DAVAO CITY – The Malaysian government has expressed optimism that the peace negotiations between the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) would commence right before the 2010 national and local elections would end.

Speaking in behalf of Malaysian government, Mohammad Azhar Mazlan, Consul General of Malaysia for this city, said over the weekend that the ongoing peace talks is one of their country’s ambition in assuring that both parties would come to agree on terms in bringing sustainable peace in Mindanao.

“What we are after is a sustainable peace. A kind of peace that after the peace talks, both parties would assure that no more violence would be inflicted,” Mazlan told the Manila Bulletin in an interview over the weekend.

Earlier, President Arroyo has been urging the federal republic to continue supporting the peace negotiations between the GRP and the MILF as she wanted both panels to convene anew.

The search for the middle ground between the government and the MILF went into hiatus in August last year when the Supreme Court (SC) declared the Memorandum of Agreement on Ancestral Domain (MoA-AD) as “unconstitutional.”

This triggered rogue members of the rebel group to attack villages in Mindanao that resulted to the death, injury and displacement of thousands of villagers. (MB)

Manila, Philippines- The judgment of the European Court of First Instance (now called the General Court under the Lisbon Treaty) removing Prof. Jose Maria Sison last 30 September 2009 from the terrorist blacklist of the European Union and unfreezing his bank account is now final and executory, according to a press statement sent to The Pamalakaya Times.

Ruth de Leon, internatonal coordinator of the support group DEFEND Committee said through its Legal Office, the Council of the European Union has confirmed today to Jan Fermon, the lead lawyer of Prof. Sison, that it has not lodged an appeal of the aforesaid judgment to the European Court of Justice within the prescribed period of appeal of two months and ten days from the date of judgment. The expiry date for the appeal was yesterday, 10 December 2009.

“Prof. Sison has sealed his victory after more than seven years of legal struggle against the EU terrorist blacklist since he was placed there on 22 October 2002 and was subjected to deprivation of the essential needs of human life and the violation of his fundamental human rights,” said the Utrecht based de Leon.

De leon said Prof. Sison won his case against the Council of EU before the European Court in 2007 on procedural issues. The court ruled that the Council has violated his rights to be properly informed of the charge, to be defended by counsel and to seek judicial protection.

Last 30 September 2009, Prof. Sison won his case on substantive issues. The court ruled that he was never investigated, prosecuted nor convicted for any specific act of terrorism and that passing and incidental statements in Dutch court judgments actually favorable to him on his asylum case from 1992 to 1997 and on the unproven murder charge against in 2007 did not make him a terrorist.

“The 30 September judgment of the European court in favor of Prof. Sison is a brilliant landmark decision. It is a standard for preventing the arbitrariness of European governments in blacklisting individuals, organizations and other entities as terrorists and for upholding and respecting their human rights. It is a blow on trends of fascism in Europe which have been growing in the name of anti-terrorism”, the DEFEND Committee said.

The lawyers of the exiled Sison said with the 30 September judgment having become final and executory, the case of founding chair of the Communist Party of the Philippines, now chief political consultant of the National Democratic Front of the Philippins (NDFP) negotiating panel to the peace talks with the Government of the Republic of the Philippines against the Council of EU can move forward to the stage of determining what compensation shall be made to his lawyers and to him for the deprivations, violations of rights and moral and material damages that he has suffered for more than seven years.

Prof. Sison’s battery of lawyers includes Jan Fermon from Belgium, Eberhard Hans Schultz and Wolfgang Kaleck of Germany, Antoine Comte of France and Dundar Gurses of The Netherlands. Judge Romeo T. Capulong and Rachel F. Pastores of the Public Interest Law Center and Bernard Tomlow, Dutch lawyer of the NDF International Office, have also provided legal cooperation.

Meanwhile, in Manila, leftwing groups supportive of the resumption of peace talks between the NDFP and the GRP urged the Philippine government to immediately lift the Martial Law in Maguindanao and stop sinister plot to install martial rule across the country, asserting that the imposition of Martial Law will frustrate efforts to bring both belligerent forces back to the negotiating table.

Rural based groups Kilusang Magbubukid ng Pilipinas (KMP) and the fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) said the imposition of Martial Law will send the talks in total collapse if the Arroyo administration pushes the execution of Martial Law all over the country.

Both groups maintained that the Ampatuan massacre last Nov.23 was orchestrated by top national security officials of Malacanang to stop the 2010 elections, lay down the grounds of Martial Law and perpetuate Mrs. Arroyo to power.

Deadline for 2010 Conservation Financial Assistance Looms

NRCS sets January 29 as ranking cut-off date

COLUMBIA, MO – Missouri agricultural producers and landowners interested in protecting or improving natural resources on their land are being urged to contact their local USDA Natural Resources Conservation Service (NRCS) office before January 29 if they want to qualify for conservation financial assistance in 2010.

“We realize the holiday season is a busy time for everyone, but for those producers who need technical or financial assistance in the coming year, now’s the time to move conservation from their ‘wish list’ to their ‘to-do list’,” State Conservationist J.R. Flores said.

NRCS administers a suite of conservation programs designed to address various natural resource issues on private and Tribal working land and private, non-industrial forest land. While producers can apply anytime for the programs, NRCS has set January 29 as the cut-off date to evaluate and rank applications for funding for four programs:

  • Environmental Quality Incentives Program (EQIP)
  • Wildlife Habitat Incentives Program (WHIP)
  • Wetlands Reserve Program (WRP)
  • Grassland Reserve Program (GRP)

 

(Information about applying for assistance through the Conservation Stewardship Program (CSP) and the Farm and Ranch Lands Protection Program (FRPP) will be announced later.)

In addition to its regular conservation programs, special funding pools are available for organic producers, producers affected by wildfires, and producers who will be converting expired Conservation Reserve Program land back into production.

