Increible! y uno que otro foraneo diciendo SHIT! siguen siendo los comentarios mas sonados por los usuarios de Correos del Ecuador en Guayaquil, y no precisamente por el buen servicio, es un cuento de nunca acabar, vivir en carne propia el viacrucis de tener que retirar un simple paquete o encomienda es mucho mas de lo que cualquier ciudadano decente podria soportar, y es que segun las mal llamadas “Autoridades” en su empeño por “mejorar” el sistema, lo unico que han logrado es enviar la agencia de correos de Guayaquil a la edad de piedra; De como la entrega de un paquete puede tardar hasta 4 horas de espera es algo que no tiene nombre, y que después de esperar todo este tiempo tenga el usuario que enfrentarse a los “controles” aduaneros, cada quien con paquete bolso o caja en mano y abrirlos uno mismo, uno por uno para ser verificados por los “Señores” de aduana para luego empezar hacer la famosa documentación y aforos que no son mas que una montaña de papeles, toda una cadena interminable de sellos vistos verificaciones, miradas sospechosas, funcionarios públicos atendiendo su celular en vez de los usuarios, los famosos apadrinados, que entran a la hora que desean como pedro por su casa sin esperar o hacer las largas colas por que ellos son “mas especiales”que los demas, valla por aqui siga por alla, siguiente ventanilla vaya al banco a pagar lo que cuesta” liberar”su paquete y regrese, luego vaya para alla y espere que el señor verifique por tercera vez su paquete WTF? no hacen mas que confirma la ineficiencia e incompetencia de esta gente para servir a los usuarios.

Los que logran salir de ahi con su paquete o encomienda pueden sentirse tan victoriosos como haberido a la gerra ganar y regresar, los que no pues tienen que consolarse con enviar de regresos sus paquetes ya que no les es posible pagar los altos impuestos que estos tienen, Vi con mis propios ojos com alguien enviaba de regreso a España la mitad leanlo bien, la mitad de una silla de ruedas para su pobre abuela, ya que aduanas pretendia cobrarle nada mas y nada menos que 500 dolares por dejar que se lleben la mitad de una silla de ruedas a su casa…

Otro caso de los tantos dramaticos que se ven en las horas de espera que uno gasta ahi, Alguien con un celular enviado desde NY valorado en 300 dolares, por los cuales aduana pretendia cobrar 250 dolares en impuestos WTF? pues triztemente ese paquete se envio de regreso, uno menos con un obsequio de navidad este año.

Este ha sido el año de las esperas, de los tiquets y turnos, espere que su tramite aun no esta, vaya a tal ventanilla, espere su turno, su paquete aun no sale de aduana, su visa tiene que renovarla, su reembolso aun no esta listo, blah blah blah, BULLSHIT! odio la burocracia inutil.

El cuarto de cachivaches donde Belén (nombre protegido) jugaba se convirtió en una pesadilla para la niña de 6 años. Ahí fue sometida a los peores abusos tres o cuatro veces por semana durante más de un año por un hombre de 70 años, piel oscura, mirada dominante y ojeras marcadas.

Dominar al pequeño cuerpo le fue fácil al agresor, quien con una mano le apretaba el cuello para que no gritara, mientras con los dedos de la otra lastimaba sus órganos genitales y la obligaba a abrir la boca para practicar sexo oral. Esa pesadilla se repitió tres o cuatro veces por semana desde agosto del 2006 a septiembre del 2007.

Hace tres años, Belén fue abusada durante un año por el padre de una amiga de su madre. El caso aún no se resuelve.

Los constantes abusos provocaron una infección por las heridas y laceraciones en la vagina y el ano, las que a la final delataron el hecho que la niña había callado. Pero esas evidencias no fueron contundentes a criterio de los fiscales y jueces a cargo del caso, susurra la abuela con voz de impotencia.

Los dedos del agresor provocaron un desgarre en los órganos genitales, como lo confirmó el examen médico, pero la prueba no fue suficiente y se pidieron otros dos exámenes, dice la mujer. Tampoco hubo testigos que garanticen la existencia del delito como exigen algunos jueces.

Las críticas de la abuela de Belén al proceso judicial no son aisladas. El estudio Verdad desnuda, una aproximación al discurso judicial sobre la violencia sexual, elaborado entre el 2006 y 2007 por el Centro para la Promoción y Acción de la Mujer (Cepam), revela una serie de inconsistencias en la administración de justicia, las que contribuyen a la impunidad.

El art. 12 del Código Penal prevé que la intimidación también puede configurar el delito de violación, sin embargo, para los jueces, violación es igual al uso de la fuerza, indica el estudio. Se considera clave que no hay violación si no hay simultáneamente violencia física con huellas claras y contundentes. Los jueces buscan hasta el cansancio esas huellas contundentes de violencia física, vaginal o anal, agrega el documento.

