Pesquisas de boca de urna divulgadas à noite sobre as eleições hondurenhas, indicam vitória do opositor Porfírio Lobo Sosa com mais de 30% de vantagem contra o governista e partidário de Manuel Zelaya, Elvin Santos.

As eleições deste domingo, em Honduras, são resultado acima de tudo da volta da democracia ao país, desde a deposição do golpista e aprendiz de ditador, Manuel Zelaya. EUA, Colômbia e Peru já confirmaram que ratificarão o resultado das urnas. A Costa Rica, de Oscar Arias, dito como um país neutro no embate hondurenho, disse que o pleito desde final de semana é fundamental para a democracia.

Contudo, a nossa diplomacia bolchevique segue com a tese aloprada e delinquente de que “devemos defender a volta de Manuel Zelaya ao poder, para realizar novas eleições”.

“No caso de Honduras, o Brasil não tem porque repensar a questão. É preciso firmar posição sobre as coisas porque isso serve de alerta para outros aventureiros. O dado concreto é que os golpistas não permitiram que o presidente voltasse para coordenar o processo eleitoral, o que é um sinal muito perigoso e muito delicado, porque ainda existem muitos países, na América Central sobretudo, com vulnerabilidade política”, disse Lula.

A diplomacia brasileira é a mesma que passa a mão nas ações e atitudes antissemitas do ditador iraniano,  Mahmoud Ahmadinejad, louva Hugo Chávez, Evo Morales, Rafael Correa e o bispo pedófilo Fernando Lugo e acalente um caso de amor com o ditador-mor Fidel Castro – que mantém a mais de 50 anos  Cuba sob um regime autoritário e cruel. É essa a nossa diploMÁcia!

Por isso, os hondurenhos devem ir em peso as urnas, exercer o maior direito que lhes foi concedido: o voto. É através dele, que poderão expurgar definitivamente Manuel Zelaya do poder.

O Banco de Brasília (BRB) foi condenado a pagar uma indenização de R$ 5.332,33 a um cliente que sofreu vários saques fraudulentos em sua conta bancária, realizados por golpistas. A sentença foi proferida pelo juiz da 2ª Vara da Fazenda Pública do DF, e cabe recurso.

Segundo o processo, no período de dez dias do mês de novembro de 2007 foram efetuados saques indevidos na conta bancária do cliente, totalizando o valor de R$ 5.332,33. Diz que não efetuou esses saques e que provavelmente foram realizados por um golpista que tentou manter contato com ele numa agência bancária do Gama (DF), quando lá esteve para efetuar um saque no dia 22 de novembro de 2007.

No curso do processo, o Banco juntou um DVD contendo as imagens das câmeras de segurança realizadas na ocasião dos saques. Para o juiz, incumbe ao banco provar a realização dos saques pelo autor ou inexistência ou impossibilidade de fraude (inversão do ônus da prova), nos termos do Código de Defesa do Consumidor.

As provas do processo permitiram concluir que não houve culpa do autor no evento danoso, exclusiva ou concorrente. O vídeo demonstra que por volta das 9h do dia 22 de novembro de 2007, ele e sua esposa foram abordados por um indivíduo de camisa azul, quando tentavam utilizar o caixa eletrônico, sendo que minutos antes tal pessoa observava a sua dificuldade em conseguir realizar o saque. Alega que resistiu à abordagem ao verificar que tal sujeito não era funcionário do Banco. Pontua ainda que pouco tempo depois a mesma pessoa realizou um dos saques suspeitos, não sendo responsável por nenhum dos saques efetuados nos dia 22, 29 e 30 de novembro de 2007.

Em depoimento, funcionário do Banco afirmou que o rapaz do vídeo utilizava a tática de tentar auxiliar os clientes com vistas a subtrair o cartão e as senhas. Diz que o mesmo rapaz já tinha sido flagrado pela segurança do Banco em outras agências tentando aplicar o mesmo golpe.

Segundo o magistrado, a ação deve ser julgada procedente já que mesmo sabendo da atuação de um indivíduo dentro do BRB, com o intuito de cometer crimes, o Banco não adotou medidas com vistas a proteger seus clientes, ficando inerte, em total desrespeito às disposições do Código de Defesa do Consumidor, que impõe como dever do prestador de serviço oferecer a segurança esperada na prestação de serviço.

`Da falta de segurança do serviço ofertado decorreu o dano experimentado pelo autor, que teve retirado de sua conta corrente, num período de dez dias, todos os valores lá depositados, inclusive, seus proventos relativos ao mês de novembro de 2007. Há assim, nexo de causalidade entre o dano experimentado e o serviço defeituoso, restando inconteste que o autor, pessoa idosa e à época se recuperando de um derrame cerebral sofrido um mês antes, não concorreu para os saques indevidos posteriormente efetuados de sua conta corrente`, concluiu o juiz.

How democracies perish is a very old question and the various answers given by political science are still disputed. How young and unconsolidated/aspirant democracies perish is an easier question, given the fact that some concrete lessons are offered generously these days, and their charm seems irresistible for would-be autocrats.