“Whether farmers are interested in improving irrigation efficiency, improving wildlife habitat, protecting water quality or reducing erosion, we have a program that can provide both technical and financial assistance for qualifying applicants,” Flores said.

Last year in Missouri, the NRCS provided more than $116 million in financial assistance to its customers for the implementation of conservation practices and activities through its Farm Bill programs.

“Those practices produce numerous on-site and off-site benefits, including improved water quality, air quality, soil quality, wildlife habitat, and irrigation efficiency,” Flores said.

Interested agricultural producers are encouraged to contact their local USDA Service Center office or check the agency’s web site at www.mo.nrcs.usda.gov for more information.

“By applying before the deadline, producers can harvest numerous conservation benefits, as well as financial assistance, throughout 2010,” Flores said.

Tenho recebido alguns comentários e perguntas sobre minha posição sobre testes cegos (blind test) depois do post sobre a cerveja Kaiser (aqui). Não imaginava que o assunto gerasse tanta emoção, mas como aparentemente o faz, vou tentar explicar um pouco mais. Alias, vou fazer em formato de pergunta e resposta pra mudar um pouco o esquema.

Você acha que teste cego NUNCA funciona?

Não! Já participei de vários projetos que continham testes cegos. Teste cego é uma ótima ferramenta para desenvolvimento de produto. O pessoal de pesquisa e desenvolvimento geralmente está focado em atributos de produto, desempenho, superioridade funcional, etc. Portanto neste caso, faz muito sentido usar teste cego.

E quando você não acredita em teste cego?

Não acho que teste cego em propaganda para consumidor seja a melhor estratégia.

Por quê?

  1. Teste cego pressupõe que o consumidor é burro. A marca diz: “olha, você [consumidor] diz que prefere a marca X. Que ela é a melhor, a mais gostosa. Mas na verdade, você é um estúpido que está se enganando só por causa do nome. Você é uma maria-vai-com-as-outras. Quando eu tiro o nome do produto, você na verdade prefere outro.” Claro que o consumidor não racionaliza desta forma, mas de alguma forma, esse pensamento se forma e gera associações negativas.
  2. Ele pressupõe que a marca que faz o teste cego é incompetente. Tipo “você [fabricante] quer dizer que seu produto é melhor que seu concorrente [de acordo com você claro], mas eu [consumidor] não gosto porque esta marca é um mico? E porque a marca é um mico??? Ah, porque você fez um péssimo trabalho de marketing ao longo do tempo????” Alias, você deve ser bem ruim, porque conseguiu transformar um produto superior em marca mico!!! Ou seja, você é um perdedor. E sabe quem gosta de perdedores?? Exato….ninguém.
  3. Ele tenta ganhar consumidores do líder via “prova de superioridade”. Isso, normalmente é uma estratégia sem sucesso quando não se tem grandes novidades de produto e/ou posicionamento. Isso porque normalmente gera o seguinte pensamento no consumidor “se você é tão melhor, porque não é o líder?”, o que gera um segundo pensamento “então, esse teste não vale nada”. E bem, se você tem grandes novidades de produto e/ou posicionamento, então não precisa de teste cego.

Claro que uma marca que coloca uma tonelada de GRPs (variável de medição mídia) em uma propaganda de TV não-bizarra vai ganhar algo em participação de mercado no curto prazo, mas é uma estratégia que não é sustentável e logo logo afunda.

Podia escrever mais, mas já o post está longo demais. Espero que tenha dado para esclarecer um pouco meu ponto de vista.

Now I had bought a boat (that I had not seen) I needed to clear a space for it. As always that job you put off doing at the time comes back to haunt you. We tried to explore various places we could put the boat but it always came back to the front garden but this meant the tree stump we had avoided for years needed to come out.

I went outside full of vigour and determination hoping that an intense day would see it removed. Having dug and axed through what felt like a forest I tied a rope to my towbar switched on 4 wheel drive and it did’nt move one bit.

This meant I had to take a different tack and went for the chainsaw below ground approach which still proved hard sweaty work.

Eventually the stump was covered over and thoughts turned to how do I support the boat. After various suggested wooden stand designs I decided that as I would be spending a fair amount of time underneath the hull I would use metal stands. After an hour or two of searching I found a place not too far away that stocked what I was looking for at a reasonable price.

He leído en la web de Focus Media una noticia que publicó emarketer sobre unas encuestas realizadas en USA, cuya principal conclusión era que la televisión es la principal fuente de noticias para los estadounidenses, además de ser la fuente con mayor credibilidad. También he visto conclusiones de estudios realizados por la Asociación de la prensa de Madrid y por la empresa IG Investiga donde la tele en España al igual que en USA es el Medio más creíble y donde por cierto, el Medio internet sale mal parado.

Estoy seguro, que parte de esa credibilidad o falta de ella se traspasa a la publicidad. Por tanto, podríamos colegir que los Medios Tradicionales imbuyen de esta característica a la publicidad que les sostiene y en consecuencia al público impactado. Añadiría también, que el recuerdo de la publicidad es muy superior en TV que en internet y que las Redes Sociales sirven para comunicarse y para quedar con los viejos amigos, además de para que vayan surgiendo nuevos profesionales que honradamente nos intentan vender “lo de la comunicación bidireccional”, “el uno a uno” y demás cosas.

Podría concluir cómo GRP, que mientras todo siga así, cada 1 de los míos (Grp’s), llegará del tirón a 440.000 personas (es decir al 1% del target Total España 4 y más años). Y según dicen todas las encuestas de aquí y de allá, llegaré de manera creíble… ¿Quién da más?

Me parece muy atrevido el exceso de euforia, que ha suscitado la noticia de que la inversión publicitaria en el Reino Unido ha superado a la inversión en Televisión.

