temporary head of GM’s European operations, said that 9,000 jobs would be axed across Europe, with up to 60 percent of the cuts coming in Germany. That amounts to a 20 percent reduction in capacity, which is to be accomplished through downsizing plants rather than closing them entirely.

Certainly Chancellor Angela Merkel and the German government will be pleased to hear the news that the local plants will remain in operation. Of GM’s 50,000 workers in Europe, roughly half work in Germany. On Wednesday, Reilly said that Germany’s plants in Bochum, Eisenach, Kaiserslautern and Antwerp play a critical role in GM’s future.

Newspapers in Germany are saying exactly the same things American financial gurus have been saying since the U.S. take-over of GM last year: it will hinder or eventually kill off competitive corporations, GM is poorly managed and financially unhealthy and GM hasn’t done anything to guarantee its word in the past.

In a deja vu moment for Americans, German commentators are echoing exactly what we’ve have been hearing about GM and our government bail-out:

The Financial Times Deutschland writes: “The German government would do well to stay out of the Opel rescue. It should neither intervene on the behalf of individual factories nor should it send any money to GM. Opel is not a good candidate for assistance from the German Economic Fund (eds. note: a €115 billion fund to assist German companies ailing as a result of the financial crisis) because it doesn’t meet the fund’s stringent criteria. The car maker was not healthy before the financial crisis nor does GM currently have difficulties finding financing help. Even a tough restructuring problem would only lessen doubts about the survival prospects of Opel. It would not eliminate them.”

The conservative daily Die Welt writes: “Such announcements regarding job cuts are not worth much. They can be quickly changed should business not develop as expected…. They are primarily suitable for softening up government leaders. The message is: Give a few billion and things won’t turn out quite so badly.”

“Perhaps even worse would be the distortion of competition. Even now, one can imagine how the competition from the government-subsidized Opel models Astra and Insignia would make life difficult for Volkswagen, Daimler and others. When will politicians realize that their interventions produce far more costs than just the loss of billions in guarantees? If one looks at Opel’s history, there is only one possible answer to the question: obviously never.”

The center-right Frankfurter Allgemeine Zeitung writes: “What will happen next? General Motors has sent Nick Reilly to Europe to guide Opel into the future, as part of the parent company. He has no solid plans, but he has a long list of requests — for the German government, for the states where Opel plants are located and for the Opel employees. He wants them all to assist him with the restructuring of the car company — with taxpayer money or by withholding demands for pay increases. And signals that some aid may actually be forthcoming are already being sent by the politicians, who only days ago were the victims of General Motor’s deceit.”

“‘General Motors could also contribute,’ Reilly has said. How very kind. Opel — and the British subsidiary, Vauxhall — belong to General Motors. They do not belong to the German or British taxpayers. One can wish the company luck — but tax money should remain off-limits to Opel.”

The center-left Süddeutsche Zeitung writes: “For decades, GM lacked a clear plan and has had no clear strategy.… In June, for example, the company planned to close the Opel plants in Bochum and Eisenach. Today both of those plants have been guaranteed a future. This sort of back and forth doesn’t exactly encourage trust. State governors need to be careful in dealing with these sorts of managers — and they should refuse to support them financially. Otherwise they will simply trigger a cycle of subsidies that won’t guarantee jobs anyway.”

“No car manufacturer is in a position to guarantee jobs right now. The outlook for the auto industry, which continues to suffer from over supply, is simply too grim. In order to improve the industry’s outlook, factories must close. As such, there is absolutely no reason to assist a company by giving them billions of euros, just so they can keep those excess factories working.”

O motivo da desistência da compra da Saab pela Koenigsegg não ficou bem claro – nem convenceu muita gente. No entanto, a imprensa sueca já aponta outros fatores, além dos oficiais (o “atraso” nas negociações), como essenciais para o término das conversas. O problema principal seria um atrito entre a General Motors, atual proprietária da Saab, e a BAIC, empresa chinesa parceirada Koenigsegg. A informação é do diário sueco Göteborgs Posten.