The very much praised phenomenon of democratic diffusion during the wave of democratization in Latin America since the 1970s seems to be undermined at the beginning of this century by another type of diffusion, of an authoritarian kind this time. The authoritarian diffusion manifests itself in various fields, but what is striking is the fact that the attacks against the media, the party system, the institutional checks and balances or the civil society are replicated from one country to the next, in a continuous process of imitating and learning from your neighbor the art of destroying democracy by just simply  asserting your democratic credentials and good intentions.

A couple of weeks ago, the Supreme Court of Nicaragua ruled with an exceptional swiftness that one article of the Constitution is unconstitutional. The accused article concerns the prohibition to be re-elected as President for a consecutive mandate. In addition, the constitution stipulates that no person can occupy this function for more than two mandates. The president of Nicaragua is a former guerilla leader of the leftist Sandinista group and in 2011 he will end his second non-consecutive term. However, Daniel Ortega wants a new term and therefore he managed to by-pass the decision of the Congress (the proper way to amend constitutional articles) and asked the Supreme Court to decide. The case is aggravated by the fact that the Supreme Court was not in complete formation, meaning that only the Sandinista judges (named by the President) were present and adopted the ruling, before the rest of the judges, coming from the opposition, could reach the session.

The possibility of being re-elected in a presidential regime is a much disputed issue, with followers on each side. The strongest argument pro re-election would be the possibility to keep the president accountable and more responsible (if he wants another term of office and is not satisfied with just one “hit-and-run” mandate), whereas the other camp warns of the dangers posed by a president with so much power, especially in countries with very weak legislatives, frail party systems and civil societies. In the Latin American world, this executive power is exacerbated also by the collusion between the judges in the Supreme Court and the president responsible for their nomination. Whatever the conclusion between these two situations – an unaccountable president or one with too much formal and informal leverage, it is clear that the Madisonian tradition of strong checks and balances is absent, as it is also the skepticism of the founding American father towards any individual occupying a seat of power – and the limited number of fixed mandates is precisely that formal obstacle against autocrats.

The situation in Nicaragua is serious in itself, but what should also be taken into account is the striking similarity with the case of Honduras since June this year. Four months ago, the Honduran democracy suffered a number of very severe attacks against its formal democratic institutions, and especially the Constitution. Manuel Rosales Zelaya, the former president, exiled after being officially accused of undermining the Constitution and the rulings of the Electoral Court and the Congress against several tentative efforts to push a non-constitutional referendum, is now struggling to return as the de jure president of Honduras and finish his term. The international community in an almost complete formation (UN, EU, the Organization of the American States and the US) threatened to ignore the results of the November general elections (presidential and parliamentary), although planned prior to the events leading to the exile of Zelaya and lawfully organized under the authority of a democratic and legitimate Electoral Court, backed by the approval of the Congress.

Had the US and the Obama administration ignored this tiny Central American country and its political conflict between the populist president Zelaya on the one side and the representatives of the legislative and the judiciary on the other, Honduras would be a storm in a teacup for some researchers of Latin American affairs. As it unfolded since the start of the campaign initiated by Chavez in order to back his ally in ALBA (Bolivarian Alliance for the Americas), to which Barrack Obama immediately rallied, together with all the Latin American countries, Honduras is a dramatically important case in the so-called third wave of democratization. Honduras is a young democratic polity, still struggling with various obstacles to its institutional consolidation, the institutionalization of the rule of law (and especially the strengthening of its judiciary, a major Latin American challenge) and the nefarious corruption linked to the clientele networks made possible by a very strong executive, the President, unsystematically checked by the other branches of power, the legislative and the judiciary. The latter is all the more vulnerable, considering the huge role the president plays in the nomination of some of the judges in the Supreme Court and their dependence on the President’s party in Congress, especially when his allies possess a majority in the legislative.

Honduras is such an exceptional case because this unconsolidated democracy, highly dependent on foreign aid (European and American) for long-term projects aiming at democracy building (institutional consolidation but also civil society support), managed to protect the democratic order four months ago, by opposing an illegal referendum pushed by the President in total disregard with the provisions of the Constitution. In this case the Congress was backed by the Electoral Court, the Supreme Court and the Ombudsman. However, they made one great error and exiled Zelaya, which triggered the legitimate but inflated reaction of the international community. Instead of backing the decision of the democratically elected Congress, the US decided to push for the return of Zelaya as president and an amnesty law, therefore overruling the Honduran legislative and judiciary. The sad irony these days is that the same US announced the signing of a successful deal to reinstate Zelaya with the approval of the Congress and the Supreme Court. After the deliberation in the congress and the probable reinstatement of a golpista president, this effort would close a full circle of non-sense, in which the leading democracy in the world sides with Chavez, Castro and Ortega to give a blow to a rule-of-law-abiding parliament so that a president which obviously transgressed the constitution could be legitimated and returned to his seat of power.

After the presidential elections in Honduras this winter, in which Zelaya is not a candidate (a condition of the signed agreement), everything could return to normal in this country, but the lesson has been learned by the neighboring incumbent president of Nicaragua, Daniel Ortega. Not only that he can use the power of this precedent, but he is also free from some nasty obstacles that Zelaya had to deal with: an independent legislative and judiciary, a strong political opposition with the courage to protect the principle of the rule of law and the horizontal accountability (Guillermo O’Donnell), that the president tried to elude in order to consolidate his power. Nicaragua is in a far worse situation with respect to its state of democracy and far more embroiled in the not so transparent activities of his friend Hugo Chavez, the president of the oil-rich Venezuela and the leader of ALBA. He is the president who offers these days the most interesting lessons for would-be dictators trying to cope with independent media, opposition parties and the legislative or judiciary branches.