Me he cansado de leerla en múltiples blogs, twitts y “estados” de Facebook, seguida de comentarios del estilo de: “se veía venir”, ” la inversión en Internet es más efectiva y rentable”, “los bloggers ganaremos unos eurillos”, “será el fin de la publicidad masiva”, etcétera. http://www.enriquedans.com/2009/09/internet-supera-a-la-television-como-soporte-publicitario-en-uk.html#comments

Euforia y más euforia, la realidad es que aunque crezca la inversión publicitaria en Internet ( y recuerdo que se ha ralentizado el crecimiento), los anunciantes necesitan seguir confiando en los Medios de Comunicación masivos para alcanzar sus objetivos. Y principalmente por varios motivos:

1.-Internet no ofrece una cobertura similar a la de los Medios tradicionales. Su dispersión se múltiplica día a día exponencialmente lo que conlleva a que sólo suela ser utilizado como Medio de apoyo.

2-Rechazo de los usuarios hacia la publicidad, lo que hace que sus indices de contacto real o recuerdo, estén muy por debajo de los ratios de los Medios Tradicionales, y por supuesto, a años luz del de la Tv.

3- El usuario de internet no es, en la mayoría de los casos, receptivo con esa publicidad. Lo que representa que sus índices de recuerdo sean bajos, muy bajos y en consecuencia poco efectivos.

4- Hasta que el Medio no ofrezca facilidades de gestión, no se convertirá en un Medio importante. No es de recibo que para gestionar el 5% de la inversión se tenga que emplear el 25% del tiempo disponible.

5- Los grandes Medios disponen de herramientas de medición testadas, refutadas, controladas.

6-Estas herramientas están consensuadas por los diferentes agentes del sector, lo que la convierte en una medición fiable para el anunciante.

7- Los Medios Tradicionales ofrecen interlocución y mediaciones profesionales. En online, hay demasiado intrusismo y exceso de “amateurimo”.

8- Los costes relativos por impacto de la excesiva microsegmentación, no son asumibles en el Mix de Medios de las grandes campañas publicitarias. Además, la segmentación y búsqueda de nichos, se ha venido haciendo en todos y cada uno de los grandes Medios.

9- Los modelos de negocio online no están todavía resueltos. Me atrevería a decir que salvo excepciones, sólo funciona realmente el modelo de buscador gestionado por Google.

10- Y como último motivo decir, que confiar en los medios tradicionales, no significa poner barreras al monte y no utlizar los Medios online en todas sus versiones. Pero recomiendo que su gestión, se integre dentro de la Agencia de Medios (o empresas profesionales del sector)  donde profesionales y no aficionados ofrecerán valor a la Marca.

Esta euforia sustentada en la teoría de “cuando las barbas del vecino veas cortar…” no es válida tanto en cuanto la situación mediática de UK no tiene nada que ver con la española. Por esta regla de tres, como la Prensa históricamente ha sido el Medio estrella en Uk, la prensa española debería haber esperado, durante los últimos años, haber superado a la televisión.


Siendo realista, no creo que a medio plazo podamos decir que Internet es una alternativa a la tele como Medio Publicitario. En mi opinión, a medio plazo y con esfuerzo, llegará a ser un complemento.

Well where do I start? My family tell me I spend too much time on the internet, especially eBay and sometimes they are right. But this time I am not taking all the blame.

My wife and I had been toying with the idea of having a boat but as always we soon realised that it was a pipe dream when we saw the kind of prices involved for anything the sort of size we would like. So it was almost inevitable that I would start to browse eBay seeing what was available.

After a few weeks/months of browsing eBay we came accross something that seemed to fit what we were looking for as far as size and shape were concerned. I then did something I have never done before and would have shaken my head in disgust if I had heard of anyone else that had done the same. I bid on the boat without even going to see it and i let my wife suggest the maximum we should bid. We then went out for the evening and assumed we would not win the bid especially as I had asked the guy selling it if he had a “buy it now” price for his boat and we bid half what he wanted.

But, yes you guessed it we won the boat. This is when it really dawned on me that I know nothing about boats.

The first of my problems was how do I get a 30′ x 9′ boat home. I knew the only chance I had of making any reasonable progress with this kind of renovation meant it had to be close by. If I had to travel far to work on it I would soon get fed up so we decided to put it in our front garden.

I have not got a clue how…..

EU court removes Joma from terrorist blacklist

Manila, Philippines- Professor Jose Maria Sison and his legal counsels scored a major legal victory after the European Court of First Instance (ECFI) annulled yesterday all decisions and a regulation of the Council of the European Union (EU) that had maintained Prof. Jose Maria Sison in its so-called terrorist blacklist.

In a statement furnished by the The Netherlands based DEFEND Committee, the group said the removal of the name of Prof. Sison from the blacklist is the essence or main point of the ECFI judgment on Case T-341/07 of Prof. Sison against the Council of EU. “It directly unfreezes Sison’s funds in his small bank account and allows him to engage in financial dealings like any ordinary person,” it said.

To annul the acts of the Council in blacklisting Prof. Sison and
freezing his account, the ECFI ruled that the national decisions done in
The Netherlands and relied upon by the Council did not relate to the
instigation of investigations or prosecution or to a conviction for
terrorist activity, contrary to the requirements of European Community Law.

Aside from unfreezing the funds of Prof. Sison, the ECFI judgment opens the way for him to assert and enjoy all his rights that have been
restricted or suppressed due to the false charge of terrorism. He can
benefit from the judgment in the following ways:

1. To claim back the social payments for living allowance, housing,
health insurance and old age pension which have been withdrawn from him since 2002;
2. To seek gainful employment or render professional services with
remuneration;
3. To secure legal admission as a refugee and a residence permit;
4. To travel freely without restrictions;
5. To be free from being labelled and stigmatized as a terrorist; and
6. To claim moral and material damages for what he has suffered since 2002.