De acordo com o periódico, a GM não tinha problemas com a BAIC. No entanto, como a gigante chinesa ofereceu um empréstimo milionário à Koenigsegg para comprar a Saab e assumir uma participação minoritária no conglomerado, também passou a fazer exigências nas negociações. A BAIC queria ter acesso a patentes, ideias, marcas e toda a tecnologia da Saab, algo que jamais passou pelos planos da GM.

Sem disponibilidade e vontade para ceder, a GM negou todos os pedidos da BAIC. Já a Koenigsegg, que se encontrava no meio do tiroteio entre das duas partes, tentou intermediar uma espécie de trégua. Sem qualquer sinal de melhora, a fabricante de esportivos simplesmente deixou as negociações, encerrando o atrito e deixando a BAIC sem a Saab e a GM sem dinheiro.

Apesar da melhor solução aparentemente ter sido encontrada pela Koengisegg, muitos temem pelo futuro da Saab. As autoridades suecas estão confiantes de que a GM tem um plano B para vendê-la, mas nada pode garantir que ele exista.  E agora, quem poderá salvar a Saab?

O governante do estado alemão de Hesse, que abriga a sede da Opel, Roland Koch, considerou “inaceitável” o plano de operação apresentado pela General Motors. Nele, a gigante americana afirma sua meta de demitir 2,5 mil operários. De acordo com Koch, o projeto da Magna International, favorita para assumir as operações da Opel, cortaria no máximo 1.600 empregos na planta de Russelheim até 2014.

Koch se mostrou indignado com a proposta da GM, principalmente após o presidente do conglomerado para a Europa, Nick Reilly, divulgar que os planos seriam semelhantes aos formulados pela Magna. No entanto, a quantidade de demissões aumentou consideravelmente. “Esperamos que a GM siga de forma fiel o conceito [do plano da Magna] e esclareça que os boatos publicados pela imprensa não condizem à realidade”, comunicou. Vale lembrar que os planos da Magna já haviam sido aprovados pelo governo da Alemanha.

A Opel é atualmente uma das empresas com o maior número de colaboradores no estado de Hesse, enquanto Koch foi crucial para que a marca obtivesse empréstimos para se manter em operação. O governante havia participado ativamente das negociações de venda da Opel para a Magna.

Com a manutenção do comando da Opel pela GM, tudo indica que os planos de cortar até 9 mil empregos em toda a Europa sejam mantidos. Destes, de 50% a 60% seriam retirados da Alemanha, principalmente de Hesse. Com a medida, até mesmo as operações da Opel na Bélgica podem ser comprometidas.

Trong mấy phiên gần đây, các đợt đánh lên thường được thực hiện sớm ngay từ đầu phiên hai với quy mô giao dịch lớn. Điều đó chứng tỏ nguồn lực vẫn tiếp tục được quay vòng liên tục.

Hiện tại chiến thuật sử dụng đòn bẩy được tận dụng triệt để. Mặc dù có sự phân hóa rất mạnh trong nhóm cổ phiếu lớn nhưng với những ai có thói quen nhìn VN-Index thì các diễn biến vẫn rất triển vọng. Điều này chắc chắn tạo sức hút khó cưỡng khi những nhà đầu tư trót chốt lời sớm không kiềm chế nổi lòng tham và chấp nhận ứng tiền quay lại thị trường. 