En otros juicios incluso hasta se consideran atenuantes para el agresor, según el estudio. Es el caso de una menor de 13 años, a cuyo agresor los jueces consideraron “atenuante trascendental” el hecho de haberle prometido matrimonio y haber reconocido al hijo que fue producto de la violación. La investigación también cuestiona el hecho de someter a los niños a varios exámenes médicos, incluso a careos con el agresor. Yanina Villagómez, coordinadora de las fiscalías de Delitos Sexuales, recuerda el caso de una niña, violada por un vecino, que sufrió una crisis nerviosa al enfrentar al acusado durante una audiencia.

Esperanza sufre por el abuso a su hija de 16 años, caso que también está estancado entre los juicios similares.

¿Por qué no se utiliza la Cámara de Gesell? (habitación donde la víctima puede ser entrevistada y observada por las autoridades de justicia detrás de un vidrio), se preguntan familiares, psicólogos y abogados de las víctimas. Diana Cueva, titular de la Fiscalía Quinta, dice que se debería reglamentar el uso de ese lugar entre los jueces porque no todos lo utilizan.

Esas son algunas causas por las que la mayoría de casos no se denuncia o no se sigue. Las víctimas o sus familiares desisten porque se cansan de los procedimientos judiciales, de los obstáculos y la demora en las diligencias, refiere Raquel Ichazo, psicóloga del Cepam, organización de ayuda a víctimas de abusos sexuales donde, de los 463 casos atendidos entre abril y septiembre pasados, el 40% son de niños y adolescentes.

Una investigación realizada por el Instituto de la Niñez y la Familia y el Ministerio de Inclusión Económica y Social revela que el 21,4% de 1.100 escolares entre 16 y 17 años encuestados, que representa a 2,5 millones en el país, fue víctima de violencia sexual.

Mientras, cifras de la Fiscalía del Guayas del 2008 arrojan que de las 3.443 denuncias por delitos sexuales, 2.968 tuvieron indagación previa y de ellas solo 328 pasaron a instrucción fiscal (etapa de investigación).

También en el Cepam solo hay 45 casos en investigación. Mientras que en la Fundación María Guare se registran 8 sentencias dictadas en tres años en los casos que ellos asisten y de los 18 del 2008 y 25 de este año, en ninguno hay sentencia. Las dos organizaciones en convenio con el Innfa ofrecen asistencia legal y psicológica a las víctimas de abusos sexuales.

La mayoría de casos no se sigue por desinterés de los denunciantes o porque llegan a acuerdos con los agresores, explica la fiscal Villagómez. Pero también por las amenazas y represalias, dice Ichazo.

El caso de Belén, por ejemplo, lleva más de un año. Desde julio pasado se espera la fijación de la fecha para la audiencia de dictamen de sentencia, la que no se puede cumplir porque el juicio está desaparecido.

Diana Cueva, de la Fiscalía Quinta de Delitos Sexuales, explica que de las 469 denuncias recibidas en lo que va de este año, el 80% corresponde a abusos sexuales y de ellos el 30% a niños y adolescentes. De ese porcentaje el 20% inició instrucción fiscal, el 19% se apela y “duerme en las cortes”.

El calendario que debe seguir el procedimiento judicial no se cumple, afirma.

Explica, por ejemplo, que para una audiencia de formulación de cargos, según la ley, el juez en un plazo de 24 horas debería fijar el día y la hora para la diligencia que debe efectuarse en un tiempo de cinco días. En la realidad, la notificación recién llega al mes o dos meses.

Algo similar ocurre con las audiencias para formulación de dictamen de sentencia y otros procesos judiciales, indica. A ello se suma la suspensión de las diligencias por ausencia del abogado del acusado o de alguna de las partes procesales, lo que retrasa aún más el trámite y dilata los casos.

Alerta para padres

Aislamiento, llanto, dificultad para dormir, irritabilidad, lesiones en sus genitales, excesivo pudor con su cuerpo, secreciones genitales en la ropa interior o cambios en el rendimiento escolar.

Investigación muestra que ellos requieren atención focalizada para prevenir enfermedades.

Según la investigación del Cepam  “Jóvenes, sexualidad, cuerpo y salud”, la cual recoge opiniones de chicos con edades entre 14 y los 24 años, los hombres de ese grupo etario   consideran que los servicios de salud  están orientados únicamente a la mujer y  no ofrecen  lugares donde ellos puedan acudir.

La investigación, realizada a medio centenar de jóvenes y una veintena de médicos,  identifica que “la mayoría de varones consultados ha buscado atención médica en pocas ocasiones y solo lo hacen cuando presentan síntomas evidentes de que se han enfermado”.

En este último caso encaja la experiencia de Adrián Cedeño, de 19 años de edad, quien hace dos meses se vio forzado a visitar un urólogo al presentar erupciones en su pene. Lo que más le sorprendió fue la expresión de extrañeza del médico: “¡Es raro que venga un hombre joven de su edad a una consulta médica, lo felicito!”, recuerda.

“Eso -opina- ocurre porque la mayoría de las personas de mi edad siente vergüenza. Muchos creen que a los varones no les  pasa nada”.