“The International DEFEND Committee is calling on all its adherents,
supporters and friends to celebrate the legal victory of Prof. Jose
Maria Sison in the European Court and at the same time to become more determined than ever before in demanding that the Dutch government and Council of the EU change their hostile policy towards him,” the statement said.

The European court decision ordered the Dutch government and the Council of the EU to cease and desist from being the vehicles of false charges and tools of persecution of the US and Philippine governments against Prof. Jose Maria Sison.

The decision should now allow and encourage Sison to act freely and fruitfully as the chief political consultant of the National Democratic Front of the Philippines in peace negotiations with the Government of the Republic of the Philippines.

Militants seek bishops divine intervention, presidentiables support on resumption of GRP-NDFP peace talks

One of the groups supporting the resumption of peace talks between the Government of the Republic of the Philippines (GRP) and the communist-led National Democratic Front of the Philippines on Saturday urged the influential Catholic Bishops Conference of the Philippines (CBCP)and all aspirants to the 2010 presidential elections to intervene and convince the government to remove all roadblocks for the stalled talks to resume at the earliest possible time.

“We strongly appeal to the 117 archbishops and bishops of the CBCP, and all presidential candidates in the 2010 elections to call on the Philippine government to rescind from imposing roadblocks that further imperil the talks. We believe the demands of the NDFP are politically and morally correct and the GRP should comply and honor these demands in the name of our people’s search for just and lasting peace,” said Pamalakaya national chair Fernando Hicap.

The Pamalakaya leader said archbishops and bishops of the CBCP and presidential aspirants Senator Manuel Villar of Nacionalista Party, Sen. Benigno “Noynoy” Aquino III of Liberal Party, former President Joseph Estrada of Partido ng Masang Pilipino, Senator Francis Escudero of Nationalist’s People’s Coalition, Brother Eddie Villanueva of Bagong Pilipinas, Vice-President Noli de Castro and even administration bets Defense secretary Gilbert Teodoro and MMDA chair Bayani Fernando should join forces in convincing Malacanang to recognize the legitimate demands of the NDFP and kick off the resumption of talks at the earliest possible time.

Hicap reminded the CBCP and the 2010 presidential candidates that the resumption of peace talks is in the interest of the Filipino people calling for political settlement of the ongoing civil war in the countryside, saying many stakes that represent the aspirations of the people like human rights and economic rights will be discussed at the resumption of the talks.

‘The resumption of the talks is important to the people. It is a venue for them to articulate their day-to-day issues and struggles including but not limited to human rights and economic rights. The NDFP consultants should be freed from any kind of harassment and that the fabricated charges against them should be quashed and thrown to the dustbin of history for they are nothing but trumped up charges orchestrated by the militarist regime of President Arroyo,” added Hicap.

“The CBCP’s divine intervention and the strong support and lobbying of all presidential candidates for the resumption of the talks are needed to stop Malacañang from imposing conditions detrimental to the resumption of the talks,” he said.

Pamalakaya said it will also raise different issues to the peace talks once it is resumed like anti-Filipino national agreements like the Japan-Philippines Economic Partnership Agreement (Jpepa) and across-the-nation offshore mining activities in the country which it said destroys the small fisherfolk livelihood and the marine environment.

The militant group will also raise the P 32-billion proposed production subsidy for the small fisherfolk when the two panels starts discussion of the Comprehensive Agreement on Socio Economic Rights or CASER, the second substantive agenda after human rights.

Luis Jalandoni, chair of the NDFP peace panel criticized that since lifting of the government suspension of the Jasig since July 17, it has done nothing to comply in the spirit and intent of the agreement. “Instead, the GRP has further violated the Jasig, generated more impediments and deprived consultants of full immunity and safety guarantees,” he said.

The NDFP peace panel chair noted that alleged rebel leader Randal Echanis was conditionally release for six months which is calculated to turn him into a hostaged consultant under duress of the GRP. He is subject to arrest anytime at the whim of GRP.

Jalandoni also noted two others, Rafael Baylosis and Vicente Ladlad were issued safe conduct passes “whose text incriminates them and makes them accept they are criminal offenders. The two consultants have rejected the “shame passes” he said. #

kenTo GRP or not to GRP? Is online branding broken? These are questions facing Geoff Ramsey of eMarketer and the industry as a whole. Geoff recently commented on The Great GRP Debate, in his July 13, 2009 article. Also, in July, eMarketer published Online Brand Measurement: Connecting the Dots, based on industry interviews.

The continually debated issue is around metrics, metrics, metrics. What are the correct metrics? Are some better than others? Some claim online measurement is a mess. Is it?

GRPs are important … with a caveat

Why are GRPs important? Well, two reasons. First, many large companies use GRPs as inputs to media allocation and other models. They depend on these models to understand the impact advertising in each media is having. Although there are other and, sometimes more cost-effective, methods for evaluating the independent and synergistic effects of advertising across different media, these GRP modeling approaches have been in place for many years and change is difficult.

Second, GRPs are constructed based on reach and frequency. Reach is important because it’s an input to another important formula: impacted reach = reach times ad effectiveness. More on impacted reach in a moment.

So, in the GRP debate, I’m on the GRP side with a caveat. I think reach is critical to determining overall impact or impacted reach, as I call it, of a campaign, but GRPs may over-simply the reach concept.

GRPs over-simplify the concept of reach, especially online.

If you have reach and frequency, you can calculate GRPs, but GRPs are an over-simplification. Here is why. In the online world, there is a big difference in impact between delivering 10 million impressions to 5 million people versus delivering 10 million impressions to 2 million people. They can both represent the same number of GRPs, but the impacted reach of the latter example is far less.