These two cases of presidential abuses of power on the side of the leftist-populist camp mentored by Hugo Chavez should not make us ignore a similar case of presidential excess in Colombia as we speak. The Colombian president Alvaro Uribe is now at the end of his second mandate and already set in motion the formal procedures in order to amend the constitution and call for a referendum at the beginning of the next year so that he can be re-elected. At the end of the day, the difference between the Colombian amendment of the constitutional text and the case of Nicaragua is only a difference of style: the former president, enjoying high rates of popularity and a more friendly relation with the opposition and the other branches of power, decided to take a more elegant path toward his re-election. Manuel Zelaya, unfortunately for him, had the entire political and judicial elite against him and a relatively strong media to report his illegitimate moves. Daniel Ortega, however, is the most carefree of the three presidents considered here. He didn’t have to fight a resilient Supreme Court or to confront a unified Congress against his move. He just brought together a couple of his brave Sandinista men from the Supreme Court and convinced them that one tiny constitutional article is simply “inapplicable”.

Era tarde, estaba oscuro alrededor, todo se veia en blanco y negro la noche antes de partir a la guerra. Su alma pintaba lirios en recuerdo de la muerte de su madre, sus ojos derramaban agónicas muestras de amor por ser un enamorado no correspondido, todo se venía encima en ese pequeño cuarto donde se hospedaba a obligación y demanda gubernamental.

Se hacía tarde en su corazón, no se podía distraer en un momento tan crucial, pensaba. Creía que la concentración era lo indispensable para afrontar una guerra que los periódicos pinaban de injusta e innecesaria, eran minoría, eran un desecho de lo que quedaba de la resistencia. La guerra civil había durado mucho, y ni aun así los dirigentes eran capaces de rendirse, total ellos no ponían la cara frente a las armas de alto calibre que apuntaban a sus cabezas, ellos no eran los que partían día a día con la frente en alto y el pecho descubierto a la masacre que unos hombres extranjeros comenzaron. Ahora estos hombres se encargaban de hacerlos ver como mártires de democracia, como hombres valientes que luchaban por la igualdad y la justicia en un país que pocos en el mundo saben donde queda.

Era tarde, ya no tenía su celular a manos para hacer una enésima llamada a esa persona que se resistía a contestar, que seguramente pensaba que no valía la pena luchar por un ideal sin causa ni trasfondo aparente, era seguro que ella habría estado en las marchas del otro bando, donde se hacían llamar los civilizados, los que sabían lo que hacían tapados bajo la sombra de una ley vieja e impermeable. Seguramente ella no querría saber nada de aquel que sudó hasta el cansancio para que un depuesto presidente llegara a ese país, para que no le faltara nada a ese bigotón que alardeaba como dueño del mundo y prometía mucho cumpliendo poco. Era él la causa de todo este derramamiento de sangre, era él el que hacía daño, eran los intereses de los más ricos los que nos tenían atados a esta situación sin salida aparente. Por ahora sólo se veía en las calles personas uniformadas y carros decorados con alguna cruz color roja o alguna hendidura de piedra en la lata. Nada era suficiente para acabar con esta insaciable sed de poder, y eso que yo tengo como 3 días sin comer nada, me decía el muchacho sin corazón y sin patria.

Era temprano ya, y la salida de todas las problemáticas que existían era la muerte, pero no de nosotros los pobres, ni de los que uniformados arriesgaban su vida y su moral al disparar a sangre fría a sus hermanos y amigos. La muerte debía ser para todo ese idealismo impenetrable e incambiable, para todo ese fanatismo que acarrea el peor de los lamentos, la locura.

Ya es hora de salir, y no entiendo como fue que pasó, pero la luz se veía en el fondo de esta espiral de conflictos, y mis ánimos y los de mi amigo enamorado miraban la luz del sol con optimismo. Todo parece haberse resuelto, al parecer la lucha entre esas ideologías endemoniadas ha llegado a su fin al tratar de destruir un pueblo enormemente cristiano, Dios sonríe y nos manda una brisa fresca, todo ha acabado por ahora. Veo un compañero que Llega y nos saluda maliciosamente, nos dice que tiene un paquete que entregar ahora que todo ha acabado y hemos sido derrotados, a mi no me importa, yo quiero ver a mi familia, quiero invitar a comer a aquel que se quedó sin su madre, quiero hacer todo según Dios me mande a hacer. Le doy gracias a Dios por este hermoso día, por permitirme vivir para contar que he cambiado, que ahora soy diferente. Entrego el paquete a mi compañero y voy a buscar un teléfono para hacer una llamada, a diferencia de los días anteriores, alegre. Mientras voy camino a la cabina de teléfono veo a mi alrededor y noto miradas que han recuperado esperanza, me alegra realmente que una de las partes haya cedido después de tanto tiempo. Me detengo un momento y nuevamente le doy gracias a Dios por todo lo que ha hecho por mi, porque seguramente hoy iba camino hacia mi muerte. De rodillas miro hacia el cielo y lo veo azul como nunca antes, escucho un potente sonido detrás mío y luego un ventorral me lleva por los cielos y luego al suelo.