Đợt đánh lên hôm nay thực sự sôi động. Thậm chí cả những cổ phiếu vốn có tác dụng kìm hãm như SSI, STB cũng được mua vào rất “hiếu chiến”. Trong khoảng 40 phút đầu tiên của đợt khớp lệnh liên tục, đã có hai đợt đánh lên và xen kẽ là một đợt điều chỉnh nhẹ. SSI được đẩy lên với lượng mua rất lớn. Khoảng 3,63 triệu cổ phiếu được giao dịch trong hành trình đẩy SSI từ 77.500 đồng lên 81.000 đồng. Lệnh mua không lớn nhưng rất dồn dập là một diễn biến hiếm thấy với cổ phiếu này trong vài tuần gần đây. Thậm chí SSI đã có lúc khớp chạm vào giá trần 82.000 đồng với khoảng 165.000 cổ phiếu được giao dịch.

Một điểm khích lệ phe đánh lên SSI hôm nay có lẽ là khối lượng chặn bán trần không lớn. Tại thời điểm SSI lộ khối lượng dư bán trần, chỉ có khoảng trên 300.000 đơn vị. Tuy nhiên, lượng cung của SSI thực sự dồi dào khi nhận thấy lực mua có vẻ mạnh lên. Ngay sau khi SSI bắt đầu được khớp trần, dư bán bắt đầu tăng rất nhanh dù lệnh mua vẫn được tuôn vào hệ thống. SSI giao dịch cực kỳ sôi động quanh ba bước giá từ 80.500 đến 81.500 đồng. Khoảng 2,05 triệu cổ phiếu tập trung ở các ngưỡng này, chiếm tới 50% khối lượng khớp lệnh liên tục. 

STB khởi động chậm hơn SSI do nỗi ám ảnh về hoạt động xả hàng quá lớn tuần trước. Thực tế nhóm cổ phiếu ngân hàng hôm nay chỉ rục rịch tăng lên khi thị trường tỏ ra rất hưng phấn. Gần 4,5 triệu STB được chuyển nhượng trong khoảng 30.800 – 31.000 đồng, chiếm tới 76% khối lượng.

Nhìn tổng thể diễn biến đánh lên hôm nay khá bất ngờ. Lực mua vào rất mạnh, diễn ra sớm. Giá trị giao dịch tăng lên chóng mặt với khoảng 1.800 tỷ đồng trong 30 phút đầu tiên. Tuy nhiên, dù lực mua mạnh như vậy nhưng áp lực bán cũng không nhỏ. Trong khoảng 30 phút cuối cùng của đợt khớp lệnh liên tục, VN-Index vẫn duy trì được đà tăng nhưng dao động trong một biên độ cực hẹp: 1,11 điểm. Khoảng 1.200 tỷ đồng đã được giao dịch trong biên độ này và mức cao nhất chỉ số đạt được là 585,51 điểm. 

Với một quy mô giao dịch lớn như vậy mà Index không tạo được đột biến nào đáng kể cho thấy áp lực bán tại đỉnh cao này không hề nhỏ. Đa số blue-chips đạt đỉnh tại thời điểm này và bắt đầu đi xuống. VN-Index đóng cửa cuối ngày 582,85 điểm, vẫn khá tốt nếu so với mức mở cửa và giảm không nhiều so với mức cao nhất. Dù vậy diễn biến lình xình gần như suốt nửa cuối phiên hai cho thấy hoạt động phân phối khá rõ nét. Hôm nay có lẽ là lần đầu tiên chỉ số dao động hẹp với quy mô lớn như vậy sau khi đã chứng kiến một đợt đánh lên mạnh mẽ. 

Khối ngoại trên sàn HOSE hôm nay có thêm một phiên xả hàng nhiệt tình. Khoảng 5,2 triệu cổ phiếu và chứng chỉ quỹ được bán ra, cao nhất kể từ đầu tháng. Giá trị bán đạt 331,6 tỷ đồng, chiếm 9,2% giá trị thị trường. Khối lượng bán kỷ lục hôm nay thuộc về VNM với 127,7 tỷ đồng, tương đương 1,29 triệu đơn vị. Ngoài ra, SSI, PVF, HPG, GMD cũng nằm trong nhóm bị bán ra mạnh nhất. Giá trị ròng chảy ra khoảng 149,1 tỷ đồng.