The table below steps through the math as to why this is so. This concept can be illustrated for any measure of perception or with sales data. In this example, I chose brand favorability as the perception metric and the data come from the Dynamic Logic MarketNorms database. I looked at three different exposure frequency groups: those that saw ads from a given campaign exactly once, those who saw 2-3 ads and those who saw 4 or more ads. The data are aggregated across 71 campaigns. Those who saw 2-3, had an average exposure of 2.3 and those who saw 4+, had an average exposure of 10.2.

To GRP or not to GRP? - Chart

From the above example, one can clearly see that the total effectiveness or impacted reach, in the three scenarios, is vastly different even though the number of impressions, which are the closest things we have to GRPs, are the same. I went into more detail on this in an i-Media connection article two years ago. Note how dramatically reach decreases at different frequency levels. The reach among the 4+ group is less than 1/10th of the reach in the single frequency group. The impact, on a percentage basis, is higher in the high exposure group (2.7% became favorable to the tested brand who otherwise would not have been, versus <2% in the <4 exposure groups) but the loss in reach cannot be made up and shows itself in the impacted reach calculation.

The problem of having similar GRPs associated with vastly different impact is less of a problem offline. In the offline world, once you choose, for example, a magazine, TV show or other offline channel, the range of possible frequencies is somewhat limited. Online, someone can see your ad dozens or even hundreds of times.

More on impacted reach and ad effectiveness

Impacted reach is the number of people impacted by a particular ad campaign. And, I believe that in 90% of cases, impact boils down to one of two things. For an ad campaign to be considered effective, in any media, it has to either change people’s perceptions about your brand or product or it has to drive incremental sales or both.

So, ad effectiveness = changes in perceptions + sales impact. Ad effectiveness is not about ad interaction, clicking, driving traffic, etc. These post-view behaviors can be very important diagnostically, but I don’t think they belong in the ad effectiveness equation. I’d put them in the category of very important diagnostic information. They’d be in the same category as finding out if someone read the newspaper circular or finding out if someone noticed an end-aisle display. They are important and can help you understand what went wrong when perceptions and/or sales are not impacted, but they aren’t endpoints in themselves. This is why Dynamic Logic launched AdIndex Connects with Compete so that we can now provide enhanced post-view behavioral data in addition to the attitudinal and sales impact metrics. It’s a very valuable layer of insights.

Is brand impact measurement broken?

Now to the issue of online brand impact measurement. Is it broken? In the eMarketer Brand Measurement article, there is a nice section citing Dynamic Logic MarketNorms data. It shows that, on average, online advertising lifts brand metrics. But, it also shows that there is great variability in results and that the bottom 20% of online ad campaigns actually have negative impact on perception.

Based on our further research, the biggest driver of success versus failure is the quality of the ads. So, we believe that in-market optimization of ads should not be based on click rates or interaction rates but, rather, on creative quality. Conducting a copy test before or early on in the campaign, can have a huge positive impact on results.

So, we do not believe online branding is broken and neither is measurement. Advertisers conduct thousands of research projects per year that include brand impact measurement as part of the accountability of the campaign. It is not too difficult to also compute impacted reach and ROI metrics such as impacted reach per dollar spent. Advertisers who focus on good creative tend to be more successful and we support folks like the Online Publishers Association who are pushing the envelope by launching new ad formats that more closely mirror magazine advertising.

Manila talking peace while terrorizing people

The resumption of the stalled peace talks between the Government of the Republic of the Philippines and the National Democratic Front of the Philippines will kick off in the last week of August, a development welcomed by peace advocates all over the Philippines.

However, peace advocates at the same time are worried because while the Manila government is talking peace, its armed forces are on a rampage displacing thousands of civilians in the countryside.

A report from the National Solidarity Mission to the Lumad Evacuees in Surigao del Sur revealed that since June 18, 2009, some 303 Manobo families with 1,795 individuals fled their mountain communities in the municipalities of Lianga, San Agustin and Tago in Surigao del Sur after the deployment of troops from different units under the 401st Infantry Brigade.

According to the human rights watchdog Karapatan in Caraga Region, the deployment of thousands of troops was aimed at promoting peace and development in the communist influenced areas, so to implement their community projects, specifically literacy projects in 15 indigenous farming communities.

But the group said the literacy projects of the Armed Forces of the Philippines were ironic. The human rights group said these Manobo peasant communities already have schools that were established with the help of the Tribal Filipino Program in the province and the Alternative Learning Center for Agricultural and Livelihood Development, two non-government organizations that were branded by the National Security Council of Malacañang as fronts of communist guerillas and the Communist Party of the Philippines.

Reports reaching regional and provincial media outlets said military checkpoints have been set up that limited the amount of food that could be brought into the communities. Worse, the schools of tribal children were surrounded 24 hours a day and seven times a week by the military prompting the children to quit school for fear of military harassment.

The mission also said government troops in full-battle gear have encamped the homes of tribal people and they maintained detachments and war posts within the range of fire of civilian communities, a situation which local government agencies and authorities refused to address for fear of military reprisal.

Karapatan-Caraga region chapter said negotiations for the immediate return of the evacuees to their homes were facilitated by Surigao del Sur Governor Vicente Pimentel and witnessed by the forthcoming president of the influential Catholic Bishops Conference of the Philippines and Tandag Diocese Bishop Nereo Odchimar. But these negotiations remain bleak because the military refused to pull out from the tribal peasant communities.

The deployment of government troops in battalion sizes in these tribal farmer communities is not the first time since President Gloria Macapagal-Arroyo assumed the presidency in 2001. In 2005 and 2007, the military launched an occupation campaign where their operations resulted in the death of an indigenous farmer and the enforced disappearance of four other tribal farmers.

During the same years, cases of physical and psychological torture were committed against members of the 15 Lumad peasant communities, and other cases of human rights violations such as destruction and disruption of their livelihood, cessation of classes because of the use of the schools as military barracks that created fear and insecurity among their children.