Es temprano, y la venda de mis ojos me impide ver lo que ocurre, escucho varios bips, y una máquina un poco ruidosa al lado mío. Me duele la espalda, como si estuviera rasgado, no puedo sentir mis piernas. En un ataque de pánico y ansiedad quedo en silencio, y no puedo más que escuchar lo que parece el noticiero de la mañana de un canal extranjero. Mis ojos empiezan a llorar:

“Justo cuando todo parecía resolverse los golpistas atacan de nuevo, y en un intento por destruir el patriotismo, la igualdad y la justicia, han desatado el terror en la base central de la resistencia, los cuales, a voz de este hombre que milagrosamente ha sobrevivido cuentan que miembros del movimiento golpista han pasado en un carro y han tirado un paquete que contenía una bomba de tiempo. Más información nos llega desde…”

Todos somos humanos y hondureños, no dejemos que el exterior nos desuna. Hermanos en Cristo y hermanos por la Patria. No lleguemos a más.

Comunicado a la opinión pública

El Espacio Unitario-Congreso Popular (EU-CP), ante el plagio del ciudadano Fidel Zavala y las especulaciones colocadas hasta la fecha, se dirige a la opinión pública para expresar cuanto sigue:

Su total repudio a toda forma de terrorismo, en este caso del secuestro del ganadero Fidel  Zavala, como método de resolución de cualquier tipo de conflicto, sea este económico, político, militar, de tinte personal o grupal.  La  práctica del  secuestro, por lo menos en las últimas cinco décadas de la historia de nuestro país, fue utilizada como  método terrorista por la derecha paraguaya para  mantener su dominio sobre amplios sectores de compatriotas que han dado su vida en la lucha contra la dictadura y  por la  conquista de las plenas libertades democráticas.

El  carácter miserable que tiene el oportunismo de sectores políticos de la  ANR, UNACE, PPQ y del PLRA, que aprovechándose de este repudiable hecho, levantan una repugnante campaña que pretende asociar a la izquierda política con este tipo de actividades.

Estas organizaciones resguardan en sus cúpulas a varios cómplices de los tiempos  tenebrosos de la dictadura. Basta con recordar los cargos que ocupó Martín Chiola y sus labores médicas para con los presos de la dictadura, así como Mario “baby” Soto Estigarribia, ligado a oscuros crímenes durante el régimen dictatorial.

No olvidamos a los aportantes para la lucha “anticomunista” como Miguel Carrizosa (cuya empresa figura como financista del XII Congreso de la Liga Mundial Anticomunista, realizado el 8 de marzo de 1979, durante plena dictadura en Paraguay); los “amigos” de la familia Stroeesner como Alfredo Jaeggli; o acaso podemos cerrar los ojos ante las acusaciones de un peligroso fascista como Lino Oviedo. Mencionamos a algunos (la lista es larga) para identificar a quienes ayer nos perseguían y hoy nos acusan mimetizados de demócratas.

Pero también sabemos lo que hay detrás de esta campaña: pretende desestabilizar a Fernando Lugo y criminalizar a la izquierda política. La trayectoria de la izquierda paraguaya está cargada de mártires que regaron el suelo patrio con su sangre en la lucha contra la camarilla de delincuentes encabezada por el tirano Stroessner. No figuran en nuestro historial ni los secuestros, ni las torturas, ni el exilio, ni las persecuciones, y si ahora aparecen grupos con las mismas prácticas que criticamos de la  derecha, sencillamente no forman parte de nuestros ideales de liberación, ideales que fundamos en la doctrina y el pensamiento socialista.

La violencia se ha enseñoreado en el Paraguay bajo los gobiernos colorados. No olvidemos el rol activo de la mafia que en los últimos años ha operado impunemente con asesinatos y desapariciones como el caso del Gral. Rosa Rodríguez, Luis María Argaña, las víctimas del marzo paraguayo y  decenas de campesinos asesinados y/o desaparecidos por reclamar su derecho a la tierra y al mejoramiento de su calidad de vida. Como sabemos, ninguno de estos casos fueron resueltos por la justicia, que en realidad funciona como tentáculo de estos sectores mafiosos y oligárquicos  Expresamos nuestro absoluto desacuerdo con el método de lucha del EPP.

Igualmente, denunciamos que sus acciones son  totalmente funcionales a la derecha intolerante y golpista. La izquierda política y social agrupada en el EU-CP, considera que debemos  reordenar la nación sobre la base de un  profundo sentido democrático, escenario en el cual lucharemos por el socialismo, apelando a las movilizaciones de masas, a la lucha  política y la participación electoral.

Por último, el EU-CP, suma su voz al pedido de justicia, exige la aparición con vida de Fidel Zavala, el esclarecimiento de este crimen. Igualmente, ratificamos nuestro compromiso por la profundización democrática con justicia social, única vía para la instalación de una paz verdadera, tan merecida, para todos los habitantes de nuestro país.