También Alexis Zambrano, de 17 años, quien pertenece al Centro de Jóvenes Pasos y Huellas, del Centro Ecuatoriano para la Protección y Acción de la Mujer (Cepam), es parte de los menores de edad que se sienten excluidos del sistema de salud. “No hay subcentros de salud que sean conocidos por los hombres, por ese motivo los jóvenes no se acercan a los médicos, ni  saben  a dónde acudir”, expresa.

Jóvenes del centro Pasos y Huellas acuden hasta Cepam para informarse sobre salud sexual y reproductiva.

En ese aspecto, los índices de la  Dirección Provincial de Salud muestran  que en Guayas, en lo que va del año, 54.208 hombres presentaron problemas por infecciones en las vías urinarias. Además, los trastornos de la uretra son la tercera causa de morbilidad (enfermedad) hospitalaria.

Para Sonia Rodríguez, coordinadora del centro juvenil del  Cepam, esas situaciones ocurren precisamente porque no hay una oferta de los servicios de salud para ellos.

“La consecuencia final de eso es que ninguno acude por información, sino cuando ya están enfermos”, asevera.

A eso se suma, explica la psicóloga,  la falsa concepción de que muchos se vean como “machos fuertes, impositivos y rudos”. Por eso  ellos no creen necesario cuidar su salud, añade.

En la Unidad del Guasmo Central, donde atienden al grupo etario, se evidencia que cuando existe un centro, el grupo sí demanda  atención.

Allí el médico general Antonio Zambrano calcula que  un promedio de 15 hombres, de 10 a 19 años de edad, acuden diariamente para recibir asistencia.

“Se necesitan más unidades de salud para los jóvenes y  difundir más los derechos que tienen sobre su salud sexual y reproductiva, de esa forma se evita que ellos acudan a los amigos o personas mal informadas”, sugiere el galeno, quien trabaja junto a una ginecóloga.

Otra solución que plantea a la problemática es que se capacite a profesores de escuelas y colegios fiscales para que orienten a los alumnos e incentiven una cultura de acudir a los centros de salud más cercanos.

“Es normal que la juventud no vaya al médico por vergüenza y termine preguntándole a un vecino o a un amigo mal informado. Por eso es importante que los adolescentes vayan al médico para que los ayude a despejar sus dudas y puedan orientarlos”, dice.

Johnny Varela, coordinador del centro para adolescentes de la Asociación pro bienestar de la familia ecuatoriana (Aprofe), señala que tanto hombres como mujeres jóvenes tienen los mismos temores y prejuicios  que influyen para que ellos no acudan a los servicios de salud.

Varela coincide con que  los proyectos de salud deben tomar en cuenta  a los hombres, “eso ayudaría a que usen protección en sus relaciones sexuales y no estén en riesgo”.

Asimismo, Susana Rendón, psicóloga clínica de Aprofe,  asegura que atiende a   hombres, pero ya  cuando  tienen problemas de conducta, sexualidad y conflictos de pareja que habrían podido prevenir. “De las 115 consultas mensuales  aproximadamente el 60% corresponde a ellos. Buscan aquí las respuestas que muchas veces no hay en la casa porque  son familias disfuncionales. Mientras que otros lo hacen con amigos o con su pareja”, manifiesta.

La psicóloga explica que los jóvenes no saben a dónde acudir para tratar estos temas, y la última opción es el especialista.

Según Jair Briones, activista, los colegios, las calles y los hogares deberían ser sitios seguros a fin de que las mujeres anden tranquilas.

En medio de los vehículos, los activistas rechazaron la violencia hacia la mujer

Unos cincuenta estudiantes, miembros del Área de Jóvenes del Centro Ecuatoriano para la Acción y Protección de la Mujer (Cepam), realizaron, la mañana de ayer, un plantón frente al parque Centenario.

El motivo: rechazar la violencia de la que son víctimas las mujeres  en el país.

Según Jair Briones, activista, los colegios, las calles y los hogares deberían ser  sitios seguros a fin de que  las mujeres anden tranquilas.

Briones dijo que al Cepam llegan chicas que son víctimas de violencia, “nosotros las direccionamos para que ellas sigan un tratamiento porque hacemos una labor psicológica”.

La idea de esta campaña, en contra de la violencia hacia la mujer, surgió, según Briones, de un caso de abuso sexual  en un colegio.

El Área de Jóvenes  trabaja con diez colegios, ubicados al sur de Guayaquil, en donde los chicos se capacitan y aportan a las diferentes actividades, como la de ayer, con pancartas, disfraces y otros implementos elaborados por ellos mismos.

La directora del área, Sonia Rodríguez, indicó que los casos de violencia han servido para llenar las páginas de crónica roja de los periódicos, pero que no se ha dimensionado la gravedad y el sufrimiento que tienen muchas niñas y adolescentes cuando son víctimas de la violencia sexual.

El plantón, según la directora, forma parte de  una campaña para sensibilizar a la comunidad.

En tanto que Adrián Cedeño, estudiante y activista del grupo, aseguró que  ya no quieren que haya más violaciones, acosos e incluso una  mirada que pueda perturbar a una mujer.