The Manila government clearly violated a lot of international instruments in the conduct of just and humane war as enshrined in the United Nations’ Declaration of Human Rights and other protocols serving as guides in the conduct of civil war.

President Arroyo and the AFP also summarily violated its agreement with the NDFP, which is the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law that prohibits the military from terrorizing the civilian populace in the course of military operations against the New People’s Army, the political armed group of the CPP.

Terrorizing civilians, whom the military suspects of supporting the NPAs is a national policy of the Manila government and this campaign of unjust war and state terror has been going since time immemorial in vain attempt to crush the raging war for national liberation espoused by the New People’s Army in rural Philippines.

Based on the consolidated report filed by Karapatan from 2001 to 2008, the Manila government under the Arroyo administration forced the evacuation and displacement of 868,096 Filipinos and committed human rights abuses in the form of indiscriminate firing to some 534,717 individuals during the same period.

Since 2001 up to December 2008, the government imposed food blockades victimizing 79,840 people. In the conduct of its counter-insurgency program against the communist guerillas, human rights organizations reported that the use of schools, medical, religious and other public places by the military affected 47,718 people mostly farmers and their children.

Also during the same period, advocates of children’s rights in rural communities revealed that the Manila government violated the rights of 7,749 children all over the country in the course of military operations.

These data on human rights abuses are excluded from the hundreds of cases of extrajudicial killings and enforced disappearances, which according to Karapatan have already victimized 991 and 201 political activists over the last 8 years of the Arroyo administration.

Meanwhile, the NDFP leadership in Mindanao has urged the Manila government and the Philippine military to stop terrorizing the tribal communities. It asserted that peoples’ communities should be spared from any forms or any kinds of state terror and military action in accordance with the UN instruments on human rights and on the conduct of war against armed national liberation movements like the one waged by NPAs.

Very much concerned with the situation of the tribal communities, the NDFP said the Philippine military should be compelled to stop its operations to allow humanitarian assistance groups to conduct immediate relief and rehabilitation works. It said the Arroyo government should pull out its troops to allow evacuees’ safe return to their homes and resume their production in the farms and build their interrupted livelihood affected by the military all-out offensive against the communist guerillas.

People’s associations and non-government organizations working for the rights and welfare of tribal communities should bring the issue before members of the peace panel in Oslo, Norway where the talks will be held. In particular, we suggest these groups to bring their complaints against the Government of the Republic of the Philippines to the NDFP peace panel and copy furnish the Royal Norwegian Government, being the third party facilitator to the peace talks.

Advocates of human rights should castigate and denounce the Manila government and the Philippine military for wantonly violating the rights of the people in the name of its counter-insurgency program and ideology of national security. It is one of the politically correct ways of addressing the humanitarian emergency problem and gross human rights abuses in Surigao del Sur.

Militants seek CBCP divine intervention on GRP-NDFP peace talks

One of the groups supporting the resumption of peace talks between the Government of the Republic of the Philippines (GRP) and the communist-led National Democratic Front of the Philippines on Saturday urged the influential Catholic Bishops Conference of the Philippines (CBCP) to intervene in the resumption of the talks, which is currently imperiled by the failure of the Macapagal-Arroyo government to comply with the Joint Agreement on Safety and Immunity Guarantees (Jasig) that could affect the resumption of the talks.

“We strongly appeal to the 117 archbishops and bishops of the CBCP to support the politically and morally correct position of the NDFP for the GRP to comply with and honor the spirit of the agreement so the stalled peace talks could start anytime between the last week of this month or first week of September,” said Pamalakaya national chair Fernando Hicap.

“We also appeal to the peace advocates to do the same and pressure Malacañang and the Arroyo peace panel so that the NDFP and its consultants can go back to the negotiating panel without being hostage, undermined or kept under duress by the Manila government,” the Pamalakaya leader said.

Hicap reminded the CBCP that the resumption of peace talks is also in the interest of the Filipino people calling for political settlement of the ongoing civil war in the countryside, saying many stakes that represent the aspirations of the people like human rights and economic rights will be discussed at the resumption of the talks.

‘The resumption of the talks is important to the people. It is a venue for them to articulate their day-to-day issues and struggles including but not limited to human rights and economic rights. The NDFP consultants should be freed from any kind of harassment and that fabricated charges against them should be quashed and thrown to the dustbin of history for they are nothing but trumped up charges orchestrated by the militarist regime of President Arroyo,” added Hicap.

“The CBCP’s divine intervention is needed to stop Malacañang from imposing conditions or manufacturing roadblocks to place the talks in peril,” he said.

Pamalakaya said it will also raise different issues to the peace talks once it is resumed like anti-Filipino national agreements like the Japan-Philippines Economic Partnership Agreement (Jpepa) and across-the-nation offshore mining activities in the country which it said destroys the small fisherfolk livelihood and the marine environment.

The militant group will also raise the P 32-billion proposed production subsidy for the small fisherfolk when the two panels starts discussion of the Comprehensive Agreement on Socio Economic Rights or CASER, the second substantive agenda after human rights.

Luis Jalandoni, chair of the NDFP peace panel criticized that since lifting of the government suspension of the Jasig since July 17, it has done nothing to comply in the spirit and intent of the agreement. “Instead, the GRP has further violated the Jasig, generated more impediments and deprived consultants of full immunity and safety guarantees,” he said.

The NDFP peace panel chair noted that alleged rebel leader Randal Echanis was conditionally release for six months which is calculated to turn him into a hostaged consultant under duress of the GRP. He is subject to arrest anytime at the whim of GRP.