A Folha de S.Paulo teve hoje mais um momento “ditabranda”. Embora ainda diga que não, está abertamente apoiando o governo golpista de Honduras. Em editorial de hoje, terça-feira, 29 de setembro (é bom registrar bem a data para a posteridade), criticou duramente a postura do governo brasileiro de ceder asilo a Zelaya. Mais uma vez, a crítica não é direta, e direciona-se à ocupação da embaixada por outros 60 manifestantes, que o jornal considera um absurdo. Vê diversos defeitos na atuação do Brasil no caso, acha que o governo deixou a coisa virar bagunça, resumindo. Mas afinal, quer bagunça maior que a que está em Honduras?

A Folha critica o governo até por deixar Zelaya falar. Diz que, “devido à omissão do governo brasileiro, Zelaya e seu séquito transformaram uma representação diplomática estrangeira numa tribuna e num escritório político privilegiados” e completa que deve impor ao presidente eleito Manuel Zelaya a regra de “calar-se sobre temas políticos internos”. Se o objetivo do Brasil é justamente reaver a normalidade e a legalidade e conduzir Zelaya de volta ao poder, como pode impedi-lo de falar sobre assuntos de seu próprio país?

Acusa o governo de perder o controle sobre a situação, mas acaba caindo em um problema muito grave. Na tentativa de deslegitimar o governo brasileiro, provavelmente com objetivos internos de desestabilizar o governo dentro do Brasil – já de olho em 2010 -, a Folha acaba legitimando um golpe de Estado. E isso é gravíssimo. Ainda mais depois de seu passado recente que lhe condena, quando acusou a ditadura brasileira de ser branda. A Folha vai tomando, assim, perigosos ares anti-democráticos e de autoritarismo.

O mais grave do editorial está no final, quando o jornal fica mais perto de justificar completamente o golpe do ditador Roberto Micheletti, que, aliás, a Folha chama apenas de “presidente”. Ela não só não condena o golpe como quase o justifica. Diz que o “regime”, como ela nomeia, ocupa uma “categoria bem mais tênue de ilegalidade democrática” que a de outros presidentes apoiados por Lula, como Fidel Castro. Aí o jornal diz que o que Micheletti fez é ilegal, mas termina com um porém. “O governo interino, contudo, respeitou a linha sucessória constitucional, assegurou o poder em mãos civis e manteve o calendário das eleições presidenciais, marcadas para 29 de novembro.” Como se fosse possível realizar eleições justas nessas circunstâncias e como se isso anulasse todo o caráter golpista da situação.

Mas o pior de tudo é que a Folha está apenas seguindo a tendência golpista do jornalismo brasileiro de um modo geral, como já comentado aqui no Jornalismo B – com relação ao Jornal da Globo e à Zero Hora. Até nas charges a coisa descambou, como mostra o blog Dialógico. A Míriam Leitão afirmou hoje no Bom Dia Brasil que o governo Lula deveria ter atuado da mesma forma na Venezuela e na Argentina quando tentaram censurar a imprensa, na visão dela. Ou seja, iguala situações completamente distintas. A Zero Hora está realizando uma enquete com a pergunta “O que aconteceu em Honduras foi um golpe? Deixe a sua opinião”. O mundo inteiro enxerga um golpe em Honduras, menos a imprensa brasileira.

* O presidente Lula sancionou a reforma eleitoral e os debates na internet estão liberados. Ainda bem. Além de não ter lógica impor exigências nesse caso, igualmente não faz sentido criar uma lei impossível de ser cumprida e fiscalizada.

* A revista Veja dessa semana publicou uma informação que passou batida pelos veículos de comunicação. Talvez porque seja mentira, difícil saber. Diz na coluna Holofote, assinada por Felipe Patury, que a Igreja Universal quer vender seus veículos impressos, entre eles o Correio do Povo, e que o bispo Edir Macedo jura de pés juntos que é verdade. O Coletiva.net acrescenta a informação de que o Correio nega a venda.

Zelaya Denounces De Facto Government's Plan for his Assassination 

HAVANA, Cuba, Sept 23 (acn) Honduran constitutional president Jose
Manuel Zelaya has denounced the existence of plans by the de facto
regime to attack the Brazilian embassy on Wednesday night, assassinate
him, and then say he committed suicide.
    According to an early Wednesday morning Prensa Latina news agency
report, the head of state, who returned to the country by surprise after
three months of being expelled by military coup perpetrators, assured he
has serious evidence on preparations for his assassination.
    He specified that the area where the Brazilian embassy is located is
completely militarized, and that the police raid the houses next to the
building to complete the siege. Zelaya added that even a forensic judge
who had the mission of certifying the version of his suicide
has been seen in the area.
    “If I die tonight, it will be a vile assassination. José Manuel
Zelaya Rosales does not commit suicide. I have no vocation to die that
way,” said the constitutional president.
    “I would rather resist (in Honduras) than living in exile,” pointed
out Zelaya.
   He informed that he is at the Brazilian embassy together with his
family, members of his government and other personalities who decided to
accompany him.
    In related news, the de facto regime has announced it has no
intention of seizing the embassy of the South American nation to arrest
Zelaya.

September 23 Updates

9:30 PM :

The national government TV channel announced earlier today that a new curfew would begin at 5PM and would remain in effect until the golpistas inform the population otherwise. Essentially, the curfew is indeterminate.