Jalandoni also noted two others, Rafael Baylosis and Vicente Ladlad were issued safe conduct passes “whose text incriminates them and makes them accept they are criminal offenders. The two consultants have rejected the “shame passes” he said. #

Secretary General of the Organization of Islamic Conference (OIC), Prof. Ikmeleddin Ihsanoglu, came out with an official statement supporting the peace talks between the Moro Islamic Liberation Front (MILF) and the Government of the Republic of the Philippines (GRP).This is so far  the clearest expression of support from the highest OIC official to the 12-year GRP-MILF Peace Talks, which used to be marred by serious fighting between the two parties since they opened their talks on January 7, 1997.

One analyst in Cotabato City told www.luwaran.com, on condition of anonymity, that the statement implies the growing relevance of the GRP-MILF Peace Talks to the 57-pan Islamic body, which traditionally supports the GRP-MNLF Peace Process since 1976 when the Tripoli Agreement was signed in Tripoli, Libya on December 23, 1976.

The support was contained in an official statement released by the office of the Secretary General in Jeddah, Saudi Arabia last July 26, 2009.

The statement also welcomed the decision of the GRP to declare suspension of all military offensives (SOMO) against the MILF and the latter positive response by also declaring a suspension of military actions (SOMA) against the Philippines government.

The GRP’s SOMO was declared on July 23, 2009 while the MILF’s SOMA was announced and took effect last July 25.

Following is the OIC Secretary General’s official statement:

“The Secretary General of the Organization of the Islamic Conference (OIC), Professor Ekmeleddin Ihsanoglu, has welcomed the decision taken by the Philippine government to put an end to military operations in Southern Philippines as a prelude to the resumption of peace talks with the Moro Islamic Liberation Front (MILF), which has responded positively to the decision by halting its own military operations. “

“Ihsanoglu expressed his hope that negotiations between the two parties would resume from the point where earlier peace efforts culminated in an effort to preserve and build upon what has been achieved in this respect. He called on both parties to deploy all necessary efforts in a bid to realize security, peace, and development in Southern Philippines. He also underscored the OIC’s readiness and willingness to make all-out efforts to assist the two parties in moving forward towards achieving peace.

“It is worth recalling that the foreign ministers of the OIC Member States expressed during their meeting held in May 2009 in Damascus, Syria, their concern over the deterioration of the situation in Southern Philippines due to military operations and called upon the two parties to resume negotiations and carry off earlier achievements. The MILF and GRP Peace Negotiating Panels ended their two-day special  meeting Wednesday, July 29, 2009 in Kuala Lumpur, Malaysia, on a high note of renewed optimism that the peace negotiations abruptly stalled last year by the aborted MOA-AD signing will be back on track.The failed signing of the MILF-GRP MOA-AD on August 5, 2008 led to the renewal of intense fighting between certain base commands of the MILF and the AFP and nearly a year of lull in the peace negotiations. At the height of the fighting in December last year, over 600,000 people, mostly Bangsamoro Muslims from the provinces of Maguindanao, Sultan Kudarat, North Cotabato, Sarangani, Lanao del Sur and Lanao del Norte, were displaced. Currently, over 300,000 internally displaced people (IDPs) in Central Mindanao have yet to be rehabilitated and returned to their homes.

The special meeting was attended by the MILF and GRP Panel chairmen, Mohagher Iqbal for the MILF and Ambassador Raphael Seguis for the GRP, and some members of their respective Panels. Said meeting was arranged and presided over by Dato’ Othman bin Razak, Chief Malaysian Facilitator.

Present on the MILF Panel side, other than its chairman Mohagher Iqbal, were Datu Atty. Michael O.  Mastura and Maulana M. Alonto, senior and regular panel members respectively, and Jun Mantawil, head of the MILF Panel Secretariat. On the GRP side, in addition to GRP Panel chair Ambassador Seguis, were OPPAP Undersecretary Atty. Bong Montessa, chair of the GRP Panel Technical Committee and its official spokesman, and OPPAP Director Ryan Sullivan, head of the GRP Panel Secretariat.

Outstanding issues relative to the unsigned but initialed MOA-AD, the recent cessation of hostilities announcements (SOMA and SOMO) by both the MILF and the GRP and the impact of the exclusion of so-called rogue MILF commanders by the GRP, the proposals to establish a working mechanism to protect civilians from attacks and a contact group from the international community to generate support for the MILF-GRP peace process and ensure the implementation of future agreements, were among those discussed during the meeting. Malacañang said on Wednesday they are happy over the resumption of peace talks between the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) Peace Panels in Malaysia.

This was jointly stated by Executive Secretary Eduardo Ermita and Press Secretary Cerge Remonde shortly before they left for the United States with President Gloria Macapagal-Arroyo this afternoon.

Reports reaching Malacañang said that under the auspices of the Government of Malaysia, the chairmen of the GRP and the MILF Peace Panels, Ambassador Rafael E. Seguis and Mohagher Iqbal, met and re-established official contact to complete the preparation for the resumption of the peace talks.

The meeting reestablished the formal contact between the two sides, after almost a year of impasse in the peace negotiations.

Foreign Affairs Assistant Secretary Bong Montesa said in a statement that the two-day special meeting was cordial and ended on a high note, with both parties expressing their common desire to restore trust and confidence in addressing major issues that will pave the way for the early resumption of the stalled peace negotiations.

A Joint Statement affirmed both sides’ commitment to sustain the Government’s Suspension of Military Offensives (SOMO) and the MILF’s Suspension of Military Actions (SOMA).

It also acknowledged the draft Memorandum of Agreement on Ancestral Domain (MOA-AD) as an initialed and yet, unsigned document with both parties agreeing to reframe the consensus points and move towards a final peace agreement.

In their Joint Statement, both parties also agreed to work for frameworks that will establish a mechanism designed to protect non-combatants in armed conflict.

Both parties also agreed to establish an International Contact Group (ICG) of states and non-state organizations that will accompany and mobilize international support for the peace process.

The GRP Panel chairman took serious note of the concern of the MILF on the implication of the exclusion from the SOMO of some MILF commanders tagged as “rogues” by the Government.

“While we are happy that the Talks are back on track, the challenge to bring a durable peace in Mindanao remains. Let us not waver in our commitment and resolve to finish the task,” said Montesa. (PNA)

The negotiating panels of the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) on Thursday have “re-established official contacts” today, after nearly a year of impasse in peace talks, the GRP panel said.

Undersecretary Rafael Seguis of the Department of Foreign Affairs, who is also GRP panel chairman, said a Joint Statement on the breakthrough was signed today in Kuala Lumpur between himself and MILF panel chairman Mohagher Iqbal, witnessed by Prime Minister Datuk Othman bin Abdul Razak for Malaysia as third-party facilitator.

The parties met for two days in the Malaysian capital, and agreed not only to renew contacts but also “to complete the preparation for the resumption of the talks.”

They did not give a time line for when the negotiations would begin, but the Statement came just a week of “mutual effort to sustain both the Government’s Suspension of Military Offensives (SOMO) and the MILF’s Suspension of Military Actions (SOMA).”

Tangentially, the Joint Statement on the renewed contacts was released as President Gloria Macapagal-Arroyo left today for bilateral talks on July 30 with U.S. President Barack Obama in Washington over issues of mutual concern

Mentioning the issues to be discussed in the Washington visit in her State-of-the-Nation Address (SONA) last Monday, President Arroyo said that “high on our agenda will be peace and security issues.” She added that “terrorism will be discussed, how (to) meet it, how to end it, how to address its roots in injustice or prejudice — and first and always how to protect lives.”

In a Joint Statement that Seguis also made available to the PNA, it said the parties considered the two-day Special Meeting as ending “on a high note with both sides expressing a common desire to restore trust and confidence in addressing major issues in order to pave way for the early resumption of the stalled peace negotiations.”

According to Seguis, they agreed not only to sustain the efforts on the SOMO and SOMA, but also to acknowledge the Memorandum of Understanding on the Ancestral Domain (MOA-AD), which was the fundamental cause of the breakdown of talks last year, “as an unsigned and yet initialed document.”

They also committed “to reframe the consensus points with the end in view of moving towards the comprehensive compact to bring about a negotiated political settlement.”

The consensus points — to “work for a framework agreement on the establishment of a mechanism on the protection of non-combatants in armed conflict;” and ”on the establishment of International Contact Group (ICG) of groups of states and non-state organizations to accompany and mobilize international support for the peace process.”

The Statement noted that Seguis, as GRP Panel Chairman “took serious note” of the concern of the MILF on the implication of the exclusion from the SOMO of some MILF commanders tagged as “rogues” by the Philippine Government.

President Arroyo’s “desire and commitment to durable peace and sustainable development in Mindanao,” and Malaysian Prime Minister Dato’ Sri Mohd. Najib bin Tun Haji Abdul Razak’s “generous and steadfast support and assistance to the pursuit of these goals” were acknowledged by the panels, who expressed gratitude for the role of the two leaders.

According to the Statement, “their joint efforts largely contributed to this significant advancement in the GRP-MILF peace process.” (PNA)

Ieri discutam cu cineva drag mie si la un anumit moment mi-a spus ferm si fara echivoc:

- DMK no way ! Toti taie bugetele de marketing cu avant proletar, TV-ul e mai ieftin ca niciodata (si daca nu esti acolo nu existi – asta ca o axioma) si va continua sa se ieftineasca … cine naiba sa se mai uite la campanii de DMK !?

Pe moment am ezitat sa fiu transant (cum ziceam, o persoana draga mie), dar argumentele mi se ingramadeau si  … nu ma pot abtine :)

Sniper 1

Cred ca parerea de mai sus este destul de frecvent intalnita. Io chiar nu cred ca DMK este alternativa la marketingul traditional. Din contra ! Sunt convins ca sunt complementare si dau randament maxim cand merg la brat. Si ca lucrurile sa fie ceva mai clare, in momente de recesiune economica sau lene nationala + stiinta de a face lucrurile simple sa fie complicate si pe dos, fiecare companie isi doreste pastrarea clientilor existenti, cresterea vanzarilor cu acestia si generarea de noi clienti. Adica exact ce propune ca rezultat o campanie de DMK.

Intrumentele si canalele de comunicare directa exact in zona mai sus mentionata au ecou. Pana si campanii DMK strambe si duse pana la jumatatea drumului au reusit sa ofere rezultate satisfacatoare. Cred ca ar trebuii sa ne concentram pe rezultate si nu pe bucuria de a achizitiona TV / radio / print mai ieftin ca niciodata.

Asa, doar ca idee, in USA ponderea bugetului de marketing direct in total buget de marketing este intre 30-50% cu tendinta de crestere in urmatorii ani, chiar si in cazul produselor / serviciilor de masa. Puterea exemplului ar trebuii sa ne incurajeze sa fim asa nepriceputi ca ei si sa traim asemenea.  Se pare ca pe dansii ii intereseaza mai mult vanzarile si nu GRP-uri sau faptul ca TV-ul este mai ieftin ca niciodata :)

In plus am si eu o intrebare: de ce sa fac o promotie pe TV in care sa anunt o reducere de 27% cand pot obtine acelasi numar de clienti cu o campanie sensibil mai ieftina de DMK in care sa propun o reducere de 16% !? Un raspuns ar fi ca imi place sa pierd bani, dar cred ca nu este convingator :)

In concluzie: cred ca problema nu se pune corect . Nu este vorba de alb sau negru. Succesul este mai consistent fiind creativ si utilizand toate instrumentele pe care le avem. E adevarat ca asta presupune un efort mai mare ;) – a nu se intelege ca DMK este solutia perfecta oricand precum Cavalerii Templieri (care se regasesc in toate)