Grave repression against the Resistance mobilization in Tegucigalpa, especially in the barrio of Morazon.

Costa Rican embassy is suggesting to Costa Ricans in Honduras that if they are not a resident, they should get out of the country.

Reports of commando battalions moving towards Tegucigalpa from the eastern part of the country.

Twenty-one deputies of the Liberal Party issued a comunique recognizing Mel as the constitutional president and vowing their support for Plan Arias.

5:30PM:  Jairo Lopez, the President of the Union of Workers of INFOP, has been gravely injured by a shot to the head by  police.

Amnesty International, Human Rights Watch, and the OAS’ Inter-American Commission on Human Rights have all issued press releases concerning the mounting violence against President Zelaya’s reporters.  These press releases are posted on the blog of the Honduras Embassy in Washington.

2:30PM:  Thousands of people have congregated at the University to participate in the march.

At the Brazilian embassy, the golpista forces are using a very invasive kind of acoustics that is loud, applied for a long amount of time and is thought to cause irreparable damage to the ears.

The United Nations brought food and water to the Brazilian embassy last night.

The Red Cross is reporting as of this morning, they have treated at least 50 people who have been wounded or beat up.

The website, La Franja Feminista, is reporting that there are thousands at the University protesting, about 400 demonstrators have been detained, and that there are now four people dead since Monday.

Below is the latest comunique from the National Front against the Coup d’Etat.  The last item, #4, calls for a peaceful demonstration tomorrow, Wednesday, at 8 am in front of the University Pedagogica.

Also in this comunique, the National Front encourages Hondurans to show their repudiation of the golpista regime within their their villages, barrios, and houses to avoid repression and arrest by golpista authorities. Further, people who had planned on travelling to Tegucigalpa should postpone their trip  until tomorrow at the earliest.

The National Front is requesting that we forward their Twitter messages to readers so  you can get up to the minute information.  My next post will do just that.

URGENT QUIXOTE CENTER ANNOUNCEMENT AND REQUEST FOR ACTION CONCERNING HONDURAS

President Manuel Zelaya returned to Honduras yesterday. He is based at the Brazilian embassy along with members of his cabinet.  Early this morning, police and military violently dispersed a large crowd that spent the night in front of the Embassy to support Zelaya and in defiance of the 5pm curfew instituted as part of the state of siege declared by the coup regime. There are reports of wounded and two dead from this morning’s attack.

The power at the Brazilian embassy has been cut. News transmissions from independent media stations have been cut. The state of siege has been extended and the coup regime is telling people to stay in their homes. The streets are deserted. The military has mounted a six block solid cordon around the Brazilian Embassy. There is a high level of concern about the possibility of an attack on the Embassy and bloodshed. The situation is extremely tense.

We have just received a report from the human rights organization, COFADEH, that their offices have been attacked with tear gas.

U.S. citizens should contact the U.S. State Department and their Congressional Representatives to demand that the U.S. government:

• pressure the de facto government of Honduras to refrain from using violence against nonviolent protestors, human rights organizations or the Brazilian Embassy.

• pressure the de facto regime to cease its repression of the freedom of expression and information in Honduras

• impose full economic and trade sanctions on the coup regime

• unequivocally support the return to power of elected President Manuel Zelaya

The Honduran police and military have committed grave human rights violations under this coup regime, often during instated curfews. Please help to prevent bloodshed in Honduras. Contact the U.S. State Department (202.647.4000) and your Congressional Representatives (202.224.3121) to demand that the U.S. send a strong message to the coup regime in Honduras to refrain from violent assaults on civilians, human rights organizations and or the Embassy of Brazil.

I have been thinking that the vice-president of Costa Rica must be working his tail off trying to hold the fort until Oscar Arias decides to return to his day job.  After the shine of his Nobel Peace Prize medal wore off, Arias must have jumped at Hillary Clinton’s request for him to mediate a situation that never should have been mediated in the first place –  Who has the right to run Honduras, the democratically-elected President or the guy who collaborated in the kidnapping of the president and takeover of the government through a military coup?  Seemed like it was a no-brainer. You’d think that Hillary was throwing Arias a softball.  It didn’t take long for all to realize that Arias job was to prolong the “negotiations” so that even Job would have to say “oh, the hell with this!” And, eat up the clock it did.  The result was that President Zelaya agreed to all conditions of the San Jose accord and Micheletti just stamped his feet and bellowed a lot.  And all the while, the people of Honduras marched, were detained without cause, and killed in politically motivated assassinations.  Nice job, Oscar.

I guess Hillary thought Arias did such a good job with the San Jose accord that he should be given another Honduras-related job.  Tomorrow, Arias is to meet with four of the six presidential candidates running in an election currently scheduled for November 29, 2009 (see article below).  It is a given that the people of Honduras will hold a massive boycott of the election.  Keeping this in mind, Arias’  “official” job description is to convince the presidential candidates that the world will not recognize the results of ANY election under the golpista regime and it would behoove them to postpone the election.  So the question is this, is Arias meeting with the candidates to convince them to overthrow the golpistas so they can have their shot at the highest office in the land?  After all, the golpistas have pretty much completed their job — they have kept Zelaya at bay for nearly 80 days and counting.

Honduran presidential hopefuls to meet mediator

SAN JOSE, Costa Rica — The international community’s chief mediator in the Honduran political crisis said Monday he will meet with the country’s presidential candidates to emphasize that upcoming elections will not be recognized if held under the government installed by a coup.

Costa Rican President Oscar Arias said he will meet Wednesday with at least four of the six candidates, including the top two contenders, in an effort to gain their support for restoring ousted President Manuel Zelaya before the Nov. 29 ballot.

Arias, a Nobel Peace Prize winner who has been leading U.S.-backed efforts to restore Zelaya, said he will make clear that the world will not recognize the outcome of the election unless Zelaya is reinstated before then.

“The idea is to speak with them frankly,” Arias said at a news conference in Costa Rica’s capital, San Jose, where the meeting will take place. “What good is there for a presidential hopeful in Honduras to win the elections if his future government will not be recognized by the international community and the sanctions will continue or even increase?”

Arias said he hoped to persuade the candidates to back a compromise that he proposed weeks ago, which would return Zelaya to the presidency with limited powers until his constitutional term ends in January.

Interim President Roberto Micheletti has rejected the plan despite mounting international pressure since soldiers forced Zelaya into exile June 28 in a dispute over the ousted leader’s efforts to change Honduras’ constitution.

The United States and many Latin American countries have warned they will not recognize the November election unless Zelaya is put back in office. Last week, Washington increased the pressure by revoking the U.S. visas of Micheletti and 17 other Honduran officials.

Arias spoke after meeting with Craig Kelly, the No. 2 official at the State Department’s Bureau of Western Hemisphere Affairs. Kelly said he supported the meeting with the presidential candidates and reiterated the U.S. view that the “best way to achieve international recognition for the elections” is for Honduras to accept Arias’ proposed compromise.

On Monday, Brazil, Argentina and Mexico refused to accept the participation of the Honduran ambassador at a meeting of the U.N. Human Rights Council in Geneva because he is not from Zelaya’s government.

Belgium Ambassador Alex Van Meeuwen, who presides at the U.N. rights council, said he would seek to clarify whether Urbizo is allowed to represent Honduras in the council. Council spokesman Rolando Gomez said that “no decision has been taken.”

Micheletti insists the November presidential election, which had been scheduled before the coup, will show the world that democracy remains intact in Honduras.

The two main candidates, including Elvin Santos of Zelaya’s Liberal Party, have so far publicly opposed returning the deposed president to power.

Zelaya angered the country’s military leadership, Congress and his own party by ignoring court orders to cancel a referendum that would have asked voters if they favored calling a special assembly to change the constitution.

Zelaya’s opponents say he hoped to extend his rule by abolishing a constitutional ban on presidential re-election. Zelaya denies that was his goal.

Honduras Independence Day

To the People of Honduras from the People in the US in Solidarity with You

(Who did Hillary address her note to?  Gee, what a diplomatic pickle — the constitutional president, Manuel Zelaya, is not allowed to enter his own country without getting thrown in the slammer and the golpista regime of Roberto Micheletti appears to be too dirty to deal with, even for the State Department.)

On behalf of the people of the United State who are in solidarity with the people of Honduras, we send you greetings on the occasion of 188 years of independence.  We know you have not missed the irony associated with celebrating independence while living under immense repression.  The US often stresses the mutual interests, shared values, and friendship between our two countries, but we all know it’s hogwash and that there are only three things that make the US government think more than a nano second about your country:  military bases, a cheap workforce, and a strategic spot for anti-commie jump out squads.

When Hillary Clinton visited your beautiful country for the OAS meeting in San Pedro Sula, she certainly knew about the impending military coup then, yet she smiled into President Zelaya’s face anyway, thanking him for his hospitality.  What happened on June 28 was indeed a military coup after which the US should have immediately withdrawn all funding, especially military and the US’ “democracy promotion” funds so essential for transforming a hard coup into a “soft” one.

We know that your great leader Francisco Morazon remains a source of inspiration and strength for the resistance movement.  If the solidarity between our two countries remains strong and we figure ways to keep the US from meddling in your country’s affairs, you shall enjoy true independence.  Then we shall work with you in whatever way you decide to achieve what we know is most important to the people of Honduras:  education, housing, adequate medical care, and a fair day’s wage.

And it appears that the heightened military presence is due to the arrival of representatives from the OAS and the need of the golpista regime to hide what would be a very embarrassing spectacle of a huge national resistance march.  In fact, the website of Honduras en Lucha says that a few hours ago, a large march was arriving at Hotel Clarion where the OAS  is staying/working.

URGENT HONDURAS ALERT: Monday morning, August 24.

This morning (Monday, August 24) I received the following urgent appeal from Ricardo Arturo Salgado, a militant of the Honduran resistance to the coup. Rapid and rough translation by yours truly. The alert itself, says the author, was written on the fly and under considerable stress.

They are attacking with chemicals the transmitters of alternative radio stations and TC channels. The are militarizing broad swaths of the country, today, 24 of August 2009. Following the Report of the CIDH the truce came to an end. On Saturday night they cut off the TV program that was transmitting an interview with President Zelaya [I heard this interview in the afternoon on Radio Globo/Felipe Stuart]. Last night, during the transmission of the “Voices against the Coup” concert, special forces from the army invaded areas where the transmitters of Radio Globo and Cholusat Sur TV are located, in the Cantagallos zone near Tegucigalpa.

In the action, soldiers clubbed people who were on site, and threatened to kill them, but having done that, abandoned the place. According to reports from Radio Globo on-line they are broadcasting with an alternative transmitter that they installed at the time of the coup. It is expected that they will be on the air again around 4:00 PM today, Monday. Regarding the damage done to Cholutsat Sur TV, it is reported to be extensive, and it could be off the air some days or even weeks.

Today, at 7:41 AM local time, the capital finds itself militarized and there are reports of strong military contingents in the roads leading out of interior cities to the capital. Incoming routes are also covered with army check barriers.

Meanwhile, Channel 5 of the golpista Televicentro is inviting people to support the fascist regime, and all the media supporting the coup are broadcasting opinions disqualifying the OAS, José Miguel Insulza [its general secretary], and the Commission of Foreign Ministers, and Judge Baltazar Garzón [who has made rulings distasteful to the golpistas].

Armando Villanueva, am ultra right journalist said on the Channel 10 “Education” TV that is also on-line affirmed that they have proof of FARC [Colombia] funding of the left party Unificación Democrática, and of the FUTH (Federacion Unitaria de Trabajadores de Honduras — Honduran Workers’ Unitary Federation), both members of the National Resistance Front. Villaneuva added that the OAS mission has no future, and is just on a “passing” excursion to Honduras.

There are clear signs of an escalating repression to avoid grassroots marches on this day when the OAS commission is to arrive.

We plead with the international community to keep posted through reports that we will be sending throughout the day.

Maybe, but as the mouthpiece for official Washington, the NYT is not expressing anguish for the right reasons.  Simply, it appears that a sufficient number of people in Honduras have been killed, maimed and tortured that running the fan club for the Micheletti golpista regime is rapidly becoming a libaility, especially in international circles.  At this point, NOT denouncing the golpistas  is indefensible for the NYT and  the Obama administration.

We can count on the NYT, The Washington Post, and The Los Angeles Times to point us in the direction the administration wishes to take us next.  And what would that direction be?  Roberto “Blood on His Hands” Micheletti must go now and be replaced with the guy that the US planned months ago to be  Zelaya’s replacement, Elvin Santos.  Santos is the former Vice-President (under Zelaya) of Honduras, a current presidential candidate, golpista extraordinaire and, based on an article by Al Giordano and Bill Conroy, recipient of millions of US taxpayer dollars from the Millenium Challenge Corporation run out of the US State Department.

For now, there are probably just two more things that you should know about Santos.  First, a video where Santos makes a provocative visit to the University of Honduras in which his bodyguards beat and shoot at  students because they yelled “Golpista” at him.  Bottom line on this is that if you hang with thugs, you are most likely a thug yourself.  The second item is a picture that Giordano and Conroy posted with their expose on Santos showing a very official photo, presumably taken at the State Department, in which Hillary and Santos are sharing a very collegial handshake in front of the US and Honduran flags.  The photo was taken in JUNE 2009, right before the coup.

Mr. Micheletti’s Dangerous Game

Honduras’s de facto government appears to be running out the clock. It seems to believe that it can slow-pedal negotiations to reinstate President Manuel Zelaya, who was summarily ousted by the armed forces in June, and hang tight until voters elect a new president in November.

It must be disabused of this notion. Honduras has been deeply divided by the coup and passions could easily spin out of control. Even if the de facto government manages to pull off new elections, the results would be viewed as illegitimate by much of the Honduran population. That could mean years, not months, of crisis.

The Organization of American States, Washington and the Latin American governments that are trying to broker a solution must press this point with Roberto Micheletti, the de facto president, and his advisers.

Mr. Zelaya, a self-styled populist and favorite of Venezuela’s Hugo Chávez, is no fan of the United States. But, as Mr. Obama rightly pointed out, Mr. Zelaya was democratically elected.

Washington condemned the coup and suspended about $18 million in mostly military and development aid to the de facto government. But it carefully modulated its rhetoric to keep the focus where it belonged — on Mr. Micheletti and the illegal coup. And it held off on imposing more drastic penalties, like withdrawing Washington’s ambassador to Tegucigalpa or freezing the bank accounts of people associated with the coup, as some Democrats in Congress have urged.

This has given the United States room to encourage negotiations led by President Óscar Arias of Costa Rica, a winner of the Nobel Peace Prize. The administration has rightly held to that course, even after some Congressional Republicans — whose support for democracy is apparently selective — criticized this approach.

The administration may not be able to hew to this fine line for much longer. Mr. Arias has proposed that President Zelaya be returned to office immediately and that Honduras move up its presidential elections by a month to October. Mr. Zelaya has also agreed not to try to change the constitution so he can run for re-election — the issue that prompted the coup. But Mr. Micheletti has dug in his heels, refusing to accept the deal.

Foreign ministers from several Latin American countries plan to visit Honduras next week to press Mr. Micheletti and his backers to change their minds. The de facto government has already forced a postponement of the visit once. If it continues to reject the deal, the United States must be prepared to exert more pressure.
